Welina mai to the 40th Underwater Mining Institute, UMI 2011 - Marine Minerals: Recent Innovations in Technology. Since the first conference in Milwaukee, Wisconsin in 1970, the UMI Founder Professor Robby Moore always insisted on actively seeking the participation of industry, academia, and government. History has proven the wisdom of this approach, which is probably the key to its survival for so many years. The UMI is very much influenced by the cyclical pressures of the minerals commodity markets. When minerals demand and prices are rising rapidly, industrial participation in the Institute dominates the agenda, and participants share optimistic and aggressive views of the commercial prospects of the day. When metals prices are falling and world economies lethargic, academic experts continue to provide guidance and breakthroughs in the concepts and practices of exploration, technology, and environmental protection. Throughout the ups and downs, government participants provide a stabilizing force with conservative and environmentally sensitive policy statements, patient development efforts with long-term objectives, authoritative resource assessments and, sometimes, much needed regulatory clarity.

The Black Hills Mineral Atlas briefly summarizes all important data available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold; First, from available data the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

"Many problems in rock mechanics are limited by our imperfect knowledge of the material properties and failure mechanics of rock masses. Mining problems are somewhat unique, however, in that plenty of real world experience is generally available and can be turned into valuable experimental data. Every pillar that is developed, or stope that is mined, represents a full-scale test of a rock mechanics design. By harvesting these data, and then using the appropriate statistical techniques to interpret them, mining engineers have developed powerful design techniques that are widely used around the world. Successful empirical methods are readily accepted because they are simple, transparent, practical, and firmly tethered to reality.The author has been intimately associated with empirical design for his entire career. But where his past papers have described the application of individual techniques to specific problems, the focus of this paper is the process used to develop a successful empirical method. A six-stage process is described:1. Identification of the problem, and of the end users of the final product2. Development of a conceptual rock mechanics model, and identification of the key parameters in that model3. Identification of measures for each of the key parameters, and the development of new measures (such as rating scales) where necessary4. Data sources and data collection5. Statistical analysis6. Packaging of the final productEach of these stages has its own potential rewards and pitfalls, which will be illustrated by incidents from the author’s own experience. The ultimate goal of this paper is to provide a new and deeper appreciation for empirical techniques, as well as some guidelines and opportunities for future developers."

The history of firedamp is the same as that of coal: The initial stage was the accumulation of vegetation, which was converted into peat under certain local conditions, then lignite, bituminous coal, and finally anthracite. These deposits ceased to increase owing to inundation that deposited earthy sediment, sometimes as much as several tens of meters (several tens of yards). The vegetable matter, whether it was covered with sediment or not, began to ferment. The basic organic components of the vegetable matter are: Cellulose, lignin, and wax and resin in varying proportions, according to the different kinds of vegetable matter. There are, in addition, some impurities, generally mineral.

Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

The survey work on protective canopy design was conducted in a 2-month period commencing November 15, 1973. The reported re¬sults under this contract are intended to provide guidance to coal mine operators in complying with federal regulations pertaining to incorporation of protective canopies on underground coal mine electric face equipment. All coal mine electric face equipment manufacturers and 11 coal mines were visited in the course of conducting this survey. Canopy designs currently being manufactured and those now being used underground were examined and discussed with manufacturers, mine operators, machine operators, and safety committeemen. The general objective was to find out what kind of canopies are now being made and used underground, what the operational problems are, and what can be done to secure improvements. Specifically, the survey scope was as follows: a. Survey all electric face equipment manufacturers. b. Survey 10 coal mines (seam height 60 inches and greater). c. Identify current production canopy configurations and minimum mine entry dimensions for each model and type of electric face equipment. d. Assess in-mine operation of canopies developed by manufacturers and/or coal companies. e. Specify optimal canopy configuration and minimum mine entry dimensions for each type and model of electric face equipment.

