This paper is one of a series being prepared by the United states Bureau of Mines describing mining and milling methods and costs at industrial mineral plants throughout the United states. These papers are designed to disseminate technical information regarding the methods and equipment used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might, in many instances, cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention' of the reader? is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. P. J. Weisel, Inc., with office at La Habra and plant at Corona, Calif., is the only local company that produces sand for the Los Angeles glass factories, although silica sand for other purposes is produced in other parts of southern California and the adjacent portions of Nevada. The deposit at Corona consists of coarse sand imbedded in a whitish clay and differs greatly from the other deposits, which are fine-grained sandstone that must be crushed before it can be screened and washed. The preparation of Corona sand has to be thorough and includes grinding in tube mills, repeated washing and rinsing, removal of dust by air separation, and magnetic separation of iron and other minerals. This requires a plant with a complicated flow sheet. The first plant built did not make a. satisfactory glass sand, and many additions and changes were necessary. It is thought that the present flow sheet will remain substantially unchanged until a new plant is built. The design of a new plant would be simpler, but the process would be the same.

The coal-mining industry of Nova Scotia, particularly of the island of Cape Breton, today faced as no other industry with economic problems calling for progressive engineering with production on an economic basis, must soon enter upon a phase of reorganization wherein all factors conducive to the cost of producing coal relative to the prolongation of the life of the collieries with the ultimate winning of the maximum submarine area must be closely reviewed. Bearing this in mind and applying the process of elimination to coal-mining costs generally, we are left with only three channels through which we may approach the problem of cost reduction in producing coal: (a) intensive mechanization (b) reduction in the cost of labour (c) reduction in the cost of materials. Assuming that mechanization has reached an economic stage and that labour costs have reached an economic limit, we must turn our attention to the general material costs, which may be classified as 'live' and 'dead' costs. The former take in all things which can be accredited with a fractional depreciation and written off the balance sheet over a period of years. On the other hand, the ?dead'costs-of which the cost of supporting the underground workings form part must be completely written off: for these, no return may be expected, other than the economic return in the reduction of the cost per ton of coal produced.

The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent. This U.S. Bureau of Mines report presents an evaluation of the coal mining industry's impact on the economy of Pike County, KY. A software package called IMPLAN was used to perform the analysis. The results of this study show that coal mining was the primary income producing industry in Pike County in 1990, accounting for about 46% of the county's Total Industry Output, and 21% of the total employment.. Coal production in that year amounted to 29.6 M mt (32.6 M st). Two alternate economic scenarios were developed to study the potential effects of changing coal market conditions on the county. Scenario A assumes market changes result in a coal production increase of 4.5 M mt/yr (5.0 M st/yr), and scenario B assumes a decrease of 4.5 M mt/yr (5.0 M st/yr). Scenario A would result in a 15.3% rise in the value of Pike County's Total Industry Output, adding a total of 1,663 jobs (+6.1%) in all sectors in the county. Scenario B would have the opposite effect, decreasing the Total Industry Output and employment by identical amounts. Such knowledge would allow local and regional officials to anticipate the economic and social impacts of shifts in coal production, and plan accordingly to mitigate impending changes.

The world’s first large scale modular solvent extraction plants have been delivered by Outotec. The first of these is now in operation and has proven that the VSF®X technology can deliver the excellent performance of the Outotec VSF® solvent extraction process. Modular delivery allows site work to be minimized and the manufacturing done in a controlled environment, allowing for serial production manufacturing benefits. Container based delivery was found to be a highly efficient way of utilizing the standardized transportation methods on a global scale. Site work with modular units was found to be efficient and highly predictable. In this paper, we present the first successful Outotec VSF®X deliveries and discuss the benefits of the modular delivery and design compared to the standard solvent extraction installation’s delivery. The process performance of the VSF®X is also discussed with experiences from the first industrial reference presented.

Two coal mine shafts recently completed in Franklin County, Ill., afford experience and accomplishment to warrant review, These shafts provide access to a tract with a potential recovery of one hundred million tons. This work provided the initial sinking by other than a contractor's organization since 1918. Four additional shafts required during the interim were sunk under contract arrangement with others. Supervisory contact and inspection afforded experience to govern planning and conduct of the recent work.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruction3 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Iran has had an active mining sector for some 7000 years. Exceptional in terms of its mineral diversity, Iran produces 62 minerals, and is ranked among the world’s 15 most mineral-rich countries. Many people around the world know Iran as one of the major petroleum exporters. Oil and natural gas dominate Iran’s economy, and oil exports provide the principal source of income, contributing more than 80 per cent of foreign exchange earnings. Transformation of Iran from an oil exporter to an independent country to oil has been on the table for many years, even before the Islamic Revolution of 1979. Development of the Iran’s mineral industry is one of the major replacements for petroleum exports. In the last decade, Iran invested billion dollars in the mining and mineral industry sectors and to increase the added value, tried to export processed minerals instead of the raw materials. In accordance with the ‘20-year Perspective 2025’ that targeted by the Supreme Leader, Iran will be a country with the first rank in economy, science and technology in its region. The objectives over this perspective include briefly increasing annual production to 55 Mt of crude steel, 800 000 tonne of copper cathode, 1.5 Mt of aluminium, 200 Mt mineral products, 300 000 tonne of zinc and 5 000 kg of gold. These goals are achievable in normal circumstances, but concurrency of the 20-year Perspective 2025 with commencement of the UN Security Council sanctions against Iran, frustrated objectives of the perspective, at least the ones related to the mining and mineral industry sectors. This paper tries to elaborate the development programs and following challenges for the mining activities of Iran by 2025.

