"...Unfortunately, the research activities in soil mechanics had one undesirable psychological effect. They diverted the attention of many investigators and teachers from the manifold limitations imposed by nature on the application of mathematics to problems in earthwork engineering. As a consequence, more and more emphasis has been placed on refinements in sampling and testing and on those very few problems that can be solved with accuracy. Yet accurate solutions can be obtained only if the soil strata are practically homogeneous and continuous...." This statement about soil mechanics was made by Karl Terzaghi, thirty years ago and applies to a greater degree today to the infant science of rock mechanics. More uncontrolled variables are added to the already many existing in soil mechanics. Variables, such as Macro-discontinuity and in situ stress levels. In no other field of engineering are the problems as site oriented. Presently this site dependance demands the investigator or rock mechanics engineer to get his hands dirty rooting in the muck of a tunnel floor trying to properly install or readout test apparatus in a comprehensive site investigation. This paper discusses such a site investigation designed to determine the problems and solutions inherent in the driving of the Trans Koolau Tunnel. The paper will describe the various types of tests to be performed, how the results are to be used and the interrelation of the various tests themselves.

INTRODUCTION In the early 1950s, underground miners and tunnel¬ing contractors were experimenting with ways to supple¬ment or eliminate track-bound loading and hauling equipment. Diesel-powered crawler and rubber-tire mounted front-end loaders and trucks designed for use on the surface were being modified and tried with limited but encouraging success. Miners began working with interested manufacturers to explore the develop¬ment of vehicles specifically designed to meet the de¬mands and constraints of underground material han¬dling. By the mid 1960s, load-haul-dump (LHD) vehicles were firmly established as a fundamental part of what has become known as the "trackless" mining concept, used in many mines and many countries around the world. The flexibility, mobility, and versatility of these units have given the industry a useful tool and have added new dimensions to mine development and produc¬tion. Many old mines have been redesigned to accom¬modate these trackless vehicles, and few new mining plans have failed to find some use for the concept during some phase of development and production. By 1977, several manufacturers in several different countries were producing a variety of LHD vehicles to meet the growing worldwide demand. GENERAL DESCRIPTION LHD vehicles combine certain characteristics of conventional front-end loaders and dump trucks, spe¬cifically designed for materials handling in underground mining and tunneling. The design intent is to provide one vehicle with one man, with the vehicle loading itself, hauling the load over level or inclined haulageways, and dumping the load. A typical production cycle of the most popular units has the operator driving the vehicle forward, forcing the bucket into the muck at or near floor level, and using the tractive effort of the vehicle and the prying action of the bucket to roll out and tilt back the load as shown in Fig. 1. With the bucket rolled back into the carrying position on the boom and the boom resting on the main frame of the vehicle, the load is hauled (trammed) to the dump point as shown in Fig. 2. At the dump point, the boom is raised, the bucket is rolled forward, and the load slides out as shown in Fig. 3. After dumping, the bucket is rolled back to the carrying position, the boom is returned to rest on the main frame, and the unit is driven back to the loading point for another load. There are two other types of LHD units that are slightly different in the cycles that they perform. One uses a hopper arrangement carried on the front of the machine, with a small bucket mounted ahead of the hopper. Several passes with the small bucket load the hopper, which is dumped by opening its floor. Al¬though this concept is several years old, it has gained less than 0.5% of the total market. The most recent LHD concept differs in that it has one bucket nesting inside another. The smaller inner bucket is loaded first, and it is then tilted back and above the larger bucket. When the larger bucket has been loaded, it is rolled back, and the total load is trammed to the dumping point. The dumping operation tilts the buckets in the reverse order from that of the loading operation. The impact of this new concept on the mining industry has not been measured yet. This chapter concentrates on the LHD vehicles employing the cycle described by Figs. 1 through 3, since these LHD units constitute an estimated 99% of the units in current use. Most recent work in the field of mine production scheduling has focused on either the computerization of the traditional methods or the development of sophisticated mathematical optimization models. Yet it is clear to all concerned that the optimizers need to be made more practical and the traditional approach needs to be made more optimal. This paper, along with another recent paper (Gershon, 85) open a middle ground between these two approaches. In that recent paper, a heuristic procedure for production scheduling was introduced. Here, a series of short term optimizations are used in a creative manner to approximate the true long term optimization. Since these small optimizations are aimed at blending to meet production quality specifications, this approach is most applicable to commodities where the blending function is very important such as coal, cement, phosphates or iron, to name a few. The traditional and the optimization approaches are so far apart that their' advocates have difficulty identifying with the other approach. This is especially true concerning the difficulty of understanding the optimization models for those not trained in the field of operations research. This paper takes the position that the pro- 120 per role of the operations researcher is to provide not only useful and advantageous approaches, but practical, understandable and implementable ones as well. This is the goal of the paper in describing a new approach, consistent with the traditional methods and aimed at approximating the results of the optimizers.

