Several major impediments threaten the successful delivery of tunnel and under-ground construction projects. In addition to technical design and construction risks associated with tunnel projects, many of which are well understood, budgetary pressures, funding constraints and the complexity of procuring, administering and executing multiple concur-rent projects in a large program could also have a catastrophic impact on the program?s objectives. Contributing factors often include poorly managed design, procurement, construction, managerial, organizational, market and stake-holder risks, as well as nonconforming inputs or outputs to the costs and schedule, or any other potential inabilities to deliver the required or desired results. A strategy to prevent ?failure? of a project requires a proactive and holistic approach to risk management. Through planning, identification, analysis, management, monitoring and control of the project?s risks (both threats and opportunities), attention to management of risk will in-crease the probability and impact of positive events and decrease the probability and impact of events adverse to a project?s objectives.

"Water is increasingly being recognised as a material business risk that many companies are still not well-equipped to deal with. Despite a raft of water-risk focused initiatives, methodologies and guidelines, the challenge of managing the strong link between the technical and operational water issues, along with the growing external challenges and interests in water, remain a significant risk to a companyÆs ability to deliver value.This paper provides an overview of the key lessons learnt from ERMÆs experience of working with companies across a range of water sensitive industry sectors, in particular, the mining and oil and gas sectors, to develop and implement practical approaches to manage business critical water risk. These examples highlight the importance of managing water risk by linking technical and operational aspects of water management - with the longer term strategic and social license aspects. Four key ingredients were identified that are central to providing companies with a leading edge in the successful mitigation of water risk: understanding and evaluating water risk including the technical and operational aspects of water management, plus the longer term strategic and social aspects articulating a strong business case that prioritises water risks and their financial exposure to the organisation constructing a clear roadmap that practically links the water strategy objectives with on-the-ground implementation and action building capacity in the organisation to manage, engage and coordinate on water to mitigate risk.CITATION:Ringwood, K and Tang, A, 2013. Corporate and workplace culture, as many owners, directors, executives and managers know, is by far the most powerful determinant of productivity. It’s much more significant than buildings and equipment. In the spring of 1944 the Congress passed Public Law 290 (58 Stat. 190, 30 U. S. C. Sec. 321) "authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes." Section 2 reads: "In order to carry out the purpose of this act, the Secretary of the Interior is authorized- (a) to conduct laboratory research and development work, and, with pilot plants and semi-works plants, to make careful process engineering studies, along with structural engineering studies, in order to ascertain lowest investment and operating costs necessary to determine the best demonstration plant designs and conditions of operation;

An account of a new method of investigating the electrical .properties J the earth's crust is presented. The method, called AFMAG, employs, as a source, natural alternating magnetic fields of audio and sub-audio frequencies. Measurements of the distortion of these fields caused by geological features are made with the aid of search coil detectors at several discrete frequencies. Many results of field surveys made with the method are presented and they illustrate its advantages and limitations when applied to the search for massive sulphide mineralization. The advantages far outweigh the limitations and in fact indicate that a major breakthrough in geophysical exploration technique and instrumentation has been made.

"A worldwide decline in competency levels of practicing metallurgists over recent decades has become clearly evident and is a common topic of discussion among senior practitioners and professional associations. The associated impacts on the industry are material and include operational inefficiencies, missed optimisation opportunities and suboptimal new plant designs. There are many contributing factors to this condition. Decrease in competency is particularly evident both in regions where imbalance between supply and demand has led to a general reduction in experience levels for comparable roles over time and in emerging regions where a rapid rise in demand for practitioners has occurred in conjunction with rapid economic development and industrialization. The context, depth and breadth of education curricula and levels vary with location such that solutions to the technical competency dilemma may need to be developed specifically for each region with these influences in mind. Delivering, demonstrating and maintaining competencies are a critical requirement of undergraduate training and ongoing professional development. Other factors such as generational and cultural characteristics and expectations, political influences, role requirements and employment reward and recognition systems all play a critical role in determining if core competencies can be effectively developed, applied and subsequently maintained. This paper reviews factors impacting and some common approaches to competency development. The authors’ experiences in the management of professional development efforts within the global industry are reviewed and a blueprint proposed to address industry requirements in this area."

The great majority of stokers used in residential heating installations are of the clinkering type. Because of inherent characteristics of the under- feed combustion process as it occurs in these small stokers, and because of the wide range of operating conditions encountered in residential heating schedules, not all bituminous coals can be used successfully in residential underfeed units. The problem of providing consumer satisfaction has been attacked by the joint efforts of the stoker manufacturers and the coal industry; the stoker manufacturers have been concerned with improving their product to permit the use of a wider range of coals, and coal operators have made every effort to market selected and better prepared coals. In view of the wide range of physical characteristics and chemical properties of bituminous coals, the problems are real and are receiving increased attention.

