"As part of the Southeast Louisiana (SELA) drainage program, designed to reduce flood damages in the City of New Orleans and surrounding parishes, the SELA-22 project entailed the construction of a concrete covered canal along Jefferson Ave. and Prytania Street. The scope of the required soil improvement was to replace the soil between two parallel lines of sheet piles with a soil-cement mass to eliminate under-seepage, thus creating a so called bottom plug, and provide structural support for the concrete box culvert. The U.S. Army Corps of Engineers (USACE), New Orleans District, selected the jet grouting technology for the construction of the bottom plug to a maximum depth of approximately 40 ft, and for a total length of approximately one mile. The specialty geotechnical contractor proposed to accomplish the task utilizing their proprietary and innovative elliptical bi-fluid jet grout technology which, by limiting the overlap between adjacent columns, allowed a reduction of the overall number of installations. Approximately 2,400 elliptical jet grout columns were installed in a very challenging environment, especially under a logistical point of view. This paper will summarize the main features of the project, focusing on the innovative technological solution adopted to maximize productivity and on the several challenges faced in such limited and complicated logistical conditions.INTRODUCTIONThe Southeast Louisiana (SELA) drainage program has been designed with the purpose of reducing flood damages in the City of New Orleans and surrounding parishes. The objective of this task was to perform theoretical analyses related to identifying and increasing the understanding of wireless propagation mechanisms in mines, and for predicting the performance ranges and limitations of proposed systems. This was to be achieved by building on and extending previous ADL work* and utilizing experimental data as they became available in the radio frequency bands of interest. B. TASKS Theoretical radio wave propagation investigations undertaken on this task centered on three areas. The first area dealt with extending previous UHF wireless propagation results*: to estimate the losses caused by the presence of haulage vehicles such as trains in coal mine tunnels; to estimate the propagation losses and wireless communication ranges expected along a longwall coal face tunnel; and to assess the applicability of previous analytical approximations to tunnels having reduced crossectional dimensions, such as those found in low coal and in the presence of haulage vehicles. The second area dealt with the development of a suitable propagation model to adequately explain the unexpected, highly favorable LF to MF band wireless radio wave propagation behavior experimentally observed in Consolidation Coal Co.'s Ireland mine. The third area dealt with the formulation of a model for evaluating the overall system transfer function and transmitter requirements for a hoist shaft LF communications system, taking into account the hoist rope/shaft transmission line characteristics, the cage and sheave wheel line terminations, the signal inductive couplers, and hoist shaft signal and noise data.

The South African based platinum mines produce the world?s majority of platinum metal that is used in autocatalysts and jewellery. As the platinum market is forecast to grow at healthy rates into the future, the South African producers, Anglo Platinum, Impala, Lonmin and Northam are planning to expand in the next decade. Furthermore a number of smaller producers who are accessing other mineral rights are entering the buoyant market. The South African platinum mines have traditionally exploited the Merensky reef of the Bushveld Igneous Complex (BIC); however, the mining of this reef is reaching depths that require significant vertical shaft systems and costly refrigeration for access to the ore bodies at deeper levels. In the past decade all of the producers have begun to mine the less attractive UG2 reef because of its cheaper mining costs. This UG2 reef contains significant quantities of chromite with typically a chrome-to-iron (Cr/Fe) ratio of 1.35. UG2 ores can contain between 10 and 25% Cr2O3 depending upon the reef width and the selected mining method. It is relatively cheap and easy to extract a portion of the chromite from a platinum concentrator tailings stream at a grade of between 40-42% Cr2O3. However it is only in recent years that some ferrochrome producers have begun to source some of their chromite from the tailings of platinum producers. South Africa is also the world?s largest single producer of ferrochrome and supplies much of the world?s stainless steel producers and thus the growing market for their product. As the traditional sources of high Cr/Fe ratio ores have been depleted at the shallow economic depths and thus have become more expensive sources of chromite, technical developments have improved the ability to use fine chromite economically to make acceptable grades of ferrochrome. Thus UG2 fines are now becoming possible cheap sources of acceptable feed to the ferrochrome industry. The abundance of feedstock for ferrochrome production and the lessening dependence on mined material will impact upon the structure of the ferrochrome business in South Africa. With continued platinum mining from UG2 reefs, South Africa is set to remain highly competitive in the world?s ferrochrome/stainless steel industry.

