IF one is to place any credence at all in the reports published in the daily press, the subject of conservation has been a very lively topic of conversation during the past 60 days, and it does not appear that the temperature of the summer months has been in any way moderated by the discussion. It is a subject in which we are all vitally interested and to which, so far as our mineral resources are concerned, both the Institute and the Geological Survey have liberally contributed. The report of the National Conservation Commission, appointed by President Roosevelt, contains a series of papers on the conservation of mineral resources, all of which were prepared by members of the Geological Survey and were compiled largely from information previously collected by that Federal bureau in the performance of its regular duties. It is not the purpose of this paper to reiterate in extenso any of the material already published. The contributions of the Survey officials to the Commission's report have been published in a separate document as Bulletin No. 394. This docunient is for free distribution and may be obtained upon application to the Director of the Survey. In the preparation of this paper I desire merely to make a few suggestions regarding the possible necessity of some restraint upon or control of one branch of the mining industry with which I have been somewhat closely associated for the past 20 years-that of coal. Interlocking material balances on complex mineral dressing plants greatly assist in metallurgical investigations: indeed, without such a balance, there is no firm basis upon which to base process performance evaluations. To achieve balances both qualitative and quantitative data must be rationalised in conjunction with the process flowsheet. WSL has developed a range of programs to evaluate interlocking material balances. However, to obtain maximum benefit from the balances, answers of direct value at the process level must be provided: WSL has developed also a range of programs for this purpose. Practical examples are given, which illustrate the benefits obtained from process balances.

"AbstractThe background to the harmonization of geotechnical standards that has taken place in recent years in Europe has been the move to more economic and political integration following World War II that has led to the formation of the European Union. Prior to 2010 the standards used in the European countries for geotechnical design, investigation and testing and for the carrying out geotechnical work, such as the installation of piles, were the different national standards, which were not harmonized. The harmonization of geotechnical standards in Europe started in 1981 with work on a model Eurocode 7 for geotechnical design that led eventually to publication by CEN, the European Committee for Standardization, of the European Standard version of Eurocode 7 in 2004. In parallel with the work on Eurocode 7, a large number of associated harmonized standards have been, and are being, prepared by CEN and by the International Standards Organization (ISO) for geotechnical investigation and testing and for the execution of geotechnical works. Standards published by CEN must be adopted by the CEN member countries and all conflicting standards withdrawn. Hence all the CEN countries have adopted the same the harmonized text of Eurocode 7, but with National Annexes that allow national choice with regard to Design Approach and partial factor values. The adoption of Eurocode 7 and its associated geotechnical standards has removed the barriers to geotechnical activity in Europe due to the presence of different national standards. It has also enhanced the ability of EU firms to compete in the global market.Background to harmonization of geotechnical standards in EuropeThe initial moves towards the harmonization of geotechnical standards in Europe can be related to the economic and political developments that took place in the period immediately following World War II to revive the economies of Western Europe. Europe at that time was divided by a political and, in many places, a physical barrier, known as the Iron Curtain, into two very different and separate zones: communist in the east and non-communist in the west. In 1952 the European Coal and Steel Community (ECSC) was formed, linking 6 countries: Belgium, West Germany, France, Italy, Luxembourg and the Netherlands, and establishing a common market in coal and steel. The ECSC was the first international organization to be established on the basis of supranational principles whereby negotiated power is delegated to an authority by the governments of the member states. In 1957 the ECSC became the European Economic Community (EEC), also known as the Common Market in the English-speaking world, with the aim to bring about economic integration. With the addition of Denmark, Ireland and the UK in 1973 and Greece in 1981, followed by Portugal and Spain in 1986, this led to the formation of the European Union (EU) in 1993. East and West Germany were reunified in 1990, following the fall of the Iron Curtain in 1989. In 1995, Austria, Finland and Sweden joined the EU, and since then the numbers of countries in the EU has increased to 28, many of which are countries that were formerly behind the Iron Curtain."

