"Today’s underground construction megaprojects are tremendous feats of engineering on a massive scale, excavating through ground conditions once thought impossible, using new and innovative contracting practices. But one important truth remains unchanged; projects are built by people. What separates winning projects from the rest? Great people, working in great organizations. In straight-talk fashion this paper sets forth fundamental differences between good project leaders and bad ones, on topics ranging from client relations, design management, and scheduling, to use of the whiteboard, and everything in between. Broadly applicable to all corners of project delivery, this paper will resonate with project leaders from around the world and help identify skills necessary to succeed in the management of underground facilities. A NOTE FROM THE AUTHORS This is a training document, and not really a “paper” per se. We have attempted to tackle some big and potentially complex topics using bite-sized paragraphs, each of which are intended to promote thoughtful introspection and dialog. So please feel free to skip around, or even set this document down while you reflect on your own personal experiences, tactics, and philosophies. We have found that providing examples of “what not to do” is oftentimes more instructive than simply listing “what to do”, hence the Good/Bad format of this document. Please note that “PM” refers loosely to anyone on the project management team not just the “Project Manager”. We also wish to preface this with the following cautionary statements: • The authors do not pretend to be the “Good PM” in all cases. In fact, we’re almost certainly the “Bad PM” for some. We aim to improve on those areas. • It has been said that “The only real training for leadership is leadership.” (Antony Jay) We all started somewhere, and nobody has 20 years of experience on day one. • Converting this text into some sort of prescriptive checklist would be a disservice to the evolution of project management. Immediately following the capitulation of Germany in World War II, the German State was occupied by various allied forces, who supervised all indus- trial activities in the area. Coal production is vital to the industrial life of Germany, and most of the coal is mined in the American- and British- occupied zones of western Germany. The British-occupied zones include the Aachen and Ruhr districts, from which approximately 90 percent of the coal is obtained. Figure 1 is a map of the Ruhr district. Because of the magni- tude of the task of insuring an adequate supply of coal and the necessity for united action, it was deemed best to reorganize the coal-producing facilities in the British zone undor the joint supervision of American and British authorities. As a result, the UK/US Coal Control Group was established accord- ing to the organization plan indicated in figure 2. Headquarters for the group was established at Essen, in Villa Huegol, the prewar home of the Krupp family (fig. 3). One of the many problems recognized immediately by the UK/US Coal Control Group was the necessity of preventing disasters and reducing accidents to work- men in mines undor military-governmont control. Consequently, the United States Bureau of Mines was requested to furnish the services of qualified men to search for the hazards incident to coal mining and to prepare comprehensive reports on the results of their investigations. The authors, who wore selected for this task, spont about a year in Germany and visited all except a few of the smaller mince. Whereas their principal purpose was to investi- gate safety conditions, somo of the operating conditions and practices also wore studied. The results of the studies and investigations are embodied in this circular with the hope that some useful information will be disseminated to the mining industry of the United States, including supervisory officials, safety directors, engineers, and mine workmon.

Turquoise is prized solely for its attractive color ; it is dull and opaque , wholly lacking the brilliant luster that is the chief attraction of transparent gems . The best quality of turquoise is blue , of a soft and pleasing tone , like the color of clear sky but distinctive , as indicated by use of the term " turquoise blue . " Often its value is lessened by a greenish cast ; in many stones the green predominates . A large proportion of the turquoise that is mined is utterly worthless , so inferior and unattractive is its color . The finest grade of turquoise comes from Persia , notable from Nishapur . Large quantities have been mined in the Southwestern States of the United States , and less important deposits have been found in a number of the other States .

