Project Environmental Approval is a multi-faceted issue. From a mining perspective, it is a costly item because of avoidable time delay. The government perspective is that the approvals are a necessary part of meeting departmental requirements to ensure that the wellbeing of other uses of the environment is maintained. This paper outlines some of the problems inherent in the environmental approvals process and makes recommendations to both the proponent and government about improving the efficiency of the process.

The annual mine planning process is one of the most important tactical/operational steps towards achieving strategic goals. These tactical plans are part of a very comprehensive Mineral Resource Management process, with the natural sequel to planning being execution. The execution of an underground hard rock mine plan is a multi-project environment that comprises many development-construction-equipping-stoping single project paths, which are referred to as ?stoping paths?. The uncertainty that typifies execution of projects comes in the form of untimely disruptions to constituent tasks and/or project paths. Annual mining plans also include quantified objectives for occupational health and safety, production, quality, cost, employee morale, environment, and corporate social investment. Such objectives make for a highly complex environment that management must contend with?complex in the sense that all the paths and objectives have interdependent constraints. Furthermore, at the time of this paper, Sections54*and 55**of the MHSA*** put the onus on management to ensure legislative adherence. It stands to reason that planning estimates allow excess capacity?buffers?that cushions the impact of untimely disruptions. This paper concerns the fact that despite all the buffers allowed for, time, scope, and budget creeps impact on mine planning and threaten its successful execution. As a consequence, the paper deals with buffer management, the essence of Critical Chain Project Management (CCPM). Effective buffer management provided strategic (executive level) updates without losing the tactical/operational detail necessary for job card creation, especially where professional skills and experience are in short supply. Indicative bottom-line results showed CCPM to be highly effective.

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

Mining and metallurgical processing companies that have adopted the principles of good environmental management often find it difficult to carry out an environmental assessment that yields meaningful opportunities for improved performance. This topic was investigated by means of a case study of a South African Base Metal Refinery (BMR) producing primarily nickel. A process-based Life Cycle Assessment (LCA) was carried out on the refining process, with the environmental impacts related to the production of reagents and utilities forming part of the assessment. The lifecycle inventory (LCI) was based on plant operating data spanning 31 months of production, from which a baseline environmental profile could be generated and interpreted to indicate the main sources of potential environmental impacts. Consequently, opportunities for improved environmental performance could be identified from the LCA model, which expressly related potential environ-mental liability to specific sub-processes in the assessed industrial operation. The on-site steam plant was found to be the primary source of potential environmental impacts in most of the impact categories considered. In closing, the paper discusses some of the limitations encountered in use of the LCA method. Así, la aplicación de la tecnología de fitorremediación se presenta como una excelente opción para la descontaminación y restauración de los más de 8,000 relaves abandonados existentes en el Perú.

"This paper proposes a new direction to implement an underground mine communication system. It presents actual underground communication systems and discusses their technological limits. A new system based on a wireless local area network (WLAN), together with its main systems characteristics, is then proposed. This paper also presents an experimental protocol for radio frequency propagation measurements. Finally, the paper describes the projected implementation of a WLAN in an experimental mine. IntroductionDuring the last decade, a number of Canadian mining companies have invested in modern communications systems in order to automate processes and reduce operational costs. Safety of miners is also a concern, regulated by health and safety regimes.Underground communication systems rely mainly on analog technology (especially the leaky feeder). Digital upgrades have been made to modernize this technology using a coaxial or fibre optic cable to transmit voice, documents, commands, controls, and video. Therefore, all wired equipment can benefit from an increase in efficiency from the digital technology.However, when it comes to mobile equipment, the only medium was, and is, still radio waves. With the advent of the wireless local area network (WLAN) standard, one can use a technology similar to that of the cellular phone to connect transparently different equipment. WLAN enables the transmission at rates higher than 2 M bits of voice, documents, commands, controls, identification, and of course, digital video. This technology was developed with inbuilding use in mind. Now, one can try to adapt it to underground mines."

