A decision support system for the management of the mineral resources of a developing country has been derived. The system allows the evaluation of the impact of a mineral project in a developing country in the broad context of its economy. The analysis permits the assessment of the overall socio-economic consequences of mineral prospects and allows incorporation in the evaluation of issues that are broader in scope than the pure financial objectives. The system is built around the Leontief framework of economic analysis. The original input-output model, enhanced to incorporate country-specific behaviour is integrated with cost-benefit analysis and shadow pricing. The analysis leads to synthetic measures of profitability at market and shadow prices. These measures are useful to direct the mineral policy of a developing country through the exploitation of those mineral resources which are most likely to bring about economic growth and social advancement.

Storage and transport systems are essential for mineral processing. Section 10 includes systems for storage and transport of dry bulk materials, slurries, and water necessary for operation of mineral pro¬cessing plants. All aspects of these systems are presented, including material characteristics; dry material placement in and reclamation from storage stockpiles and bins; dry material conveyance; hydraulics (liquid flow and pumping); slurry characteristics; slurry storage and reclaim, slurry flow (distributors, launders, and pipes), and pumping; water (primary and secondary process, reclaimed, fire, cooling, and domestic) supply, transport, and storage; equipment selection and sizing; power transmission; controls; and health and safety. The mate¬rials considered include crude ore; process and other water supplies; initial, intermediate; and final in-plant materials; finished materials; and tailings and other waste products. Section 10 is a compilation of practical operating data for engineers, technicians, and plant opera¬tors. For the design of mineral processing plants, including selection and sizing of equipment, the design engineer should consult with equipment manufacturers, suppliers, engineering firms, and plant op¬erators with specialized experience in particular materials handling methods. When unusual conditions are encountered, actual pilot or full scale testing may be required to insure adequate design. Operation of mineral processing plants is dependent on the proper engineering and construction of storage and transport systems for dry bulk materials, slurries, and water. It is obvious that processing plants cannot produce the required quantities of semifinished and finished products unless these material can be transported adequately to, through, within, and from the plant. Costs of storage and transport systems may exceed 50% of the total capital and/or operating costs. Considerable attention must be given to the design, layout, and engineering of these systems. These systems are interrelated with the mineral processing method and it is necessary to determine the best combination of mineral processing method and storage and transport systems. Storage and transport systems perform a major supportive func¬tion to mineral processing. The final selection of these systems depends on the final selection of the processing method and related systems (environmental control, tailings and waste disposal, etc.). The process¬ing method determines the characteristics of materials to be stored and transported; distances, elevations, flow rates for transport; and storage requirements. Flowsheet After selection of the processing method and related systems, a flowsheet must be developed. This flowsheet should indicate produc¬tion rate, percent solids or moisture, and specific gravity for all initial, intermediate, and final products or product flow streams. It also may be necessary to know the size analysis, chemical analysis, abrasiveness, and other physical characteristics of various product flow streams. The flowsheet provides basic information for plant layout, storage requirements, and selection and sizing of process and transport equip¬ment. Storage and transport systems often function improperly be¬ cause of inadequate flowsheet data or process revisions, resulting in improper equipment selection and sizing. Further details on plant design are presented in Section 33. After selection and sizing of process equipment, it is necessary to select the type of material transport equipment to be used for in¬plant materials handling as well as crude ore, tailings, and final prod¬ucts. The storage and/or surge requirements, including capacity and location, then are determined. Storage and/or surge capacity is neces¬sary for leveling production rate fluctuations due to variations in material characteristics; production scheduling; equipment mismatch¬ing, failure, or breakdown; and scheduled maintenance downtime. Variations in ore grindability will cause fluctuations in throughput or production rate for grinding mills and variations in ore grade will cause fluctuations in production rate for concentrating equipment. Variations in material moisture content and percent solids can have serious effects on the capacity of material transport equipment. In some cases, a blending system may be desirable or necessary to reduce variations and to obtain uniform production and/or metallurgy. Storage capacity often is needed because of different production schedules for various phases of the mining and mineral processing complex. As an example, the mine and coarse crushing plant may operate on a one- or two-shift-per-day schedule while the fine crushing plant and concentrator on a three-shift-per-day schedule. This would require storage between the coarse and fine crushing plants. Another example would be load-out storage where unit trains are used to haul concentrate or final products. The concentrator could be operated on a three-shift-per-day schedule while only I to 2 hr may be scheduled for unit train loading. This would require adequate load-out storage so that the concentrator can be operated continuously. Process equipment with mismatched capacities requires storage or surge capacity between the mismatched equipment to achieve oper¬ating efficiency. As an example, the fine crushers may have greater capacity than the rod mills. Storage between the fine crushers and the rod mills permits both the crushers and rod mills to be operated at optimum capacity with the crushers actually operating or running a lesser number of hours per day. Mismatched capacities for process and transport equipment also may require storage or surge capacity. Mismatching of equipment capacities most often occurs because of the difficulty in equipment sizing. Thus, the design engineer must anticipate where in the flowsheet these mismatching capacities are likely to occur while making every effort to assure that equipment is selected and sized properly. Equipment breakdown can cause major operating difficulties and lost production. These breakdowns can be reduced with adequate scheduled maintenance. Lost production due to nonscheduled down¬time caused by equipment breakdown can be reduced further by standby equipment and storage and/or surge capacity ahead of essen¬tial mechanical and electrical equipment. As an example, standby pumps and conveyors often are available as part of the in-plant trans¬port system. Storage and/or surge bins and tanks often serve dual functions, such as dewatering, mixing, and smoothing production rate fluctuations.

