Mine tailings storage facilities (TSFs) can be a significant source of fine, respirable dust. About 25 percent of the mass fraction of tailings from a hard-rock mine consists of particles of a respirable size (smaller than 10 μm) [1]. This dust poses concerns, especially for nearby communities, because of its detrimental impact on respiratory health. Respirable tailings dust, primarily composed of quartz or free silica (SiO2), may cause silicosis, chronic pulmonary disease, bronchitis, collagen vascular diseases, and chronic granulomatous infections [2].

The Federal Coal Management Program represents the culmination of several years of effort by the Department of the Interior (001) to reformulate the manner in which coal owned by the United States is leased and developed. These efforts began in 1970 with a study by the Bureau of Land Management (BLM), which indicated that unless drastic changes were made in. the federal coal leasing procedures, federal coal lands would be leased almost for the asking while production of coal from those lands had been decreasing. Consequently, informal action was taken in 1971, which resulted in no further leasing being authorized until February, 1973. At that time, a formal moratorium on most coal leasing was established, with exceptions granted only for leases needed to satisfy short-term needs such as maintaining existing mines or supplying reserves for new contracts in the immediate future. This leasing policy embodied a long term objective of developing an entirely new planning system for federal coal leasing, as well as to schedule the preparation of a programmatic impact statement for this new system. As a result of the 1973 moratorium and the ensuing application of short-term criteria, only 10 federal coal leases (covering approximately 30,177 acres) were issued from February, 1973, through January l, 1976.

M. Gershon The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize"or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

The Jualin Gold Prospect is centered on Johnson Creek, approximately 40 air miles north-west of Juneau, Alaska. The property is on the southern end of the Kakuhan Range with Berners Bay immediately to the south and Lynn Canal to the west. The property is accessible directly by helicopter from Juneau or by float plane to the head of a 5.5 mile gravel road that begins on the north side of Berners Bay and terminates at the old workings of the Jualin Mine near the center of the property.

Panel caving is an underground bulk mining method that uses gravitational force to mine massive, steeply dipping and deep-seated ore deposits at lower operating cost. To control dust and gas emissions entering the production level during the extraction of ore from the draw points in a panel cave, relatively negative pressure is created in the cave by installing an exhaust fan in the exhaust drift located on top of the cave. As caving is a dynamic process, designing an effective ventilation system is challenging; therefore, estimating the airflow resistance offered by the broken rock inside the cave is critical. This study investigates the effect of changes in the bulk porosity of the broken rock on the cave airflow resistance using the computational fluid dynamics (CFD) approach. The results show an inverse relationship between the cave airflow resistance and the bulk cave porosity. The pressure-quantity characteristic curves presented in this paper provide valuable information for sizing and operating an exhaust fan used for a mature panel cave ventilation.

Although it is only utilized in a few U.S. longwall mines, a bleederless ventilation system can be an effective spontaneous combustion control method in mines with a demonstrated history of spontaneous combustion. In order to provide insights for the optimization of bleederless ventilation systems for U. S. underground coal mines, a computational fluid dynamics (CFD) study was conducted to model the spontaneous heating in longwall gob areas with a bleederless ventilation system. A single longwall panel with a bleederless ventilation system was simulated, and typical ventilation data for a longwall mine was used in the simulations. The permeability and porosity profiles for the longwall gob were estimated using a geotechnical model and were used as inputs for the CFD modeling. The effects of gob permeability and resistance of the collapsed entries on the spontaneous heating were studied. The effectiveness of nitrogen injection to prevent spontaneous heating in the gob was also examined. The integrity of unconventional shale gas well casings positioned in the abutment pillar of a longwall mine could be jeopardized by longwall-induced deformations. Under such scenarios, the surrounding fracture networks could provide pathways for gas flow into the mine, creating safety concerns. To provide recommendations for developing guidelines that ensure a safe coexistence of longwall mining and unconventional shale gas production, this study uses a discrete fracture network (DFN) model to evaluate the impact of parameters that could affect potential shale gas flow into the mine in the event of a casing breach. These parameters are evaluated using a conceptualized DFN realization that is representative of the fractured zone in the overburden, and the range of parameter variations are within values validated with field measurements.