"The Murray Brook gold mine operated from September 1989 to March 1991. Approximately 1.2 million tonnes of gossan were mined from an open pit and treated at a rate of 900 tonnes per day. The facility applied an agglomeration vat-leaching cyanidation plant for gold and silver recovery. The leached ore or tailings were rinsed of residual gold and cyanide and placed on an adjacent clay lined pad for storage and containment. A 50,000 tonne heap-leach demonstration project was constructed at Murray Brook in 1992 to recover copper and zinc from ore located in a sulfide-rich zone occurring beneath the gossan. The operation proved unsuccessful because of poor recoveries and low metal prices. The project terminated in the same year.A corporate decision was made in September 1999 to undertake complete and final reclamation of the Murray Brook site. Jacques Whitford and Associates Limited were contracted to develop the final reclamation plan and to assist the company in presenting the plan to the New Brunswick government for approval. The government approved the plan in January 2000. Two important reclamation issues were the mobility of mercury from the gossan tailings and the potential of acid mine drainage from exposed sulfides. The mine site is situated upstream of a productive river system, and the issue or impact of chemistry changes to the environment over the long term became an overriding factor in the development of the reclamation plan.A resource assessment of the gossan tailings in 1999 indicated an average concentration of mercury of 40 ppm. The mercury occurred naturally as the mineral cinnabar, but the exposure to residual cyanide (less than 10 ppm) over several years in the pile has likely caused much of the cinnabar to decompose into more soluble mercury forms. The reclamation plan specified the replacement of all sulfides to the pit followed by approximately 600,000 tonnes of gossan. To ensure “fixing” of the mercury, the gossan was replaced in compacted lifts and both the remaining pile and that replaced to the pit covered with available till and compacted. The reclamation work was successfully completed in September 2000 and the chemistry of the receiving environment will be monitored over a three-year period, after which the company expects to achieve walk away conditions."

Before the present century there existed a fairly persistent demand for the establishment of a Federal Department of Mines, but relatively little was done about it until a considerable number of very serious coal-mine disasters in 1906, 1907, 1908, and 1909 created what might almost be termed a national scandal and virtually forces the Federal. Government to take action to try to solve the problem of the cruse and prevention of such disastrous occurrences. Instead of a Department of Mines, the mining people had to accept a bureau, which was created on July l, 1910; and while the Bureau of Mines was given numerous functions, unquestionably the promotion of safety in the mineral industries was and continues to be one of its main "jobs." The Bureau's organic act was approved in 1910 and amended in 1913. Both the original and amended acts indicated that promoting; the health and safety of the mine workers constituted the chief function of the Bureau, and that this was the construction placed on its activities by those put in charge in 1910 is shown very definitely by the fact that as soon as the Bureau came into existence on July 1, 1910, both health end safety activities were started in its Mine Accidents Division. Before the end of the first fiscal year (June 30, 1911) 6 mine safety stations had been established in various parts of the United States, add 6 nine safety cars had been put into the field; by October 1910 first-aid-training work was being done in mining regions. The Bureau eras able to function so promptly in its safety work largely because sections of the Geological Survey, which had been doing some coal-mine safety work since 1907 or 1905, were transferred into the Bureau when it began to operate in July 1910. On October 30, 1911, a national First-Aid Meet was held at Pittsburgh, Pa., at which first aid and mine rescue were demonstrated. During the fiscal year 1910-11, the first year of the Bureau's existence, 509 persons were given certificates indicating completion of the Bureau's training course in first aid.

This paper is one of a series dealing with the mining and crushing methods and costs of the nonmetallic industries, prepared under the sponsorship of and in cooperation with the U. S. Bureau of Mines,. The quarrying methods described in this paper are those used at the Monocacy trap rock quarry which annually produces from 450,000 to 500,000 tons of crushed stone. This property is located 3 miles east of Birdsboro at Monacacy, Pa., and is one of the three quarries operated by the John T. Dyer Quarry Co. Throughout the paper an effort is made to explain the various methods used and the cost of operation.

The Bay Park Conveyance Project was one of the largest microtunneling and rehab projects in the United States at the time of completion. The completed project conveys treated water from the South Shore Water Reclamation Facility located in Nassau County, New York, which currently discharges an average of 50 million gallons per day (MGD) of treated water into Reynolds Channel, to the Cedar Creek Water Pollution Control Plant (WPCP) ocean outfall pipe. The pipe carrying treated wastewater was installed approximately 20–60 feet below the surface. The treated wastewater is conveyed via microtunnel construction of a 2-mile long force main from the South Shore Water Reclamation Facility to an existing aqueduct under the Sunrise Highway, the rehabilitation of an 7.3-mile stretch of the aqueduct via sliplining, and construction via microtunnel of a 1.6-mile-long force main to connect the rehabilitated aqueduct to the existing Cedar Creek Water Pollution Control Plant (WPCP) outfall, which discharges and diffuses treated water three miles offshore in the Atlantic Ocean. This paper will review the Design-Build requirements, the chosen innovative solutions during planning for the micro tunneling portion of the project and review the microtunnel construction on the project.

