The New Zealand Minerals Industry is small but growing. Over the next 10 years it will be facing stiff international competition for skills to support this growth, particularly from Australia who are forecasting that a further 70 000 people will be employed by 2015.   The value of commodities mined and quarried in NZ continues to increase; and the value of coal, metals and industrial minerals production reached $1.505 billion in 2006, an increase of 15 per cent on 2005. Production increases will continue à. Latest Crown Minerals statistics show that national prospecting and exploration expenditure rose to $29.9 million in the year ended March 31 2006 û an increase of 46 per cent from the $20.4 million spent in the March 2005 year. The equivalent 2001 year expenditure was only $2.48 million.   The industry already experiences difficulty in recruiting the people it needs with ongoing demand for skilled underground miners, trades people, and mining professionals. This discussion paper will outline the national context with regard to labour, skills and training. It will suggest options and provide an opportunity for conference participants to discuss the way forward.

Research is probably the least understood and the most underrated or overrated, depending on the circumstances, function of the corporate enterprise. Some companies become engaged in research because they consider it to be vital to their very existence, others in order to develop new business, and some with no clearer objective than to keep up with the competition. Whole new industries have resulted from research activities, such as the Xerox copier, the transistor, the computer, and have affected considerably our way of life. Companies have prospered or perished by pursuing the successes or failures of their research organizations. However. despite the tremendous effect that research has had on our modern civilization and the billions which are spent on it annually, we have not as yet been able to develop many hard and fast rules as to how to conduct it effectively and to a successful end.1 This section discusses the role of research in the United States and in the mineral industry and describes a few of the criteria and guidelines which have been developed to assist in increasing the probability for success in industrial research. Broadly speaking, the purpose of industrial research is to make a significant contribution to the long-term viability and the profitability of the sponsoring company. The sum total of technological developments has been a principal factor in establishing the United States as a world leader and the controlling element in the nation's balance of trade with foreign powers. The international aspect of most mineral commodities is a significant factor in the business decision-making of most domestic mining companies and should be an important factor in the operation of research and development (R & D) programs in these companies. The National Science Board has reported that in recent yean other nations have been gaining on the United States over practically the entire range of science. 2,3 On the positive side, the NSB reported a strong position for the US in the results derived from its investment in R & D. If the United States is to maintain a favorable trade balance, it must create new know-how through technological innovation in order to create new industrial products, processes, and services for which there is a global demand. As expressed by Chauncey Starr, president of the Electric Power Research Institute, "Unlike resources found in nature, technology is a man-made resource whose abundance can be continuously increased, and whose importance in determining the world's future is also increasing."' In recent years, the greatly in- creased pressures for environmental quality and energy conservation have enhanced further the role of technical innovation in insuring the future survival of the domestic industry. Technology is the challenge of American industry, and it is a challenge which the mineral industry must also accept, for processed minerals are the very raw materials and energy on which all of industry is based, it is technology which makes a mineral deposit into an ore reserve. The Natural of Industrial R D Research is usually thought of as being either basic or applied. Basic or fundamental research is the quest for knowledge and need not have any practical objective. Applied research is the search for a solution to a particular problem and therefore has a specific objective beyond the acquisition of new knowledge. Development is the next stage to the applied research experimentation and it generally consists of larger-scale tests to establish the technical and economic feasibility of the new process or product and to provide design information for its industrial implementation. The terms research and development are usually interconnected for the good reason that in many cases it is difficult to define where one ends and the other begins. For instance, in many cases, thermodynamic, kinetic, corrosion, and other research studies, which are needed to provide design data for an industrial plant, may prod in parallel with the pilot plant activities preparatory for this plant in order to conserve time. Often the final stages of a development project may involve the trial production of a new product for markeing tests or the trial operation of a new process on a "semi-industrial" scale pilot plant. Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. A survey of pillar conditions was carried out at 21 operating limestone mines that use the room-and-pillar method. The surveyed pillars were all located in rock that was classified as “Good” to “Very Good” using the RMR rock mass classification system. The average pillar width was 14.5m and the width to height ratio varied between 0.53 and 3.52. Pillar conditions were rated using a visual rating system that accounts for the effect of geological structures as well as stress related fracturing. Nine cases of pillar instability were recorded. Pillar instabilities were typically limited to individual pillars or small groups of pillars within an otherwise stable layout. Local geological structures such as inclined discontinuities or weak bedding planes contributed to instability in seven of nine cases that were observed. Elevated pillar stresses contributed to instability in the two remaining cases. All the unstable pillars observed had width-to-height ratios of less than 1.5. It is concluded that pillar instability is most likely to be caused by unfavorable geological structures in pillars with width to height ratios of less than 1.5. Stress related instability such as rib spalling becomes more prevalent when the average pillar stress approaches approximately 20 MPa.

