"One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

An Overall View of the Japanese Ferroalloys Industry 1) Depressed Demand for Ferroalloys: In Japan consumption of ferroalloys in the last ten years has decreased, although there has been some fluctuation from year to year. During this term production figures of the steel industry, which are closely related to consumption of ferroalloys, are as follows: Shipment of steel products for the domestic market has declined gradually from 69 million tons in 1979, which was the peak year for steel production, to 60.3 million tons in 1982 and 60.4 million tons in 1983, the level of 1978. In addition, exports also have been a downward trend since 1976, which was the peak year with tonnage of 34 million tons, to 28 million tons in 1982 and 31 million tons in 1983.

Investments in fuel minerals and non-fuel minerals by petroleum companies are not a new phenomena. During the past 25 years, oil firms have entered mining via the acquisition route as well as by the direct development of grassroots mines. In the early 1980s, the "merger mania" in the natural resource industries came to a head. Oil company takeovers of mining firms, as well as other mergers between oil producers, captured headlines repeatedly, and speculation ran wild as to who would next acquire whom. Table 1 summarizes leading mining company mergers in the past two decades. There are some special features to the latest round of minerals investments undertaken by oil companies. First, direct takeovers of mining companies have become the preferred means of entry into minerals, with entry from scratch being relegated to the sidelines. This was not always the case. While there are instances of oil firms buying coal and copper companies dating back to the 1950s and 1960s, most of the early minerals work by petroleum firms was from internally generated projects. When the oil companies first became involved in uranium, for example, the uranium mining industry was in its infancy. There was not much market structure to buy, and it was relatively easy for everyone to get into uranium on the ground floor.

The ventilation of a mine is one of the key elements to a successful mining operation. It is, or should be, one of the primary concerns of the mining engineer at an underground mine. Too frequently, however, insufficient thought is given to future requirements. As a result, the mines suddenly find themselves with ventilation problems that cannot be corrected economically, or in short order, and have to suffer the consequences of being on the verge of having units shut down from time to time until the venlilaltion system can be improved. Insufficient ventilation in capital-intensive mining can cause production losses, the values of which far outweigh the significant costs of providing and operating an adequate ventilation plan. Many theories, and techniques in planning and control of underground ventilation systems have been developed over the years . It is the intent of this paper to point out some of the fundamental concepts, from the practical point of view, in the design and operation of a ventilation system, with special reference to underground mines using a room-and-pillar method.

Reliable stress measurement using hollow inclusion gauges and monitoring stress change using borehole stress meters and borehole deformation gauges in anisotropic rock remains a challenge for the rock mechanics community. In this regard, the complex variable method advanced in 1983 for deducing stress in anisotropic rock is flawed and software is privileged. Fortunately, advances in computer hardware and software now enable fast, reliable reduction of hollow inclusion stress measurement data for determining stress in anisotropic rock. Monitoring stress change in anisotropic rock poses a different challenge but is also subject to numerical analysis. Stress measurement using a hollow inclusion (HI) gauge such as the triaxial Australian HI is done in four steps: 1) drilling a measurement hole, 2) installation of an HI, 3) stress relief of the HI by overcoring, and 4) data reduction. The last step, data reduction, is the focus of this work. The process is well-known in linearly elastic, isotropic rock (Worotniki and Walton 1976, Duncan Fama and Pender 1980). However, in case of linearly elastic, anisotropic rock the requisite technology is not readily available. This situation is somewhat surprising because anisotropy is more often the rule rather than the exception, especially in the neighborhood of ore bodies. Rahn (1984) has pointed out the potential for significant errors with neglect of anisotropy and the adverse consequences for engineering design. Amadei (1984) has also pointed out the potential for errors with neglect of anisotropic rock properties in stress measurement. Worotniki (1993) cites other studies that indicate potential for serious errors when doing measurements in anisotropic rock. In both theoretical cases (isotropy and anisotropy), data reduction is essentially a composite of solutions to boundary value problems in linear elasticity. In the finite element approach, the analysis is a simulation of gauge hole drilling, installation and overcoring. Two important advantages with the finite element approach are a more faithful representation of the conditions of HI stress measurement than approximated in theory and the capability for handling rock whether isotropic, transversely isotropic or fully anisotropic

The wetting behavior of liquid polymers at solid surfaces and the adhesion forces involved at polymer-filler interfaces should always be considered in the fabrication of high quality polymer composites, including those made with mineral fillers. Spontaneous polymer spreading over the filler surface is a basic condition in the fabrication of the polymer-mineral composites. In this regard, the wetting and adhesion characteristics of polymer-mineral systems are reviewed in this contribution. It appears that several aspects of wetting phenomena at mineral filler surfaces are not well described in the literature and require further systematic study. Specifically, it is clear from this review that efforts should be made to determine the effects of mineral surface contamination (including surface hydration) on wetting and adhesion phenomena, and to determine the wetting characteristics of molten polymers at mineral filler surfaces. It is expected that any improved fundamental understanding of wetting and adhesion phenomena for the polymer-mineral composites will provide the basis for further technological development.

