[This paper presents one of a series of digests of foreign mining legislation that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining legislation of Bulgaria was prepared from a copy (in French) of the Mining Laws of Bulgaria, promulgated by Royal Decree No. 33 of I. arch. 31, 1910, and published in the "Journal Official," No. 83, April 14, 1910, and checked against a digest prepared by Maynard B. Barnes, First Secretary, American Legation, Sofia, Bulgaria, dated June 10, 1932, which was transmitted through the courtesy of the Department of State. CLASSIFICATION OF MINERAL SUBSTANCES Mineral deposits are classed either as mines or quarries. (Art. l.) Tunes are deposits, the products from which must be processed. Under this class specific mention is made of the metals (gold, silver, copper, lead, zinc, iron, chrome, titanium manganese, tungsten, tin, mercury, platinum, cobalt, nickel, cadmium, aluminum, molybdenum, bismith, uranium, antimony, arsenic), sulphur and other "analogous" mineral substances, phosphate rock, iron pyrites, sulphates, saltpeter, alum, boracic acid and its compounds, talc, asbestos, amber, graphite, merschaum and precious stories of all kinds, reek salt and other salt, peat, coal, petroleum, ozocerite, asphalt and all other bituminous substances. The following data cover a phase in the systematic testing of gold deposits which does not appear to have been specificalIy investigated.In boring either secondary or primary deposits, gold, by virtue of its high specific gravity, will tend to migrate downward, below the driving shoe or bit, and thus cause misinterpretation of value unless final recovery Can be effected after the hole has been bottomed.Unlike fortuitous and non-recurrent errors, due to, say, running ground, "pile driving" or rock fractures, systematic error due to migration may be unpredict.able from operating data alone, and, therefore, result in serious miscalculation of the weighted average upon which the engineer's recommendation is based.Applied to diamond drilling, loss by downward migration appears to have been largely responsible for distrust of sludge assays in the past. On the other hand, although modern practice rightly trends towards an integration of both core and sludge samples in borehole valuation, the possibility of systematic loss must be investigated when using combination graphs such as those of Longyear, Moehlman and WeIler. If the sludge value is incorrect the combination graphs will serve solely to stultify the core valuation.It appears to be axiomatic that: 1. With full core, sludge assays are of minor import.2. With recovery above 90%, differentjal grinding, of the high grade sections may have occurred, and this c!ln be corrected only by the us.e of cOJ;rect sludge valuation.3. With core recovery less than, say, 70%, no accurate valuation is possible without integrating the sludge assay.4. With less than, say, 10% core recovery, the sludge assay affords the sole basis of evaluating a borehole which may have cost many hundreds of pounds.The conditions demanded for reliable sludge valuation have, in practice, been restricted to high quantitative recovery and return of nearly 90% of the drill water. It is submitted, however, that the following additional knowledge is required:1. The nature of gold distribution in the ore.2. The lifting power of the return water column, which can be gauged by the maximum quartz particle, provided that the degree of "hindrance" can be determined.3. That all gold has been cleared from the bottom of the borehole immediately after it has passed through the orebody.The three cases discussed hereunder are offered not only as proof of the thesis, but also in the hope of promoting discussion on the interpretation of borehole values and on methods for saving free gold in the sludge. The fact that two of them cover alluvial boringand the third diamond drilling has resulted in this attempt to reduce the behaviour of free gold to a basis common to all types of boring.

"A supply of sustainably sourced rare earth elements (REEs) is critical for several high-tech industries, renewable energy technologies, and defense applications. Recent studies have shown that REEs exist in coal and coal combustion byproducts at elevated concentrations and in quantities that could meet domestic demand. Despite these promising findings, declines in rare earth prices, volatile commodity markets, and challenging geo-metallurgical conditions have jeopardized this potentially valuable REE resource. While the dilute REE concentrations inherently necessitate low-cost separation technologies, the ultimately operating cost threshold for economic extraction must be based on commodity price projections and market demand. In this paper, the micro-pricing principle is used to develop a rigorous economic model assessing the inherent value of REEs in coal materials. This model is based upon basket pricing of individual elemental oxides, and elemental distributions of coal samples from various basins. These results may be used to assess the economic viability of potential REE concentration and refining technologies INTRODUCTION Recent efforts by US Department of Energy (DOE) and the National Energy Technology Laboratory (NETL) have suggested that rare earth elements (REEs) may exist in coal and coal byproducts at concentrations suitable for economic extraction and processing. While the knowledge of REE occurrence in coal material dates back over 50 years, recent supply restrictions and material criticality considerations have prompted a national interest to establish a sustainable domestic supply of REEs. REEs are not “rare” in the sense of crustal abundance; however, few natural processes lead to concentrated ore deposits. As a result, the elevated concentrations found in coal material may provide a potentially promising resource for these materials. While the term “rare earths” is often used to describe a singular concept, the 15 rare earth elements actually have varying and sometimes contrasting scarcity and cost profiles. Various authors have proposed classification systems to provide information on REE criticality (e.g. Seredin and Dai, 2012, Zhang et al., 2015). The most straightforward classification is provided on the basis of geochemistry with designations for “light”, “medium” and “heavy” rare earths. Light rare earths (those to the left of the periodic table: Ce, Pr, Nd, and Sm) tend to be more common and less valuable when compared to their medium (Eu, Gd, Tb, Dy, and Y) and heavy (Ho, Er, Tm, Yb, and Lu) counterparts. While light rare earths are often found in traditional ore deposits at economic concentrations, the heavier rare earths are almost exclusively found as ion-absorbed clays (Seredin and Dai, 2012)."

