The U .S. Treasury stocks of silver have been reduced at such a rapid rate to meet industrial and coinage requirements that they face exhaustion in 3 or 4 years. Alleviation of the silver problem will require increasing supply or reducing demand. This paper examines possible long-range resource development and research programs and improved secondary recovery. The possible reduction or elimination of silver in coinage and development and introduction of substitutes in the arts and industry are also discussed.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. When the United States Geological Survey began operations at the coal-testing plant erected at the Louisiana Purchase Exposition at St. Louis, Mo., in 1904, it had already outlined a comprehensive plan for the systematic study of coals, lignites, and other mineral fuels with reference to their suitability for particular purposes and the methods by which they could be utilized most efficiently. Recognizing the need of information on the relative economy of producer gas as compared with steam for power purposes and the lack of comparable tests of American coals in the gas producer, the Geological Survey undertook investigations of the merits of different coals as producer fuel for the purpose of promoting efficiency in the utilization of the nation's fuel supplies. These investigations were carried on at St. Louis, Mo., and, later, at Norfolk, Va., and Pittsburg, Pa. The aet of Congress approved May 16, 1910, transferred the fueltesting work being carried on by the Geological Survey to the Bureau of Mines. This bureau is conducting producer-gas tests at P~ttsburg, Pa., and is publishing and distributing reports relating to all the fuel tests made by the Survey. These investigations into the possibility of generating producer gas in a commercial way for power purposes from the various fuels of the country have been associated with steaming, briquetting, coking, and other tests, all of which supplemented an examination into the nature, extent, and distribution of the fuels. The tests have all been made with carefully selected representative samples and carload lots of materials procured specially for the purpose by experienced collectors.

This report concerns cooperative milling investigations of the Central mill of the Eagle-Picher Mining &. Smelting Co, The work carried on at the Central mill and the Rolla, Station shows that: It is possible to reduce the Central mill heavy-medium plant tailings by 0.05 to .15 percent zinc; the 3/16-inch to 10-mesh fraction of the jig feed can be treated by sink-float to obtain a tailing containing only half as much zinc as the jig tailing; Humphreys spiral concentration of the flotation tailing does not recover enough zinc to be economically attractive; and crushing and wet grinding of ferrosilicon for heavy medium are commercially feasible. The Eagle-Picher Co. operates extensive mines in the Tri-State area of Missouri, Kansas, and Oklahoma. The ore is milled at its Central hill, which also accepts custom ores. During the recent war the mill handled about 12,-000 tong- of low-grade ore per day. The company milled about 50 percent of the district tonnage and purchased nearly 90 percent of the custom ore. About 50 percent of the mill feed was from company mines. Zinc is the chief value in the Tri-State ores,-with Varying quantities of lead and cadmium minerals, as well as small amounts of germanium and gallium.

Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

INTERNATIONAL conferences on safety in mines originated in 1912 when, in response to an invitation issued by the United States, representatives of Austria-Hungary, Belgium, France, and Germany participated in a conference held in Pittsburgh, Pa The record shows that a permanent organization was proposed to be developed through. diplomatic channels. However, the advent of war 2 years later prevented this proposal from coming to fruition. No further cooperation between the Bureau of Mines and a group having: similar interests in a foreign country took place until 1924, when formal cooperation with the Safety in Mines Research Board of Great Britain was established. Interchange of personnel and results of research under that arrangement have resulted in a number of publications in both countries and more rapid advance in knowledge than could have been obtained through the same efforts exerted independently.

Extractive metallurgy techniques currently employed to recover silver from primary ores and secondary scrap were reviewed and evaluated to identify and delineate metallurgical problems whose resolution would increase the supply of silver from domestic materials. The survey revealed that practically all primary silver is recovered by froth flotation concentration of various types of ores, followed by smelting and refining of the separate lead, copper, and zinc concentrates. Silver losses during the complex processing are, with rare exception, inconsequential. Furthermore, any silver production gain from base metal ores, which contribute about two-thirds of the total primary silver, is directly dependent no improvement in the market for the base metals. Statistical data on new and old silver scrap are wholly inadequate to make reliable conclusions about scrap processing problems and the possibility of increasing the recovery of silver from the many forms of secondary silver-bearing materials. The available information indicates (1) that efficient silver reclamation practices are employed by the larger users of silver, and (2) that recovery of additional secondary silver involves solution of problems of collection rather than of processing. Several possibilities exist for limited increases in silver production from primary ores by improvement in metallurgical practices. Specifically, research is needed to (1) solve the problem of recovering silver from the copper ores of the Copper Range district, Michigan; and (2) devise economically feasible methods for recovery of silver from presently marginal or submarginal ores char because of grade, location, and frequently complex nature cannot presently be exploited by conventional techniques.