Most mineral processes currently in use, such as flotation, spirals, gravity concentrators, etc., are only effective over a small range of sizes, hence the upstream need for technology to accurately classify fines by size. The Pansep’s design is revolutionary. Slurry is fed onto connected mesh sections that move without bending or vibration, in a circular motion. Both sides of the screen mesh are utilized, so Panseps are self-cleaning and has half the footprint of other mesh-type screens. Developed in South Africa in 1997, the Pansep has proved itself very effective as a wet fines screen to effectively classify fine mineral fractions from 50 to 2,000 micron (325 to 10 mesh).

Compliance standards for respirable dust which are reduced because of high quartz concentrations have become an industry-wide problem. Research on the physical and chemical character of quartz-classified particles in respirable coal mine dusts indicates that they may exist in intermixed layers or may be coated by clay or coal material. The relative amount of intermixing varies with the coal seam being mined. If most of the quartz particles of a mine dust are "pure," then the dust may have a high fibrogenic risk potential because of truly free silica and the compliance standard should be lowered. If, however, the quartz is locked inside another material matrix, or coated, a reduced compliance standard may not be appropriate.

Without a doubt, the scope of China?s coal boom has been nonstop. Despite the world economic slowdown, China?s year-on-year gross domestic product (GDP) jumped 10.3 percent year-on-year in 2010, boosted by a faster than expected 9.8 percent expansion in the fourth [ ] quarter. And, the first quarter of 2011 expanded another 9.7 percent. According to a frequently cited statistic, the country is building two mid-sized coal plants each week. This amounts to a yearly increase equivalent to the entire power grid in the United Kingdom. China?s coal production was doubled in the last 10 years, from 1.044 Gt (1.15 billion st) in 1999 to 3.2 Gt (3.52 billion st) in 2010. This is 3.2 times the U.S. production (986 Mt or 1.085 billion st) and nearly half (46.3 percent) of the world?s total coal production (6.91 Gt or 7.6 billion st). This rapid increase of demand for coal has made China the world?s largest coal importer in 2009. With the economic situation improving, this trend is expected to continue.

Outokumpu introduced Flash Flotation in the early l 980's for the recovery of floatable material from grinding circuits. The devel­opment came as a result of surveys made in the company's own concentrators, initiated to find ways of improving recoveries with increasingly complex and lower grade feeds. Hydrocyclones make a separation on the basis of particle size and mass, resulting in the "over collection" of fine grained, high S.G. particles. Minerals such as pentlandite, galena and gold are easily caught in the circulating load around the mill until they are overground and rendered more difficult to collect. In the case of downstream flotation this may simply involve a reduction in the rate coefficient due to the finer sizes or, as is commonly experienced in gold operations, the mate­rial is slimed and coated onto non-floating gangue and is eventual­ly lost to tails. At the time of Outokumpu's plant surveys, it was a relatively common practice, particularly in Pb operations, to have a flotation section fed directly from the secondaiy mill discharge. This is called unit flotation and certainly provided an improvement but very high wear rates and frequent sanding out of the cells was com­mon. The development of the SkimAir® Flash Flotation cell by Outokumpu provided a subtle but quite dramatic departure from the unit cell approach. Now it was possible to feed cyclone under­flow into a special purpose-built flotation machine and recover a final grade concentrate from the grinding circuit (see Figure I). The cell was designed to handle the coarse circulating load, per­mitting the coarsest fractions to be short-circuited back to the mill and retain the floatable sizes for a nominal time of 30 seconds to several minutes. The short retention time was possible largely due to the relatively clean content of the cyclone underflow stream. This means that the fine gangue is not present except in small quan­tities and most of the fine to mid-size paiiicles are higher S.G. and more likely represent valuable mineral. This condition provides for very high rate coefficients. Typical operations would recover 40-60% of the valuable mineral in this fashion and improvements in recovery were typically from 2-5% for sulphide minerals to the 5-20% range for gold and silver.