Coking coals are very much in demand on a world wide basis, particularly the higher rank coking coals, which form an important part of many coking blends and which represent the smallest portion of the world'scoking coal reserves. Conventional coke oven plants, using these coals, will predominate at least until the next century.Blending schemes for conventional coking require definition of the basic properties of coals so that the factors influencing the carbonization behaviour may be assessed. Several concepts, which are relatively simple, ate available to help promote a better understanding of the bask factors controlling -coke strength and are also useful in suggesting possible lines to follow in the blending of coals for coking.The interpretation of carbonization behaviour and coke structure in terms of petrographically defined coal rank and type provide a basis for planning and exploitation of coal Teserves. The optimum parameters for coking are suggested as follows.1. Type- Vitrinite content (% m.m.f. by volume) 55 ± 5%2. Rank- Mean maximum reflectance of vitrinite 1.30 ± O.10% Carbon content of vitrinite (% d.m.m.f.) 87·5 ± 1·0%The value of a coal should be assessed in relation to all its possible uses in blends. This is a more realistic and productive approach, as compared with considering coals only in relation to the results of blending with"good" coking coals. Blending schemes have been outlined to assist in the assessment of the blend potential of coals of all ranks and types.Reserves of higher rank coking coals in N.S.W. are very limited and should be conserved by blending with the low rank coking coals, of which there are large reserves.Examination of blending theories in relation to N.S.W. coals suggest that blends in the broad categories of minimal downgrading of the higher rank N.S.W. cok...

While ring-blasting techniques offer substantial benefits, there are intrinsic problems that are exacerbated when large blocks of ore are mined in attempts to improve the production economics. These problems relate to both the convergence of holes around the ring drive and the charging of up-holes. The size and shape of the ore block concerned should be carefully considered so that good drilling, patterns can be achieved. The hole diameters chosen, both affect and are affected by the size of the ore block. The explosive selected depends on the hole diameter and together with the diameter, determines the nominal drilling pattern. Ring-drilling patterns are best derived through the use of computer software together with engineering judgement. The loading of explosive is necessarily high, and charging patterns require careful thought if overcharging is to he minimised and adequate energy is to be available at all parts of the ore block. Initiation systems are critical to the blasting results, but sub-optimal systems must be adopted if collar priming is practised. In view of all these factors, idealised guidelines can be given for ring design, but it should be recognised that developments in technology may in time change some of these parameters.

The total value of coal, FOB mine, consumed in the United States was $21 billion in 1985. Roughly $6 billion was spent to transport coal from the mine to the consumer by rail. This indicates the impact railroad transportation has on the competitiveness of U.S. coal as an energy resource. Actually, this is just the tip of the iceberg. When you consider the largest U.S. reserve of coal, the Powder River Basin, which is possibly the lowest cost coal in the U.S., or maybe even the world, the transportation cost is the overriding factor in developing competitive pricing. Rail transportation costs from Powder River can be multiples of 2, 3, or even 4 times the cost of coal FOB mine. About sixty percent of all U.S. coal is shipped by rail. In the case of Powder River Basin coal and many other reserves there are no current alternatives to rail. Are there feasible alternatives to rail transport?

