INTRODUCTION The planning process for projects requiring construction of tunnels in urban environments can be highly complex and involves interaction with professionals of many disciplines. Typically the initial step in the planning process is to establish basic design criteria for the tunnel or tunnel system consistent with its intended purpose. Such criteria might include acceptable tunnel geometry, minimum and maximum slope or other associated criteria. Ideally, once the basic criteria have been established, the next step in the process might include establishing technically feasible horizontal and vertical alignment and shaft siting alternatives and developing "ball park" construction and operational cost estimates for the alternatives. Comparisons can then be made regarding the relative technical and economic merits of the alternatives and the most favorable alignment(s) are selected for further study or preliminary design. Typically the last and perhaps the most important task that is conducted during the planning stage includes identifying issues and potential problems to be addressed during the design and construction stages of the project. Many issues warrant consideration during the planning phase of a tunneling project. For the purposes of this paper, these issues can be divided into two broad categories: technical and non-technical. Important technical issues include, among others, general design criteria, geotechnical and geoenvironmental issues, and constructibility issues. Important non-technical issues include, among others, right-of-way and easement related considerations, project scheduling constraints, both short and long term environmental impacts and overall cost/benefit aspects of the project. The mid to late 1980s saw a modern day global gold rush that largely focused on the mature mining countries of the United States, Canada and Australia. This gold rush led to a large number of new discoveries in these countries and phenomenal growth rates in annual gold production. For a variety of reasons, however, gold exploration and development activity appears to have peaked in these countries. The drive for mineral investment is, instead, growing in lesser explored countries (LEC). LECs, particularly those of Latin America, are currently enjoying greatly increased attention from North American mining companies. They are becoming major consumers of mineral investment capital and are important markets for exploration and mining skills. Through sole ownership, joint ventures and subsidiary companies, Battle Mountain Gold now operates or controls gold mines in the United States, Chile, Bolivia and Australia. And it has been or is an active participant in gold exploration or development projects in seven other countries, six of which classify as LECs. In selecting new country entries and opportunities for mineral investment, there are several factors to be considered and parties to be satisfied - shareholders, corporate management, financial institutions and host country governments. This article, though, focuses on some of the more practical concerns of the exploration unit as a whole and the exploration geologist in particular. The exploration unit's "new country" concerns primarily relate to exploration potential, ownership security, quality and availability of data and the ability to operate efficiently. The following material reviews each of these concerns and how they impact the new country entry decision, exploration strategy, chances of success and human experience.

INTRODUCTION In exploration for rock tunnels, the geology should not only be described, but its effect on excavation and support assessed. It is not an easy task to correlate exploration results with support and excavation requirements, even when the exploration program is detailed and geologic conditions are relatively well known. Many of the significant geologic features are subtle and their effect is difficult to interpret from exploration results. However, in similar geologic settings, there are specific geologic features which will cause recurring support problems. Such features should be actively sought out when exploring in a given geologic setting. In blocky and seamy rock, the primary features controlling performance are the joints, shears, and shear zones. This paper describes the effect of such features on the formation and movement of rock wedges in tunnels driven in foliated metamorphic rocks in Washington, D. C. and New York City. In both areas the foliation commonly forms a N-S striking plane of weakness along which major shear zones, shears, and joints have formed. In addition, the structural history of the two areas has been similar, so that there are similarities in the orientation and character of the other major joint sets and shear zones in the rock mass. The observations were made in tunnels ranging from 10 to 70 ft in width and excavated at depths ranging from 80 to 800 ft. Most of the tunnels described were deep enough to be located in unweathered rock, or in rock only slightly weathered along joints and shears. The Perama Hill gold project is an environmentally friendly project designed with the principle of zero discharge to the environment. The main issues of the proposed mine that are addressed in this paper are the water management, the dam and tailings management facility parameters as well as the mine closure plan, which demonstrate the sustainable design of the project. The water plant circuit will operate using 87% of recycled water and rainfalls, while the pumped aquifer is completely unsuitable for any other use. The proposed water management plan is based on different meteorological conditions for every month and optimizes the external water needs. The tailings pond area that is sited on intensely argilized rocks, will be composite-lined resulting in a permeability value of less than 10-10 m/s, and will exceed the safety parameters for maximum earthquake intensity, flood conditions and seepage. Tailings will contain less than 1 ppm cyanides (almost potable water ranges) and will be free of heavy metals (oxide ore material). The proposed rehabilitation plan comprises of decommissioning and demolition of the plant and auxiliary facilities, open pit partial back-filling and recontouring, appropriate capping of the tailings impoundment, revegetation, maintenance of area drainage system and monitoring for 5 years after rehabilitation. The plan is fullycosted, will be prepaid and through the agreed final land uses with the local community and the proposed actions of the corporate responsibility will attribute to the sustainable development of the area. The design of the Perama Hill project according to new EU and UN legislation and practices ensures that it will be the best example of gold mining operations in Greece.