The need for legislative reform of health and safety legislation has been recognised in New Zealand for about a decade. Previous legislation did not cover all work places, many areas were excluded from coverage, and there were at least 14 different acts and dozens of sets of regulations dealing with various aspects of health and safety.

The Bureau of Mines evaluated all previously approved gas masks to determine their ability to provide respiratory protection against each of the following six selected amines: ethylenediamine, diethylamine, n-butylamine, ethylamine, methylamine, and hydrazine. Minimum requirements were a 24-minute service life at a flow rate of 64 liters per minute (32 liters per minute for hydrazine) and an amine concentration of 1.0 volume-percent (0.5 volume- percent for hydrazine). The three masks meeting these requirements were the LG4, Willson Products Division, The Electric Storage Battery Co.; the GMD-SS, Mine Safety Appliances Co.; and the 084-PHOV-R, Acme Protection Equipment Co.

In Canada and other countries, legislation dealing with accurate factual disclosure for mining projects is being expanded to include more metallurgical design information. Grinding characteristics, metallurgical recovery of contained metal and environmental hazards associated with tailings disposal will be part of the Canadian package. This paper will examine only that portion of the plant design standard practice that relates to grinding ? in SAG mills and ball mills that grind ore from as received crushed material to final ground product that is fed to downstream plant recovery processes. Since grinding plants represent a significant portion of the overall concentrator cost, accountability in grinding design should no longer be left to chance, opinion, or hidden proprietary information. This is the 21st century. It is reasonable to expect that a factual basis will be needed so that a Qualified Person (QP) reviewing the grinding mill design can understand it. That will also involve how many and what quality of samples are taken to define the characteristics of the deposit, the accuracy of the tests used to measure ore hardness and the method by which the dimensions and power of the mills are determined. If these criteria are not met, the QP may have no choice but to call attention to the lack of convincing information regarding the grinding mill design for the project. At the same time clients are expected to demand getting the correct design information at a cheaper price, results in a more timely way, and accurate design to the point where the risk of tonnage shortfalls are reduced or eliminated. Tables will be presented to show how this can be done to current standards using existing technologies. At the same time it is acknowledged that current standards are ill-defined and that to achieve consensus among those involved in SAG mill design work, it may require that a consortium funded project be set up to establish what tests and methods for grinding design are suitable to meet the new standards for metallurgical disclosure. By running parallel design methods on several major projects over a period of 5 years, the process of how to design grinding circuits will be better understood because the projects will start at the design stage, include procurement of the mills and will end with a benchmark test on the plant. Selecting the samples and the best schedule for doing test work on core samples submitted and mill design, will be discussed in this paper. The issue of completing the grinding design in time for early procurement decisions is on the critical path for most major projects. Discussions between mining engineers, geologists and process engineers are needed early in the development cycle, at the scoping study level (SS), preliminary engineering assessment (PEA), prefeasibility study (PFS), and at the feasibility study stage (FS), to ensure that proper planning for design sample selection is done. Using adequate sampling and testing methods in a timely way allows early procurement of the grinding mills and minimizes project risk.

