In August, 1977, the Federal Surface Mining Control and Reclamation Act was signed into law [I]. It stated that: "The Congress finds and declares that because of the diversity in terrain ... and other physical conditions in areas subject to min ing operations, the primary governmental res- ponsibility for developing, authorizing, issuing, and enforcing regulations for-surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environ mental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall re quire tfieoperator to adopt izeasures consist ent with known technology in order to prevent subsidence, causing material damage, to the extent technologically and economically feasible, maximize mine stability, and main tain the value and reasonable foreseeable use of such surface lands, except in those instances vhere the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining. "

THE conventional method of making water gas involves individual plants for the separate carbonization of coal to coke and the subsequent gasification of coke with steam. The process demands lump coke, preferably made from the best quality of coking coals. The ash in the coke should have a high melting point and the gasification process suffers a loss of efficiency when cokes with low ash-melting points are used. In Britain, these coals are generally the most expensive and they are readily available only in certain localities. The coals not suitable for making lump coke, or yielding only poor quality coke, are much more widely available and are generally cheaper. DEVELOPMENT OF ALTERNATIVE PROCESSES In Germany, processes have been developed and operated commercially for the production of water gas from very low-rank coals such as brown coal and lignites, but much less effort has been spent on processes to use coals of intermediate rank, which are widely available in Britain. The brown-coal processes use coal in the form of either dust or briquettes. The most successful of the dust-gasification methods is the Winkler process, which made a substantial contribution to German oil production during the war. It uses coal in the size range 0 to 8 mm and the fuel bed is blown with a mixture of oxygen and steam at a rate high enough to give it a characteristic boiling motion or, in present-day phraseology, at a rate more than sufficient to fluidize it (Fig. 1). Air cannot be used to provide the heat required for gasification, for vari¬ous reasons. In the first place, to make the process continuous by mixing air and steam would involve the production of a lean gas containing much nitrogen. If a separate blow were used, a large amount of potential heat would be lost because the blow gas in such a process would contain a very high percentage of carbon monoxide. Oxygen is necessary therefore and oxygen remains relatively expensive for use in gasification. In the Winkler generator, formation of clinker caused by local overheating does not occur, because of the mobility and high heat transfer of a fluidized bed. These properties of fluidized dusts have been used most successfully.

A comprehensive strategic planning model has been developed for the phosphate strip mining and chemical operations at White Springs, Florida. The computerized model covers ore body modeling, production simulation and financial analysis. Several innovative features in the model include using NPV techniques in ore body block economics, adapting the floating cone method to a floating template for generating dragline mining units automatically, using interactive graphics for designing mining units, and a dragline move economics algorithm for automatic scheduling of mining unit assignments and moves. Simulation of chemical plant production uses linear programming and concentrate inventory levels control mine operating schedules.

Significant pyrite often does not dissolve in the Sobek (1978) nitric acid extraction; therefore, the standard conservative approach is to estimate pyrite using sulfur present in the sum of the nitric acid and residual sulfur fractions. Alunite, when present, appears as residual sulfur. Because alunite does not generate acidic effluents, overestimation of AGP can occur if all residual sulfur is assumed to be undigested pyrite. Evaluation of 16 samples from the Florida Canyon Mine revealed that petrographic examination coupled with a modification of the Sobek method to include a 6 hour hot (250°F) 'nitric acid extraction resulted in a more accurate estimation of AGP.

"Northwestern Pacific submarine seamounts are believed to be future marine mining areas of ferromanganese crusts, which contain hi-tech industrial metals, such as Co, Ni, Te, Ti, Pt, and REEs. The Takuyo No. 5 seamount is a member of the Cretaceous super-plume seamounts in the north Pacific, located within a Japanese EEZ (100 nm from the Minami- Torishima Is. or Marcus Is.), and only 300 nm away from the Japan’s Licensed area for exploration of Co-rich ferromanganese crusts under the ISA. This is an on-going program supported by independent academic communities but not a state-run program or managed by private funding.We have observed, sampled, measured, and analyzed the occurrences, distribution, physical properties, and microbiological environments at a selected flat topped seamount named Takuyo No.5 as a model area for scientific study of ferromanganese crusts within the Japanese EEZ. We then characterized crust structures, composition, age, and growth history, resulting in an understanding of the overall nature and distribution of these deposits from wide range of areas, water depths and geological environments. The study started with a ROV (Hyper-Dolphin 3K of JAMSTEC) exploration jointly with universities and national institutions (Japan Agency for Marine-Earth Science and Technology, Japan Oil, Gas, and Metal Exploration Corporation, and Geological Survey of Japan) in 2009 using marine geology vessels, remotely-operated vehicle, an oceanbottom drill machine, deep-tow TV camera, as well as conventional dredges and corers. We have been studying the topography, geology, nature of the bottom material of the seamounts using delicate sampling devices and measurement tools, and characterized the distribution patterns of the metal-rich ferromanganese deposits from chemical, mineralogical, and microbiological points of view."