Mining operations generate Acid Mine Drainage (AMD) that poses a significant threat to the natural environment. AMD treatment using Ca(OH)2 leads to the precipitation of a sludge dominated by a mixture of ferri-oxyhydroxides. This sludge has poor dewatering tendencies and is deposited in landfills with potential for metal remobilization. This study investigated the dewatering behaviour of a precipitate formed during elevated temperature treatment of a primary, pre-settled sludge from the neutralisation of aqueous acidic Fe2(SO4)3 and Ca(OH)2 solutions in an MSMPR reactor. The resulting treated precipitates were analysed for micro-properties, with results showing that an increase in the secondary reactor temperature from 25 °C up to 50 °C led to an increase in mean particle size, a decrease in the number of particles and improved dewatering behaviour at a ferric concentration of 300 mg/L. This was ascribed to the attainment of a circum-neutral surface charge that favoured agglomeration and a change in micro and nano-structure that allowed for better water passage.

In this paper, the effects of some organic compounds on the current efficiency, cell voltage and specific energy consumption during nickel electrowinning, and on the deposit features (morphology, crystallographic orientation and nanohardness) were described. The organics tested here (extractant, diluent, flocculant, lubricating oil and acid mist suppressant) are currently used in industrial plants. The results indicated that only the flocculant and acid mist suppressant exhibit relevant negative impacts on the current efficiency and energy consumption. The current efficiency dropped from 93.6 % (organic-free solutions) to 86.0 % and to 92.8% in electrolytes containing 100 mg.L-1 of acid mist suppressant and flocculant, respectively. At this concentration, their addition to the electrolyte led to increases of the specific energy consumption in the order of 18 % (acid mist supressant) and 2 % (flocculant). Cyclic voltammetry showed that Ni nucleation occurs at more negative potentials at 50 and 100 mg.L-1 of these organics in the electrolyte, thus indicating an inhibition of the deposition process. The deposit quality decreased at the higher concentration of all organics, when more hydrogen pitting was observed. The acid mist suppressant caused delamination of the Ni deposit at 50 and 100 mg.L-1. The addition of 100 mg.L-1 of flocculant and acid mist suppressant to the electrolyte increased the nanohardness of the deposit around 31 and 72%, respectively. The increase in Ni deposit hardness may lead to a decrease in the material ductility, thereby affecting the stripping and cutting of Ni sheets. Our findings may be helpful since strong adverse effect of some organics that may be present in the electrolyte were identified, thus the industry can control and optimize the organic´s dosage in the corresponding operations.

The thermodynamic model for species distribution in aluminium chloride (AlCl3) and 1-butyl-3- methylimidazolium chloride (BMIC) system was developed. The experimental thermodynamic data, considering a range of aluminium chloride species, such as AlCl4-, Al2Cl7-, Al3Cl10-, Al4Cl13-, and Al2Cl6 were used in developing the model. When the XAlCl3 was in the range of 0 to 0.50, only anion species Cl- and AlCl4- were existing in the solution. As the XAlCl3 value increased more than 0.50, the available anions were Al2Cl7-, Al3Cl10-, Al4Cl13-, and Al2Cl6. Specifically, the concentration of Al2Cl7- increased in the composition range from 0.50 to 0.67 XAlCl3, after which it decreased. This change in the concentration of Al2Cl7- was due to its reaction with excess AlCl3, leading to the formation of Al3Cl10-. The average cathode current density was determined by the electrochemical experiments varying XAlCl3 from 0.50 to 0.71 in the AlCl3:BMIC solutions. The average cathode current density increased as the XAlCl3 increased from 0.50 to 0.67. However, it decreased when the XAlCl3 > 0.67. This trend can be attributed to the electroactive species Al2Cl7-. The Al2Cl7- promotes the reduction rate at the cathode, resulting in an increase in the average cathode current density.