The revolution in equipment for blasthole drilling, ore loading, and ore hauling has been so rapid over the last ten years that it has generated an important new profit potential in the mining industry. With the new high-capacity machinery now available, it is possible for a mining enterprise to earn a profit from larger and lower grade orebodies than ever before despite the ever-increasing burden of rising costs. Just what such equipment can accomplish when coupled with improved mining practice has been demonstrated with startling success at the No. 1 mine of Minerva Oil Co. near Cave-in-Rock in Hardin County, Ill. The No. 1 is an underground operation which has been producing fluorspar and zinc ores and concentrates continuously since 1944. A few years ago, when the mine neared the familiar cross-roads where rising costs, increasing tonnages, and relatively static product prices converge, company officials decided to bolster the operation with new mobile equipment. They chose three machines which proved so effective that output at the No. 1 doubled between 1963 and 1965,while costs dropped by about 40% in the same period.

Use of nuclear reactors to furnish high-temperature heat is a field that has not received as much attention as propulsion and electric power production. Investigations are being conducted under a joint Atomic Energy Commission (AEC)--Bureau of Mines research program to determine the feasibility of using nuclear heat for chemical processing. A part of this process-heat-reactor program is the study of a system in [hich] helium transfers heat from 8 nuclear reactor to a chemical processing [essel]. This requires construction of (1) a nuclear reactor to operate with helium exit temperature of 2,500° F. and with pressures in the range of 250 to 500 p.s.i.g. and (2) a processing vessel (heat exchanger) to convert the enthalpy of the helium into chemical process reaction heat. Neither component exists at present, and development of each promises to be a formidable task. To aid in the study of such a system, the Bureau of Mines has designed and constructed a vessel heated by electrical induction to simulate a source of nuclear fission heat. This vessel is undergoing preliminary testing. Gasification of coal and reforming of hydrocarbons are promising uses for nuclear heat. It appears that a higher price per unit of nuclear heat can be tolerated for chemical processing than that allowable for power generation.

The provision and management of energy in both fuel and electricity forms is an increasingly important consideration for mines. Pressures from communities, governments and markets are increasing towards more transparent and improved energy management. Combined with the energy-water nexus, where water and energy are closely related in the operation of a mine, this emerging business climate means a more thorough and responsible approach is required for the acquisition and use of energy, as well as the release of emissions. Many of the complexities in potential new ore bodies are borne in remote locations, high altitudes, low grades, arid climates and deep deposits. Each of these challenges affects the successful provision of energy. In combination, such challenges can leave an operation seemingly unviable from an energy perspective, especially when approached from a traditional mining energy feasibility lens. This paper discusses some of the energy alternatives currently available and emerging in the mining industry. Both energy supply and demand options are considered, which can provide a very different energy footprint with the flexibility to address, and potentially overcome, major energy challenges for a mine. On behalf of ME readers, the editors thank them.During the past 25 years, U.S. ball clay production (the quantity sold or used by domestic producers) increased from 788 kt (869,000 st) in 1990 to an alltime high of 1.31 Mt (1.44 million st) in 2003 (Fig. 1). Housing construction within the United States, a leading market for ball clay-based ceramics and sanitaryware, began to decline in 2005, which resulted in a considerable decrease in sales of ball clay that continued through the 2008-2009 economic recession. After bottoming out at 831 kt (916,000 st) in 2009, ball clay production steadily increased through 2015 (Fig. 1). Estimated sales in 2015 were 36 percent higher than those in 1990 and 18 percent lower than those in 2003.Four companies (H.C. Spinks Clay Co., Imerys S.A., Old Hickory Clay Co., and Unimin Corp.), mined ball clay in five states during 2015. An estimated 1.7 Mt (1.18 million st) of ball clay valued at an estimated $47.5 million was sold or used by U.S. producers, a 4-percent increase from 1.03 Mt (1.14 million st) valued at $45.2 million in 2014. Approximately 65 percent of total ball clay production was air-float, 25 percent was crude or shredded and 10 percent was water-slurried"

