MDL Rock Lasers has undertaken successful mapping trials of abandoned mine workings using its underground cavity scanning system. The work was being performed for Kalgoorlie Consolidated Gold Mines (KCGM), Australia's largest gold producer. MDL Rock Lasers supplies underground surveying systems to the mining and quarrying industry KCGM's Fimiston Super Pit, located in Kalgoorlie, Western Australia, is Australia's largest open-pit gold operation. Fimiston's final pit design is expected to be 3.7 km (2.3 miles) long, 1.5 km (0.9-miles ) wide and 540 m (1,770 ft) deep. During the early days of Australian mining, underground operations were labor intensive. Mining was selective and generally narrow stopes were mostly backfilled. Improved processing technology and mine mechanization during the 1970s and 1980s has permitted larger scale operations to adopt less selective underground-stope operations. The "super pit" concept was a logical step for mining companies working toward economies of scale. However, the industry recognized that there was no precedent for excavating a 500-m- (1,640-ft-) deep open pit through ground previously affected by old workings. To appreciate the geotechnical challenge facing KCGM, it is necessary to consider that under the pro¬posed area at the open pit, stoping reached a level of 1 km (0.6 miles) and was supported by more than 2,000 km (1,240 miles) of development headings. The company was fortunate because plans were available for the Golden Mile underground operations. The existing plans were interpreted by the mine's geotechnical team and computer models were constructed of the underground workings. These models can be imported into three-dimensional mine planning packages, such as the Vulcan's Unix-based software, Envisage, to assist analysis and design. This prior knowledge of the workings provided the focus for investigating and confirming ground conditions using probe drilling. After several iterations of drilling, followed by detailed analysis, several decisions were made relating to the nature of the ground and the mining approach to be taken. It was recognized that the stope models were not perfect due to hu¬man error, lack of original survey information and progressive deterioration in ground conditions. It also became apparent that the sole reliance on probe drilling was inefficient in terms of time and quality of information. This was particularly true in complex areas where stopes are in close proximity. A major concern was the presence of open stopes (voids). In many cases, stopes consist of combinations of filled and void sections. The condition of pillars within these underground workings is extremely important. In time, pillars collapse and voids will propagate in upward and lateral directions. So systems needed to be developed that allowed rapid and accurate verification of ground conditions. KCGM was introduced to MDL Rock Lasers while investigating technology for underground mining. The two companies decided to use the C-ALS, MDL Rock Laser's underground laser, cavity scanning system, to improve the management of mining through affected ground. This system was to be used in conjunction with probe drilling and void mapping activities. A field test in one area of the Fimiston Mine verified the capability of the C-ALS system to quickly and efficiently assist in this decision making process. The C-ALS scanner features lightweight, carbon fi¬ber alignment rods from Measurement Devices Ltd.'s (MDL) Boretrak MKII. This is a borehole deviation system that stops the two axis measurement head rotating and lowers the system down a borehole. The scanner is deployed by a 110-mm (4.3-in.) borehole, up, down or sideways. The operator can then carry out vertical and horizontal plan section scans at any user specified ARC (an angular increment of 2°) or the distance between two points on the ARC (CHORD) increments. Windows '95 software enables the operator to control the cavity scanner remotely, surveying the area in real time. The system makes data quick and convenient.

In mid-1972 we determined that a fresh approach to coal mining research was needed for the industry as well as for Bethlehem. The reasons to us were obvious: Productivity was in the throes of a steady decline, and labor and maintenance costs were spiraling upward. Yet, despite this predicament, nowhere in the U.S. at that time was there a comprehensive and coordinated research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. After studying our own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, we presented a comprehensive research package to our management at the end of 1972. The ideas and experience of many operating and management personnel in our Corporation contributed to the formulation of the final plan as approved.

Use of computers for hoist evaluation and design dates back to the early 1960's. Mine hoist production calculations, repetitive in nature, were computerized first. More elaborate modeling of hoist operations followed soon. Typical for this, early period are the models described by Touwen (1973), and by Albert and McIvor (1984). Apart from the simple hoist production calculations, the models were very complex, typically written in Fortran, and often required advanced computing facilities and expertise to run the simulation. The early models were strictly deterministic, with no consideration given to the random nature of hoisting operations. The effects of randomness of the hoisting process on hoist performance were often accounted for by introduction of the deterministic factors, most notably of an "utilization factor" related to the hoist production. The value of the latter was based on observations of actual hoist performance, and could vary in a wide range. For example Harvey (1973) reports values of the "utilization factor" to be between 0.7 and 0.92.

