A solvent extraction procedure was developed on a laboratory scale for recovering trisodium phosphate, zinc, and iron from waste phosphate sludge as separate products. The sludge was dissolved in hydrochloric acid, and iron was extracted as ferric chloride by isopropyl ether. Zinc was extracted by di-2-ethylhexyl phosphoric acid in kerosine. The efficiencies of the one-and two-stage extractions ranged from 98 to nearly 100 percent. Trisodium phosphate was recovered by crystallization from the raffinate. The value of two marketable products is considerably more than than the costs of the major reagent. The process was developed to permit recycling of values in this waste and to consequently reduce stream pollution from this source.

This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

The study of leached outcrops as an aid in determining the character of mineralization beneath the surface is in its infancy. Practically all the work on this subject up to the present has been applied to the 'porphyry' copper deposits of the southwestern United States. Some work has been done also on the zinc-lead solid sulphide deposits of the western United States. The question has been asked, "Can this study be applied, and would it have any practical application, in northern Manitoba?" When one realizes the size of the unprospected territory in this Province and the consequent need for a cheap and rapid method of interpreting the countless outcrops which occur in order to discriminate between valueless iron sulphides and valuable sulphides of the base metals, it is readily seen that the study is of great value if it can be applied with a reasonable degree of surety. Augustus Locke, well known economic geologist of the southwestern United States and a pioneer in the study of leached outcrops of disseminated copper ore, has written much on the subject. Messrs. Blanchard and Boswell in a series of articles have dealt with the leached outcrops derived from lead and zinc sulphides in the western United States. Since this paper is essentially a comparison between the leached outcrops of the southwestern United States and those of northern Manitoba with the purpose of testing the adaptability of the study in this Province, an outline of the criteria used in the southwest will be of value to the reader.

"Mining used to be a business primarily focused on the technical aspects of getting valuable ore out of the ground and extracting the minerals efficiently. Without denying the importance of these skills, a narrow focus on technical issues is no longer enough to guarantee success when it comes to exploiting rare earth element (REE) deposits. Molycorp failed to enter the global REE market in a successful manner, while none of the many REE exploration projects has turned into an active mine so far and none is expected to commence operations in the near future. Accordingly, the world of REE is far more complex compared to other commodities. This paper looks into the REE industry to identify the factors that can connect potential U.S. REE mines to the market. The ability to break free from past thinking and become future-focused is a key driver. Mining of REE is pointless without a corresponding value-adding chain, while developing a value chain without first establishing an uninterruptible source of REE is also senseless. The mining sector must be based on the REE value chain and vice versa, along with the establishment of a market channel for the REE products that come out of the mine. INTRODUCTION It has been seven years since rare earth elements became the subjects of front-page headlines. It was when the controversial Chinese export policy for these critical commodities was epitomised in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al, 2016c; Mancheri, 2015). The world was dismayed, especially in REE-importing countries, such as the United States that was and is still totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand and the Chinese sovereignty of the REE-market on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016). The prices of REE, however, dropped rapidly and at the moment of writing this paper are in 6-year lows, at the level of the price average before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REE-market entrants (Barakos et al, 2016b; Rollat et al, 2016). Production cutbacks and industry consolidation in China impel REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

The Boston Marine Industrial Park (BMIP) Boat Section, which is part of contract C04A2 of the Central Artery/Tunnel (CA/T) project, is currently under construction in South Boston, Massachusetts (Fig. 1). The Boat Section is approximately 900 feet long and varies in width from about 135 to 185 feet (Fig. 2). The depth to the top of the Boat Section base slab varies from about 28 to 31 feet below final ground surface and about 23 to 26 feet below normal ground water levels. The Boat Section is supported on 578 anchors drilled into the underlying bedrock each designed for a working load of 630 kips. Design and Construction Team The owner of the project is the Massachusetts Highway Department (MHD). The owner's representative is the Management Consultant, Bechtel/Parsons Brinckerhoff. The section design consultant (SDC) consisted of HDR Engineering, Inc. with GEI Consultants, Inc. as the geotechnical subconsultant. The general contractor was the joint venture of Kiewit, Perini, Atkinson, and Cashman. The boat anchors were installed by the subcontractor Delta Geotechnical Services, Inc.

