Many appraisers/valuers believe that the only valuation method available within the cost approach category for real property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties. The author reasons that standards and regulations pertaining to real property valuation should be modified, and underlying principles should be expanded, so as not to inhibit appropriate application of these cost approach methods.

This case study describes aspects of the design of bridge foundations using 320mm diameter steel tube piles in the vicinity of Montréal, Canada. In this area, these piles are a very commonly used and cost effective solution for deep foundations. Typically they are driven through thick Champlain Sea Clay to bear onto stiff, strong rock. However, in some locations there is a layer of glacial till between the base of the clay and the rock which cannot always be fully penetrated by the piles. There is currently little published information, about the bearing capacity of these piles in the local till, and this paper presents and discusses some pile-test data from a recent project. The nature of the glacial deposits in the study area is presented using information gained from published geological data, the project ground investigations and site observations. The design approach and assumptions are discussed, together with the aims and outcomes of preliminary field driving trials and pile tests. The paper then discusses the results of dynamic tests undertaken on production piles. Bearing capacity factors are back analysed from the dynamic test results and compared against values assumed within the design. Observations are made that designers of future foundations in similar conditions may find informative.

Pós fluxantes desempenham um papel significativo na qualidade do aço durante o processo de lingotamento contínuo. Os pós fluxantes são escórias sintéticas usadas para lubrificar o molde durante o lingotamento contínuo do aço. Para que isso ocorra, o fluxante deve apresentar as seguintes funções: isolamento químico e térmico do aço, absorção de inclusões não metálicas do aço, lubrificação do molde e controle da transferência de calor entre o aço e o molde. O desempenho de cada função está relacionado às propriedades químicas e físicas do pó fluxante, que são dependentes de sua composição química e sua composição mineral, devido a sua relação com a taxa de fusão do material. A fim de garantir uma produção eficiente e de alta qualidade durante o lingotamento de um aço ultra baixo carbono, os pós fluxantes A e B foram investigados de acordo com diferentes propriedades físico-químicas. Diversos experimentos laboratoriais foram realizados para comparar o desempenho dos materiais A e B, visando à diminuição de captura da escória pelo aço no molde: avaliação do comportamento de fusão e fluidez, composição química e viscosidade. As temperaturas de processo foram avaliadas através de testes estatísticos, visando caracterizar o fluxo de calor e o trabalho de fricção durante lingotamento. Os testes industriais preliminares, realizados na Ternium Brasil, foram conduzidos com o objetivo de analisar o comportamento do pó fluxante durante a operação de lingotamento contínuo em relação a alguns aspectos operacionais e fornecer informações sobre sua influência na qualidade superficial do aço. Os resultados mostraram que, aumentando a viscosidade do fluxante, o consumo de pó tornou-se menor, levando a um maior trabalho de fricção e menor fluxo de calor no molde. No entanto, o comportamento da camada de escória mostrou que, apesar do aumento da força de atrito no molde, a espessura da escória foi adequada e não houve relatos de defeitos superficiais durante o uso do material fluxante de maior viscosidade.

A comprehensive research program designed to aid development of new and improved methods for more complete production of petroleum from partly depleted reservoirs is being conducted at the Bureau of Mines Petroleum Experiment Station, Bartlesville, Okla. Water flooding has accounted for much of the petroleum produced by secondary-recovery methods; however, a considerable portion of the crude oil commonly remains in place after water flooding has been terminated. In recent years the possibility of increasing the efficiency of water flooding by using surface-active additives has received wide attention. In general, the results of laboratory research have shown that use of detergents as water-flooding additives will reduce the residual petroleum in porous media (1).3/ Some less extensive field tests have supported this conclusion but have not been entirely conclusive (2). Later studies (3, 4) have given conflicting evidence as to the relative worth of detergent additives for water floods in water-wet (hydrophilic) or oil-wet (hydrophobic or lipophilic) reservoir materials. The results of these studies emphasize the need for a more complete understanding of the fundamental principles involved in displacing petroleum from reservoir surfaces by injected fluids. Accordingly, a comprehensive research program was initiated to investigate the practical and fundamental aspects of detergency in petroleum production.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

A method is described for the rapid and effective production of polished section mounts of ore and mineral particulates to the standards required for automated image analysis. This requires mounting without segregation of particles by mass or density, and it is also preferable to avoid having particles in contact so that they can be recognised as individuals. To achieve this, the particle samples are first split to an appropriate degree in a rotary riffle, and the sub-sample mechanically diluted and thoroughly mixed with an inert filler of the same size range as the particles. Just sufficient epoxy resin is added to make the mixture fluid. During setting, the ore particles are mechanically supported by the inert filler particles, thus maintaining the particles in a random three-dimensional distribution. A rapid two-stage grinding process, based on the successive use of 600 mesh silicon carbide and 1200 mesh (10 um) corundum on cast iron plates, is followed by three stages of mechanical diamond polishing on cloth laps. Hand polishing is entirely avoided, as is the use of papers.