"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. The Mineral Park Mine is an open pit copper-molybdenum mine located in northwestern Arizona, approximately twenty miles northwest of Kingman, Arizona. The concentrating facility has been regarded, with the expansion in 2011, as a plant capable of treating fifty thousand short tons of feed per day for the mixture of supergene and hypogene ores available. The grinding circuit consists of two 32? x 14? SAG mills and four 20? x 28? ball mills. As ores became harder with greater depth in the adjacent pit areas, however, the SAG mills became severely throughput limited. The traditional treatment for similar properties is the installation of a recycle pebble crushing circuit. Because the cost of such an installation is quite elevated, and preliminary testing and research was inconclusive regarding the predicted throughput increases, management and technical personnel set out to find another solution to the problem. The result entailed a redesign of SAG lifters/liners and a nearly unique circuit change which was, at best, a difficult step that defied current grinding logic. This paper describes these changes, events leading up to them, and the results.

In the past 30 years, there have been tremendous advancements in the uses and applications of column flotation. From their first use as final cleaners that could produce excellent grades at the cost of recoveries, columns are now being used in every stage of the flotation circuit as well as is SX-EW. Columns as roughers, final scavengers and even at the end of CIL circuits, are finding their way into the marketplace. Operational results of these new uses are presented. INTRODUCTION Flotation columns have been in use since the early 1950's in the U.S. (Hollingsworth, 1952) and the early 1960's in Canada (Trembley, Boutin, Wheeler, 1963). Application of column flotation has been somewhat diverse. In the early years, columns were used predominately for molybdenum cleaning in Canada and for phosphate flotation in the United States. Unfortunately, results met with skepticism and disdain as the columns were hard to operate, temperamental and although producing high grades, could not achieve acceptable recoveries. Since the inception of column flotation technology, the degree of knowledge for design and operation of columns has vastly improved. Despite improvements in the technology, there is still some reluctance by mineral producers to investigate the use of column flotation cells for processing stages other than cleaner flotation. This characterization is in part due to the proven advantage of flotation columns in reducing gangue entrainment in the froth product which results in higher grade products and/or fewer processing stages. Also, during the development of column technology, different types of spargers have been used with varying degrees of success. Furthermore, the general knowledge base of parameters affecting column flotation design and operation have advanced tremendously. Inefficient, or primitive, sparger design, coupled with the lack of column design and operating knowledge and experience, resulted in poor metallurgical and mechanical performance in many cases. Unfortunately, this lack of knowledge caused many column installations to be characterized as failures. The industry felt that columns could not achieve high recoveries, especially when dealing with coarse particles. Therefore, columns were characterized as cleaners, where low recoveries could be tolerated as recirculating loads rather than direct losses and froth cleaning advantages of the quiescent column flotation regime could be realized. Fortunately for the minerals industry, some producers have stood at the forefront of technology and allowed the column to be utilized for new applications. In the last decade, column flotation applications have expanded to virtually every mineral system and plant location throughout the world. The expanded application of columns has generated a new wave of interest for processing various streams. One of the most notable is in the use of columns as rougher cells. This is of particular interest to "green-field" plants and plants where expansions are taking place. Here, metallurgical superiority can be combined with maximum capital and operating cost advantages for a rapid return on investment. The superior results experienced to date, have generated a cohesive vision of the future in mineral processing where flotation columns function as single stage primary separation devices (roughers) with a single stage cleaner, if necessary. The advantages of column flotation go far beyond their original uses. We now have seen columns used as final tail scavengers, in SX-EW plants and even at the end of CIL circuits. Some of these cases will be reviewed. CASE STUDIES In an attempt to show the diversification of column flotation to many facets of the mineral processing plant, a variety of case studies will be discussed. Some of these were designed by the authors while others have been provided by plant sources. It is important to note that in each successful case, the columns were designed using the author's design and scale-up approach. The western coast of South Africa hosts a significant diamond resource within gravels associated with paleo-shorelines, channels and transgressive lag deposits. Diamonds were transported from the Kaapvaal Craton to the coast largely during the late Cretaceous via the paleo-Orange river systems. On shore and near shore environments are underlain by Proterozoic metamorphic and granitic rocks which provide gully and pot hole-type traps associated with paleo-channels, basins, bays and beaches. Inner and mid-shelf environments are covered by diamondiferous, poorly lithified upper Cretaceous and Tertiary sediments. The upper Cretaceous gravels were reworked along the sediment-starved coast during much of the Tertiary. Reworking was mainly achieved during marine flooding events which produced lag gravels along the paleo-shorelines. This process reworked the diamonds from low-grade Cretaceous gravels and concentrated them in higher-grade Tertiary gravels.