THE St. Joseph Lead Co. became interested in the Tri-State district in 1921 through acquisition of prospecting and development rights on approximately 20,000 acres of land extending northeastward from the Picher mining field, mostly in Kansas. Prospecting with churn drills was begun the same year and the first commercial ore body was found on the Jarrett tract at the then northern limit of the main Picher field. Operations at this mine began in 1923. Kansas Explorations, Inc., was organized in 1923 by the St. Joseph Lead Co. as a wholly-owned subsidiary to carry on its operations in the Tri-State District from an office at Joplin, Mo. As prospecting of the original acreage proved largely negative, attention was subsequently turned to other sections of the district. Numerous additional leases were acquired and prospected. The Company was successful in developing into operating properties the Jarrett, Isherwood, Robinson, Sullivan and Lotson tracts and, in more recent years, the Ritz, Snapp, Buckingham, Gibson and Jasper mines.

This report describes a computer program that is used for the calculation of the coordinates and elevations of subsidence survey pins located by intersection. This program was developed for the Federal Bureau of Mines by the Numerical Analysis Laboratory, University of Arizona. These calculations, although relatively simple, are both tedious and time-consuming when computed with a desk calculator and trigonometric tables. In this survey, a large number of pins were surveyed repeatedly, and it was evident that both time and money could be saved by using a digital computer.

In this project, low grade copper ore samples were obtained from two mining sites in the US, and they were chalcopyrite-rich (sample A) and conichalcite-rich (sample B) ore. Copper grades were 0.6% and 0.4% for the two samples, A and B, respectively. Leaching experiments were conducted by bottle roll tests for 24 hours, and various lixiviant systems were applied. Methanesulfonic acid (MSA) and glycine were used as alternative lixiviants to sulfuric acid. Oxidants including ferric ion and hydrogen peroxide were tested. The results showed the copper extraction of sample A increased after adding 1 g/L ferric ion in sulfuric acid and MSA solution, from 20% to 36%, but further increase was not observed with higher ferric ion concentration. The copper recovery increased significantly with H2O2 concentration, and over 80% copper recovery was obtained with 10% H2O2. For sample B, the copper dissolution kinetics were relatively fast and reached the maximum value in five hours. Around 60% copper were extracted in sulfuric acid and MSA solution. Copper recovery slightly increased after adding ferric ion and H2O2. Glycine is a weaker lixiviant for both samples, the copper extractions were 36% and 4% respectively. INTRODUCTION Chalcopyrite is the most abundant copper sulfide mineral on earth, and it is one of the most refractory copper minerals regarding chemical processing. The declining copper grade and depletion of copper oxide deposits stimulate the development of hydrometallurgical process to extract copper from chalcopyrite. The dissolution of chalcopyrite by ferric ion is normally illustrated as Equation (1) and (2) (Dutrizac & MacDonald, 1974): CuFeS2 + 4Fe3+ → Cu2+ + 5Fe2+ + 2S0 (1) CuFeS2 + 4Fe3+ + 3O2 + 2H2O → Cu2+ + 5Fe2+ + 2H2SO4 (2) However, slow kinetics are usually observed from chalcopyrite leaching at ambient temperature and pressure. Researchers attribute the slow kinetics to passivation during chalcopyrite dissolution, and different passivation products are also proposed (Klauber, 2008). In recent years, many efforts have made to develop new methods to extract copper from chalcopyrite, such as utilizing bacteria or stronger oxidant (Zhao et al., 2015; Ruiz-Sánchez & Lapidus, 2017).

