"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Research (CFR) Committee of the Coordinating Research Coouncil (CRC) 4/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 5/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 5/The present report presents analytical data for samples, representing the products of approximately 100 companies. Most of the samples represented in this report were obtained during December 1)55 and January 194o. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows:Regular-price, 1,958 samples, 317 items, and 96 brands; premium-price, 1, samples, 292 items, and 85 brands; third-grade, 58 samples, 22 items, and 14 brands. Gases and vapors given off by petroleum and its products have long been recognized as somewhat injurious, when inhaled in high enough concentrations. The petroleum industry has recognized these effects and has tried to minimize the possibility of employees encountering dangerous concentrations of the vapors. Petroleum gases and vapors have not, however, been considered as actively poisonous, in the sense that hydrocyanic (prussic) acid and phosgene are poisonous; men have been exposed to them repeatedly, and for long periods, without any marked ill effects. Light Mexican crude oil when first introduced into the United States for refining was handled in much the same way as was customary with other apparently similar crudes; but experience soon showed that some toxic substance escaped from the crude during production and transportation and in most of the refinery operations. After a preliminary investigation several of the larger companies decided that the gases from the petroleum were the source of trouble, and therefore took precautions, wherever possible, to protect the men from exposure to these gases. With the increasing use of Mexican crude, this problem has become important. The present report covers the work done on the subject by the Bureau of Mines and the Public Health Service under a cooperative agreement with the American Petroleum Institute.

In the October 1998 issue of the Holmes Safety Association Bulletin, NIOSH authors Mark Stephenson and Carol Merry wrote the article Hearing loss among miners and measures to protect hearing, which focused on the extensiveness of hearing loss among miners and the use of hearing protection to prevent hearing loss. While the primary importance of engineering controls in preventing hearing loss was discussed, since miners do not generally have control over their work en­vironment or assignments, the article focused on the importance of consis­tent use of hearing protection. In this article, all aspects of a compre­hensive approach to the prevention of hearing loss in miners will be covered. The discussions will do the following: ? describe application of the hierarchy of controls in preventing hear­ing loss in miners, ? give an example for each type of control measure and its impact, ? explain the major provisions, be­yond the hierarchy of controls, of the recent NIOSH document en-titled Criteria for a Recommended Standard: Occupa­tional Noise Exposure, Revised Criteria 1998 relative to a hearing loss prevention program, and ? summarize important points on control of noise exposure for every miner to remember, equipment in most facets of operations. Miners are well aware of noisy areas in or around equipment, icluding extraction machinery such as draglines, power shovels, longwall shearers, and continuous mining machines; powered haulage equipment such as load-haul-dumps, shuttle cars, large trucks, and continuous haulage units; roof bolting machines; jackleg drills and stopers; auxiliary equipment such as compressors, fans, and pumps; size reduction equipment, etc. They are not well aware of the insidious nature of pro­gressive hearing loss, which is per­manent, but they are generally aware of what levels of noise are hazardous and what measures can be taken to reduce their personal noise exposure. Behaviorally, however, there are many reasons why miners choose not to use hearing protection faithfully.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

IN 1902, a famous Canadian geologist made the following statement : ?'From what we know row of the iron-ore fields of the Province, we may feel that Ontario is assured of a great future as an iron-ore producing country. Judging from the extent of the territory over which the newly discovered ranges have been found, Ontario should in the not far distant future take her place as one of the chief iron producers in the world". In 1905, an official of the Department of Mines said: "In ten years Canada will have b:ecome a great metallurgical country. You will see an iron industry in this Dominion larger than in any country in the world. Canada will yet furnish the world with its iron supply. It will be the same with iron as with wheat. A decade from now Canada will outstrip all other countries in wheat growing. The production of iron at a cheaper rate than it can be made elsewhere will cause Canada to take a similar position as far as iron is concerned". In 1924, a former President of the Institute, in arguing his claim for inconceivable mineral wealth in this country, stated as a "certainty" that iron-ore deposits on the scale of the ones in Minnesota would be found "again and again" in the Canadian Precambrian. In 1930, a Minister of Mines announced that "The country surrounding Churchill holds large deposits of valuable iron and coal", and he stated that, at that place, 'We will have an industry in iron that will compare with Pittsburgh". These statements are definite promises, just as definite and important as the statement "I promise to pay" on a note, and they are not fulfilled by casually stating, as is the habit, that someday we will work our low-grade iron ores. Nor are they fulfilled by stating, as is often done, "Oh, So-and-So did not mean that ' . Due to their importance and to the prominent positions held by the men who made these statements, they were widely circulated throughout Canada. They were taken at their face value, and on the strength of them and many more of the same kind in regard to our other resources we have planned and built, at huge expense, provinces, governments, civil services, railways, and other equipment. The reserves that were to justify these expenditures have not appeared. There has not been a ton of iron ore mined in Canada for many years, and important commercial reserves are unknown. We have built the mill, but adequate ore is lacking.

