Most analysts find that progress has been evolutionary in any technologic field. To be sure, a few discrete breakthroughs can usually be identified, but viewed in its entirety, the curve of technologic progress over time tends to be relatively smooth with few discontinuities. Even in those cases where a major scientific discovery is achieved, the rate of technologic progress is limited by the often surprisingly slow rate of commercializing the concept into usable products. Whereas discovery and invention tend to be discrete events, technical innovation is often a painfully slow process. In spite of overall gradual change, technologic progress in most fields, when viewed in retrospect, tends to reveal certain relatively homogeneous periods where little change is evident, separated by episodes of accelerated progress. Thus, open-pit mining over the past century has changed from predominately train haulage to truck haulage and is now experiencing a major increase in belt haulage. Ore reserve estimation is another field that fits the same pattern, and the history of mine evaluation lends itself to a similar analysis. Evaluating mine investment opportunities is a fascinating aspect of mining. The unique set of risks inherent to every mining project is particularly intriguing. Geologic risks are most obvious, since faulty ore grade and tonnage estimates are among the leading causes of mine failures. Wide swine's in mineral commodity prices are usually cited as another major risk in mining. Because any ore deposit is a finite resource and the miner has limited discretion in selecting a mining sequence, mines are generally at the mercy of notoriously fickle commodity markets. There is a tendency for many mine investment analysts to feel that mineral market uncertainties are unprecedented in severity. Of course, prices in other markets rise and fall also-in some cases as precipitously as with minerals. However, two other mining characteristics tend to compound this marketing risk. First, the preproduction development period for a new mine is characteristically long. Under extremely favorable conditions, a significant mine may be developed in as little as two years, but the norm is four to six years or more. Second, mining is among the most capital intensive industries, consistently ranking near the top among all industrial sectors in assets per employee, and near the bottom in annual sales dollars per dollar of assets. Thus, mine investors typically have large sums invested for a long time before the outcome of the venture is determined by notoriously unpredictable markets. This is not a business for the faint of heart, and the importance of sound investment decision making is obvious. The high risk and technical complexity of mining operations have combined to require greater attention to financial evaluation by mining engineers than by most engineers in other specialties. Nearly all early mining engineering textbooks dealt with problems in mine valuation in a detailed manner; and, today, the sophistication of capital investment analysis is high in the mineral industries. Traditional Mine Valuation Methods Although some evaluation process has no doubt accompanied nearly every mine development throughout history, a formalized quantitative approach first emerged in the last half of the 19th century with the establishment of academic programs in mining engineering. The philosophy and approach to mine valuation that evolved at this time were, with periodic minor refinements, considered the standard for nearly a century. Only after 1960 did major changes begin to occur. The traditional approach to mine valuation reflected the investment community's historic attitudes toward risk. Mines were generally considered too risky for debt financing, and virtually every new mine was financed from internally generated funds or new equity subscriptions. Following closure of an old asbestos mine in Zidani, Kozani Prefecture, Greece, the geotechnical and environmental restoration of the tailings slopes was required. The geotechnical aspects of the restoration included the formation of gentler slopes to increase stability, in combination with drainage works for the same purpose. The environmental aspects of the restoration included covering the slopes with successive layers of soil in order to minimize infiltration of rainwater, and hence the potential for further transport of asbestos fibers, and to provide a suitable layer for revegetation of the slope. The paper presents results of slope stability evaluation using both limit equilibrium and finite element analyses and raises some issues related to reducing impacts to the geoenvironment when designing such restoration projects.

As far back as 1939 state laws have required reclamation of mined lands. Reclamation has been the topic of many discussions and presentations, especially since the late 1960's. In the past ten years many states have added legislation concerning the reclamation of coal-mined lands. In the near future, it seems certain that some federal regulations will be passed that will set minimum guidelines for the states to regulate. Besides the requirement of returning the land to the approximate original contour, future regulations will more than likely demand replacing topsoil from one to five feet thick. As regulations become more stringent, costs will rise accordingly. Since no one has developed a machine that can do all reclamation work by itself, it is necessary to review in detail the tools available and to select the most economical means.