Rich iron ore deposits were discovered during the 1960's in the mountain range of Serra dos Carajas, State of Para, Brazil, near the headwaters of the Tocantins River some 400 miles southwest from the state capital of Belem. (See Fig. 1 and 2). The key to the successful exploitation of this deposit was the development of an efficient an economical transportation system. The rugged terrain, and the dense tropical vegetation of the Amazonian jungle and the irregular coastline with its high tidal range presented severe obstacles to the planning and building of such system. Starting in 1972 extensive surveys and studies were carried out by Soros Associates on behalf of CVRD to determine the optimum way of transporting the ore from the mine site to the markets, most of which are located overseas. Overland transportation to the coast, loading into seagoing vessels and the ocean voyage to the ports of destination was treated as an integrated system in these studies.

Introduction Geologic ore deposit models are key to any exploration program. In the search for ore deposits, the geologist first tries to understand the genesis of known ore bodies. During reconnaissance and evaluation of a prospect, a valid exploration model of a known ore body can help the explorationist focus on critical geologic attributes of the target area. Exploration models can conserve exploration funds that might otherwise be spent collecting data not critical to delineating an ore body. This article examines the benefits of using models, factors to be considered in developing models, and examples of the way recent models have evolved. New exploration concepts and techniques are developed in response to increased competition in the mining industry. New techniques can give an exploration group a slight edge that may translate into a discovery. Mine geology staffs may find previously unlooked for extensions to the ore body by applying new genetic concepts. When all appropriate techniques are applied to exploration and mining efforts, greater efficiency and increased profits may result. Before the 1950s, scientists speculated on the genesis of ore deposits and other natural phenomena. But they presented their results as if universal and final, even though they applied to only a few deposits. Because it did not provide sufficient criteria to distinguish the genetic processes, the classic conflict between hydrothermalists, epitomized by Lindgren, and nonhydrothermalists did not help the minerals explorationist much. Important information about individual ore deposits, such as age of the host rocks and mineralization, composition of the mineralizing fluids, and separation of mineralizing and nonmineralizing events in the paragenetic sequence, could not be gathered with past equipment and methods. But these early concepts of ore genesis contained excellent empirical observations, perhaps the most useful parts of these hypotheses. Through the years, prospectors have found most of the ore deposits in the world using direct observations and their collective empirical wisdom - an empirical model. The geologist's contribution becomes increasingly important after the more obvious surficial ore deposits have been discovered. In Europe and North America that time has arrived. With the introduction of sophisticated equipment and matching techniques in the 1950s in geochronology, geochemistry, geophysics, remote sensing, and computers, many previously equivocal genetic questions can be resolved. This proliferation of highly technical data has allowed the construction of many well-founded genetic models.

In 1971, United States Borax & Chemical Corporation (U.S.Borax) initiated a mineral exploration program on federal lands in Southeast Alaska, with the commitment that any possible development would be done with great care for the environment. This program resulted in the discovery of a molybdenum deposit and the location of mining claims in 1974, in an area 45 miles east of Ketchikan, now called the Quartz Hill Molybdenum Project (Figure 1). At the time of this mineral discovery, the area was part of the Tongass National Forest, managed by the Forest Service, United States Department of Agriculture, and open to mineral entry and multiple use. In late 1978, the area was designated Misty Fjords National Monument and closed to mineral entry, and in late 1980 the area surrounding Quartz Hill was classified as Wilderness. These new laws and regulations, as well as the special interest environmental groups which oppose resource development, have significantly delayed and increased the costs of developing Quartz Hill.

