Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. Masurium and rhenium are two elements known only to a few scientists and known to them for scarcely more than five years . The existence of two members of the manganese family was long suspected , and places were left for them in the orderly table of the periodic systemas developed by Mendeljeeff . The empty spaces left in this table some 60 years ago were for elements numbered 43 and 75 , respectively , and since it was evident these were related to manganese they were sought for in research laboratories under the names of ekamanganese and dvimanganese . This nomenclature is in harmony with that usually employed in describing hypothetical elements , and the prefixes are taken descriptively from ancient Sanskrit wherein the word " eka " means one and " dvi " ( also spelled dui or dwi ) means two . Ekamanganese or element 43 was once removed and dvimanganese or element 75 was twice removed from manganese . It was further possible to predict that these elusive elements would not only be related to manganese but would have a great deal in common with certain other elements . It was reasonable to suppose that element 43 , merely because it stood in numerical sequence between element 42 and element 44 , would likewise prove to be intermediate in many other respects . Since its next neighbors were molybdenum ( No. 42 ) on the one hand and ruthenium (No. 44) on the other , ekamanganese could be given in advance what would correspond among persons to a social and economic rating . Similarly , the properties of dvimanganese were likely to be in simple harmony with those of tungsten and with those of osmium , which latter , like ruthenium , is a member of the platinum group of metals . Another inference , although one which could not be stated with scientific certainty , is that these new elements because they have odd instead of even atomic numbers , would be even more sparingly distributed than their near neighbors , none of which is abundant in nature . This inference has been amply supported by available evidence . These elements eluded discovery until 1925 and never have been found except as minute traces in complex association with relatively rare minerals . In 1930 , for the first time , rhenium became available in quantities which give promise of commercial possibilities , but masurium still stands on the border of the unknown , like some distant star speck photographed and identified by vigilant astronomers but invisible without the aid of the powerful tools of science . The telltale flame of element 43 has been charted by its spectrum lines ; but beyond that , little more can be said except perhaps to repeat the forecasts made for ekamanganese before the Noddacks captured it and gave it a definite name . Certain rare - mineral dealers will furnish molybdenite samples from Norway which are said to contain masurium as well as rhenium , but except for a few highly technical statements as to its behavior in the spectrograph , nothing in the way of concrete information on masurium has come to the notice of the present writer . The literature of rhenium is a little less meager and a brief résumé of the data available in the files of the Bureau of Mines may be of interest not merely because of the novelty of the metal but because its unique properties and increasing availability afford a prospect of its finding employment in industry .

Semi-arid regions suffer from two afflictions; evaporation may exceed precipitation by multiples of two or more and variations in precipitation can be both extreme and difficult to predict. Many Australian mines are situated in semi-arid areas where communities are reliant upon locally sourced water or special purpose infrastructure is built as part of the mine construction. As the question of climate change looms, issues related to future water supply and sustainable water management become increasingly important. Across Australia several mining operations co-exist in a single surface water and/or groundwater catchment area. The management of water on a mine by mine or a community by community basis is illogical and must be reconsidered based on a single water catchment and a whole-of-community basis. Mine water should be considered on a full life cycle basis where the quality is assessed for specific mine site applications. This paper addresses technical challenges that include surface water and groundwater supply in semi-arid regions, operational water in the mining industry, beneficial uses of water, water economics and demand management. In much the same way as emissions trading evolved into a multi-stakeholder forum, mining regions offer scope for innovative thinking in water supply and reuse. In addition, this paper considers a number of initiatives taken by Australian mining companies that are entering a prefeasibility stage and contrasts these initiatives against the established success within a South African mining region. The challenges and potential solutions to this initiative are presented for future consideration.

