INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

The favorable economics of conveyor based haulage, especially in moving large volumes. has long been acknowledged. This has given impetus to significant developments over the last two decades in conveying systems and equipment. Such developments have resulted in improved equipment and system reliability, versatility and mobility. The present writing presents conveyor systems and their variations. Long overland conveyors of various profile and plan layout are considered along with various typical support systems. This includes discussion of horizontally curving, two-way and booster driven conveyors. High Angle Conveyors-[HACs] are reviewed, citing in-pit as well as plant application. Finally, several important advances in idler and in pulley design are presented.

The history, current applications and future of biotechnical developments in the metals' extraction industry are reviewed. Bioleaching of copper minerals continues to be the most significant application. Uranium bioleaching was successfully demonstrated at industrial scale. Developments are now being made in biooxidative pretreatment of refractory gold concentrates, ores and low-grade materials. Advancements are forthcoming in water and solid mine waste bioreclamation, including metals' biosorption, wetland treatment of acid mine drainage, and biodegradation of cyanide in spent, heap-leach operations. Better understanding of the types and functions of microorganisms involved in metal interactions could advance genetic engineering applications in bioleaching and bioreclamation.

The purpose of this paper is to relate progress in the engineering field called Minerals Beneficiation to undergraduate and graduate education in our colleges and universities. So mach has been written recently about the education of scientists and engineers that I've had to struggle against the temptation to repeat what has been often said before, particularly because man like Robert Mehl of Carnegie Tech, Antoine Gaudin of MIT, H. M. Davis of Penn State, and John Vanderwilt of Colorado School of Mines have recently written many quotable paragraphs on the subject. In the matter of progress, the rapidity of proliferation in the area of physical and chemical beneficiation is convincing proof that this is indeed a lively art, and having been a millman for 35 uninterrupted years I prefer to lean on personal observations to some extent, rather than on statistics and charts v culled from the journals. I propose in this paper to talk first about the progress we've made in our branch of the mining industry in the last 3 decades--particularly in the last few years--and try to show that future progress will depend upon the quality of education and capacity for research possessed by our colleges. The second part will deal with some of the problems the colleges encounter in trying to fulfill these responsibilities.

INTRODUCTION Metal electrodeposition processes are of fundamental technological importance to a number of fields. Electrorefining, electrowinning, electroplating, and electrogalvanizing have all been the subject of intense study for over a century. More recently, electrochem- ical deposition has played a critical role in advances in microelectronics and lately has been an enabling technology for the production of certain nanostructured materials. Electrometallurgists have most frequently been concerned with the structure and morphology of massive deposits. For example, in metal recovery steps such as electrorefining and electrowinning, deposits demonstrating adherent coarse-grained characteristics are most desirable. In the case of electroplating, a bright fine-grained, tenacious and strongly adherent deposit is required. The fabrication of microelectronic devices and the production of nanoscale structures such as nanoparticles, nanowires, and nanorods requires a keen understanding of early stage deposition effects. The initial stages of metal deposition, usually referred to as electroclystallization, are fundamentally linked to nucleation and growth phenomena. Early stage deposits are typically very ordered. Whereas, bulk metal deposition structures are much more ran- dom. Noise control is an important consideration in the design and operation of coal preparation plants. It is essential to understand and control noise sources to provide a safe environment for operating personnel. The average noise exposure levels in a typical coal preparation plant generally range between 95 and 100 db. An operator should not be exposed to noise levels of this magnitude for more than 4 and 2 hr, respectively, according to MSHA (Mine Safety and Health Administration) regulations. The major noise sources in a coal preparation plant include noise from impacting the inside surfaces of steel chutes, vibrating screens, coal crushers, pumps, motors, fans, and blowers. The magnitude of noise varies considerably from one situation to another. NOISE EXPOSURE IN COAL PREPARATION PLANTS Noise regulations established by the Occupational Safety and Health administration (OSHA) are accepted by MSHA relative to caal preparation plants. Fig. 14-43 shows a graph of the time of noise exposure in hours per day to which a worker can be exposed for each A-weighted sound level. According to this graph, a worker is permitted to spend 8 hr in a 90-db noise environment, but that time must be halved when the A-weighted sound level increases 5 db. The noise dosage a worker receives is determined by the ratio of the length of time the worker spends in a particular noise environment divided by the length of time he is permitted to spend in that environment. If the worker is exposed to several different sound levels, his total dosage would be the sum of each of the individual dosages. The equation for determining the dosage is: where C is the actual duration of exposure at a given steady state noise level and T is the noise exposure limit for the level present during the time C According to MSHA regulations, the dosage, D, should not exceed one (1) for any worker for a full day of work. As an example of typical plant noise levels, vibratory screens and crushers emanate noise levels in excess of 90 db at a distance of 3 ft (0.9 m) with no material flow. Traditionally, water removal has taken a backseat to many other coal mining functions. However, it is a vital part of the total mine support system. In many US coal mines, more tons of water are removed each year than tons of coal. An excellent discussion of general drainage characteristics can be found in Chapter 8 of Elements of Practical Coal Mining, published by SME-AIME. This chapter is organized into three major sections. These are: designing effective drainage systems; constructing the main mine pumping station (static system); and constructing a portable pumping station (dynamic system). Each topic presents a separate discussion of the elements a construction foreman or engineer should consider for effective installation and operation of the mine drainage system. In addition, a list of pumping equipment manufacturers is available to interested persons and follows these sections.