The Rondout Bypass Tunnel in New York has two access shafts. The upper sections of the shafts are lined with steel pipe to resist a substantial net internal water head . Initial design included a ¾-inch-thick cement mortar lining (CML) for all three components. Because of concerns with CML application on large-diameter pipes, the protective lining was redesigned for shotcrete application. This paper discusses the details of that design, mock-ups, and shotcrete application.

The forces that arise from this large specific surface the key to understanding the behavior and treatment of fine particles. This report documents a systematic approach towards implementing an improved ensemble for the mine rescue team system that will protect against the hazards of mine rescue and recovery and will also afford improved performance through increased comfort and maneuverability, lighter burdens, and improved human engineering designs. In the first part (Task 1) the mine rescue team's protective needs were defined along with the test methods required to evaluate whether a particular piece of gear met these needs. Task 2 assessed existing gear against performance criteria and standards developed in Task 1. Task 3 consisted of the conceptual design and construction phases of the MRPE program. Special consideration was given to advanced concepts, materials, and equipment.

One need be neither an historian nor technologist to recognize that activi¬ties related to the conversion of coal to other usable energy forms have been active for nearly fifty years. The degree of such activity and its evolution to significant commercial proportions has, however, fluctuated widely with world circumstance. For the past decade there has existed both a consistent technology evolution effort in classic R & D proportions, and a mainstream commercial acti¬vity but in rather modest proportions when viewed from the vantage point of world energy needs. But the chain of events wherein it became increasingly obvious that we were in energy trouble irrespective of world politics, spurred alternative energy source activities in the fossil fuels areas. The oil embargo of 1973-1974 made the obvious even more so and provided additional emphasis for the need of such alternatives. Yet the preponderance of these added expenditures and activities (with one notable exception which is the subject of this discussion) has been focused on the intended identification of the best or ultimate process by means of analytical and modest empirical means, whereas our circumstance dictates a bold, higher-risk effort to prove the viability of coal conversion as an industry on a real-time, real-size, real-economics basis. With such proof on hand, industry demands in all related areas will provide the stimulus, motivation and environment for all processes. There is both need and room for many who will compete for a meaningful segment of this new industry which can grow at a rate never seen before in our growth history. The single program in the world today oriented specifically toward the goal of proof of industry viability is the Energy Research and Development Administration's CBF (clean boiler fuels) Program for which COALCON is proud to be the prime contractor.

"The revamp of critical process assets that require a significant plant outage (shutdown) presents a unique and demanding set of challenges for plant operators. They are executed in a more complex Brownfield environment, typically with limited working space and often involve unknown conditions or scope. For plant operators, such a project is often a high cost event both in terms of opportunity cost of lost production and the resource cost of labor and materials. It can also be a high risk event in terms safety, environment, and future plant reliability/availability. This impacts current and future performance or Overall Equipment Effectiveness (OEE). In our experience, the sequential nature of the EPCM approach does not provide the proper framework to facilitate the level of coordination, stakeholder cooperation and detailed planning required to adequately address the construction and shutdown complexity of a critical asset revamp projects. This paper proposes a more integrated approach to handling shutdown revamps of critical assets. Its main thesis is to involve the key performing stakeholder groups early in the project lifecycle (engineering team, procurement team, construction team and plant operations) to form an integrated shutdown management team that is focused on ensuring delivered results are aligned with project objectives. In this model, the construction team executing the shutdown/construction is preparing the detailed shutdown/construction planning concurrently with detailed engineering and procurement planning. This allows construction/shutdown requirements to influence engineering and procurement, with the desire to optimize safety, speed, quality and cost. The paper also discusses how to overcome the procurement hurdle in applying such an approach. The outcome of this integrated approach is better planning, coordination, communication and alignment between the project stakeholders, a shutdown/construction driven planning approach that more fully addresses the challenges of these projects and delivered results that are aligned with project objectives."