Extractive metallurgy techniques currently employed to recover silver from primary ores and secondary scrap were reviewed and evaluated to identify and delineate metallurgical problems whose resolution would increase the supply of silver from domestic materials. The survey revealed that practically all primary silver is recovered by froth flotation concentration of various types of ores, followed by smelting and refining of the separate lead, copper, and zinc concentrates. Silver losses during the complex processing are, with rare exception, inconsequential. Furthermore, any silver production gain from base metal ores, which contribute about two-thirds of the total primary silver, is directly dependent in improvement in the market for the base metals. Statistical data on new and old silver scrap are wholly inadequate to make reliable conclusions about scrap processing problems and the possibility of increasing the recovery of silver from the many forms of secondary silver- bearing materials. The available information indicates (1) that efficient silver reclamation practices are employed by the larger users of silver, and (2) that recovery of additional secondary silver involves solution of problems of collection rather than of processing. Several possibilities exist for limited increases in silver production from primary ores by improvement in metallurgical practices. Specifically, research is needed to (1) solve the problem of recovering silver from the copper ores of the Copper Range district, Michigan; and (2) devise economically feasible methods for recovery of silver from presently marginal or submarginal ores that because of grade, location, and frequently complex nature cannot presently be exploited by conventional techniques.

WHEN finely divided ferrous sulphide, FeS, is roasted at a moderate, carefully regulated temperature, the iron and sulphur are oxidized, the first products being probably ferrous oxide and sulphurous acid. In the presence of oxygen of the air the ferrous oxide soon becomes ferric oxide and in the presence of oxygen and the ferric oxide the sulphurous acid oxidizes to sulphuric acid. These facts are well known, having been established by Plattner many years ago. As a further reaction, some of the sulphuric acid parts with a portion of its oxygen to oxidize more ferrous oxide to ferric oxide, and a portion of it escapes uncombined or else unites with the iron oxides to form sulphates. Ferrous sulphate is usually soon oxidized to ferric sulphate and if the heat becomes sufficient this is then decomposed into sulphuric acid and ferric oxide. As a result of these reactions a mass of more or less pure ferric oxide is formed which is generally made porous by the escaping gases and, if rabbled properly, practically all the sulphur is expelled. If ferric sulphide or ordinary pyrites, FeS2, is roasted, a portion of the sulphur sublimes and usually burns to form sulphurous or sulphuric acid, although at times and under favorable conditions some of the sulphur is driven off uncombined and can be collected as such. Under ordinary methods of roasting, however, only a small portion escapes combustion. By the combustion of the sulphur an increase of heat is de¬veloped and, as a consequence, the reactions mentioned take place more rapidly and actively-more sulphuric acid is formed and the oxidation is more complete-nearly all the iron being left as ferric oxide with practically no sulphate or ferrous oxide. IN spite of the uncertainty in the bituminous coal industry during 1933, progress worth recording has been made. Along with other industries, coal has felt the effects of business stagnation, but even in the worst weeks of the past four years, .the total production of bituminous coal in the United States was seldom less than half the production in some of the best weeks of the more prosperous years, a record better than that of many industries. However, the competition of other fuels and sources of power, together with the increased efficiency in the use of coal, has brought anxiety to producers. This has resulted in pressure for reduction of costs, not always by the wisest means. On the other hand, the effort to survive has directed increasing interest toward research, a wholesome development in a difficult situation. Wages, limitation of hours of labor, and the NRA have occupied much time and thought. Following a period .of wage cutting paralleling price cutting, the industry found itself rather suddenly faced by the President's Agreement, followed in due course by the Code, and then in many places by the agreement with the United Mine Workers. Although there is still some uncertainty in regard to the detailed working out of the new arrangements, there seems to be an honest endeavor by the signatories to the Code and Agreement to work them out in a straightforward manner.