During the past decade, since the appearance of Popoff's (1966) review of grade tonnage calculations, it has become evident that defining a new method which could be followed step by step by a technician and which would improve reserve estimation was not a simple thing to do. Some concepts have emerged though, and most definitions of ore reserve now require a statement of reliability (USGS, 1975; and Zwarten-dyke, 1976). Exactly how the reliability should be computed is not a straightforward process. It also became apparent that not only was reliability a requirement but that additional questions such as how to predict mining re- serves from geological reserves were to be asked. In fact what became obvious is that specific models have to be designed for each type of mine and for each type of question which is asked. Most methods can be encased within a unique general geostatistical, model, but it takes considerable custom tailoring, and there are still questions that are left unanswered. In this chapter, before giving techniques, we intend to first review what should be required from a grade tonnage calculation done at the exploration stage. If the final objective is still to specify a tonnage and grade, with eventually a reliability, many qualifications have to be made before quoting, and of course, calculating these two numbers. Then the currently avail- able methods will be reviewed and future trends will be shown; finally a few case studies will be given and recommendations about the choice of a model will be made.

INTRODUCTION Observations during construction form an integral part of the design and construction of major underground works. Observations as used herein include visual inspection, detailed geologic mapping, and correlation of geology with support conditions, as well as instrumentation to provide more precise information regarding rock movements and support load. This paper describes the application of an observational program to one of the more difficult design and construction problems underground -- the excavation and support of large chambers at shallow depth in rock of variable quality. Emphasis on underground construction for subways and utilities in urban areas is bringing this problem to increased prominence. It is our intent to focus on the design and construction problems associated with such excavations and to describe observational methods which can be employed to aid in their construction. Observational programs may serve two purposes. One is to monitor the rock and support conditions in order to provide early warning of potential construction problems. Such a program should be routinely used in critical locations on major underground excavations of the type described in this paper. The program should be closely coordinated with the inspection effort and construction control. The other purpose is to provide detailed information regarding the interaction of support conditions and rock displacements to aid in development of more efficient design and construction procedures on later projects. The first, published in June, outlined some site criteria that influence tailings disposal and some of the design options available to meet these criteria. The following article explores in more detail important design criteria for tailings dams and provides several case study illustrations.

