The latest in mining technology and equipment will be show-cased this month at MINExpo International 2004. The event, billed as the world’s largest mining equipment exhibition, is set for Sept. 27-30at the Las Vegas Convention Center. MINExpo, sponsored by the National Mining Association (NMA), is held every four years in Las Vegas, NV. This year’s event is expected to attract more than 40,000 mining industry professionals and executives from around the world. And several key members of the U.S. Congress and other senior government officials are expected to attend. In addition, senior industry and government officials from Asia, Europe, Australia, Africa and South America will be on hand.

At both the international and country level, the issue of how the mining sector and indigenous populations should engage on issues of mutual interest or concern has emerged as one of central importance and controversy; involving the mining industry, Aboriginal communities, governments, the courts, and other stakeholders. At its heart, stakeholder engagement is an ethical issue, although it manifests itself in international instruments, domestic laws, industry guidance and agreements. At the international level, the concept of ?free, prior and informed consent? (FPIC), while not subject to widespread agreement on the finer details of evolving definitions, seems to be emerging as an increasingly recognized engagement norm. Within Canada, through a series of decisions, the Supreme Court of Canada (SCC) has articulated a fiduciary obligation of the Crown to consult with and accommodate impacted Aboriginal groups on resource management issues. Provincial governments have been variously attempting to adjust their resource management regimes to stay in alignment with SCC and lower court decisions. Mining sector organizations, working with First Nations partners, have developed agreements to work together for mutual benefit. At the individual mine and community level, there have been instances of constructive engagement, as well situations of physical resistance and legal challenges. The purpose of this paper is to examine the potential impact of new rules under the Ontario Mining Act introduced in 2012 and taking full effect in 2013, which amongst other procedural specifications, addresses the issue of mining industry-Aboriginal consultation in exploration and development activities. Leading up to the passage of the regulations, representatives from some junior mineral exploration companies have been highly critical of the new rules. Similarly, there have been a range of responses to the new rules from some in the First Nations community. The paper will review the regulation in terms of its apparent alignment with SCC decisions and the international norm, compare the regulations with existing mining sector organization guidance documents, and it will draw on the stated perspectives and commentaries of First Nations communities, mining firms, governments, nongovernmental organizations, and others. Building on the foregoing, the paper will provide a preliminary analysis of the perspectives and potential impacts of the new regulation on various stakeholders, and on that basis, possible avenues for further consideration will be suggested.

This paper discusses the behaviour of large-span tunnels and caverns in hard rock in a major underground storage project. In-situ stresses were measured using hydraulic fracturing during site investigation and 3-D overcoring during construction, with both showing a horizontal stress ratio of 2-3 times the vertical stress. Rock reinforcement design was based on the Q-system combined with numerical modelling for special design cases. Tunnel design and performance were checked and monitored by in-situ instrumentation during rock excavation, including measurements of deformation, convergence, and load on rock bolts. Deformation measurements using borehole extensometers included one borehole drilled into the virgin rock before rock excavation, which provided a direct and very insightful comparison with the various deformation measurements made during rock excavation. These measurements coupled with numerical calculations have proven that the high horizontal stresses to be very favourable to the stability of the large openings.

