The Brunswick Mine Diesel Particulate Filter Study was one of several research projects initiated by the Diesel Emissions Evaluation Program (DEEP). The study was carried out at Noranda?s Brunswick Mine in Bathurst, New Brunswick by Noranda Technology Centre and Brunswick Mine personnel with the collaboration of Natural Resources Canada - Canada Centre for Minerals and Energy Technology (CANMET), National Institute of Occupational Safety and Health (NIOSH), Andreas Mayer of VERT, and diesel particulate filter (DPF) system suppliers. The study began in early 2000. Field evaluations continued for 20 months. The final report?authored by Sean McGinn?was submitted to DEEP in the Autumn of 2003.

"The data that many mineral processing plants make use of, is provided by samples taken from sampling systems which are inadequately designed or improperly maintained, and therefore cause detrimental effects to plant operations, production planning and metallurgical accounting! Poorly designed or maintained sampling systems will likely produce low probability samples which give the operator a false sense of security of the product and the process. If data is the basis for action (Flintoff, 1992, p.2), then using the resulting suspect or bad assays by operators, control systems, or metallurgist and administration personnel will act and make decisions which may adversely affect the profitability of a processing plant. Here we will discuss some of the fundamental sampling problems, propagation of errors and a method to estimate what impact this has on an operations Net Smelter Return.INTRODUCTIONIn order to control a mineral processing plant at its best potential, it is necessary to obtain the best possible measurement results of the metal or mineral in question. The sample which is delivered to a measuring instrument, or lab, needs to be of the highest probability to be able to achieve this. This paper will discuss the effects of sampling errors on grade / recovery and grade / Net Smelter Return (NSR) and provide a method to estimate the monetary advantages of using probabilistic sampling in a processing plant.REVIEW OF SAMPLINGSampling, by definition, is the removal of a small representative portion from a total consignment, or flow, for the purpose of accounting or process control.• A sample can only be considered representative, if each and every increment collected, in each of the sampling stages, is representative.• Each particle of the sampling lot must have the same probability of being included in the final sample.• If both of the above conditions are met, then the final sample will be representative of the complete sampling lot.It is commonly known that in order to take truly representative and probabilistic sample, best practices indicate that:• The total stream should be sampled.• The sample cutter should intersect the sample at right angles to the flow.• The sample cutter should travel through the stream at a linear and constant speed and the speed deviations should be less than 5%."

During calendar year 1972, the Bureau of Mines was engaged in some 20 major areas of research for the development of new and improved efficient methods of conservation and utilization for petroleum and natural gas, oil shale, and coal. Made up of numerous projects described in this report, the program was carried out through research performed at research centers and laboratories in the field supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Based un this research, 186 technical reports were published by the Bureau or others, and numerous other reports were prepared for Federal agencies, State agencies, and organizations engaged in cooperative research programs with the Bureau.

Methane (CH4) is a potent greenhouse gas, accounting for 15 percent of all global greenhouse gas emissions in 2005. Since methane has a much shorter atmospheric lifetime than carbon dioxide (CO2), reducing methane emissions can achieve considerable climate benefits over the next 25 years. Coal seams often contain significant quantities of methane and CH4 released to the atmosphere from gassy mines during coal extraction is a major source of greenhouse gas emissions. Methane (CH4) emissions from coal mining activities constitute approximately 6% of total global human-related methane emissions. Coal mines around the world have recognized that methane is a clean energy resource that can be captured and used productively. Coal mine methane (CMM) is currently utilized for power generation, natural gas pipeline injection, vehicle fuel, industrial process feed stocks, on-site mine boilers, mine heating, and home heating distribution systems. Upgrading mine degasification systems can often improve gas quality and create favorable project economics. The United States has been a leader in coal mine methane (CMM) recovery and use since the 1990?s. There are now 15 projects at active underground mines in the U.S., as well as 26 abandoned mine methane projects. Recovery and use projects at active underground U.S. mines reduced methane emissions by approximately 49 Billion cubic feet in 2010. In an exciting new development, a ventilation air methane (VAM) mitigation project at the CONSOL McElroy mine in West Virginia was installed by Verdeo. Operational since September 2012, this is the first commercial-scale VAM project in the U.S. and the project will reduce methane emissions by an estimated 920 MMCF/yr. As part of the U.S. Greenhouse Gas Reporting Program, actual data on methane emissions from underground coal mines was collected for the first time in 2011 and reported to U.S. EPA in September 2012. The data collected will help inform stakeholders, particularly the underground coal mining industry, of CMM emission sources on public and private lands. The detailed data will also shed light on the specific sources of methane from active underground coal mines and highlight project opportunities for the U.S. coal industry. The paper will cover U.S. coal mine methane emissions, U.S. CMM utilization and destruction projects, Federal policies and State incentives for CMM capture and utilization. 2011 CMM data from the U.S. Greenhouse Gas Reporting Program Subpart FF will be analyzed and compared with previous U.S. Greenhouse Gas Inventory estimates. Other developments, including the voluntary carbon market, will be discussed.