Steelmakers worldwide agree that the most efficient and cost-effective solution in BOF steelmaking is to desulfurize the hot metal between the blast furnace and converter. Various methods are currently in use, among which the Kanbara Reactor (KR, using only lime as a reagent), Magnesium mono-injection (MMI, using only magnesium; also known as the Ukraina-Desmag process) and co-injection (using magnesium and lime/CaC2) are leading. These three hot metal desulfurization methods are compared based on metallurgy, efficiency, costs and overall performance. Both available data from literature and experience from Danieli Corus engineers is used for this study. The KR process is able to reach low sulfur concentrations (> 10 ppm) in hot metal and has lower reagent costs. However, due to higher Fe-loss and heavy wear the KR process has the highest operational costs. The Magnesium mono-injection process is very fast due to the use of the reactive magnesium as reagent. Major problems with resulfurization (sulfur levels below 50 ppm cannot be reached) and the violence of the process made that this process could never get a firm foothold in the western steel industry. The co-injection process with magnesium and lime proves to be able to combine the best of both worlds. It can reach low sulfur concentrations and desulfurize fast. Co-injection is also the most flexible and cost effective.

The search for potash in western Canada during the years of the great war led to the staking of claims on many of the "alkali lakes" and sloughs which occur in numerous localities in the morainic areas of the prairies, as well as in British Columbia, in the hope that potash salts would be found in commercial quantities. While the search for potash, up to the present time, has been disappointing, the prospecting of these areas has demonstrated that Canada possesses large reserves of sodium and magnesium compounds, principally in the form of sulphates, carbonates and chlorides. he writer first became interested in these deposits in 1911 while investigating the sodium chloride springs of northern Manitoba. In the fall of that year a number of the sulphate ? deposits in Saskatchewan and Alberta were visited, but owing to the excessive rains at that period, all the deposits were under water and only a few brine samples were obtained. Owing to pressure of other work investigations of the alkali deposits in western Canada, by the Mines Branch of the Department of Mines, could not be undertaken until the field season of 1921, but since that time the work has been continuous. During the summer of 1918 a reported discovery of a large deposit of potash bearing salts was featured in western papers and in a short time practically all the lakes and sloughs of the prairie provinces, which showed the least indication of being saline, were staked for potash. This reported discovery was not substantiated on investigation and many of those who had staked claims allowed them t~ lapse without the slightest effort to determine the character of the material in the deposits which they? had leased.

"INTRODUCTION The Queen Mary copper property is in sec. 18, T. 12 N., R. 16 W., in the Clinton mining district of Missoula County, Mont. It was examined by an engineer 3/ of the Bureau of Mines, November 21, 1943. Upon the basis of his recommendations, a small trenching and diamond-drilling program was begun November 11, 1944. One diamond-drill hole was completed December 16, -944, but because of frozen ground trenching was postponed until June 1945 and then completed. This report describes the results of exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyses samples and performs beneficiation tests. Both of these branthes are under the supervision of Dr. R. S. "Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."

"INTRODUCTION Extraction of alumina from various materials, such as low-grade bauxite and clay, by means of a lime-soda sinter has been the subject of a number ofinvestigations (1, 2, 3, 4, 5, 7, 9, 10, 11, 12, 13, 16, 17). 5/ in recent years, Although many of the details of these investigations are lacking, it is believed that there is one difficultly that frequently develops under certain conditions, namely, that of thickening or gelation of the slurry formed during extraction of the sinter. If gelation occurs even to a slight extent* Serious mechanical difficulties result, very low liquor recoveries are obtained, and the extraction step becomes virlually inoperable. Under 'favorable conditions, a solid gel is formed which can only be removed from the equipment with great difficulty. At the Eastern Experiment. Station of the Bureau of Mines in College Park, Md., a study of lime-soda processes was begun in November 1941. This work has included studies on low-grade bauxites, kaolin clay, and nodular diasporic clay. Gelation was most serous with kaolin clay and least with diasporic clay. As a part of the Bureau's investigation, a study was made of the effect of the pertinent variables on gelation. The results permit the selection of various sets of conditions at which gelation will not occur. These data are essential to the final selection of optimum conditions for the over-all process."

Various metallurgical residues from iron and steel making processes have been treated by chlorination in excess air with hydrogen chloride gas generated from the combustion of scrap polyvinyl chloride (PVC). The residues include dust from both the electric arc and blast &maces, hydrocyclone overflow, zinc - lead blast furnace slags and dust rich in zinc and copper from copper refining. Chlorination is achieved either directly by mixing the residues with scrap PVC or indirectly in a two furnace system. In the latter, scrap PVC is combusted between 523 and 573 K in a horizontal furnace and the resulting gases are then reacted with metallurgical residues in a vertical furnace at 1166 to 1329 K. Gas chromatography, thermogravimetric measurements, XRD and AAS have been utilised to study the reactions. The recovery of non ferrous metals is as high as 80 to 90 % and only a negligible amount of iron is carried over. The optimum temperature for combustion is between 518 and 573 K. Above 600 K, the evolution of HCI is so fast that sufficient chlorination is not achieved. Analysis showed that no dioxins were present in the gases, the residues or the chlorides.