The primary purpose of ore hauling model studies is to capture the variability of the ore delivery ? stockpiling process in order to improve the estimation of equipment capacities and achievable throughputs. The operation of a mine-to-site ore delivery system is the subject of a number of challenges. Typically, ore is hauled by a given combination of trucks, conveyors and trains. In addition, ore loading, ore transferring to another means of delivery, stockpiling, reclaiming, and further deliveries involve many other types of equipment. The concurrent operation of all these units is scheduled; nevertheless, they are subject to planned maintenance and random breakdowns. To support our engineering design work on ore hauling operation, discrete event type models were built for each specific task. Then, due to recurring demands, an ore hauling library was gradually compiled. The now available model library allows fast and efficient simulation of various mine-to-site hauling arrangement, adaptable to various mining and mine construction operations (e.g. bauxite, iron ore, copper ore and coal).

"INTRODUCTION Interest in the possibility of using Diesel 6/ engines for haulage power in mining and tunneling is increasing in the United States, owing largely to the reported successful use of Diesel locomotives in European coal mines and to the comparatively recent development of automotive Diesel engines in this country. The extent of this interest has been evidenced to the Bureau of Mines by numerous requests for information as to the factors that must be considered if Diesel engines are to be used safely underground.Proponents of the application of the Diesel engine to underground haulage base their claims for its safety upon a comparison with the gasoline engine, assuming that (1) the carbon monoxide content of Diesel exhaust gas is always low and that (2) fire and explosion hazards from Diesel fuel are minimized because of its low volatility. In these respects the Diesel engine appears less hazardous than the gasoline engine, whose use underground has been discouraged by the Bureau of Mines and other organizations interested in safety in mining. However, such generalizations cannot be accepted as conclusive evidence that safety is inherent in Diesel engines in underground service, as European experience indicates that certain hazards may accompany their use. Such hazards were discussed in a previous publication 7/ that reviews developments in the use of Diesel locomotives in European coal mines.The Bureau of Mines has initiated a study of the hazards that may attend the use of Diesel engines underground to obtain first-hand information that may serve as a basis for recommending sale practices under conditions existing in the United States."

Air quality is a big topic of discussion in regional mining communities as well as urban environments situated close to port terminals handling bulk solids. Community perception of poor air quality can significantly affect the reputation of the mining operation and handling facilities. Dust monitoring for regulatory compliance relies on using a handful of accurate but very expensive sensors, usually situated at the boundary, relatively far from the activities that generate the airborne dust. These reference monitors measure dust leaving the site but dust mitigation and management on-site largely relies on operator judgement. At a fraction of the cost, small wireless solar powered units can be used to supplement reference monitors in real-time. Due to their compact nature, portability and low price, these units can be implemented on a mass scale to increase spatial resolution of dust measurements and, more importantly, in much closer proximity to both the dust generating activity and the sources of dust. This can provide valuable insights into the origins and timing of dust generation thus producing datadriven decision-making while minimising subjectivity. Similarly, light detection and ranging (LiDAR) is another supplemental technology that can be used to increase the spatial resolution of dust measurements in near real-time, however, the cost of commercial systems even exceeds that of regulatory monitors. LiDAR also presents difficulties in quantifying dust plume concentrations. This study presents learnings of implementing both technologies for dust emissions management. Several low-cost sensor units and a fast-scanning custom-built 3D LiDAR system operating at a range of 1.5 km with a resolution of 1.5 m were deployed on a surface mine to monitor dust emissions from different activities. The project explores the use of real-time sensor data to quantify LiDAR measurements in parallel with integration into mine planning. The approach can assist in prioritising dust mitigation activities thereby reducing instances of emissions exceedance and minimising water use through databased and targeted application. Demonstrated is an opportunity for a step-change in industry best practice as well as commercialisation and operationalisation of the method across different industries, including future mineral extraction.

