In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.

"Dewatering of nickel concentrate at the INCO Thompson integrated mine-metallurgical site takes place within the smelter plant. The eight original 60 foot diameter cable torque thickeners of which four were operational and eight Dorrco internal drum filters have been replaced with a single Outokumpu high rate thickener and a single Lasta pressure filter. The modernization has resulted in a filter cake which has a more stable and lower moisture content. Control of the entire dewatering process has been improved and costs have been reduced.Typical filter cake produced from the Dorrco filters during processing of high tonnages of Birchtree mine ore was ~20% moisture vs. ~13% moisture for concentrate produced from the Thompson mine ore. The high moistures were correlated with the amount of fine magnesium silicate gangue in the concentrate. As Birchtree ore processing rates have increased, this filter cake moisture became unacceptable because of material handling problems and the impact on furnace metallurgy. The Dorrco filters were replaced with the Lasta filter in 2003 that has consistently produced filter cake at ~11% moisture.This paper summarizes the piloting, design, installation and commissioning of the modernized dewatering circuit.INTRODUCTIONThe Thompson integrated nickel processing facility was built in 1958 and originally consisted of a mine-mill-smelter and, soon after, a refinery.Nickel concentrate is pumped from the mill as a dilute slurry directly to the smelter facility ~200 meters along an unheated pipe trestle. Originally, nickel concentrate was de-watered using up to 8 conventional 60-foot diameter thickeners and 8 internal vacuum drum filters."

The overall supply of platinum is forecast to rise more than the demand, and market deficit will narrow somewhat, but is still substantial at about 480 000 ounces. Because of this deficit, the price of platinum is expected to remain high, not taking into account the impetus from funds and speculators. With this strong demand for platinum and the high price, platinum producers still need to initiate projects to not only sustain current production, but also expand output into the high demand. However, the rise in the platinum price does not entirely offset the drop in revenue due to the strong rand. Consequently, in the current economic environment, executives and managers are under extreme pressure to initiate only the highest yielding projects and implementing them successfully. During the initiation phase of a project, the cost of changing concepts is the least, and strategic project decisions are the most important. It is during this phase that the most value can be added to a project, therefore requiring inputs from highly skilled, creative and experienced people. This paper will discuss thought processes and paradigms during the initiation of projects that will assist project owners in the selection and initiation of successful and profitable projects. The project initiation process will also be discussed outlining selection models, risk analyses and funding considerations.

Reprocessing of low zinc-bearing residuals with a zinc content of less than 10%, originating from the iron and steel industry, has been given more and more attention in the last few years, due to the potential landfill liability and the increasing cost of disposal by dumping. Whereas, recycling of hazardous electric arc furnace dust is already being performed commercially on a large scale in the U.S., Japan and Western Europe, almost no reprocessing takes place in the case of these low grade zinc-bearing materials. In blast furnaces and basic oxygen furnaces dusts and / or sludges are generated at a rate of 1 to 2 % of the respective production. The technologies for the retreatment of these types of materials, either commercially available or still being developed are briefly described hereafter. They involve internal recycling, upgrading by physical separation methods, separate hydrometallurgical processing and pyrometallurgical treatment. Their scope and limitations are critically assessed in terms of technological applicability, economic feasibility and environmental compatibility. Since, the possibtlity of achieving economic profitability is unlikely with this type of material, the main criteria for acceptability of the treatment process are: generation of a iron-rich material, suitable for treatment by the iron/steel industry, acceptance of the non--ferrous metal-bearing sub-product by zinc smelters, generation of non-hazardous waste materials.

Where the equipment, technique and materials are available for the construction of large diameter rock socketted piles, this is frequently the most economical and environmentally acceptable method of supporting very large concentrated foundation loads in geoglogically appropriate areas. This paper outlines the current approaches in Australia to design and installation of large diameter rock socketted piles. The equipment and procedures described generally reflect those developed or used by Vibro-Pile (Aust.), a company which, while installing the usual range of driven and bored piles, specializes in the design and construction of large diameter rock socketted piles and possesses special expertise in drilling in high strength rock. A high capacity crane attached drill for large diameter drilling in rock is briefly described. Discussed in detail are the construction techniques employed and structural and geomechanical design methods adopted.