Valley-fill structures built of blasted rock overburden from Appalachian mountaintop surface mines pose many reclamation challenges. The steep mountainous terrain, short valley lengths, and straight stream channel profiles create significant challenges to implementing fluvial geomorphic landform design in terms of both form and function, and from a safety and constructability perspective. The fluvial geomorphic landform design approach balances erosive and resistive forces by considering long-term climatic conditions, soil types, slope profiles and vegetation types. Commercial geomorphic landform design software tools do not specifically analyze the stability and factor of safety for the computer-designed landform slopes. This research investigated slope stability parameters and factors of safety between a traditional valley-fill design with a geomorphic landform alternative. Slope stability assessments were performed on two profile geometries. Finite-element modeling of a permitted valley-fill and a geomorphic design alternative indicated that slope angle and internal angles of friction associated with the gradation of the overburden greatly affected the designed factor of safety for both designs. The geomorphic designed slopes yielded the highest factors of safety out of 14 models analyzed with all cases having factors of safety over 2.0. The high factors of safety are attributed to shallow slopes and beneficial surface and internal drainage.

This paper describes the results of an underground coal mine trial installation of a shielded trailing cable. The cable was a three conductor, round, type SHC-GC, and was installed on a shuttle car in a conventional room and pillar mining section. The purpose of presenting the information is to prepare mine operators for proposed legislation that will require shielding on low-voltage trailing cables. Specifically, machine modifications are required to cable reels, packing glands, and couplers. Cable splicing is not as complex as expected but additional materials are needed in the kit and splice training is necessary. Even though shielding will cause some problems for the mine operator, it can reduce the hazard of electrical shock to mine workers. This paper will present information that mine operators can use to solve most of the problems that will be encountered if they are required to install shielded cables. The in-mine evaluation was funded by the U.S. Bureau of Mines.

PROLOGUE Nowadays, where production costs and energy costs are increasing and at the same time requirements in fineness and purity of industrial mineral products are getting higher and higher, industry has to look for more efficient grinding systems and developments to produce these products more economically. Therefore lots of new developments in high energy jet mill pulverizing have been made. In the main, however, these developments involved more or less just the new principle of fluidized bed jet pulverizers but not the older spiral jet mill principle. In some cases, especially in the filler industry where laminar minerals are used and higher aspect ratios are required, the spiral jet mill principle has advantages in a better delamination of these minerals. To comminute minerals down to products with a d97 < 3 µm, the specific energy consumption increases up to 2,000 kWh/t – 3,000 kWh/t or even more, depending on the grindability of the mineral. So the production of these fine materials is quite an expensive task. But jet mill grinding is and will be the most favorable method to produce micro-products and in the near future nano-products, despite the high energy consumption.

