Ontario, one of the richest mining districts in the world, is a natural storehouse for much of the earth's fresh water supply. Covering over 344,000 square miles, the surface of this Canadian Province is dotted with 250,000 fresh water lakes and is laced with uncounted thousands of fresh water rivers and streams. The southern portion of the Province, for the most part, is flat or lazily rolling farmland. This is where most of the people in Ontario live. Although it is not a major mining area, southern Ontario does possess important deposits of salt, oil, gas and gypsum. Most of these deposits are being actively worked. Toronto, the capital city of Ontario, lies deep in the southern region. Here the climate is mild and the winters are short. The total annual precipitation consists of 27 inches of rain and 65 inches of snow. Most of the major mining companies that do business in Canada have made Toronto their Canadian headquarters. There are two reasons for this. The first, of course, is money. Toronto is the gathering place of many well- known financial institutions. The second is access. Toronto lies within a few hundred miles of some of the most spectacular mining enterprises that exist in the world.

"In recent years, significant strides have been made to optimize the design of filtration and pressurization systems used on enclosed cabs of mobile mining equipment to reduce respirable dust and other contaminants and provide the best air quality to the equipment operators. This synergetic effort has involved original equipment manufacturers building mining equipment, manufacturers of heating, ventilation, and air conditioning systems for mobile equipment, filtration and pressurization system manufacturing companies, as well as the National Institute for Occupational Safety and Health, and other government organizations. Considering all the advances made in this area over the last decade, one aspect that NIOSH still needs to assess is the longevity of optimal cab performance with respect to the quality (filtering efficiency) of the filters used in filtration and pressurization systems. In today’s culture, most health and safety professionals automatically believe that HEPA quality filters need to be used to provide the greatest level of protection to workers. Researchers at the Office of Mine Safety and Health Research for NIOSH hypothesized that HEPA quality filters may not be optimal for the mining industry and speculated that MERV 16 rated filters would be more appropriate in most cases. In order to test this hypothesis, NIOSH performed a two-year study comparing both HEPA and MERV 16 quality filters on two pieces of underground limestone mining equipment, being a roof-bolter and face drill machine. Testing showed at the 95 pct. confidence level that there was no statistical difference between the two efficiency filters on both pieces of mining equipment. Since the MERV 16 rated filters were less restrictive and provided greater cab pressure, and since they did not have to be replaced as often as the HEPA quality filters, researchers concluded the MERV 16 filters were the optimal choice for both pieces of mining equipment in this case study comparative analysis. INTRODUCTION When most health and safety professionals today think about filtration efficiencies and their correlation with protecting workers’ health, the normal assumption is the higher the efficiency of a filter, the greater the protection afforded to the workers. The next logical step is to believe that HEPA filters deliver the greatest protection for workers because they provide the highest filtering efficiency. Obviously high-efficiency intake filters are a necessity for an effective cab filtration and pressurization system on mobile mining equipment, but what is the optimal filter efficiency rating for achieving high levels of cab protection factor performance over the service life of filters? To address this question, the National Institute for Occupational Safety and Health (NIOSH) has performed an in-depth laboratory research study over the years simultaneously with numerous field studies to retrofit used enclosed cabs on mobile mining equipment with newer and more effective filtration and pressurization systems."

The Ute-Ulay project area is located approximately five miles west of Lake City, in Hinsdale County, Colorado. The Ute-Ulay Mine site is approximately one mile east of the project area. The elevation of the site is 9,200 feet and is adjacent to Henson Creek (Figure 1) [ ] The Ute-Ulay Mining complex is an inactive gold, silver, and zinc mining/milling operation, that operated from the 1880?s until the 1970?s, and sporadically into the late 1990?s. The mining complex comprises several levels of underground mines, a flotation mill, and an abandoned town site. Due to the narrow, steep sided canyon, milled tailings were pumped upstream one mile in a sluice box to a wider section of the canyon, and deposited into five tailings impoundments and one berm located between the impoundments. An estimated 9,000 cubic yards (yd3) of fine grained tailings were located in the impoundments adjacent to the creek. The Ute-Ulay project area consisted of the mill tailings impoundments located upstream from the historic mine.

