Project management is not a task to be undertaken lightly. Mining projects generally present even more challenges due to ChinaÆs remoteness and complexity. Having experiences in project management in the West is certainly an asset, but China can present the uninitiated with any number of headaches. To undertake a project there can have many problems that are unique to China. For the last 15 years, China has seen an increasing number of foreign capital investment projects in the mining industry. Practices involved in mining project development have experienced/are experiencing an evolution. Since 1996, Sino Gold Mining Ltd has delivered three mines in China, ie Jianchaling Gold Mine, Jinfeng Gold Mine and White Mountain Gold Mine. Through the work, Sino Gold has established a solid knowledge base and a capable and skilful workforce in effectively undertaking mining projects in China. This paper is concerned with the experiences accumulated so far by Sino Gold in project management in China. An overall review is conducted regarding the reform of the mining project development in China. Opportunities and challenges are highlighted within the political, economic and culture context. Brief summaries of the development of the three gold mines are presented.

"THE property of Red Mountain Mines Limited is located 11/2 miles north and west of the town of Rossland, in southern British Columbia. The mine is situated on the flank of Red mountain, famous in pioneer days as the site of a number of profitable gold-copper producers. Mining and milling commenced in May, 1966, and by the first of July the concentrator was treating close to its average design capacity of 400 tons per day. The following description of the property and its operations is divided into three parts, dealing respectively with geology, mining and milling.GeologyAll the known ore reserves of Red Mountain Mines occur on the Coxey claim, on the west slope of Red mountain. Although there are indications of molybdenite mineralization elsewhere on the Company's property, these have not been developed.The Coxey and adjoining areas are underlain by the Mount Roberts formation of the Rossland volca-nics. This formation consists of an interbedded series of volcanic and sedimentary rocks, mostly brecciated and silicified near the ore zone, and all intruded by igneous rocks which occur in various forms, and vary in composition from basic to acid. The country rock in the vicinity of the mineralization seems to be mostly a volcanic, approximately andesitic in composition, and possibly a surface flow. There is much banding, some of which is undoubtedly due to tuff and agglomerate layers, and some to narrow, siliceous, sedimentary horizons such as the surface exposure of the main ""A"" orebody, much of which was a thin capping of greyish banded rock that looked like quartzite. The drill holes also intersected occasional layers of black, argillaceous quartzite, sometimes altered to a greenish colour. The whole assemblage has been silicified with varied intensity, sometimes to such an extent as to have obscured or obliterated the original characteristics. The mineralized zone has also been strongly brecciated, the fragments varying in size from less than an inch up to large masses, best described as a mega-breccia. Anomalous results obtained in drilling, such as sedimentary sections that do not appear in adjoining holes, may sometimes be due to the presence of these large blocks, no longer in their original position. The whole volcanic unit is thus very complex and confusing. For practical purposes, the ore may be said to occur in a greenstone formation with minor sedimentary interbeds and considerable later igneous material."

"The Witwatersrand Basin is the heart of South Africa’a gold mining industry. The cluster of gold mines located in the Witwatersrand Basin generates a significant amount of mine tailings, which have adverse effects on the environment and ecological systems. In addition, disposal costs are very high. The exponential population growth in the Witwatersrand area has resulted in pressure on the reserves of traditional building materials. Quarrying for natural construction material is very expensive and damages the landscape. This work therefore examines the use of gold mine tailings in the production of bricks.Different mixing ratios of gold tailings, cement, and water were used. The resulting bricks were then cured in three different environments - sun dried, oven dried at 360°C, and cured in water for 24 hours. The bricks were then tested for unconfined compressive strength, water absorption, and weight loss. The results showed that the mixture with more cement than tailings had a compressive strength of approximately 530 kN/m2. It was also found that the best brick curing system was in a water environment. Bricks made from tailings cost more than conventional bricks because of the higher quantity of cement used, but the manufacturing process consumes less water. Overall, the results indicated that gold mine tailings have a high potential to substitute for the natural materials currently used in brickmaking.Paper written on project work carried out in partial fulfilment of BSc. In addressing the need for non-degree tertiary training, let us examine some recent reviews of engineering and geoscience education. The Finniston Report (1) criticised the formation of engineers in the UK and stated that this was largely due to the narrow British conception of engineering as a branch of applied science which militates against an effective marriage between theory and application. It also criticised the system for not giving students sufficient grounding in the synthesis of technical, human and financial considerations within their undergraduate courses. As we all know, this report has led to the restructuring of engineering education in the UK. More recently, a Review of the Discipline of Engineering was carried out in Australia by a committee chaired by Professor Sir Bruce Williams (2). The report stated that: Australia has a fairly good system of engineering education that should be made better. more should be done to develop the communication skills of both staff and students. more attention should be paid to changes in engineering practice and the human element in technology. there is a serious shortage of state of the art equipment in most engineering schools. female enrolments in engineering courses should be increased from the current level of about 7% to 20% by 1997. employers should develop a better understanding of the need for continuing education. staff in engineering schools should develop closer relations with employers of engineers. higher education institutions with engineering schools should give financial and other inducements to staff to increase the proportion of study leave or professional development leave spent working as engineers in the business sector. there is considerable room for improvements in the teaching process and in the development of evaluation schemes for assessing the teaching contributions of staff. In its recent report to the Council of the Institution of Engineers, Australia, the Task Force on Engineering Education(3) makes the following points: managerial, entrepreneurial, professional and interpersonal skills should be introduced and integrated into the undergraduate courses but studied in depth as part of continuing education. the continuing education policy of the Institution should be promoted and strengthened with all engineers required to pursue continuing education. the Institution should develop a comprehensive guide to continuing education available from universities, colleges and other public and private sector organisations.