"The mine ventilation system plays an important role in mitigating human exposure to diesel particulate emissions (DPM), exhaust gases and heat in underground mines. The mine’s secondary ventilation systems are critical for diluting contaminants when working at the face of a heading. To improve these systems it is important to understand and visualise the localised air flow profiles. We have considered an approach that includes both tracer gas measurement–modelling to analyse this complex flow behaviour in a heading. The use of tracer gas enables reliable measurements of flow behaviour and differentiation between the contributions of various contaminant sources including DPM. A pilot study was conducted to demonstrate how tracer gas can be used to directly measure the effectiveness of ventilation dilution in a heading during shotcrete activity. This activity is considered to be one of the more challenging areas for diesel exhaust exposure management. Exposure sources include the diesel engine of the spraying equipment (Spraymech) and concrete agitator truck (Agi) that supplies the shotcrete. During operation both the Spraymech and Agi operators are located outside the equipment’s air-conditioned cabins and both are exposed to diesel exhaust. In the pilot study tracer gas was injected directly into the Spraymech exhaust stream. This allowed thorough mixing, ensuring the tracer gas was able to track exhaust gases and particulates released to the heading. The release was repeated at three different headings with varying degrees of secondary ventilation controls. The study showed that small changes to the secondary ventilation system can significantly impact the contaminant concentration. It also demonstrated that tracer gas can be used to isolate different contaminant sources. The intent is to use this technique in a more comprehensive study to develop best practice guidelines for secondary ventilation installations. Since the plant startup in 1972, the leaching and jarosite precipitation circuits at the zinc plant of the Kidd Metallurgical Division have been reconfigured several times to improve overall performance, and/or to respond to market conditions. For the most part, the circuit changes have been driven by two market factors: the price of zinc and the price of silver. Until recently, circuit modifications undertaken to improve zinc extraction and recovery came at the expense of silver recovery, and vice versa. In 2004, the plant was modified once again to produce a precious metals-bearing residue, but additional leaching circuits were added to ensure that zinc extraction and recovery did not suffer as a consequence. The development of the zinc plant of the Kidd Metallurgical Division is updated in this paper, with a focus on the recent circuit modifications and associated control strategies that were implemented to maximize zinc and precious metals recoveries, and control the quality of the jarosite residue.

History In approaching the subject of diamond-drilling practice, a brief history of the origin and development of the diamond drill may be of interest. The use of black diamonds for boring holes in rock was discovered in 1863 by Rudolph Leschot, a French engineer. In 1864, he employed a diamond bit to bore holes for blasting purposes in the construction of the Mont Cenis tunnel between France and Italy. The method was introduced and developed in the United States in the late sixties. The first deep hole was drilled for coal in 1870, near Pottsville, Penn., by M. C. Bullock. This hole was seven hundred and fifty feet deep. It can be inferred that the diamond drill was introduced into Canada in 1871, when a bore-hole, known as Harper's bore-hole, was drilled for coal at Springhill, Cumberland county, Nova Scotia; and at the old Silver Islet mine, near Port Arthur, the diamond drill was in use as early as 1872. Diamond Drills While M. C. Bullock was developing the diamond drill for exploratory work, the Sullivan Machine Company, of Claremont, N.H., was developing the diamond channelers and gadders for quarry work. These quarry machines were very successful until the high price of black diamonds became prohibitive. In 1878, Albert Ball, chief engineer of the Sullivan Machine Company, designed the Sullivan diamond drill so well known today. The first of these drills went to the Lake Superior iron ranges. After 1880, use of the diamond drill expanded rapidly and spread to all parts of the world where exploratory work was being done. In recent years, the type of diamond drill has not changed much, but better material is going into its construction. Steel castings have replaced cast-iron. Ball and roller bearings are now used instead of brasses and babbits. Gun lubrication has eliminated the oil-can. These improvements make a drill that can be operated for long periods without expense for repairs.