Introduction Abandoned mill tailings deposits can be found throughout the northern Black Hills of South Dakota, indicative of mining activities that originated during the great gold rush days of 1875. The Refuse Act of 1899 attempted to regulate the deposit of debris from mines and stamp works. But, in most cases, huge volumes of mine and milling wastes were disposed of in ways no longer considered environmentally acceptable. Restoration of gold mill tailings deposits is a relatively new practice to the Black Hills area. This discussion will present an overview of the environmental setting, environmental problems associated with past tailings disposal practices, practices being implemented to solve these problems, and prospects related to present the future tailings disposal practices. Environmental Setting An understanding of climatic characteristics, geology, surface and ground water hydrology conditions, and the physical and chemical characteristics of selected mill tailings deposits will aid in understanding environmental problems associated with tailings disposal and restoration. Large heap leach operations around the world contain significant under-leached metal values that present recovery challenges to operators. The first challenge is to find the location of the highest inventory. High resolution resistivity ? has proven sensitive enough to detect such zones in the interior of heap leach pads to target treatment or re-leaching. Newmont Mining Corp. has adapted the high pressure fracturing technology, used in oil wells to stimulate select zones in heap leach pads to add reagents in 3-D for re-leaching, changing zonal chemistry for improved recovery and heap closure. High Resolution Resistivity ? is able to subsequently monitor injected solution flow and determine directional permeability during Hydro-Jex stimulation. The combination of these technologies has shown strong economic success, for selecting targets in the heaps and monitoring solution application. These technologies are now available to the mining industry for adoption.

Representative samples are required from process streams in order to accurately measure chemical and physical characteristics. This information can then be used by process operators and metallurgists to evaluate the process and effect control actions for the operation. The capture and presentation of representative samples can be critical to measuring values, such as elemental analysis and particle size, with on-line or near-stream analyzers. A comprehensive multi-physics model has been developed and used to better understand the effects of slurry flow and particle segregation under certain operating parameters. An algebraic slip model coupled with a free surface algorithm is used to track motion and position of particles and phases within a specified geometry.

The first power transmission cable tunnel in Singapore was the 2.6km long undersea tunnel between Pulau Seraya and mainland Singapore, constructed in the1980s. Ten years later, similar concepts were used for the Tuas Cable Tunnel. The tunnel, which includes a 2.2km long immersed tube section, was designed to accommodate 10power circuits of 400kV and 230kV capacity. It is fully equipped with sophisticated control and communication equipment, fire suppressant and life safety systems plus a maintenance vehicle which runs on tracks through the length of the tunnel. The paper discusses the planning, design, and construction of the Tuas tunnel, and the development of these concepts for future tunnels.

Zinc ferrite is considered an integral phase of zinc residues as their presence can render the processing of zinc and critical metals difficult. It is a refractory phase, formed at high temperature in the presence of zinc (Zn) and iron (Fe) during oxidative roasting in zinc processing plants. Because it is refractory to efficient leaching, unreacted zinc ferrite gets concentrated in the final zinc residue, making it a viable source of zinc and indium extraction. The refractory nature of zinc ferrite makes the extraction of associated critical metals difficult. In order to explore a potential economic and carbon-neutral zinc ferrite processing technique, our previous study proposed the partial reduction of zinc ferrite followed by sulfuric acid leaching of the roasting product [1-3]. As demonstrated in our previous studies, partial reduction of zinc ferrite results in a mixture of ZnO, Fe3O4 and FeO, which can be further subjected to leaching for efficient extraction of zinc and critical metals such as gallium and indium.