"CeO2 doped with lower valence cations, such as Y3+, Sm3+, Gd3+ etc. is considered as electrolyte material for low temperature SOFC. Doping introduces additional oxygen vacancies and improves ionic conductivity. This work describes the preparation of yttria-calcia doped-ceria precursor material, its sintering in DC and AC field methods, and characterization of sintered electrolytes with respect to the ionic conductivity. Doped precursor materials were prepared by a controlled co-precipitation process. Sintering of prepared, pelletized particulates was carried out using three different methods such as: 1) conventional; 2) spark plasma sintering; and 3) an alternating current field at 1125°C (AC assisted sintering). The mechanism involved in the conductivity improvement as a function of defect density, grain boundary area and phase stability will be discussed. INTRODUCTIONThe performance of SOFCs depends highly on the properties of materials. Subtle variations in the composition, microstructure, or density of SOFC components can considerably alter the power output capabilities of fuel cells. Early SOFCs utilized zirconia based electrolytes but efforts in lowering the operating temperatures of SOFCs have prompted investigations into several other oxygen ion conductors – often modified with dopants to either promote the formation of oxygen vacancies or to stabilize a vacancy rich high temperature phase – such as bismuth oxide, lanthanum gallate, and ceria.The transport of oxygen ions through the electrolyte first begins with diffusion into the material. While this is generally a surface kinetics phenomenon, it is safe to say that it is highly dependent on oxygen pressure and vacancy gradients. The role of the cathode in SOFCs is to reduce oxygen at the electrolyte surface creating an O2– ion gradient which induces permeation into the material. Once inside and under the influence of a potential field, O2– ions migrate by a vacancy hopping mechanism, Catlow, C.R.A. (1990), effectively exchanging positions throughout the matrix until they reach the anode and react, thus leaving the matrix."

GEOGRAPHICAILY the industry of reducing and refining of copper continued to migrate from the .United States during 1931. While this country is losing the predominant position of its copper industry, our engineers still enjoy their pre-eminent position as leaders in the design and operation of the new plants being brought into production in the four quarters of the globe. Progress in the art, as indicated by the construction of the recently completed works, has not been revolutionary. Standard methods have been followed, augmented by novel features in flow-sheets demanded by the results of progress in the art of ore-dressing, and by reason of problems incidental to the peculiarities of the new ores being treated. Design and construction progress has likewise been orderly and without radical departure from less recent practice; new features in primary and secondary equipment being logical developments to provide for special conditions to keep abreast of improve¬ments in accessory apparatus. The new plants are being rapidly brought in without hazardous novelties and for the purpose of yielding the principal ingredient, copper, in as large a volume as it will he possible to market; the old United States procedure. In the meantime the domestic plants are shut down or operating at a very low capacity, threatened with untimely demise unless the metallurgist can extract and develop other valuable products from the ores. International agreements .and tariff protection may be a temporary reviving stimulant, but for many mines the days of profit will be numbered unless the ores can be made to yield as values the ingredients now being discarded. Invisible progress in this direction has been made during the past year, and it is to he hoped that time will prove that the outstanding progress of 1931 was in the development of processes for the ultimate recovery of by-products from copper ores, perhaps even relegating the value of the copper yield to secondary importance.

This paper is the second and concluding report of the results of the Bureau of Mines' twenty-second semiannual survey of motor fuel marketed in the United States. The first paper Was published as Report of Investigations 30634 and reported data relating to gravity, vapor pressure, and distillation range of the samples. The present paper deals particularly with results of the determination of copper strip corrosion (method 530.22),5 color (method 10.11),6 sulphur content by the lamp method, 7 copper dish evaporation residue (method 530.1),8 and "gum" content as given by the steam-oven method as developed by the Bureau of Mines. 9 The price at the time the sample was taken and the tax are also stated for each sample. The sample numbers used throughout this report are identical with those used in Report of Investigations 306310; ?for example, No. 225 of this report is the same sample as No. 225 of Report of Investigations 3063.

The mining industry, though, has always looked for ways to reduce production costs — no matter the state of the economy or commodity prices. The fact is, when planning a new mine or the expansion of an existing one, mining companies gamble that commodity prices will be reasonably high when a project comes onstream. It takes millions of dollars and several years to bring a mine into operation. And a lot can happen economically between the time management gives the go-ahead for a new project and its completion.

The use of sodium hydrosulfide (NaHS) in most of the operations in by-product molybdenum flotation comes with safety concerns and, in some instances, a high reagent cost. Engineered solutions at the various operations where NaHS is used have reduced the possibility ofH2S gas evolution immensely. However, the threat of exposure remains, and this, coupled with the high dosages of NaHS consumed, supports the continued search for alternative depressants. This paper focuses on efforts to study the applicability of disodium carboxymethyl trithiocarbonate (DCMT), an organic depressant, as an alternative to NaHS. Benchscale rougher flotation results for samples from the Sierrita Cu–Mo plant showed the best DCMTperformance at 8 kg/t of DCMT and pH=10.5 with 30 min of shear conditioning and 10 min of flotation conditioning time. The Aminpro plant model simulation confirmed that DCMT with 4–8 kg/t under certain shearing and conditioning times achieved superior or equivalent Mo–Cu separation efficiencies when compared to NaHS.