Traditionally the feed to coal preparation plants was de-slimed at 0,5 mm. The +0,5 mm size fraction was processed via dense-medium cyclones and the -0,5 mm size fraction was beneficiated with froth flotation, water-only cyclones or spirals. With the introduction of large diameter cyclones, the aperture sizes of de-sliming screens have progressively increased to about 3 mm in the belief that the larger cyclones are not able to effectively beneficiate coal which has a particle size below the ?breakaway? size. The efficiency of separation in the large dense-medium cyclones is improved by presenting a coarser feed to the units. At the same time, the capacity of the de-sliming screens is increased due to the larger screen apertures and in effect, the throughput capacity of the dense-medium section is increased. The 3 x 0,5 mm size fraction, which was previously processed in the dense-medium cyclones, is now added to the fine coal size fraction and processed by water-only methods such as Teetered Bed Separators (TBS) and spirals. Whether this practice is the most economical way to process the 3 x 0,5 mm size fraction requires further thought since the best processing route for the 3 x 0,5 mm size fraction will depend on a number of factors, amongst which are: o The washability of the coal and the amount of near-density material o Processing efficiency o Specification of the required product o The price paid by the customer for the product o The cost of processing the coal Breakaway size The ?breakaway? size is defined as the particle size below which the Epm of the smaller particles starts to decrease significantly. Bosman1 provides an approximate breakaway size versus cyclone diameter (Figure 1). It should be kept in mind though that the Epm of the small particles is a function not only of the cyclone diameter but also of feed pressure, medium density, medium viscosity, particle shape and density, top-size of particles in the feed, etc.

"Morphology is a tool that is rarely used for mineral breakage mechanism evaluation. Ground particles are typically assessed for their size distribution. They are also visually analyzed using image analysis. However, image analysis is not a comprehensive evaluation of the particle surface texture. It evaluates particle’s size parameters such as area, diameter, and perimeter amongst other features. On the other hand, morphology analysis takes the particle assessment to another level of detail. Morphology analysis evaluates particles’ roundness, elongation and angularity that would indicate the degree of roughness of the particle. According to Roufail and Klein (2009), rougher surfaces are generated due to breakage along grain boundaries – intergranular breakage. Mill operation, particularly mill speed, dictates the dynamics in the mill. Stirred mills are known to break the particles via abrasion under standard operation. However, if the dynamics of the grinding media in the mill are changed, the particles could be more exposed to impact and compression loading that would lead to a different mode of breakage.In this paper, the effect of material properties and mill operating conditions on particle morphology will be studied. Hard non-sulfide versus soft sulfide minerals are compared, namely quartz and galena, respectively. Extreme mill speeds are tested covering the range of 1000 to 2000 rpm for a 4-litre Netzsch (ISA) mill. In addition to particle size distribution, micro-analysis is executed in the form of morphological analysis using a tested manual roughness point counting technique.INTRODUCTIONGrinding in general and stirred milling in particular are processes that are used to break particles to liberate metal-bearing minerals for further separation downstream. The energy required to achieve the target particle size versus maximum possible liberation has been studied intensively and it is usually the breaking point for the grinding system chosen in a process flowsheet. Operating conditions are dictated by the energy consumption. Becker et al. (2001) related different forms of energy such as input, specific, volume/mass specific energies to stress intensities and final product fineness. Other research studies focused on energy input in a stirred mill (Zheng, Harris and Somasundaran, 1996)."

A foundation value engineering redesign is a collaboration between the project owner, original design team, general contractor, foundation contractor and redesign team. Without the acceptance and collaborative effort of all the stakeholders, the redesign process is doomed to failure. For the addition at the Hackensack (New Jersey) University Medical Center (HUMC) we had just such a collaborative effort for the drilled shaft redesign. For a successful redesign effort, the collaboration between the foundation contractor and their redesign team needs to fully exploit the contractor’s specific equipment and experience and convey how to apply this to the project as a whole to ensure everyone is confident that the project design goals are being met. For the HUMC project, applied load testing of the drilled shafts (bi-directional and lateral) were used to provide ultimate geotechnical design values for the redesign effort. By utilizing the contractor’s preferred equipment and the redesign team’s testing and application expertise, the redesign collaboration was able to enhance a good design and make it into a great project.