The objective was to develop and design a remotely operated temporary roof support system that provides a safe working environment between a freshly cut coal face and the last line of permanently supported roof in which to perform roof bolting activities. This system was to take the form of a retrofit package which could be adapted to a majority of the bolters currently in service. The result is an integrated piece of hardware which will retrofit onto virtually all single boom bolters by removing the drill boom and relocating and modifying the hydraulic controls. The system is composed of three basic components: a pair of cantilevered roof supports which reach forward to the desired line of support, a mast type drill unit for drilling holes and torquing bolts, and a transverse slide assembly to carry the drill from hole to hole across the entry without relocating either the bolter or the roof support. A converted bolter not only provides a much safer operation but is projected to increase the production speed as well as reduce the manpower required to operate a section.. This improvement in productivity is shown to make the job of retrofitting a bolter cost effective in less than two months and provide a potential profit thereafter. Based on the findings presented in this report it is recommended that a proto-type be built and tested in an underground coal mine to demonstrate its effectiveness.

Lime is of tremendous importance to modern industries. In agriculture it is regarded as essential to the continued fertility of many important regions; in building it is indispensable, and in the many ramifications of the chemical industries it is so necessary and so widely employed that it has been designated "the king of all the bases." Figure 1 shows a general view of a modern lime plant producing more than 500 tons of lime daily. In 1924 the production of lime was reported from nearly every State in the Union and amounted to more than 4,000,000 tons, valued at, nearly $40,000,000. For a production of that magnitude between 8,000,000 and 9,000,000 tons of limestone are required. The many problems involved in winning this great quantity of raw material from the natural rock and preparing it for the kilns have in the past received little attention from any governmental agency. Therefore, in compliance with a request from representatives of the National Lime Association in 1922, the Bureau of Mines began a study of problems in limestone quarrying in an effort to advance more economical methods of operation and the utilization of waste material. Field studies were made at many quarries, and the information thus compiled, besides data already at hand from work in other branches of the stone industries, were disseminated to operators in the form of mimeographed Reports of Investigations, eight of which were issued at intervals during 1922, 1923, and 1924. A questionnaire was appended to each report, and quarry operators were invited to contribute additional information obtained as a result of their actual experience and observation. Operators of lime plants have been cordial in their responses and have supplied the bureau with much valuable information. From the data thus obtained, supplemented by later field studies, the revised reports have been combined to form the major part of this bulletin, which is believed fairly to represent present knowledge on the subject of quarrying limestone for lime manufacture.

To improve communication among Government, industry, and academic researchers in the field of thermodynamics, the Federal Bureau of Mines sponsored a Workshop on Techniques for Measurement of Thermodynamic Properties in August 1979. Participants at the workshop presented 33 papers on the subjects of temperature measurement and control, general calorimetric techniques, low-temperature calorimetry, high-temperature calorimetry, galvanic cells, ionic solutions, and heterogeneous phase equilibria. A special invited lecture was presented by E. F. Westrum, Jr., on the resolution of lattice heat capacity. This Information Circular comprises the proceedings of the workshop and includes the texts of papers presented and discussion by attendees.

This report describes the results of a study of longwall ignition hazards and specific suppression systems to minimize each of the major hazards. The major ignition hazards were identified by conducting a literature search and conversing with knowledgeable individuals in the United States mining industry. Three classes of potential ignition suppression systems are discussed: triggered suppression systems for face ignition, passive suppression systems, and control of ignition hazard in the gob. The triggered suppression systems included protection for the shearer, head and tail gates, welding equipment, and the shearer power cable. Passive systems include improved ventilation and water sprays, and charges in the shearer head. Gob protection can be improved by isolating the gob from working areas and by introducting inerting agents into the gob.