Introduction Guar gum is a natural nonionic polysaccharide. Guaran, the functional polysaccharide in guar gum is a chain of (1?4)-linked ß-D-mannopyranose units with a-D-galactopyranose units connected to the mannose backbone through (1?6) glycosidic linkages. The poly-mannose chain is randomly substituted with galactose units at a mannose-to-galactose ratio of 1.8-1.0 [1]. Cheng et al. reported that the molecular weight of natural guar gum is 1.935 • 106 [2]. Robinson et al. found that the molecular weights of five grades of commercial guar gums ranged from 4.4 • 105 to 16.5 • 105 [3]. Guar gum is frequently used as a depressant of naturally hydrophobic gangue minerals (e.g. talc) in the flotation of PGM-bearing ores, and according to Harris et al. a wide variety of modified guar gums are available for this application [4]. The Canadian potash industry utilizes natural guar gum as a blinder of water-insoluble slimes in the flotation of potash (sylvinite) ores, a process that is carried out in a saturated KCl/NaCl brine. The role of the polysaccharide is to prevent a primary amine collector from adsorbing onto these unwanted fine minerals. Hydrophobic interactions between basal cleavage planes and the polymer appear to be involved in guar gum adsorption on talc [5,6]. Liu and Laskowski stressed the importance of metal impurities on mineral surfaces that can serve as the active sites for polysaccharide adsorption [7]. This postulate was consistent with the later observation that, in addition to hydrogen bonding, the adsorption of guar gum onto talc was strongly dependent on the surface concentration of magnesium sites [8,9]. In this case the adsorption process was visualized as metal-polysaccharide complexation facilitated by the cis-configuration of the hydroxyl groups of mannose monomers. Hydrogen bonding and chemical interactions with metal sites were also suggested by Rath and Subramanian in their studies on guar gum adsorption on biotite mica [10]. In a recent study, Wang et al. demonstrated that hydrogen bonding is the main driving force behind guar gum adsorption onto talc [11]. Their data also show that the adsorption density of guar gum on alumina is about five times lower than the adsorption density on talc. Pawlik and Laskowski reported that the amount of guar gum adsorbed on illite was independent of ionic strength over a wide range of salt concentrations [12]. The adsorption density of the polysaccharide on illite did not measurably change with ionic strength from that of distilled water to about 50%-saturated KCl/NaCl potash brine (~3N KCl/NaCl). However, guar gum adsorption on dolomite dramatically decreased over the same range of ionic strengths, and no reliable explanation of that phenomenon was proposed [12]. The water structure-breaking or structure-making capabilities of background ions are usually ignored when discussing adsorption mechanisms of polymers. The concept of “structure breakers” and “structure makers” was first introduced by Gurney, and Frank and Wen who postulated that each ion is surrounded by three distinct regions of water structure [13,14]. In the first layer, water molecules are tightly bound to the ion. The second region extends farther away from the ion and is referred to as the region of structure breaking. Only at larger distances, where the ionic field is weak, water molecules form the “normal” ice-like structure. It is also now recognized that the first layer can be further divided into the primary and secondary hydration shells. Small, strongly hydrated ions reinforce the “normal” structure of water and the region of structure breaking disappears. In contrast, large less-hydrated ions disturb the ice-like structure and generate an extensive region of structure breaking. Experimentally, these two effects can readily be distinguished through viscosity measurements. Increasing concentrations of structure-breaking ions result in a decrease of the viscosity of aqueous solutions. On the other hand, increasing amounts of structure-makers significantly reduce the viscosity of water. Alkali metal cations form a sequence known as the Hofmeister series. PROPERTY AND PRODUCTION: Around 100 Million Tons of Recoverable Coal are available from the approximate 10,000 acres allocated to the mine. Over 1300 acres of surface land holdings extend well beyond the limits required for plant site, storage tracks, water supply reservoir, settling ponds and waste disposal. COAL: Extensive core drilled testing confirmed the early indicated high quality of the #6 Seam Washability data show less than four percent of the' coal seam required removal to provide a superior product for the available market. PREPARATION PANT DESIGN: The limited needs enabled Preparation Plant Design to meet the requirements without inclusion of novel equipment. The simplified needs afforded ample opportunity for considering increased automation where advantage or economy was antioipated. Plant design included protection of opportunity for pre-drying in advance of air cleaning the fine coal and accommodations for addition of Dense Media separating equipment in event warranted or required by future market changes. Protection is also afforded for addition of Raw Coal Storage accommodations in event warranted. Figure I shows the Preparation Plant Flow Sheet.