The Automated Minerals Information System (AMIS) is an integrated data base system being developed to support the Bureau of Mines minerals information collection and analysis activities. The system facilitates cross-referencing and integration of domestic and foreign information from a variety of sources. The AMIS provides a central source of minerals information that is versatile and responsive to the needs of problem and policy analysts as well as supporting the needs of those involved in data collection and interpretation. As the AMIS becomes fully implemented, it will become an important tool in forecasting and assessing the impact of policy decisions that affect the supply and demand for minerals. The Bureau of Mines has long been the Federal Government's principal source of worldwide information on non-fuel minerals. Emphasis is placed on the analysis of mineral problems and policies as they affect the world's nonfuel mineral resources. To facilitate timely and accurate analysis, comprehensive data on 87 commodities are collected by various Bureau programs. Minerals information is made available through a number of periodic publications including the annual Minerals Yearbook and monthly Mineral Industry Surveys. These data collection and analysis activities have traditionally been supported by over 200 separate information processing systems. The Bureau of Mines has begun to implement a broad information strategy to provide a better response to the mineral problems and issues of the 1980's. The cornerstone of the Bureau of Mines information strategy is the development of the Automated Minerals Information System. When fully operational, we believe that the AMIS will provide the Bureau of Mines with the most comprehensive source of minerals information available anywhere in the world.

Indonesia is a developing country in Southeast Asia with a population of some 180 million people. It has a stable political environment and currently enjoys high rates of economic growth. Indonesia has abundant reserves of natural resources, ample for its own needs and for export. Energy resources include oil, gas and coal. The oil and gas industries are well established domestically and for export. In the last few years, though, coal industry development has been rapid. Coal resources from bituminous to lignite amount to more than 30 Gt (33 billion st). That is more than enough to meet domestic needs and provide significant amounts for export. Figure 1 shows coal basins in Indonesia. Coals in Indonesia are generally young steaming coals. They are very low ash and sulfur, high volatile, bituminous B and C. The Indonesian government's state coal company is called Perum Tambang Batubara. The company has actively promoted the development of its coal for domestic and export markets. In particular, the government has placed priority on non-oil exports of which coal is a major element. The government strives to honor all contractural commitments for the export of Indonesian coal from contractor, private and government mines. From 1987 through 1989, coal production has increased from about 3 Mt (3.3 million st) to 9 Mt (9.9 million st). Exports have grown from I Mt (1.1 million st) to 3 Mt (3.3 million st). These are significant increases for a small industry with limited infrastructure. But with growing investment and development, these production and export levels will increase substantially, and Indonesia will be a significant world supplier of coal in the 1990s.