"During the last ten years great strides have been made, on the Mesabi Range, in the practice of beneficiating low grade iron ore material. By .beneficiation is meant all methods of removing impurities, and raising the iron content to a point where it can be sold in open market, the principal impurities being silica and moisture. The • general processes to which low grade iron ores are amenable are as follows:1. Thermal(a) Drying ; removes hydroscopic or atmospheric moisture. .(b) Calcining; removes carbon dioxide from iron carbonate, molecular water from hydrated hematites, and atmospheric moisture.Roasting; removes sulphur, carbon dioxide, molecular water and atmospheric moisture.Agglomeration; primarily for the purpose of preparing finely divided material for blast furnace; briquetting and sintering.2. MechanicalScreen sizing; removes rock and sand.Classification; removes sand by means of currents of water of varying velocities.Log washing; removes fine sand.Jigging; removes larger particles of impurities than is possible by log washing. Certain types of jigs remove fine sand.Reciprocating tables; recover fine iron particles from sand discarded by above processes.Magnetic separation; applicable to the commercial separation of the magnetic oxide of iron from gangue material. From a scientific standpoint it is possible to separate certain hematites and limonites from their gangue:(g) Miscellaneous processes; comprise dry concentration, electro-static separation and other processes."

It is said that there is nothing new under the sun and this is certainly true about refractory gold Ores. Ores which have been refractory to treatment have been the bane of the Metallurgist's life ever since gold has been recognized as a metal valued for its indestructability, malleability and beauty. Webster's Dictionary defines "Refractory" as; "Resisting control or authority, stubborn, resistant to treatment or cure, unresponsive to stimuli, difficult to corrode or draw out," And gives as a synonym the word "unruly." I don't think any metallurgist would disagree with these definitions as they quite accurately describe refractory gold ores as we know them and I wouldn't be a bit surprised if many of you in this room today had applied far stonger language to your own refractory ores in the course of your metallurgical test programs. Pliny the elder put it very well when he wrote in 79 A.D., Gold is the first of man's follies, Silver the second." Perhaps Pliny was speaking of "unassayable gold" or "incipient gold." These are truly refrac tory ores which probably existed before Pliny's time and although many people have claimed to have solved their metallurgy the untold wealth that lies within them has never been bankable. On the other hand, Virgil is his Aenead, could very well have been speaking of refractory ores when he wrote; "Quid non mortalia pectora cogis, auri sacra fames!" which translates as, Accursed thirst for gold! What doest thou not compel mortals to do. Certainly, gold was extremely rare at that time because it had to be recovered by much labor from the then refractory ores and their refractoriness caused the early metallurgists (or alchemists if you will) to seek an easier way to produce it; thus the long and fruitless search for the "philosopher 's stone" which would aid in turn-

The Archean ores of Western Australia are in total the largest producers of gold in Australia. In addition to numerous small and medium sized deposits, the province also contains the giant Kalgoorlie Golden Mile deposits. A variety of different gold ore mineralogical associations has lead to the development of a number of different processing routes for both refractory and non-refractory ore types. Intense weathering and lateritization of Archean greenstones in the semi-arid Yilgarn region have resulted in the development of a deeply oxidized profile (60-100m) above most sulphide orebodies. Residual and re-deposited supergene gold within iron oxide/silica gangue of this zone responds well to CIP, CIL, heap and vat leaching techniques. Although gold is easily liberated in principal from oxidized gangue, in practice recoveries are sometimes affected by iron oxide coatings on gold grains, and by clay minerals which can interfere with plant performance. Refractory ore types in the Eastern Goldfields fall into three main categories - pyritic, arsenopyritic and telluride-bearing. Pyritic ores may be either free milling or require roasting. The difference appears to depend largely on whether gold occurs along grain boundaries or fractures, which can be liberated by grinding, or whether gold occurs as inclusions within pyrite grains and therefore cannot be satisfactorily liberated by grinding. Arsenopyrite bearing ores are not well understood and are complicated by what appears to be a variable degree of gold solid solution, in addition to included gold. Gold occurring in complex gold-silver telluride assemblages has traditionally been recovered by roasting in the Eastern Goldfields.