Construction projects may be delivered under one contract package or multiple packages divided by discipline, geographic location, or other characteristics. Dividing the construction into contract bid packages is called contract packaging, and is a vital and strategic aspect of effectively delivering tunneling projects. The process of contract packaging considers many factors, including the type of project, location, and owner?s priorities. This paper describes the key facets of the contract packaging process used recently on several tunnel projects, reports, where possible, on the success of the process, and concludes with recommendations for applying this process to achieve the right contract package.

The market for titanium feedstocks (ilmenite, rutile,synthetic rutile and slag) is driven primarily by offtake from the titanium dioxide (TiO2) pigment industry. The pigment sector depends on the performance of the global economy. Titanium sponge is the first stage of titanium metal manufacture. It constitutes a minor component (3 percent) of overall demand for titanium feed-stocks. Production and consumption TiO2 pigment consumption in 2004 was estimated to be 4.63 Mt (5.1 million st), up 7.6 percent from 2003. It was driven by strong demand in most regions. In the United States, apparent TiO2 pigment consumption rebounded by 5.4 percent (highest growth rate since 1997) to an estimated 1.12 Mt (1.23 million st), following the decrease in demand during 2003. Chinese TiO2 pigment consumption continued its strong upward trend, increasing by 10 percent to 598 kt (659,000 st) in 2004.

The refractory materials industry provides the largest commercial market for nonmetallurgical grade bauxite. Refractory grade bauxite is prepared from bauxites having low iron, titania, and alkali content by calcining at temperatures near 1,650° C. Although there are substantial bauxite reserves in the world, premium grade bauxite ores suitable for use in refractory applications are limited to only a few specific sources, primarily in Guyana and the People's Republic of China. Consumption of bauxite for refractory use is closely associated with the production and consumption of primary metals, in particular iron and steel. Barring major disruptions within the principal producer nations, sufficient supplies of refractory bauxite will be available to meet world demand well into the next century, and raw material costs will continue to determine the availability of markets for bauxite-based refractory products.

Methane has been a hazard since the beginning of coal mining and has influenced, more or less, every aspect of coal mine design. It is receiving increased attention lately because the rate of methane emission in coal mines is increasing as increasing demand for coal leads to exploitation of deeper seams and the use of higher productivity equipment. Consequently, the government and private industries have directed a great deal of effort towards understanding and solving the problem of methane emission in coal mines. In the United States, Consolidation Coal Company has pioneered research in this area since the early 1950's.1 Currently this work is being expanded by Consol through the Mining Research Division of the parent company, Continental Oil (Conoca), to find new techniques for degasification of virgin areas as well as control of methane in gob areas. Basic reservoir properties of coal seams, such as gas content, reservoir pres-sure, diffusivity, porosity and permeability are better understood today largely through the efforts of the U. S. Bureau of Minese2,3,4 It is possible now to identify and model the basic mechanism of gas emission from coal and to forecast steady as well as unsteady state emission of methane in coal mines with some degree of reliability. Combining this knowledge with any ventilation simulator should often identify problem areas in advance and permit adequate methane control measures to be planned.5 Another recent innovation in methane control is the horizontal hole drilling technology. The U. S. Bureau of 1-1ines and the Mining Research Division of Conoco have independently developed techniques for drilling horizontal holes 300 to 600 m deep6 The Bureau's method employs a rotary drill string while Conoco uses a non-rotating string with a down hole drill motor. It is the authors' view that the latter provides more positive control on bore hole deviation both vertically and laterally and appears to be faster, though somewhat more difficult to operate. "Thousands of years ago large glaciers carved much of the landscape in Puget Sound, depositing abrasive and granular soils including cobbles and boulders along with layers of clay and sand. Tunneling in this geology – common throughout much of the northern and Midwestern U.S. – is challenging and can be unpredictable. The use of pressurized face tunneling, most commonly with EPBs and slurry type machines, has made excavation in this geology more efficient, but difficulties still remain. Through analysis of recent projects in Seattle, Washington, USA, the authors draw conclusions as to the best TBM designs and operational parameters for this variable, abrasive and often difficult ground. Performance data is analyzed with an eye towards advancements that could further improve TBM tunneling in glacially deposited soils. INTRODUCTION Over the past several ice ages, extensive glaciers reaching across much of North America transported large amounts of soil and rock as they moved across the land. The substantial weight of the ice sheets mixed together a wide range of soil types along with a variety of rocks and boulders of all sizes. Many rock formations were reduced to pebbles or particles containing highly abrasive characteristics. Any boulders able to survive were generally comprised of harder materials which were scattered throughout the soil. This highly variable mixture of abrasive soils and high strength boulders can be found in many areas across the Puget Sound and other regions of the country. Wherever they are encountered, they often create a difficult and unpredictable mining environment for both equipment design and operation. Modern TBMs are optimized early in the design process for specific types of geology, and unexpected conditions can require extensive modifications. In addition, several operational parameters need to be adjusted to balance ground characteristics, and advance rates can be significantly affected in mixed and rapidly changing soil conditions. Both EPB and slurry machines can be used successfully in these conditions, provided their respective operating criteria are met. Ideally, an EPB is operated with a relatively thick muck consistency, which accommodates moderate changes in soil permeability and maintains a reliable pressure differential through the screw conveyor. However, this also causes higher wear on rotating components and requires more energy at the cutterhead. Alternatively, slurry machines typically operate best with a more fluid muck consistency that can be easily pumped through the extensive piping system. This tends to reduce the wear on the cutterhead and the power requirements of the cutterhead drive system, but also makes the machine more sensitive to changing soil conditions. Generally, the slurry piping system is also more capable of controlling high face pressures, although the screw conveyor of an EPB can also be designed to accommodate most high-pressure conditions."