Introduction Increasing investor and industrial demand for gold is not being matched by new mine output from traditional sources. This forces the exploitation of alternative natural and industrial resources to supplement traditional sources. A traditional natural resource is either high- to medium-grade ore, of gold or silver with coproduct gold. Or, they are medium- to low-grade base metal ores having byproduct gold. Traditional ores are also frequently extracted at relatively great expense by selective underground mining. Alternative natural resources include low-grade, near surface ores and the products of mining-dumps - and of onsite processing - tailings. Traditional industrial resources are newly mined gold or that obtained from plant sweepings. Their alternative analogues include gold in old scrap and chemical sludges and precipitates, notably those incidental to the electronic industry. These alternative gold resources have several attractions. They are untapped and abundantly available. Having been overlooked by prior metals suppliers, title to many alternative resources is easily acquired. Or, the value of such a resource may go unnoticed until its gold is rendered exploitable by an advance in extractive technology or an other approach. This article addresses the effect of large tonnage, low-grade lode ores on gold supply. Exploiting these ores is rendered commercial by their amenability to bulk mining by modern large-scale mining and metallurgical operations requiring little selectivity. Placer gravels, perhaps the earliest type of gold ore mined, also are bulk minable. But these fall outside the definition of being lode deposits. Most lode bulk mining is from surface open-pit mines. Some, however, is from underground by such large-scale mining techniques as room and pillar, vertical crater retreat, and end slicing. The low-grade gold ore being discussed averages 2.8 g/t (0.082 oz per st). Output How greatly do bulk minable, low-grade resources effect supply? 1982 was a somewhat healthy year for gold mining and exploration in North America in spite of the general depression in the mining industry (Table 1). The wildly fluctuating price of gold bullion had stabilized at an annual aver¬age of $12.08/g ($376 per oz) - (Handy and Harmon base price). Half of the 1.3 kt (43 million oz) of 1982 world gold mined were from South Africa&apos;s high-cost, medium-grade, selective underground mines. Of the remaining half, 20%, or about 130 t (4.2 million oz), was mined in North America. This includes Canada and the US - the third and fifth largest gold producers in the world. Of that North American production, more than 62.2 t (2 million oz) of gold, or about 50%, came from bulk mining of gold ores with or without co-product silver. Most of this was in the US, where bulk minable gold-silver lode ore produced nearly 31 t (1 million oz). This amounted to 60% of the nearly 46.6 t (1.5 million oz) produced in the US during 1982. An additional nearly 7.7 t (250,000 oz) of gold were produced as the byproduct of bulk mining of cop¬per ore, for a total of 34 t (1.1 million oz) of gold, or 75% of US gold production by bulk mining. To further illustrate this, US placer, mine dump, and related operations produced an insignificant 4% of US gold output at the time. Exploitation of bulk minable gold deposits is becoming increasingly important worldwide. Most new Australian gold mining announcements are of bulk minable developments. This trend will increase in North American mining as more large tonnage, low-grade operations come onstream in Canada, where much current production is from underground. It will increase with the general climb in Mexican gold mining. And it will grow with expansion of the 12 t/a (400,000 oz per year), gold production of the Dominican Republic. Two of Peabody Western Coal Company&apos;s mine operations are the focus of this paper ... Black Mesa Mine and Kayenta Mine, both located in Northern Arizona. These two locations are unique for a variety of reasons. ? The two mines have only two customers, both power plants, one the Southern California Edison&apos;s Mohave Generating Station near Laughlin, NY, the other the Navajo Generating Station near Page, AZ. Close in proximity, these two locations ships nearly 12 million tons of coal per year. ? Material is shipped to these customers two ways: via a 273 mile underground slurry pipeline, which by the way is longest in the world, and by a 17 mile long conveyor to four storage silos. Product is then shipped via train from the storage silos to the plant sites.

INTRODUCTION The phrase "subsidence control planning" can refer to the use of specific mining methods and-specialized techniques to control subsidence events or it can refer to planning for subsidence by predicting its magnitude and timing and further planning mitigation strategies. In the first case the objective is actually subsidence prevention while in the second it is a design procedure that seeks to maximize the use of both surface and subsurface resources. Neither technology is well developed at this point. The purpose of this presentation is to briefly outline the Department of Energy&apos;s Subsidence Program. This program is, in general, bases on the premise that subsidence control technology, by any definition, can be accomplished only through a thorough and rigorous understanding of subsidence phenomena. This understanding must come from many well planned and executed studies of stress redistribution and strata deformation as they occur during mining activities. There is presently considerable incentive to improve our subsidence engineering capabilities due to the desire for increased coal utilization with acceptable environmental impact. Considerable research in this area is being sponsored by federal and state governmental agencies, universities, and the coal industry. Federal sponsorship has been borne by the Department of Energy, the Bureau of Mines, the Office of Surface Mining and the U.S. Geological Survey for the most part. These agencies have carried out basic research in their laboratories and have contracted with other organizations for additional work. At this time most of the available resources are directed toward contract research, especially in DOE. It is the DOE research plan which will be addressed here.