This paper presents an overview of a program PC-BC developed for application to the design and evaluation of block cave operations. Conventional mine planning software tools are not well suited to the evaluation of this type of deposit. The paper looks at the modelling approach as applied to a block cave mining project. The following steps are described:Initial preparation of data including block models, draw point footprint geometry and draw cone geometry. Computation of individual draw point reserves. Procedure for modelling of vertical mixing of material within each draw point and subsequent determination of the best height of draw for each draw point based upon an economic cut-off value. Smoothing of draw heights amongst neighbouring draw points to produce a realistic draw envelope. Mineable reserves within the envelope are then computed. Tools for preparation and evaluation of various production schedules. This includes definition of draw rates, and rates for commissioning new draw points. In an operating mine, the capture and analysis of daily draw tonnages is important. How PC-BC accommodates this is described as well as the processes for depleting the draw column reserves. In the 12 years since the program was first developed, it has been used on a number of projects for feasibility studies and operating mines. Some practical examples of the use of the program in these projects are presented. Finally, some commentary on the sensitivity of various parameters is presented. Particular emphasis is placed on the overall footprint design.

The first step in achieving a rationalization of Canada's crazy patch-work quilt of mining taxes and policies was achieved with the release last November of a major federal-provincial report on the taxation of the Canadian mining industry. The Report, prepared by a group of federal and provincial civil servants, sets out a concise and informative discussion of the major taxation and incentive issues facing the mining industry, and puts forward major recommendations for more rational and moderate taxation policies. It will be considered by federal and provincial Finance and Resource Ministers for possible action by the respective governments. The Report was prepared in response to a directive from the federal and provincial First Ministers in February 1978 to review the federal and provincial taxation of the resource areas. Although the Report is more successful in identifying problems rather than concrete solutions, and reflects some continuing differences of opinion between the governments involved, it does represent an important first step in a comprehensive review of our resource tax policies. This article summarizes the Report, which is some sixty pages in length. Although a detailed discussion of it is beyond the scope of this article, the report itself is recommended reading for those concerned about the current state of the Canadian mining industry.

A computer program for calculating capital and operating costs from material and energy requirements and equipment costs for use in preparing cost estimates for metallurgical process evaluations has been written by the Bureau of Mines' College Park process evaluation group. The program permits rapid recalculation of processing costs when changes of data or equipment are desired, and produces tables of capital and operating costs suitable for publication. Equipment cost summary tables for each process section end supplemental information for input-data checking is included in the computer printout. The program is written in Fortran IV except for several subroutines which are written in machine assembly language for the IBM 7094.3 With a few modifications, the program can be used on other computers.

"In 1988, two of the present authors Warner and Vahed [1] were amongst several co-authors on a seminal paper reviewing nickel pyrometallurgical operations of the era. Given that significant changes in the nickel industry have occurred since that time, including the overall political landscape, technology, the overall world energy picture, the countries sourcing nickel and finally the nickel market itself, the present authors considered it timely to provide a 2015 update. In 1988, total world nickel production from sulphide and laterite sources, including production in the former "Centrally Planned Economies"- was about 0.86 million tonnes/a, while in 2014 total world nickel production reached an all-time high of almost 2 million tonnes/a - some 230% higher. On the other hand, while in 1988, about 94% of world nickel was produced pyrometallurgically and of the order of 33% via laterites, today, about 88% of nickel is by pyrometallurgy, with some 41% from laterites, thus showing that more nickel is now sourced from laterites, a trend which is expected to continue.During the period under review, new processing technologies were developed and introduced, along with substantial improvements in both the technologies employed and the scale of operations. Significant productivity gains have been achieved in sulphide pyrometallurgy in part through more efficient mineral processing, particularly in pyrrhotite rejection, and the use of ever larger-scale process equipment. This made it possible to treat lower grade and more complex ores. The significant game-changer from a production perspective was the introduction in the early 2000s of nickel pig iron (NPI) in China via modified iron blast furnace smelting, an old technology long ago cast aside by other nickel producing countries. With the exception of the emergence of this new NPI capacity in China, in the laterite industry modernization and expansion of existing operations has been employed to gain productivity, to cut costs and/or offset the effect of declining ore grades. The NPI technology development has become a game changer in the traditional global supply and demand relationship, opening up a new frontier to supply nickel to low grade utility steel producers. One other key nickel development was the Indonesian ban on nickel ore exports effective in January 2014, thus effectively curtailing NPI production at existing Chinese plants, but on the other hand, potentially prompting new smelting facilities in Indonesia. This paper reviews and updates major pyrometallurgical sulphide and laterite operations worldwide, including changes in nickel extractive metallurgy. It also provides a brief review of new developments in pyrometallurgical operations, with special focus on the NPI process and presents an outlook of the potential future direction of the industry."