On January 14, 1974 a fire occurred in the 3 East mains of the Joanne Mine of Eastern Associated Coal Corp. in Rachel, West Virginia. The mine was evacuated without injury and sealed completely at the surface within 24 hours. It was decided by the coal company along with the U, S, Bureau of Mines, the West Virginia Bureau of Mints and MESA that remote sealing of the fire zone would be attempted. This report summarizes the remote sealing effort and those activities directly related to the remote sealing effort. This chapter provides a brief history of previous remote sealing attempts, a description of the recently developed remote sealing system and a description of the Joanne Mine operation as it related to and affected the remote sealing effort.

New approaches in the last decade have led to the supplemental use of raw coal as a direct energy source in several iron and steelmaking processes. The dependence on more expensive coke and electricity is being progressively reduced. The Technology Venture of Klockner Werke and CRA has pionered several of these developments and is pushing ahead to processes for scrap melting and direct smel- ting of iron where coal is the ONLY energy source. Such complex developments depend strong- ly on the experience gained in the simpler but related processes for coal use already in operation. The longer term implications of a successful coal-based direct smelting process for the world steel industry are substantial.

Instead, we must weigh the factors that have brought about the development of the Canadian iron ore industry and examine the probable changes for the next decade that will affect its growth.Looking ahead in the 1970s, competition will be severe. Pressure on prices will continue as new sources of supply bid for long-term contracts and as steel producers continue to develop mines around the world. Rising costs will make these pressures more severe. We must balance the growth of the world's steel makers with the emergence of new supplies of iron ore. The iron ore industry is now part of a new era in which demand and supply are intermeshed, and the developments around the world are acting on the Canadian iron ore industry's future."

Norton Co., the world's largest producer of abrasives, is enlarging its proppant operation. Proppants are strong chemical particles used to wedge open rock formations in deep oil wells, thereby increasing the well flow rate, sometimes as much as tenfold. Norton" aluminum oxide-based proppant is rapidly displacing less durable materials. The company is building the world's largest proppant plant in Fort Smith, AR. Kaiser Aluminum & Chemical Corp., and Revere Copper & Brass Inc. increased the price of primary aluminum to 63.0 cents per pound, effective July I. Reynolds Metal s Co., Anaconda Aluminum Co., Howmet Aluminum Corp., and Marti n Marietta Aluminum Inc. increased the price of 99.5% primary aluminum ingot to 63.0 cents per pound, effective July 5, The Aluminum Company of America increased the price of aluminum ingot to 62.5 cents per pound, effective July 9. The range of prices at the end of the month was 58.5 to 63.0 cents per pound.

STABILIZATION of the adjustment of normal consumption to normal production of world commodities is quite different from reducing production until visible surpluses are consumed. The first means restoration and maintenance of prosperity, the second means merely a temporary alleviation of a condition with the prime cause remaining uncorrected. Overproduction of foodstuffs in some sections of the world while millions starve in other sections represents not so much overproduction of foodstuffs as mal-distribution of foodstuffs. The flour mills of Washington and Oregon normally ship quantities of flour to China. Now, the wheat that would make this flour goes East instead of West. Is this overproduction, or is there something wrong that calls for study, analysis and correction? Can the plan used by the ostrich of hiding its head in. the sand get us by this present world tragedy, or must the challenge to solve this problem be met, constructively? Can we not make out of this breakdown in the world's economic system an opportunity? And use it as the stimulus for remedying the basic cause of the trouble and not content ourselves with devising temporary expedients that aim at remedying this or that of the obvious conditions, in themselves not causes at all but rather the evidence of causes, or that are the symptoms of the real trouble.

Norton Co., a manufacturer of abrasive products and diamond drilling and coring bits for oil and gas exploration, is building a $19.1 million addition, scheduled for completion in late 1980, to the Huntsville, AL. The plant makes alumina-zirconia abrasive grains used in grinding wheels and coated abrasives. ALUMINUM Martin Marietta Aluminum Inc. announced plans to expand production capacity of its 112,000-ton-per-year primary aluminum smelter at Goldendale, WA to 177,000 tons per year. The $125 million expansion was scheduled to come onstream in 1981. The Aluminum Company of America announced plans to restart a fourth potline during October at its 185,000-ton-per-year Point Comfort, TX primary aluminum smelter.

The first order of business this morning is remarks by the Honorable Russell Train, Under Secretary of the Department of Interior. Mr. Train. MR. TRAIN: Thank you, Mr. Rigg. Lest you think that Hollis Dole is not interested in this symposium, let me just say that fie is flying back from Australia just to be here. He is heading up a United States delegation in Australia meeting on resource problems in the Pacific. And I believe he will be here about noon.