The effects of hydrogen chloride (HCI) concentration and temperature on the solubility and hydration state of the alkali chlorides LiCI, NaCI, and KCI and the alkaline-earth chlorides, MgCI2, and CaCl2 were investigated by the Bureau of Mines. Saturated aqueous solutions of the chlorides were sparged with HCI gas at temperatures of 20°, 40°, and 60° C. Increased HCI concentration caused decreased salt solubility be-cause of the common ion effect. Aqueous solubilities for the chlorides of Ca, Li, Mg, K, and Na ranged from 42.6, 45.2, 35.2, 25.5, and 26.1 pct, respectively, at 20° C to 56.9, 49.4, 37.6, 31.0, and 27.0 pct, re-spectively, at 60° C. In solutions sparged to HCI saturation, solubili-ties for these chlorides ranged from 22.4, 26.5, 3.0, 1.3, and 0.05 pct, respectively, at 20° C to 53.2, 48.8, 28.3, 2.6, and 0.8 pct, respec-tively, at 60° C. The solubilities of LiCI and CaCl2 in HCI solution were high because HCI solubility is low in these solutions. The chlo-ride salts of Ca, Li, and Mg formed hydrates, which depended on tempera-ture and HCI concentration. Monohydrates for LiCI, tetrahydrates and hexahydrates for MgCI2, and dihydrates, tetrahydrates, and hexahydrates for CaCl2 were obtained.

"In the 1990’s metal prices were trending in a long term decline and the usual cost cutting exercises were adopted. Cuts to research and development made innovation difficult and the outlook was grim. But necessity is a strong motivator, and these conditions spurred the Mine-to-Mill movement which optimised across organisational “silos” and utilising new technology tools, innovative software and increased computing power. Many applications of Mine-to-Mill exploited the fact that comminution is usually the site processing bottleneck, and that blasting is more efficient at breaking rock than grinding. This approach sought to: • Understand and characterise rock breakage from mining to the mill • Develop models and simulators for blast design, fragmentation, crusher and mill circuits • Develop tools to measure in real time the particle size distribution of rocks on conveyors and Run of Mine (ROM) muckpiles • Ensure effective communication across the silos between geologists, blast design engineers, mining engineers and metallurgists These methods and the technology tools available in the 1990s were widely adopted at numerous sites around the world with significant benefits. SAG mill throughput increases of 10-20% were common. This was the advance the industry desperately needed. It was low capital cost; it was obvious. It was here to stay. Except, in too many cases, it didn’t. In the minerals price boom of the 2000’s Mine-to-Mill was no longer necessary to “survive”, even though it was still good business. Some operations, including some of the early success stories, slipped back to old habits of optimising within organisation silos instead of across them. Fortunately, other operators still embraced Mine-to-Mill and developed new techniques. Mine to Mill was still successful, but it not as widely adopted as we had expected it to be.Now the boom has ended and operations are again under cost pressure. Since these are the same circumstances that created Mine-to-Mill, it seems time to achieve the wider adoption. Since the 1990s many new or advanced technology tools are available for Mine-to-Mill projects: blast-hole sensors, new explosives formulations, new blasting techniques and modelling, ore tracking devices, improved image analysis to determine size, texture and colour of coarse ore, grade sensors, whole-stream simulation tools, even more powerful computing hardware and data analysis software. If we could achieve so much in the 1990’s, how much more can we achieve today when we have the same imperative, the same potential and a larger number of high technology tools?"

Remnant pillars evolve towards the latter stages of mining in an orebody and act as repositories of mining-induced stress. It is therefore crucial to plan ahead as to their dimensions and location with respect to the local geology. A case study of a Canadian base metal mine was examined for the planned mining sequence scenario to identify the stress regimes acting on a future remnant pillar occurring between levels 4800 and 5100, near a brittle dyke. A mine-wide model was constructed in FLAC3D and input parameters included results from field measurements of the direction and magnitude of the principal stresses, and the geomechanical properties of the different formations. Prior to the study, the model was calibrated based on a 6-year record of mining-induced seismicity and rockburst events, focusing on large event clusters. The mining sequence followed at the mine was then used in the model to study the planned future extraction program around the remnant pillar. It is shown that the distance of the remnant pillar from the dyke and another orebody plays an influential role on the stress levels developed in the pillar.

For a few years now the geo-physicists have had a tendency to be ingrowing at their meetings, going deeper and deeper into theory and instrument construction, and forgetting to present the topics that would interest the practicing engineer who desires merely to know how geophysics can help him, not why.

