"The three kinds of phosphate ores (igneous, metasedimentary and sedimentary) found in China have great differences in flotation flowsheets and reagents suite because of their crystal structure and mineral composition. The igneous and metasedimentary apatites have good floatability with fatty acid as collector and waterglass, sodium hydroxide or sodium carbonate as conditioners. The sedimentary phosphate is very difficult to beneficiate by direct flotation because of their poor floatabilities and relatively high content of MgO and SiO2, even though the dolomite depressants are used sometimes.The differences in floatability of apatites in China are closely related to their differences in specific surface area. The amount of collector to float apatite increases with the specific surface area. Apatite with lower specific surface area showed good floatability at lower collector concentration. Apatite with a higher specific surface area needed a higher concentration of collector. The content of CO3 2- will affect the specific surface area of apatite by distortion of its crystal structure and consequently affect its floatability.Dolomite can be easily rejected from apatite in a weak acidic medium (pH=5), especially in phosphoric acid medium by reverse flotation. Quartz and siliceous gangue in sedimentary apatite can be removed by direct flotation using fatty acid or by reverse flotation using amine. Amine is not practically applied because sedimentary apatite in China is usually very fine and needs fine grinding, which always results in excessive, very fine, stable and non-flowable foam.Based on the floatability of phosphate ore in China, a two-stage flotation process, direct and reverse flotation (D+R), was developed to beneficiate sedimentary ore. For the Haikou phosphate ore containing 25.11% P2O5, 3.46% MgO and 16.5% SiO2, a concentrate containing 31.84% P2O5, 0.48% MgO and 14.8% SiO2 can be obtained through a continuous D+R test at a recovery of 89%."

AT THE inception of the cyanide process and its adaptation to the practice of gold and silver metallurgy much difficulty was experienced in applying it to auro-cupriferous ores, both in economy of treatment and recovery of the gold from solution. The presence of copper in the ore effected a high chemical consumption of cyanide during treatment, and in the solvent solution, it retarded the precipitation of the gold on zinc shavings. The coating of the copper on the zinc shavings presented even worse difficulties than the increased cyanide consumption as most ores contain a small amount of copper. This interference of copper led to the use of other precipitating methods and attempts to recover the cyanide which was consumed during ore treatment. Of the other methods used, electrolytic precipitation was the most practical until a better understanding of the application of zinc shavings and zinc dust developed. In September, 1905, a patent entitled, "Method for Recovering Precious Metals from Solution," was granted to Isaac Anderson and Michael Scanton. This method is adaptable to precious metal ores containing a small percentage of copper but has never been extensively used or perfected. The process has

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. "Scandium International Mining Corp (SCY) has been involved in the commercial development of its Nyngan Scandium Project for about ten years. Various studies at a variety of global R&D organizations have been carried out in an attempt to define the deportment of scandium in both the limonite as well as the saprolite phases of Nyngan ore to assist with process development. Technologies such as sulfuric acid baking, high pressure acid leaching, sulfuric and hydrochloric acid atmospheric leaching and heap leaching have been extensively investigated both at the bench and pilot scale level to arrive at the most economic process flow sheet that will be discussed in some detail in this paper. Solvent extraction, ion exchange and other refining technologies have been tested and an optimum configuration has been established for the Nyngan project which is expected to be the first primary scandium mine and metallurgical plant in the world.Because of a lack of product availability the current scandium market is limited to less than 20 tons per year. Technologies have been identified to produce product with different specifications for aluminum alloys and solid oxide fuel cell applications. Preliminary economics have identified that Nyngan will be a robust and low capital cost project that can readily be expanded as the size of the scandium market increases."

THE downward trend of metal prices seems to act something like a reagent that precipitates selfishness in most business men's hearts; in the same way the upward trend precipitates altruism. Operators do not say: "I continue working my mine without curtailment because I can afford the present prices while my neighbor cannot and thus will give me way." They say: "I continue working my mine because 1 consider it a service for consumers. They will get better prices on a free market. Any curtail¬ment would be an attempt to raise prices artificially, that is to say, bad economics." Copper producers have learned how fallacious is such an opinion. It perhaps was not fallacious in olden times when all mines were worked on a small scale even if operating on a big deposit. At that time the supply and demand law played fair. When prices were too low and profits were vanishing for many mines, they would. shut at once, then little by little the metal scarcity would induce prices to climb up again; finally these prices would reach the point when it became profitable to again work the closed mines. Re-opening and shutting down mines was then a normal custom. Workers and operators weakly deplored this unstability, but there was nothing effective they could, do about it.

Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. RESINS from a bituminous pitch, a bituminous coal, a lignite tar, a subbituminous pitch, and an electrode binder pitch wore investigated by the Bureau of Mines. The compositions of these resins were determined by four independent methods of structural detemination: (1) Molecular formula and ring analysis, including ring (2) infrared and ultraviolet spectra; (3) combined pyrolysis/gas chromatography, and (4) catalytic dehyrogenation followed by spectra and pyrolysis. The resin structure was correlated with coal structure, and it was concluded that pitch resins probably consist of essentially unaltered coal molecules carried over with the tar vapors in low-temperature carbonization.

To achieve compliance with 2015 EPA Tier 4 Final regulations, which permit only around 10% of Tier 3 particulate matter (PM) and NOx emissions, a number of technologies are being implemented. Use of a fuel borne nanoparticle combustion catalyst reduces the level of PM and unburned hydrocarbons exiting the combustion chamber, alleviating the burden on downstream exhaust after-treatment systems. The impact of an iron-ceria combustion catalyst (GO2) on carbon oxidation kinetics and on diesel engine emissions is presented. The iron-ceria nanoparticles catalyze carbon oxidation at lower temperatures and increase the oxidation rate by a factor of 18 at 400 °C. Engine tests on a generator powered by a John Deere Model engine and field tests on a Cummins ISC 330 tractor truck and CAT 3508B propulsion engines are presented. Use of GO2 resulted in a reduction in PM10 (particulate matter under 10 um) emissions of up to 26% and a hydrocarbon emission reduction of up to 41%. NOx emissions did not increase in these trials and the amount of change depended on engine type. Application of this fuel borne technology for emissions reductions in mining equipment offers significant benefits.

"One of the more challenging issues facing operators of U.S. mines and quarries is blasting in an environmentally acceptable way. It is quite important that industry management understand and apply guidance, discipline, and control in the exercise of blasting operations. This presentation is a discussion of problems related to that environment away from the blasthole that may or may not be adversely affected by blasting and the steps management may consider in resolving resultant problems. In any case, one of the main concerns that will continuously be brought up is thatmanagement procedures inherent to good blasting is a uxporate responsibility of the mine or quarry business entity; and can not be delegated to the explosive manufacturer or supplier. This management attitude, based on education, training, and the comprehension that the process of production begins with drilling and blasting and consumes a significant amount of overall production costs."

"Self-drilling rock bolts (SDRBs) that use pumpable cement grout to anchor bolts have been used successfully in the tunnelling and civil engineering industries for many years. Pumpable cement grout offers a considerable advantage in that the SDRB can be fully encapsulated right down to the bearing plate, including filling cracks and cavities in the borehole. However, cement grout cannot provide the immediate rock support required for the coal industry. This paper describes a new SDRB system that uses pumpable resin to anchor the SDRB in a borehole, which not only provides all the advantages of a pumpable grout anchoring system, but also provides immediate roof and rib support as required in the coal industry. This paper further outlines the latest developments in SDRB technology including (1) extendable self-drilling rock bolts, which can almost double in length during the installation process and are particularly suited to low seam heights and rib support and (2) pre-tensioned SDRBs, where a pre-tensioned load can be applied during the installation process. These new SDRB systems offer both considerable advantages in rock support and improvements in mining productivity.INTRODUCTIONThe mining industry is continually striving to develop more efficient methods to support the roof and walls of roadways and tunnels, and rock bolting has proven to be one of the most significant improvements in ground support over the last 50 years. Rock bolting is now almost universally used in the underground mining industry worldwide, and there are many different rock bolts available.Rock bolts are traditionally made from steel or fiberglass and are anchored into a borehole with a friction-anchoring device, such as an expansion shell mechanism; cement grout; or chemical resin. Friction-anchored bolts are widely used in the Australian metal mining industry, predominantly as short-term support. They are used in conjunction with resin-anchored bolts where there is a requirement for longer life. Resin-anchored bolts are used in the coal mining industry.Friction-anchored bolts provide immediate rock support, but their load transfer capacity is poor compared to resin or cement anchored bolts. In addition, friction-anchored bolts are more susceptible to corrosion than resin or cement anchored bolts."

When we are beset with the economic problems the world faces today, we are always inclined to look at the shorter term future. Today I would like to take a long-term view of our industry, project historical demands for our products into the future and discuss opportunities for our members. Perhaps we could firstly look at the long-term demand trends for our metals. If I tend to use non ferrous metals as a basis for my figures it is because this data is more readily available to me. I am sure that most other products of our industry show similar trends.