One aspect of a program to improve the chances of survival following coal mine disasters is the development of a communications sys tem which will allow surviving miners to make their circumstances known to rescue teams. At present, it appears that an electromagnetic system may be most practical. The development and design of an effective electromagnetic communications link for signalling between mine workings and the surface requires knowledge of pertinent physical properties of the rocks overlying the mine workings and the characteristics of the ambient noise against which a communications signal must be recognized. Knowledge of the overburden electrical transmission properties is useful not only for determining a practical operating transmitter frequency at a given mine, but also for ensuring the best possible electromagnetic coupling for routine or emergency communication purposes. Field studies of the electrical transmission properties of the overburden of coal mines in Colorado, Illinois, and Pennsylvania generally show that a relatively uniform and unimodal electrical conductivity distribution exists provided that the region has not been subject to considerable structural or metamorphic deformation such as that observed in the Gary District of West Virginia. Measurement s of ambient surf ace electromagnetic noise levels at several mines in Colorado, Illinois, and West Virginia were taken and analyzed and are presented in the form of amplitude histogram plots both as a function of frequency and time of day. These amplitude histograms may be used in conjunction with overburden resistivity data in implementing an uplink communications beacon system which will yield a specified signal- to-noise ratio at the surf ace. Numerous C .W. field transmission tests were made in various coal mining environments with use made of either a buried vertical-axis transmitting loop or a short insulated grounded current line. These transmission tests were made from 20 Hz to 20,000 Hz in frequency and at several geographic surface receiving sites. The results of these field measurements show, in general, good agreement with theoretically calculated results. Since the produced surf ace magnetic field from a buried vertical-axis loop source or the produced surface horizontal electric field from a buried horizontal current line show better agreement with theoretical results, they could be used for beacon location system. One criterion would be in detecting the equatorial and polar null lines of the horizontal electric field component which is normal to the direction of emplacement of a buried transmitting line current source. A second criterion would be in the surface mapping of the maximum in the vertical magnetic field directly over a vertical-axis loop transmitter and the associated null is the vertical magnetic field at a horizontal offset distance which is about 1.4 times the depth of burial of the transmitter. Finally, a third criterion would lie in the surface mapping of the null in the horizontal magnetic field directly over the vertical-axis beacon and the associated maximum in the horizontal magnetic field at an offset distance from the transmitter axis of half the depth of burial of the loop transmitter. In mapping the vertical magnetic field over a buried vertical-axis loop transmitter, the size effect of the transmitter loop must be taken Into account when the separation distances between the transmitter and receiving sensor are less than ten times the effective radius of the source loop; increasing the size of the transmitting source relative to the source-receiver separation distance shifts the null in the vertical magnetic field to greater offsets. In mapping either the vertical or horizontal magnetic field over a buried vertical-axis loop transmitter, care should be exercised in ascertaining that measured nulls and maxima are along radials through the axis of the buried source loop. For the main part, coupling experiments show that ambient electromagnetic noise in coal mining districts is less of a problem above 1000 Hertz. But secondary and perhaps undesirable maxima and null phenomena (as well as penetration problems) would occur in many coal mine provinces in the behavior of the surface horizontal magnetic field (over a buried vertical-axis loop transmitter) if transmission frequencies as high as 10 kHertz were used.