In considering the organization of research, it is necessary to know just what research is, what objects are in mind when setting out to conduct research, and what are the functional units which are required to enable a coordinated effort in research to proceed.The dictionary defines research in the following terms: Laborious and patient search, as for truth, diligent inquiry or examination in seeking facts or principles; inquiry, scrutiny; to search or examine with continued care; to seek diligently; to search again; to examine anew.This is, of course, simply a formal definition, but the reference to "labour", "patience" and "diligence" should be noted.The following quotation from an answer to the question "What is Research?", published recently in a technical journal, puts some life into the formal definition:- Essentially, it (Research) is nothing but a state of mind a friendly, welcoming attitude toward change. Going out to look for a change instead of waiting for it to come. Research, for practical men, is an effort to do things better... The research state of mind can apply to anything: personal affairs or any kind of business, big or little. It is the problem-solving mind as contrasted with the let-well-enough-alone mind . . . It is the "to-morrow" mind instead of the "yesterday" mind. Note the statements that: Essentially, it (Research) is nothing but a state of mind, and the research state of mind can apply to anything.

Kaiser Steel Corporation, the pioneer steelmaker on the Pacific Coast, was founded by the late Henry J. Kaiser. In 1944 the Company purchased from the Southern Pacific Railroad an iron ore property 200 miles east of Los Angeles known as Eagle Mountain. Today the domestic operation of Kaiser Steel Corporation consists of the iron mine at Eagle Mountain; two coal mines, one each in Utah and New Mexico; an integrated steelmaking complex at Fontana, California; and several steel fabrication and erection facilities along the west coast. Kaiser Steel also has interest in Hamersley Iron, Ltd., Australia, and Kaiser Resources, Ltd., British Columbia. Eagle Mountain Mine is located about 80 miles east of Palm Springs and adjacent to the southeast corner of Joshua Tree National Monument. The area is one of the most arid in the world averaging only two inches of rain annually. Geologically, the mine is at the western edge of the Basin and Range Province which covers about one-half million square miles of the western United States. The Province is typified by north to northwesterly trending fault block mountain ranges separated by sediment filled valleys, Production has totaled over 82 million tons of finished products since the first shipment in June, 1947. Over 500 million tons of material have been mined from the deposit to date. Eagle Mountain Mine is noted for the pioneering use of the largest and most up to date equipment to mine and process its ore. In 1961 Eagle Mountain received the first fleet of 100-ton haulage trucks in the mining industry. There were thirteen semi-trailer units in the fleet. The first 12 to 17-yard size shovel in the mining industry was placed in operation at Eagle Mountain during 1962. Rotary drilling was introduced at Eagle Mountain in 1954 to replace churn drilling. Eagle Mountain was the first major mine to use metallized slurry when three aluminum slurries were introduced for primary blasting in 1962.

Over the last six years, several new commercial families of sulfide mineral collectors have been developed. This paper summarizes some plant data and use experiences gained with each of these product families. The first is a series of products (F-series) based on a chelation mechanism of attachment. The second of these families is a series of products (S-series) based on an electrochemically controlled mechanism of attachment. The major advantage of the F-series collectors is the very high metal recovery capability in complex ores involving Au, Pt, Zn, Ni, and mixed Cu minerals. The major advantages of the S-series collectors are the very high pyrite rejection capability along with reduced lime requirements in Cu/Mo plants.

"Thinly-laminated silty shale that falls like ""stack rock"" is always difficult to support in underground coal mines. With thin laminations of 2.5 to 52 mm (0.1 to 2 in) thick and weak bonding between laminations, the roof is much weaker under horizontal stress than under vertical load. Buckling of thin laminations and cutters are common signs of initial failure for this type of roof. When a roof fall occurs, it is mostly above the primary bolted horizon with a fiat top and steep breaking angle above the pillar ribs. Because silty shale is brittle, roof falls mostly develop without significant roof sagging. With thick, laminated silty shale, it is difficult to build a strong solid beam with short primary bolts. Longer bolts, straps, and supplementary cable bolts are required. Since installation of longer primary bolts in low seam mining is operationally inefficient, supplementary bolting is important to maintain overall roof stability. The bolting plan should also be chosen based on the geologic hazard map, which indicates the distribution and thickness of laminated silty shale, as well as the transition areas.To effectively support the thinly-laminated silty shale roof, an area with the same type of roof in a low seam mine was monitored for approximately four months. The mine had experienced roof falls while using different bolting systems and mine orientations in past years. The roof support in the area was studied through geologic mapping, roof scoping, and testing of different bolting plans. This paper presents the roof failure characteristics of the thinly-laminated silty shale, the correlation between failure and geologic condition, an evaluation of different bolting plans, and the requirements for primary and supplementary bolting for the silty shale roof.INTRODUCTIONThinly-laminated silty shale that falls like ""stack rock"" is always difficult to support in underground coal mines (Peng, 2007). AT the Tooele custom lead-zinc ore concentrator,' two sections, each having a daily capacity of 500 to 600 tons, are operated on slightly different types of ores with but little difference in flow sheet and reagents. The ores comprising the two general classes are the coarsely crystalline type, with low pyrite and sphalerite low in iron content, from the Park City district, and the more finely disseminated higher pyrite ores from Bingham, which are more difficult to treat by flotation. Laboratory testing determines with which general class a new ore will work better. The ores are crushed to minus 1 1/4-in. size at either the Utah Ore Sampling Company's plant at Murray, Utah, the Tooele smelter sampling plant, or the crushing plant at the concentrator. The ores for each section are mixed to maintain as nearly as possible uniform lead and zinc contents.

