The Bureau of Mines, in cooperation with the Federal, State, and local health services, and the mining companies, and miners? organizations, has for several years been carrying on sanitary surveys of mining districts in various states, with the purpose of collecting information on good and poor practices in mine sanitation, construction of approved wash-houses and change houses, the measures being taken to combat preventable diseases, the essential features of good houses for mining towns, and other conditions affecting the health and efficiency of miners and their families. The knowledge thus gained is disseminated for the common benefit of the mining industry. The sanitary conditions in the coal-mining districts of Alabama, as found by a recent survey made by the writer, are presented in this report. In addition to the towns on which this report is chiefly based, at least twice as many were visited where no details :were taken, but their general conditions are taken into consideration in summing conditions in the coal districts.

The Bureau of Mines investigated the silver production potential of the Leadville (California) mining district, Lake County, Colo., in 1966-67. The mining history of the district, the ground conditions encountered in mining, and the mine-support methods used are reviewed. The drainage problem is discussed in detail. An initial objective was to establish the existence of potential silver resources minable by low-cost open-pit methods, particularly in the silver-bearing manganese halos surrounding the major deposits. The report concludes that under present conditions, development of the deposits in the area is not economically feasible; however, a pioneer rotary noncore drilling program demonstrated that this type of exploration is technically feasible. Potential reserves of silver and associated metals are estimated. Possible mining methods for recovery of the reserves are discussed. Future production possibilities from the various subareas of the district are analysed, considering optimum operating size. Consolidation of small individual holdings for unit operation is recommended. Type of operation, amount of rehabilitation, size and type of concentrating plants required, drainage and other mining problems, and metal price trends are discussed as they bear on economic feasibility of development.

Thiess Pty LtdÆs Australian Mining business unit used 7.6 PJ of energy in the 2007/2008 financial year. This represented more than 85 per cent of Thiess Pty LtdÆs total energy use and therefore meant that the Australian Mining business unit is required to conduct energy efficiency assessments and report publicly on the outcomes by December 2008 under the Federal GovernmentÆs Energy Efficiency Opportunities (EEO) Act. Thiess Pty Ltd has a policy commitment to sustainable development throughout its operations. This includes minimisation of its carbon footprint and the Australian Mining business unit has a strong focus on efficiency in all of its operations. It approached the energy efficiency assessment as an opportunity to further improve and build on its energy efficiency and greenhouse gas reduction focus in the business. As a mine contractor, Thiess faced a number of challenges in designing an assessment process that would be both effective and efficient to deliver. For example, unlike most other companies involved in the Energy Efficiency Opportunities program, the energy use associated with the Australian Mining business unit is not fixed to any single geographic location in Australia. Mining vehicles are moved from site to site according to the specific requirements of mine owners and the timing associated with the commencement and completion of contracts. Thiess departed from a traditional æsite by siteÆ based assessment and designed a ærepresentative assessmentÆ approach that involved detailed investigation of data across all sites and a focused assessment on a single site.Data and analysis was an essential part of the assessment and indicators at company, mine and site level were essential in identifying opportunities and tracking progress. Forty-six potential energy saving opportunities were identified and four of these are currently being implemented. The projects being implemented are: payload management, automating mobile lighting equipment, plant idle time management, and turbo idle downtime. The potential savings from the four major projects that have been identified are approximately 150 800 GJ/annum, equivalent to 10 600 tonnes of CO2-e/annum with a simple payback period of less than two years. Beyond the fuel savings however, there are a number of other benefits from the assessment, including operational efficiency, reduced maintenance costs and even a potential reduction in the number of vehicles required to complete the work. The EEO assessment has significantly increased the importance and urgency of energy efficiency and facilitated the sharing of good practice across all Thiess operations. Not only have four projects been adopted for immediate implementation but a further pipeline of projects is available for future possible implementation. This case study describes: how Thiess conducted its assessment including the use of energy data and indicators, the opportunities identified that are currently being implemented, and the lessons learnt and how other organisations can use these to improve their approach to energy efficiency assessments. This case study is a more comprehensive version of a case study developed for the Commonwealth Department of Resources, Energy and Tourism. The assessment results reported in this case study are drawn from the Thiess Energy Efficiency Opportunities Report 2008.

Methods of Coal Preparation Fundamentally, the object of coal preparation is to increase, economically, the value of a fuel by making it more suitable to the uses of the consumer. This can be accomplished in three major ways: 1.Screening or sizing 2.-Mixrng or blending 3.-Cleaning By combinations of any or all of these methods we can prepare coal to meet standard specifications-a process of standardization which is the more desirable the more nearly it approaches the unvarying quality of packaged goods, where the package you buy today and tomorrow is the same as that you bought yesterday. It should be noted that it is readily possible to get good cleaning and still have poor preparation because of faulty screening and mixing, and, on the other hand, it is possible to get a passable grade of cleaning, combined with good screening and mixing facilities.