"This summary of international mineral exploration activities for the year 2014 draws upon information from industry sources, published literature and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry.Three types of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. current dollars provided by SNL Metals & Mining (SNL) of Charlottesville, VA; 2) regional and site-specific exploration activities that took place in 2014 as compiled by the USGS and 3) regional events that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources are used to develop these compilations, statistics may differ depending on the source and type of data that are being reported.The SNL data summarize planned company budgets for worldwide exploration activities in 2014 for 19 nonfuel mineral commodities based on company surveys. Research focused on precious metals (gold, platinum-group metals and silver), base metals (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (iron ore, phosphate and potash), and specialty mineral commodities (diamond, lithium, niobium, rare-earth elements, tantalum and uranium). Information on uranium exploration activities was included for the first time in 2007. Data on lithium, niobium, phosphate, potash, rare-earth elements and tantalum were compiled for the first time in 2010 because of their increased significance. Since 1999, companies with exploration budgets of $100,000 and greater were included in the SNL compilations. SNL budget estimates exclude bauxite, coal and oil and gas. Exploration budget estimates for iron ore have been compiled since 2011 but reported separately. The 2014 SNL company survey is reported by SNL to cover an estimated 95 percent of the world’s nonferrous, nonfuel mineral exploration budgets. The 5 percent that is not covered includes companies that chose not to participate in the SNL survey, private companies that do not publish their budget data, and government-funded exploration activities"

Uranium has been mined in Namibia since the 1970s. The worldwide increasing need for energy in the early 2000s has led to the development and opening of a second uranium mine in 2007 and has triggered an increased interest in uranium exploration, often referred to as “the Namibian Uranium Rush.” In all, four mining licenses have been granted by the Namibian Government, which currently has two mines in operation, a third undertaking trial mining and the fourth in project finance negotiations. In addition, highly intensive prospecting activities at additional deposits are at an advanced stage. The finalization of the strategic environmental impact assessment (SEA) on uranium mining in 2010, the first of its kind and scale in the world, has enabled the Namibian government to assess this uranium rush and its tremendous legal, socioeconomic and environmental impacts and to prepare for the different future scenarios conceivable when this article was written in 2011, including both a skyrocketing and a complete breakdown of demand scenario. The Fukushima disaster and plans of the Namibian government to significantly increase royalties and company taxes in 2011 have threatened the market situation, forcing investors to reevaluate Namibian uranium mining projects. However, with the tax and royalty increase initiative since withdrawn, most projects are back on track at this point in time.

The quantity of copper produced by secondary material processing is increasing as metal producers look to cleaner and cheaper sources of copper. The need to smelt secondary copper more economically, to process a wide range of materials with large fluctuations in size and composition and to cope with the increasingly stringent environmental constraints have put considerable pressure on existing conventional secondary copper smelters. The Top Submerged Lance process, developed and commercialized by Ausmelt Ltd offers a low cost technology, which is particularly adapt at processing copper-bearing scrap and residues. The application of Ausmelt Technology to replace conventional secondary copper processing operations introduces potential for significant advantages in environmental performance, and improved process efficiencies through the use of cheaper hels and reductants, the high rate of metal recovery and the flexibility inherent in the technology to process various feed material types. The economical, process and environmental benefits of its application are highlighted for both the smelting and converting stages of copper production.

I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

Artisanal mining is a rudimentary activity that today attracts over 30 million people in virtually all developing countries around the world. As the price of gold has steadily increased over the past decade, 15 million people have become involved in extracting this metal in 55 countries. Individuals have switched to mining from primary industrial sectors such as agriculture to increase their income. These workers generally have little capital, low education levels, and no previous experience in mining. Together with a lack of technical support from governments, these factors lead to disorganized and informal mining activities that generate environmental and social chaos. The absence of technical knowledge and capital has caused a proliferation of Gold Ore Processing Centres (GOPCs) around the world established by local entrepreneurs, who provide a way for miners to process their ores using amalgamation for a fee that is relatively low to non-existent. Gold recovery by the independent miners rarely exceeds 30 % and gold-rich tailings are left at GOPC facilities as a form of payment. GOPCs recover around 90 % of the remaining gold using cyanidation, flotation, and amalgamation, without any compensation paid to the miners. In processing these mercury (Hg)-contaminated tailings, Hg cyanide complexes are produced that are dumped into aquatic environments, leading to rapid bioaccumulation of Hg by fish. In the town of Portovelo, Ecuador, the establishment of partnerships between GOPC entrepreneurs and artisanal miners has proven to be successful in forming legal small-mining companies to create more equity and reduce pollution. About 108 GOPCs operate in Portovelo-Zaruma, with 40 % of these still working illegally without proper regulation and permitting. Over 20 % of these GOPCs continue to use grinding, concentrating and amalgamating of the gold, with 58 % performing cyanidation of tailings and/or gravity concentrates, and 15 % combining flotation with cyanidation. About 94 % of the GOPCs concentrate the ore prior to applying amalgamation, which significantly reduces Hg emissions to the environment. Incorporating flotation has given the operators increased skills in mineral recovery, with the side benefit of producing a copper concentrate as added value. Despite these innovations, mineral recovery is still inefficient, and waste management is a major challenge in creating true sustainability in this sector (technical efficiency together with social and environmental responsibilities). Further organization, training and capacity-building are needed. The principles of Lean Manufacturing Methods ("Just in Time" production and "Automation") are suggested as possible techniques to assist small GOPCs to become sustainable. In this concept, a larger mining company can become associated with artisanal miners in a partnership to provide training and investment for exploitation of small deposits that would be infeasible as a single large operation. As well, an International Training Centre for Artisanal Miners (ITCAM) is being established in Portovelo with collaboration of the Government of Ecuador to further enhance and upgrade mining activities in this region. ITCAM will provide artisanal miners with technical, business and environmental training to become responsible small-scale miners. In building this new capacity, ITCAM intends to create an atmosphere of trust to attract private and corporate investors to become partners with artisanal miners.