Through the early 1980s, surveying at Bingham Canyon required a great deal of repetitive and manual work. The advent of total station surveying equipment provided an opportunity to improve the speed and accuracy of surveying work while reducing manpower needs. An evaluation was made of total station systems and their ability to meet the surveying requirements of Bingham Canyon. This culminated in the purchase of a total station system as the mine reopened in 1986. The surveying department at Bingham Canyon during the early 1980s consisted of three, four-man crews using theodolites and self-leveling levels to perform the majority of the field work. Office work involved data reduction and hand plotting. Although hand-held programmable calculators were used, a great deal of time was spent manually transferring field notes to final calculations. After shutting down in early 1985, plans for start-up of mining operations in 1986 included a review of all aspects of the operation for cost and productivity improvement. Applying total station survey capabilities offered the potential to improve surveying accuracy and speed while reducing manpower needs.

The U.S. Bureau of Mines, Kennecott Copper Corp., and New Mexico Institute of Mining and Technology are cooperating on a research project to improve extraction of copper from previously leached waste dumps that are in part compacted and impervious to leach solutions. The field work is being done at the "J" leach dump, Chino Mines Division, Kennecott Copper Corp., Santa Rita, N. Mex. The laboratory percolation leaching tests were made at the U.S. Bureau of Mines Salt Lake City Metallurgy Research Center on drill core samples from the "J" dump to determine how much copper might be leached if permeability could be restored by explosive heaving or other means. The core samples from nine drill holes on "J" dump contained from 0.06 to 0.14 percent copper. Copper extractions ranging from 15 to 3 percent were obtained in 75 days by percolation leaching of minus-1-inch material with dilute sulfuric acid. The tests results indicate that about 2'7 percent of the copper remaining in the "J" dump could be extracted under ideal leaching conditions.

The Parallel Thimble Shoal Tunnel (PTST) project is a part of the Chesapeake Bay Bridge- Tunnel (CBBT) complex. The project involves the construction of a two-lane bored tunnel under the Thimble Shoal Channel between Portal Island #1 (the southernmost island) and Portal Island #2. The new PTST will be the rst transportation tunnel constructed in the Mid-Atlantic region by a tunnel boring machine (TBM). This paper describes the design and construction of the tunnel approach structure in an open marine environment with the strategies employed to overcome the various construction challenges. The project is unique since the entire tunnel approach structure is built on a very limited area within an open marine environment without any reclamation of the existing island.