The Otter-Juan mine was closed by WMC Resources? Kambalda Nickel Operations (WMC-KNO) in 1999 due to the combined effects of low Nickel prices and high mining costs. GBF Mining Pty Ltd purchased Otter-Juan Mine from WMC in early 2001 as part of WMC?s disinvestment from the nickel mines in the Kambalda area. Goldfields Mine Management (GMM), (a wholly owned subsidiary of GBF Pty Ltd) re-opened Otter-Juan in May 2001. The Otter-Juan mine is one of the oldest mines in the Kambalda region and is now mining at depths below 1160mbs. Stresses are very high, rock mass deformation considerable, and the mine has a history of serious seismic activity. Orebody widths in the current mining area range from 2 to 2.5m, with dips from 25° to 40°. On taking over the operation, GMM converted the mining method from the previous mechanised drift and fill method to a slot-rise and strip method using hand held airlegs. During the latter years of production under the control of WMC, production averaged around 12000 tonnes per month, with grades of 2.7% and orebody extraction of only 55 to 60%. In the last three years of operation under the control of GMM the mine has produced an average of 12000 tonnes per month of ore at an average grade of 4.2% and with an orebody extraction of 70 to 75%. The mine is now highly profitable with at least another 3 years of reserves remaining at depth. The main benefits of the current method include reduced dilution and increased extraction. In the relatively poor ground conditions experienced this has only been possible using airleg mining, with excavations designed to suit conditions, support to suit rockmass deformations, and with improved extraction sequencing. Other benefits have included improved operating conditions, reduced falls of ground incidents and a dramatic reduction in seismic activity. These achievements have only been possible by stepping back in time and using traditional airleg stoping methods to extract the maximum amount of the orebody with minimum dilution. This paper includes details of the mine history, geology, mining method, seismicity, and support.

Oil sands processing generates huge volumes of slurry, known as tailings, that is being stored in tailings ponds. The volume of produced tailings is a very important factor in oil sands surface mine planning, because the available area for dam construction is limited to the lease areas. On the other hand, oil sands operators cannot leave mine sites without reclaiming the tailings ponds. Since most of the reclamation material is generated in either oil sands mining or processing, it is reasonable to include reclamation material requirement as part of long-term mine planning. In this paper, an integrated optimization framework is proposed to maximize the net present value (NPV) of the produced oil sands, with respect to tailings capacity constraints and reclamation material requirements. A mixed integer linear programming (MILP) model is developed to find the optimal solution for long-term mine planning problem. A sample bitumen processing flow sheet is used to formulate the volume of produced tailings, based on Clark hot water extraction method. To verify the proposed model, it is coded in Matlab and run using CPLEX. Run results for real-case oil sands dataset show that the optimal production schedule meets material requirements for reclamation, tailings volume is within tailings capacity range in all periods and the production schedule follows the predetermined horizontal direction.

"The current state-of-the-art of chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is reviewed. General considerations regarding the various flowsheet steps are examined and options discussed. Then, individual flowsheets are presented and discussed. Finally, the forward prospects for chloride hydrometallurgy for treatment of complex sulphide bulk concentrates is considered and conclusions drawn concerning the likely application of this technology in the future. IntroductionHydrometallurgical processes for treating sulphide concentrates, in general, have received considerable attention over the last three decades or more. Many flowsheets have been developed, many pilot-plant studies have been undertaken and several processes are now successfully operating. For example, direct ammoniacal pressure leaching has been used by Sherritt Gordon Mines since the 1950s to extract nickel from pentlandite concentrates, the roast-leach-electrowin route is widely used to recover zinc from sphalerite concentrates and direct sulphuric acid pressure leaching of sphalerite concentrates has been successfully commercialized. Also, Duval Corporation operated a direct cupric/ferric chloride leaching process (Schweitzer and Livingston, 1982) with electrowinning to recover copper from chalcopyrite concentrates, this process (now closed) being the only chloride process which has been commercialized for a sulphide flotation concentrate. Despite these developments, it has long been considered, particularly for copper sulphide concentrates, that direct hydrometallurgical processes are in the main unlikely to be able to compete successfully with smelting for large-scale operations of simple high-grade single metal concentrates. As long as such concentrates can be produced commercially, smelting is likely to remain the principal processing route (Flett, 1981). This view is being challenged nowadays through pressure leaching developments made by Dynatec and CESL in Canada and the recent start-up of the Western Metals Gunpowder plant at Mt. Gordon in Queensland (Flett, 2000). Complex sulphide ores offer even greater opportunities because of the ability to produce a bulk sulphide concentrate from the complex sulphide ore with considerably higher metal recovery than is often possible from the production of individual metal sulphide concentrates from differential flotation. Interest continues to focus on hydrometallurgical solutions to these processing problems, particularly with regard to chloride hydrometallurgy. Evaluating the performance of a shielded tunnel boring machine (TBM) can be difficult because the ground cannot be observed directly and in relation to the TBM attitude within the excavation. It is difficult to determine whether performance problems are caused by ground loading, steering issues, fine muck packing against the shield, or migration of annular grout around the shield. The Arrowhead Tunnels Project in Southern California uses strain gauges on its shielded hard rock TBMs to detect shield strains early and correlate them with tunneling conditions, thereby increasing the chances that problems will be correctly diagnosed and addressed to optimize TBM performance. The frequent automatic measurement of shield strain has also been valuable by confirming whether remedial methods used to free the machine after stoppages are effective. This paper discusses the qualitative interpretation of characteristic strain patterns on the Arrowhead Tunnels TBM shields and discusses installation details and special considerations for setting up a strain measurement system.