"*Paper written on project work carried out in partial fulfilment of BSc.Eng (Mining Engineering) degreeThe optimization of the cycle time to increase productivity at Ruashi Mining was an on-site project investigation conducted from December 2017 to January 2018. The main objective of the investigation was to determine the actual cycle time components. These comprise the queuing time, loading time, hauling time, and dumping time of ADTs (articulated dump trucks). Data was also collected on two hydraulic shovels to identify where these could be optimized. The actual cycle time obtained was compared to the theoretical cycle time to ascertain the constraints, which affect productivity. By applying Systems Thinking to the cycle time, man-made constraints of the actual cycle time were identified and recommendations to mitigate them suggested to optimize the cycle time. However, rainfall is a natural constraint that adversely affects the actual cycle time, and which cannot be mitigated.In addition, both the theoretical and actual cycle time were analysed, as well as the theoretical and actual productivity for the year 2017. Based on the findings, conclusions and recommendations were made to optimize the cycle time. IntroductionThe aim of the project was to increase Ruashi Mining’s productivity by 39%, from about 7.537 Mt of broken material mined to 12..367 Mt targeted in 2017.BackgroundRuashi Mining is a copper (main commodity), cobalt (by-product), and acid producer located in the Democratic Republic of Congo (DRC), 10 km from the city of Lubumbashi. Figure 1 shows the location of the Ruashi Mining open pit.Ruashi Mining started production in 1911 and in 2005 the mine was registered as a DRC company owned by Metorex Group Limited. In November 2013, the Chinese company Jinchua Group International Resources Co. Ltd. bought a majority stake in the business. Ruashi Mining currently produces 38 000 t of copper and 4400 t of cobalt per annum. The company has contracted NB Mining (a contract mining company) to transport its ore. To optimize the productivity of the mine, considering ore flow delivery at Ruashi Mining, the cycle time is the indicator used in this project. The cycle time components were recorded on site using a stopwatch."

While technical innovations may, generally, be seen as fast-moving and farreaching, these papers also show that changes in approach and thinking continue to be evaluated and implemented.The Forum paper co-authored by Roger Taplin of McCarthy Tétrault LLP and Marchand Snyman of Muratie Investments Pty Ltd. highlights the quite radical changes that have taken place in South Africa’s mining industry with the introduction of the Mineral and Petroleum Resources Development Act, 2002, in October of that year, together with the Broad-based Socio-Economic Empowerment Charter for the South African Mining Industry and the Mineral and Petroleum Royalty Bill of March 2003."

Prior work by the Bureau of Mines demonstrated a feed preparation method that eliminates the formation of slime during leaching of calcined kaolinitic clay and makes leached residues fast settling and easy to filter. Nitric acid leaching rates determined for calcined kaolinitic clay prepared by this method were found to correspond to a zero-order reaction model for both batch and continuous, stirred-tank leach-ing. A rate constant of 0.136 min-1 was determined. Separation of solid residues from the reacted slurry was examined, and filtration rates were determined. Permeabilities of the flocculated, leached residues were around 51 darcys, or 5.0 x 10-7 cm2 for laminar flow through 4-ft-deep beds.

The corrosion properties of the skin and the bulk of semi-solid processed and high pressure die cast AZ91 alloy were studied in 5% NaCI solution by (a) analysing the corrosion morphology, (b) measuring electrochemical polarization curves, (c) performing electrochemical impedance spectroscopic measurements, and (d) immersion tests at constant pH-values. Using XRD, LM, SEM and EDX to evaluate the microstructure of skin and bulk specimens, the corrosion results were related to the microstructures of the particular alloys. However, microstructure and corrosion performance were found to be similar for both production processes, and only slight but distinct differences were found. Generally, the skin corrosion properties are inferior to those of the bulk, with the exception of the high pressure die cast AZ91 alloy, where the finer microstructure of the skin layer exhibits a better performance as showed by impedance studies and confirmed in long term immersion tests.

