The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of investment value or use value. Such an estimate can be a long way from the price that the property would actually sell for if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation if market value is being appraised. The comparable sales and replacement cost methods used in the appraisal of urban buildings generally fail when used in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

MINERAL EXPLORATION 'The Function of Exploration Mineral exploration aims at locating the presence of economic deposits and establishing their nature, shape, and grade. As all ore bodies are finite, exploration is essentially the lifeblood of the mining industry. It is divided into two phases, reconnaissance and target investigation. It involves geological mapping, geophysical prospecting (aerial and ground or both), geochemical surveys, prospect drilling, and/or exploratory under-ground workings. Successful exploration is followed by development drilling, mine development, and eventually operation. In underground mining, the term "ore" is applied rather loosely to metalliferous rock that can be profit- ably mined, but nonmetallic industrial minerals and energy related materials constitute a large and growing portion of the tonnage extracted by underground methods each year. It is appropriate, therefore, to consider exploration as the search for any useful substance occurring in the earth or in the oceans that is of sufficient value as to volume, grade, chemical and physical com- position, and location as to make extraction by mining commercially profitable for the investment required. The Selection Process The search for ore includes hundreds of mineral commodities. The more successful exploration organizations tend to restrict the search to the mineral commodities for which they have strong exploration expertise and which have a high probability of being concentrated in areas open to exploration and development in sufficient volume, grade, and proximity to the surface to warrant the large expenditures of risk capital in finding an ore body. Special expertise is needed to engage in mineral exploration and development for the extended periods required for success. Individual prospectors continue to discover mineral occurrences, but it generally takes an organization with strong financial resources to carry the exploration process forward to the point of developing "ore." Still greater corporate resources in the form of management, engineering, and sales capability are needed to develop an ore body into an operating mine. In the past, companies other than those engaged in mining rarely conducted exploration, since they lacked the technical skills and know-how to bring a mine to fruition. A notable trend in recent years has been the success of other resource-oriented firms, such as petroleum companies, that have not only acquired the necessary skills to engage in exploration for hard minerals, but are doing so on a far more intensive scale than known in the industry heretofore. The desire to diversify from increasingly regulated oil and gas, the potential for the discovery of a bonanza, and the large scale of mining projects for these capital-intensive firms are the attractions. US government and certain international organizations, such as the United Nations, have fielded sizable exploration programs in the past decade on behalf of Third World countries wherein many of the world's higher grade deposits and scarce mineral resources are located. The level of overall mineral exploration in the industry is, regrettably, closely geared to the business cycle. Accelerated search during the periods of strong demand, shortages, and high prices, together with the long lead times necessary to develop mineral finds, often creates surges in supply which invariably are followed by a collapse in prices. The trend is, therefore, to exploration funding by larger better-endowed firms having the staying power to weather the cyclical nature of mining. Tax incentives, tariff policies, and other incentives have a decided impact on the level and nature of exploration. Surface mining regulations and environmental forces have fostered a renewed interest in under- ground development despite the lower average costs of surface mining. Spiraling inflation has caused mining costs to outpace prices for many mineral substances. Organizations increasingly are directing their search away from high- grade but limited tonnage occurrences toward low-grade disseminated bulk tonnages amenable to mining on a vast scale. Mining continues, therefore, to grow even more capital-intensive with half-billion-dollar mine-mill- smelter complexes now commonplace, compared with the hundred-million-dollar projects of a decade ago. Reconnaissance Exploration Having elected to search for specific mineral commodities, the exploration company narrows its focus to a reconnaissance of those regions offering the best potential. A working hypothesis which is constantly up- dated concerning the geologic controls for ore occurrence guides the search. The possibilities for discovery are best in areas of existing mines and known ore bodies, where the probabilities are high for additional ore occurrences. In such areas, published data on the trends and geologic controls of known mineral occurrences aid the search. Even in some remote territories, a variety of geologic data is available to the explorationist. The major sources of basic geologic data are the libraries of the US Geological Survey (USGS), the state geological surveys, the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the US Bureau of Mines, and various institutions such as Colorado School of Mines. Overseas, virtually all of the countries have their own geologic survey groups which are associated directly, or indirectly, with their respective ministries of mines. The objective of reconnaissance exploration is to narrow the search by pinpointing target areas having interesting mineralization. These favorable areas are then investigated in detail to delineate potential ore bodies.