In the preparation of illustrations to accompany reports of investigations concerning particle shapes of various natural and manufactured materials proposed for use as fine aggretates in concrete structures, it was found that stereoscopic views of such materials presented the information much more effectively than the usual two-dimensional photographs. With the whole-hearted cooperation of the Photographic Section, a technique was developed in the petrographic laboratory of the Concrete Research Division, U.S. Corps of Engineers, at Clinton, Miss., for simple and rapid preparation of paired stereoscopic photographs and micrographs. The method requires only equipment which is usually part of the general stock of any laboratory, and it is adaptable for all purposes in which three-dimensional views would be found superior to ordinary photographs.

The Ambatovy Nickel Project comprises the development of mine, hydrometallurgical processing facilities and necessary infrastructure in Madagascar, positioning Ambatovy as one of the world’s largest producers of nickel and cobalt from lateritic ore. SNC-Lavalin successfully provided comprehensive Engineering, Procurement, Construction Management (EPCM) services for this major capital project which, apart from its sheer size, scope, and engineering design, represented significant location, infrastructure, labour, environmental and climatic challenges. Today, the project has reached 90% of its nameplate capacity and is in its final performance optimization stage. This paper will discuss the significant project management effort that was required to successfully address the complexity of this major project. It will cover the main project management control systems and the engineering tools and processes used during the detail engineering, procurement, and construction phases to achieve optimum project execution.

"Abstract -Mineral deposits and prospects of the Pan African Saldanian orogenic belt in the south­ western Cape Province South Africa, are reviewed. Despite the entire absence of operating base or precious metal mines in the area, this study has established at !east four metal associations that offer enticing exploration potential .The poly-phase deformed, low-grade metamorphosed volcano-sedimentary Malmesbury Group constitutes a complex, poorly understood supracrustal sequence that has been loosely subdivided into the Tygerberg, Swartland and Boland tectono-stratigraphic terranes by northwesterly trending fault zones. Syn- and post-tectonic granitoids of the Cape Granite Suite selectively intruded these terranes. Early S-types preferred the Tygerberg terrane whereas the later I-types dominate the remaining areas. Anorogenic A-type granites, however, occur in all three domains. Known metallization is directly or indirectly related to the intrusives, yet syngenetic deposits are conspicuously absent from the supracrustals. Four metal associations have been identified.•,Cassiterite-wolfrarnite (± Au, Cu, Mo, Fe-sultides) in quartz and quartz/aplite veins hosted by tourmalinized and locally greissenized S-type granite. Similar exo-granitic veins occur in proximal metamorphites.•,Juxtaposed disseminated, stockwork, breccia and vein style Cu-Mo-Fe-(Au)-sultide mineralization hosted by matie to intermediate intrusives of high K calc-alkaline, 1-type affinity.•,Cu-Mo-Au-sultides hosted by hydraulic breccia pipes, stocks and veins occurring in anorogenic A-type alkali feldspar granites and amphibole quartz syenites.•,Scheelite with minor Cu-Mo-sulfides and Au-associated with endo- and exo-skarns spatially related to I-type monzogranite, granite and alkali feldspar granite .The first three associations occur along the Yzerfontein-Helderberg-Zone, a 180 km lineament in the Tygerberg terrane, a zone exploited by syn-, late- and post-tectonic intrusives and their related mineralization. The fourth association is typical of the Boland terrane. The spatial and temporal relationships between the various metal associations is interpreted as the result of sequential intrusion of relative early high level S-type, followed by intermediate level I-type and finally anorogenic A-type granitoids during the evolution of a contracting continental margin arc and its inner arc. This plate tectonic setting suggests subduction in an easterly direction underneath the Kalahari craton. The spatial configuration of the various terranes at the present erosional levels is the result of rifting and significant differential vertical displacement following cessation of subduction, a terminal tectonic event possibly synchronous with intrusion of the A-type granitoids.Near surface preserved roof zones and cupolas of both S- and I-type granitoids in the Tygerberg and Boland terranes, respectively, render these areas extremely prospective for Sn, W, Mo and Au mineralization. The presence of intermediate to mafic volcanics, a diversity of calcareous lithotypes and favorable plate tectonic setting of the Malmesbury Group suggest potential for the thus far elusive VMS, MVT and Sedex base metal and minor precious metal deposits."

