A YEAR ago, ,at the Institute's dinner, I closed my A remarks with the words: "The scientist devotes his life to the advancement of learning; the engineer gives his to the advancement of living." May 1 begin tonight where I left off then and speak first of the distinction between science and engineering? This difference is a difference both in purpose and in method: it is the sharp contrast between theory and practice; it marks the broad gap between dream and attainment. Sometimes it happens that the investigator is also the builder and applies what he discovers, yet the distinction between science and engineering serves to point out the broad dependence of the engineer upon his brother the scientist. You remember .the old - saying that "where there is no vision the people perish" translate this into modern experience and we may say that "where there is no science, the engineer fails."

"Construction of the Cigar Lake uranium mine in northern Saskatchewan is well under way. Production is anticipated to begin in the first half of 2007. When in full production, the mine is projected to produce a net 18,000,000 pounds of U3O8 per annum from a high grade ore averaging approximately 20% U3O8.Water management was a major issue that required substantial effort in the Cigar Lake design. Not only is effluent quality controlled, a tight water balance to minimize effluent volume is also designed into processes in order to minimize environmental impact. This paper focuses on the water treatment process and water handling equipment, as well as the operating philosophies that will reduce fresh water consumption to a minimum. An overview of the mining and ore handling systems, as well as aspects of controlling water production from the ore formation and the mine development areas will also be discussed.INTRODUCTIONThe Cigar Lake ore body has proven and probable reserves that total 232 million pounds U3O8. Cigar Lake is the world’s largest undeveloped high-grade deposit. It is the second largest highgrade deposit surpassed only by the McArthur River deposit another Cameco - operated mine in the Saskatchewan Athabasca Basin. Cigar Lake is owned 50% by Cameco Corporation, 37% by AREVA (COGEMA Resources Inc.), 8% by Idemitsu Uranium Exploration Canada Ltd. and 5% by TEPCO Resources Inc. When production starts in 2007, ground ore slurry from Cigar Lake will be shipped to the McClean Lake mill (owned by AREVA) some 80 km away. All of the Cigar Lake uranium will be leached from the ore at McClean Lake. During initial production ramp up, all uranium will be processed at McClean Lake to yellow cake (uranium oxide). After the average production has exceeded a 10 million pound per year rate, Cigar Lake uranium will begin to flow from the McClean Lake Mill to the Rabbit Lake Mill. At this point, subject to regulatory approval, 57% of the Cigar Lake uranium, in a uranium rich solution, will be transported to Rabbit Lake mill (owned by Cameco) for purification to yellow cake. A complete summary of the flow of uranium from the Cigar Lake ore body through to product at both McClean Lake and Rabbit Lake can be found in a recent paper titled “The Cigar Lake Project – Mining, Ore Handling and Milling” in the March 2004 issue of the CIM Bulletin. Research in the field of cut-off grade optimisation has shown a relationship between cut-off grade, project life and net present value (NPV). Lane’s theory demonstrates that cut-off grades can be optimised in order to maximise project profitability. Although the theory forms the basis for many open pit mining projects, application of the theory in underground mining remains limited to-date. The main reason for this is the complex interaction between all processes in underground mine planning, which makes it difficult to apply Lane’s mathematical optimisation approach.Recently a new stope optimiser product was released. The AMS Stope Optimiser automates the design of underground stopes at user-defined cut-off grades and allows for rapid evaluation of mine designs at different cut-off grades. Using this software, an optimisation approach was developed and validated on an underground gold deposit in northern Sweden. Potential project NPV increased by approximately 30 per cent when using this new approach.Spatial grade uncertainty in mineral resources was identified to be a major risk in underground stope design. The optimisation approach was further extended to account for grade risk using estimated and stochastic simulated resource models. The resulting optimisation process accounts for grade risk early in the design process and reduces the risk of a stope not meeting the cut-off grade with subsequent financial loss.CITATION:Bootsma, M T, Alford, C, Benndorf, J and Buxton, M W N, 2014. There have been major changes in the makeup and nature of the uranium exploration industry in recent years. Significant price increases precipitated an increase in exploration activity-according to the Department of Energy, exploratory drilling in 1977, by 140 companies, was almost 8 million m (26 million ft). This represents a 37% increase over the prior year's drilling. Projections for 1978 indicate at least 9 million m (30 million ft) of exploratory holes will be drilled in the US. Exploration expenditures in 1979, including land acquisition, drilling, and other costs, were estimated by DOE at over $236 million. Domestic expenditures for 1978 are estimated at over $250 million.