In 1943, the Federal Bureau of Mines began a program of thermodynamic investigations of petroleum constituents and related compounds. These systematic, long-range studies, which were conducted in the thermodynamics laboratory of the Bartlesville Petroleum Research Center and are still continuing, have resulted in a substantial quantity of data valuable to the petroleum industry and science in general. As separate phases of these studies were completed, the findings were promptly reported in the scientific press. During the past 16 years, 89 journal articles, giving the results obtained for individual compounds and small groups of related compounds, were published, mainly in the Journal of the American Chemical Society and the Journal of Physical Chemistry. In addition, members of the Bureau staff have contributed six chapters to specialized reference books. This circular, prepared in response to many requests, lists these 95 published papers, giving an abstract of the contents of each, as well as titles, authors, and literature citations. The journal articles are listed in the order of their preparation, which closely approximates the chronological order of their publication; hence, the item number to the left of each citation corresponds to the assigned contribution number. For the convenience of the reader, the abstract section is followed by a condensed bibliography, arranged alphabetically by senior author and keyed to the abstracts by appropriate contribution numbers in parentheses after the entry.

The Turnkey Project contracting approach is a very viable project delivery system for many mine and mill owners. Generally speaking, the Turnkey Project approach makes sense when the owner knows what it wants, is willing to accept the contractors judgement on process elements and maintenance standards, and early construction completion/facility stmt-up are of primmy importance. Projects with unclear process and project objectives make poor candidates for true Turnkey applications. If the objectives are unclear, under development or significant refinement, the owner's effort should go into a good schedule "A" package allowing Engineering, Procurement, and Construction (EPC) contractors to develop cost and schedule proposals for the final design ( engi­neering), procurement and construction of the facility. Figure 1 and 2 graphically depict (in general terms) the stan­dard Design-Bid-Build, Construction Management (CM) Fasttrack, EPC, and Turnkey Approach.

A laboratory electrophoresis column was designed to separate pyrite from fine coal by utilizing an observed difference in the electrophoretic mobilities of the two materials in water. The apparatus worked well when tested with synthetic mixtures of coal and pyrite, but some modifications in design and procedure were necessary to provide a sharper separation. After these changes were made, the column was tested with a high-pyritic-sulfur raw coal sample. The column successfully fractionated the sample, removing not only the pyritic refuse, but a siliceous refuse as well. The invest ion demonstrated on a laboratory scale that pyrite and other impurities can be separated from fine coal by electrophoresis.

The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars arc characteristically of the 'fire door" type that is frequently encountered on outside exit doors of many public, and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes arc added to the face equipment machinery for which they arty required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in "Guidelines for the Design and Installation of Devices for Deenergization of Self-Propelled Electric Face Equipment/Automatic Emergency Brakes" by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. I. Judy (our consultant), etc:

A series of six papers describing the Falconbridge Dominicana Ferronickel project were presented at the International Laterite Symposium held as a joint project of TMS-AIME in February 1979 at New Orleans. A review of the ore mineralogy, as well as. the processing and environmental practices as they exist today at Falcondo with emphasis on modifications put into practice since 1979 are presented in two papers: Part I.- Mineralogy and Ore Dressing E.W. Lithgow - General Superintendent ? Mines Falconbridge Dominicana, C. por A. Bonao, Dominican Republic Commercial volumes of nickeliferous laterite ores overlie part of a 90 km long belt of peridotites in central Dominican Republic. Protores are serpentinized harzburgites and dunites, with lesser serpentinite. The ore mineralogy consists mostly of goethite, serpentine-group minerals, quartz and poorly crystallized, X- ray amorphous materials. Minor constituents are hematite, gibsite, olivine and enstatite. In the Ore Dressing plant, the mine feed is subjected initially to proper sizing and blending to produce a homogenized mix. Subsequent drying and upgrading, by selective crushing and screening of rock kagments through a Barmac circuit, complete preparation of the ore for pyrometallurgical processing. Part II.- Pyrometallurgy, Fuel and Power Generation J.H. Comgan - Manager ? Production Falconbridge Dominicana, C. por A. Bonao, Dominican Republic Falcondo's energy requirements are based on oil which is refined on site to provide distillate to carry out drying and selective reduction of the nickeliferous ore in the shaft furnaces, plus bunker oil to produce electrical power for process melting, refining and ancillary use. The dryer product at 1.68% Ni is briquetted and passed counter current to hot reducing gas in 12 vertical shaft furnaces. The hot calcine discharge is melted in two high power electric furnaces at very high secondary voltage. The crude ferronickel is ladle refined and cast as 15 kg ingots or 125 gm ferrocones.