In 1973, the Subcommittee on Contracting Practices, U. S. National Committee on Tunneling Technology, National Academy of Sciences, under the able chairmanship of A. A. Mathews, Engineering Consultant, now residing at Kaunakokai, Hawaii, undertook the task of developing recommendations for improving the performance of underground construction work, reducing the costs of such work and minimizing the adverse atmosphere in which owners and contractors were performing their respective functions. The author of this paper and C. F. Palmetier, a highly qualified engineer, were thereupon appointed as staff assistants to the Subcommittee, to conduct a study of existing practices and relationships in Western Europe and in the United States, to formulate recommendations, for consideration by the Subcommittee and the participants in a future workshop, as to desirable improvements in United States contracting practices and relationships. The study, conducted during 1973 and 1974, involved personal interviews of a total of 162 owners, engineers, contractors, lawyers, and educators throughout the United States and in 7 European countries, the analysis of 178 replies to questionnaires sent to individuals and firms involved directly or indirectly in construction, and a workshop, near Napa, California, attended by 53 representatives of all segments of the construction community. The resulting report, entitled "Better Contracting for Underground Construction", was submitted by the Subcommittee to the National Academy of Sciences, which approved its publication in 1974 by the National Technical Information Service. "INTRODUCTION As underground mining continues to operate at deeper depths and in more complex geologic and geometric conditions, there has been an increased demand for higher design standards in ground control safety and stability within the mining industry. Over the past 20 years, NIOSH has developed, validated, and distributed a number of free software packages (ALPS, ARMPS, AMSS, ARBS, etc.) for the safe design of underground coal mines with respect to ground control. While these programs were initially developed on a, “stand alone model,” where all program data resides on an individual or workgroup computer, modern day web applications have begun to migrate toward a, “multiple-tier model,” allowing multiple users to access an application through an Internet connection. webGroundControl provides users with access to NIOSH ground control design software (ARBS, ALPS, and ARMPS) utilizing a web-based three-tier architecture allowing users to easily access ground control designs, perform on-demand calculations, and provide online collaboration between operational personnel and engineers through a web server. Given advancements in cloud computing as well as the expansion of Internet connectivity on the surface and underground, webGroundControl users will be able to access the applications anywhere (where permissible) at any time. As web-based computing technologies continue to advance and cloud computing gains popularity and momentum, there is an industry need to develop Internet based applications for mine and ground control design (Barczak et al., 2016). The purpose of this paper is to introduce and familiarize those in the mining industry with the basic framework and, more specifically, the user-interface of the webGroundControl application. It is expected that the mining industry will rapidly embrace this new product and webGroundControl will be a new paradigm for mining engineering computer applications. APPLICATION ARCHITECTURE With the advent of cloud computing, web-based applications have become more popular with their adoption of multiple-tier, or n-tier, architecture containing independently operating tiers. The three-tier application architecture utilized in webGroundControl (as outlined in Agioutantis and Newman, 2016) contains a Presentation Tier (Web Server), Logic Tier (Logic/Application Server), and Data Tier (Data Server) as shown in Figure 1. While tiers have the ability to be deployed across and operating on multiple servers, webGroundControl is currently being deployed on a single server located on a university desktop computer. The separation of the application into a series of tiers greatly increases the maintainability and scalability allowing for the adoption of new technologies that can be applied to a single tier without redesigning the software package. The Presentation Tier maintains the user interface translating client requests (through a web server) and displaying results (through a web browser). The Presentation Tier allows for on-demand access from multiple users and compatibility with a variety of personal computers, Smartphones, tablets, etc. on different operating systems. The Presentation Tier has been developed with respect to the HTML and JavaScript languages. Through the utilization of CSS, a coding language which describes the style of an HTML document, the webGroundControl display is able to spontaneously adapt to any browser and any screen. The development of the Presentation Tier will be discussed in more detail in subsequent sections of this paper."