INTRODUCTION The Idarado mine lies high in the San Juan Moun¬tains on the divide between the Uncompahgre and San Miguel Rivers and consists of a consolidation of a number of old and prominent mining properties through which course some famous and very produc¬tive veins. Among the better known are the Smuggler, Tomboy, Montana-Argentine, Black Bear, Liberty Bell, Virginius, Flat, Barstow, and Japan, as well as many others. Most of these veins have been extensively mined over the past century and in the last three decades the Montana-Argentine and Black Bear veins have been the backbone of the Idarado mine; therefore, the descrip¬tion of the veins is limited to them. Access to the mine is through either the Treasury tunnel, whose portal is below Red Mountain Pass on US Highway 550 at an elevation of 3244 m (10,643 ft), or the Mill Level tunnel entrance 3.2 km (2 miles) east of Telluride, CO, at an elevation of 2761 m (9060 ft). The Treasury tunnel intersects the Black Bear vein 2643 m (8670 ft) from the portal and the Mill Level tunnel intersects the Argentine vein 2179 m (7150 ft) from the portal. Mining is by shrinkage stoping from slusher sublevels. The size of the scope blocks varies somewhat, but the standard size is 67 to 76 m (220 to 250 ft) long and 61 to 76 m (200 to 250 ft) high. The mine ranks either first or second in Colorado in yearly production of gold, silver, copper, lead, and zinc. It is 9.6 km (6 miles) from the Red Mountain plant to the Pandora plant, via interconnecting drifts and raises. There are engineering offices at both plants as a matter of convenience. The Red Mountain plant in¬cludes the company general offices, warehouse, carpen¬ter and machine shops, and mine change room. The Pandora plant consists of the mill and assay office, ma¬chine shops, and mine change room. The flotation mill has a capacity of 1632 t/d (1800 stpd), making a bul¬lion product and separate concentrates of lead, copper, and zinc. HISTORY OF THE MINE The Montana-Argentine vein was first extensively worked by the Tomboy Gold Mines Co., Ltd., a British concern. This company mined the stoped areas above the Ophir level between 1910 and the late 1920s and most of the stoped areas above the 2100 level between 1900 and the late 1920s. Gold was the principal ore metal mined. The area between the Revenue and Ophir levels was mined chiefly by the Revenue Mines Co. between 1900 and 1910. The ore was worked from the Revenue tun¬nel, which portals in Canyon Creek. Gold and silver were the chief metals recovered. The stopes between the 1700 and Revenue levels, as well as some higher stopes, were mined by Telluride Mines Inc. during the 1940s. The Mill Level tunnel was driven by that company from 1945 to 1948. Lead and zinc then became economically more important than the precious metals. In 1953, Idarado purchased Telluride Mines, which merged with the parent company in 1956. The Black Bear vein was first extensively worked by the Black Bear Mining Co. in the 1900s and by the Colorado Superior Mining Co. from about 1914 until snowslides at the mine camp [altitude 3750 m (12,300 ft)] terminated the company's operations in 1924. Leasers operated at intervals until 1934. The Treasury tunnel, formerly the Hammond tunnel, had been started before 1900 and reached the 1646-m (5400-ft) mark early in the 1900s, at which time activity lagged until the late 1930s. In the early 1940s, Idarado extended the Treasury tunnel from its heading at 1646 m (5400 ft) to the Black Bear vein and established a raise connec¬tion with the 600 level, the lowest level in the old mine. Since completion of initial work in the mid-1940s, systematic development of the mine, both in the driv¬ing of new headings and the utilization of older open¬ings, has resulted in the present extensive network of workings. GEOLOGY Introduction The oldest rocks of the area are the Precambrian metamorphic rocks, the Uncompahgre formation which are massive quartzites, some phyllites and slates, and dolomitic or limestone beds. West-dipping Paleozoic and Mesozoic strata lie on the Uncompahgre formation. These units are separated by a major angular uncomformity from overlying, essentially horizontal, Tertiary formations that include the basal Telluride conglomerate and several thousand feet of overlying volcanic rock. Intrusive rocks, mostly Tertiary in age, are common in the area, and are in the form of dikes, stocks, and sills. Dikes are very closely associated with some of the ore veins (Mayer). Description of Veins The Black Bear and Argentine veins range from 0.6 to 7.6 m (2 to 25 ft) in width, but in most places are 1.5 to 2 m (5 to 7 ft) wide. They vary in character from a well-defined tabular structure between sharp "frozen" walls, or gouge seams, to an irregular zone of quartz and quartz-sulfide stringers. Many gouge seams within the veins make the veins blocky and loose. Common gangue minerals in the veins include quartz, pyrite, rhodonite, chlorite, sericite, clay minerals, epidote, calcite, adularia, rhodocrosite, fluorite, and specularite. Quartz constitutes 60 to 70% of the veins and varies widely in character, ranging in color from clear through white, gray, and green, to amethyst. Chlorite, sericite, the clay minerals, and fine-grained quartz are common alteration products of the vein walls and of wall rock fragments in the veins. "The process of coal mining, as indeed of the mining of any stratified mineral, is inevitably followed by some degree of sinking of the superjacent strata and consequently of the surface." Royal Commission on Mining Subsidence, Second and Final Report, London, 1927. INTRODUCTION The above statement was used to describe mining subsidence in the classic report of the "Royal Commission on Mining Subsidence," published in 1927. In fact, this phenomenon has been recognized in Britain since the early fifteenth century, as revealed from court records of disputes and litigations related to property damage above mine workings (Shadbolt, 1978). The first attempts to investigate and analyze the mechanisms associated with mining subsidence, however, date back to the 1800's and were pursued by Belgian Engineers. This research effort was initiated as a result of the widespread movements and subsequent structural damage suffered by the City of Liege in the 1820's. The most notable achievement of the Belgian school of that era was he publication of Gonot's treatise "Loie de la Normal" in 1871 (Gongt, 1871).