O the American coal man, Australian coal mining most appear to have little, if any, influence on American coal-mining practice and to bear little relation to it. Actually, the relationship has been close, for Australian operators have carefully studied American practice by reading American technical publications, by consulting American engineers, and by visits to Ameriean operations. They have leaned heavily on America for their supply of mechanization equipment and many American mining-machinery manufacturers are active in that country, supplying its needs and furnishing technical assistance. Australia's influence on American coal mining has been obscure and probably negligible. However, it seems reasonable to assume that this influence will increase. The wartime development of air transportation will inevitably bring these two countries into much more intimate contact than existed in recent years. The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let's consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. "Rotary kilns are used for a variety of mineral processing operations. Hatch makes use of a kiln model developed from first principles to evaluate designs for its clients. This tool has been applied to a variety of pyrometallurgical applications, including ferrovanadium, nickel carbonate, nickel laterite, iron ore reduction, and spodumene (lithium) production.This paper illustrates the application of numerical optimization techniques in combination with the kiln model in the interrogation of a generic iron ore reduction process. The fundamental modelling concepts are explained, followed by a description of the optimization approach. The results show how the combination of the two methods, with modern computing power, can generate a large number of viable design and operating candidates."

The concepts of sea floor spreading and plate tectonics provide more logical explanations of some geologic processes than were possible a few years ago. I plan to premise my discussion of the regional features of Philippine porphyry copper deposits on this tectonic basis, recognizing that parts of the picture can be explained in other ways, but in the belief that this is the best explanation of the whole. The sequence of events which results in the formation of Porphyry deposits (Figure 1) can be summarized as the result of collision of crustal plates, subduction of the oceanic plate, emplacement of a serpentine ultrabasic diapir, formation of a dioritic magma at depths of 300 to 500 km, rise of the magma to a sub crustal or intra-crustal chamber, eruption of andesitic volcanoes, emplacement of diorite or differentiation of the magma into more acidic products, multiple intrusion of hypabyssal rocks and hydro-

"The Circular Economy (CE) will play an important role in shaping a resource-efficient society. Enabling this transformation from a linear to a CE requires precise quantification of resource efficiency and thus the economic viability of the system. Based on the development of simulation tools of classical minerals processing and process metallurgy, the Outotec (2018) HSC simulation platform could be further developed (gleaning from many academically published works of the author listed below), permitting the simulation of the CE system and to subsequently calculate its resource efficiency. It enables the estimation of a simulation-based Recycling Index (RI) from a product’s Bill of Material (BoM) and Full Material Declaration (FMD). It is a unique methodology for Design for Recycling (DfR) based on minerals engineering linked to a deep understanding of minerals and metallurgical process engineering. A key to this simulation is a detailed understanding of the mineralogy (both geological and designed) of the CE system and its many products, materials and systems, both in a geological mineral and a product-designer-mineral sense. In addition, a detailed understanding and quantification of the thermodynamic properties of the system (both energy and exergy/entropy) is key to understanding its economics and its limitations. With this approach, the actual losses of the CE system are shown and thus highlights the limits of the CE as defined by minerals and metallurgical process engineering principles. INTRODUCTION From the dawn of the industrial era up to today, many of our products have been created according to the principles of a linear economy: we find resources, make a product, and then dispose of it when we are done using it. But in recent years, there has been a growing awareness of the need to move to a Circular Economy (CE), an approach that aims to maximize the usefulness of products, components and materials across the entire lifecycle. In terms of recycling, this means achieving maximum recovery of materials once products reach the end of their usable life while also maximizing resource efficiency. Of importance is therefore also not only the recovery of critical technology elements that make the CE system run, but also the criticality of the metallurgical infrastructure that must be present to recover these elements economically. Ellen Macarthur (2017) defines the CE as “Looking beyond the current ""take, make and dispose” extractive industrial model, the circular economy is restorative and regenerative by design. Relying on system-wide innovation, it aims to redefine products and services to design waste out, while minimising negative impacts. Underpinned by a transition to renewable energy sources, the circular model builds economic, natural and social capital.” However, when translating this significant message to images, it is striking that the key extractive industry is not depicted in the Ellen Macarthur as well as EU depiction of a CE (EU 2015). Other CE discussions are also wanting in their fundamental detail and description e.g. Accenture (2015) and Beaulieu et al. (2016)."