Segregation roasting was used to recover more than 85 per cent of copper from crushed, minus 14 mesh refractory furnace-lining bricks. A plus 14 mesh fraction: which was high in copper, could be recycled directly to the smelter, giving an overall recovery of approximately 90 per cent. An oxidation roast at about 700°C was necessary, before segregation roasting, to convert copper sulphides and copper metal to sulphates and oxides. Withsegregatron temperatures in the range 600°-650°C the quantities of solid carbon and NaCI required are 2-5 per cent and 1 per cent respectively. P.V.C. coating from scrap copper wire can be used instead of NaCl as asource of hydrogen chloride for the segregation reaction.

I am not a member of AIME, and this is my first annual meeting. As a lifelong member of the non-ferrous metals industry I have enjoyed listening today to speakers point with pride and view with alarm the public relations activity or lack thereof in the halls of government, as well as at the grass roots. There is much to be alarmed about, to be sure, but also some accomplish¬ments to be viewed with pride. Other speakers have given a broad overview of our industry's relations with their several publics. I will be specific about two incidents in which The Anaconda Company faced the loss of confidence of a large portion of its publics: the nationalization of our properties in Chile in 1971 and the closing of our under¬ground mines in Butte, which was announced last October. If I have a minute left over, I will speak about our concern for the loss of confidence in business institutions which has been re¬vealed in recent public opinion polls.

Cost management in the conditions of increasing competition and unforeseen market turbulence constitutes one of the key areas of the enterprise?s activity. In the last two years the demand for hard coal on the domestic and global market of non-renewable resources has increased significantly. Polish hard coal mining industry, as an industry in the stage of decline, received a chance for rejuvenation. However, one of the most significant conditions of seizing this opportunity is the rationalization of mining costs and improvement of production effectiveness. Due to the significance of this issue, the main objective of the paper is to identify the possibilities of improving the production effectiveness in the hard coal mining industry. In order to meet such an objective, in the first part of the paper we measured effectiveness in the Polish hard coal mines in years 2006- 2011. The research encompassed three out of five mining enterprises operating in the country. Then based on the received results, guidelines concerning the improvement of effectiveness of production were created, taking into consideration infrastructural, technical, economic and organizational determinants. Furthermore, opportunities and threats for improving the production effectiveness, stemming from the external conditions have also been indicated.

Although secondary recovery of lead and lead-tin alloys has been common practice in the United States during recent years, there is little published in-formation concerning recovery techniques. Available information does not cover metal recovery from wet dross skimmings. This investigation by the Bureau of Mines was undertaken to develop techniques that would allow lead-tin alloys to be recovered from wet dross skimmings containing large amounts of zinc chloride. A process was developed, on a laboratory scale, for recovering lead-tin alloys from wet solder dross skimmings. Straight water leaching, either with or without a second leaching operation carried out with a Na2C03 addition for removing chloride, produced a dross that could be smelted without further treatment. Overall recoveries averaging 92 percent of the metal values in the dross were obtained in the form of lead-tin alloys, which had an average tin content of 16 percent and lead content of 84 percent. The recovered alloy contained less than 0.02 percent zinc, as determined by both chemical and spectrographic analyses.