The selection of the production rate is one of the most crucial decisions to be made in the development of a mineral property. However, it is not uncommon for the production rate to be decided arbitrarily, before any technical evaluations begin, and it is often not reconsidered when better data becomes available. A number of methods are used in the mineral industry to select the production rate for a project. There is general agreement that the size of the ore reserve has a strong influence on this decision, but what other factors are involved? Is there a way to identify an optimum rate? This paper examines the factors that influence the selection of a production rate from the perspective of project economics. The NPV maximum value should be viewed as a “failure” point. The “two times capital” maximum is proposed as a lower limit. A practical check is suggested to confirm that a selected rate is in an optimum range. Production rate assumptions are much more likely to be reviewed for marginal projects, but they should also be reviewed for viable projects.

"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. Conflict is commonly considered in a two-party sense, but this can deeply over-simplify the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

When a flat-lying mineral deposit such as a coal seam is mined, some coal is left to separate the roof and floor so that miners and machines can safely mine the seam. The mineral left is in the form of mine pillars. If too much is taken, support problems and unsafe working conditions result. If too little is taken, the mining operation will be unable to compete economically with other mines. Therefore, one must select pillars of the optimal size to maximize mining recovery and minimize risk to miners and equipment. Later, if the pillar support is no longer needed and the surface can be allowed to subside the thickness of the coal seam, then the pillar support can be removed to increase mining recovery, and initial pillar size is not as critical. Only a small part of the information available on pillar design can be presented here. The purpose of this report is to summarize some of the work done by the U.S. Bureau of Mines and others on pillar design, which is reported in the literature from 1833 to the present, and present rock mechanics test results that aid in understanding mine pillar behavior. The variable names used are those of the authors cited. This results in multiple use of some variable names.

The Bureau of Mines undertook research to determine the bromide and iodide content of Mississippi and Alabama oilfield waters of the Tertiary and Cretaceous Period to determine genetic relationships of the ions, to determine their origin, and to determine their genetic relation to petroleum. The 280 samples were analyzed after a pretreatment to remove interferences. The iodide was oxidized to iodate and was titrated with thiosulfate. The bromide was oxidized to bromate and was determined iodometrically. A computer was used to calculate the correlation coefficients of iodide to bromide and to other ions. The other ions are sodium plus potassium, calcium, magnesium, chloride, bicarbonate, and sulfate. The mineral content of the samples ranged from 52 to 1,760 mg/l for bromide and from 2 to 65 mg/l for iodide. The mean bromide-to-chloride and iodide-to-chloride ratios were 0.0065 and 0.0002. The correlation coefficient matrix and linear plots indicated a definite bromide-to-calcium relationship for the brines investigated.

Problems of mine backfilling and fill material deposited underground, the characteristics and relationship between the deposited fill material and overlying ground, and the practical applications and limitations of hydraulic backfilling as ground support are discussed. A great variety of materials ranging from coal washery refuse to concentrator tailings is used as hydraulic fill. Some materials will solidify and cement; others will resemble quicksand, Hydraulic fill as ground support is more efficient in inclined mine openings than in horizontal mine openings, where it cannot be placed tightly to the back. This and other deficiencies of hydraulic backfilling led to the development of pneumatic stowing. Research work in hydraulic backfilling at the Pennsylvania State University is also discussed. This research work includes the investigation of segregation in the discharged fill slurry, the quantity of solids escaping in the drain liquid, the relationship of escaping solids to slurry concentration and discharge rate, and the compressibility of fine fill material.