"In mining operations, it is widely accepted that strategies to drive operational goals must revolve around improving plant availability, reliability and process efficiency. In this paper, an integrated solution framework for reducing process variability, increasing process efficiencies and maximizing plant availability and reliability is discussed within the context of a typical milling circuit. The framework exploits a real-time analysis “gap” evident in production operations that prevents timeous identification of equipment and process failures. This is achieved by leveraging predictive analytics for equipment health monitoring, control loop monitoring and advanced regulatory control solutions towards enhanced process performance, improved asset management and regulatory compliance. The framework provides for early and actionable warnings on equipment and process degradation using real-time operational data.INTRODUCTION The changing landscape of gold mining and processing presents many challenges that threaten sustainability of existing (marginal) operations as well as deter investment in new projects. As existing “shallow” ore resources become depleted, mining operations are increasingly treating low-grade ores with complex and randomly variable mineralogical characteristics. For example, in South Africa, historically one of the major gold producers, the average grade of ore treated has been decreasing from averages above 4.5 – 5 g/t to current grades averaging less than 3 g/t within a decade (Chamber of Mines, 2012). Moreover, lower tonnages are being treated as a result of the narrowing of the available resource base. Also, the regulatory framework has tightened over the years due to heightened concerns on the safety, health and environmental impacts of mining and related activities."

Systems such as Davey Bickford’s Daveytronic® SP blast initiation system and electronic detonators have been an integral part of drill and blast activities in Australia for over a decade, with the significant benefits of electronic blasting well documented. Since 2010 the Multiblast feature has been commercially available, which enables eight individual blast patterns (up to 1500 detonators each) to be blasted in the same firing window. Synchroblast has been in active operation since 2012, which allows a blast of up to 4500 detonators – either as a single blast pattern, or several smaller adjacent blast patterns – to be reliably initiated.Multiblast manages blasts separately but concurrently, allowing all blasts to conduct prefiring checks simultaneously from the firing point utilising only one remote blasting unit. Each blast can be selected and fired individually, in a sequence determined by the operator by scrolling through the colour display. Synchroblast automatically detects the blasting configuration, and manages all detonators as a single blast pattern. This simplifies the design and blasting processes for the mining operation.Multiblast and Synchroblast are routinely employed throughout Australia and globally in both open cut and underground operations, enabling optimal productivity due to increased blast volume and reduced operational downtime associated with blasting events.A number of case studies will be presented in this paper, detailing various mining operations that are consistently blasting in excess of 2500 detonators per blasting event as a part of standard drill and blast operations. "This paper summarizes the main conclusions derived from twenty-two technical presentations made at the 1973 meeting of the Canadian Mineral Processors. Results of two surveys with response from over seventy mines were reported on Canadian milling practice for water re-use and on elimination of cyanide from mill effluents. Water and solution recycle in Canadian mills were detailed for copper, copper-zinc, lead-zinc-copper, nickel-copper, iron and gold mines. Cyanide elimination from mill effluents was reported under current practice and under requirements for further treatment by various other processes. Three recent process equipment entries into Canadian mills have been the on-stream particle analyzer, the new gravity concentration tables for recovery of fine tin and other heavy minerals, and solution-jet slurry equipment for reclaiming ground ore from storage. The principles of operation of this equipment were described along with the practical limitations that were found in their application to mineral processing. Capital costs and milling cost reductions were shown in some operations. Computer control of flotation mill processing was a major item on the program. Four major mining companies outlined their mill process control strategy, computer programs and on-stream analysis equipment. Some capital costs and personnel changes were presented, together with gains in concentrate grade and mill recovery. Recent development work has shown the effect of the type of grinding and of aeration on the recovery of sulphide minerals in flotation. One mining company reported a significant depressing effect on copper sulphide flotation while floating ore ground with mild-steel balls; also, pyrite appeared to be activated in the subsequent zinc flotation step. One company with extensive experience in the application of aeration to copper sulphide flotation showed significant improvement to copper recovery by pre-aeration. Both the effects of grinding and aeration were subject to the constraints of the chemical condition of the ore pulp. The metallurgy of silver recovery by combination grinding - gravity treatment and of gold recovery from a complex gold-sulphide ore were reviewed in two papers on precious metals. The latter paper further described the recovery of gold from the Cottrell collectors and the final disposal of arsenic from the dust collectors."