The programmable Logic Controller (PLC), at its present stage of evolution, is now considered as a mature control system. The PLC combines the solid-state reliability of hardwired logic and computer control systems with the simplicity of a relay ladder logic. Relay symbolic programming through a function-oriented keyboard provides a means which plant personnel can easily become accustomed to work with. In a large coal facility, it is shown that the control engineer can provide improved control flexibility with the advanced capabilities of the PLC.

The Bureau of Mines conducted a field investigation of the water quality in inundated underground coal mines in the Northern Anthracite Field, eastern Pennsylvania. Water samples were collected at multiple depths from nine abandoned mine shafts in the Wyoming Basin, ranging from 68 to 650 m (223 to 2,132 ft) in depth and intersecting as many as seven mined seams in a single shaft. The shafts were also monitored for fluid resistivity, fluid temperature, Eh, and pH using downhole instrumentation. The monitoring program showed that the formerly highly acidic mine water is now slightly alkaline. Sulfate concentrations decreased as much as 74 pct in the flooded workings and 54 pct at a mine water discharge from values reported in 1964 and 1968, respectively. These data are consistent with the inhibition of pyrite oxidation and gradual flushing of oxidation products in flooded mine environments. The monitoring program also revealed significant vertical stratification in water quality in five of the nine shafts, each characterized by two easily recognizable zones. The transitions between zones were sharp, marked by rapid changes in Eh, pH, and ionic composition, the upper zones being less contaminated than the lower zones. The development of stratification appears to be a function of shallow localized flow conditions, arising primarily from the relative positions of mine openings and structural features of the coalbeds.

The U.S. Bureau of Mines operated a 2,000-g (4.4-lb) batch process development unit for recovering platinum-group metals (PGM) from automobile catalysts. Virgin monolith, used pellet, and used monolith catalyst samples were tested. Leaching twice with 1-pct sodium cyanide (NaCN) solution at 1600 C for 1 h dissolved more than 95 pct of the PGM from virgin catalysts and more than 90 pct from used pellet catalysts. More than 85 pct of the PGM was dissolved from used monolith catalysts when a third autoclave step was added. Solid PGM concentrates containing more than 99.8 pct of the dissolved PGM and analyzing greater than 70 pct PGM were recovered by heating the pregnant leach solutions from virgin catalysts to 2500 C and used catalyst to 2750 C for 1 h. The solution after heating contained less than 0.2 ppm. total cyanide. The virgin residues passed the EPA Extraction Procedure Toxicity Test (EP Tox Test), the EPA Toxicity Characteristic Leaching Procedure (TCLP), and the California Waste Extraction Test (WET) for all elements except Ba. Adding sodium sulfate (Na2S04) to the virgin leach residues reduced the amount of Ba dissolved to an acceptable level. The used leach residues passed the EP Tox Test for all elements but failed the WET and TCLP for Pb.

Metal mining at great depths presents a number of serious challenges for mine operators. Among them is the high demand for fresh air required to cool down mine openings, evacuate noxious gases and contaminants and provide sufficient amounts of oxygen for miners. At the same time, modern mechanized mines extensively use diesel-powered load-haul-dump (LHD) machines, trucks and other mobile equipment. These vehicles not only emit exhaust gases and diesel particulate matter (DPM), but constitute an additional source of heat. As mine regulations get steadily more stringent with regard to air quality, the use of diesel engines has an additional adverse impact on ventilation costs. In this context, the present paper examines possible alternatives for diesel power trains, both those commercially available and those in development. They are reviewed with regard to their principles, required infrastructure, stage of technology development and progress. The questions of their flexibility, practicality and economic viability are also addressed. Finally, their possible benefits and potential for implementation in the conditions of deep metal mines are discussed. The paper concludes with short- to medium-term predictions concerning promising drive alternatives for vehicles destined to operate in deep metal mines.