"INTRODUCTION In the course of the investigation of the occurrence of manganese deposits in the western United States, ore-dressing tests were made on three samples procured by Bureau of Mines engineers from two properties in southeastern Juah County, Utah, each of which is known by the name Black Jack. To avoid confusion, the tests will be described under the names of the owners Kendall-Duvall and the Empire Mines.None of the samples were amenable to ore dressing for the production of high-grade manganese sinter.Ores from the Kendall-Duvall deposit represent an interesting metallurgical phase of low-grade manganese occurrence, as the occurrence of manganese as silicate (braunite) automatically governs the extent to which they can be beneficiated by mechanical methods of treatment. As less than 50 percent of the total manganese was recoverable by complex methods of treatment in a 40- percent-manganese sinter, attempts were made to recover most of the manganese in a low-calcite, intermediate-grade product that might be acceptable for subsequent metallurgical treatment. By selective flotation of calcite and manganese, up to 68 percent recoveries were obtained in plus 20-percent manganese products..No encouragement can be given for successful ore-dressing of Empire ores as represented by samples received for testing, as no products were obtained that would meet minimum marketing specifications. Empire ore contained only 1 percent lime and might be high enough in grade (19 percent manganese) for direct hydrometallurgical treatment."

Two miners were fatally injured when a pillar bump occurred during retreat mining in a southern West Virginia coal mine. The mine was operating in the Eagle seam with overmining in the No. 2 Gas and Powellton seams. A coal bump is defined as a sudden and violent failure of coal caused by the release of stored strain energy in the pillar. While significant strides have been made by academia, industry, and regulatory agencies to better understand bump conditions and mitigation techniques, coal bumps represent a long standing, highly site-specific engineering problem in which the exact failure mechanism(s) is not clearly understood.

For the past several months 1 have been considering the functions of this Society and its reasons for continuance. The fact that it is now sixty years old indicates that it must have been of value and we all know that it has contributed much that was worthwhile to Nova Scotia and the Maritime Provinces. The question arises: "What is the future of the Society, and how might its activities be altered to suit present-day activities and to be of even greater value?" Let us analyse the various activities in which we are interested and determine which, if any, are of more value than others. First of all, at least once a year we have a two-day convention which constitutes a holiday for the members and their wives. This has always been well planned and has been much enjoyed. Second, there are many social and business contacts made during the meetings and interim meetings. These certainly tend toward better relations and co-operation between the various people concerned. Mine operators meet other mine operators, engineers, people from the education fields, Department of Mines, and so forth. Various sales contacts are made at these meetings which can be of value and use to both the Company selling and the customer. Third, and of greatest importance in any conference, is the exchange of ideas by the members and by authorities from outside, and the presentation of slides and drawings, or actual visits to operations. It is upon this phase that 1 wish to elaborate. These papers are not only presented to our meetings but are generally published in the C.I.M. Bulletin so that members throughout the Dominion have access to them. Many important papers describing new phases of operations have originated through our Society.