"This presentation will provide information and facts on the drilling and blasting within a frozen shaft using a full face methodology. The Author will briefly discuss the history of the sinking of a frozen shaft in Saskatchewan, the challenges faced, and the solutions delivered. The case study will include a discussion describing the series of events that led to the decision to adopt a full face blasting methodology. The case study will describe key elements such as the drilling pattern, hole size and depth, explosive products and blast vibration monitoring systems. INTRODUCTION During the shaft sinking process at a project in Saskatchewan, it was recommended that a drill & blast benching method be utilized. Following an evaluation of the site, the geological conditions proved amenable to a ground freezing system that would stabilize the rock formations and prevent inflows of water into the shaft (Table 1).The shaft sinking process required that the ground surrounding the proposed shaft be frozen by drilling several near vertical freeze holes radially at a specified distance from the edge of the proposed shaft excavation. This would allow for the circulation of a chilled brine solution down the freeze holes. The circulation is achieved by means of stainless steel pipes encased within each other to provide a delivery and return conduit for the brine (Figure 1). As a result of this periphery freezing, the ground within the shaft excavation is also predominately frozen.The finished internal diameter of the shaft was 5.5 meters with varying overall excavation diameters to facilitate different liner designs used for various rock formations. For the most part, the fully unsupported/unfinished excavated diameter of the shaft varied from 6.9 meters to 8.5 meters depending on the zone excavated. The challenge was that the proposed drill and blast excavation method posed a significant risk due to the potential to damage the freeze wall and pipes during blasting. The decision was made to commence the excavation through mechanical excavation (i.e. chip and cut) methods then change to a drill and blast method utilizing a split benching design. Through this process, the team encountered five main challenges: 1. Sub-horizontal geological structures and slips that affected blasting performance and sometimes resulted in a sloping surface to the top of the bench; 2. Confined working area for the crews and equipment due to a limited work area as a result of utilizing the split (half) bench drill and blast methodology; 3. Mechanical chipping and cutting of the one-meter buffer zone to the final shaft diameter; 4. Crews working on extremely slippery uneven frozen rock and ice surfaces, which affected safety and efficiency; 5. Establishing a blast vibration monitoring system to determine if the drilling and blasting of the full shaft excavation diameter were acceptable."

"The Texada Mill is a unique iron operation producing High Grade sinter iron concentrate and a by-product copper, gold, silver concentrate. The plant is complex and extremely flexible to handle the many varieties of ore. Two iron concentrates are made and blended. A coarse iron concentrate from primary grinding and a fine concentrate after rougher flotation to remove all the sulphides.All the tailings from iron processing are collected, dewatered, reground and floated for additional copper recovery.The entire milling operation has been carried out in all sea water for seven years and mixtures of sea, fresh, and reclaimed water for ten years prior to that.A very stable float results from the use of sea water at the natural pH8. Reagent Consumption is lower and Metallic Corrosion of mill liners and grinding media is actually less than local fresh water or mixtures of fresh and sea water.Marine growth in pipe lines can be periodically removed by violently bubbling high pressure air up through the water filled mains.Location:Texada Mines is located on tide water on the west side of Texada Island 100 miles northwest of Vancouver, B. C.The Island is served by a 30 car ferry, tug and barge and a scheduled air service from Vancouver to a company maintained air strip near the mine.The climate is moderate with about 30 inches of rain during the winter and relatively dry summers."

In many mineral processing operations, the reported production figures for an accounting period may not make the best use of available data. While most of the mathematical approaches, such as check-in/check-out, mass balancing, used in effective metallurgical accounting strategies are well understood, the sources and magnitude of measurement errors generally are not. As part of the æAMIRA P754-Metal Accounting and ReconciliationÆ project, a study was undertaken at the Northparkes copper/gold concentrator near Parkes, New South Wales to examine the data used in their concentrator metallurgical accounting system. This paper summarises the results of a detailed examination of the mass measurement systems around the concentrator as well as the primary sampling system used for grade estimation. The goal of this work was to develop practical techniques to quantify the error (ie both accuracy and precision) of the measured metal accounting information. With this information, statistical confidence levels for this data can then be calculated. If the errors are small, the effect of error in each piece of measured data can then be propagated to other calculated production figures such as recovery and feed grade using a statistical technique called æthe propagation of errorÆ.