This study was conducted to provide experimental evidence on the effect of modifications of gasoline front-end composition on the photochemical specific reactivities of automotive emissions. Evaporative and evaporative-plus-exhaust emissions from an automobile operated with four fuels of different volatility and varying levels of C.-C5 olefins were irradiated in a 10040 environmental chamber at three sets of initial hydrocarbon-nitrogen oxides concentrations. Reactivity was measured and expressed in terms of rate-of-NO2 formation and dosages of oxidant, peroxyacetyl nitrate, and formaldehyde. The compositional changes that were necessary in reducing fuel volatility were found to have no significant effect on the reactivity of the emissions. However, replacing C4-C5 olefins with saturated components resulted in sharp decreases in all reactivity manifestations observed for the evaporative emission samples. A lesser influence (of C4-C5 olefin replacement) was found with the composite exhaust-plus-evaporative samples; the effect that was observed could be attributed to the evaporative emission portion of the sample. The data therefore suggest that saturation of front-end fuel olefins had no large effect on exhaust emission reactivity.

Exploration is the systematically financed and technically oriented search for mineral wealth. Almost all established mining companies have an exploration department. The size of a company's search varies over the years as the company's profits, or the corporate philosophy change. While the established mining companies have exploration departments, they are also alert to acquiring discoveries made by others -- especially by prospectors and small companies without the resources to develop their find. The emphasis in some large companies stresses self-generated discoveries while others rely heavily on acquisitions; again, over the years the emphasis may alternate. In the last analysis, essentially all new mineral wealth was found through someone's exploration effort. Before we discuss how exploration is financed, it will be informative to analyze how discoveries have been made and by whom. Recently, the author conducted a survey of randomly selected major mining companies to answer these questions. Most companies responded and many went to considerable effort to give complete and detailed answers. I thank all for their help and cooperation. The questionnaire is attached as Appendix I. Appendix II is a list of the 400 companies that replied in a complete enough manner and format to be analyzed here. The results of the questionnaire are given in Table 1. This publication contains routine analyses and related source data for 299 natural gas samples from 22 States and three foreign countries. All of the samples were collected during calendar year 1972 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Fourteen previous publications have presented the results of 9,902 gas analyses prior to 1972. Reducing electricity cost is important for energy intensive industries such as the iron and steel industry. With the implementation of time-of-use (TOU) electricity price, plenty of attention has been paid to the optimal management of byproduct gases. The time-of-use (TOU) electricity price is the practice of implementing different prices for different times of use. It is possible to reduce electricity cost by adjusting the amount of product gases stored or used for power generation throughout the day. In this paper, a novel mixed integer linear programming (MILP) model concerning the TOU electricity price is proposed to optimize byproduct gas use. Compared with previous models, this model considers the optimal load shift between gasholders and boilers under TOU electricity price. The case study of a steel plant demonstrates that the electricity purchase cost can be reduced by more than 30% after optimization.

The SMCO copper plant is located in DR Congo, and was designed by China NERIN Engineering Co., Ltd. The process is a typical hydrometallurgical plant with Leach-SX-EW, with the project treating the oxide minerals with agitation leaching, followed with three stage of solvent extraction and two stages of stripping, and using permanent SS cathodes to produce LME grade copper. Because of the special characteristic of the ore, what contains 2 different type of oxides (one high carbonate oxide and the other low carbonate), there are several new technical measures that have been developed and adopted for the plant. For example, different grinding, leaching, and filtering are used to treat different oxides. This paper, presents the project process, engineering design, construction and commissioning. The paper also describes some of the problems encountered during plant commissioning, such as the agitation leaching tank issues, and corrosion in the settler-mixer. This paper discusses some NERIN solutions to these problems, and explains the use of the CN filter, which is used to filter PLS to treat high level suspend solids, instead of the traditional sand filter. Finally, this paper also proposes steps / measures for further improvement for future plant operation.