The movement of air from the surface, through the workings and then back to the surface, is the most important consideration in the ventilation design. The purpose of mine ventilation is seen as the maintenance of acceptable atmospheric environments wherever men work or travel underground; and acceptability is related to the risk of harmful biological responses associated with exposure to atmospheric environments in mines. In mine ventilation, a design engineer often has to contend with a number of problems not experienced to the same degree in other industrial situations; i.e. the vast extent of many workings - offering continuously moving work locations; the difficulty of predicting. inflows of contaminants to the airways which contain the micro-environment; and especially, the effect of mining activity within the duct system (e.g. mine roadways) carrying the airflow. Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported from the mine. Underground mining proceeds by the continous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits very from area to area and between different mines. 1 In uranium mining, in addition to eliminating noxious gases from blasting, diesel equipment exhaust, and the control of dust, it is also necessary to dilute and remove radon, the gaseous element in the uranium chain and its decay products. Long term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia have confirmed that there is an association between excessive ex¬posure to radon daughters and an increased risk of lung cancer. The common practices for controlling these airborne contaminants are: (1) the circulation of large volumes of fresh air from surface to dilute these contaminants to a permissible concentration, and (2) the sealing of worked-out areas to prevent ingress of radon into ventilating air. 2 The sealing of worked-out areas can be easily and effectively accomplished, but the contaminants intro¬duced from the workings may raise the concentrations in the airways despite a good ventilation system and use of the maximum available amount of fresh air. The ventilating air can be strategically filtered to reduce dust and radon daughters to acceptable levels, and reused prior to final discharge. This strategy properly applied, will decrease the air colume requirements in certain marginal areas of the mine and thereby avoid an overall increase in the mine airflow. This is particularly advantageous in the cold climates of Canada, where the incoming fresh air must be heated in the winter months to a comfortable temperature, Thus, an economical and technically feasible air filtration system, strategically placed, can improve the underground mining environment and reduce the overall cost of ventilating the mines. In addition to affording flexibilty to the venti¬lation system, a potential saving of $1,500/m3/s/year would be realized if air is successfully cleaned and reused when compared with the conventional methods of generating an air current. 3 Denison is justly proud of its achievements in the air filtration technology development. This paper limits itself to an examination of the radiation control aspect of the air filtration strategy.

Numerous articles have been written about the coal mine ; he has been compared with brave men who have gone out to conquer some unknown hazard throughout the ages. Now, however, modern mining is no longer something to be avoided, but a vocation that anyone can be proud of, with remuneration equal to or above that of almost any industry. A concerted effort is being made each day by both the operators of most mines as well as the state and federal inspectors to see that coal mines are as safe or safer than work places in any other industry. How- ever, it is true that mine fires and explosions have occurred in the mining industry since its inception. One of the earliest accurate references to such an occurrence is found in the transactions of the Royal Society of London. In the Colliery Managers' Handbook, 1898, Caleb Pamely writes of an explosion that occurred at Fatfield, England in August 1708, resulting in the deaths of 69 persons. He states: "Three of them, viz, two men and a woman, were blown quite up from the bottom of the shaft, fifty-seven fathoms deep, into the air, to a considerable distance from the mouth of the pit." It is interesting to note that women were employed as miners in England during that period. In the United States, the first record of coal mined was in 1702 by the Jamestown colonists. In 1786, about 20 years after Pittsburgh, PA was first settled, a charter was granted by William Penn to mine coal on the banks of the Monongahela River. Then in 1803, the first important coal company, the Lehigh Coal Co., was established. From this beginning, the mining industry continued to grow in importance and the first state mining law was formulated in 1870. The Pennsylvania state mining law was followed in 1873 by Ohio's, and in 1876 by Maryland's. A mine explosion at Avondale, PA in 1869 stimulated state legislatures to formulate these early laws. In 1907 near the town of Fairmont, WV, there were, within three days, two explosions resulting in a total of 597 deaths. Because of this, the federal government took action and by 1910, the US Bureau of Mines had been established. This was perhaps the most significant change in health and safety for miners during the first half of the 20th century as the USBM concentrated its entire efforts in the study, research, and testing of methods totally directed towards improvement of the health and safety of the miner. After a mine disaster in Illinois, a federal law was passed in 1940 calling for federal coal mine inspectors. Then in 1969, Congress enacted the Federal Coal Mine Health and Safety Act following a mine explosion near Farmington, WV. In 1977, the law was revised and included noncoal mining operations.