This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. The disposal of the phosphate slimes produced by Florida beneficiation operations is perhaps the biggest single problem of the phosphate mining industry. This is an old problem which has not been solved and which is becoming increasingly severe. In a typical phosphate mining operation, the phosphate rock mined is initmately mixed with sand and clay, constituting what is known as matrix. During the beneficiation, the clay and other fine materials are separated usually at -150 mesh, and washed from the phosphate rock in a form of diluted slurry known as phosphate slimes. The quantity of slimes solids and their composition vary considerably with the location but usually represent from 25 to 35% of the ore mined. Because of the affinity that clays have for water, large volumes of water are required to separate the granular material in the matrix forming a dilute slime suspension (1.5 to 3% solids) of colloidal material, which settles very slowly, and thus requires immense impounding areas, which never becomes totally usable land. INTRODUCTION The Metropolitan Expressway Central Circular Route with a total length of approximately 47 km is located outside the Inner Circular Route of Tokyo (at a radius of approximately 8 km from the city center). Sections with a length of approximately26 km, slightly less than 60% of the total length, on the east and north sides are in ser-vice. Completing the Central Circular Route (Figure 1) is expected to enable through traffic concentrated at the city center to get around, and to form a well balanced trans-port network, which will alleviate traffic congestion considerably. The Central Circular Shinjuku Route, a section with a length of approximately 11 km on the west side, is now being constructed at a fast pace. The route is being built mainly by the shield tunneling method to carry out work smoothly under a trunk highway carrying heavy traffic and to reduce adverse effects of tunneling work on residents in the neighborhood. Shield tunnels have recently been becoming longer and deeper, and no secondary linings have been used in an increasing number of cases because of the over-crowding of cities or the reduction of budgets for public works. Economical, durable and high-quality segments have been required for linings of shield tunnels. Segments are made of concrete, steel, cast iron or combination thereof. Concrete segments are generally used in shield tunnels of medium to large diameter. Concrete segments are highly durable and resistant to compression, so they are highly resistant to earth pres-sure, water pressure and jack thrust. They are, however, heavy and have low tensile strength, so they are brittle and their corners are likely to spall. Concrete segments should therefore be handled carefully.[1] The authors have developed a steel fiber reinforced highly flowable concrete segment (referred as SFRC segment) that overcomes the weaknesses of concrete segments[2] to construct economical, durable and high-quality linings. SFRC segments have been applied to outbound sections SJ51 through SJ53 of the Central Circular Shinjuku Route. Unlike conventional concrete segments (referred as conventional RC segments), SFRC segments are made of steel fiber reinforced self-compacting highly flowable concrete. SFRC segments require less reinforcing bars than conventional RC segments because steel fibers are expected to work as reinforcements. Precipitation of hydrous manganese/iron oxides in streams can be readily observed in much of the northeastern United States, and is apparently a common phenomenon in other glaciated areas (1,2,3,4). Deposition occurs when Mn-enriched ground or surface water enters the stream environment and encounters conditions of higher Eh and pH. The preferred location for deposition is in shallow, fast-flowing segments of stream; the oxides usually form as coatings on detrital material. The experimental studies of Hem(5) and a considerable amount of work on marine and lacustrine manganese nodules(6,7,8) suggest that given an appropriate substrate, deposition of manganese oxides may occur even when the water is undersaturated in Mn with respect to the oxides, due to catalysis by organisms or by silicate, carbonate, or ferric hydroxide surfaces. Once begun, manganese oxide deposition is autocatalytic (9). Studies of the distribution of oxides in various size fractions of stream sediments indicate that the thickness and prevalence of the coatings commonly increases with increasing particle size in the coarse sand and gravel size ranges. Figures 1 and 2 show a fairly typical distribution of leachable metals over nine size fractions from 62 microns up to 8-16 mm. The leaching solution used was neutral ammonium citrate with hydroxylamine hydrochloride, which effectively removes the oxide coatings without significantly attacking most silicates, carbonates or sulfides. Figure 1 shows metal content as ppm of the total sample; figure 2 shows' the same data as micrograms of metal per square millimeter of surface area.