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining Co.'s Granite Mountain shaft. How this insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the lire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest pro¬ducer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

This report3/ gives the results of a reconnaissance of mining districts in Eureka County, Nevada, made from September 25 to October 20 and from October 27 to November 5, 1577. During this time, virtually all the districts were visited and many data obtained on active and inactive properties. This report covers the locations of the various districts, geological background, ownership and brief descriptions of mines and prospects, information on past and current operations, and, other data likely to be useful to those interested in the development of our mineral resources. From the viewpoint of past production in the county, the silver-lead-gold deposits at Eureka have been tie most important, followed by the silver deposits at Cortez and Mineral Hill. The period of greatest activity in the foregoing districts was from 1870 to 1990, when Eureka was one of the principal mining areas in Nevada; the production of lead was sufficient to affect its price in all the commercial centers of the world. Eureka also merits the distinction of being the birthplace of the silver-lead smelting industry in the United States.

The present method of shipping potash to the myriad of consumers is inefficient, not only because of the extreme and unpredictable nature of seasonal demand, but also because railway car turnaround times are very lengthy. The Floating Train system employs unit trains of potash operating from Saskatchewan mines to distribution warehouses located throughout the six corn-belt states of Minnesota, Iowa, Wisconsin , Illinois, Indiana and Ohio, transshipment points at Thunder Bay and the U.S. waterway network, and, where applicable , large consumers. These unit trains would "float", meaning that they would not originate at the same mine nor terminate at the same warehouse on each trip . They would " float " freely among the origins, destinations and participating railways. The potash would be shipped uniformly throughout the year and usually stored in warehouses located within the six states. It would be subsequently delivered to consumers within a 75-mile radius. Distribution warehouses and rolling stock would be provided by a new company, Potash Distribution Limited, consisting of major potash producers and the Canadian railways. Potash Distribution Limited would be responsible for the distribution of potash from the origin through the warehouses to the final consumer. The additional costs of providing warehouse space and outbound delivery will be offset by the reduction in both rail rates and "peaking" expenses.

"As the concept of autonomous haulage systems (AHS) moves from prototypes to production-ready applications, the operating performance of the haul road will become critical to the overall success of autonomy in mining. Deterioration in road performance will require remediation, human intervention and significant, albeit temporary, changes to operating procedures, to accommodate road maintenance. With autonomous trucks comes the opportunity to reduce road formation and operating width. This will, therefore, generate potentially significant reductions in stripping ratios and improvements to mine economics, but only if the design of the road, and its associated deterioration rate, is predictable and manageable, based on the materials used to construct the road and the maintenance interventions to be carried out on the road.This article presents the assessment of a digital photogrammetric approach to the characterization of a mine haul road surfacing, or wearing course material. Design and maintenance parameters for these roads are currently determined partly from physical particle size distribution (PSD) assessments of ‘in-road’ material. However, this approach does not accommodate the need, nor leverage the benefits from, AHS. The digital imaging approach is assessed in this article, using two standard digital analysis software tools, together with in-service mine haul road wearing course samples and images that are analyzed to determine the applicability and reliability of the approach to deliver a real-time assessment of haul road surfacing conditions and thus to identify the road maintenance interventions required to address deterioration.Enhancements in mine road design, construction and management for the past 20 or more years has largely been focused on short-term tactical needs. Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

"INTRODUCTION The use of black blasting powder as an explosive in coal mines has long been recognized as hazardous and has been responsible for many of the worst disasters in American coal mines. One of the most pressing of the numerous problems confronting the Bureau of Mines, upon its creation in 1910 was to determine methods that would lessen the hazards created by the use of explosives in coal mines. The Bureau continued the study begun by the Technologic Branch of the Geological Survey as to the nature of explosives and made numerous tests to determine types of explosives suitable for blasting in coal mines. The Bureau has tested and approved hundreds of types of explosives and has disseminated information on methods and conditions for use underground to make them permissible as to safety. The Bureau of Mines has encouraged the use of permissible explosives for coal-mine blasting, and its experts both in the laboratory and in the field believe that the use of black blasting powder in any form (granular or pellet) is hazardous in any underground coal mine. Despite the information published at various times and innumerous ways and the general knowledge of the hazards that the use of black blasting powder in any form creates in the blasting of coal, the coal mines in the United States, during 1947 used approximately 34 million pounds of black blasting powder (granular or pellet), or approximately 11.8 percent of the total quantity of explosives used by the coal-mining industry.Many coal mines of the United States, for various and sundry reasons, probably will continue the use of black blasting powder, and this circular has been written for the benefit of such users, not that any suggested method or methods will make the use of this explosive safe, but it has been found that methods and conditions of use of black blasting powder can be improved so as to lessen, though not eliminate, the hazards created by its use."