"An autogenous grinding circuit was commissioned at the Brunswick concentrator in October 1998. The autogenous grinding circuit replaced existing surface crushing plants, fine ore storage, rod and primary ball mills. The 8.54m diameter x 4.27m long (EGL) AN1 mill is driven by a bidirectional variable speed 6.3MW ABB wound rotor motor with Slip Energy Recovery (SER) drive. The AG mill was subsequently converted to SAG operation in May 1999 for a number of reasons. The mill is operated in closed circuit with horizontally inclined 660mm diameter cyclones to produce a circuit product P80 of 85 microns. Extensive test work and JKSimMet design modeling resulted in a production circuit operating closely within design expectations.The circuit is highly instrumented and controlled via a hybrid Programmable Logic Controller (PLC-5) and Fisher PROVOX Distributed Control System (DCS) that is in communication with the property information highway. An expert control system (Gensym G2) is used for control of the SAG mill load.Engineering and construction were completed in 28 months from the time of management approval for the project. The Brunswick AG/SAG mill circuit was commissioned on schedule at the $M 23.5 forecast budget."

In the mining industry, decisions regarding the type and number of comminution tests to be completed typically rely on geologists? observations and conclusions when studying drill cores. Given that these decisions are based on visual observations, they are essentially approximate and often inaccurate from a comminution viewpoint, causing a sizeable margin of error in estimating characterization test needs. Consequently, companies are often forced to perform more tests than necessary, requiring a significant quantity of material, and accruing significant costs. Recently, a new device, called the Hardness Index Tester (or HIT), was developed, offering users a low cost in-house mechanism for estimating the comminution parameter A*b and the Bond Ball Mill Work Index at any mine site, with potential applications on fragments up to 25 mm from drill core. In late 2016, Agnico Eagle Mines Limited initiated a trial to investigate if having an HIT device installed in a core repository would make it possible to identify the different rock properties more accurately and determine the number and type of comminution tests required. The application of the HIT was not to replace the standard comminution tests, but rather to generate a high number of comminution and geomechanical parameters for the rock mass. Ultimately, the objective would be to determine the uniformity of the rock mass and, therefore, easily distinguish any potentially problematic zones. With this method, the appropriate number of standard tests could be determined, making the HIT not only an excellent complement to the standard laboratory tests, but also an indispensable device for a geometallurgical characterization. This paper presents the results from the HIT trial using samples from the Odyssey Project, which is a Mine Canadian Malartic property.

A primary, function of the Bureau of Mines is to encourage elimination of waste and the most profitable use of mineral raw materials. In line with this objective the Bureau has frequently stressed the importance of waste utilization at stone quarries. From time to tine studies both technical and economic in character have been made of problems pertaining to the most efficient use of natural, stone, particularly that which may be classed as a by-product of the higher grades of dimension stone. Every quarry producing ornamental or building stone yields large quantities of material that for one reason or another is unsuited for high-grade products, even though a great deal of work has been expended upon it more or less unavoidably. It is obviously good judgment to sell this odd-sized or off-grade stone at whatever price can be obtained rather than to spend more money to place it on the waste dump. In many cases, however, a really profitable side line has been developed.

As part of its program to conserve the Nation's natural resources by developing improved performance materials, the Bureau of Mines, U.S. Department of the Interior, in cooperation with the U.S. Department of Energy, has conducted an investigation of materials of construction able to withstand the high temperature and hostile environments encountered in coal gasification units. Refractory pipe liners are required when extremely hot gases or abrasive solids are transported between processing units in the gasification plants. One promising technique for producing refractory pipe (or refractory pipe liners) is centrifugal casting. For this study, the effect of processing variables such as workability, additives, reinforcement and spinning time, and centrifugal force were evaluated using four commercial refractory concretes. In addition, data on characteristics such as strength, density, abrasion, and spalling resistance of 5-inch-diam refractory pipe were developed. Techniques for forming large-diameter (19-inch) refractory pipe also were evaluated. The test results indicated that all four refractory concretes could be made into strong, homogeneous pipe, but that optimum casting parameters had to be determined for each specific composition. The investigation revealed that the major controlling factor in the production of the centrifugally cast pipe was the workability of the refractory concrete.