I cannot help but be reminded, as I stand here today, of my boyhood years and heritage, both of which are inextricably tied to this very valley and are, in a: bay, apropos of the theme of this Keynote Session. I remember the scarcity of people. For example, 48, 000 in Phoenix and 436, 000 in the State in 1930 and 65,000 in Phoenix and 499, 000 in the State in 1940. Today Phoenix boasts a population of over 500, 000 and the State a population of 1, 500,000. I remember the' lack of facilities, goods and services, including gas and electric power. I recall stories of my grandfather who had the freighting or teaming contract to haul all the supplies and generating equipment, by wagon mind you, up the old Apache Trail to Roosevelt Dam. . .a three day trip from the nearest railhead which, by the way, was not Phoenix, for it did not merit a railhead on those days, but the village of Maricopa approximately 25 miles south of Phoenix. I remember chopping firewood, heating wash water on an open fire in a No. 3 wash tub at the rear of the house and doing my school homework by the light of a kerosene lamp just 25 to 35 years ago within what is now a large metropolitan area

The Supervisory Computer System at Cities Service copper mine and concentrator at Miami, Arizona was installed at Pinto Valley in the spring of 1975. Design and specification [l] of the digital system was initiated jointly by key plant personnel at Pinto Valley and staff of Cities Service Research and Development Company. The Pinto Valley digital system [2] may be classified as a supervisory control system of hierarchical design. There are three fully independent satellite computers which retrieve and reduce the raw plant data from each of the three main operating areas - the primary crushing plant, the fine crushing plant, and the grinding and flotation plant. While the three satellite computers are core resident systems, the master computer is a disc-based operating system which also interfaces with a computer controlled on-stream x-ray analyzer system. Figure 1 illustrates the basic system configuration [3]. The software systems required to support a large system are quite diverse and vary greatly in function. The philosophy followed in dividing the software into three categories was designed to: 1) fully utilize existing process knowledge of technical staff; 2) delegate certain software tasks to outside sources already skilled and trained in software development; and 3) maintain final control over the design and operation of each system.

The movement of solids by pipeline is an art dating back well over 100 years as evidenced by many references in the literature. Even though all of the early pipeline transport systems were based on trial and error and relied mainly upon the designer's experience, hydraulic transport offered distinct advantages in convenience or cost for the chemical, mining, and civil engineering industries. It became well established for in-plant process lines, dredging, waste disposal, and other uses almost exclusively for short distances. During more recent times, much research work has been done in an attempt to understand the underlying principles involved in transporting solids in a fluid. Design criteria for pumping slurries have evolved to the point where pipelines designed for distances of several miles to several hundred miles can be accomplished successfully. Consolidation Coal Company designed and built a 10-inch diameter 108-mile long line1 for transporting coal in the 1950's and operated it from 1957 to 1963 when it was placed in mothballs because of falling freight rates for rail shipment. More recently, the 273-mile Black Mesa Pipeline2 was built and is operating. There are other examples of long distance pipelines,3 but all are for specially prepared fine slurries which allow the pipeline to be operated more economically.