The Tertiary channel gravel deposits in northern California were selected Or detailed investigation by the U. S. Bureau of Mines as part of a national program to locate potential sources of gold that might be developed rapidly by large-scale mining operations. Five bureau research centers representing mining and metallurgy subsystems coordinated their efforts in a team operation to identify and investigate possible solutions to the problem area, that long have discouraged the resumption of large-scale mining in the deposits. This report summarizes the individual investigations, conclusions and recommendations conducted and prepared by all mining subsystems research groups after the completion of two years of field work at the deposits on San Juan Ridge in Nevada County, California. The studies indicate that modern mining technology can cope with the environmental problems that closed the immense hydraulic mines in 1,884. however, they also indicate that mining can be conducted with only marginal profits its unless the price of gold remains substantially above $70 per ounce or unless sufficient by-products can be recovered and sold to place the average value per cubic yard of gravel into a positive commercial range. The by-product potential of the Tertiary gravels remains to be investigated in more detail.

Discussion of the paper of Mr. Granger, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 25, January, 1909, pp. 1 to 37. LEWIS M. HAUPT, Philadelphia, Pa. (communication to the 'Secretary*) :-This subject is of great interest to me, and I am noting progress and conditions as a test of my own judgment in advocating what I believed to be the nearer, cheaper and better route at Nicaraugua. I have as yet learned nothing to change my views, or modify the convictions which led me to retire from the Commission; but that is not the issue to-day. Our government is committed to the Panama route, and is bound to " make good." There are many points presented by Mr. Granger which seem to me worthy of very serious consideration. But when all is said there remains the risk of seismic convulsions, to which either form of canal is subject; and I fail to see that the risk would be reduced by making the cut deeper, with greater surcharge of lateral pressure upon the side walls. A severe earthquake in the rainy season would doubtless close either type of canal. One of the arguments in favor of the Panama route most insisted on, was that Nature had provided good natural harbors at its termini. Recalling this, it has interested me to note that the cost of creating the necessary harbors is estimated at $27,000,000. Mr. Granger refers to this, and quotes the Board's report to the effect that, on the Atlantic side, it will require 5 miles of jetties to " make an excellent harbor out of a wretched one." The vulnerable part of Mr. Granger's paper seems to me to lie in the admission that the plant required is still in the embryonic stage, and that at least one machine should be built and tested " to demonstrate that the theoretical strains and forces work out in practice exactly as expected." For the sixth year in a row, the value of nonfuel mineral raw materials produced in the United States set a new record, reaching almost $17 billion in 1977. Data provided by the Bureau of Mines show that the 1977 value of domestic nonfuel mineral production exceeded the 1976 value, $16.7 billion, by 2 percent. The $17 billion worth of minerals was the basis for approximately $770 bill ion worth of processed materials of mineral origin. Output of metals decreased $360 mil lion in 1977, while that of nonmetals increased $670 million. Of the 22 metals produced, output of 12 increased, and the value of 13 increased. Among the 46 nonmetallic minerals produced, the quantity of 27 increased, and the value of 34 increased.

Graphite is an essential war mineral and for that reason has received much attention from the standpoint of national defense. During the World War the situation with respect to graphite supplies, though it never became acute, caused considerable concern. Even in peace time, however, graphite has aroused more interest than the actual size of the industry seems to warrant. Despite this wide interest the facts of the industry do not seem to be generally known. Often there has been an almost total disregard of the essential' economic and technical problems involved. Long ago Bastin3 made the following statement; in a Government' report: "To-day there are more abandoned mines and mills in the United States than the number in operation * * *. In the number of times' some of these properties have changed hands in the course of a few years, there is a record of misrepresentation and disappointment that can hardly be equaled in any other branch of mining; and many properties have been notoriously associated with stock manipulation of doubtful character." According to one authority fully 600 graphite mines have failed in the United States, and the record shows that of all these properties scarcely a score have ever succeeded in operating for as much as a year or two. More than 40 mines have been worked at various times in the State of New York alone and at least that many in Alabama. Throughout the country, in fact, there are scarcely a dozen States in which efforts have not been made at some time to exploit graphite deposits. At the present time the list of mines that can be classed as at all active is reduced to less than ten. Failures inevitably occur in all lands of mining, but the disheartening feature of the record of graphite mining in this country is that so few ventures have even paid back the money put into them and. that none has been a conspicuous success.