In the analysis of comminution processes, it is necessary to have a detailed knowledge of such sub-processes as: (i) The transportation of the particles to the zone where they are stressed, (ii) The stressing of the particles to a level high enough for breakage, (iii) The removal of the fragments that are smaller than the limit size from the grinding zone, and (iv) The prevention of agglomeration of the fine fragments. The breakage phenomena of particles is the most difficult sub-process to understand. It can be understood only by applying the principles of fracture physics to obtain information about the stress-strain field in particles which are loaded either by compression or by impact, and by using this theoretical knowledge to interpret experimental results obtained from single particle crushing studies. It is not only of academic interest to know how a particle breaks, but also it is important for practical applications because it provides a basis for evaluating both the direction and limitation for any potential comminution improvement.

Introduction Stainless steel has by tradition been a common construction material for hydrometallurgy processes and the most common grades can be found amongst the ASTM 300-series, i.e. austenitic grades of type 304L, 316L and 317L. However, there are a number of new grades available today, which imply more cost effective solutions for those designing plants where good resistance to acids, containing the desired metal ions, often contaminated with chlorides and other halides, is the key issue. There are austenitic-ferritic or duplex grades having the same or even better corrosion resistance than the austenitic grades and approximately twice the strength, which enables design in thinner gauges, which in turn implies less weight and less cost. They have also excellent engineering properties, enabling fabrication of process equipment, machinery and different types of tanks. On top of that, they contain less nickel and molybdenum than their austenitic counterparts, which implies not only lower cost for alloying elements, but also a more stable price when considering the price fluctuations for these alloying elements during the last years. This paper describes briefly the family of duplex stainless steel and it presents a number of relevant corrosion tests where duplex grades have been compared with austenitic grades. The results have in several cases been verified by in-plant exposures in zinc and copper production plants. It also describes applications and experience of duplex grades within a variety of hydrometallurgy plants. Installations of highly alloyed austenitic grades will be described as well. The corrosion tests and service experience reported cover hydrometallurgical processes based on sulphuric acid.

"Located in the state of Colima, Peña Colorada is one of the largest iron ore operations in Mexico. The project is owned in equal parts by ArcelorMittal and Ternium. Though boasting a production capacity of 4.1 Mt/a (4.5 million stpy) of concentrate per year, Peña Colorada is faced with declining ore grades. In order to respond to this situation, Peña Colorada had to expand production even further. This expansion created various challenges that were overcome by the adoption and application of new technology. Examples of these technological innovations are discussed in detail in this article and include improvements in geo-modeling, mine planning, and mine operations. The successful implementation of these technologies paid for itself many times over, and has led to significant improvements in production and performance, while lowering the operating costs and reducing the variance between planning and execution.Project overviewPeña Colorada is a mining company that produces about 30 percent of the iron ore in Mexico. This project generates about 1,200 direct jobs and 3,000 indirect jobs, making a significant contribution to the local economy. Similarly, Peña Colorada invests in its local communities through numerous educational programs, scholarships, university agreements, social development, environmental agreements, etc. Peña Colorada’s operations consist of an open pit mine located in Minatitlán and a pellet plant located in the port city of Manzanillo, as shown in Fig. 1. Technological innovationsMost mining projects around the world typically follow the logic of “mining the next best ore.” Consequently, head grades tend to decline over the life of the mine. In the case of Peña Colorada, a decline in head grade combined with a decline in iron ore prices forced the operation to adapt to a new business environment and adopt new technologies to face these challenges. However, the first step along this process was to increase the confidence and reliability of the resource model. This task involved additional drillhole campaigns coupled with more detailed modeling techniques. Once the block model was completed, new optimization studies and production schedules were evaluated with new optimization tools that improved many aspects of the mine plan. The Peña Colorada block model has undergone 3 expansions to reflect additional information not available in the past. The model has expanded to the East and Southwest. The latest model expansion increased the total number of benches to 98 as a result of positive exploration results. Similarly, new geotechnical studies were prepared, which provided new guidelines for pit slope design, and new technology was implemented to monitor ground movement and slope stability. Secondary use of mined-out space in underground limestone quarries is emerging in the Kansas City area where abandoned quarry sites are being renovated into warehouses, factories, and offices. Mining techniques, ceiling heights, and pillar distribution are being altered as planning for the secondary use of mined-out space is combined with the quarrying process. Even the historic urban- quarry land use conflict invites a reappraisal in that this development provides a potential resolution of the problem. Mutual subsidization by dual rock and space interest is changing the economics of rock production. A city is much more than a surficial adjunct superimposed upon the topography of an area. Its development and growth are deeply rooted in the resources, benefits and problems of its underlying geology. The environmental geologist must address himself to more than the quality of a particular resource. He must comprehensively relate resource extraction and processing with the urban emphasis of optimal use which favors long term usage of land over one time economic ventures. Limestone quarrying, closely allied with the growth of many cities, has commonly left a series of scarred landscapes in the path of the burgeoning metropolis. These abandoned quarry sites are barriers to orderly city growth and fail to serve the people as useful and taxable land. Where quarries are functional, supplying the city with needed growth minerals, problems of blasting damage, noise, and dust exist. Technology faces the challenge of making mineral production and processing good neighbors to the urban market they serve. Continued growth of cities may require more efficient use of space below as well as above the surface optimizing land usage so that long term economic benefits may be reflected in improved mining methods.