In 2016, a 3.7-ML magnitude event caused by mining activity occurred at a longwall mine in southwestern Virginia which was recorded by the United States Geological Survey (USGS) and felt by local residents. The event was the largest of its kind since a global mine design change by the operator was instituted in 2008 following three large events in 2005, 2006 and 2007 (3.4, 4.3, and 3.4, respectively). Two of the three pre-2008 events (2005 and 2007) damaged ventilation controls in the mine which fueled a mine fire. In 2016 the mine’s management requested researchers from the National Institute for Occupational Safety and Health (NIOSH) to access geological data and determine what parameters could possibly lead to events of a magnitude of 1.0 ML or greater. INTRODUCTION Shotcrete behavior observed in subway tunnel construction in the U. S. has been primarily in blocky or blocky and seamy rock in which rock loads develop from the self weight of individual rock blocks that tend to loosen from the wall and roof of the opening. Such conditions can be classed as loosening ground, in contrast to squeezing ground in which high pressures are generated on the tunnel lining with time as the ground creeps under the natural ground stresses. In the philosophy often associated with the New Austrian Tunneling method, emphasis is placed on the use of shotcrete and other support elements in squeezing, highly stressed ground, in which the support system is designed to allow controlled movements so that high lining stresses do not develop. Computer based techniques for solving the Ultimate Pit Limit Problem have appeared in mining literature since the early 1960's. The majority of papers pertaining to this subject can be partitioned into one of two categories: discussion of the pros and cons of a particular algorithm, or a case study presenting specific applications of an algorithm. Subsequently, there has a1 so been considerable debate concerning the best techniques between, essentially, two camps: those favoring the moving cones techniques, and those favoring the techniques which yield true optimal pit designs. The purpose of this paper is not to add to this debate, but rather to present a few new ideas (partially a new look at an old idea), which can be easily implemented to noticeably improve any ultimate pit limit approach independent of the particular algorithm used. These ideas fall under the heading of "bounding the optimum" (Barnes and Johnson, 1980).

The paper will discuss the successful construction of the largest dollar value ($194.5 million, U.S.) TARP (Tunnel and Reservoir Plan) project built to date for the Metropolitan Water Reclamation District of Greater Chicago. The mining and lining of the 18.5km (11.54 miles) tunnels will be emphasized. The tunnels were driven utilizing three TBMs ranging in size from 9.85m (32.33 ft) to 3.70m (12.16 ft) in diameter. The operations surrounding the 11,546m (37,876 ft) long 9.85m (32.33 ft) diameter tunnel will be highlighted. A total system concept was utilized to attain mining rates up to 29.3m (96 ft) per shift and lining productions of 58.5m (192 ft) per day. The reliability of these systems was instrumental in the completion of the project more than a year ahead of schedule.

From the late 1880s to the present, the Appalachian region continues to be a dominant supplier of premium-quality coals. The region contains an estimated 93.4 Gt (102.7 billion st) of demonstrated reserves in Alabama, eastern Kentucky, Maryland, Ohio, Pennsylvania, Tennessee, Virginia and West Virginia. Therefore, Appalachia will remain a source of quality coals for the metallurgical, export and utility markets. Figure 1 shows the annual production of coal in Appalachia and nationally from 1970 through 1993 (Energy Information Administration, 1994). During that 23-year period, annual domestic coal production almost doubled. Coal production from Appalachia increased at an average annual rate of only 0.7%. Coal production remained essentially constant at about 409 Mt/a (450 million stpy). Thus, Appalachia's market share decreased from 69.8% in 1970 to 47.2% in 1993 - a drop of almost one-third (Energy Information Administration, 1994).

Cable bolts are used as a means of rock support around underground excavations in many mines across Canada and around the world. A substantial body of research on cable bolting was conducted at a number of Canadian universities and mines from the mid-1980s through the 1990s. Since then, research into selected areas of cable bolting practice has continued in Canada. The research has focussed on cable bolt instrumentation and on the inclusion of cable bolts in empirical stope design techniques. A review of cable bolting practice is now warranted at many mines. It has been five years since the completion of the previous substantial body of Canadian academic research and the associated advancement in understanding of cable bolt design, implementation and verification practice. Attempts were made at that time to transfer the new design procedures and performance assessment technologies to mine-site personnel. In some cases, this was effective, and ground control personnel continue to improve on their cable bolting practice at each specific mine site. However, at other sites, experienced people have moved on, and the new, less experienced personnel do not have access to the training or technical resources required to improve their understanding of the subject. In other cases, the technology was not transferred effectively to practitioners, with the result that substantial improvements can be made to the cable bolting practice at those mines. Guidelines for auditing cable bolting practice are provided in this paper. The guidelines include a discussion of the objectives of the audit, suggestions for audit procedure and a summary of the possible outcomes of a cable bolt audit. The objectives of an audit might include assessing the reasons for unexpected cable bolt failures, evaluating the quality of the installation procedures, quantifying the efficiency of the cable bolt system and assessing training requirements and procedures. A cable bolt audit should include consideration of all aspects of the cable bolting cycle, including the design, implementation and verification phases of the operation. At the end of the audit, a ranking should be assigned to the components of the cycle. The ranking system can then be used to identify items that require immediate attention, others that could be improved and others that are adequate. Following completion of a cable bolt audit, increased confidence in the support system and its application is generally, found, along with the potential for cost savings in many cases.