The Ouachita, Ozark-St. Francis, and Mark Twain National Forests are located within the Ozark and the Ouachita Mountains regions of southern Missouri, central and northern Arkansas, and eastern Oklahoma- an area generally referred to as the Ozark-Ouachita or Interior Highlands. These national forests share many similarities in geography, biotic resources, and areas of shared public, market, and user interests. The three national forests have joined together to evaluate the natural resources within the Highlands and to study the impacts of the forests on local and regional economies and on the people who use these national forests and their resources. Other federal, state, and local government agencies and universities have joined with the Forest Service in this project, broadening the assessment area beyond the national forest boundaries to include 107 counties in Arkansas, Missouri, and Oklahoma. The diverse, resource-related data for the as- sessment area address social, economic, terrestrial, and aquatic issues and conditions throughout the Highlands. The assessment report currently is being developed by the Forest Service and will include an accoMpanying CD-ROM. The Ozark-Ouachita Highlands assessment has provided a forum for minerals- and geology-related resources, industries, social significance, and potential to be profiled and discussed along with other critical assessment resources. The state geological agencies in Arkansas, Missouri, and Oklahoma were active contributors to this effort. Their reports and other key data bases developed and used for the minerals sections of the published assessment report will be available either as a supplemental CD-ROM or on the Internet. Updated information on the progress of the assessment report can be found at the Ouachita National Forest Website, at <http://www.fs.fed.us/oonf/ouachita.htm>. This will also include a matrix displaying the minerals in the assessment area, their occurrence by assessment-area counties, and a potential ranking, as well as information on interesting geologic features. In-pit identification of neutral waste rock at the Zortman and Landusky minesites in Montana, by visual and chemical analy­ses, will assist in proper segregation and placement of rock so that soil and water resources can be protected. The use of too few or very general segregation criteria to identify neutral waste rock can result in ineffective waste rock segregation. Conversely, the use of overly restrictive criteria can result in the unnecessary loss of valuable reclamation material that would otherwise have to be mined elsewhere and hauled to the site. Recognition of nonre­active materials can be accomplished on a site specific basis with the use of visual observation and simple chemical analyses. The choice of chemical parameters used to analyze rock samples is constrained by the length of time needed to conduct the test. These analyses must require no more than 24 hours to complete so mining can proceed without delay. Limits set for the chosen parameters must be reasonable and defensible. To achieve these objectives over one thousand samples were collected at the Zortman and Landusky minesites and clas­sified by rock type, total sulfur content, paste pH, and net neu­tralizing potential (NNP). In addition, over 22 humidity cell kinetic tests were conducted to help corroborate static results for waste rock. Another 8 humidity cells were configured in series to test waste rock blending and waste rock/limestone capping alternatives as mitigation for acid rock drainage. Leachates were analyzed for pH, conductivity, alkalinity, acidity, sulfate, Al, Cd, Cu, Fe, Mn, Zn, Mg, and Cr in some cases. Petrographic analysis, as well as total sulfur content, paste pH, and static and kinetic test results identified three geochem­ically different waste rock groups: 1) Archean amphibolite gneiss and Paleozoic carbonates and shales, 2) Tertiary syenite porphyry, and 3) other less abundant Tertiary igneous and Archean metamorphic rocks.

In operations that use the sublevel stoping mining method, production scheduling takes into account factors — including ore reserve envelopes, ore grade averages, equipment capacity, feed controls to the mill, and geotechnical restrictions — across the scheduling horizon. Mathematical programming is one of the most effective methods for enhancing the decision-making process in regard to the most viable production schedule in light of a given set of limitations. The majority of research on sublevel stope mining focuses primarily on a single objective of optimization, which is to maximize the net present value (NPV). Environmental, social and governance (ESG) considerations are becoming more prevalent in the mining industry. This includes aspects relating to deforestation, land disturbances, gas emissions, community relations and water usage, among many others. Institutional and other kinds of investors are becoming more interested in the work that resource companies do regarding their ESG obligations. This review article identifies the gap in the existing literature and proposes to simultaneously optimize the production schedule around three objectives. Two of these relate directly to ESG aspects

The decade of the 1990s promises to be one of increasing internationalization for domestic minerals producers as they scramble to enhance relative positions in highly competitive, international minerals markets. This "international mining rush" is fueled by developing countries seeking international investment capital to explore for, develop and exploit sizable mineral endowments in an attempt to support the increasingly popular, but expensive, wave of democracy and selfdetermination sweeping the world. This "fuel" typically takes the form of revised mining codes and, often, lucrative investment incentives. These incentives include favorable tax rates, royalty provisions, relaxation of import/ export constraints, depreciation schedules, profit repatriation and other variables that can positively impact mineral investment decision making. Concomitantly, in their attempts to address real and perceived short- and long-term woes associated with enhancing competitive positions internationally, many domestic explorers and producers are attracted to the prospect of finding high-grade deposits in relatively virgin areas. Combined with the investment incentives provided by foreign governments, these high-grade deposits promise lucrative potential returns from projects having short payback periods. Classic examples of this mutual desire to intensify international mining efforts by domestic producers are illustrated by activity levels in countries like Chile, Bolivia and Venezuela in Latin America and, more recently, in Eastern Europe and select locations in the former Soviet Union. As US corporations scurry to send fact-finding, technical, evaluation and financial teams to these presently popular locations, one area of the world has received little attention - Subsaharan Africa. Specifically, the country of Ghana (formerly the Gold Coast) deserves more attention than it appears to be receiving from North American mining companies.