This summary of State laws or explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful In determining whether relevant statutes exist, and In locating them quickly,-with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

AMMONIA is an essential constituent in the production of the ammonium-sulphate and ammonium-phosohate soil fertilizers manufactured by the Consolidated Mining and Smelting Company of Canada, Limited. The fertilizer plant, built in 1930 at Warfield, near Trail, provides a means of utilizing the large amount of sulphuric acid produced from the sulphur dioxide which is removed from the smelter smoke. The plant has an avail-able source of cheap power which makes the production of fertilizer economically possible. The fundamental operations involved in the production of ammonia at the Warfield plant are, first, the manufacture of hydrogen by the electrolytic dissociation of water; next, the recovery of nitrogen by the fractional distillation of liquid air; and finally, the combination of hydrogen and nitrogen in proper proportions and under suitable conditions to form ammonia.

Achieving occupational health and environmental noise objectives is a major consideration in the planning or operational phase of resource development and industrial projects to meet the needs of the workforce and community and comply with legislative requirements. For material handling systems, ventilation plants, mobile equipment, process plants and fixed infrastructure, noise emissions need to be considered at the design phase. The preferred approach is to provide noise emission technical specifications, but in many cases this is not stipulated. An occupational noise requirement, such as ‘not to exceed 85 dBA at 1 m’, is often provided, but this will not achieve the required occupational or environmental noise objectives and may cause overly stringent requirements when they may not be needed. It should be noted that when developing the technical specification, measuring compliance needs to be taken into account as, in some cases, measuring may be very difficult or even not possible.This paper will discuss the requirements for providing an effective noise specification that ensures the environmental and occupational noise objectives are able to be achieved and that, once installed, compliance can be measured. It discusses planning such as when to set the objective, correlating the appropriate objectives for the environmental and occupational noise requirements, allowing for measurement tolerance, providing a suitable criteria and data format for the suppliers to respond to and methodology to measure compliance. Different phases of a project require different approaches to planning for noise management and these will be discussed in the paper. Introduction As is well known, the fight between the blast furnace and the reverberatory furnace in copper smelting during the second decade of the century ended with a victory for the latter, a result which must largely be attributed to the introduction of flotation methods. To my knowledge, no new blast furnace has been blown-in at any American copper smelter since the War. As the metallurgy of nickel, up to and including matte smelting, is generally considered a close parallel to that of copper, the introduction of reverberatory smelting in the big new smelter of the International Nickel Company at Copper Cliff, built in 1928-30, seemed a logical adherence to a well established trend. In view of these facts, considerable comment was made when Falconbridge Nickel Mines decided to retain the blast furnace in their smelter built about the same time, in 1929. A presentation of the reasons governing this choice should therefore be of interest. The basic principles underlying the Falconbridge practice, and the considerations guiding the successive steps in the operations, will be discussed in the following. To understand the problems involved, the character and mode of occurrence of Sudbury ore must be kept in mind. Large amounts of disseminated ore are generally present. Although the gangue usually runs only about 50 per cent Si02, the ore hoisted as a rule contains more silica than needed in the smelting operation; until recently this excess was removed entirely by hand picking (in later years supplemented by magnetic sorting methods), a difficult and not very satisfactory method, in which 'the border line between ore and waste is entirely arbitrary, and therefore too much depends on the judgment of the picker.