Vehicles traveling on untreated dirt and gravel roads at open-pit mines disseminate high concentrations of dust (fig. 1). Excessive dust creates safety hazards by reducing visibility and may endanger the health of the men who breathe it. If the dust contains free silica, it can cause silicosis. In addition, maintenance costs of mechanical equipment are increased if equipment is operated in extremely dusty places. Dust on haulage roads in hot, arid country can be controlled if the surface of the road is sprinkled frequently and adequately with water. Often, when roads are sprinkled with water to control the dust, hazards are caused through reduced traction and skidding because of the mud that is formed on the surface of the road. Reducing the amount of water used will help to reduce the hazard of skidding.

"INTRODUCTIONThe renaissance in gold and silver recovery technology has continued to unfold and it is appropriate to review some of the useful new technologies as well as try to identify some of the industry's future needs and frontiers.The remarkable strengthening in the US dollar has resulted in a relatively low gold price in US Dollars of around $310/oz at the time of writing and silver at $6.25/oz. This general softening in the dollar prices and the recent confusion as to environmental compatibility of cyanidation tailings and effluents, has led to a slowdown in announcements of new operations. Another reason for the slackening off in the USA is that in the past few years a large part of the capital has come from oi I and gas companies that now seem to be losing interest in mineral ventures, and foreign investors for whom the dollar is becoming out of reach. In the author's opinion this represents an unprecedented window of opportunity.Elsewhere in the world where local currencies have weakened, the price of gold is at or close to its all time high.For example, in South African Rands, the gold price was R571.00/oz when the rand was US$1.47 and the gold price reached US$800. Now at US $309/oz and with the Rand at US$0.51 = Rl .00, the local gold price is R600. The price of si Iver in Mexican pesos is not much less than it was when silver reached US$50/oz. Gold, and silver prices in local currencies outside North America are still buovant and at levels where additional investment in new projects is more encouraging.Even in Canada where the dollar is worth about US$0. 75, this provides a smaller but significant cushion compared with US operations. Considering the present strength of the US dollar and even the Canadian dollar relative to many other gold producing countries, there should be significant investment opportunities at today's prices. Mining companies have started to descend on Brazil, for example, where in a matter of just a few years annual gold production has increased from 10 to 70 tons. In South Africa, a Canadian company backed by Swiss financing has been able to take over a Witwatersrand gold mining operation and is installing a huge new tailin9s retreatment plant to process about 1 million tons per month of tailings."

Regardless of the mechanical design features of a particular air classifier certain basic principles apply. Specifically , there are two forces at work: 1. An air drag force 2. An inertial or centrifugal force. The air drag force has an increasing influence as particles become smaller. A very small low mass particle is easily carried along with an air stream even when turning a corner. Thus, fine particles follow the air away from the classifying zone. Inertial forces increase as the mass of a particle gets larger. Thus oversize particles tend to obey Newton's laws and respond to centrifugal forces or simply continue in a straight path when the airflow changes direction.

In recent years, like many other smelters around the world, Albras has been increasing line current. The necessary adjustments to the work practices and process variables need to be made on all potlines, which in this case means on 960 cells at the same time. It was a challenging task to adjust the process parameters to the new amperage. In July 2003 potlines 2, 3 and 4 were running at 1 73 kA and the goal at that time was to reach 180 kA. Preliminary trials with 180 kA were performed on a group of 10 boosted cells on potline 3 in order to investigate possible operational problems. It was decided to increase the amperage in three steps accompanied by continual evaluation of the state of the process. In July 2004 the target of 180 kA was achieved with good operational results. This paper presents the overall results, the parameter adjustments made during the amperage increase in the booster group and how the increase was implemented on the other potlines.

Fortunately •the mining, with the exception of permafrost conditions, and the milling practices, are the normal approaches dictated by the size, type, and character of the orebody. The unusual aspects are linked directly or indirectly to the isolated location and are •principally ancillary requirements or services covering a broad range from climate to supplies and from finance to entertainment. It is our intent to cover the more salient points of interest together with a brief description of the general operation.To understand the primary motivation of the mine, it must be made clear that North Rankin was conceived as a foothold in the Canadian North, that region embracing 40 per cent of the Dominion which ex-tends north of the commercial tree-line and which includes nearly 50 per cent of the Precambrian Shield, our mainstay of Canadian mining. Secondly, this project was born in an atmosphere of premium sales in the nickel markets, assuring a rapid pay-back of the heavy •capital expenditures. And finally, it has •been coddled through the stark reality of a competitive metal market with the hope and trust that the experiences and achievements will lead over the bill to a bigger and better mine in this virgin territory. This is the briefest story of the mine's history, but it pays tribute to the many people who, in thirty years since .discovery, have championed this project."