The penetration of sustainability principles in business practices has introduced the necessity for a simultaneous integrated assessment of the corporate economic, environmental and social performances. Continuous technological, political and legal evolutions indicate that Sustainable Development (SD) principles will soon have to be implemented in all sectors of the Greek corporate reality, among them in the Mineral and Mining Industry. However, the ultimate criteria for the evaluation of a company?s performance remain its profitability and its market value. Managers, shareholders, financial intermediaries, all alike, emphasize and base their decisions on the various accounting produced ratios of return (ROA, ROE, ROCE, Residual Value) included, or produced by data found, in the financial statements of the companies. This paper offers evidence that the traditional accounting ratios discourage the implementation of investment plans that aim at improving the environmental performance of companies and therefore can be inadequate and misguiding for SD applications. International studies have consistently traced a positive relationship between the environmental performances of firms and their financial positions. Yet, the fact that investors tend to reward proactive companies by increasing their corporate values is disregarded by the return ratios, which usually set up the basis for management rewards and bonuses. The book value of the firm assets and owners? equity from which such ratios are produced diverges strongly from the real corporate value, defined as the traded amount for the stock of a firm. There is an urgent need for an adjustment of the return ratios so that they can record the positive economic impact of a more sustainable attitude and encourage decision makers towards this direction.

If the primary purpose of a control system is to assure a fixed-quality product at maximum yield, the real issue involved in control of the fine coal cleaning circuit in a plant is to demonstrate that control is technically feasible and economically beneficial . This paper suggests that it is not easy to do so in most cases. Fine coal, defined here as the 28 mesh x 0 fraction of the plant feed, is generally cleaned using a combination of hydrocyclones and flotation. Both of these processes are relatively insensitive to changes in operating variables. Further, the fines fraction general 1 y forms no more than 20% of the plant feed and, at times, is as low as 10%. The instruments to measure flow rates, densities, and product qua1ity (ash, sulfur, etc.) are not sufficiently accurate to allow effective responses to changing state variables and product quality. It is sufficient to run the fine coal circuits at maximum recovery, and the control of product quality and optimization of yield should be achieved by controlling the coarse coal circuits and measuring the quality of the entire clean coal leaving the plant. This contention is made with particular reference to U.S. plants cleaning coal for the utility industry and should be viewed in this context only. It is explicitly admitted that this strategy is mathematically non-optimal in the sense that all size fractions are not necessarily cleaned at equal elementary ash, and would result in a loss of yield. However, under the conditions of conventional coal cleaning practice, this is a sensible approach.

BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

Due to the variability of subsidence characteristics across the U.S. coalfields, it was concluded that it would be practically impossible to develop a universal predictive model for mining-induced subsidence based on theoretical assumptions. Therefore, an effort was made to find a procedure to develop an empirical subsidence predictive model based on a sufficient Mount of field data from one mining area (in this case the Northern Appalachian Coal Region). It was also thought that this procedure, if successful, could be used as the template for developing predictive capabilities for other coalfields with different subsidence characteristics given a reasonable amount of field data. It has been found, in the Northern Appalachian Coal Region, that the variability of subsidence characteristics can be expressed by a polynomial equation developed through regression analysis of the variable subsidence coefficient and derived directly from the field data. In this study, field data were obtained from 11 Bureau longwall panel studies (16 half profiles) for static subsidence and 14 panels for dynamic subsidence. The effects of lithology, expressed in the form of a variable subsidence coefficient, have been separated for each test site by introducing a correlation between hythetically homogeneous overburden and existing ithological conditions. For each longwall panel, the characteristic of the variable subsidence coefficient was defined along individual static profiles. The definition of mean values with acceptable deviations is the substance of the predictive method. The same procedure was used to develop a predictive model for dynamic subsidence, since it war discovered that the rate of longwall face advance is not a necessary functional parameter. This paper presents the theory, development, and application of the static and dynamic subsidence prediction models.