"A new condominium project, The Atelier, developed by Pickus Companies located at the corner of Bryn Mawr and Sheridan in Chicago, IL required an earth retention system to protect the surrounding roads, alley, and existing neighboring apartment bui lding during its construction. Slurry Systems, Inc. (SSI) and Ground Engineering Consultants, Inc. designed the earth retention system using cantilevered sheet piling for three of the four sides: two sides bordering major streets and one side bordering an alley. For the fourth side, which borders an existing occupied brick building, a combination of sheet pil ing and AB. CHANCE® helical screw piers were used. SSI was actively involved in the review process of its earth retention system with the City of Chicago and quickly learned that there was no specific code for hel ical piers/anchors. (It appears that this is the case with most metropolitan cities throughout the United States). Consequently, the approval of underpinning for this project became the critical path, as much testing, calculations, meetings, and other details were required prior to its approval.SSI and AB. CHANCE® recognized that this process for underpinning approval must be seen by other contractors/suppliers who wish to use helical piers/anchors in the City of Chicago. Consequently, this project served as an opportunity to work with the City of Chicago and the City's Building Code Committee in furthering the development of the Helical Piers/Anchors Code, Section 1814. INTRODUCTION - HELICAL PIERSDefinition. A helical pier or anchor consists of one or more helix-shaped steel bearing plate(s) attached to a central steel stem (solid bar or pipe), which is installed by rotating or ""torquing"" into the ground. Each helix is attached near the tip, is circular in plan , and is formed into a screw thread with a defined pitch. Helical piers/anchors are pre-fabricated and can derive their load-carrying capacity through both end bearing and skin friction. The helical piers/anchors can be augmented with grout."

The choice of furnace design parameters has a marked effect on the integrity of the furnace that is constructed. The design methodology for DC arc furnaces typically begins with the chemical reactions and feed materials that define the process. The specific energy requirement of the process, and the feedrates of the raw materials largely determine the power requirement for the furnace. A chosen value for the 'power intensity' sets the diameter of the furnace. Justification is provided for why this is a good choice of scale-up parameter. Equations are presented to quantify the resulting trade-off between thermal efficiency and the degree of error that can be tolerated in the balance between power and feedrate. This improved understanding should provide a better rationale for selecting an appropriate power intensity (or furnace diameter) for future furnaces.

"Steam Assisted Gravity Drainage (SAGD) has become the mainstream technology for ultra-heavy oil recovery in Xinjiang oilfield, the success of which depends heavily on shortening of preheating period as well as forming homogeneous and highly permeable zone in land-facies oilsands layer. Towards this aim a special hydraulic fracturing process is required, which is accomplished through controlled water injection to a pair of horizontal wells in order to create homogenously distributed microcracks in the zone between the two wells. The associated mechanical response, however, is unclear for land-facies Karamay oilsands that is loose in texture. In this regard, this research utilizes a triaxial test system on cylindrical specimens extracted from field-collected oilsands cores. Isotropically consolidated drained triaxial compression tests are conducted on both saturated and unsaturated specimens so as to investigate the mechanical response of oilsands at different spots relative to the wellbore. Moreover, acoustic emission and fast pulse-decay permeability are performed to monitor fracture development and permeability evolution. Based on these experimental studies, the mechanism of dilation in oilsands is comprehensively analyzed. The findings reveal distinctive behavior between the saturated and unsaturated specimens as respect to dilation, porosity/volumetric evolution and change of permeability. It is also found that shear bands can be created upon shearing on triaxial specimens, rendering porosity or volumetric strain the factor that is more proper for evaluation of stimulation efficiency in the field.INTRODUCTIONXinjiang oilfield is widely known for its abundant deposit of heavy and ultra-heavy oil that has been estimated to be several hundred million tons. The ultra-heavy oil deposit located in Fengcheng region of Karamay at the northwestern part of the Junggar Basin, Xinjiang, China, has over 360 million tons of resource (Yuan et al. 2013). The resource is deposited in depths from 180 to 450 m and has viscosity over 100, 000 mPa•s at a temperature of 50ºC, bringing technical challenges to recovery activities."