Abstract The Britannia Mining and Smelting Company, Limited, have replaced diamond drills with percussion drills and tungsten: carbide bits for most of their blast hole drilling operations and have thereby reduced ore breaking costs. Two-inch Carset bits .are used, with one-inch hexagonal Atlas Chippewa alloy steel in 3-foot .and 6-foot lengths. Locally made couplings of Atlas SPS 245 alloy steel connect the rods. The machines used are 31½-inch automatic leyners with lugged or anvil block chucks. For drilling holes below the horizontal, the lugged machines with special adapter rods made from 114- inch solid round Atlas SPS 245 are required. These rods are lugged at one end and a water hole is drilled for six inches into the other end. Over this rod is placed a water swivel which permits the water or air to be sent directly into the steel. A decreased cost per foot, increased footage per shift, and the use of standard equipment and crews are some of the main advantages of tungsten carbide drilling over diamond drilling. Introduction Long-hole drilling with percussion drills and sectional steel was introduced in several American mines some twenty-five years ago. It did not prove very successful, however, because the rapid gauge loss in steel bits necessitated the use of very large starter bits. This in turn rapidly fatigued the straight carbon-steel then in use, made it difficult to maintain the couplings, and resulted in a slow drilling rate. The introduction of the tungsten carbide insert bit and alloy drill still has changed this picture and opened real possibilities for the application of percussion drills to blast-hole drilling. If this type of bit had been perfected ten years ago, much of the research work and experimenting done to apply diamond drills to ore breaking would have gone toward developing the application of the tungsten carbide bit to this problem.

Salt slag is a waste product produced by the recycling of aluminum. In most European countries (e.g. Austria, Germany) the landfill disposal of this waste is forbidden because the slag contains soluble salts and these represent a potential source of pollution to the surface and groundwater. Additionally, consisting metal and some compounds in the salt slag can react with water and resulting from this, noxious gases are generated. The recovery of useful materials from these wastes is accordingly both environmentally necessary and economically feasible. This study describes a complete recycling-process for the salt slag, which includes a leaching-cristallization-process to obtain the oxidic residue, a pyrometallurgical-step to clear the oxidic residue and finally an extensive characterization of the achieved products. Due to the increasing price of raw materials, the utilization of the oxidic residue into commercial products has been investigated and application possibilities will be discussed.

Specialist Machine Developments (SMD) is a design and manufacturing company involved in the design of Remotely Operated Vehicles (ROV?s), ploughs, trenchers and mining machines for use in submerged environments. Established in 1971, the company has made over 500 vehicles for subsea use. These range in size from small remotely operated swimming vehicles with a weight of less than a tonne to heavy duty seabed crawling machines with a weight of up to 310 tonnes (in air). Primarily, these machines have been designed for offshore vessel-based applications, but the machines are equally suited to other submerged mining applications onshore. Many onshore deposits can technically and theoretically be mined using currently available submerged mining ROV technology. Similar equipment to that in use subsea could easily be fast-tracked into use to extend the life of opencast mines facing severe hydrological problems. It could also easily be used to mine vertical ore-bodies where the stripping ratio has become uneconomical due to increasing depth. In some cases mining ROVs could even be suitable for use as the primary extraction method for a new mine. Exploration and extraction techniques used in oil and gas gradually developed and moved from land to offshore in the middle of the last century. Are we about to witness a similar shift with other minerals? This paper describes the design concepts of submerged mining equipment, targetted subsea mineral deposits, the suitability of submerged mining ROVs for onshore deposits, limits to their application and parallel research and development activities which will help to accelerate the use of such equipment in the emerging submerged mining sector.