The Milwaukee Metropolitan Sewerage District (MMSD) has been working since mid-1977 on a fast track to meet a court-imposed schedule to rehabilitate a large wastewater collection and treatment system at an estimated cost of $1.7 billion. Because of glaciation, the Milwaukee area has an extremely complex geologic environment. The rock surface ranges from outcroppings in the northern and western parts of the area to 76 m (250 ft) below the surface at the mouth of the Milwaukee and Menomonee Rivers. Bedrock beneath the glacial mantle is a thick sequence of early to middle Paleozoic sedimentary rock. To cope with the many complexities of this large public works project, a Program Management Office (PMO) concept has been employed. A Geotechnical Engineering Group was established within the PMO to provide a continuous , unified approach to geotechnical engineering and full disclosure of all geotechnical information in the construction contract documents. It provides qeotechnical engineering to design and construction, develops and maintains a qeotechnical data base, and participates on the claims resource team.

The abstract discusses the synthesis and investigation of polyacrylamide functionalized chitosan polymers (CS-PAMs) as selective depressants for pyrite in the flotation of galena and chalcopyrite from complex sulfide ore. The study employed response surface methodology (RSM) to model and optimize the flotation process, varying parameters like the degree of deacetylation of chitosan, weight ratio of chitosan to acrylamide, and CS-PAM dosage. The developed RSM models effectively predicted iron and lead grades and recoveries, while optimization showed optimal pyrite separation from galena and chalcopyrite using CS-PAM synthesized from chitosan with a high degree of deacetylation and a specific chitosan:acrylamide weight ratio.

The Kidd Creek orebody is a massive, base metal deposit with widths up to 600 feet and a strike length of 2,200 feet. The orebody dips eastwards at 70° to 80° and is amenable to sub-level open stoping. Five distinct zones (Fig.1) based on structural wall rocks and ore type parameters occur within the orebody. These zones are: Zone 1 - Mainly copper stringer ore Zone 2 - Massive pyrite ore Zone 3 - Massive sphalerite and chalcopyrite Zones 4 and 5 - Are banded and variable in nature Compressive strengths vary from zone to zone with an average of 22,000 p.s.i. and highs of 40,000 p.s.i. The mine is developed from a ramp extending from surface to the 1600 foot level and a 24 foot diameter, 3050 foot vertical shaft with main levels at 400 foot intervals. Sub-levels at 100 foot vertical intervals are driven from the ramp. transverse and longitudinal pillars to support the crown pillar left under the open pit. The layout allows an opportunity to enlarge or reduce pillar sizes and also to introduce fill on any horizon should conditions warrant. It also offers a large number of operating stopes spread through the various ore zones giving good ore blending characteristics. All ore from the stopes is handled through drawpoints using Wagner ST8 scooptrams with an average one way haul length of 650 feet.

Groundwater control is generally an important consideration and significant source of risk during most tunneling projects. Proper baselining of groundwater conditions requires: 1) a thorough understanding of the geological environment; 2) a focused site investigation; 3) identification of construction and adjacent property damage risks associated with inflows and short and long term piezometric level changes; and 4) consideration of contractual issues including restrictions on means and methods and pay items for associated work. This paper provides an overview of groundwater baselining issues and risks based on selected design studies and construction case histories.

The Leeville underground mine has been in operation since 2006 and currently produces 3,300 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. Based on the characteristics of the ore bodies, the deposits are divided into several mining zones. The geotechnical properties of mining zones are also different from one zone to another. A successful geotechnical collection system is very important for the mining designs and operations in the Leeville underground mine.

In efforts to improve ingress/egress from the existing subway platforms in PATH’s Exchange Place Station, a new 18-foot horseshoe cross-passage tunnel was constructed by Walsh Construction who retained Kilduff Underground Engineering for design of the initial support system and to install and maintain geotechnical instrumentation. The project presented some unique challenges as a result of the proximity to pedestrians on the platform. PATH service remained uninterrupted, limiting the Contractor to mechanical means of excavation to advance the heading. The logistics proved very challenging for the approximate 100-foot-long tunnel excavated in soft Manhattan Schist. This paper will present the design and construction challenges for the project.