INTRODUCTION The demand for tunnelling can be related to urban population size and density; often, tunnelling occurs when a certain city size and density threshold is reached, and increases thereafter as a function of those population characteristics. Subways for rail mass transit are the most notable example, of course, but tunnels for water supply and perhaps for sewerage can also be related to size and density. As cities grow large they sometimes outgrow their local water supply and have to import water from distant places via tunnels; witness New York City, Los Angeles and San Francisco. And it has been suggested that Chicago use deep tunnels for storm water storage because tertiary treatment to meet water quality standards will require treating storm water runoff.(1) Other uses of underground space also increase with urban density, e.g., underground parking, concourses and shopping centers such as Rockefeller Center in New York City and the Place Ville-Marie in Montreal. These examples can be viewed as illustrative of the central point of urban land economics. As the number of people locating in a place increase, they bid up land values and make the more intensive use of land economic, with land defined to embrace the space both above and below the surface. Hence, we are led to think about the city, and of urban land use, in three dimensions. Now, if we accept the relation of underground space use to urban size and density, recent demographic trends seem anything but hopeful for future tunnelling demand: urban density is declining, population growth is slowing down generally, and there

Many coal mining companies have potential surface mine reserves that either are known or suspected to have had prior drift mining activity on them. In many cases, there is no documentation on these mines or, at best, very fragmented records. These undocumented abandoned underground mines are creating engineering, financial, and environmental difficulties and concerns for both surface coal mine operators and regulatory personnel. This paper examines the use of resistivity techniques in detecting entries of abandoned drift coal mines. The detection of such a drift mine entry would confirm the presence and orientation of an abandoned underground coal mine.

Traditional geostatistical methods have been used in ore reserve estimation for decades. Neural Networks (NNs) have provided an alternative approach to data analysis and ore reserve estimation. Unlike the traditional geostatistical methods, neural network uses a highly non-linear complex algorithm to do the estimation. Although Neural Networks have been demonstrated to be attractive alternatives as with every new techniques, there are questions which remain unanswered. This paper presents a comparative analysis with different types of metamodeling approaches -- Triangular, Kriging, Spline, and Neural Network. The neural-network is organized in a multiple-layers and Back-propagation model is used to handle the non-linearity and hidden slabs for smoothing the predicted results. With multiple dimensional and very noisy drill hole sample data, the ore grade is predicted and the overall performance is validated by the analysis of R-squared (R2), Root-Mean-Squared (RMS), and contours of ore grade spatial variability. The ore grade and tonnage of estimated outputs are also compared with various cut-off grades.

Carpco has recently evaluated the use of various mineral processing techniques for secondary materials recovery. These applications include recycled foundry sands, plastics and secondary metals. This paper describes different recycling applications and the associated separation solutions. Results from extensive laboratory-and pilot-scale test work in each area are discussed. Industrial installations resulting from this test work will be presented. A detailed description of an industrial installation patented by Carpco for the recovery of plastic and metallics from current waste by-products is presented.

The U. S. Bureau of Mines (USBM) has investigated instrumentation and methods for measuring exposure to radon daughters in underground mine atmospheres. Both personal and area monitors have been studied through in-house and contract research. A field study in uranium mines identified some reliability problems that required additional work for the personal dosimeter systems. Improved versions of continuous working level detectors have been developed and tested for use as area monitors in underground mines. Test results for the personal and area monitors were satisfactory for underground mine applications.