Inco's Copper Cliff Smelter Complex produces some 11 5,000 tonnes per year of nickel and 120,000 tonnes per year of copper. The Smelter flowsheet has changed a number of times over the years. The most recent changes were effected in the mid-1980's in response to new realities in metal markets and heightened awareness about the workplace environment. By 1994, the flowsheet will undergo yet another metamorphosis as part of Inco's SO2 Abatement Program. The paper discusses the improvements implemented during the 1980's and projects the processing in the Smelter through 1994.

"Technology development and innovation has played a crucial role in the copper industry throughout history. The effective development and implementation of new technologies allows mankind to produce copper at progressively lower cost of production at a given feed grade and mineral type. This progress serves to counteract cost inflation/escalation over time and, depending on the magnitude of the cost benefit, allows ore cut off grades to be reduced thereby improving the availability, accessibility and utilization of resources. Two broad categories of technology development and innovation play a key role in this process: (i) incremental improvements and optimization of existing technology provide benefits in the near- to medium-term, and (ii) step change technologies provide value over the longer term. A key issue for potential developers and implementers of new step change technology is how to justify resource allocation and expenditures for such initiatives. This paper examines this issue with reference to specific case studies in the copper industry. INTRODUCTION AND BACKGROUND Technology development and innovation has played a crucial role in the commodity minerals industry throughout history, and none more important than the copper industry. As new, cost-efficient technologies are commercialized, the cost of production in real terms at a given ore feed grade and mineral type decreases. This progress enables ore cut off grades to be reduced allowing lower grade material to be processed economically, which in turn increases the availability and supply of the metal or mineral of interest. Cost inflation/escalation works in the opposite direction, squeezing margins for operations utilizing incumbent technology to process material from a given ore deposit. A prior review by the author considered the issue of technology development and sustainable competitive advantage. This review concluded that first movers and fast followers can achieve competitive advantage for periods of 10-15 years through effective deployment of new technologies (Marsden, 2004). A new, more comprehensive study and evaluation was completed in 2014. This paper presents a portion of the results from the 2014 study."

Any man-made structure will eventually decay, but we are basically concerned with the prevention of corrosion within a fairly limited time span. How corrosion can be minimized by design, the removal of oxides and a careful choice of paint systems is discussed, and mention is made of the electrical nature of most anticorrosive systems. Also discussed are the characteristics of certain paint binders and how mechanical properties will differ for various environments. Corrosion of a substrate by acidic breakdown products of some paints is mentioned in conjunction with a discussion on convenience versus ultimate performance. A brief mention is made of the three main components of a paint system, and the principal types of paint are placed in broad categories, with the main strength and weaknesses of each type listed.

This is one of a series of pacers being published by the United States Bureau of Mines, describing mining and milling methods at crushed-stone plants throughout the United States. These pacers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. Although the publication of total production cost might not be advisable in some instances, yet a knowledge of operating costs is essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called o this differentiation in order that there will be no misunderstanding of the scope of the cost tabulations. This paper deals with the quarrying and crushing methods used at the Plainville plant of the New Haven Trap Rock Co., which produces annually between 275,000 and 300,000 tons of trap rock, Although pct the largest quarry operated by the company, it typifies the standard methods used by all the quarries in producing crushed stone and has one or two rather unique operating features. The cost of production at this plant is close to the average cost at all quarries of the company.