Greenbank Terotech is a member of the Halley & Mellowes Group of Companies and is accredited t AS3902. Greenbank has been involved within the wear resistant lining industry for over 20 years. Initially supplying cast Basalt piping systems through to the present day breakthroughs with SiTech cyclone linings. The challenge of finding the most cost effective cyclone lining has been a difficult process. Over the years many varieties of ceramics have come and gone. In particular within cyclone applications, many people have become disillusioned with the term "Ceramic." In practice, it was discovered that if a ceramic worked in one part of the plant, it did not necessarily work in the cyclone area. A good example of this is Alumina chute and pipe linings. An Alumina lined cyclone underflow bend would provide exceptional wear resistance, whereas an Alumina Spigot would have failed miserably. After Alumina's were tried, Silicon Carbides were experi­mented with. The results in many trials were mixed. What worked at one mine did not work at another. The results did not conclude decisively that ceramics were here to stay within the hard rock cyclone area. It was then that Greenbank Terotech started to look at the reason "Why do some linings work and others don't." We came to the conclusion that the matrix holding the particles together had to be the key to a successful cyclone material. At the time we looked at materials such as Alumina Bonded Silicon Carbides, Metallic (Aluminium) Bonded Silicon Carbide, 99% Alumina Ceramics and Nitride Bonded Silicon Carbides, but all these materials either suffered from chemical attack on the Aluminium matrix (via cyanide) or the matrix simply was not hard enough causing wear rates to be excessive. It was then we looked at SiTech. SiTech is a unique material in that the primary particles are Silicon Carbide, but the matrix is made up of a Secondary Silicon Carbide formed within the reaction bonding process.

High-pressure grinding rolls subject the feed material to pressures of 200 N/mm? During this process considerable size reduction and the Formation of flakes occur. This paper describes the basic consideration For design and operating of this type of mill. It is also shown that the particle size distribution resulting from this process is typical for grinding processes but untypical for crushing processes. High pressure grinding rolls are designed in size of up to 2.8 m roll diameter allowing feed material top sizes of 250 mm. The rigid frame, bearing and drive - train design allows a broad application of the high-pressure grinding rolls operating the machine in open or semi-closed and closed circuit for dry and moist feed materials. Operating results show that capacity increases of up to 100 % can be accomplished with this technology. The high-pressure grinding roll also, allows for lower operating and maintenance costs due to energy savings of up to 20 L and reduction of wear to less than 1 76 for dry and less than 0.1 5 for wet grinding. Other advantages of the high-pressure grinding rolls are smaller equipment sizes than a ball or SAG-mill for a given capacity resulting in lower building sizes with reduced capital in- vestment costs.

Thunder Basin Coal Company has two mines located in the southern portion of the Powder River Basin. 60-90 km southeast of Gillette, Wyoming. The mines are principally located on federal coal leases acquired in the late-1960's. Development plans for the Black Thunder Mine focused on dragline stripping, but environmental considerations during the mid-1970's made truck-shovel stripping the method of choice when the mine opened in 1976. In 1981, the Coal Creek Mine opened as the first dragline mine in the Gillette area of the Powder River Basin. The regional terrain is flat-lying with occasional clinker-capped hills. The mines are located on the Wasatch and Fort Union Formation contact. The coals are Paleocene in age and the deposits are structurally simple, dipping gently to the west. The seams are thick and are classified as sub-bituminous-C. The Black Thunder Mine, with its 21 m thick seam, is strategically located in the center of the highest heat value mining area of the southern Powder River Basin.