The US Bureau of Mines' dictionary of mining terms defines productivity as "the efficiency with which economic resources (men, material, and machines) are employed to produce goods and services." Or, the relationship between the physical outputs and the physical inputs used to produce those outputs. As demand for mine materials dropped, mining companies and equipment manufacturers discovered that ratios between the inputs and the final products were disproportionate to the profits realized. Some companies are fighting for survival. The US, while still the most productive country in the world in absolute terms, is looking over its shoulder as other industrialized nations continue to exceed its yearly productive growth rate. According to John Belcher, Jr., of the American Productivity Center in Houston, TX, the US has seen a steady decrease in productivity growth since the mid-1960s. During the post World War II period, the US labor productivity growth rate was 3.2% annually. The slowdown began in 1965 and by the mid-1970s, the country's annual growth rate was 1%. By 1978, labor productivity growth ceased to gain at all and from 1978 to 1980 a 2% decline occurred. Solutions to the productivity decrease are increasing product prices or improving productivity. By increasing prices, though, the producer runs the risk of pricing himself out of the competitive market. To maintain an acceptable profit level, prices must increase proportionately higher than required to offset production cost increases, Belcher says. Many companies are turning to in-house productivity improvement programs as an answer to increased costs and declining profits. These programs are geared toward management commitment and employee awareness of what productivity means. Companies are finding ways of measuring productivity levels in financial reporting, budgeting, and planning. Organizational teams have been formed to coordinate activities and oversee product management, and improve productivity of materials and capital investments. This special issue of Mining Engineering examines productivity in the mining industry. First, there are articles about various, and different, factors that affect productivity in each of ME's five main readership areas - exploration, mining, processing, coal, and industrial minerals. There is also a look at mining industry productivity from the manufacturer's view. The next section of this special issue is devoted to some topics that affect all areas and sectors of mining: research, management practices, computers, maintenance, and energy management. Then follows case studies in exploration, coal, and iron and steel. These studies provide examples of practices and strategies used by companies and operations to boost productivity.

The threat of global warming and its prominent position in public discussion and political debate requires all industry to take stock of its contribution to rising atmospheric concentration of greenhouse gases. For the primary metals industry, the first step must be to identify the pattern and range of emissions at each step in the production chain. Only then can the industry assess the economic consequences of the penalties on emissions that will be imposed by governments and regulators and devise cost-effective plans to avoid or mitigate such penalties. While some work has been done to estimate carbon dioxide (CO2) emissions using Life Cycle Inventory analysis, this approach is less useful than site-by-site emissions estimates. It is the level of specific emissions at each site that will ultimately deter-mine carbon taxation liabilities and participation in emissions trading schemes. Most mining companies have moved with the times to issue sustainability reports for their operations. But in the absence of any standardized reporting format, it is difficult to make useful comparisons between even the best-reported producers on a like-with-like basis. For this reason, Minecost.com modeled the use of fuels and energy used in mining, milling, shipping and metallurgical treatment to cover ?cradle-to-gate? emissions of greenhouse gases resulting from the production of the major base metals copper, zinc, lead and nickel. Greenhouse gas emissions ? overwhelmingly carbon dioxide ? are associated with the consumption of energy at every step in the production chain, from exploration through mining to the production of refined metal. Producers of primary metal employ diverse technologies to mine, mill, smelt and refine several different types of ore. Every orebody has its own special characteristics. In addition, most base metals are produced in concentrate that must be transported to smelters, with con-sequent emissions consequences.