Each of these issues is examined in developing a view of the future for kaolin and calcium carbonate in North America.

Large-scale coal mining will cause environmental problems such as aquifer damage, land excavation and occupation, soil erosion, vegetation damage, and regional landscape damage. The existing coal mine environmental restoration technology is relatively simple, and there is a lack of systematic research on environmental total factors. Based on the mechanism of coal mining damage and the laws of environmental natural succession, the concept of “coal environmental protection mining” is proposed, which combines damage reduction mining and environmental element system restoration. In accordance with the environmental protection principle of “source protection, process damage reduction, and systematic restoration,” a technical system of “coal environmental protection mining” is constructed for the two types of mining damage scenarios: underground mining and open-pit mining. In view of the damage characteristics of underground mining, source environmental protection technology based on optimization of mining process parameters, stability maintenance and damage reduction technology for overlying rock bearing arch shell structure, zoning and time-sharing treatment of surface cracks, and direct drainage irrigation technology for mine water have developed. In accordance with the damage characteristics caused by open-pit mining, land-saving and source reduction damage technology, near-natural stratigraphic reconstruction, topsoil improvement, and environmental storage and utilization technologies for seasonal precipitation have developed. By applying the technology in this paper, the maximum surface settlement value of 12401 working face in Shangwan coal mine was relatively reduced by 25%, the surface cracks have been adjusted from step-type cracks to dynamic small cracks, and since the technical implementation of the Shendong mining area in 2010, the vegetation coverage has increased loss and crushing decreased by 0.06 km2 every year, the environmental restoration period of the dump site was advanced by more than one year, and the vegetation coverage rate increased by 41.78% compared with the background value in the semi-arid area of the victory open-pit coal mine demonstration area. A surface reservoir with a water storage capacity of 400,000 cubic meters has been built, and the seasonal and graded utilization of mine water has been realized. An underground reservoir with a water storage capacity of 1.22 million square meters has been built in the Baorixiler open-pit coal mine.

Introduction The Homestake Mining Co. has always been big on gold. After 108 years in the business, the company and its principal product are almost synonymous. The relationship continues. On Sept. 28, 1985, Homestake held formal dedication ceremonies for its newest gold mine - McLaughlin. The McLaughlin open-pit operation is located in northern California, some 113 km (70 miles) northeast of San Francisco. It lies near the boundaries of three counties - Napa, Yolo, and Lake - and a portion of its facilities are located in each. McLaughlin was originally the site of the Manhattan mercury mine that produced nearly 80,000 flasks of the quicksilver from the 1860s to 1978. At the September dedication, Homestake renamed the mine in honor of the late Donald H. McLaughlin. McLaughlin was with Homestake for nearly 60 years. He rose from exploration geologist to his ultimate positions of chief executive officer, director, chairman of the board of directors, chairman emeritus, and chairman of the executive committee. The discovery of the McLaughlin deposit occurred in 1978, the last year of operation for the Manhattan mine. Homestake geologists used a newly developed model and found surface gold at the mine site. That same year, Homestake signed an agreement with the property owner and began a two-and-a-half year exploration program. An initial discovery announcement of 31.1 t (1 million oz) of gold was made in 1980. In 1981, this was revised to 93.3 t (3 million oz), or 18 Mt (20 million st) of ore grading 5.2 g/t (0.152 oz per st). Expected mine life is 20 years. Construction began in September 1983, following the issuance of stage one permits. Start-up of operations took place in early 1985 and the first gold-silver dore bar was poured on March 4. Since then, more than 540 kt (600,000 st) of ore has been milled, producing about 1.6 t (50,000 oz) of gold. Of special interest at McLaughlin is the use of three autoclaves for gold extraction. According to Homestake, this is a first. The autoclaves are designed for a 90% gold recovery rate. Early results have proven yields at this rate and higher. The Telfer Project, Australia's newest, largest and most remote gold mine, treats 480,000 metric tonnes of ore grading 9.33 grams per tonne derived from open pit mining operations. Coarse gold is recovered by gravity concentration with jigs and further upgraded using a continuous strake, table and by amalgamation. Remaining gold is recovered in a cyanide circuit and incorporates flat bottom air agitators, CCD and stellar filters for clarification and precipitate removal. Overall recovery into bullion averages 98 percent. The mill incorporates a number of design features which allow for maximum efficiency and security using a minimum number of operating personnel.