"INTRODUCTION The relative value of the various individual physical and chemical properties of coke as a measure of its performance in the blast furnace as aroused considerable controversy but it is generally agreed that uniformity in these properties is extremely important if maximum mum pip-iron production is to be attained. The control of,the bulk density or weight per cubic feet of the coal charge in the coke ovens is a major, and frequently overlooked, factor in producing a uniform product and in efficient operation of the coke plant.This report presents a brief discussion of the general problem of bulk-density control and the results of tests on samples of coke-oven charges from several operating plants experiencing difficulties due to lack of adequate control. These tests covered the effect of moisture and oil content on the bulk density of the coal. Some tests on the effect of a wetting agent and furnenous of gained were also made. A description of the methods used to determine the bulk density of the coals studied in this investigation and of the methods used to apply oil to the coal at byproduct-coke plants are included in this product. No theoretical analysis of the data presented in this report, because the primary purpose of the investigation was to obtain data of immediate practical value to the plants concerned."

"The Red-Chris porphyry Cu-Au deposit is located between Ealue and Kluea lakes, southeast of the village of Iskut on the Stewart Cassiar highway in northwestern British Columbia. It was explored by Texasgulf Inc., in a joint venture with Great Plains Development Company of Canada, Ltd. and Silver Standard Mines Ltd., during the period 1973 to 1980. Exploration resumed in 1994, following acquisition of the interests originally held by Texasgulf and Great Plains Development by American Bullion Minerals Ltd.Prospectors were first drawn to the area by prominent limonitic stain zones exposed in creek gullies in the western part of the property. These zones are developed on the alteration halo at the western periphery of the deposit. The potential ore zones do not crop out and were first exposed in a bulldozer trench excavated in 1971. Subsequent exploration was by percussion and diamond drilling, guided to some extent by induced polarization surveys. In 1976, estimated resources contained within two crudely designed open pits were 41 million tonnes with an average grade of 0.56% Cu and 0.34 g/t Au, with a cutoff grade of0.25% Cu. New resource estimates based on a major drilling program completed by American Bullion in 1994 were released as this paper goes to press. These estimates were calculated using various copper cutoff grades; at the 0.4% Cu cutoff, the ""in-situ geological reserve"" is given as 100 million tonnes grading 0.58% Cu and 0.46 g! t Au (American Bullion Minerals Ltd., 1995).The deposit consists mainly of pyrite, chalcopyrite and increasing bornite at depth, in zones of quartz-vein stockwork hosted by an elongate body of altered monzonite porphyry of latest Triassic or earliest Jurassic age. The stock intruded volcanic and sedimentary rocks of probable Stuhini Group affinity and is in faulted contact with sedimentary rocks of the Jurassic Bowser Lake Group. Gypsum stockworks are developed in the higher levels of the subvolcanic porphyry system. Late-stage quartz-carbonate veins carry small amounts of galena and sphalerite. Complex faulting within the deposit makes drill-hole correlations difficult. Alteration assemblages include an early potassic phase, almost completely destroyed by later phyllic alteration, and surrounded by a propylitic assemblage dominated by ankeritic carbonates in altered sedimentary rocks.The deposit has characteristics of bath the alkalic and calc-alkalic classes of porphyry copper deposits. The development of quartzvein stockwork suggests a calc-alkalic affinity, but the hostrocks contain little or no free quartz, molybdenum is present in trace amounts only and gold values are significant. Copper grades vary between wide extremes with unusually high grades in some sections of the deposit. The weight of evidence available in the 1970s led us to place the Red-Chris deposit firmly in the alkalic family. The quartz-sericite alteration assemblage was attributed to breakdown of potassium feldspar in a near-surface alteration environment in which seawater may have had a significant role. These interpretalions are retained here, but preliminary conclusions from the most recent work suggest that they may require some modification."