"Feasibility studies are the means by which mineral reserves are established prior to financing a project. However, guidelines are generally lacking for the content, data quality and accuracy of these studies. Regulators take a principle-based rather than prescriptive approach to the content of studies and look to the industry to define study content. Professional organizations, engineering firms and mining companies must eventually establish guidelines and best practices for this work. Most likely these will draw on standards or “stage gates” that have been developed by major mining houses and engineering firms. Engineering studies must: 1.,Define optimal mining and processing methods, production rates, infrastructure, product sales, environmental management and risk mitigation. 2.,Increase confidence in resources, reserves, production plans, processing performance, infrastructure design, environmental management, permitting, capital and operating costs, and financial performance to support financing. 3.,Provide engineering designs suitable for accurate cost estimates. 4.,Develop project execution plans with sufficient confidence that project delays and cost overruns will not occur. Conceptual (scoping, preliminary assessment) Establish the principal characteristics of the project from the geology, resources, metallurgy and development constraints. Assess different approaches to mining and processing. Identify project execution requirements. Test project viability with economic analyses. Recommend additional work to increase the confidence in geology, resources, metallurgical performance, infrastructure, operating and capital costs, environmental conditions and permitting to allow selection of the best development options."

THIS PAPER is concerned with two aspects of the behavior of coal: (1) Dispersion by solvents atmospheric pressure and high temperature and (2) the destruction and regeneration of the coking properties of coal. Several pure polycyclic compounds and a coal-tar fraction were found to extract 95 percent of the organic material of a bituminous coal. About 20 percent of the extract was soluble in benzene, and this fraction contained the ?coking principle? of the coal. From an extensive chemical spectroscopic, and x-ray study of the benzene-soluble material, some conclusions could be drawn concerning the composition and structure of this fraction of coal. A possible commercial application of the extraction technique is in the preparation of low-ash carbonaceous material for the manufacture of electrode carbon.

Fuel requirements of the Pacific Northwest have been increased greatly by the war . To the normal peacetime demands for fuel have been added the requirements of new industrial and metallurgical plants engaged in war production , the increased demand arising from expansion of existing industrial establishments , increased amounts of railroad fuel required to handle wartime traffic , and increased quantities of domestic fuel required by the influx of war workers . In the face of these augmented demands for fuel shipments of fuel oil have been curtailed , wood fuel which normally is an important factor in both industrial and domestic markets of the area is less abundant , and the production of coal in Washington has decreased sharply . The fuel requirements of the region have been met so far by shipping large tonnages of coal into the Pacific Northwest from Utah , Wyoming , Montana , and Colorado ; the quantity received from these States and Canada in 1943 amounted to 2,688,9124/ tons , 175 percent of the Washington production . or The proximity of the Washington coal mines to large centers of war production has resulted in widespread migration of miners to employment in shipyards and aircraft plants ; the ensuing shortage of miners largely accounts for the decreased production of coal in the State . Hence , strip mining , which requires relatively few workers and a shorter time for development , offers an attractive means of alleviating the local coal shortage and obviating the necessity of shipping coal from the producing areas of the Rocky Mountain States to the Pacific.coast . So urgent has been the necessity for augmenting local coal production that any coal property that promises to be amenable to strip mining , even though the coal may be inferior in quality , has warranted examination . Even low- grade coals that cannot compete in the normal market can be used locally , thus releasing better coals for shipment to critical centers. of consumption ... One such deposit of low- rank fuel examined by the Bureau of Mines is in western Lewis County , about 9 miles east of Toledo , Wash . The coal is lignitic and on the as - received basis has a heating value of 6,000 to 6,500 B.t.u. per pound . The property is of interest primarily because the physical conditions favor operation by stripping and offer opportunities for low- cost production with very low manpower requirement .