The ASC has a dual role of business facilitator and law enforcer. Only certain types of expert report are of interest to the ASC. The powers of the old Companies Code and the Corporations law are compared. NCSC Policy Release 149 was dependent on the prescriptive powers given to the NCSC in the Companies Code. The Corporations Law does not give the ASC power to prescribe the contents of expert reports. The requirement now is for all necessary information. Research evidence is that some investors want simpler prospectuses while others need more detail. The ASC's examination of expert reports is after registration of primary documents. This leads to a necessity for experts to maintain adequate records.

IN this paper are presented the results of a complete statistical survey of the enrolment, courses and degrees, and the employment situation of recent graduates in all of the 46 institutions in the United States, including Alaska, and four of the six schools in Canada that grant degrees in mineral technology. The data were collected by the writer by means of a questionnaire in December, 1933, to which all the institutions, except one, replied. Included also are data of a similar study made by the writer in May, 1933, for the S. P. E. E. summer session of mining and metallurgical teachers at the University of Wisconsin and published in the Journal of Engineering Education for December. 1933. Some of the data of a paper of the writer's entitled, "The Trend of Mineral Engineering Student Enrolment in the United States," read at the A. I. M. E. meeting on Feb. 16. 1931, are given for comparison. Acknowledgment is made to all the administrative officers of the institutions who took the time from their busy lives to supply the in- formation asked for. "Titanium is a widely distributed, dark grey metal1ic element found in small quantities in many minerals. It has no important uses." Happily, this early quotation proved to be wrung; titanium has, on the contrary, found a large number of very important uses. The error in the 1926 quotation illustrates the problems associated with forecasting the future development of any metal. 'The paper will nevertheless attempt to estimate what will happen to the European titanium industry over the coming decade with slightly more accuracy. It was not until 1955 that anything other than pilot plant facilities were installed in Europe. In 1955 IMI's plant in England, two plants in Germany, one in France and one in Sweden came into operation. All the companies associated with titanium installed melting furnaces but only IMI Titanium has forging and rolling facilities devoted solely to the production of titanium. The other firms rely on the use of equipment of their parent steel companies for processing the me1 ted titanium ingots.

The rate of dissolution of U02 was measured in acid solutions similar to those used for in situ leaching, with S04 of 10-1.82 to 10-4 M, Fe(III) of 10-2 to 10-4 M and pH's of 1.1 to 2.3. The dependence of dissolution rate on pH was small and inconsistent, probably reflecting the combined effects of a very weakly polar oxidizing complex, probably FeSO4+, and a nearly neutral U02 surface. Differences in the state of the U02 surface may explain this variability as well as contrasts between these results and results reported in other work. Changing either S04 or Fe(III) concentrations significantly affects dissolution rates. Increasing low sulfate concentrations in solutions containing 10 2 M Fe(III) at pH 2 results in formation of FeSO4+. In such solutions, rates increased with (S04)/(Fe(III)) up to 1:30, thereby indicating that the oxidation of U02 by FeSO4 is more rapid than by Fe3+. However, the dissolution rate decreased at higher (SO4)/ (Fe(III)), due either to sorption of SO42- on the UO2 surface or to formation of other less reactive sulfate complexes such as Fe(S04)2 or FeHSO4+ However, Fe(III) concentration is the dominant factor in determining solution rates. The rate was directly proportional to ferric iron concentration, indicating that the rate-determining step of the dissolution reaction is a single-electron oxidation by a ferric complex. Dissolution rates were lower in solutions of 0.1 and 1.0% H202 (0.029 and 0.29 M) than at similar concentrations of ferric iron because of formation of an insoluble surface coating of uranium peroxide, UO4?4H20. This phase may limit the value of hydrogen peroxide as an oxidant in lixiviants, not only by its very low solubility, but perhaps also by filling pores and reducing permeability in the ore body.

This bulletin presents the results of 36 tests made on a 468-horsepower Edge Moor boiler fired with pulverized coal at the Oneida Street Station of the Milwaukee Electric Railway & Light Co., Milwaukee, Wis. The tests were made by the fuel section of the United States Bureau of Mines in cooperation with the research department of the Combustion Engineering Corporation. Illinois coal was used as fuel; the furnace, burners, and feeders were designed by the Locomotive Pulverized Fuel Co. The object of the tests was to determine what over-all boiler efficiency could he obtained with pulverized coal under various conditions of furnace operation and with coal of different fineness and moisture content. The investigation was thorough. The pulverized coal, as it was supplied to the furnace, was weighed in specially designed tanks placed on platform scales. Twenty-nine of the tests were of 24 hours duration, three of 16 to 18 hours, and four of 12 hours. All tests are reported excepting two-8 and 20-which had to be stopped abruptly, No.8 because a motor actuating the coal-feed screw burned out and No. 20 because of trouble with the feed pump. Tests 1 to 27, inclusive, were made with round burners and tests 28 to 3Rwith spreading burners. In the first nine tests a large excess of air was supplied in an effort to prevent the ash fusing at the bottom of the furnace. In tests 10 to 16 the supply of excess air was reduced in order to get a high efficiency, regardless of the slagging of ash at the furnace bottom. Tests 17 to 27 were made with a water screen about 10 inches above the bottom of the furnace, to make possible the burning of coal with a small supply of excess air without the ash fusing at the bottom of the furnace. Tests 28,29, and 30 were made without the water screen and with a small supply of excess air, and tests 31 to 38 with a water screen around the walls near the bottom of the furnace. Tests 32, 33, 34, and 35 were run with coarser coal than that used ordinarily at the plant. Tests 36,37, and 38 were made with undried coal.