Standing support is often used in conjunction with underground retreat mining. Knowledge of the load-displacement behavior of a standing support, and loading induced by the mine opening is critical to proper support selection. The NIOSH STOP database contains load-displacement laboratory test data for most commonly used standing supports. Hydraulic load cells currently used to measure in-situ loading of standing supports have exhibited leakage under load, producing irregularities within the dataset. An improved hydraulic load cell eliminates leakage and produces more consistent data. INTRODUCTION A hydraulic load cell, more commonly known by “flat jack” or JackPack, is a device installed to determine the loading characteristics of roof to floor supports. These standing or roof to floor supports include, but are not limited to: pumpable cribs, cans, wooden cribs (4-point, 9-point, etc.), metal props, wood timbers, concrete donut cribs, and other variations of these standing supports. Flat jack devices have been used previously to determine the loading of such roof to floor supports. The most commonly used load cell for standing supports is based on a design intended for pre-stressing standing supports, not load measurement. These load cells are produced in South Africa, and can be formed into several different shapes depending on the applications (Barczak). Flat Jacks are manufactured in various shapes and sizes depending on the application, common shapes are square and round that are 25.4 mm (1.0 inch) thick when collapsed as shown in Figure 1. The sheet metal that makes up the bladder is comprised of 19 gauge or 1.11125 mm (0.04375 inch) thickness, the top and bottom pieces of sheet metal are resistance seam welded around the perimeter. There are two different ports installed on one of the bladder skin corners of the flat jacks; these ports allow a fluid to fill the unit and the other port has a relief valve. The fill port is comprised of a check valve. The pressure relief valve is located in the second port; preset to 1724 kPa (250 psi), pressure relief valve will keep the load cell from bursting. Bursting of these load cells typically causes a small tear in the metal skin allowing the fluid to leak out without a large catastrophic failure. The effective inflation range of these load cells is between 25.4 mm (1.0 inch) to 254.0 mm (10.0 inches) thick. Different types of fluids can inflate these load cells but the most common and easily accessible fluid for testing applications is water. Water pressure from the mine supply line can inflate these load cells to the desired load. Depending on the pre-stressing requirements a pneumatic powered pump, hydraulic pump or hand pump may be required to inflate the load cells.

The modern coal mining industry is subject to a vast array of regulations affecting virtually all aspects of its operations. Probably the most significant over-sight role involves the Office of Surface Mining Reclamation and Enforcement (OSH) established by the Surface Mining Control and Reclamation Act, or SHCRA.1 Although complying and coping with SHCRA can be difficult for coal operators, this complex regulatory process has helped insulate the industry from ongoing efforts to extend regulation under the Resource Conservation and Recovery Act, or RCRA, 2 to aspects of the mining industry in general. The Environ-mental Protection Agency (EPA) has struggled with regulation of mining wastes under RCRA since the mid-1970&apos;s, but RCRA itself places most coal mining wastes firmly under the control of OSH and SHCRA. Despite the general exemption from RCRA regulation for waste materials that result from extraction and processing of coal itself, there may be circumstances under which coal mining operators could find themselves subject to regulation under RCRA or a number of other statutes administered by EPA. This paper will review briefly the history of mine waste regulation under RCRA, as well as touch on the policy decisions that led to the exemptions from RCRA regulation. The paper will summarize coal waste requirements under SHCRA, and also will review what operations at coal mines need to be controlled, in order to avoid potential liability under RCRA. In addition, it will mention requirements under other federal laws, including CERCLA, or the "Superfund" law,3 and describe how they may impose restrictions or liability on coal operations for waste or other materials commonly found at surface and underground coal mines.

In 1996, Rio Algom, Denison Mines and the Elliot Lake Research Field Station (ELRFS) formed a consortium to implement a regional environmental information management system (REIMS) for the Elliot Lake area in Ontario, Canada. ELRFS is an affiliate of Laurentian University in Sudbury, Ontario, The discovery of uranium in the Elliot Lake region in post-World War II led to the development of 12 mines and 11 associated mills between 1955 and 1958. During the late 1980s, declining world demand for uranium, combined with the discovery of high-grade uranium ore in other areas of the world, made the Elliot Lake mines uneconomical. As a result, all area mines ceased opera¬tions by the end of 1996. The eight facilities and three tailings management areas operated by Denison Mines and Rio Algom&apos;s five mining waste management areas contain 150 Mt (165 million st) of potentially acid-generating tailings. The areas cover 13.2 km2 (3,265 acres) and receive drainage from an additional 13 km2 (3,212 acres). The primary objective of the joint initiative was to implement a personal-computer-based, regional, environmental-information management system for managing historical data and ongoing environmental programs in the Elliot Lake region. The Elliot Lake consortium decided it needed an information system with an integrated, process-oriented and requirements-driven approach to collect and manage the environmental information. Following a study of environmental information management systems currently used by the mining industry, the consortium decided to base REIMS on the "Envista" product. This is a commercially available, environmental information management system marketed by Envista Technologies of Saskatoon, Canada.