A PDP 11/34 computer has been inter- faced to existing instrumentation in a 400 tph rod-mill/ball-mill grinding circuit and programed with a Kalman filter to estimate several unmeasured variables. A dynamic two-size- fraction model of the circuit is used to predict the complete state of the circuit including particle size distributions around the circuit, mass holdups and flowrates, the ball-mill grinding rate, water additions and cyclone parameters. Online measurements of sump level, slurry densities and product particle size are used to update the model values sequentially on a 20-second interval. This procedure results in optimal estimates of circuit variables given the relative reliability of measurements and the accuracy of the model.

The properties of a geologic mass may be considered from a resource or an engineering viewpoint. The primary engineering applications include ground control, excavation, bulk handling, and hydrology. This study will focus upon these areas in descending order. For an adequate geologic description, data is necessary on the following components: (1) the intact rock, (2) geologic structures, (3) contained fluids, and (4) existing pressures and temperatures, see Table 1. This information, combined with the engineering specifications, provides the basis for a formal geotechnical analysis as illustrated in Figure 1. For a structural analysis it is essential to establish the mechanical properties of the material composing the structure. This material, termed the "rock mass," consists mainly of the first two geologic components, the intact rock and geologic structures (Figure 1) Consideration of fluids will be subordinated to their role as chemical agents affecting the mechanical properties. The existence of pressures and temperatures generally lies beyond the scope of this study.

[One of the major problems in the purchase and sale of coal shipped in lake or ocean going vessels has always been the difficulty in obtaining a true analysis of the shipped coal?s quality because of faulty sampling by manual methods. As long as coal was sampled according to standards set up by ASTM methods designated D 492-48 there generally were no quarrels with the results obtained. However, due to varied weather conditions and because of the large number of cars sampled, there is no assurance that prescribed manual methods of sampling will always be followed. Because of this problem, the organization previously called American Coal Sales Association, now part of the National Coal Association, set up a committee compose of representatives from coal producers, coal shippers and coal consumers to study this sampling problem and to devise, if possible, a means of sampling on the high lift dumpers which could be automated so that a; true sample of the coal as loaded in the railroad car could be obtained.]

Conventional mine safety wisdom states that "the most efficient mines are also the safest." Since the 1980s, small mines (and contractors) have been targeted as the most dangerous ones because of their fatality records. Statistical testing of 1993 West Virginia safety and production data indicated that the most efficient WV mines were not the safest ones, considering correlations between the severity measure and tons per employee-hour, except for very small mines. This paper will present the results of an extended analysis of WV mine safety using 1993 and 1996 data, concluding with the method used to suggest current priorities for focusing interventions.

Many states rely upon the Pennsylvania 1957 “Gas Well Pillar Study” to evaluate the coal barrier surrounding gas wells (Commonwealth of Pennsylvania, 1957). The study included 77 gas well failure cases that occurred in the Pittsburgh and Freeport coal seams over a 25-year span. At the time, coal was mined using the room-and-pillar mining method with full or partial pillar recovery, and square or rectangle pillars surrounding the gas wells were left to protect the wells. The study provided guidelines for pillar sizes under different overburden depths up to 700 ft. The 1957 study has also been used to determine gas well pillar sizes in longwall mines since longwall mining began in the 1970s. The original study was developed for room-and-pillar mining and could be applied to gas wells in longwall chain pillars under shallow cover. However, under deep cover, severe deformations in gas wells have occurred in longwall chain pillars. Presently, with a better understanding of coal pillar mechanics, new insight into subsidence movements induced by retreat mining, and advances in numerical modeling, it has become both critically important and feasible to evaluate the adequacy of the 1957 study for longwall gas well pillars. In this paper, the data from the 1957 study is analyzed from a new perspective by considering various factors, including overburden depth, failure location, failure time, pillar safety factor (SF), and floor pressure. The pillar SF and floor pressure are calculated by considering abutment pressure induced by full pillar recovery. A statistical analysis is performed to find correlations between various factors and helps identify the most significant factors for the stability of gas wells influenced by retreat mining. Through analyzing the data from the 1957 study, the guidelines for gas well pillars in the 1957 study are evaluated for their adequacy for room-and-pillar mining and their applicability to longwall mining. Numerical modeling is used to model the stability of gas wells by quantifying the mining-induced stresses in gas well casings. Results of this study indicate that the guidelines in the 1957 study may be appropriate for pillars protecting conventional gas wells in both room-and-pillar mining and longwall mining under overburden depths up to 700 ft but may not be sufficient for protective pillars under deep cover. The current evaluation of the 1957 study provides not only insights about potential gas well failures caused by retreat mining but also implications for what critical considerations should be considered to protect gas wells in longwall mining.