The purpose of this paper is to outline the equipment used for diamond drilling at Mount Isa, together with alterations and recent improvements therein. As the majority of the drilling is carried out with machines running at relatively high speeds using XRN blast hole bits, the paper is mainly devoted to this branch of drilling.Because diamond bit costs constitute the major expense, a considerable amount of research into bit design has been carried out, and in several instances, costs per foot have shown an appreciable decrease in spite of rising manufacturing costs and higher diamond prices. Equipment performance has at times been erratic due to delays in delivery and occasionally because of faulty parts, but in general the position has improved by keeping in close contact with the manufacturers.BLASTHOLE DRILLING MACHINESThe standard blasthole diamond drill is the 'E-500' two cylinder air powered model manufactured by Mineral Drillers Limited. Several of the older pattern JV41 are still in use, but are being retired as they wear out.. Machines are repaired in the underground diamond drill shop.The normal feed gears used when drilling in lead shales are 350 top gear and 450 low gear-actually 357 and 438 revolutions per inch of advance respectively. The 300 gear was commonly used several years ago, but it was found that bit footages could be increased without any appreciable drop in penetration rate by reducing to the 350 gear. The efficiency of water sprays in suppressing airborne colliery dust depends on many variable factors. A survey of previous work in this field shows that swirl spray nozzles are the best dust suppressors.Investigations carried out in an experimental dust chamber show that, in spite of limitations to the application of water sprays in underground use, promising dust suppression efficiencies in mechanised mining can be obtained with swirl spray nozzles.INTRODUCTIONA dust hazard has always been associated with coal mining, and the recent growth of mechanisation has resulted in a greater production of fine coal and dust, thus increasing the hazard. A better knowledge and appreciation of the medical aspects and dust explosion factors has led to practices reducing the seriousness of the problem. However, the dust hazard still exists and its control is basically an engineering problem.Dust, as with any atmospheric pollution, may be removed from the, mine by ventilation, which is an indirect method of control. Direct methods, in which the dust is prevented from being produced and from becoming airborne, should be employed where possible. Of these direct methods the most significant is the use of water sprays.THE DUST HAZARDAn appreciation of the physical nature of the more important dust hazards is necessary before considering the removal of the hazard. The main hazards associated with colliery dusts are the health hazard and the explosion hazard. "Dust" comprises solid particles of size minus 20 mesh Tyler (833 microns).

"This repot continues the series of papers being prepared at the Southwest Experiment Station of the Bureau of Mines in cooperation with the department of mining and metallurgy, University of Arizona, on factors involved in the leaching of ores. A list of previous publications is given in the bibliography at the end of this paper.Four factors are essential to the leaching of any copper-bearing ore: (1) A solution that will attack the copper minerals must get into the body of the ore particles; (2) the copper minerals must be dissolved by the solution; (3) the solution containing the dissolved copper must find its way out of the voids of the rocks into the main solution; and (4) the copper in solution must be recovered by some means of precipitation.This paper considers the third step -- the extraction of the water-soluble copper. From leached ores. The usual commercial practice in leaching copper ores consists of: (1) Crushing the ore to pass through a screen with approximately one-quarter or one-third inch openings; (2) charging the crushed ore into a fat; (3) adding, usually by upward percolation, a solution that will attack the copper minerals; and (4) washing the copper-laden solutions out of the ore with solutions weaker in copper than the pregnant solution, and finally with water. A countercurrent system of leaching and washing is usually employed. In some plants the solutions are circulated during leaching and washing, and in others they are not. In some plants the wash solutions are added by upward percolation, while at Chuquicamata the so-called ""piston-displacement"" method of washing is employed.The following condensed resume of the leaching cycle of the plant of the Inspiration Consolidated Copper Co. is given to present to the reader a picture of the steps involved in a typical leaching cycle. This plant was recently described in detail.4 The ore, crushed to pass openings 11/2 inches in diameter, passes over a screen with ¼-inch openings. The undersize from the screen goes to a Dorr howl classifier that removes the primary slime from the circuit. The overflow from the classifier is treated in a slime-leaching plant. The oversize of the ¼-inch screen passes through rolls, where it is crushed to pass a 3/8-inchscreen. The undersize from the 3/8-inch screen join with the coarse material from the classifier, and the combined products become the feed to the leaching vats. There are 13 concrete lead-lined leaching vats. The complete leaching cycle is 13 days. Eight tanks are under acid-iron content at all times; three are being washed, one tank is being filled, and the one is being excavated. The electrolyzed solution from the tank house, to which amount of new acid has been added, is put on the oldest tank of ore under need This solution travels from tank to tank and finally emerges from the newest ore"

Worker participation in equipment development can result in improved user acceptance and product quality. This paper focuses on worker engagement in equipment development processes in the South African minerals sector. Qualitative data was gathered during interviews with original equipment manufacturers (OEMs) and industry experts. A lack of inclusion in equipment design from workers from all organizational levels in mines was reported. Meanwhile, the historical context and workplace culture of the mining industry (including leadership, trust, training, performance, and remuneration factors) were evident barriers to the implementation of new technology. Worker engagement processes should include securing management commitment, creating multidisciplinary teams, effective facilitation, shared understanding of needs, training and development, and iterative design. Human-centred design approaches and independent platforms for engagement on equipment design requirements are recommended.