Of all the industrial clay minerals, attapulgite probably enjoys the widest variety of applications. A review published over three years ago by Haden and Schwint (18) cited some 80 individual uses, a list which continues to grow. In its near half-century of commercial life, attapulgite has received a generous share of research study and patent development effort, both on the part of producers as well as consumers. This work has been divided between understanding the mineral's structure or properties and applying it to specific end-uses. Naturally, information gained from the former has pointed toward opportunities in the latter. References of particular significance are cited throughout the text. Attapulgite's variety of uses derives from the unique three-dimensional structure and needle-shaped particle form of this crystalline hydrated magnesium aluminum silicate. Its inherent colloidal and sorptive properties are well known, and distinguish it from its sister clay minerals. Attapulgite is characterized by its high surface area, porosity, sorptivity, and decolorizing power. Its slips or slurries are viscous and thixotropic, however, unlike bentonite are not flocculated by electrolytes. In Table I are compared the general properties of attapulgite, bentonite, and kaolin. The properties in Table I are documented in greater detail by the wealth of scientific literature which has been published on the composition (14)(15), structure (6)(16), surface (16)(4)(22)(24), adsorption (31)(4)(5)(25), rheology (10-11)(12)(13)(26)(27)(32), plasticity (30) (31), and chemistry (23)(3)(7) of attapulgite. Attapulgite is the principal mineral constituent (70 to 80%) of attapulgite clay as it is commercially produced in the Georgia-Florida area of the United States. As mined, this clay also contains 10 to 1S% montmorillonite, sepiolite, and other clays; 4 to 8% quartz, and 1 to 5% calcite or dolomite. Demand for both lead and zinc to the year 2000 will be characterised by modest to nil growth in mature economies, with positive 3 to 4 per cent annual growth rates in developing nations. Asia and China will feature significantly in this growth. Overall lead demand is expected to grow about 1 per cent a year, with industry becoming more dependent on the fortunes of the automotive industry as the lead-acid battery will be the only major end use to expand. Zinc will become more dependent on its main use, galvanising, as the automotive and construction industries move to high levels of dependence on corrosion prevention. Strong growth in zinc consumption in S.E. Asia, China and India is likely to feature widespread development of the continuous steel strip mini-galvanising line technology. Thank you Mr. Chairman for inviting me to this Conference. As an Australian I am honoured to be here to offer some thoughts about future trends in metal consumption -- with particular reference to the role of countries in my own neighbourhood, the developing Asian nations, including China. It is customary for a member of the producer fraternity to speak to the topic of future development. This is no doubt due to the fact that our companies are so often engaged in endeavours to determine the future prospects of the metals as essential background to massive investment decisions relating to the development of new mines and smelters. This is sometimes also applied in relation to the more painful decision of closures of aging operations. In this paper I have drawn upon recent studies by AM&S into the future of lead and zinc. While this work has been thorough and skillful, we are nonetheless left with uncertainty on a number of counts. Firstly. predictions in the past in our industry have not been all that credible. Need I remind a U.S. audience for instance of the Paley ' investigation setup by President Truman in 1950 to study U.S. copper requirements for 25 years in the future. Asarco's Simon Strauss gave those of us daring to forecast long term commodity trends a salutary reminder that the Paley Commission with all the expertise at its disposal missed the mark in its copper predictions by a very wide margin indeed. Additionally, it is difficult to take comfort from longer term economic forecasts. Too many important economic issues remain unresolved suggesting considerable caution. These include the threat of growing protectionism; low economic growth rates with stubborn unemployment levels; and levels of government expenditure at near saturation as a percentage of GDP, to name a few. However, on a more optimistic note. we can look to China, where there appears to be momentum in its economic growth; oil, where stable oil prices to the mid 1990's will contribute to inflation control; and the fact that LDC debt, while still a major issue, is declining in importance and priority. In the short time allocated to us. I wish to deal succinctly with the lead and zinc raw materials supply picture, which is one I do not believe will hold too many surprises for this audience. Following the review of raw materials supply, we will turn our attention to the changes in the pattern of demand towards the year 2000. emphasising the Asian position. In this context. I would like to focus on the theme of the changes in OECD consumption levels relative to those of the emerging nations. One area we will be paying special attention to is China.