"A walk through the exhibit hall or a glance at the technical programing that was offered at the 2019 SME Annual Conference & Expo and CMA 121st National Western Mining Conference in Denver, CO, Feb. 24-27 makes it evident that the mining industry is an innovative one that is on the cutting edge of technology. However, a glance at the nearly 6,700 attendees of the conference and it is also evident that while the industry is moving forward at a rapid pace in some areas, it is lagging behind in terms of diversity, both in gender and ethnicity.At Monday morning’s keynote session, Hannah Ubi, a millennial and a public speaker who joked that she is the proud owner of a sixth-place swimming trophy and a number of participation medals, addressed a full house that consisted of many men with gray hair or balding heads. The issue of an aging workforce that is rapidly being depleted by retirements is not a new one for the mining industry. In fact, it has been a concern for the industry for more than a decade. The central question has long been, “when the current senior-level people begin to retire, how do we replace them, and how do we fill the knowledge gap that is walking off into the sunset?” SME has been on the front lines in searching for solutions to the impending problem and, along with industry partners, has worked hard to develop programs that will address these issues. Among other efforts, the Society has developed a Ph.D. fellowship program to encourage people to remain in academia to teach the next generation and to help train the next generation to take over in the private sector.“The SME Foundation’s Ph.D. and Career Development Grant program is exceeding expectations at this point with two Ph.D. students graduating and taking a position in academia and two professors achieving tenure,” SME Executive Director Dave Kanagy said during the conference.The Society’s Minerals Education Coalition (MEC) has done its part to help educate future generations about the mining industry with initiatives like EngineerGirl, the Boy Scout Merit Badge and Move Mining, the Shark-Tank-style competition that was held on Monday with five finalists competing for the top prize (ME, April 2019, page 53)."

Lumwana is an open pit Copper mine located in the Northwestern Province of Zambia approximately 80 km west from the provincial capital of Solwezi, approximately 300 km northwest from the Copperbelt and 700 km northwest from the national capital of Lusaka. The mine has two major Copper deposits: Malundwe and Chimiwungo. Copper mineralization includes Chalcopyrite, Bornite and Chalcocite. In addition to Copper, these deposits also contain the undesirable element Uranium contained in vein hosted and disseminated Uranite. The processing plant was designed using conventional technologies: semi-autogenous grinding (SAG) and ball mill for grinding, and mechanical cells for rougher and cleaner flotation. Soon after commissioning in early 2009, it was recognised that two stages of conventional cleaning were unable to produce plant final Copper concentrates with the desired Uranium grades. Studies have shown that a significant quantity of liberated and fine Uranium particles (up to 80-90%) is recovered with the concentrate by entrainment. Lumwana Operations sought the use of the Jameson Cell technology after observing successful implementation at other sites in rectifying similar issues. In late 2009, Jameson Cell pilot-plant test work was conducted at the site and this quickly led to the installation of a full-scale B5400/18 model into the existing cleaner circuit. Inclusion of the Jameson Cell resulted in the plant being able to effectively produce clean and saleable concentrate with Uranium contents consistently below acceptable levels. Initially designed to be used as a cleaner scalper cell at the head of the existing conventional cell circuit, subsequent operational issues with the existing recleaner cells forced reconfiguration of the cleaner circuit and reintroduced the Jameson Cell for the recleaning duty. This paper reports the Lumwana Operation from the first two years of operation where it struggled to produce a saleable concentrate with Uranium grades below 150 ppm, which is the maximum allowable limit set out in the smelting contracts, to steps taken in the subsequent years to implement a satisfactory solution. The plant can now consistently produce a clean Copper concentrate with Uranium grades well below 130 ppm and the overall improvements implemented at site have seen the overall plant recovery improve by 1.3%.

A most interesting safety record has been made by the Colorado Fuel and Iron Co. s. Robinson ho. 1 mine located at Walsen, Cola. Mr. J. L. McBrayer has been superintendent of the Robinson No. 1 and 2 mines for the past 2 1/2 years, and Mr. David Muir has been foreman of the Robinson No. 1 mine since June, 1913. The Caval Ridge Mine is an open cut coalmine and located within the Bowen Basin region in Central Queensland, and commenced mining and processing operations in 2014. A number of geotechnical challenges for managing dragline bench and lowwall stabilities have been encountered in both southern and northern pits over the years. Southern Pits contain steep seam dips of up to 15° (27 per cent) whilst the northern pits also have shears below pit floors. Geotechnical guidelines to manage the risk of dragline bench failure and lowwall instability have been developed and improved since these geotechnical challenges were identified. The dragline guidelines include dragline tub offset distances from the 60° Line (SDL) or buttressing thickness for different seam dips greater than or equal to 8°. The low wall stabilisation guideline established floor disruption widths and depths depending on seam dips and presence of floor shears to known depths of up to 3 m. As mining operations advance, lowwalls have remained stable until floor disruptions were fired, then returned to stable soon after the shot. The maximum distance of lowwall cracking with blasting has been as far back as the second spoil peak (the prestrip truck dumps construction limit). These failures need to be eliminated to allow the operational flexibility and haulage benefit of constructing the prestrip truck dumps behind the first spoil peak, while maintaining no risk to personnel or equipment. The floor shear depth was verified by collaborating with the exploration teams and taking advantage of the already planned 8-inch coal quality core holes, drilling them an extra 5–10 m past the coal seam floor and locating the shear presence. With this continuous improvement effort, no lowwall failures have occurred during floor disruption firing from the second strip after the new floor disruption depth guidance have been applied. This paper documents the processes for developing these geotechnical guidelines, operational implementation, and outcomes. Operational applications over the years confirmed that these guidelines have effectively managed the dragline bench and lowwall failure risks related with the steep seam dips and floor shears in this open cut coalmine.