With construction of the first phase of the Automated People Mover (APM) Tunnels nearing completion, this paper will address how knowledge from recent Tunnel Boring Machine (TBM) and New Austrian Tunneling Method (NATM) tunnel construction at the airport was used to refine the methodology for the next phase of tunnels currently in design. The benefits include an enhanced understanding of the ground conditions; allowing optimization of excavation sequences and support requirements; a more effective instrumentation and monitoring program; and improved construction details and related contract provisions.

In 1985, an extensive longwall mining research project was initiated by the West Virginia University Research Center entitled "An Improved Longwall Mining Technique" with the purpose of providing operational guidelines for the mining industry to enable efficient operation of its existing and projected longwall installations. One task involved in this extensive research project was monitoring ground movements due to longwall mining and evaluating their impact on surface and subsurface structures. This paper presents an analysis of the effects of topography on quasi-static and dynamic ground movements and the severity of damage inflicted on surface structures. The site was chosen for the study with an attempt to obtain a representative account of the topography experienced in the Northern Appalachian region, and more importantly to contain a substantial number of varying topographical features i.e., mountains, hillsides, valleys, and flat bottom land. The study was made possible by typical subsidence monitoring technqiues, however subsidence monuments were surveyed on a frequent basis, intermittently during face advancement. Ground movements were investigated under both quasi-static and dynamic conditions. This provided insight into the propagation of subsidence and the dynamic affects it has upon surface structures.

Column flotation cells continue to gain acceptance in the coal industry for the treatment of high-ash streams containing clay slimes. Unfortunately, some industrial installations have failed to meet expectations due to improper scale-up, incorrect operation and poor ancillary circuit design. To overcome these problems, case studies have been conducted to fully define the capabilities of column cells for coal applications. These data have been used to develop generic engineering guidelines for column circuit design and operation. An economic analysis has also been conducted to illustrate the importance of key capital cost considerations. These analyses indicate that column cells are significantly more expensive than conventional machines, although this difference can be greatly reduced through the installation of very large-diameter columns.

A questionnaire was sent out to three classes of mines to determine the extent of the heat problem in U.S. and Foreign underground mines. The following list shows the replies received from this questionnaire, however not all the known hot mines in the US replied. A complete listing of the results can be seen in Appendix I. 1) US coal mines - 37 replies 2) US non coal mines - 23 replies 3) Foreign non coal mines - 36 replies. At the present time there are approximately eleven non coal and one coal mine in the US experiencing heat problems which require special efforts to maintain an acceptable working place climate. However since the survey was completed some of them have been placed on standby. The Mine Safety & Health Administration (MSHA) does not have any specific regulations relating to heat stress. Informally the American Conference of Governmental Industrial Hygienists guidelines are followed which use wet bulb globe temperature (WBGT) with values ranging from 26.7°C to 31.1°C for a moderate workload, and different rest regimes. An MSHA report (Misaqi 1976) recommended that conditions should not exceed 26.1°C WBGT for men and 24.4°C WBGT for women. However, quite recently the organizations involved with planning two of the proposed nuclear waste repositories in the United States, have opted for the criteria of an air cooling power of 300 w/m2, and a WBGT of 27'C respectively.