The objectives of this study were the evaluation of the technical and economical feasibility of utilizing color and color infrared aerial photography to satisfy some informational needs for pre-mine planning, mine progress monitoring, and reclamation monitoring. Seven aerial data collection missions were conducted within a two year period over strip mine sites in Pennsylvania. Scales of 1:6,000; 1:12,000; 1:24,000; and 1:48,000 were flown on the first aerial mission. The 1:12,000 was chosen as the optimal scale for the remaining six flights. An extensive literature and legislative review and discussions with strip mine operators identified the informational parameters that could possibly be obtained from aerial photography. Interpretability accuracies were evaluated for parameters in the broad categories of land use, soils, water, vegetation, and geology. Seasonal interpretation characteristics were noted for infrared photography. Man hours for photointerpretation and costs of aerial data collection were monitored closely and incorporated into a cost benefit analysis. Those parameters that could be mapped, identified, or measured with accuracies =75 percent were incorporated into a photointerpretation training manual. An additional analysis was performed to determine the applicability of the interpretation methodologies and results developed for Eastern sites to Western surface coal mining sites. In addition, a separate aerial photographic interpretation manual was produced during this contract. It is intended to be utilized by eastern and midwestern surface mine operators and regulatory personnel.

"AbstractThe Bonnie Glen oil field, one of Canada's largest, lies about fifty miles southwest of Edmonton, Alberta. One hundred and thirty-eight wells have been completed in this field since its discovery in January, 1952. Five different procedures have been used in completing the producing wells.The reservoir is an Upper Devonian biohermal reef with good porosity and uniformly high permeability. The top of the reef is quite flat but the flanks slope at angles approaching 20 degrees from the horizontal. The reservoir has a gas cap with a maximum thickness of 400 feet, an oil column of 300 feet, and a :porcus aquifer of over 300 feet. The reservoir pressure is now 2,400 pounds per square inch gauge at datum ( -4100 M.S.L.).Because of the high permeability and the high •pressure, lost circulation and resultant blowouts are a particular hazard in drilling at Bonnie :Glen field. To reduce the dangers of blowouts, it is general practice to run casing to the top of the reef. If the reef is encountered 'high' it was usual practice to run a liner and perforate for completion. Wells penetrating the •reef below the gas/oil interface were either completed in open hole or through casing perforated opposite the oil pay, with the former method more frequently used. Eight wells were completed by the Humble-Otis permanent-type completion, and recently five high wells were completed open hole with the gas •cap exposed. This latter completion, 'tubing submergence', has proved highly satisfactory thus far.The open-hole type of completion is cheaper than the liner perforation method and results in better well performance. More experimentation and data are needed before the tubing submergence method can be recommended unqualifiedly. but all evidence thus far favours its use in reef reservoirs."

This paper is primarily concerned with the exploration for massive sulphide orebodies. In a discussion of this type, it seems appropriate to establish a few definitions so that all parties may consider the same beast and its habitat. First, the term "massive sulphides", as used here, not only denotes a body of mineralized rock containing in excess of 50% sulphides by volume, but a mass of sulphides that respond as a conductor to the electromagnetic (EM) systems currently in use in exploration. "Disseminated sulphides" refer to all of those sulphide occurrences that respond to the Induced Polarization (IP) geophysical methods most commonly in use in porphyry copper exploration. This latter definition may also include the disseminated sulphide halos so frequently found associated with massive mineralization as well as banded and stringer sulphide mineralization. It is plain to see that these two end members of our definitions can easily blend into each other. The term "volcanogenic" refers here to any and all geologic processes that have their origin in volcanic activity. Thus we are concerned here with the exploration for massive sulphide ore deposits derived from and affected by contemporaneous and post mineral volcanic activity. Furthermore, most massive sulphide deposits are apparently formed in a submarine environment, deposited with extrusive rocks and sediments and/or chemical hot spring accumulations, then enclosed and protected by the addition of more volcanic and sedimentary material then, probably folded and deformed into one of their myriad of shapes.

Blast fumes are a significant health risk to underground workers, containing several dangerous gases such as carbon monoxide (CO), nitrogen oxides (NOx) and ammonia. To ensure safe working conditions, workers are not normally allowed to re-enter a mine until the gases are cleared. To predict if gases can be cleared efficiently, simulations can be performed to estimate the gas levels following a blast. For accurate modelling, a calibrated airflow simulation is required in addition to blast-specific parameters such as the yield rate (representing the amount of gas released per kg of explosive) and the dispersion factor (representing how quickly the gases can enter the air stream from the explosive site). Those parameters are not easily determined, as they will vary from blast to blast. Many post-blast gas recordings on mine sites were studied and the correct parameters were determined to ensure an accurate gas simulation. The variability of the results was then analysed and correlation to known parameters is suggested. Finally, recommendations on how to determine the correct parameter are presented.