I hope that after the long evening and all the exercise that some of you took you won't be completely exhausted to listen to a little bit about pile testing. The topic that 1 have been given is pile testing. It seems to me useful to break this topic into some smaller pieces so that we can try and organize our thought a bit. As I understand the terms "pile testing", I believe we are really referring always to capacity, one way or another, so I am suggesting that we organize the things we are doing in terms of measurement of soil capacity and pile capacity. There are obviously two failure modes and we frequently speak of pile integrity rather than structural pile capacity, but it's really capacity that we are concerned about. Further within these breakdowns I am suggesting that we might look at the topic of soil capacity in terms of static methods and dynamic methods and, finally, within each one of these, measurements of axial capacity and measurement of lateral capacity. Also here some of these subdivisions might be there for the purpose of symmetry and finally the same sorts of breakdown in Pile Capacity area.

The main source of Mn in raw materials for SiMn production is Mn-ore and Mn-rich slag from the high carbon FeMn production. The amount of slag per tonne of SiMn metal is mainly determined by the ore/slag ratio. Increasing share of FeMn slag at expense of Mn-ore will lead to larger slag/metal ratio in the SiMn process. High volume of slag leads to an increased consumption of energy and probably to higher losses of metal inclusions in the final slag. Excavation of a SiMn furnace has shown that only modest pre-reduction of Mn-ore with CO gas seems to be obtained. Nearly all reduction of MnO was finished at the top of the cokebed. Dissolution and reduction of quartz obviously takes place in the cokebed zone after the main reduction of manganese oxide is finished. Probably the ?pick up? of Si in the metal is quite fast and takes place as the metal trickles down through the cokebed towards the metal bath. The distribution of Si between SiMn alloys and multicomponent MnO-SiO2-CaO-Al2O3-MgO slags is mainly determined by the process temperature, the silica content of the slag and its R-ratio = (CaO+MgO)/Al2O3. As an example, the equilibrium content of Si in the alloy will increase by about 6 % if the R-ratio is reduced from 2 to 1, provided constant temperature and silica content. The effect of temperature is also considerable. The equilibrium content of silicon will increase by approximately 6 % per 50°C in the temperature range 1550°C to 1700°C. The equilibrium content of MnO in SiMn slags depends first of all on the temperature and secondly on the silica content of the slag. At 1600°C the MnO content decreases from about 9 % at silica saturation to a minimum of about 3-4% when the silica content is reduced to about 40-45%.

In designing very large excavated slopes which are becoming increasingly common in both mining and civil engineering projects, the most important decision of the engineer is the selection of a slope angle. The purpose of the geotechnical study of the slope is to ensure reasonable stability of the slope in the most economical way. Because the rock mass composing each slope is unique, there are no standard solutions for slope stability analysis. A practical solution is formulated from the basic geologic data, engineering properties of the rock, geometry of the slope, and ground water observations. Stability analysis consists of analyzing the forces causing and resisting slope failure. There are several methods of slope stability analysis. The limit equilibrium method evaluates the overall stability of the sliding mass just on the verge of slip, using some or all of the three equations of static equilibrium of a plane problem. The stress-strain relationships of the rock mass are not considered. Method of analysis include the assumption of the shape of the slip surface. Peterson (10) introduced the Swedish method of analysis in 1916, which is based on cylindrical sliding surfaces. Fellenius (4) in 1926 extended this method and introduced the method of slices. This method was refined by Bishop (I) in 1955 and later used by Morgenstern and Price (8) in 1965. In many cases layers of extremely soft strata or strata weakened by neutral stress cause failure to take place by translation along plane of weakness instead of by rotation on a circular surface. In this paper, a slope with a horizontal layer of weak meterial is selected for analysis. This is a usual case for open pit lignite mines where lignite seam may be non-cohesive and 'weaker than the overburden rock or a soft clay layer underlies the seam. It is also a common case of rock fill dams supported on a foundation stratum of clay where the strength of the clay layer is less than that of the rock fill. It is shown that utilizing this method, the location of potential failure surface and the value of the minimum factor of safety can be calculated directly and the trial computations of factors of safety for a number of assumed failure surfaces are not necessary.