The purpose of this paper is to describe work undertaken, within the System Dynamics Research Group at Bradford Management Centre, into the development and application of a System Dynamics model of an international mineral industry; aimed at providing a basis for analysis of the interrelationship of supply, consumption and price over time, under different production and stocking policies. A review is presented of some of the major characteristics and problems associated with such industries. This is followed by an outline description of the model and the way it has been applied to examine various supply responses, in the light of changing consumption patterns. Demonstration results deal with model validation and with analysis of international buffer stocks and conflicting supply policies on the historic situation in the copper industry.

With its 2011 acquisition of rival equipment company Bucyrus International, Caterpillar added underground mining and large shovels to its line of products and further solidified its standing as the leading mining equipment manufacturer in the world with solutions for every aspect of mining. When Caterpillar spent $8.8 billion to acquire Bucyrus, the global mining business was flourishing, as mining companies around the world worked to keep up with demands for nearly every commodity. Flash forward to 2013, and the global mining landscape looks very different. Lower demand for raw material from China and India and falling commodity prices have forced most mining companies to pull back on their production. The reductions from the mining industry have hit equipment makers like Caterpillar and Komatsu hard. In October, Caterpillar reported that its quarterly earnings had fallen 44 percent. The changing conditions have also changed the narrative from Caterpillar and other equipment makers to customers from offering solutions to move the most tons per hour, to now offering solutions for the lowest cost per ton. In September, Caterpillar hosted some of its mining customers and the trade press at its Tinaja Hills Demonstration and Learning Center near Tucson, AZ to talk about its range of products, from its MineStar System designed to help increase efficiency through better equipment management and planning, all the way up to the massive Cat 7495 and 7495HF electric rope shovel lines acquired through the Bucyrus takeover

"In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."

The Mineral Resources Institute (MRI) has developed a unique process for selective fatty acid flotation of phosphate minerals from siliceous ores. The process takes advantage of preferential adsorption and high reactivity of fatty acid collectors towards apatite over silica surfaces under slightly acidic conditions of pH 5-6.5. The process was successful in upgrading various phosphate samples from Florida and North Carolina containing 7.7-15.3% P205 and 62.3- 77.2% Insol to concentrates assaying 28.1-33.1 % P205 and 4.1-9.9% Insol with high P2O5 recovery of 81.8-92.2%. Depending on the type of silica impurities present one or more cleaning steps, with or without sodium silicate, would be required to improve the grade of the rougher phosphate concentrate.