In terms of underground tunnelling in metres advance per capita, Australasia compares well with the best world performers. This is because of the large number of metalliferous mines, coalmines and civil tunnelling projects, with the Australian tunnel advance for civil and mining projects exceeding 625?km/a. In terms of hard rock quarry extraction, Australia produces approximately 200?Mt/a of aggregates, roadbase, fill material and specialist rock products from its quarries, which equates to approximately 8?t/capita. Australian mining and tunnelling contractors are also of world standard and are used to excavating in a variable range of ground conditions in a competitive environment. One author has been involved in tunnel and underground space planning and quarrying in Australia for the past 25 years and predicts that, over the next 20 years, there will be a major swing towards underground space for commercial uses. This paper identifies the potential uses of underground commercial excavation and the planning and geotechnical challenges for the future. Underground quarrying creates new opportunities to extend existing quarries within their urban footprint with minimum impact on the surrounding community. Investigations by the authors reveal that there are very few cities in the world that actually incorporate underground space planning in their city plans. However, cities such as Helsinki have been planned in detail to utilise the rock resources beneath them. This paper is one of a series comprising the Mineral Industries Survey of the United States, which was begun in 1935. It describes the simple methods of mining and beneficiating manganese ore, in eastern Tennessee and compares these methods with those used elsewhere in the Appalachian region. The report contains general information on manganese to give a clearer understanding of the methods and costs of mining and. beneficiating manganese ore foam a widespread deposit, an in addition presents zone difficulties normally fond in these operations. The marketing, uses, and value of manganese ore are discussed as well as the amount of capital necessary for effective operation on given scale of production, and requirements are outlines for successful operation of manganese, property in this region.

The materials science and metallurgical engineering communities have expended enonnous resources in developing high fidelity process models. Exploiting these Models for Predictive Optimization (MPO) and Control (MPC) is a new frontier in Materials Process Engineering that will lead to exceptional process perfonnance. This paper will begin with a short survey of the development of high quality process models available in the literature and a discussion of how these could be used to improve process operation. A summary of the current "state-of-the-art" in process automation technologies and the traditional framework in which these technologies are deployed will be presented. An illustration of the use of MPO in process design and operations will be presented for the continuous casting of steel. In addition, a simple run-out table simulation will be used to demonstrate the power of the MPC technique.

The Nonmetals Division studies problems relating to the use of minerals, many of which are important to national defense, for purposes other than the: extraction of metals. In fact, virtually all of the work of the division has been diverted to investigations pertaining to better use of the Nation's natural nonmetallics is resources as weapons of defense. The experiment stations of the division are at Norris, Tenn.; Tuscaloosa, Ala.; Seattle, Wash.; and College Park, Md. Studies involving the application of electric power to the nonmetallic minerals are conducted at the Electrotechnical Laboratory at Norris, and investigations on mineral-dressing treatment are conducted mainly at the Southern Experiment Station at Tuscaloosa. The cleaning and preparation of coal are studied at both Tuscaloosa and the Northwest Experiment Station Lit Seattle (other projects relating to utilization of coal are conducted by the Coal Division of they Bureau of Mines). Problems covering the use of minerals and fundamental problems as to their properties are studied at College Park.

A numerical approach for modeling coupled Hydro-Mechanical fracture behavior in 2D is presented in this paper. This approach accounts for the strong dependence of the flow characteristics on fracture apertures and offers an anisotropic description of the flow propagation in the fracture. An interface finite element and a constitutive model are developed . In order to validate the applicability of the model to general geomechanic problems, 2D simulations were performed. Results show the good application of the mathematical model and the fundamental hydraulic role played by the fractures. In diesem Beitrag wird ein Stoffgesetz vorgeschlagen um hydromechanisches Kluftverhalten numerisch zu Modellieren. Dieser Vorgang nimmt die starke Abhängigkeit der Fliesseigenschaften von der Kluftöffnung mit in Anbetracht. Ein Interfaceelement und ein Stoffgesetz wurden entwickelt. Zum validieren der Anwendbarkeit dieses Modells wurden 2D Simulationen durchgeführt. Ergebnisse haben gezeigt dass das mathematische Model anwendbar ist und dass Klüfte eine fundamentale hydraulische Rolle spielen. Une approche numérique pour la modélisation du comportement couplé hydro-mécanique des fractures en 2D est présentée dans ce papier. Cette approche prend en compte la forte dépendance des caractéristiques du flux de fluide sur les ouvertures des fractures et présente une description anisotrope de la propagation du flux dans la fracture. Un élément fini d'interface et un modèle constitutif sont développés. Dans le but de valider l'applicabilité du modèle à des problèmes généraux de géomécanique, des simulations 2D ont été réalisées. Les résultats montrent la bonne application du modèle mathématique et le rôle hydraulique fondamental joué par les fractures.