Mineral processing is characterized by a constant adaptation to changing raw materials and market conditions. It is the link between the mined raw material and a marketable product. As a lot of high grade reserves are exploited, a steady deterioration of raw material quality can be observed. At the same time, the customers´ requirements for product purity and consistent quality increase. Indian iron ores are characteristically friable in nature that results in generation of sizeable quantity of fines (0-10mm) every year during various stages of mining and processing in the country with grade varying from 50-60% Fe(T) and are high in silica/alumina (Al2O3 5-8%). The fines generated cannot be directly used for iron making (blast furnace/DRI units) in the country due its physical and chemical properties; therefore, large portion of it gets exported or dumped. Value addition to iron ore fines through various activities such as beneficiation & palletization is the need of the hour, which will not only be economically beneficial to the mining sector in the long run but also generate value addition & employment opportunities. Incentives may be given for adopting latest technologies for direct use of fines in iron making by agglomeration of fines in the form of Pellets and Sinters, as fines forms considerable part of iron ore resources. Due to selective mining, although the iron content of the ore is high but the alumina(Al2O3) content in iron ore is also significantly high which demands for beneficiation as high alumina will create problem during iron making like higher fuel consumption, poor quality of slag produced, reduced productivity of B.F. all mineral has been engaged in hematite iron ore beneficiation with its gravity and magnetic separators since the mid-nineties. The delivery of jigs started for the upgrading of iron ore for its utilization in a Direct Reduction Plant in Australia. Since then, various other installations with jigs for lumps and fines as well as upstream separators for fines are in operation in Brazil, Australia, India and South Africa. Low grade run of mine and/or dump ores are being processed with alljig®-, allflux®- and gaustec®-WHIMS as the core equipment. The article describes the technology in use, the characteristics of various iron ores and the product qualities achieved. The data presented shows the specific advantages of jig application on iron ore upgrading due to the possible high gravity cuts and the easy and low cost operation. The allflux®- technology provides the big advantage of high capacities and a two-step process, both in a single unit. The gaustec®-wet high intensity magnetic separators offer high capacity in combination with unsurpassed process flexibility. A number of problems that developed in processing the halloysitic clays of eastern Washington and northern Idaho were investigated by the Bureau of Mines. The deflocculating effect of tetra sodium pyrophosphate is compared with several other compounds, and on the basis of current theory, the advantage of sodium pyrophosphate as a deflocculating agent is explained. The adsorption of the sodium ion by clay in a clay"-water system was established by a radioactive tracer technique, and the deflocculating action of sodium pyro- phosphate was postulated. The effective dispersion of the halloysitic clays was limited by the occurrence of tightly bound aggregates of small, individual crystals. Disaggregation of the agglomerates was investigated by liquid extrusion and ball milling of dilute slurries and by extrusion of the clay in a plastic state. The greatest increase in the production of small particles was by high? pressure liquid extrusion.

This work was done to develop methods for increasing the yields and purity of vanadium prepared by bomb reduction of vanadium compounds . Compounds reduced were V₂ 05 , V203 , VC , and VC13 . Sodium , calcium , and magnesium were used as reductants . Variables considered included reductant form , bomb size , pressure during reaction , method of ignition , and the use of slag fluidizing additives . It was concluded that yields of 85 to 90 percent can be effected by the calcium reduction of V205 in reactors measuring as much as 14 inches in diameter and 60 inches in height . Optimum charge composition included V₂05 , 65 percent excess calcium , and 0.4 moles sulfur per mole vanadium . Purity of the vanadium produced in large reactors varied from 99.5 to 99.8 percent . The higher purity metal , depending upon the amounts of interstitial impurities present , was usually cold ductile . Although high yields of up to 99.5 percent can be effected by bomb reduction of VC1 , the high pressures developed in the bombs and attack of the reactor walls by the byproduct chloride slags discourages this method of preparing vanadium . It was found that significant purification of impure regulus metal occurred when it was hydrided , crushed , acid leached , and vacuum dehydrided . Metal so treated can readily be converted to ductile sheet . A cost estimate based on the production of 100 tons of vanadium per year was prepared . It was concluded that pure ductile vanadium could be produced for approximately $ 20.00 per pound .