The environment in which the surface mining industry operates today is considerably different than that of a few years ago. Increased pressure from the public, government, labor and internal industry factors calling for the fulfillment of rapidly changing expectations is especially intense in the surface coal mining industry. Such things as requirements for increased production, the Mine Health and Safety Act, environmental concerns and land reclamation, shortages of qualified and enthusiastic employees and market cycles coupled with price competition are but some of the specific items that are requiring the surface mining industry to better utilize equipment, materials, and labor resources available, There is one technical tool available which will assist management to increase productivity, improve cost control and assist in planning, organizing and operating surface mines. Industrial Engineering is that tool. Before a discussion of specific applications of Industrial Engineering to surface mining is conducted, it is worthwhile to review a definition of Industrial Engineering and the history of its development. The following definition has been adopted by the American Institute of Industrial Engineers: "Industrial Engineering is concerned with the design, improvement and installation of integrated systems of men, materials and equipment. It draws upon specialized know- ledge and skill in the mathematical, physical and social sciences, together with the principles and methods of engineering analysis and design, to specify, predict and evaluate the results to be obtained from such systems."

The presence of organic materials in gold ores cyanidation. The presence of organic materials interferes with gold extraction by The carbon contained in the ore has been shown to adsorb gold cyanide complex from solution. Removal of the carbon content by roasting or chemical oxidation prior to cyanidation results in gold extractions of 85 to 95 pct. This paper by the Bureau of Mines, U.S. Department of the Interior, discusses how the mineralogy of the carbonaceous gold ores affects gold recovery by cyanidation. It also discusses the advantages and disadvantages of roasting and chemical treatment to render the ore amenable to cyanidation.

"The global mining industry is facing increasing challenges in terms of geological, technological and social aspects. Potential exploi-tation of deposits shows a tendency to increasing depth with complex ores and decreasing grades. A promising approach to deal with these constrains is by applying alternative extraction methods like (bio-)hydrometallurgy as in-situ leaching (ISL) technology. The Bergakademie Freiberg University of Mining and Technology established the “Biohydrometallurgical Center for strategic Elements” (BHMZ) to foster the interdisciplinary research along the entire biohy-drometallurgical process chain to extract indium from sulfide ores. The involved Department of Underground Mining Methods deals with the design and implementation of a pilot-scale underground testing facility for microbial in-situ stope leaching in its “Research and Educational Mine”. This paper discusses the potential of in-situ bioleaching under technological aspects. In addition, different conditioning approaches based on hydraulic and explosive methods for enhanced permeability in the formation are introduced and the gathered data will be presened. INTRODUCTION A reliable, substantial and sustainable supply of raw materials is of crucial importance for any industrialized country. This dependency applies to “strategic elements” including rare earth elements (REEs), platinum group metals (PGMs) as well as a variety of other metals like indium and germanium which are needed for high-tech industry and products such as electric and electronic devices, fibre optics and laser technology (Barakos et al., 2016; European Commission, 2010). Due to the economic growth of the BRIC-countries (Brazil, Russia, India, China), the resource policy of China as well as the volatile world mar-ket prices of different metals the availability of these critical raw materi-als and therefore the dependency of the high-tech producing countries has become increasingly important (Barakos et al, 2016). Adequate supply is often affected by the increasing depth of de-posits, lower metal concentrations and more complex ore mineralogy. In addition, mining activities are increasingly restricted by their envi-ronmental and social impact and footprints. As a consequence, con-ventional mining and processing methods are limited by high energy consumption and technical constraints."

Computer-aided design drafting systems have been employed in plant design for nearly ten years. Current and future systems will include computer-aided engineering as well. This paper will explore the history and development of such systems including computer and workstation hardware, graphics software, and plant design applications software. The paper will also address future systems and will present both the system vendor and the mine mill designer&apos;s view. Specific examples of particularly successful applications will be included.

Event cameras are used for their performance in high dynamic-range lighting conditions which are canonical to active mining environments. Direct labeling of event-based image data to train a model to perform semantic segmentation using traditional methods is slow and error-prone. This study proposes a framework to use roughly hand-labeled color images from a mine as an input to an intermediary probabilistic algorithm called alphamatting to generate a ground-truth data set. These high-fidelity labels can be used to train a semantic segmentation model to differentiate the support strap from the roof. This model can then be leveraged to segment an event-based scene to enable autonomous roof bolting. This pipeline has been shown to achieve an accuracy of 88% with a false positive rate of 3%.