This paper presents an overview of some of the basic issues related to tunnel construction in the presence of flammable and toxic strata gases. Gas properties and possible sources are outlined for the various gases that are commonly encountered underground. Assessment of potential gas hazards prior to construction is discussed. Measures for mitigating the problem during construction are summarized. This RETC Session on Gassy Ground has been organized by the Underground Technology Research Council (UTRC), Technical Committee on Gassy Tunnels.

Rehabilitation of sites contaminated by oil products and chlorinated organic compounds is a costly task which affects the planning of urban and infrastructure development. An integrated approach based on the non-invasive geophysical technology is utilized for subsurface characterization of contaminated land. In this approach the localized information, provided by chemical analysis of soil samples collected from bore-holes, is used for the calibration of the geophysical data. This information is subsequently extrapolated to the area under investigation by combining it with the geophysical results, providing thus information about pollution accumulation, contaminants? flow and pollution sources. Two case studies are presented from sites contaminated by heavy metals (Venice, Italy) and oil products (Athens, Greece). Resistivity, electromagnetic and seismic methods were used in this approach. Namely, electrical tomography, electromagnetic mapping, ground penetrating radar (GPR), multichannel analysis of surface waves (MASW) and seismic refraction experiments were conducted. In Italy, the sections from the multichannel analysis of surface waves imaged successfully a buried channel where the pollution is concentrated. Preliminary results are also discussed from the geophysical survey in Greece where the thickness of the oil phase located on top of the water layer is 60 cm.

First Majestic Silver Corp’s La Encantada Silver Mine is a producing mine with a capacity of 3,000 tonnes per day. The La Encantada team is currently constructing two small-scale caving mines, including the San Javier breccia caving mine. The new mine is constructed within a mineralized breccia body composed of clasts of varying sizes and with very poor rock quality. Due to this poor rock quality, primary and secondary supports are required to support both the development and production stages. Since the proximity of the new mining levels to existing old workings, correct selection of the support system and proper production controls, instrumentation, and monitoring are very critical to maintain the stability of the pillars and fortification elements. An increased ground deformation due to the load transfer during the production stage is expected. This report reviews the primary and secondary support elements used in the different stages of mining, the monitoring of ground deformation, and the steps taken to analyze and visualize the collected data in order to enable the geotechnical team to manage caving stress and maintain pillar stability. INTRODUCTION First Majestic Silver Corp. (“First Majestic”) is a Canadian mining company focused on silver production in Mexico that operates six producing silver mines, including La Encantada Silver Mine (“La Encantada”). First Majestic acquired La Encantada in 2006. La Encantada is located in the northwestern portion of the state of Coahuila, in northern Mexico, in the municipality of Villa de Ocampo. The mine lies in the northern part of the Sierra Madre Oriental physiographic province. The mine location is shown in Figure 1. La Encantada is a producing mine, with a mill processing capacity of 3,000 tpd, and a 4,000 tpd capacity cyanidation leaching circuit equipped to process fresh underground ore and old tailings amenable to be reprocessed. The mine is currently employing several mining methods, including overhand cut and fill for narrow veins, small mantos, and other minor deposits. A subset of caving methods are applied on the larger, but weak, mineral deposits, such as at the San Javier breccia and La Prieta breccia. La Encantada consists of vein, manto, breccia pipe, and chimney deposits with concentrations of silver, lead, iron, and zinc in oxidized mineralization enclosed by calcareous sedimentary formations of Cretaceous age. At deeper levels, there is sulphide mineralization in skarn with zinc and silver concentrations associated with a granodiorite intrusion.