The Oatman District produced approximately 2.2 x 10 6 ounces of gold and 0.8 x 10 ounces of silver between 1897 and 1942. A total of 3.8 x 10 tons of ore averaging 0.58 O/T gold and 0.17 O/T silver was extracted from eight major orebodies and a number of lesser deposits. Oatman lies at the center of a trachyte-latite-rhyolite volcanic complex which contains at least one resurgent caldera. The orebodies are typical epithermal quartz-calcite + adularia lode deposits which are very deficient in sulfur. Ore deposition has occurred within dilatant zones on faults which radiate from a common point within-the complex. Fischer-Watt Mining approached the Oatman District with an integrated exploration program utilizing four basic procedures to define the characteristics of past productive areas the results of which were applied to unexplored portions of the vein system. These procedures, listed in their order of usefulness, in defining known and prospective mineralized zones are: vein contouring, detailed alteration mapping, fluid inclusion temperature determinations, and geochemical sampling.

The Bureau of Mines investigated the tin deposits of the Cape Mountain area during July and August 1962 to test the effectiveness of detrital-cover sampling in permafrost areas as a relatively cheap and simple means of guiding mine development and exploration. Results indicate that systematic detrita1-cover sampling can be used effectively to delineate obscure deposits with sufficient accuracy to permit sampling with a minimum of trenching or drilling. Extensions of known outcroppings were traced in sufficient detail to guide lode sampling and several previously unknown tin-bearing lodes were found and sampled. Lode sampling was limited to the minimum needed to establish the reliability of detrital-cover sampling results. The results of previous lode and placer investigations are summarized and detrital-cover sampling methods and results are described in detail.

The following abstract of the minutes of the final Adjourned Annual Business Meeting, held Nov. 12, 1912, in the office of the Institute, 29 West 39th Street, New York City, is here presented for the information of the membership at large. On the announcement by the Secretary that there was a quorum present, President James F. Kemp called the meeting to order. The minutes of the Adjourned Annual Business Meeting of Oct. 7, 1912, were read and approved. (Sec p. xi,Bulletin No. 71, November). Prof. Jos. W. Richards, in behalf of the Special Committee of the Board of Directors and the Council (Messrs. Richards, Kirchhoff, and Rand), withdrew the two proposed amendments to the Constitution offered by the said Committee at the Adjourned Annual Business Meeting of Oct. 7, 1912. (See Bulletin. No. 70, October, 1912, p. vi., and Circular Announcement No. 8, Oct. 15, 1912, p. 15.) Professor Richards presented a syllabus of the proposed amendments to the Constitution and By-Laws prepared by the Special Committee. Several members present discussed various sections of the proposed Constitution, and the Committee advised that the suggestions would he duly considered before submitting the final document, which would be duly presented and sent to the membership at large at least 30 days before the next Annual Business Meeting, Feb. 18, 1913. Professor Richards presented a resolution, seconded by Mr. Kirchhoff, making a change in the present Certificate of Incorporation, so that it would conform to the proposed changes in the Constitution and By-Laws; said resolution was unanimously adopted. Professor Richards presented another amendment to the Constitution, which had been purposely omitted from the printed list, but had been requested by many members, namely, the creation of a " Class of Fellows." This question was freely discussed at the Cleveland meeting (see Bulletin No. 71, November, 1912, p. 1348), and in view of the diversity of opinion it was-decided to present it in separate form for separate action of the membership at large at the Annual Business Meeting, Feb. 18, 1913. In answer to question, the President announced that the proposed amendments to the Constitution and By-Laws presented by Messrs. Corning and Stone at the Adjourned Annual Business Meeting, Oct. 7, 1912, and published in Circular Announcement No. 8, Oct. 15, 1912, were still on record. Professor Richards presented a syllabus of the proposed amendments to the By-Laws, and several sections were discused by members present, but no action of record was taken. Mr. Charles F. Rand read a letter from Mr. L. K. Armstrong, Sec-retary of the Spokane Local Section of the Institute, referring to the proposed amendments to the Constitution, and he announced that many of Mr. Armstrong's suggestions were, in one form or another, already incorporated in the proposed amendments submitted by the Special Committee. A special vote of thanks was passed to Dr. Albert R. Ledoux for the valuable assistance rendered by him to the Special Committee in the preparation of the proposed amendments to the Constitution and By-Laws.