The study site in northeastern Illinois underwent surface mining for coal in 1943 and was reclaimed by the state of Illinois in 1972-1973. Additional soil amendments and seed were applied to the spoil surface in 1975-1980. Previous studies in 1975-1978 had shown that the surface spoil materials and five final-cut lakes at the site were quite acidic and the lakes contained high concentrations of sulfate and dissolved metals. Surface runoff water from monitoring plots in 1976 were only moderately acidic and the mean concentrations of most dissolved metals and sulfate in the runoff waters were less than 25% of the concentrations found in Lake B. By 1980, vegetation had become well established over most of the mined area. However, the five final-cut lakes (Lakes A-E) remained acidic. The purpose of the study reported here was to determine the physical and geochemical subsurface conditions of the spoil materials, the hydrologic flow system within the spoils, and the magnitude of acidic spoil leachate migration into the lakes and into the wetland prairie north of the mine site. Lakes A, B, C, and E were still very acidic in 1980-1981 (pH range: 2.9-3.4; aridity range: 110-860 mg/L as CaCO3). Lake B had the worst water quality, with mean concentrations of dissolved aluminum, iron, manganese, and sulfate of 75, 25, 37, and 3340 mg/L, respectively. Shallow groundwaters in spoil materials around Lake B had a lower pH and about two to four times greater concentrations of aridity, aluminum, manganese, zinc, and other metals and nearly 20 times greater dissolved iron than the water in Lake B. The shallow groundwaters in undisturbed soils and bedrock 10-30 m north of the mine site spoils generally were alkaline, but did contain occasional moderately high sulfate and metal concentrations. Pumping tests and recovery tests conducted in piezometers showed hydraulic conductivities of spoil materials ranging from less than 10- to 10-5 m/s; hydraulic conductivities of natural soils and bedrock were measured between 10-10 to 10-7 m/s. Water levels in spoil materials increased rapidly in response to rainstorm events and the recession curves were relatively quick to decline, lasting only two or three days. Quick infiltration of rainfall into the spoil surface and percolation down to the water table caused a rise in groundwater levels and movement of spoil groundwater into the lakes. This groundwater component in the lake water budgets could account for most of the water quality problems occurring in the acid lakes.

"7.1. Glossary of the Platinum-Group Minerals7.1.1. IntroductionA glossary of the platinum-group minerals (POM) serves as a useful introduction to a chapter on their mineralogy. Earlier glossaries (Cabri, 1972, 1976) were prepared for different purposes and composed in a different manner. As for most mineralogical textbooks, from Dana's System of Mineralogy, 3rd Edition (1850) , to Fleischer's Glossary of Mineral Species (1980), this glossary is primarily a chemical classification, arranged here in two tables. Table 7.1 groups the mineralforming compounds of the six platinum-group elements (POE) according to their essential anion(s) or according to the nonPOE element in intermetallic compounds. Table 7.2 is a similar listing for the native metals and alloys of the POE. Both tables include unidentified POM considered to be bona fide new minerals requiring additional study for complete characterization and recognition (see Chapter 9*). Some information on the chemistry of the POM is given in the sections on X-ray data (7 .2) and ore microscopy (7 .3). Because the overwhelming majority of POM have been characterized by the electron microprobe, a more detailed account of representative analyses is given in Chapter 8**. The total POM listed in Tables 7.1 and 7.2 is about 100, after deleting some which would not qualify as discrete species if found today, but which are still recognized on historical grounds; e.g. iridosmine, osmiridium, platiniridium. Tables 7.1 and 7.2 also include 28 unnamed POM; included because they are considered to be probably new species (Cabri 1981 b). The referral scheme for unnamed minerals is the same as in Chapter 9. There are considerably more palladium minerals known than other POM; the proportion of total species (listed in Tables 7.1 and 7 .2) for the POE is: Pd 48%, Pt 21 o/o , Ru and Ir 9% each, Rh 8% and Os 5%. These proportions are in marked contrast to the estimated cosmic abundance, as compiled for average type C1 chondrite by Naldrett and Duke (1980): Pt 29%, Ru 20%, Pd, Ir and Os 15% each, and Rh 6%."

The purpose of this program was to demonstrate the feasibility of Illuminating various types of underground coal mining machinery as required by the Federal Coal Mine Illumination Standards Part 75.1719 to 75.1719-4 Code of Federal Regulations Title 30. Nine various machines were illuminated and the illumination systems were evaluated for a 3 month period of operation. Factors evaluated were ease of implementation, reliability, ease of maintenance, acceptance by mine workers and operators, Illumination degradation and durability.