"Between 1934 and 1956, nearly 31 million grams of gold were produced in the Matachewan area from deposits on properties belonging to Young-Davidson Mines Limited and Matachewan Consolidated Mines Limited. In 1979, production from these properties was renewed by Pamour Porcupine Mines Limited.Most of the gold produced has come from relatively lowgrade deposits (3.4 gl t or less) that occur in an east-trending belt of dykes and irregular bodies of trachytic syenite. Although small by comparison, these deposits have some of the characteristics of porphyry copper-molybdenum deposits. The mineralized syenite contains up to 5 per cent disseminated pyrite and is highly fractured and cut by quartz and quartzcarbonate veinlets. Gold occurs as native gold along fractures, in quartz veinlets and as minute inclusions in pyrite. Minor chalcopyrite and trace amounts of scheelite, molybdenite and galena are also present. Mineralization was accompanied by potassic alteration, consisting mainly of potassium feldspar.Some gold was also produced from small, but higher-grade, deposits in volcanic rocks. These deposits occur near the syenite-hosted deposits and consist of quartz veins and stringers mineralized .with pyrite and gold. Minor gold is present in some low-grade, porphyry-type copper-molybdenum occurrences and, locally, in large, isolated quartz veins.Lead isotope analyses suggest that the gold deposits were formed at about 2700 Ma and were locally remobilized at approximately 2400 Ma, following the Kenoran orogeny. The deposits appear to be genetically related to felsic magmas emplaced in an epizonal environment and deposited from hydrothermal solutions relatively concentrated in S and K20."

The major technological advances of the last 30 years have profoundly reshaped mining practices. Machines keep getting bigger while productivity continues to increase and manning levels drop. These trends will continue and the introduction of breakthrough technologies will continue to accelerate, driven by a continued focus on lowering the cost of production, improving the productivity of workers and machines, and ensuring safer working environments. At the same time, global consolidation of mining companies has impacted on technology development in a range of ways. There are many potential technologies being proposed, some already operating in Australian mines. The automation of underground load-haul-dump (LHD) trucks for example, continues the process of removing workers from the most dangerous operating environments. Global positioning systems fitted to draglines, fibre optic communication channels, and 400 tonne trucks are only some examples of what lies ahead. However, where we need to return focus is to the technology of management û which is also one of the two key interrelated themes of this keynote address. Have we, as an industry, adequately been able to keep up with technological advances? Are our management systems as competent as the machinery we employ? The other key theme is the processes of globalisation and consolidation. What are the impacts on our industry? What are the implications of these processes, particularly for the ways in which we manage our people? My paper is divided into several components:some comments on the coal industry and the dramatic restructuring we have seen in recent years; in the context of this restructuring, an overview of my company and its evolution; my views on the role of contractors; some comments on the consolidation also occurring in the mining machinery and equipment, technology and services sectors; some observations on two major areas of technology û drill and blast; and trucks, shovels and excavators; the implications of consolidation and new technology for our employees and management; and finally some comments on research programs.