For a variety of reasons, the need for automation of underground mining equipment is growing dramatically, e.g., improved safety and health, availability of labor, deeper mines, and desire for more focused excavation. While there has been tremendous progress made in this direction, much needs to be done to reach the holy grail of an autonomous mining machine. This paper reviews a number of technological developments and presents research and development needs for future development. A report on our current project for the Western Mining Resource Center at CSM is included.

The mineral bastnasite is utilized to describe alternate processes for the extraction and separation of the rare-earth elements by solvent extraction. The rare earths can be acid-leached directly or fused with NaOH before acid leaching. Cerium, the major constituent, can be recovered by fractional precipitation, fractional leaching, or solvent extraction with tri-nbutyl phosphate. The latter process is capable of producing 99.5-percent pure CeO2 at 98+ percent recovery. Lanthanum is subsequently recovered by fractional precipitation or solvent extraction with a nitrogen-based extractant. A 20-stage mixer-settler operation with a primary amine extractant results in a 95-percent pure La203 fraction at 96 percent recovery. Europium is amenable to extraction from most of the remaining rare earths with an organophosphate extractant. Selective stripping of the europium, followed by reductive precipitation, produces high-purity Eu203. Another possibility for europium purification involves the differential extraction of europium with an amine followed by a sub- sequent reducing strip. Separation of the remaining elements is more difficult but can be accomplished with amine or quaternary ammonium extracts. Typical separation factors achieved are 3. 8 for praseodymium-neodymium and 10. 5 for neodymium-samarium.

North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK&apos;s high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India&apos;s legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India&apos;s domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India&apos;s untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India&apos;s mining sector is divided into the Ministry or Mines for regulating and developing the country&apos;s mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India&apos;s 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals&apos; owner. In India&apos;s case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

Manufacturers of brick and tile are showing growing interest in the possibility of manufacture of a clay bonded block. The block would have the shape of concrete block, but would be made without the use of Portland cement, Instead, the block would be made&apos; from mixtures&apos; of an aggregate and the present raw materials of the brick industry. The finished units would weigh 20 to 30 pounds and meet the specifications for Grade A concrete block. The present status of the clay block development shows one manufacturer actually in production of these units$, two additional manufacturers are attempting production and many manufacturers are actively engaged in development work. At least four major research laboratories are engaged in the development program. There are several different processes available for clay block production. These processes differ primarily in the type of aggregate used or in the type of forming operation selected. I would like summarize these possible methods.

The great importance of aggregates as a basic building and maintenance material for both public and private projects makes the identification and availability of this valuable resource imperative for our economic and social well being. This was one of the main reasons that led the California Legislature to enact the Surface Mining and Reclamation Act of 1975 (SMARA). The Act requires the State Geologist to classify mineral areas in the state and the State Mining and Geology Board to designate mineral deposits of regional or statewide significance. Exposure to hand-arm vibration (HAV) among the labor force in the mining industry can result in permanent vibration diseases such as behavioral disorders, visual impairment, osteoporosis, pain (mostly in the hands, wrists, and shoulders), circulatory system disorders, and malnutrition. In this study, the vibration exposure of excavator operators working regularly in 25 different natural stone quarries was measured. In addition, the relationship between vibration exposure and rock properties was investigated. Gloved and ungloved vibration measurements were performed and revealed that antivibration gloves reduce excavator operators’ vibration exposure by 7.10–25.95%. Samples from each quarry were characterized with rock mechanics tests. The correlations between the hand-arm vibration measurements and the natural stone physical–mechanical properties (uniaxial compressive strength, Shore hardness, Knoop hardness, apparent density and total porosity) were determined to be over 70%. One finding of the study was that the health risk in excavators cannot be reduced sufficiently by the sole use of antivibration gloves. Furthermore, the excavation of any rock with a Knoop hardness above 121 is associated with an 81% risk of HAV. To increase awareness of the danger of vibration exposure for natural stone miners, training programs should be provided, and technical and operational changes should be implemented.