THE discussion on Dr. Chipman's paper, Mapping by the Topographical Survey, centred mainly on the urgent need for aerial photographic reconnaissance of unmapped portions of the country as an initial phase in the provision of suitable topographical maps for use as a guide in geological mapping, prospecting, exploration, and development work in the areas concerned. This, ir was pointed out, would necessitate an expansion of the topographical work of the Bureau of Topography to keep pace with the photographid work and to meet the demand for maps for use by geologists of the Bureau of Geology and others. A resolution requesting Institute Council to make representations to the proper authorities, urging that aerial photography and topographic map-ping be greatly expanded to meet the pressing needs of the situation, was moved by DR. W. F. JAMES and seconded by MR. L. G. SMITH, and carried unanimously. The full text of the resolution appeared on page 221 of the May BULLETIN. Others who spoke in support of the resolution were MESSRS. E. S. MOORE, L. B. ROCHESTER, F. D. SHEPHERD, and W. J. WRIGHT. Dr. Hansen then presented his paper, Mapping by the Geological Survey, discussion on which is summarized below. MR. FRANK EBBUTT(l) spoke of the very valuable service the Geological Survey bas rendered the mineral industry, and indeed the whole nation, in its century of existence, despite the very inadequate financial support it has received. Now, more than ever before, a strong and expanded Geological Survey is essential if the Industry is to continue to prosper. Our known ore reserves are being depleted very rapidly, and we are finding no new orebodies to take their place. As an aid in prospecting and exploration, and also in the development of orebodies when they have been found, we must have geological maps of the vast sections of the country which at present are unmapped or inadequately mapped. The Institute should make every endeavour to have the Geological Survey strengthened so that such maps may be made available as soon as possible.

This paper is the first part of a report giving the results of the Bureau of Mines' twenty-third semiannual survey of motor gasoline marketed in the United States. A companion report, Part II, is in preparation and will give a more detailed discussion of the whole survey. Results of the determination of copper-strip corrosion, color, sulphur content, copper-dish evaporation residue, and gum content as given by the Bureau of Mines steam-oven method will be presented in the second paper, which will also include the prevailing retail price and the tax at the time the sample was taken. This paper deals specifically with data relative to gravity, Reid vapor pressure,5 and distillation (method 100.13).6 The samples tested were divided into "competitive-price gasolines" and "premium-price motor fuels," a method of presentation that was begun with the twenty-second semiannual survey.7 A total of 312 samples were collected from service station pumps in 20 cities throughout the United States. Of this number of samples, 207 were "competitive-price gasolines" and 105 were "premium-price motor fuels." All of the samples were collected in March, 1931, and analyzed at the Petroleum Experiment Station of the United States Bureau of Miner at Bartlesville, Okla.

The cross-belt sampler is a device that is very widely used even though it has not been ratified by the Standards associations. This paper is concerned with the bias testing of two cross-belt sampler designs against stopped belt samples and a cross-stream cutter at the belt end. The bias analysis is carried out using size distribution as the analyte and conventional t-testing and the Hotelling T squared test, which are compared for their effectiveness. The paper considers the issue of detectable bias and the statistical planning of bias tests.

This work aims to produce paints using granite waste, as a pigment, and compare their performance to soil pigments based paints, in terms of hiding power and abrasion resistance. Initially, the residue and soils were physically, mineralogically and morphologically characterized. For the production of the paint samples, an experimental model was defined, based on the variation of the proportions of pigment and resin. The proportion of water varied in each sample, in order to maintain the viscosity within a range considered ideal for application. Sequentially, tests were done to determine the hiding power and abrasion resistance of inks. It was found that, in comparison to soil paints, the granite residue paints presented greater hiding power. This result can be explained by the characteristics of the granite residue, which allowed a high nonvolatile content in the mixtures. With respect to abrasion resistance, granite residue paints showed less resistance than soil paints, possibly due to the granulometry of the residue that resulted in a greater roughness of film. In addition, none ink sample satisfied the minimum specifications prescribed in the Brazilian standards for hiding power and abrasion resistance, at the same time. This means that these inks, when used, will require more repair and repainting over time than conventional paints.