The current financial state of the mineral industry, in general, is bad. Economic prospects for improvements in the near future are uncertain. What will improve mineral investment economics so the mining industry can return to a more normal (in terms of past experience) production level? Basically, mineral commodity prices must rise. They must rise to economically justify reopening closed mines and for management to seriously consider expansion or development of existing and new mines. With the worldwide economy depressed for more than a year now (longer for most segments of the mineral industry), supply/demand relationships for mineral commodities are such that prices are depressed-except for precious metals. In investment analysis of the economic potential of existing or new investments in any industry, product price generally is one of the key parameters having great impact on the economic viability of projects. Petroleum and synfuels industry development contracted last year for the same product price reasons that have brought mineral industry development to a standstill. Much of the new mine development activity now underway or in the serious planning stages around the world involves precious metals ore body development simply because precious metal prices are high enough now or are projected to be high enough in future production years to give overall satisfactory project economics. It will take significant improvement in nonprecious metal mineral commodity prices in 1983 to develop significant new mine investment interest except in very high grade ore body special situations. Mineral Investment Decision Making Before progressing further with the discussion of mineral investment considerations for the coming year, it should be emphasized that mineral investment decision making-like all industry or individual investment decision making does not relate just to economic considerations. Investment decision making should and generally does involve three analyses: • Economic analysis • Financial analysis • Intangible analysis Economic analysis evaluates the relative economic merits of investment situations from a profitability viewpoint based on discounted cash flow analysis of projected investment revenues and costs. Financial analysis, on the other hand, refers to where and how the funds for proposed investments will be obtained. Regardless of the project's economic potential, if you can't finance it, the project will not be done. Intangible analysis considers factors affecting investments but which cannot be quantified easily in economic terms. Typical intangible factors are legal considerations, public opinion, goodwill, environmental and ecological impacts, and regulatory or political considerations, to name a few. New mine development investment decision making in the US has been impacted heavily by intangible considerations in the past decade and will probably continue to be impacted by them in 1983. There is a common tendency in literature and management practice to interchange the terms economic analysis and financial analysis. This often leads to confusion about the rationale for investment decisions. For example, in the past year a majority of companies in all types of industries cut back budgets for new projects. Often this was done not because new project economics were unsatisfactory, but because cash flow from existing operations was reduced compared to previous years due to the recession, and debt service requirements were high from existing loans so new borrowing was undesirable. For financial reasons, in other words, many projects were shelved last year. That included some precious metal mining projects and many petroleum projects. Many other projects were shelved for economic reasons (sometimes combined with financial reasons in the case of marginal economic projects). New mine development for copper, lead, zinc, molybdenum, iron ore, and synthetic fuels are a few examples. Economic Uncertainty and Financial Considerations Mineral project analysis has always involved a lot of uncertainty with respect to determining ore grades, tonnage of producible reserves, operating and capital cost projects, and mineral commodity prices estimates. The wide swings in mineral commodity prices in recent years and the almost impossible task of projecting future prices with any degree of confidence or accuracy concerns mineral project investment decision makers. In developing a new copper or silver mine, it is not today's price of copper or silver that is relevant to economic analysis of the mine, but what the price will be during the producing years. There is no way to avoid projecting the escalation (or de-escalation) effects on revenues and costs. To analyze a project in terms of today's dollar revenues and costs implicitly assumes that escalation will not change today's project costs and revenues; or that, if they do change, the project economics will be unaffected by the changes. THE fundamental reasons underlying the choice of a method of mining a coal seam are safety of operation, cheapness of producing the product and the character of the product as a saleable article. From the standpoint of safety, open or strip coal mining is always preferable, as many of the dangers inherent to underground work are absent, such as explosions of gas and dust, falls of roof and coal, and also to a great extent those due to haulage and the use of explosives, thus eliminating three of the chief causes of accident from which about 75 per cent. of the underground accidents in coal mines occur. The conditions under which coal is stripped also make the work much safer than ordinary quarry work, as the depth. of the pit is usually comparatively slight. From the standpoint of low mining cost, there is much misapprehension and many of the costs given are misleading in that they do not take into account such items as the destruction of the surface for future use, the full cost of the removal of the overburden, depreciation, amortization, coal depletion, loss of time through floods and from bad weather in winter, etc. Coal is no doubt often put on the cars at less cost by stripping than by underground mining, but by no means always so, as is too generally assumed. In some cases coal must be obtained by stripping or not at all, due to the small amount of overburden that renders underground mining impossible.