The advent of Nuclear Energy has caused a phenomenal growth in the uranium mining industry. To keep abreast of this surge the mining industry has located many ore bodies, determined the best types of mining adaptable to this particular type of ore and developed a highly specialized type of operation. But, has the mining industry gone far enough in the planning? Has ?built-in? safety been included in the efficient methods of operation? Preplanning safety in the mining industry, as in all industries, takes engineering and ingenuity combined with the experience and cooperation of all concerned. A system of mining can be planned on a map and it will look good. However, when the actual mining takes place, conditions may be such that deviations from the original plans may be required because of excessive water faults or other conditions encountered. With safety we may also be required to change, to conform to the characteristics of a particular operation. People in the mining industry are well aware that loose back has killed miners each year. This condition occurred in practically all types of mines. The condition is not new to us. It is also known that explosives, haulage, machinery and conditions common to all types of mining have taken a heavy toll of human life in mining. In addition to these hazards in the uranium mines, the hazard of radon is also present, Radon is a radioactive gas liberated from ores containing radium. This gas is released into the active workings by the blasting or breaking up of the ore. Sometimes it is caused by radium contaminated water seepage from abandoned workings or from the ore body itself. Until the action of this gas on the human was known, many miners were affected. Un- less adequate precuations are taken to protect the people in these mines,, they may be exposed to this hazard, Health researchers made a study of this substance to determine how it would affect the health of the men, They also studied men who had worked in previous years, in mines known to have contained radioactive materials. All of this research contributed to the present knowledge of radon and its daughter products. It is not flammable nor explosive, but, if allowed to enter the body through the respiratory organs it can cause serious damage. Mines have been operated in the past and are still being operated, which were known to contain explosive and noxious gases, indicating that this problem can be controlled. Several states have instituted laws that make it mandatory to provide adequate ventilation and use of monitoring devices to limit radon and its daughter products to a maximum of 300 micro-microcuries per liter of air. This is considered a safe limit for sustained periods of human exposure. While the findings of research do not prove conclusively that the inhalation of excessive radon or its daugher products cause lung cancer, indications point to this as a possibility, particularly radium A and radium C1 of the daughter products. The threshold limits set by law in most uranium producing states are believed to be safe. In a few years, when tests and data now in the process of collection by interested state officials and laboratories is complete, these limits may be found to be ready for revision. Studies such as these take time. At present, the limits that are used are based upon estimates. The permissible limits of exposure to radon and daughter products include a large safety factor. It is considered that a good supply of fresh air delivered to the working places, adequate dust control, the sealing of unused or abandoned workings, the removal of mine water which is generally contaminated and a safe waiting period after blasting, will hold to a minimum the dangers from this source. There are, of course, problems accompanying each of these procedures. For example, the ventilating of untimbered raises and bringing fresh, uncontaminated air to the working places may be a problem. However, a good mining man can solve these problems as they apply in each particular operation. From the information available at the present time, the daughter products containing polonium and emitting alpha radiation, may be a health hazard. Fortunately, the half life of most of the daughter products is short, however, radium D has a half life of 22 years and presents a problem of contamination in the storage of old tailings. So we can see that failure to comply with the accepted good mining practices may have harmful effects on the health of miners. It is gratifying to note the interest in this potential hazard by the officials in the uranium ore producing states, who are making extensive studies and keeping records of the men who work in this type of mining. This all provide information necessary for preplanning safety. By contrast, little has been accomplished to control the injuries and deaths from some other factors connected with most underground mining operations. INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block. Shortly after World War II, considerable impetus was given to use of truck haulage in open pit mines by the manufacture of large off-highway trucks. Mine management was quick to utilize this more flexible approach to open pit operation and in the ensuing years much time and energy has been spent to improve the basic concept. Dramatic progress has been made in drilling, blasting, loading and hauling with much emphasis placed on equipment improvement. In general, haul roads in open pit mines and quarries have received rather perfunctory treatment in studies of surface mining operations. Their importance to the successful pit operation requires more than a brief sentence saying, "Good haul roads must be maintained." Haulage costs account for approximately one-third of total mining costs including general costs and about 90 percent of the total loading-haulage cycle time is consumed in travel, hence, good haul road planning, construction and maintenance are mandatory for a viable operation.

I spent 41 years as a geologist with the US Geological Survey (USGS) conducting geologic studies and preparing peer reviewed maps and reports describing the results of those studies. Since retiring from the USGS in 2011, I have been a consultant specializing in aggregates and other industrial minerals. Consequently, I have had the opportunity and pleasure to apply the information contained in those kinds of geologic maps and reports to real-life situations. About half of my consulting is performing due diligence for mineral resource evaluations of one type or another where resource information has been provided by the property owner. Many of those jobs necessitate that I conduct desktop studies followed by field work. I then use my information to review and comment on the written reports of others; reports variably referred to as geologic reports, resource studies, reserve analyses, and so forth. While there are many well written reports addressing geologic resource issues, I was surprised to see that there are also a significant number of so-called geologic reports that only pay cursory attention to geology. Unfortunately, that lack of rigorous geologic investigation commonly leads to erroneous conclusions. This paper addresses three such reports covering concrete sand, metallurgical gravel, and proppants (frac sand). Although all three examples are located in the Gulf Coastal Plain Province, I do not reveal the exact location of any of the properties for purposes of confidentiality. Furthermore, I have generalized the site descriptions and illustrations. However, all the descriptions faithfully define the geologic situation.

Ultrafine copper, gold and silver minerals flotation has become increasingly important because of the rising demand for processing finely disseminated ores. This paper investigates the improved flotation of ultrafine ores from a Troilus Gold project. Troilus is primarily an Au-Cu deposit but contains minor amounts of Ag, Zn and Pb, as well as traces of Bi, Te, and Mo. As a result of ultrafine Cu-Au-Ag dissemination and associated grinding requirements, Eriez’ column/StackCell and Denver benchtop cells were utilized to optimize their respective flotation responses. Enhanced flotation results were achieved using column and StackCell technologies. KAX 51 and SPRI 206 collectors, Na2SO3, and ZnSO4 depressants were the primary reagents employed. In column/StackCell flotation of three main mineral deposit ore composites, the rougher-scavenger-cleaner circuit Cu, Au and Ag flotation recoveries were 90.4~95.8% at a copper grade of 13.6-17.4%, 87.5-95.1% at a gold grade of 101-145.9 g/t, and 88.6-91.8% at a silver grade of 62.6-251.4 g/t, respectively. The benefits of Eriez Column/StackCell flotation technologies include high flotation selectivity and increased recovery due to unique hydrodynamic designs. Specifically, the StackCell design facilitates high turbulent kinetic energy dissipation rates to improve fine particle recovery and incorporates countercurrent wash water to significantly reduce hydraulic entrainment of the finest size gangue minerals to the froth product.