A mining operation begins with prospecting and exploration-stages with long periods of investment and high risk of failure. However, success in exploration ultimately determines survival of the mining industry. Prospecting and exploration may discover evidence of a mineral occurrence and outline its size and character, but ore deposits that support mining are "made" through the collective efforts of project geologists, geophysicists, geochemists, metallurgists, engineers, chemists, lawyers, and even politicians (Joralemon, 1975). Some deposits may go through multiple cycles of rejection and recommendation, discovery and development, decline and abandonment, rediscovery and development, etc., as economic, technological, or political conditions change or geologic understanding is improved. Peters (1987, p. 233) graphically illustrates the normal life cycle of a mine and the position of exploration in the cycle (Fig. 4.0.1). During the past fifty years, mineral exploration has evolved from comparing evidence of mineralization of prospects with that of known deposits to a more quantitative science employing many facets of geochemistry, geophysics, multispectral sensing from space, computer data storage, analysis, modeling, and most importantly, a better understanding of ore genesis. This modem approach to exploration began in the late 1940s and continues to develop. Exploration efforts peaked in the 1960s with emphasis upon the search for porphyry copper deposits, Mississippi Valley lead-zinc deposits, and volcanogenic massive sulfide copper-lead-zinc deposits. It peaked again in the middle and late 1980s with emphasis upon micron-size disseminated gold and epithermal and stratiform precious metal deposits.

From July 1, 1949, to July 1, 1950, the Bureau of Mines conducted the research and technologic work on coal and coal products that is summarized in this report. The research, described in this fifteenth of a series of resumes, is presented in more detail in publications (see footnote references) that appeared during the fiscal year, though in some cases research data are given that have not been published elsewhere. Results of research in the experimental coal mine, on explosives, and on gas and dust explosions will be found in Bureau of Mines Report of Investigations 4228, Annual Report of Research and Technologic Work on Explosives, Explosions, and Flames, Fiscal Year 1950. An over-all view of our coal, oil, end natural-gas reserves was presented, and the future possibilities for the, production of synthetic liquid fuels from coal were delineated.3/

Sponge iron is a product resulting from the reduction of an iron oxide below the temperature at which the product melts. Commercial grades usually contain 80 to 95 percent metallic iron, 2 to 5 percent unreduced iron oxide, and an amount of siliceous gangue material depending on the pur.ity of the are used for reduction. The reducing agent may be gaseous or solid, and a large variety of procedures have been proposed for bringing the reducing agent into reaction with the iron oxide. Of the proposed procedures, the one that has the distinction of having been in continuous commercial operation for the longest time, from 1911 to date, was developed at a ceramic plant in Hoeganaes, Sweden, and yields? a product that has an enviable reputation as furnace feed wherever special, high-quality steels are made.

This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents--ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

Lime is used extensively in the various industries. The National Lime Association in an excellent and recent bulletin lists 23 important in- dustries in which lime plays a vital role; and it thereby justifies the statement that "Lime is one of the most versatile and widely used reagents in the chemical and industrial world." There is, however, one application of this "universal" reagent which has not been mentioned. It is the use of lime in the flotation of ores. An appreciable percentage of the lime produc- tion is consumed by ore-dressing plants. The uses of lime throughout all the industries are more or less re- lated, but "lime" is a broad term; the varieties of lime are more mumerous than the limestones from which it is made, and its use involves a complicated technique. The interrelated application and growing importance of lime in flotation warrant this additional publication on the various "limes," with emphasis on those uses related to the function of lime in flotation. ཁྐྲ་ Lime in water treatment, cyaniding, and amalgamating will be men- tioned, after which its use in flotation will be taken up.