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft Sinking operations could be reduced by over 30%, on the average with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

"The diversification of energy sources in the United States has seen some major shifts during the past decade resulting from:• A sudden abundance of low-cost natural gas becoming available through advanced horizontal drilling and hydraulic fracturing techniques.• Incentive-driven policies leading to new development in alternative energy.• The emergence of alternative energy sources proliferated as a result of state and federal level incentives and falling capital costs.Coal was once recognized as the primary low-cost fuel source for the generation of electricity in the United States for most of the last century, providing upward of 50 percent of the total generation capacity during much of that period. However, within the past decade, lower-cost natural gas has overtaken coal as the primary source of fuel used in electricity generation, and alternative sources have steadily grown to now account for approximately 10 percent of the overall mix.West Virginia and Kentucky have not experienced the full breadth of the fuel shift, and, as of 2016, still obtained approximately 80-90 percent of electric power generation from coal. However, as coal plants are retired, there has been a shift toward natural gas for new power plants constructed in the region. The economics of power generation (i.e., lowcost fuel source) has typically been the major factor in determining shifts from one fuel source or technology to another. However, governmental energy policies and incentives have more recently been used to promote the development of new alternative technologies such as wind and solar energy growth to diversify the energy mix. The implementation of these incentives has provided some needed traction and resulted in driving the cost of manufacturing and installation of these new wind and solar systems downward to be more cost competitive with conventional fossil-fueled power sources. Future shifts in the generation capacity by fuel type will also be inevitable and impossible to project accurately as policies change and innovative technologies evolve. Determining factors may include the expiration of current incentives, decreasing capital costs, future environmental regulations, evolution of energy storage systems, technical challenges associated with increasing intermittent sources of generation and the development of unforeseen technologies. West Virginia and Kentucky have been among the least solar friendly states, ranking 44th and 48th of the 50 states (Fig. 1 for WV). Since crushing of rock to a smaller size is an integral part of almost any mining and quarrying operation, a study was carried out to identify and develop improved techniques for alleviating a major cause of accidents and work stoppages arising when an oversize luck or boulder lodges in the throat of the crusher. The configurations and operations of various crusher types is described, sources of boulders in the mining operation, and a detailed review is made of mining, quarrying, and construction regulations for all states, Canada, and the Federal Government for applicable provisions. Representative mines were visited and other operations contacted for their boulder handling techniques where it was found that blasting techniques used included mudcapping, bombs, and blockholing, often done very crudely and inefficiently with poor practices and various mechanical systems were used such is hooks of, overhead cranes, impact hammers, and grapplers. Safety analyses of all methods pointed out the hazards associated with blasting in the open and the dangers of entering a crusher. Boulder blasting can be done in a safer fashion if a planned step-by-step procedure is followed, and inherently safer blasting products such as exploding bridge wire blasting caps and improved blockholing techniques. In general, though, the installation of a suitable mechanical system such as an impact breaker will prove safer and cost effective even in a smaller mine or quarry.

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.

The appropriate design of liners continues to be an issue on many mills worldwide. Loss of milling capacity especially at liner change, uneven wear lives along the mill, substantial scrap on worn liners, excess mill down-time, undesirably short and unreliable wear lives are all common issues. This paper presents a designed approach to liner optimisation that follows a logical path of initial design and step-wise improvements based on liner wear monitoring. The target is to have a good liner design from start-up, then tune the profiles, heights and thicknesses based on wear monitoring. This is conducted as a team of liner specialist, site personnel and liner supplier. The application to the Pustynnoye SAG mill of JSC Altynalmas in Kazakhstan is presented. This report on the state of the art of horizontal boring technology for underground power transmission installations was prepared by the Bureau of Mines at the request of the Department of the Interior. This paper describes the different machines and methods used in augering, impacting, pushing, drilling, and machine tunneling horizontal holes through soil and rock. A review of the borehole survey and guidance tools and techniques applicable to these methods is also given. Nonboring methods used for emplacement of power distribution and transmission lines are briefly discussed. The paper ends with a brief technical forecast, an analytical summary of the state of the art, and recommendations based on power industry needs. Horizontal boring techniques for power distribution lines installation are adequate to meet the requirements of the power industry, particularly where such burial involves relatively short distances in soil or soft rock. For burying power transmission lines, particularly in the harder rocks and over relatively long distances, horizontal boring methods are not as well advanced. Research and development as well as economic incentives to equipment manufacturers could substantially improve the state of the art. Obstacle detection and guidance systems for directing boreholes to specified targets need major improvements to meet the requirements of the power industry for underground burial of distribution and transmission lines