Introduction In October of 1961 Texas Gulf Sulphur Company contacted the Asheville Minerals Research Laboratory, of the North Carolina State University, and requested assistance in the development of a phosphate ore body in Beaufort County. The main: objectives of the work at Asheville were defined as follows. The Laboratory should try to determine on the basis of drill core samples, submitted by Texas Gulf Sulphur Company, the highest grade of phosphate concentrate that could be obtained with high recoveries from North Carolina ore, the thickness of the ore body that could be treated economically in one section, and the quantity of concentrate that could be obtained per acre. The results should be compared with data obtained from the treatment of Florida ores. It was important to use mineral preparation methods during the initial laboratory work that could be verified later by continuous pilot plant operation and could be scaled-up for a commercial plant. The writer was in charge of the project at the Asheville Minerals Research Laboratory and participated in the development of one of North Carolina's greatest mineral resources from the first drill core examination to the production of the first poundage and tonnage quantities of flotation concentrates. The Lee Creek phosphate mine and mill was put in operation in early 1966 and can produce three million tons of phosphate concentrate a year. The world's reserve base is adequate for at least 100 years at the current consumption rate. China, India, and the U.S. are expected to remain the leading producing countries. The U.S. will continue to be the largest consumer of the production. None of the known substitutes for barium sulfate are expected to impact existing applications. World production in 1995 was 4,410Mt. This is about 50% of the projected capacity. Consumption is directly proportional to hydro-carbon well installation activity. Imports are expected to continue to supply more than half of the U.S. requirements.

The operating lifetime, or production rate, selected for a mining project is among the most important factors influencing the design and ultimate economic success of the project. An incorrectly-determined lifetime can lead to the erroneous rejection of projects as uneconomic as well as the suboptimal exploitation of producing properties. This paper examines the calculation of the optimal lifetime using both traditional discounted cash flow and recently-proposed option pricing techniques. Using each method, the production rate is determined as that rate at which the net present value of the project is maximized.

"The Sanitation Districts of Los Angeles County is planning to construct a new, approximately 7-mile-long (11.3 km) effluent outfall tunnel to be excavated by TBM and lined with precast concrete segments. Anticipated net operating pressures within the tunnel are expected to approach 3 bar. To counteract joint opening and exfiltration leakage, an approach has been investigated to post-tension the precast concrete tunnel lining with steel tendons. The tunnel alignment crosses several seismically active fault zones, at which installation of steel pipe is proposed as a secondary inner lining to mitigate potential offset displacements. This paper discusses the tunnel lining design approach and methods used to address these unique challenges.INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) is planning to construct a new 18-foot-diameter (5.5 m), approximately 7-mile-long (11.3 km) tunnel from the Joint Water Pollution Control Plant (JWPCP), located in the City of Carson, to the existing White Point outfall manifold structure at Royal Palms State Beach (RPSB) (Figure 1). The project is part of the Sanitation Districts’ Clearwater Program, which will improve overall system reliability through the repair and replacement of the existing aging infrastructure. The existing system includes two 6-mile-long (9.7 km) tunnels, 8- and 12-feet in diameter (2.4 and 3.7 m), and four ocean outfall pipes with a maximum capacity of approximately 675 million gal/day (MGD) (2.6 billion L/day). Addition of the new parallel tunnel will increase overall capacity to accommodate peak wet weather wastewater flows of up to 1,262 MGD (4.8 billion L/day) and will allow inspection and repair of the existing tunnels. The new outfall tunnel will be excavated using a pressurized face tunnel boring machine (TBM). Shafts at the north (JWPCP Shaft) and south (RPSB Shaft) ends of the proposed alignment will connect the tunnel to the existing wastewater treatment plant and existing ocean outfalls manifold and during construction act as launch and receiving shafts for the TBM. The tunnel will be excavated from north to south as a single heading."