The recent discovery of large amounts of helium-3, a valuable thermonuclear fuel, on the surface of the Moon has prompted engineers and scientists to examine the commercial attractiveness, thetechnological feasibility, and the environmental features of this important resource. The main feature of this fuel cycle is the low (˜ 1%) fraction of energy released in neutrons. Such low neutron fluxes result in important reductions in the amount of radioactivity, afterheat, and radiation damage in a fusion power plant. On the other hand, the high fraction of energy in charged particles and synchrotron radiation can be directly converted to electricity, resulting in very high efficiencies of electricity production (˜60.70%). It has been shown that there is 10 times more energy in He3 on the Moon than there ever was in fossil fuels (i.e., coal, oil, and gas) on the Earth. The techniques and equipment needed to extract the helium-3 have been examined and internationally acceptable mechanisms for the industrial development of this resource have been outlined. This paper expands on the financial, environmental, and technical aspects of the recovery of helium-3 for use in the 21st century.

I. INTRODUCTION. THIS old and once famous district played, through its enormous production of silver and gold, an important part in the history of the State of San Luis Potosi. According to a pamphlet prepared under the direction of the Governor of the State, Sr. Don Blas Escontria, and presented to the visiting members of the Institute during the Mexican meeting of 1901, this district is situated 20 km. east of the city of San Luis Potosi, in a range of mountains of moderate height, extending 135 km. N. and S., and 16 km. E. and W.; and the mineralized area hitherto developed is about 600,000 sq. m. The history of the district,. as given by the record dated 1778, and formerly kept in the San Francisco convent, says that it was discovered in 1575 by Sr. Don Pedro Irarte, and adds that the city of San Luis Rey de Francisco del Potosi received its name (in allusion to the famous Potosi mines in Bolivia) by reason of the remarkable productiveness of its gold- and silver-mines in the first period of their exploration, during which they paid to the Crown, as " quintos " (the fifth part of the product), $97,000,000, as appears from the accounts of the royal treasury. The amount of the quientos paid during the " bonanza period " of 80 years was $72,000,000. The larger sum first mentioned probably represents a longer series of years. But either will suffice to indicate the great wealth of the mines. "Abstract -The East Bull Lake gabbro-anorthosite intrusion is one of several Early Proterozoic layered matie intrusions occurring along the Southern Province - Superior Province boundary in the Elliot Lake - Sudbury region, Ontario. The base of the East Bull Lake intrusion comprises abundant plagioclase cumulates (Leucogabbronorite Zone) hosting two distinct styles of sulfide mineralization: (1) disseminated magmatic sulfides, and (2) disseminated to massive, structurally controlled sulfides. Both types of mineralization are enriched in Pd, Pt, Au, Cu and Ni. The host rocks to the sulfide mineralization display a range of interesting features including nodular textures, dendritic­ pegmatitic matie pods, inclusion-rich zones (pyroxenite, anorthosite and granitic inclusions) and mag­ matie breccias. Disseminated chalcopyrite, pyrrhotite and pentlandite occur in concentrations of up to lOOJo within erratically distributed gossan pods near the base of the intrusion. The sulfides were originally precipitated from intercumulus liquids, but were subsequently recrystallized and locally remobilized along fractures during the major period of metamorphism and deformation that af­ fected the East Bull Lake intrusion. The base- and precious-metal tenor of the structurally controlled sulfides can be explained by extensive remobilization and reconcentration of the pre-existing magmatic sulfides in the vicinity of a major shear zone. Both styles of sulfide mineralization locally contain ppm abundances of POE + Au and are generally Pd- and Cu-rich, although both display large variations in Pd :Pt and Cu:Ni ratios. The magmatic sulfides are more strongly enriched in POE and contain up to 1470 ppm Pd in 100% sulfide. Severa! factors, including source characteristics, magmatic processes (crustal assimilation, fractional crystallization) and post-magmatic inter­ action with hydrous fluid, have influenced the present distribution of POE, Cu and Ni in the East Bull Lake intrusion .The magmatic sulfide occurrences from the East Bull Lake intrusion compare favorably with marginal-type deposits from rift-related intrusions (Noril'sk-Talnakh region, Siberia; Duluth Com­ plex, U.S.A.) in terrns of their distribution, but are most similar to reef-type POE deposits with respect to their base- and precious-metal geochemistry. The combination of high POE tenors and large tonnages that is observed for the POE-Cu-Ni mineralization from the East Bull Lake intrusion suggests that a good potential exists for the presence of economie concentrations of Pd, Pt, Au, Cu and Ni in the intrusion. On a global scale, the East Bull Lake intrusion is part of a suite of Early Proterozoic plutons, many of which contain significant volumes of stratiform and/or marginal­ type POE-Cu-Ni mineralization. The East Bull Lake intrusion is also one of the oldest mineralized intrusions derived from a sub-Superior Province mantle source region that has given rise to several significant magmatic POE-Cu-Ni deposits during the period 2.5 Ga to 1.1 Ga."