Hazards such as vibration, dust emission and fragment projection can result in an area called the Danger Zone being set around a blasting site. Traditionally Danger Zones have been set solely on the basis of consequences (e.g. based on the maximum distance of rock projection or expected ground vibration plus a defined safety margin). Advances in risk assessment and its growing acceptance as a safety management tool have led to the setting of Danger Zones based on both consequences and frequency of occurrence. This allows distances to be optimised on the basis of acceptable risk levels rather than the potential consequences of infrequent events. (written discussion).-Permit me to endorse the author's conclusions and their form of presentation as ,being, in my judgment, the last word 'on the subject of lights for the illumination of coal mines. I also feel that the open-flame oil lamp has outlived its usefulness, and that it should go, in the interests not only of safety but of efficiency. Where an open-flame lamp can be used with safety in non-gaseous mines, the acetylene light adds materially to efficiency by its better illumination, and to safety for the numerous reasons given by Mr. Chance. The latter, however, lays chief stress on the value of the acetylene because of its non-fouling and non-obscuring effect on the atmosphere. Another important advantage over any other form of illumination is the clear, bright light projected at the point where the workman may look for danger. The better illumination materially safeguards the worker against obstacles over which he may stumble when traveling, and against dangers from falls of roof or of coal, weakness in timbering, and similar conditions. The acetylene lamp, where it may be used with safety, has advantages even over the present electric cap lamp, in that it gives a higher luminosity; and when the miner comes to learn its signals, as he will in time, just as he learns those given by the open-flame or the safety lamp, he will find that the acetylene lamp is a fair detector not only of methane but of carbon dioxide, as clearly shown by Mr. Chance. The only, serious objection, raised against the use of carbide lamps. has been recently in Pennsylvania, due to the belief of the State Mine Inspection Department that it endangered miners working on pillar work, or other places where carbon dioxide might accumulate, or where there is lack of sufficient ventilation, and because it was believed that the indications of the carbide lamp would not give the miner sufficient warning. On this point Mr. Chance has clearly shown the fallacies of the objections. I may add that for those unable to detect carbon dioxide with the acetylene lamp, the maximum of protection would be afforded by using an open oil lamp or a flame safety lamp in such places; or, because the miner might not watch his oil light, a better, protection still would be offered by a sufficient number of daily inspections of such working places by a fire boss or other official, with flame safety lamp.

First, permit me to say with what very great pleasure we find ourselves assembled in this most ancient and honourable city of Quebec. It is a city which we deeply respect as the fountain-head of the culture of French-speaking fellow citizens, and the seat of government of a province which is steadily recording new achievements in Canadian mining. Such achievements prove what can be accomplished when enlightened and progressive government policy, technical and scientific competence, and private initiative pull forward together in harmonious rhythm. It is a most happy and auspicious event also that the guiding control of the affairs of the Institute and of the fine traditions of provincial administration have for the past year been united in the person of our honoured President, Dr. A. O. Dufresne. This year, again, we have bad prepared for us by our hosts a splendid programme of technical sessions and social entertainment. Each year we pay an unspoken compliment to the Institute, expecting as a matter of course nothing but the highest standards in both these spheres. In its annua1, semi-annual, and regional meetings, in the constant activity of its local Branches, the Institute continues with marked success to perform its great dual service, social and educational. We are all its beneficiaries to the extent to which we choose to profit by participation in its affairs. But, one imagines, to none are the advantages of Institute membership more valuable than to young men embarking on their professional careers.

"INTRODUCTION Sponge iron has been made commercially since 1912 at a Swedish ceramic plant; and the product, known as Swedish disk—type sagger sponge iron, has an excellent reputation as a superior furnace feed wherever high—grade steels are made. The general procedure for making brickyard sponge iron was described frequently in Swedish technical journals prior to 1932 and at that time consisted in filling clay refractory containers, called saggers, with a super-concentrate of Gellivare magnetite plus the necessary amount of solid reducing agent and desulfurizer and then firing in a Hoffmann ring furnace, as used in the ceramic industry.The early Swedish publications describe two types of brickyard sponge iron: (1) An inferior high-sulfur product obtained by mixing the ore and reducing agent, and (2) a high-grade low-sulfur product in the form of coherent disks 7 to 9 inches in diameter and 1 to 1-1/2 inches thick made by the saggers with alternate layers of solid-fuel reducr and of uniaxed ore."