Mining industry requires constant adaptation to its practices in response to the dynamic change of the societal demand. Little information exists regarding how the US metal mining engineering education is prepared to meet with its industry needs due to the increase in critical minerals driven by the green energy transitions. This study aims to provide industrial perspectives on the current US metal mining engineering education and areas for improvement. An online survey with both closed- and open-ended questions were designed to seek opinions from the US mining industry. Findings indicated a shortage of qualified graduates from the current US metal mining engineering education system. The qualifications need to be improved include engineering sciences underlying mining methods, mining design experience, mining feasibility study, the connection between theory and practice, and understanding of the overall mining operation. The survey also identified future desired qualifications. The most desired ones in the next 5 years include an ability to acquire and apply new knowledge as needed and sufficient experience in the field. Respondents, regardless of the nature of their affiliated mining companies, unanimously recommended that collaborations between the industry and academia should be enhanced. The analysis of the results concluded four recommendations: (1) involve more multiple stakeholders in reforming mining education programs, (2) reinforce field experiences as a key part of mining engineering education programs, (3) enhance a closer collaboration between academia and industry, and (4) integrate emerging technologies (e.g., artificial intelligence/virtual reality) guided by pedagogical theories into new mining engineering curriculums.

"How Wall Street Darling Molycorp Undermined the U.S. Economy, Degraded our National Security and Distorted the Global Economic Balance and How These Falsehoods Continue to be Promoted Even Today INTRODUCTION & SUMMARY In 2007 the Molycorp Mountain Pass rare earth mine was resurrected from its desert-grave in California by its then-owner Chevron Mining. Responding to elevated rare earth prices Chevron began processing on-site rare earth concentrates left over from past mining operations that were terminated in 1998i. Chinese demand had sparked what was being described as a commodities super-cycleii. Commodity prices were on the move. Wall Street smelled opportunity. In 2008 Goldman Sachs, Pegasus Partners, Resource Capital Funds, Traxys North America LLC and Carint Group LLC acquired the mining assets from Chevron. In an environment of ever-declining ethical standards and regulatory consequences the private capital group and their investment bankers would bring Molycorp to market. Molycorp, with its high powered investment banking team of Morgan Stanley and J.P. Morganiii, easily dominated the contest. Molycorp promoted itself, largely based on its past operating history and proven reserves, as the best company to challenge China’s monopoly control over the production of rare earths: a group of elements critical to most advanced technologies and U.S. defense systemsiv. Most of Wall Street’s hottest investment sectors were dependent on these materials: alternative energy, green technologies, computing, personal communications, advanced electronics and defense systems. By late 2010 there were dozens of prospective rare earth start-up ‘mining companies’ seeking capital. Eventually the number of prospective rare earth mining companies seeking capital exceeded 400, despite the reality that supply requirements of this market were disproportionally small when compared to other natural resource sectorsv. In the world of finance ‘smart money’ picks the winners. Consequently just twovi projects attracted nearly all of the capital (Molycorp and Lynas). Wall street picked Molycorpvii. This paper will primarily focus on Molycorp. By early 2010 the words “Molycorp” and “Rare Earths” electrified many people in the mining industry, most non-Chinese manufacturing technology companies, U.S. & allied defense contractors, technocrats in the U.S. national security community and eager investors across most of the world’s stock markets. It was the hottest story of the yearviii. The financial, technology and defense press coverage verged on euphoric: heaping fuel on fuel until the highly combustible Molycorp-pyre cast a long shadow over all of its rivalsix. When the IPO match was lit the spectacular flaming pyre sucked all of the oxygen out of the rare earth spacex. Molycorp was ranked the most lucrative IPO of 2010, resulting in record breaking profits to its private investors and massive returns for its early stock holding investors."