As a part of the program of investigation of domestic sources of manganese in the western United States, engineers of the Bureau of Mines examined. and obtained samples of ore from two properties in the vicinity of Barstow, San Bernardino County, Calif. In addition to these, samples from two other properties in the same vicinity were submitted by the owners. As the ores were too low-grade to be acceptable for the direct production of ferromanganese, beneficiation studies were made to determine the amenability of the ores to concentration by ore dressing. The Big Reef manganese claims axe about 140 miles east of Barstow, Calif. The claims were leased by W., E. Thurber of San Gabriel, Calif., from the owner, C. S. VanDoren of Daggett., Calif. Manganese oxides occur as a replacement deposit in heavily brecciated andesite along a fault plane. Four samples were taken by an examining engineer of the Bureau of Mines from the ore zone, which, when composited, were representative of all the exposed ore. Preliminary tests were made on lot B, and final tests wore made on the composite sample. The Trans-Oceanic property is about 20 miles southeast of Barstow, near Newberry, in the. Pisgah mining district, Calif. The sample, submitted by the owners, was taken from a 1,000-ton reject clump from a hand-sorting operation. The ore occurs as a replacement of rhyolite.

"In the mining industry time is critical as production depends on the speed of the mining cycle. During the mining process, the time required to re-open access for the next phase of an underground heading is a key point that strongly depends on the ability of the selected ground support technique to promptly ensure the safety of workers. Fiber reinforced dry-mix shotcrete has been proven to be an efficient and well adapted technique, able to produce a ground support material with the required energy absorption or flexural toughness in a single application phase. In this context, this paper demonstrates the possibility of significantly speeding up the mining process by using a new fiber reinforced dry-mix shotcrete. The new fiber reinforced dry-mix shotcrete is capable of developing flexural toughness in only 24 hours that is equivalent to what is typically achieved after 28 days using current fiber reinforced drymix shotcrete technology.INTRODUCTIONShotcrete is often used for ground support when using the drill and blast method or other tunnelling methods. But before re-opening access for the next phase of the underground heading, the applied shotcrete is required to reach a minimum compressive strength and in case of fiber reinforced shotcrete, a minimum flexural toughness (energy absorption) in order to ensure the safety of the workers going into the heading. Combined with bolts, the use of conventional fiber reinforced shotcrete becomes an interesting method for ground support as it is applied very soon after excavation and works to stabilize ground movements (Bernard E. S., 2009). In this case, the toughness development of fiber reinforced shotcrete becomes an important feature of the material when looking to speedup the mining cycle. However, early re-entry criteria in underground openings are difficult to ascertain as the load carrying capacity of fiber reinforced shotcrete is usually assessed after 7 or 28 days. For this reason, re-entry criteria varies from one mining area to another and are usually based on compressive strength requirements. For example, in northern Ontario, Canada, one of the current practices in the mining industry consists of allowing safe re-entry once fiber reinforced shotcrete has developed a compressive strength of higher than 4 MPa (Dufour, O’Donnell, & Ballou, 2003). Flexural toughness requirements on fiber reinforced shotcrete are also typically based on evaluation after 28 days."

Sixty years ago, underground coal mining was the most hazardous job in the United States. Roof falls were a big part of the problem. They killed about 100 miners every year, more than all other causes put together. Fast forward half a century to 2016, which is the first year ever with zero roof fall fatalities. Just three miners were killed by roof falls during the following 6 years. How was this historic goal achieved? This paper starts with a modern analysis of the causes of the roof fall fatalities in 1968. Then it follows the reductions over time by category, using snapshots of the fatalities occurring in subsequent decades. Along the way, it evaluates the influence of the regulatory environment, changing mining methods, and better ground control technology. The paper shows that in 1968, more than half of roof fall fatalities at large mines were attributable to an inadequate safety culture. The immediate effect of the 1969 Coal Mine Health and Safety Act was to reduce the riskiest activities, like needlessly going under unsupported roof. Other hazards, like large roof falls, required technological developments before they were brought under control. Roof control plans, which the U.S. Bureau of Mines had been advocating since the 1920s, played a significant role throughout the process.