INTRODUCTION Alpha-emitting radon daughter products are a recognized health hazard contributing to the development of lung cancer in persons exposed to excessive concentrations over an extended period. The primary control technique used by the mining industry is dilution with fresh air. Because the uranium is deposited in porous sandstone in most U.S. mines, the control of this hazard with dilution requires excessive volumes of air. As the mines become larger and deeper, the cost for ventilation becomes a major expenditure for the mining industry Most mines are maintaining levels of radon daughters lower than required by law but to maintain these present levels the mining companies are going to be drilling more vent holes or using other control techniques as the mine expands. These control techniques are being investigated by the U.S. Bureau of Mines to determine their effectiveness, cost, and safety for underground use. [Instrumentation] The Bureau's early research used batch sampling of both radon and radon daughters for determining the concentrations. In both cases it was determined that batch sampling did not give a complete understanding of what was happening to the concentrations. Therefore, continuous monitoring systems were developed for both. A continuous flow-through radon monitor was developed by the Bureau (Franklin, et al.., 1976) using a modified Lucas flask mounted on a photo-multiplier-tube (PMT). The air was filtered twice prior to entering the flask to remove dust, diesel smoke, moisture, and radon daughters. The signal from the PMT was then inverted, shaped, and driven to a data acquisition system (DAS) which accumulated the signals. The DAS has two comparators for setting the scan time and interval, a 24-hour clock with Julian date, a printer, and a perforated paper tape punch. Sampling time is determined by the type of experiment being conducted. Our normal sampling time is one 10-minute scan every 15 minutes, but could be set as low as one scan every minute or as long as a 16-minute scan every 167 minutes. There are two models of the DAS. One is a 10-channel system and the other a 30-channel system. On a 10channel system normally 6 channels are used for radon and radon daughters and the other four channels are used for temperature, absolute pressure, air velocity, and relative humidity as described by McVey (1977). Figure 1 shows a scan of five channels monitoring the radon concentration from intake to exhaust in a stope for a non-work day. If the radon concentration stayed this constant during work days, then continuous monitoring would not be necessary. [ ] Droullard (1977) developed a continuous alpha-beta monitor. This monitor has been modified so that it can be used with the DAS previously mentioned. Control Techniques The U.S. Bureau of Mines has conducted research in controlling airborne radon/radon daughter for 10 years. Major efforts have been conducted in sealing the rock to prevent the release of radon, bulkheading to seal nonproductive areas, backfilling with classified mill tailings, and positive pressure ventilation. Also, tests have been conducted to determine the mining cycles contribution to the radon problem. Surveys One stope with two intakes and one exhaust was continuously monitored to determine the effects of blasting, mucking, and drilling on the airborne radon concentrations (Franklin, et al., 1976). Two other detectors were located inside the stope which were close to the mining activity. In this stope no appreciable change in radon was observed during drilling holes for blasting and roofbolts. This study showed increases up to 40 percent in radon for slushing in the exhaust drift. The radon remained high and very eratic during slushing, as can

Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. In your estimation, how vulnerable is the US to foreign mineral suppliers? Let me make a distinction between dependency and vulnerability. The

The recommendations resulting from a Dispute Review Board (DRB) hearing of a contract dispute are being challenged more and more frequently. This paper explores possible causes based on the authors’ experiences. Challenges facing the DRB process include: The DRB process is starting to lose some of the informality and flexibility. Both owners and contractors appear to be putting too much weight on a board recommendation on a dispute. DRB’s do not make “decisions,” they provide recommendations for dispute resolution to both parties. The DRB process is not just for contractors to present an unresolved issue to a board hearing. Owners can also initiate a request for a hearing on a disputed issue. For the DRB process to remain a viable element of the successful construction project, confidence must continue to be maintained in a process that is intended to work on behalf of both parties to the construction contract.