The USGS data summarize exploration site data collected for more than 80 minerals and materials, with a focus on base metals, diamond and precious metals. Mr. Morton and I have changed the order of the questions. Instead of what is now first, we have put No. 3 first, progress on basic-roof construction, inasmuch as we feel that it is quite important. At this time, H. S. Robertson, of Harbison-Walker, is going to give you a short talk, with slides, on what has been done to date on this subject.

Numerical simulation of the fluid flow and heat transfer has been carried out for a waste-heat boiler in an Outokumpu type copper flash smelter. In this boiler, SO2-containing off-gas flows into the waste-heat boiler radiation section at about 1350°C. A fraction of cooler off-gas from the electrostatic precipitator at about 200°C was recirculated into the radiation section, and a small amount of ambient air was leaked into the boiler from the bottom. The computational results show that the flow is strongly recirculating and distinctly three dimensional in most of the boiler, particularly in the radiation section. The hot off-gas cooled down rapidly after entering the radiation section due to radiation. The predicted flow pattern and temperature distribution were in a good agreement with laboratory models and industrial measurements.

Sintered titanium carbide has been extensively used since the early 1980s for demanding wear-resistant applications and, in particular, in environments characterized by high temperature and oxidation. Thanks to its physical characteristics, especially its low density, titanium carbide (TiC) has been successfully applied in the manufacture of cassette guide rollers for hot steel rolling. However, the peculiar characteristics of the sintered Ti carbides make it difficult their redressing and hence this has always represented the limit for a more extensive application. Very often iron based alloys are preferred even if, in general, they are less cost effective just because they are easier to be redressed by turning. The availability of a simple, compact, fully automatic and reasonably priced CNC machine; specialized in the grinding of guide rollers and able to operate accurately and efficiently -both in contour and in plunge- can definitively solve TiC’s redressing problems and render its use even more widespread and attractive.

This Information Circular describes copper mining and concentrating methods, practices, and costs at the Silver Bell Unit of American Smelting and Refining Co., Pima County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. The Silver Bell mining district, one of the older districts in Arizona, is in the western part of the Silver Bell Mountains in Pima County, about 40 miles west of Tucson and about 20 miles southwest of Red Rock, a station on the main line railroad of the Southern Pacific Co. The Oxide and the El Tiro open-pit mines of the American Smelting and Refining Co. are in the district (fig. 1. The principal ore deposits are in T. 12S., R.8E., Gila and Salt River base line, at an altitude of about 3,000 feet. The present town of Silver Bell, established in 1952, is reached by a paved highway, the Avra Valley road, that turns west from Highway 84 at Plata siding near Rillito and extends westward 25 miles to the townsite (fig. 2). The present town is about 5 miles southeast of the old town of Silver Bell that flourished from 1900 to 1930.

The mines in the eastern part of the now active region of the Tri-State zinc district of Missouri, Kansas, and Oklahoma have unusually acid water, which during periods of moderate or no rainfall As used in the mills to replace losses from evaporation, seepage, and tailings disposal. Its use has caused difficulties by corrosion of equipment and by interference with flotation. The growing importance of flotation- Which requires good water, and the increasing troubles caused by the corrosion of the milling equipment have prompted the Mississippi Valley Experiment Station of the United States Bureau of Mines, in cooperation with the Missouri School of Mines and Metallurgy, Rolla, Mo., to investigate the action of the waters on flotation and to undertake to develop means of obviating their harmful effects.