GENERAL DESCRIPTION The Climax mine is located 161 km (100 miles) southwest of Denver on Fremont Pass astride the Con¬tinental Divide. Climax employs 2800 people to pro¬duce 42 670 t/d (47,000 stpd) of molybdenum ore. The Storke level, the main underground level, produces 19 970 t/d (22,000 stpd); the 600 level, the lowest ac¬tive underground area, produces 7260 t/d (8000 stpd); and the open pit presently produces 15 430 t/d (17,000 stpd), Fig. 1. A panel caving method is possible because of the favorable geology and geometry of the Climax ore body. Geology The Climax deposit is composed of three separate ore bodies formed in a massive Tertiary stockwork which penetrates Precambrian granites and schists. The ore bodies are elliptical in plan with overall dimensions of 914 x 1219 m (3000 x 4000 ft). In section the ore bodies are arcuate with an overall height of 457 m (1500 ft), although the depth is not firmly ascertained. Ore grade decreases rapidly into a highly siliceous cen¬tral core and more gradually toward the outer bounda¬ries of the deposit. The mineralization is relatively continuous in the ore zone and contains few dilution-causing waste inclusions. Molybdenite is contained in pre-ore fractures which were largely recemented during the three mineralization pulses. Postore fractures, with a spacing of a few inches to several meters (feet), render the deposit amenable to caving when it is undercut. The peripheral rock caves similarly to the ore, but the central core is competent and is difficult to cave. Caving Feasibility Successful caving action requires an undercut area of approximately 122 by 122 m (400 by 400 ft). When the undercut area exceeds this minimum distance, the arching effect is lost, and the ore column collapses. Ore extensions from the main cave area less than 122 m (400 ft) wide usually cannot be caved. Waste or low¬grade areas within the deposit can be left if they are large enough to carry weight around openings passing through them. Experience indicates that these areas should be over 30 m (100 ft) in length and width. Smaller unprofitable units of waste, such as postore dikes, are mined to avoid weight problems and result in ore dilution. Successful caving and ore recovery are dependent upon timely ore removal from the undercut zone because columns of immobile ore inhibit caving and concentrate weight onto the underlying workings. Climax experience indicates that a finger (drawpoint) spacing* averaging 10.4 m (34 ft) yields an excellent caving action and a 92.5% ore recovery at the estimated grade. An additional 15% of the ore is recovered-at a diluted grade (Fig. 2). Mine Layout The slusher drift is the primary production facility (Fig. 3). The ore is undercut and caved into the fingers,

This paper discusses the conceptual design of cut-and-cover tunnels currently being considered as one of the replacement options for the earthquake damaged, elevated double-deck highway and seawall built in downtown Seattle 50 years ago. The 4.8 km (3 mile) long, 6-lane improvement consists of 1.6 km (1 mile) of at-grade roadway with aerial interchanges, 1.6 km (1 mile) of large two-level cut-and-cover tunnels along the Elliott Bay waterfront, and retrofit of the 50-year old, 1.6 km (1 mile)long Battery Street tunnel and north transition to grade. Construction of deep cut-and-cover tunnels, in complex glacial geology overlain by hydraulically placed fill immediately adjacent the existing sea wall, will require extensive use of concrete diaphragm walls, ground improvement and dewatering. The potential liquefaction and lateral spreading of the fill materials in this active seismic region pose significant design challenges and risk.

"INTRODUCTIONThe Laboratoire Souterrain de Modane (LSM) is an underground research laboratory located in the Western Alps on the French – Italian border. It is located in the middle of the 13km long Fréjus highway tunnel that links Modane (France) to Bardonecchia (Italy) in correspondence of the highest overburden of 1800m. The LSM current activity is mainly based on the investigations about the dark matter and requires very sensitive instrumentation which shall be protected from cosmic rays. To comply with the new legislation about safety in tunnels, the highway tunnels owners agreed in 2007 the construction of a parallel safety tunnel, at an average distance of 50m from the existing tunnel and the laboratory owner CNRS (Centre National de recherche scientifique) also decided to extend the existing laboratory with the construction of a new 17000 m3 cavern allowing the installation of wider and more powerful instruments that could increase chances of success of research. Preliminary studies stated that, considering both geological and functional issues, the most appropriate location for the new laboratory shall be in between the two tunnels and parallel to the existing laboratory (see Figure 1).Hence, the CNRS asked Systra, already in charge of the works supervision of the safety tunnel, to realize the design of the new cavern. The laboratory extension includes the construction of a 40 m long cavern with 300 m² cross section and two smaller tunnels connecting the safety tunnel and the existing laboratory to the new cavern. The minimum distance between the front face of the new LSM and the highway tunnel is about 25 m.The French and the Italian authorities, responsible of the exploitation of the Fréjus highway tunnel, asked the CNRS to develop an accurate study indicating that the construction of the laboratory extension would not have any negative impact on the existing structures of the highway tunnel. The main results of the developed study by Systra are summarized hereafter. The construction works should begin prior to the end of the construction works of the Fréjus safety tunnel in 2018."

INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.