"An extensive, deep mixing (DM) ground improvement program using the Cutter Soil Mixing (CSM) technique was designed and constructed in 2013 to support up to 20 m (66 ft) high Mechanically Stabilized Earth (MSE) walls and bulk earthworks for the development of the Kitimat Liquefied Natural Gas (LNG) facility at Bish Cove, British Columbia. The deep mixing program consisted of overlapping rectangular panels of in situ cement treated soils, constructed using the CSM technique, to form barrettes covering an area of approximately 12,900 m2 (15,428 yd2) and providing suitable static and seismic stability of foundation soils for support of the proposed MSE walls, which would in turn support LNG facilities. The deep mixing program comprised of 1645 CSM panels that were constructed through varying thicknesses and discontinuous layers of very soft fine-grained marine deposits and/or loose sandy silt to silty sand deposits, embedding typically 2 m ( 6.6 ft) into dense silty sand to sand and gravel. CSM panel depths ranged from 5 m (16 ft) to 30 m (98 ft) and were constructed by treating approximately 73,900 m3 (96,658 yd3) of soil yielding average unconfined compressive strengths exceeding 2.5MPa (363 psi).This paper outlines the approach adopted for the design of the CSM ground improvement program in the highly variable subsurface conditions present at the site. A phased sitespecific investigation consisting of boreholes, test pits, Cone Penetration Tests, piston tube sampling, advanced laboratory testing and groundwater monitoring was implemented. In addition, soil-cement bench scale testing was completed, followed by installation of 8 CSM panels for field trial purposes. Extensive geotechnical static and seismic analyses including Limit Equilibrium stability analyses, liquefaction assessments, and advanced numerical modeling were undertaken to optimize the design and meet the project-specific design performance criteria. The Design-Build team worked closely to develop and implement Quality Assurance and Quality Control plans and managed significant construction challenges while achieving suitable panel termination depths."

Accurate evaluation of stress and geological conditions is critical to ground control design in underground openings. For a slope entry, the problem is more difficult, because a slope will transverse through many types of strata. Over the last few years, Keystone Mining Services LLC, an affiliate company of the Jennmar Corporation, has developed a new methodology designated the “Stress, geologic and support design system (SGS).” The method analyzes the stress, geology and support design for a mine slope. The method has been successfully applied in various new slopes across the United States, and ground control plans developed using SGS methodology has helped coal companies successfully pass review and/or hearings by state and federal regulatory agencies. With a case application in the U.S. Midwest, this paper details and demonstrates the main concepts of the methodology, including (1) analysis of stress and geology and identification of strong, fair and weak zones along the slope; (2) primary and supplemental support design; (3) long-term support design in the form of steel square sets or arches and (4) validation of the support design utilizing advanced finite element computer modeling.

Responsible management of cyanide solutions and tailings on gold processing plants worldwide is an important aspect to these operations and is regulated via guidelines provided by the International Cyanide Management Code, an industry initiative designed to minimise cyanide risk to operators and the environment. Here we demonstrate the unprecedented causal relationships surrounding the saline (>14 000 mg/L total dissolved solids - TDS) and hypersaline (>50 000 mg/L TDS) cyanide solutions in gold plant tailings in the Central Goldfields of Western Australia, resulting in zero wildlife mortalities on three sites over the study period of almost one year. Wildlife interaction and ingestion is significantly lower than that experienced at other gold mine sites, with more rapid degradation of weak-acid dissociable (WAD) cyanide within the tailings storage facility (TSF). A rigorous chemical sampling using a novel æminimal accessÆ robotic sampler device and wildlife observation exercise was carried out at two hypersaline mine sites: Barrick Kanowna Belle (BKB) and Gold Fields St Ives (GSI) and one saline site, Barrick Granny Smith (BGS). The data was compared with available reported chemical sampling and wildlife observation data from a previously operational fresh water site (<2000 mg/L TDS) that had experienced wildlife mortalities, Case Study D (CSD). The comprehensive body of work, along with cyanide degradation test work carried out in the laboratory, was analysed via hypothesis development and testing, causation analysis and dynamic chemical modelling. The non-mortality effect on these sites appears to hold over a further four years of routine wildlife and cyanide monitoring by site personnel.