Neste trabalho analisou-se o Caminho Critico (MCC) da operação para incrementar a produtividade na execução de fundações profundas pela adoção de dispositivos, equipamentos e processos de alta produtividade, encabeçados por soldadores qualificados e certificados. Com isso, criou-se o processo INO///FAST®, aqui apresentado, que permite obter uma emenda, atendendo plenamente aos preceitos da norma ABNT NBR 6122:1996 (“Projeto e execução de fundações”), em apenas 10 minutos. O processo desenvolvido foi analisado, verificado e comprovado em uso prático por pesquisadores, engenheiros e técnicos.

ABSTRACT The sensitivity of sulphide minerals towards oxidation depends on the mineralogical makeup and nature of sulphide ores. This paper focuses on chalcopyrite behaviour in a nickel-copper sulphide- ore matrix that was aged in the mine-site stockpiles. Results of collectorless, collector-induced flotation and recovery by size are presented following a discussion of XPS analysis that was used to gain insight into oxidative alteration of chalcopyrite’s surface chemistry. Chalcopyrite maintains its high flotation activity despite exposure to weeks of oxidative conditions. It is concluded that chalcopyrite is quite tolerant to stockpile oxidation due to various factors related to alteration of its surface chemistry.

The Xietongmen deposit is located 350 km west of Lhasa, Tibet. It is a new, high-grade porphyry copper-gold discovery and the first deposit to be systematically explored by a western company in southern Tibet. In 2005, Continental Minerals Corporation drilled 21,332 m of core in 63 holes and demonstrated excellent lateral and vertical continuity of high-grade copper-gold mineralization over an area 750 m by up to 350 m in size which remains open in all lateral directions. Drill intersections repeatedly yield grades >1% Cu equivalent (based on gold and copper prices) and include 308.5 m at 0.87% Cu and 1.25 g/T Au (1.60 CuEQ%), and 315.6 metres at 0.61% Cu and 1.11 g/T Au (1.26 CuEQ%). Extensive drilling in 2006 will expand and delineate the deposit, and metallurgical, engineering, environmental and socio-economic evaluations will begin. Xietongmen is hosted by volcanic and intrusive rocks of the Gangdese belt, a magmatic arc active between 120 and 30 Ma along the southern margin of Eurasia. Pervasive alteration is dominated by a well-mineralized K-feldspar and biotite assemblage, and by a more peripheral sericitic assemblage also with strong chalcopyrite. Major vein stages include chalcopyrite-bearing quartz, biotite, magnetite and pyrite-pyrrhotite types.

Trends in PGM demand?The conference paper will cover a concise analysis of demand trends, which will include the major PGM end-use sectors (autocatalysis, jewellery, glass, petroleum, nitric acid, medical/dental) and will touch on the investment sector. Reference will be made to environmental legislation affecting global emission standards, trends in PGM loadings and the substitutability of platinum and palladium in this end-use sector. Observations will also be made on the jewellery sector, and the development of Chinese and Japanese demand. Trends in primary and secondary PGM supply?Similarly the paper will summarize historic and current global mine supply and primary production trends for PGMs, referencing recent expansions, their deliverability, and other projects coming on line. Consideration will be given to the grade and geology of PGMs worldwide and metallurgical developments. PGMs produced as by-products of base metal production and early PGM recycling estimates will also be appraised. In order to gain a wide-ranging appreciation of the industry?s long-term cost trends of producing virgin PGM metals, the paper will look at the cost and profit dynamics of global production on a regional basis (Western Bushveld, Eastern Bushveld, Northern Bushveld, Zimbabwe, USA, Canada and Russia). Extrapolating tomorrow?s PGM market and forecasting metal prices?Based on established industry trends and market practices Stephen Forrest will conclude by unveiling a variety of thought-provoking extrapolations of today?s and tomorrows platinum, palladium and rhodium markets to conference delegates. Importantly, having highlighted major developing PGM market trends in end-use (specifically on the elasticity of demand to high metal prices), primary and secondary PGM supply trends, in addition to presenting a carefully reasoned forecast of industry supply costs and margin trends, Stephen Forrest will conclude by estimating long-range PGM metal price trends. Explanations for commodity price levels (or movements) commonly focus on the fundamentals of supply and demand otherwise they are simply assigned to speculative activity. Comparisons of metal-price histories to monetary and other economic data support the argument that the supply of and demand for money are no less important in the determination of price than are the supply and demand of the commodity itself. That these relationships should exist is evident in the price identity and they are consistent with monetary theory. The patterns developed have limited usefulness as predictors, but their recognition is essential for the construction of price scenarios for planning purposes.