Underwater intervention operations have been supported by robotic systems such as remotely operated vehicles (ROV) for a long time. In particular challenging scenarios such as the deep sea, the use of ROV systems for environment awareness is in fact the main tool of choice. With the technical advances in autonomous robotics, there is an increased effort in substitute ROVs whenever possible for autonomous underwater vehicles (AUV). These systems don't have tether and thus provide large advantages from the operations and logistic point of view. However the limited options for underwater communications render them impracticable for many tasks were real time environment awareness and direct human control is needed. Emerging applications in underwater mining, both at sea [1] and in inland flooded mines [2] pose additional requirements in terms of operation support needs and environment restrictions. Two main tasks are to be addressed by assisting robots in these underwater mining operations: providing adequate environment awareness for human operators and obtain precise realtime 3D environment modelling (particularly relevant for the mining planning). The use of ROVs with umbilical cable, has in this case large limitations due to the nature of the mining cutting (performed by dedicated systems) that limit manoeuvrability and pose high risk of cutting the cable or damaging the vehicle. In this paper we present EVA (Exploration VAMOS AUV) an innovative hybrid ROV/AUV system developed for operations support in inland underwater mining operations. This robot is always operated without tether, and the can be used in a wireless ROV tele-operation mode using very short range high bandwidth underwater communication systems and in autonomous AUV mode.

"The effect of the copper and magnesium contents and quenching rate during quenching on the age hardening behavior of 2000 series aluminum alloys was investigated. For the higher copper-containing specimens as conventional alloys, like AA2024, precipitation of the stable phases increased as the quenching rate decreased under the as-quenched conditions. The maximum hardness after the artificial aging of air cooled(AC) specimens was much lower than that of the water quenched(WQ)specimens. On the other hand, for the lower copper-containing specimens, coarse precipitation did not increase even in the case of the AC. The age hardening behaviors of the WQ and AC were very similar such that the maximum hardness and aging rate were almost the same. Many parts of the fine precipitates that increased the hardness were thought to be the GPB zone or fine S’ phase for the WQ and relatively coarse S’ phase for the AC. From the calculated CCT(continuous cooling transformation)diagrams, the lower copper-containing specimens could maintain the copper and magnesium in the solid solution state during the AC, so they could be quenched at a rather slower quenching rate like the AC.INTRODUCTIONThe 2000 series aluminum alloys, containing copper and magnesium as the major chemical components, are some of the well-known heat treatable aluminum alloys. These alloys have a high quenching sensitivity, thus the age hardening ability of these alloys decreases with as low quenching rate. To prevent the decrease of the age hardening ability, quenching is done by a method such as water quenching, which is not very efficient in an industrial situation, because the method requires such large equipment. For these alloys, reducing the quenching sensitivity helps them to be produced in a rather convenient way. For example, 6000 series alloys such as A6063 have low quenching sensitivity, thus they could be quenched by only air cooling just after extrusion and they do not need water quenching. Based on these reasons, investigations of these alloys with high copper and magnesium contents have been conducted in the past to find a way to lower the quenching sensitivity by adding transition elements such as manganese, chromium and zirconium (Kanno, Suzuki, & Itoh, 1986; Suzuki & Itoh, 1986; Kanno, Sakuma, Muromachi, & Watanabe, 1988). However, very few studies have focused on the quenching sensitivity of the lower copper and magnesium containing alloys because of their usage for structural components with high strength, and most of the past studies have used only the fast quenching method like water quenching. On the other hand, from our recent results, there is a possibility to lower the quenching sensitivity of 2000 series alloys with lower alloying elements. In this paper, the effect of the copper and magnesium contents with lower alloying elements and quenching rate, especially in case of slower quenching rate than conventional quenching method, on the age hardening behavior of the 2000 series alloys is investigated by the hardness measurement, structure observation and thermal analysis."

The expansion of the West Point wastewater treatment plant located in Seattle, Washington, will require a permanent tieback retaining wall to enlarge the plant site for the new treatment plant facili­ties. The retaining wall will extend approximately 3,000 feet along the property boundary between the treatment plant and the neighboring Discovery Park. Wall heights will range from 35 to as high as 65 feet. The purpose of the retaining wall is to provide a more uniform grade on the plant site and to resist lateral pressures exerted by the upslope, unstable hillside. During preliminary design of the retaining wall, various wall systems were evaluated based on assumed subsurface soil conditions. Results of preliminary studies indicated that expected subsurface conditions and wall heights made a permanent tieback retaining wall feasible. However, uncertain loads on the wall and the capacity of anchors in the native soils were significant. As a result, a detailed geotechnical program was conducted. The scope of the program included conventional drilling, sampling, analyses, and a field test program to determine site-specific anchor capacities. This paper describes the anchor test program and results.