A large number of minerals and chemicals (Table 1), some mineral-derived, are used in the treatment of both potable water and domestic sewage waste water and solids (Anon., 1990). In water treatment there are ten principal process uses as shown in Table 2 (Anon., 1990), which also lists the major chemicals in each process. Since lime (calcium oxide, calcium hydroxide, and dolomitic lime) is the largest chemical (by tonnage) used in water treatment, this chapter will deal primarily with this product. Note that it is included in five of the process uses shown in Table 2, and that indirectly it is also used in at least one other category (taste and odor control, where lime is used with potassium permanganate to provide optimum pH condition). POTABLE WATER TREATMENT Water Softening The biggest use for lime in water treatment involves water softening, where it serves to reduce carbonate hardness caused by dissolved bicarbonate and carbonate compounds. Currently there are more than 1000 domestic water softening plants (Table 3) located in most sections of the country, but particularly in Ohio, other midwestern states, Florida, and Texas, where limestone bedrock abounds (Anon., 1990). Among the other uses for lime in water treatment are coagulation, disinfection, and removal of heavy metals due to high pH softening, removal of certain radioactive and organic compounds and fluorides, neutralization of acidic water, removal of silica, particularly with dolomitic lime, and removal of color. Most of the above advantages accompany water softening, although at some plants lime is used specifically for one purpose, such as silica removal with dolomitic lime, minimizing pipeline corrosion by addition of lime to correct an aggressive water, and others. Hardness in water comprises two types - carbonate hardness, caused by dissolved calcium and magnesium carbonates and bi- carbonates, and non-carbonate hardness caused by dissolved non- carbonate salts, particularly calcium sulfate, calcium chloride, magnesium sulfate, and magnesium chloride. Total hardness is the sum of the carbonate hardness and non-carbonate hardness. Waters are classified as soft (0 to 75 mg/L as CaCO,), moderate (75 to 150 mg/L), hard (150 to 300 mg/L), and very hard (above 300 mg/L). Most water plants strive to reduce total hardness to about 100 mg/L, although in recent years the tendency in some cities has been to allow a little higher value in order to reduce both chemical costs and the amount of water softening sludges produced. There are four basic types of softening plants: lime softening, primarily to reduce carbonate hardness; lime-soda softening, for reduction of both types of hardness (in some plants caustic soda is used in place of soda ash, but it is more costly); split lime-zeolite, where a base exchange mineral is employed in place of soda ash (this system also requires salt [sodium chloride] to regenerate the zeolite mineral); and finally zeolite softening, which is generally used in small systems for private houses and small municipalities. Principal disadvantages of the latter system are its relatively high cost and the salt requirement, which introduces considerable quantities of soluble salts into the waste water discharge system.

This chapter focuses attention on major factors pertaining to plant design and general arrangement of equipment. Considered are efficiency of operations, coordination of maintenance and repairs, plant testing of reagents and possible future plant expansions. The design and general arrangement of equipment considers accessibility for maintenance and isolation for repairs, minimum personnel for operations and cleanup, safe working conditions with minimum interruptions to operations. The constant introduction of new reagents requires eventual plant testing and the manner of isolating a “line” or part of the facilities to allow comparisons in the testing of new reagents is discussed. As technology improves and process changes occur, additional equipment or plant expansions are inevitable. Space for these eventualities must be considered while the general arrangement drawings are in the development stages.

The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

BHP Diamonds is developing Canada&apos;s first diamond mine, Ekati, located in the Northwest Territories (NWT). The mine is a joint venture between manager and operator BHP (51%), Dia Met Minerals (29%), Charles Fipke (10%) and Stuart Blusson (10%). BHP Diamonds is part of BHP Minerals: Production at Ekati began Oct. 14,1998. The mine is situated on a 3,450-km2 (853,000-acre) claim block located in the Lac de Gras region of the NWT (Fig. 1). It is about 300 km (185 miles) northeast of Yellowknife and 100 km (60 miles) south of the Arctic Circle. The seasonal winter ice road to Echo Bay&apos;s Lupin Mine passes along the eastern margin of the project area. This allows road access each year from mid-January to mid-April. For the remainder of the year, the project is accessible only by air.

The environment at the lunar surface is drastically different from the one we are used to on Earth. The Moon has one-sixth of Earth&apos;s gravity, virtually no atmosphere, a surface bathed in radiation and micrometeorites, large temperature gradients, low seismicity, and a dusty, rubbly surface. To successfully mine and process materials on the Moon and to mitigate degradation effects in the hostile lunar environment, these factors require new designs for equipment and development of new techniques and technologies.