Recovery of fine pentlandite is proving to be a challenging task in the Kevitsa sequential flotation operations, with over 60% of the nickel losses reporting into the -25μm size fraction. Since commissioning, the Kevitsa process has undergone major changes to address throughput and flotation performance. Major changes were implemented in the configuration of the milling and flotation circuits as well as in the operating conditions and reagent regime. Some of these changes improved nickel flotation while others deteriorated flotation performance. Most of the changes have had a direct impact on nickel flotation. This paper reviews the systematic analysis, laboratory testing and salient changes done to the process with special focus on the impact on the fine pentlandite flotation. Laboratory test-work has established that two classes of redox catalysts based on anthraquinone and bipyridinium derivatives are effective in accelerating the rate of removal of metallic iron from reduced ilmenite (RI) in the aeration step of the Becher process. Two water-soluble anthraquinone derivatives are efficient: 9,10-anthraquinone-2,6-disulfonicacid, disodium salt (catalyst AQ-2,6) and 9,10-anthraquinone-2-sulfonic acid, monosodium salt(catalyst AQ-2). When 0.2 per cent w/v of either was added during aeration the rate of metalliciron removal was accelerated by two to three times. Furthermore, the addition of either compound resulted in magnetite (Fe3O4), the iron oxide phase preferred in commercial practice, being formed. However, both AQ-2,6 and AQ-2 were rapidly lost from solution during aeration although their catalytic activities persisted even when their concentrations in solution were low(<0.05 per cent w/v). The negatively charged anthraquinones were lost from solution most probably by adsorption onto the magnetite that has a net positive charge at the pH values encountered during aeration. To address this problem, the catalytic activities of positively charged bipryridinium derivatives were tested. Two water-soluble bipyridinium compounds, paraquat (1,1’-dimethyl-4,4’-bipyridinium dichloride) and diquat (6,7 dihydrodipyrido [1,2-a:2’,1’-c] pyrazinediiumdibromide), were found to significantly accelerate the rate of removal of metallic iron from reduced ilmenite, and both gave magnetite as the oxide product in the laboratory tests. Moreover, recycle tests showed they were not lost from solution as quickly as were the anthraquinone derivatives. Results in larger scale plant laboratory reactors also showed a significant increase in aerationrates when diquat was added and magnetite was again the oxide formed. However, the oxygensupply to the reactors was insufficient to achieve the maximum effect of the catalysts on theaeration rates. The limited supply of oxygen in a full scale aerator may prevent the application ofthe catalysts in a commercial Becher operation. A recent headline in the Wall Street Journal declared, "trendy management schemes very often fail." Many of the management techniques addressed in the accompanying article are associated with quality management including reengineering, benchmarking, total quality management, and employee empowerment. The article made the point that executives, employees, and customers who are involved in such programs rate the effectiveness of these programs very low, and the programs often fail. Yet, we all know of companies that have made significant advances in their operations using these same quality management practices. Why do a few succeed while many fail? History has shown that the companies that successfully carry out quality management programs have two things in common: 1) Strong leadership committed to the success of the program. 2) A comprehensive plan for carrying out and maintaining the program. Stated another way -the reason many companies fail is the lack of committed leaders and inadequate planning. It is ironic that the title of the Wall Street Journal article is "The Best Laid Plans."

Abstract-The late Archean Pipestone Lake anorthosite complex (PLAC) is a 0.9 x 17 km sill-like layered intrusion that is part of a suite of coeval megacrystic anorthosite bodies in the Cross Lake region, northwestern Superior Province. Exploration for Ti-V-Fe oxide mineralization and concurrent geological investigations have contributed to a greater understanding of the lithostratigraphy of the PLAC and its oxide mineralization. Mapping and drill core studies have established a laterally continuous igneous stratigraphy comprising six leucogabbro/anorthosite zones and three melagabbro/gabbro zones. Field evidence, including disrupted blocks of layered units, scour contacts, and size-graded and modally-graded layering, suggests younging towards both the northern and the central parts of the complex. A decrease in the anorthite content of the feldspars from An75 in the south to An30 in the north suggests that the magmas become more evolved to the north. Macrorhythmic layering and gross morphological features suggest that the PLAC crystallized from four major influxes of geochemically similar basaltic magmas. The paucity of magmatic erosional features in the PLAC indicates that layering developed in a relatively static magma chamber, so that in-situ crystallization processes are required to account for the observed petrologic diversity. Drilling has confirmed that a significant Ti- V-Fe resource is contained in two of the four discrete mineralized subzones in the PLAC. Textural evidence and the stratiform nature of the oxide-enriched subzones are consistent with a magmatic origin for the oxide mineralization.