Rapidly increasing energy costs and more rigid customer quality requirements necessitate improved control of pelletizing processes. With the introduction of dedicated microprocessor-based controllers, sophisticated control strategies are now possible. A recent application of this technology at Carol Project has resulted in fuel savings, improved pellet quality, and standardization of operating procedures. This was accomplished with no production loss by the use of a "building block" approach to design and equipment selection. Details of this approach and the results obtained are described.

The explosion hazard presented by methane gas in coal is confronted daily in the mining industry. Research has developed several viable methods for gas control in addition to conventional dilution by ventilation. Such methods include the drilling of horizontal or cross-measure boreholes from a mine opening and vertical boreholes hydraulically stimulated in advance of mining or for gob gas drainage. The long-term production history of five gas drainage installations was studied. Three installations were completed in the Pittsburgh Coalbed: two in West Virginia and one in Pennsylvania. The remaining installations were completed in the Mary Lee Coalbed in Alabama and the Sunnyside Coalbed in Utah. The types of drainage methods utilized included horizontal and vertical boreholes. The length of production studied ranged from 860 days to 36 years. The cumulative production from the five sites was in excess of 155 Mm3, representing a significant volume of gas.

Current coal cleaning technology uses heavy media (HM) for the recovery of coal in particles larger than 1/16 of an inch. Through the use of float sink measurements of the feed and products to commercial HM unit operations, a selection function, sometimes called Tromp curve in the coal industry, can be computed. Since the selection function is a plot f the probability of a particle appearing in the float versus the particle density, the slope of the curve will be sharper at the point where the particle has a 50% chance f appearing in the float. Thus, the separation will be better. Fine-tuning a unit operation or a circuit of unit operations requires that the selection function be accurately known. By current practice, it is difficult to obtain an accurate measure of the slope because, when the selection function is plotted versus density, the data forms an S-shaped curve which lacks data points near the 505 point of the curve. This lack of sensitivity in measuring the slope means that small recovery improvements cannot be detected; thus, only large improvements are measurable. Since most engineering improvements are small when individually considered, but large when aggregated ever many small improvements, this lack of measurement sensitivity rules out the slew march toward improved efficiency. This paper presents a method of analyzing heavy media selection functions resulting in a far more effective measure of the selective function slope. Furthermore, this improved method is applied to a number of industrial coal cleaning plants for both heavy media and heavy media cyclones. Using the work of Hudy (1968), and Deurbrouck and Hudy (1972), selection functions for individual unit operations in each plant are calculated as a function f particle size as well as density.

The oxygen consumption method utilises an oxygen sensor to monitor the gas-phase oxygen concentrations in sealed chambers filled with reactive waste rock with subsequent confirmation of the oxygen content by gas chromatography. Results of experiments utilising low sulphide (<0.5w1%) waste rock yielded reproducible oxygen consumption rates on the order of 10-10 mol O2.kg-1. s-1. Petrographic analysis of the waste rock material indicated that the dominant sulphide mineral is pyrite (FeS2). Assuming a stoichiometry of 1.75 moles of O2 per mole of SO4 sulphate release rates were inferred to be between 6 and 18 mg SO4 kg-1 wk-1 Typically these results are 2 to 3 times greater than measured sulphate release rates from humidity cells. Our findings suggest that this techniques offers a rapid. cost efficient method for determining sulphate release rates in waste rock piles, even at low sulphide concentrations.

Samarium (Sm), one of the rare earth elements (REEs), and cobalt (Co) are used in the production of SmCo permanent magnets, which have excellent temperature stability, corrosion resistance and oxidation resistance. Of the two types of SmCo magnets, one contains a high amount of iron, approximately 15.2 percent. This paper focuses on the recycling of iron (Fe)-bearing SmCo. In this study, an oxidative leaching process with nitric acid was developed to eliminate iron through in situ hydrolysis and to dissolve REEs and Co. The influence of experimental conditions on the formation of an amorphous iron compound through the hydrolysis of Fe3+ in a nitric acid environment was thoroughly examined based on a Taguchi orthogonal array. The optimal parameters for oxidative leaching were determined to be an acid concentration of 3 mol/L, a solid-to-liquid ratio of 1/10, and a process temperature of 60 °C.