This is clearly apparent from the special attention paid to rock fracture in the comprehensive papers published within the past four years. These papers present a picture of how the knowledge of brittle fracture of rock was gradually enriched and also show that what was often taken for granted three or four years ago is no longer considered as valid today.

The advent of the space age and its promise of interplanetary flight has prompted new ideas for propulsion systems that will allow maximum energy with minimum fuel weight. The use of cesium as the source of energy for such rocket flights has been found desirable. Theoretical efficiency of a rocket fuel is measured in terms of specific impulse, defined as the number of pounds of thrust per pound of propellant consumed per second. Specific impulse is usually expressed in seconds (the number of seconds for which one pound of fuel would produce one pound of thrust) although it is really a measure of total energy, not of power. The most sophisticated chemical fuels have a specific impulse of 300 to 400 sec; liquid hydrogen heated by nuclear reactor has a specific impulse of 1000 to 1200 sec. Specific impulses as high as 20,000 sec, however, are theoretically attainable with the ion rocket, in which free cesium ions are accelerated across a voltage drop and ejected at high velocity.' Characteristics of the system have been sketched by Boden.2 The desirable properties of an ion propellant are: 1) low ionization potential, 2) low boiling point, and 3) high atomic weight. Alkali metals best fulfill these requirements, and Table I indicates the superiority of cesium. The use of heavy complex ions such as UCl3 is ruled out by their instability and other disadvantages.' Despite its enormous superiority in specific impulse, the ion rocket is inherently low-powered, capable of very small acceleration. Application of ion propulsion will be limited to large rockets and spaceships on missions requiring powered flight for weeks or months and employing a separate chemical propulsion system for escape from the earth's atmosphere where power requirements are large but of brief duration. For example, Kraemer and Larson3 considered the case of an unmanned 25,000-lb pay-load placed in a 300-mile orbit by chemical rockets, proceeding thence by ion propulsion to the vicinity of Mars, where it would go into orbit once again. Calculations provide for 8500 lb of cesium for such a voyage. The question of whether such quantities of cesium will be readily available to the space program does not appear to have been considered by geologists and mining engineers. Present Production and Uses Literature on industrial applications of cesium is scanty. The metal is used in scintillation counters, photocells, infra-red detection devices, and as a "getter" in low-voltage vacuum tubes. Production is sporadic and total figures are not published, but the annual consumption is measured in pounds rather than in tons. The few pollucite deposits known, small as they are, can easily supply the present limited demand for gram or pound lots of cesium. Until recently the price of cesium was $2 to $4 per gram, but according to Chemical Engineering, cesium salts are now available at $13 to $27.50 per lb. Geochemical Distribution As a large alkali ion, the cesium ion accompanies potassium in geological processes and tends to be concentrated in the latest crystallizing fractions of potassium minerals in much the same manner as rubidium. Most of the cesium in igneous rocks, therefore, is in the micas and potash feldspars of granites, and especially in granitic pegmatites. The cesium content rises markedly in the micas of the late by-drothermal replacement stage in complex pegmatite~.' Typically, cesium is only 0.5 to 0.01 times as abundant as rubidium in potassium minerals. Rb', with a radius of 1.47 A, is close enough in size to K' (1.33 A) so that rubidium forms no minerals of its own. Cs+ is so large (1.67 A) that only small concentrations can be taken up in potassium minerals; when cesium is present in solution in larger concentration it forms the mineral pollucite, Cs3-Na2A17Si17O48.3H2O, which is known only in pegmatites. In many underground mining applications where-dry fill is used, only a token acknowl- edgement of the fill properties is given. It is the aim of this paper to induce mining engineers to consider dry fill as an engineer- ing material rather than a mass to place in unwanted voids. Dry fill is generally cheap, inert and readily available, but it can still contribute to mining performance. In particular, the choice of the dry fill becomes more critical as stope sizes increase, controlled choked draws are used or pillar recovery introduced. Selection must be initiated from an evaluation of the role of the fill in the mining operation. In most cases the fill must be chosen before quarrying begins and an investigation must be made of available sources and appropriate quarrying methods. Some of the properties of fill are described together with evaluation techniques. A com- parison of placement conditions is limited by the complexities of material flow and degrada- tion: However, field and model tests can aid interpretation in these cases. Examples are given of aspects of dry fill selection and their incorporation in mining design.