Following a routine production blast at Vale S.A.'s Itabira Mine in the Quadrilátero Ferrífero region of Minas Gerais, Brazil, nearby residents registered complaints about blast-induced vibrations. Analysis of the blast footage revealed that multiple blastholes were detonated simultaneously, resulting in a higher-than-expected charge per delay, ground vibration and cratering even though the electronic delay timing was configured correctly. Subsequent blasts within the mine's soft schist region confirmed the occurrence of sympathetic detonation. Mitigating or eliminating this phenomenon is critical for the mine's operation. Two dynamic pressure tests were conducted using carbon resistors together with typical VOD monitor maintaining the standard booster, electronic detonator, and a blend of 70% emulsion with 30% ammonium nitrate explosive. The tests involved increasing the distance between the central hole (detonated first) and the four surrounding holes in a five-hole sequence. Unfortunately, sympathetic detonation occurred in all these tests. To address this issue, a new explosive with a lower density and detonation velocity was tested. This approach proved promising, as no sympathetic detonation occurred. By leveraging the data obtained from this study, engineers can now identify situations at risk of sympathetic detonation and implement preventive measures, such as selecting the appropriate explosive and recommending safe minimum burden and spacing settings as well as confinement level for each blast while maintaining the desired level of rock fragmentation.

This paper attempts to highlight some of the problems encountered in the economic exploitation of the deeper coal seams by opencast mining methods. The major cost elements of three methods of overburden removal are examined in relation to the overall cost of winning coal from deeper-lying coal seams. The three overburden removal methods examined are dragline stripping and two systems combining dragline stripping with shovels and trucks at varying depths of overburden. A dragline is, undoubtedly, the most cost effective system of overburden removal for depths of up to 30 metres but it is suggested that, when dealing with incremental overburden depths in excess of 30 metres, engineers should consider carefully the possibility of using a shovel and truck operation, or other system, to augment the use of a dragline.

"Large-diameter ball mills have traditionally used steel liners—steel being a highly durable material that can be shaped into any desired geometry, among which the double-wave has been the preferred design. Such a design produces a purely cascading charge motion, which is ideal for the shearing action needed to produce a finer product. Today, however, rubber liners, which have been in existence for over forty years, are now preferred over traditional steel, largely because they weigh less and are easier to maintain. In this paper, we show the operating data from the Hudbay Minerals’ Constancia Mine, wherein the liners on a 26-by-40-foot mill were changed from conventional steel liners to PolyStl™ liners. It is then shown that this change reduced the amount of energy consumed whilst being able to maintain previous grind and throughput levels. The design is verified via discrete element simulations.IntroductionThe Constancia Mine (“Our Business: Peru,” 2016) is located in the southeastern Andes of Peru, at an elevation of approximately 4,200 m. It can be accessed via the CU-126 road, about 95 km from the town of Espinar in Espinar Province. The mine also contains both the Constancia and Pampacancha deposits in the Province of Chumbivilcas. Hudbay Minerals, Inc. acquired the mine in 2011, through the purchase of Norsemont Mining, Inc. and currently retains sole ownership of the property. Production of the Constancia Mine began in 2014, with commercial production levels being achieved in April 2015.The Constancia and Pampacancha deposits primarily include hypogene, supergene, and skarn ores. The Mine’s main products, however, are copper concentrate, with silver contents, and molybdenum concentrate. These mineral reserves are expected to last approximately 22 years. Constancia’s open-pit mine supplies a processing plant that is designed for 81,900 metric tons per day of throughput. Average annual copper production is estimated to be 82,000 mT (contained metal in concentrate). Actual plant production can be found in Table 1."