THE Taka oil field is in the northern part of Titus and Franklin Counties, in north- eastern Texas. The small town of Talco, from which the field derives its name, is on the P. & Mt. P. R. R., about 15 mi. north of Mt. Pleasant, the county seat of Titus County. The oil field extends east and west from the town of Talco, the approximate center. In May, 1924, R. L. Cannon, while doing surface geology for the Humble. Oil & Refining Co., mapped the surface trace of this fault structure as evidenced by Upper Midway faulted down against Lower Midway. In the interval of sixteen years between the original surface work and the recent productive well completion, approximately eight wells were drilled into the Woodbine sand without success. THERE were produced in this country in 1923 probably in the neighborhood of 12,000 or 13,000 tons of refined and crude arsenic, by far the greater portion coming as a by product of smelting operations. Early this year copper smelters were producing arsenic at the rate of about 425 tons per month and lead smelters at the rate of 7;0 tons per month. During the entire eighteen years prior to 1919, there were produced in the United States only 47,000 tons of arsenic, which amounts to only 25 per cent. of the present output. The great increased demand has come about through the augmented use of arsenates as insecticides and arsenates as weed killers. In an extract from "Mineral Resources of the United States" on "Arsenic in 1922," Messrs. Heikes and Loughlin say, "The minimum possible demand for arsenic in 1923 was estimated at the end of 1922 to be about 13,000 tons, including 2000 tons for plate glass manufacturers, 3000 tons for lead arsenate, 3500 tons for calcium arsenate, 1500 tons for weed killers, 1200 tons for Paris green, 1000 tons for sheep dips and 750 tons for proprietary mixtures. More recent information, however, indicates twice as great a demand for calcium arsenate." The latter has found great use in the last three or four years as a weapon to combat the boll weevil pest of the southern cotton belt. ~t the present writing refined white arsenic is being quoted on the New York market at from 13)d c. to 1455 c. per Ib., while the average price during the eighteen-year period just mentioned was 4.8 c.

A large open pit iron ore mine in Brazil, which has a heterogeneous lithology, faces a challenge in defining drill and blast patterns to achieve the expected results. The mine needed to obtain an automated representation of the fragmentation curves and correlate them to the respective blasts, lithologies and quality parameters, seeking the continuous optimization of the fragmentation process and its benefits to the subsequent comminution processes. Trials were carried out for 5 months to demonstrate the functionality of an autonomous fragmentation monitoring system that analyzes the granulometric curve of the material throughout the muckpile and makes the results available online and in real time. The system, which contains a binocular camera, a processing unit and an antenna, was installed in a shovel, to evaluate the following KPI's: monitoring failures, monitoring capacity, physical availability and reportability of oversized boulders. The system analyzed 33,060 samples, with an average capacity of 285 photos every 24 hours, 127 during the day and 158 at night, all measured, analyzed, stored, and made available on its online platform, reporting 223 alerts of P80 above 400mm (15.7 in) and 38 particle sizes above 900mm (35.4 in). The inactive and operational hours of the monitoring system corresponded, respectively, to the idle and worked hours of the shovel, according to dispatch data. There were no camera or processor failures, and rain, dust or poor internet conditions did not impact sampling and fragmentation analysis, indicating 100% physical availability of the system. The autonomous monitoring analyzed 139 times more samples compared to the currently used manual method. In addition to increasing sampling representativeness and automating the process, it increases the safety, quality, and productivity of granulometric analysis, eliminating the exposure of people in the mine and human bias in the analyses. Additional analyses were performed by correlating digitally centralized drill and blast data, data from autonomous drills and fragmentation results. Automated obtention of granulometric curves favors quick decision-making and optimization of blasts to achieve better results in productivity and cost reduction in the plant and mine operation. The autonomous fragmentation monitoring system met the need presented by the mine, proving to be a key tool in continuous improvement projects, including Mine to Plant.

These inspection standards have been prepared for use in the Federal inspection of bituminous and lignite mines. They are a revision of "Tentative Coal-Mine Inspection Standards," published as Bureau of Mines Information Circular 7204 in February 1942 and employed a guide for Federal inspections. Numerous changes have been made in the original standards owing in part to recognition of shortages of some types of safety equipment due to the war, in part because of need of additional standards to cover certain mine conditions' arid' practices, and in part to conditions not foreseen when the original standards were prepared. About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however; failure to carry out the suggestions made in such of the other standards as are applicable may also' lead' to the loss of lives.