Five watersheds, ranging in size from 29 to 49 acres, were selected in East-Central Ohio to investigate the hydrologic and water quality conditions occurring before, during, and after surface mining. Four of the watersheds will undergo surface mining, involving either the Number 6, 9, 11, or 8 coal seams, and one watershed having an outcrop of the Number 6 coal will be operated as a control watershed. To determine the premining hydrologic and water quality conditions (Phase 1), physical information was obtained for each watershed and instrumentation was installed for obtaining hydrologic data and water quality samples. In addition to topographic maps, soils and vegetation maps were prepared. Stratigraphic columns were developed from geologic cores; networks of observation wells and of soil moisture access tubes were installed; and weather stations were established to measure temperature, humidity, wind and solar radiation, and to collect precipi¬tation samples. Field data were collected over a 10-month period for one watershed and for about 8 months on another watershed before surface mining began. The other watersheds continued in the premining data phase. These data were for precipitation, temperature, relative humidity, wind speed, solar radiation, snow and frozen soil, soil moisture, infiltration (rainfall simulator), spring discharge, runoff from watersheds, and ground-water levels. Also, samples of runoff and ground water were obtained for chemical analyses and additional samples of runoff were acquired for suspended sediment load determinations. Over the study period, precipitation was not very representative of the long term averages, but data are available from the control watershed for a representative 7 year period which should prove invaluable in modeling the hydrology of the project watersheds for the premined conditions. Spring discharges (before mining) from the upper aquifer of two of the watersheds averaged only 508 and 652 gallons daily. The proportion of precipitation occurring as surface runoff from the large watersheds ranged from 8 to 36 percent and the peak discharges from 5.86 to 81.95 cfs. Base-flow and runoff water samples from four of the watersheds (unmined conditions) were collected and analyzed quantitatively for 39 water quality parameters. Monthly precipitation samples sediment fractions of the base flow and runoff were analyzed for 22 and 17 parameters, respectively. The average concentrations of the water quality parameters for the watersheds (unmined), except for suspended solids, were as low or lower than the EPA recommended maximum allowable concentrations in drinking water. Several parameters in precipitation equaled or exceeded the levels of corresponding parameters in runoff water. The average concentration of suspended solids in storm runoff ranged from 118 to 1110 mg/l, and for base flow the range was from 44 to 247 mg/l; the higher concentrations were associated with the watersheds exhibiting the greatest disturbance. Iron ranged from an average of less than 3 µg/1 to 228 µg/1. Manganese ranged from less than 41 µg/1 to 334 µg/I. Ground-water systems (unmined condition) are described for the five project watersheds. Each watershed was found to have two major perched aquifers within the top 250 feet. Generally, these perched aquifers involve local flow systems, though flow across watershed boundaries in some areas. Recharge is mostly from local precipitation and discharge is mostly as spring flow, base flow, evapotranspiration, and leakage through the underlying confining bed. Shallow ground water was commonly of the calcium bicarbonate type. Although dissolved-solids concentration was generally 200 to 600 mg/1, brackish or salty ground water was present in several areas. A composite hydrologic model for the project watersheds will consist of separate ground-water, unsaturated flow, overland flow, and evapotranspiration component models. The ground-water model (a modified quasi-three--dimensional U. S. Geological Survey model) operates on a grid network and the newly formulated unsaturated flow model was divided into overlying prismatic elements for numerical solutions. The unsaturated flow model includes provision for incorporating the evapotranspiration model. An available distributed kinemetic overland flow model was utilized. An analyses was made of one of the costs of reclaiming coal mines; the legal and administrative costs of complying with legislation. Such costs borne by coal companies under the Ohio law are thought to be a surrogate of these costs under the new Federal law. Regression analyses were used to relate the legal and administrative costs to acres in the permit and the tonnage of coal produced.