Bong Mining Company/Liberia provides the rare opportunity to compare two generations of grate kiln pelletizing plants operating on the same magnetite/hematite ore basis. In this paper advantages and drawbacks are compared: mechanical aspects, energy-savings, pellet quality. Plant I with up- and down-draft drying gas flow. Plant II runs only on down draft drying and incorporates a heat-recoup system. Ferteco Mineracao/Brazil operates a Lurgi straight grate plant since 1977 on hematitic pelletfeed. Energy-political situation and char- coal as energy source in Brazil are reflected also in the search for alternative fuels for pelletizing. First measures and results are reported as well as intended further steps towards a 100 % oil replacement.

The U.S. Bureau of Mines, through an Interagency Agreement with the U.S. Army Tank-Automotive Command (TACOM), has successfully developed a steel expendable pattern casting process (EPC) for the manufacture of armorplate. The new armor is lighter and more ballistically effective than conventional rolled homogeneous armor (RHA), and costs less. An applique armor spinoff from the program was field-tested during the Gulf War. The applique armor withstood direct impacts from enemy munitions without failure.

Tenova Goodfellow Inc. has successfully installed the proprietary EFSOP® (Expert Furnace System Optimization Process) system in over 80 installations worldwide. For over 15 years, the EFSOP® System has successfully achieved its main objective of improving performance and operating costs through the reduction of electricity, oxygen, methane, injected and charge carbon use. Using the off-gas information provided by the EFSOP® System, Tenova Goodfellow Inc. has now developed a solution for detecting abnormal water events within the EAF steelmaking process. When water form enters the EAF, it immediately forms into water vapor (H2Ogas) and a proportion of the resulting water vapour will further react and dissociate to H2. Effective water detection technology must be capable of detecting BOTH forms of water; H2Ogas & H2. Tenova Goodfellow has the technology to measure in real time and simultaneously H2Ogas & H2. This paper will provide a summary on how the EFSOP Water Detection Technology® is used during the EAF operation. Details regarding the technology, software, alarm rate and information on sensibility water trial tests will be provided within this paper.

The steel for gas turbine compressor discs (26NiCrMoV14.5) requires some mechanical properties like strength, impact, toughness, fatigue, and creep resistance in order to be used in such application. To achieve the properties required for the gas turbine compressor discs, the material should have very low contents of sulfur, phosphorus, antimony, tin and arsenic. The level of cleanliness should also be very high and this is possible by achieving low oxygen content keeping the deoxidation elements like silicon, manganese and even the aluminum in very low percentages. The main problem in refining such steel is to adjust a sufficiently low oxygen content to have a good desulfurization and at same time a good cleanliness without using silicon, manganese or aluminum as deoxidizers. Combination of initial selection material, steelmaking process control, forging sequence and heat treatment cycles can provide uniform mechanical properties throughout the gas turbine compressor discs. Villares Metals SA as a big player on special steels with complex process has been developing this kind of material for several years. The objective of this work is to show the process technology evolution involved in the production of this kind of steel under the discussed preconditions.

Spark ignition of combustible-gas mixtures is a relatively old subject of investigation and has been treated both experimentally and analytically by many people. Elements of static and current electricity are almost always present in mining and industrial operations, and the spark can be an extremely efficient source of ignition. Thus the practical interest of such problems as the "intrinsic safety" of electrical apparatus is obvious. Ignition and quenching phenomena are the primary laboratory representatives of combustion phenomena that are dynamically nonsteady, and such nonsteady phenomena playa considerable part both in industrial processes and in safety matters, although they are of less immediate practical interest. During investigation of the occurrence of manganese deposits in the western United States, examining engineers of the Bureau of Mines collected samples from several properties in Montana. Extensive laboratory tests were made to determine the amenability of these ores to standard ore-dressing methods of concentration to produce marketable-grade products. The Tzarena claim, one of the properties sampled, is on the western end of the Rama or Black Chief vein in the city of Butte, Silver Bow County, Mont., on the southwestern periphery of the mining district. The Black Chief 'WAR system contains one of the largest and most extensive known rhodochrosite deposits in the world. Test work was conducted on two samples of Tzarena ore. Sample 1 is representative of a vain 5 feet wide on the 150-foot level of the Tzarena shaft. Sample 2 is representative of a vein 8 feet wide in the 100-foot level of the shaft. The Minnie Jane mine, 1/2 mile northwest of the Tzarena claim, contains ore similar in mineralogical composition to Tzarena ore but differing materially in manganese content and to some extent in physical characteristics. Ore-dressing investigations were made on three samples of Minnie Jane ore. Sample 1 represented stock-piled ore, sample 2 represented ore from Minnie Jane mine having a considerable sulfide content, and sample 3 represented low-grade ore.