The portal, which is the near-horizontal, surface point of entry to an underground excavation, can often be an exceedingly difficult area in terms of ground control. Surface and subsurface failures at portals, as discerned during a study involving over 300 case histories, are unfortunately, common. To aid in the engineering evaluation of portals, the Geomechanics Classification System was appended with discontinuity orientation assessment values and support/excavation guidelines. Also, a design model utilizing RMR predicted rock loads in conjunction with half-dome theory is proposed for the most common type of portal failure. Other pertinent comments and recommendations relating to portal stability are included.

"Two composite samples of a gold-bearing ore from North Western Quebec (Barry Township) were tested to assess their grindability, recovery by flotation and Knelson concentrator as well as extraction using cyanidation.Work index values (BWi) for two composites were found to be 10.4 and 11.0 kWh/tonne, respectively. Flotation tests involved feed samples for which the particle size ranged from a P80 value of 205 ?m to 53 ?m, which resulted in gold recoveries of 91.8% to 95.8% (at gold grades of 130 to 140 g/tonne). Cyanidation tests indicated gold extraction levels ranging from 94.2 to 97.5%. Higher, recoveries were obtained at finer grind sizes and higher cyanide strengths. However, the grind size had a bigger impact on gold leaching. Gold grade and recoveries obtained with the Knelson concentrator device were lower than those obtained by flotation. Mass recoveries to concentrate products strongly depended on the fluidization pressure used. High gold recoveries can be obtained generally at low water pressures of 3 to 4 psi. Higher water pressures produced more selectivity at the expense of higher gold losses.It can be concluded that the gold ore samples tested have good characteristics due to moderate levels of energy requirement, high gold recoveries and extraction rates attainable.INTRODUCTIONBench scale testing of ore samples is an important step in the long series of metallurgical and economic studies involved in bringing new ore bodies into production (Coleman, 1980). Through a laboratory testing program, the behaviour of an ore in a particular process on a larger scale can be established. In an exploratory manner, this testing can be helpful for classification of ores in terms of “good ore” or “problematic ore” by providing preliminary information on recoverability of target minerals. Potential problems if any can be assessed by further investigation of products (e.g., middlings) obtained as a result of testing. A detailed bench scale experimental program in the metallurgical laboratory can also provide the background work for flowsheet development. Depending on the simplicity or complexity of the ore to be tested and type of details required from a testing program, the amount of samples required in the mineral processing laboratory can vary from several kg to more than one hundred kg depending on how detailed the metallurgical testing program is."

About fifteen years age some mines in western Canada commenced using Diesel engines, partly for development work but also for operations on quite a large scale. In the Eastern mining field, the Diesel engine made its appearance some eight years ago and has since, at quite a number of mining plants, proved to be a reliable and economical prime mover. As a result, it is today used more extensively than could have been foreseen only a few years ago, and it is reasonably safe to predict that the next few years will see the Diesel engine utilized to a still greater extent in the Canadian mining industry. It is not much more than thirty years since the first Diesel engine was put in operation. During the early years of this century, the Diesel engine took, so to say, its first faltering steps in public service. Since then it has reached a high state of perfection, and its importance has grown in a most remarkable way, until today it is used in practically every field where power is required. It is slowly but surely superceding steam for a great many purposes, as, for instance, for ship propulsion. While in 1921 only about 8 per cent of all tonnage launched was motor-driven, the proportion had grown to 38 per cent in 1927, and for 1929 it was slightly over 45 per cent. Some of the finest passenger liners afloat are Diesel-driven. In the early days, Diesel engines were built only in comparatively small units. Today engines with a capacity per unit of up to 10,000 horsepower, or even more, are being built for marine and stationary purposes.

Heavier loading and more efficient equipment is helping to keep driven piles competitive in America. Better Knowledge and testing of soils and support materials make it practical to use higher stresses; this is being strongly promoted by those directly concerned with timber, steel and concrete piles. Readily available point protection is increasingly used to assure penetration of piles without damage to full load bearing capability. Fabric drains are being installed with pile equipment to speed consolidation of soils. Sheet pile configuration has changed; production has been reduced largely because of imports. Dynamic checking of representative piles for load carrying capability is replacing conventional load testing of just a pile or two ? at much lower cost.