Volume IV of the final report examines the problem of indirect contact of overhead high-voltage power lines by mining personnel. This refers to the contact of energized lines by workers through some intermediate conductor such as a metallic tool or a piece of high-reaching mobile equipment, thus the term "indirect contact." The shock hazard presented by such contact has been a major cause of electrical fatalities associated with mining operations. The report volume is divided into three major areas. The first gives a general background of overhead lines, basic characteristics, and associated hazards, and continues to describe presently used techniques and devices which attempt to alleviate the contact problem. The second area narrows the discussion to the mining industry by presenting a detailed analysis of 39 overhead-line contact accidents in mining since 1970. The third major section uses the information from the first two areas to formulate recommendations to prevent these accidents and subsequent electrocutions at mining operations.

In the last 50 years there have been tremendous improvements in equipment used in development on underground mines. Compressed air powered jacklegs have been replaced by high powered electro-hydraulic drifters on sophisticated drill jumbos and load haul dump units have taken over from small shovels and rail cars.Despite the increase in power applied in key parts of the development cycle, average advance rates have fallen and costs have increased. The factor that is most often regarded as the main contributor to slowing advance rates is increased support requirements. Whilst there is no denying that the drive to improve safety has resulted in the requirement for more bolting and the installation of a skin support (mesh or shotcrete), this is not the only factor.Within the industry as a whole, many of the basic principles of development appear to have been lost over time. This paper looks at a historical case study and discusses some of the features of old development cycles that are no longer in use. This highlights some of the basics that appear to have been forgotten. These may be indicators to what may provide improvements in the conventional drill and blast development cycle.CITATION:Ross, I T, 2014. In recent years the Government and other large consumers of coal have appreciated more and more the desirability of definitely determining by chemical analysis and test the character and quality of the coal they purchase. Higher prices for coal point forcibly to the need of giving more study to engine room and boiler room efficiencies and economies; this implies an intimate knowledge of the character and quality of the fuel used. Analyses and tests of delivered coal furnish data whereby power plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for technologic investigation of fuels and the analyzing and testing of fuels belonging to or for the use of the United States Government, a laboratory is maintained at the Pittsburgh station of the Bureau of Mines, where samples representing deliveries of coal purchased for Government use are analyzed and tested. The Bureau of Mines has been active in promoting the purchase of coal by the Government under specifications/ that is, by contracts that make definite requirements regarding the heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analysis. Under many of these specification contracts the bidders guarantee the quality of the coal offered, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled and analyzed to determine whether the coal is of the quality guaranteed by the contractor, and if it is not, the price to be paid is decreased in proportion; but if the coal is of higher quality, the price is proportionately increased. The known analyses of coals or the guaranteed analyses offered by the bidders may sometimes be used for determining the award of a contract, but if the coals offered differ widely in characteristics, it may be difficult to determine which would prove the cheapest fuel without data on their relative evaporative efficiencies. Hence, the making of evaporative tests under service conditions may be necessary in order to determine which coal is particularly adapted for successful and economical use in a certain plant. Once a particular coal is selected, however, regardless of the procedure of determining the award of a contract, then the greatest advantage of the specification method is realized, for it guarantees the purchaser receiving coal of uniform character and quality, thereby insuring the best results in the plant. The success of the specification method for the purchase of coal and the reliability of analysis now rests largely on sampling.3 Improper sampling leads to controversies, with resulting condemnation of the specification method in general and of the value of laboratory analyses and tests in particular.

"My first reaction to Joanna LaForte’s discussion paper is that she has quite properly assumed that I would like the process of equitable participation between aboriginal landowners and mining companies to be a fast process. On the other hand, I have been a business lawyer long enough to know that the past experiences of the parties will have a significant effect on how they will proceed at any one time.In my article, I was trying to convey the importance of responding to the wishes, aspirations and fears of aboriginal communities in Arctic regions without land settlements. I agree that if it is necessary to wait for governments, the process will be quite slow. My article did point out that often aboriginal communities and mining companies who have become comfort-able that a project is in their mutual interest regard the government(s) involved as their common enemy. I agree that the education and training of aboriginals should “expedite the negotiations and end the power struggles equitably”. Also, I did not mean to suggest that the elders distrust of changes in traditional land use was solely due to concern for alienation and separation from their offspring; however, I suspect it is one reason for their caution. I also agree with this author that establishing opportunities that enable the young aboriginal community members to remain in the north and avoid the problems that await them in southern urban culture should be a common concern of the mineral developer and the Arctic aboriginal community.When this author suggests I am “overly concerned about how much land the aboriginals will control, how educated they may become, how ignorant they are of mining procedures, how objections from aboriginals will escalate expenses, etc.”, she attributes to me as “concerns” matters that were intended to be general information for my readers. My references to the increased land holdings and the improvement in education of aboriginal peoples was intended to deter mining companies from any attempt to be inequitable in their dealings with aboriginal communities."