Designing rigging systems for complex castings has been more of an art than a science. Foundrymen have used thumb rules based on past experience to develop working designs. Of late, attempts are being made to formalize the procedure through the use of rule based expert systems, process modeling and other tools. Designing risers is one of the challenges of the rigging system design. Once the riser location have been determined, an optimization technique coupled with a casting simulation code can be used to determine the optimum riser dimensions. The main drawback of using a finite element or a finite difference based process simulation code along with the optimization routine is that the computation time involved is too large. Such an approach, thus, is unrealistic for practical situations where different options have to be explored and conclusions drawn in a short period of time. This difficulty has been avoided in the present work. The optimization scheme has been coupled with a modulus based solution routine to optimize the riser dimensions. The modulus calculations provide a good and quick estimate of the freezing time at different points in the casting. A functional, obtained from these freezing time values, is minimized by altering the dimensions of the riser until an optimum shape is obtained. Some examples have been included to illustrate the utility of this technique.

Between 1986 and 1989, at the request of the U. S. Bureau of Land Management, personnel from the U. S. Bureau of Mines Western Field Operations Center studied the highly-mineralized, 25,335-acre, Crack Canyon Wilderness Study Area (UT-060-028A), to evaluate its identified mineral resources. The 16-mi-long, 2-mi to 4-mi-wide stud/ area is on the southeast side of the San Rafael Swell, about 40 mi southwest of Green River, Emery County, southeast-central Utah. The study area is underlain by Mesozoic sedimentary beds. Uranium, the principle mineral resource, occurs in two formations. The principle uranium deposits are in mudstone, sandstone, and conglomerate lenses in the 22-mi-long outcrop of the Triassic Chinle Formation which parallels and straddles the northwest boundary of the study area, Some small low-grade uranium occurrences and an extensive gypsum deposit are hosted by the Jurassic-age rocks that underlie the southeast part of the study area.

The mathematical analysis, which is an essential part of this paper, has revealed the interesting fact that contrary to the opinions of many, determinate and measurable economic factors are largely responsible for the price of crude oil. It should, however, be well understood that the results of this analysis are applicable, without qualification, only to the particular period and market studied. There are certain peculiarities of the petroleum industry which make the consideration of its economics very difficult, and at times practically impossible. Noneconomic factors often become highly important and have serious economic effects, which make unqualified predictions based on economic data extremely hazardous and ill advised. However, in spite of the attendant difficulties there are many problems, especially in price analysis, to which approximate solutions must be made for the proper guidance of public and private policy, but their limitations should be kept clearly in mind. An understanding of the nature of prices is of fundamental importance for a number of purposes. Measurement of the motivating factors giving rise to trends and other price movements is essential to forecasting for the intelligent engineering and financial administration of the industry. The fixing of prices, maintenance of an intelligent industrial dictatorship, or the making of other industrial adjustments, demand, for success, an accurate understanding of their probable consequences. The establishment of a system of equitable relations within an industry, or between industries, by methods other than the natural competitive ones, requires a thorough knowledge of the price structures and the nature and trends of the normal and basic prices of their products. This research has shown that in this case, even though the statistical records are only fair, quantitative economics offers a direct and satisfactory approach to the problems of economic consequences dependent on the reactions of mass intelligence. The last few years have shown a significant increase in the demands for fine products, which means everything under 10µm. There are more and more applications requesting extremely fine ground powders leading to the development of several milling machines which are better adapted to the new products. Cost saving machinery is important for the worldwide competition. Especially the energy consumption is extremely important for any fine ground product. A worthwhile field for mechanical engineering companies is the dry milling machinery as there are not as many solutions available compared with wet milling applications. In many cases wet mil-ling is the only solution to reach the requested quality, but there are also a lot of applications which can be performed in a dry way on the premise that the right mill and classifier are available. Dry milling permits to save energy and allows to influence the particle size distribution more easily, as a classifier can be used in that case. This will significantly reduce production costs and can enable the production of new products with better properties. The Tower Mill is well-known already in the field of wet grinding. Recent research work and end user reports have shown clearly that this mill has a lot of advantages compared to a ball mill. Up to now this advantage is limited to wet grinding as only few mills have been used for dry grinding. There is no doubt about the efficiency of dry grinding, but new and improved feeding and discharg-ing systems have to be developed in order to enable the full range of its advantages. Especially the high production capacities are a challenge for mill and classifier designers. The Tower Mill with its special grinding mechanism allows to cope with very high feed rates, because machines with more than 1 MW are available. Improved grinding efficiency will decrease the circulation load through the classifier and also lead to smaller classifier sizes. Together with im-proved mills the classifier can work more efficiently because the feed material is finer. Results of a test center plant production will be shown together with a comparison between stan-dard machinery and the MaxxMill®. Preferential applications for each mill will be explained.