This paper presents the results of numerical modeling of the fractured zone around longwall gateroads. The numerical computations have been based on the results of underground measurements of the fractured zone around longwall gateroads, which were performed for various geological and mining conditions and measured with the use of the endoscopic method with a digital camera. Having results of the underground investigations, trials of duplicating them by the Finite Element Method using software PHASE and the Hoek-Brown failure criterion were performed. In order that the fractured zone predicted by the model-based computations closely simulate that measured underground, some selected parameters in the Hoek-Brown failure criterion were modified based on the earlier determined relations used for prediction of the roof-to-floor convergence in longwall gateroads. As a result, the model-based computations produce results very close to those obtained from the underground measurements. Determination of the fractured-rock zone around the mine roads is of great importance to mining practice, especially in planning and designing supports for longwall gateroads. The influence of the front abutment pressure causes the fractured rock zone around the roads to increase and results in an increase of support load. Moreover, proper determination of the fractured rock zone is one of basic elements in the process of planning roof bolting for mine workings.

The gold content of porphyry copper deposits ranges from less than 0.05 g/t to more than I g/t ((0.0017 to 0.035 oz per st) and the average is about 0.05 g/t (0.0017 oz per st) gold. Perhaps the highest grade mineralization found near a porphyry cop¬per deposit is the Ok Tedi Gold Cap ore body whose grade falls in the 2 to 3 g/t (0.07 to 0.1 oz per st) range. It is difficult to define a gold-rich por¬phyry copper deposit. All porphyry copper ore bodies contain some gold, but there seems to be a fairly sharp break in the gold content at about 0.1 g/t (0.003 oz per st) gold. There is also a problem in identifying dis¬seminated gold deposits that may have an indirect relationship to porphyry copper systems. This relationship is clear cut in deposits such as the Ok Tedi Gold Cap, the El Hueso deposit, the Fortitude and West de¬posits at Battle Mountain, NV, and the Sur¬prise deposit at Ely, NV. There are many other bulk disseminated, epithermal-type gold deposits - McCoy, NV, for example - that might be related to a porphyry system but where this relationship is remains very uncertain. In such places as the Goldfields and Tonapah district in Ne¬vada and in the El Indio, Chile district, there may be a vertically stacked ore deposit rela¬tionship between near surface epithermal deposits and disseminated molybdenite and chalcopyrite enargite mineralization at depth that may represent a deep porphyry system. This, however, has not been positively demonstrated. Most of the bulk epithermal gold deposits are probably not related to porphyry copper systems. Exceptions would probably be Ok Tedi, El Indio, El Hueso, Battle Mountain, and Lepanto where vertical or lateral zoning relationships are more apparent. This author believes that porphyry copper systems are related to a relatively unique type of intrusion that is probably distinct from, for example, the McCoy intrusivebody. For that reason, deposits such as McCoy, Chimney Creek, and the like will not be included in the definition of gold-rich por¬phyry copper deposits for this article. The interpretation of the origin of several of the deposits previously mentioned are subject to an unusual amount of contro¬versy. INTRODUCTION The Washington Metro, a rapid transit system that will serve the District of Columbia, Virginia, and Maryland, has been under construction for about two years. Construction of the Metro by the Washington Metropolitan Area Transit Authority involves a large amount of cut and cover, soil tunnel, and rock tunnel construction. To aid initial construction and improve future designs, performance observations were undertaken on tunnels in the initial construction phase. The University of Illinois Department of Civil Engineering was engaged to carry out a comprehensive program of field observations and measurements for this purpose. One part of the program was on the first soft ground tunnel constructed in the system. The tunnel is a 2200-ft (670 m) twin-bore section, designated Contract A-2, in downtown Washington. Two objectives of this program were to determine the relationship of construction procedure to settlements and to observe the pattern of soil movement around the tunnel as an aid in evaluating underpinning criteria for nearby structures. A test section, consisting t three instrument lines located across the tunnel path, was established prior to mining in Lafayette Park to measure in detail both vertical and lateral soil displacements as the tunnel was mined through the section. The site was selected because it is free from surface structures and access for installation and reading of the instruments was convenient. Load and distortion measurements on the lining were also made within the test section; observations of construction procedure were maintained throughout construction.

It was the goal of this project to develop training materials specific to two areas of the mining industry: (1) safe use and care of the self-contained self-rescuers, and (2) awareness and avoidance of electrical hazards. This report describes the development of the following training material: Instructor's modules for the OCENCO EBA 6.5, CSE AU-9A1, and PASS 700E self-contained self-rescuers; and a textbook, slide tapes, and accident case study scenarios for mine electricity, and a computer based instructional package on mine electricity and electrical hazards. The report concludes that additional efforts are needed in mine training and four recommendations are made: (a) tailor existing materials to fit specific mine sites, (b) develop and evaluate computer based instructional material, (c) develop parallel training materials for metal and non-metal mines and, (d) develop additional training materials for preparation plants and surface areas of underground mines.