Utah&apos;s abundant industrial rock-and-mineral resources support a relatively small but important sector of the State&apos;s economy. In 1983, six of the top 10 nonfuel mineral commodities (by value) were industrial commodities. Portland cement was ranked fourth, potash fifth, halite sixth, phosphate seventh, construction sand and gravel eighth, and lime tenth. Portland cement was produced by three operators, principally from the Jurassic Twin Creek Limestone. Potash was produced by three companies from Pennsylvanian beds in the Paradox Basin, surface brine of the Great Salt Lake, and subsurface brines of the Great Salt Lake Desert. Halite was produced by eight operators, primarily from surface brine of the Great Salt Lake. Additional production came from salt beds in the Jurassic Arapien Shale, solution mining of the Pennsylvanian Paradox Formation of the Hermosa Group, and subsurface brines of the Paradox Basin. Phosphate was mined by one company from the Permian Meade Peak Phosphatic Shale Member of the Park City Formation. Construction sand and gravel were produced by dozens of operators, primarily from Quaternary Lake Bonneville beach and nearshore deposits. Lime was produced by four operators from Paleozoic formations in the Basin and Range physiographic province of Utah. The future production of these and other industrial commodities, though individually uncertain, is expected to increase gradually as a group. Factors favorable for the future of the industrial commodities industry in Utah include large to almost unlimited resources for the major commodities, a healthy projected population growth, an abundant local supply of relatively inexpensive energy from coal and natural gas, and a favorable corporate tax structure and business climate.

INTRODUCTION Early rock-bolting practice usually consisted of ran¬domly installing bolts, using hand-held drilling equip¬ment such as air-leg mounted sinkers or stopers. As bolting technology evolved, the practice of installing uniform bolt patterns was developed, utilizing random bolt installation as required within the uniform pattern. The uniform rock-bolting technique, when used as the principal method of rock support, requires drills and jumbos designed specifically for rock bolting. This equipment is similar to conventional face drilling machines, except that the jumbos can orient the drills to obtain any necessary bolting angle; often, this means bolts may be installed at or near perpendicular to the centerline of the drift or stope opening. Fig. I shows a typical rubber-tired rock-bolting jumbo of the type commonly used in drifts and room-and-pillar mining. Modern rock-bolting jumbos are capable of drilling the required holes, inserting rockbolts, and torquing them to proper levels. Jumbos also are available for use with resin-anchored bolts. Probably the most unusual of this type utilizes a rotating bolt turret that carries the rock drill, resin charging unit, and the bolt in a single mechanism. Once the turret is loaded with the resin and bolt, further manual effort is not re¬quired. Drilling and bolt placement are accomplished by the operator from a station remote from the bolt site. Fig. 2 shows this turret device. Roof-bolting jumbos are available mounted on rail, crawler, or rubber-tired chassis. Various types of rock drills are used. Depending upon the type of rock, these may include rotary, percussion, or rotary-percussion drills. Fig. 3 shows a typical rail-mounted jumbo. In this paper the main subsidence- ground-structure interactions and an overview of the response of surface structures to subsidence ground movements are presented. The purpose of the paper is to augment our understanding for more effective application of available data as well as to highlight the essential site conditions in building response. The data presented general1 y applies to houses to structures up to 2-3 stories high and no more than several hundred feet in length. Superstructures of these buildings are supported by exterior (wood-frame or masonry) bearing walls with the interior floor loads carried by essentially one row of interior columns. This paper is not directed towards the response of tall buildings, steel-framed structures, or building types commonly associated with schools, churches, libraries, etc.

Estimations have been made of the tonnage of raw ores and coal treated by various beneficiation processes. The amount treated by gravity concentration is substantially greater than that treated by flotation, with coal representing the bulk of the material treated by gravity means. A discussion is given of the trends and anticipated improvements in gravity methods. Except for the concentration of iron ores, magnetic and elec- trostatic separation processes find their greatest use in the beneficiation of non-sulfide ores. Exciting new developments in magnetic materials and separation process (and, to a lesser extent, in the electrostatic process) indicate a substantial increase in the application of such processes to ores and a broad variety of non-ore uses.

The Concha-Almendra batch-settling treatment for concentrated suspensions of single-diameter spheres has been modified. This modified version is used in the differential equations of simple batch settling of a particle size range of different density materials. The equations have been programmed for a finite difference solution, and a number of test cases have been analyzed. By cutting the settling column at a fixed fractional height, the material below this height can be treated as underflow and the material above as overflow. The predicted partition curves obtained from treating the settling in this way have Sharpness Indices in the range of 0.5 to 0.6, in the absence of dispersion effects. The Sharpness Indices decrease as dispersion increases. When the feed size distributions are of the Rosin-Rammler form, the partition curves (corrected for the bypass fraction) fit the Rosin-Rammler equation with reasonable accuracy. The predicted Sharpness Index of a component of a mixture of two materials of different densities was unchanged from that of the same materials settled alone. However, for the same, feed size distribution and volume fraction of solids in the feed, the heavier material settled faster, and the lighter settled slower, than when settled alone.