The U.S. Bureau of Mines (USBM) was established in the public interest to conclude inquiries and scientific and technologic investigations on mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increaseee efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the U.S. Bureau of Mines to "disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act." In accordance with this directive, USBM reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-USBM publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make this kind of list both necessary and valuable. This edition describes reports and articles published during calendar years 1992 and 1993. It supplements the 50-year list of Bureau publications from July 1, 1910, to January 1, 19602; and these 5-year lists of publications and articles: from January 1, 1965, to December 31, 1969\ from January 1, 1970, to December 31,19745, from January 1, 1975, to December 31, 19796, from January 1, 1980, to December 31,19847, and from January 1, 1985, to December 31, 19898?.

This publication contains routine analyses and related source data for 377 natural gas samples from 19 States and two foreign countries. Of this total, 373 samples were collected during calendar year 1970. The remaining four samples were collected during previous years, but releases granting per-mission to publish the analyses were not received until 1970. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Twelve previous publications have presented the results of 9,050 gas analyses prior to 1970. Both the dry and the wet fluorination systems require hydrogen fluoride (HF) for the process of uranium conversion to uranium hexafluoride (UF6). The dry methods depend on the electrolysis of HF to generate the fluorine (F2) required for the high temperature pyro-fluorination. The wet methods require aqueous HF in water solutions for the low temperature hydro-fluorination (Argonne, 2019). This paper uses the available HF safety guidelines and industry information to discuss the issues of transportation, storage and utilization. Health effects and environmental considerations are reviewed. Safe practices for handling the HF (both as anhydrous and as aqueous) are considered. Proper selection of different materials of construction are discussed, for both the anhydrous and the aqueous HF.

Federal and state regulations, in an effort to reduce acid rain, are becoming increasing more stringent regarding sulfur content of fossil fuels. Whereas coal from Illinois and Ohio contains between 1.5 and 37. sulfur, Wyoming has billions of tons of coal reserves containing less than O.5/% sulfur. However, much of Wyoming&apos;s coal is high in moisture, 25-30%, and low in energy, 8,200 to 8,900 BTU, vs. 10,500+ BTU for Illinois and Ohio Basin coals. Wyoming currently ships in excess of 130 million tons of coal to utilities as distant as Michigan, Wisconsin, Minnesota, Iowa, Nebraska, Louisiana, Oklahoma, and Texas. With freight charges ranging from $12.00-$20.00/ton, more than $1.5 billion a year is spent to transport water. A test shipment of more than 50,000 tons of Wyoming coal has recently been made from Mobil&apos;s Cabello Rojo Mine, south of Gillette, by Burlington Northern to the Robert&apos;s Bank British Columbia coal terminal for transloading and shipment to Taiwan Power Company. This coal assayed approximately 8,400 BTU/lb. and 277. moisture. Carbontec Energy Corporation feels the future availability of dried coal containing 11,000+ BTU could substantially enhance the potential export as well as the domestic market for Wyoming coal. Large and small utilities, along with industrial furnaces require tens of millions of tons of Wyoming, West Virginia, and other Eastern The federal government is encouraging the expenditure of hundreds of million of dollars by utilities to retrofit their boilers to allow them to burn higher sulfur coal. This program, if carried to completion, would cost many tens of billions of dollars, with the net result being high power costs sustained by the utilities. These costs will be passed on and paid for by the American consumer. A sensible alternative would be the burning of low sulfur coal by the utilities, without costly capital and operating expenditures. Carbontec Energy feels the successful operation of a Carbondry Coal Drying Plant in Wyoming will be the forerunner to other similar and larger operations in the State. CARBONTEC RESEARCH The activities of Carbontec&apos;s personnel to develop a viable process to dry sub-bituminous and lignite coal goes back some 14 years; in fact, for some of us it goes back to 1962 when we were involved in a program under which lignite coal from Truax Trayer&apos;s Velva mine was placed in low sulfur coal, which are burned alone or blended with high sulfur, Midwestern coal. Carbontec believes that a high BTU. reasonably priced, shippable coal fuel produced in Wyoming and delivered at costs competitive with Eastern low sulfur coal, could offer substantial benefits to Wyoming coal producers, utility customers, and to the State of Wyoming.