The Bureau of Mines has studied the fracturing and associated damage occurring in the vicinity of blastholes from five shots fired in the shale pillars in the White Pine copper mine, White Pine, Mich. Four types of explosives (AN-FO, commercial extra dynamite, ammonia gelatin dynamite, and a low-density, low-velocity permissible) were used. Cores were taken from the blast region and examined by ultrasonic and petrographic techniques. Pulse wave velocities were measured across the core diameters, and thin sections showing cracks and changes in lithology were examined in an attempt to establish zones of damage. Cores from the blast regions and areas near pillar free faces were found to have abnormally low pulse velocities. Petrographic study of the thin sections showed that the negative velocity anomalies were caused by cracks in the cores. Crushing and extensive fracturing prevented meaningful measurements on core fragments from the immediate blast vicinities. Compositional, changes and other rock nonuniformities, such as joints and preexisting fractures, tended to mask detailed damage differences among the four explosives; however, the two most energetic explosives (extra dynamite and ammonia gelatin dynamite) produced damage zones two to three times as large as the AN-FO and low-velocity permissible explosives.

"INTRODUCTION Froth flotation as applied to coal is a process for separating desirable carbonaceous material from undesirable inorganic matter. In general, the feed must be finer than one eighth inch in size. The principal use of the process in the preparation of coal appears to be in the treatment of the fine sizes produced by breakage during mining and preparation.The Bureau of Vines in Information Circular 6714 has published general information on coal flotation, summarized investigative studies of the process, and described operating plants throughout the world with their tonnage, reagent consumption and operating costs.4ACKNOWLEDGMENTSThe present study of means for depressing pyrite and reducing ash ty froth flotation was conducted at the Northwest Experiment Station of the United States Bureau of Wines in cooperation with the College of vines. To beat capital costs of US$10 per pound of installed capacity has appeared as a major hurdle for the "third generation laterite nickel plants. Forecast costs are escalating. Where can savings come from? Ore beneficiation can reduce the tonnage rate to be processed. High pressure acid leach options include the use of indirect slurry heating and higher operating temperatures to reduce flow rates and residence time. Progress has been reported in atmospheric leaching. High counter current decantation circuit settling rates and high underflow densities reduce CCD costs. Metal recovery options include direct from leach solution to metal production, as used by Bulong and espoused by Goro, and indirect recovery as used by Moa Bay, Murrin Murrin and Cawse. Plant location impacts on the costs of tailings disposal, power and energy costs, supply of consumables and labour costs, among others. Final nickel and cobalt metal production routes are electrowinning, hydrogen reduction or some innovative routes being proposed for Goro. THE specific aim of this work has been to study certain forms of internal deterioration which occur in tungsten filaments when subjected to high temperatures under various conditions, and to determine the cause of such deterioration. This would naturally lead to a consideration of methods of control or means of prevention of the phenomena. The deterioration was first noticed as a peculiar condition in the grain boundaries of certain tungsten filaments which had been burned t for long periods in lamps. In these cases it was noted that the grain bound aries contained a number of minute black dots which were at first thought to be non-metallic inclusions. It was demonstrated later that these dots or pits, as they were designated, could be readily produced by burning filaments in an atmosphere of flowing hydrogen. This method was convenient and adequate for the purpose, and was adopted for most of the work discussed in this paper. The evidence accumulated to date indicates that these pits arc actually small voids between the grains. The purpose of this paper is to, present the information on this interesting subject gathered during a period of about 3 years. As applied to tungsten, the subject appears to be of considerable importance, experience having shown that this pitting is frequently associated with poor performance of filaments in lamps.

The introduction of automation to mining has great potential to reduce safety and health risks by removing people from hazardous situations. However, automation changes the tasks performed by people and may introduce new tasks. For the system to function optimally, these tasks must be designed taking human abilities and limitations into account. Humansystems integration refers to systems engineering processes that ensure that human-related issues are adequately considered during system planning, design, development, and evaluation. During procurement of automated systems, a human-systems integration program plan should be prepared that describes the human-systems integration activities that will be performed to address each of the six core domains of human-systems integration: staffing, personnel, training, human factors engineering, safety, and health.