"1. Reserve estimates have been made for eight coal beds in Monongalia County, W.Va., but only the Pittsburgh, Sewickley, and Upper Freeport beds are important at this time. The Pittsburgh, Sewickley, Waynesburg, and Upper Freeport beds contain the largest recoverable reserves.2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 3,526 million tons as of January 1, 1954. Of this total, 3,294 mil¬lion tons is in beds 28 inches and more thick. Areas in each bed except the Pittsburgh were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.3. Recoverable reserves of coal have been estimated in beds 28 inches and more thick. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian region. The weighted average recovery for all beds in Monongalia County, as determined by this investigation, is 47.9 percent. This percentage is based on the total thickness of coal (less partings three-eighths inch thick or more) in the bed rather than on the thickness of the coal mined. Based on the weighted average percentage of recovery for all beds in Monongalia County, the recoverable reserves are estimated at 1,577 million tons as of January 1, 1954.4. Monongalia County coals of the major producing beds are of high-volatile a bituminous rank.5. The Pittsburgh and Lower Freeport beds in this county yield coal that can be used as metallurgical coal, especially when blended with low-volatile coals. The Lower Freeport coal is coked singly and in beehive ovens, and makes good metallurgical coke.INTRODUCTIONThe investigation to evaluate the reserves of coking coal was planned to cover three phases: (1) Estimation of known measured and indicated recoverable reserves of all coking coal; (2) study of methods of upgrading marginal coals through effective preparation; and (3) study of carbonizing properties of coals and coal blends not now widely used for metallurgical coke making."

The grouping and segregation error is one of Gy’s seven errors that cannot be measured in any qualitative manner because of its transient and changing characteristics each time the sample is handled mechanically. Attempts to calculate the mean and variance of the segregation error is considered by some as ‘an exercise in futility’ that would not help us achieve representative sampling. This research is aimed at understanding the process of segregation of dense, finely divided and dilute particulate materials supported in a clean quartz substrate during intense agitation. Several mixtures of fine-grained materials including steel, tungsten carbide and gold grains were used in these experiments. Four hundred grains of each of the minerals and metals at a top size of 2 mm were mixed with approximately 600 g of finely ground quartz material (95 per cent passing 2000 microns) in a 500 ml plastic jar with a sealable lid. The mineral–?metal mixtures were analysed in three steps using microfocus X-ray computed tomography. Step one consisted of rolling the containers on a flat surface in an attempt to concentrate the mineral and metal grains in the core of the supporting substrate; this is a base case that can be reconstructed after each session of analysis. The second step involved gentle and vigorous shaking of the mixtures in order to segregate the denser minerals and metals from the supporting quartz substrate. In some cases, a third step involved splitting the sample through a riffle splitter. Three-?dimensional images of the surface of each grain, its volume and its X-, Y- and Z-coordinates, before and after intense agitation of the container, were interpreted from the reconstruction of the tomographic X-ray data. The spatial analysis of grains using cell declustering and 3D variography provided a useful means of characterising the distribution of the grains in space and the extent to which they had become segregated during the process of agitation. Spatial analysis indicates that in general, grouping and continuity of grains is weakly developed. The modelled nugget effect remains high for most tests, indicating that grains of similar size did not group together strongly. Agitation through rolling provided the best continuity, although not consistently in the long axis of the plastic jar. The nugget effect was consistently highest, and the range of continuity shortest in samples that had been split, indicating that the grouping and continuity were reduced through splitting the sample. Initial results indicate that very little segregation of the minerals and metals occurs in the quartz substrate. This is somewhat counter-intuitive, but suggests that the effects of agitation on mixtures of dense minerals and metals in substrates of lower density do not lead to excessive segregation. Differences in behaviour between dense materials in response to agitation are evident. Grains of different composition and shape did not group and segregate in a predictable manner in response to the agitation methods.
