The problems confronting the development of Latin America's mineral resources have hinged largely on the political and economic climates-in short, the investment climate--existing and often changing in each nation. .The attractions and risks confronting today's investors in such mineral developments have been described and debated to considerable length during the past two decades, the arguments pro and con colored by the previous experiences incurred by the would-be investor, whether company or individual. In an effort to shed light on the investment climates existing today throughout Central and South America, the Council of Economics brought four experts together at the AIME Annual Meeting last March to give their views on this subject.

Separation of the slightly soluble minerals (Ksp? 10-10), one from the other is one of the more difficult tasks confronting flotation engineers. This study has focused on means of separating such prominent members of this class as scheelite, fluorite and calcite from one another. Some experimental work has also been done on the minerals magnesite, dolomite and apatite. Carboxylic acid-type collectors are commonly used industrially to float all of these minerals. Thus, the problem at hand is to ascertain means of achieving selectivity between minerals known to respond rather similarly in flotation. Four techniques have been proposed for the separation of minerals of this class from each other: 1. Control of potential determining ions 2. Use of stereo-specific collectors 3. Use of flotation rate differences 4. Use of selective activating and depressing compounds. This study was directed toward a cursory evaluation of each of these techniques, and each was found to be a possible method of achieving selectivity. Stereo-specific collectors -- those whose parking area may closely match the available adsorption site on one mineral but not on another -- are a possible means of achieving selectivity between scheelite, fluorite and calcite. Stereo-hindered carboxylic acid salts and sulfonates all show selectivity between the three minerals tested. Separations also appear to be possible by the controlled use of the lattice ions (e.g., Ca and [W0=4] for scheelite, CaW04), H+, [OH-, C0-3 and HCO=3]; all of them ostensibly potential determining in the systems studied. Flotation rate differences of the minerals as a function of pH under conditions of starvation collector usage also showed promise. Scheelite and fluorite float most rapidly with sodium oleate in slightly acidic (pH 4-7) solutions whereas calcite floats most rapidly near pH 10. Use of Mn++, Pb++, or other heavy metal hydroxy complexes as activators was seen to effect each of the slightly soluble minerals differently. This is in sharp contrast to the oxygen containing, relatively insoluble minerals, where all minerals respond in a similar manner to such activation procedures. Results indicate that all four methods outlined above may potentially be used to achieve flotation separation of the slightly soluble minerals. More extensive research should be undertaken to detail the spcific applicability of each of the procedures and to make a more complete evaluation of the effect of collector type and concentration, mineral type, pH and size effects.

Longwall mining operations have been in place in Australia since the early 1960s. This mining method is currently used to extract the bulk of coal obtained from underground mines in Australia (CSIRO, 2010). Despite the high tonnages extracted the expected utilisation of much equipment remains relatively low. To some extent this level of utilisation is influenced by the variability in conditions inherent in the mining process. This variability in production rates presents challenges to those attempting to design a coal clearance system. The difficulty is to design a system that has sufficient capacity to support production, without over capitalising or incurring high operating costs. The need to allow for a series of largely unplanned events in the design of a coal clearance system makes simulation modelling an ideal technology to employ. Simulation modelling is a methodology that allows a system with interacting components to be modelled over time, while explicitly taking into account unplanned events that may disrupt operations.This paper discusses how dynamic simulation models have been used to assist in the design of coal clearance systems. Typically this type of modelling has been used to look at the likely profile of production rates from the Longwall shearer and to determine how well various proposed combinations of belts, bins and stockpiles would support production.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

The objective of the paper is to develop a material balance calculation procedure for a production unit involving two plants separated by a pipeline. The case study is taken from the oil sands industry. The raw sands are first mixed with water in a conditioning plant, then transported through a pipeline to an oil extraction plant. The combination of pipeline dimensions and nominal throughput creates a significant variable time lag between the two plants. As usual, mass balance calculations required for the evaluation of plant performance indicators, such as bitumen recovery, are inaccurate due to measurement errors. In addition, in the present case study, the time lag of the pipe creates an additional source of uncertainty, which may lead to misinterpretations and wrong decisions. Raw data are usually reconciled through steady-state mass balancing, to correct for measurement errors. However, because of the significant pipeline dynamic lag, standard steady-state daily mass balance may fail at giving an appropriate picture of the operations. The proposed solution to the data reconciliation problem includes the use of a pipeline plug-flow model in the mass balance calculation. To fulfil the industrial constraint that current data reconciliation must not modify past reconciled values, while still satisfying dynamic constraints, a daily one-step method, i.e. a unitary filter-ing horizon, is recommended. The method is illustrated with simulation data, and the results com-pared to those of standard data reconciliation methods.

There is no debate that fatigue is natural, and it affects us all, just like gravity; however, there has been much debate on the severity of its impact in the workplace. For many years the impact was not measurable, hidden out of sight and, quite frankly, written off as the infamous ‘operator error’. Over the last several years, advancements in technology have provided safety and health professionals, sleep scientists, fatigue experts and organisations with the ability to monitor and detect fatigue events in real time, as well as predict and monitor increased risk for fatigue events. Caterpillar Safety Services has assembled an extensive and exceptional set of technologies that will provide the best methods and data to measure the impact of fatigue. "INTRODUCTION During the course of the investigation of the occurrence of manganese deposits in the western United States, examining 'engineers of the Bureau of Mines collected samples from seven manganese properties in Grand and beery Counties, Utah. These were supplemented by five samples submitted by property owners. Since all of the ores were too low-grade for use in producing ferromanganese for steel manufacture, some means of beneficiation was required to produce marketable concentrates, and metallurgical studies were made on each of the samples.Most of the ores Investigated are similar in one respect: At least part of the 'manganese oxide areas contains minute inclusions of gangue. This occurrence materially enhances the complexity of the ore, partly by .increasing the complexity of mineral association, but largely through making manganese-quartz liberation more difficult. In such ores, there is a marked tendency for the manganese minerals to be retained as shells or coatings on the surfaces of quartz particles when crushed. Particles of this type represent considerable loss of manganese in tailing, if gravity-concentration methods are employed, or tend to' float, thus carrying an appreciable quantity of gangue into the concentrate, if treated by flotation.Plus 48-percent manganese sinters were made from some of the ores tested, but, in general, intimate association of manganese minerals with silica limited the degree of beneficiation attainable."

The responsibility and scope of the Industrial Engineering Department, as organized at the Jeffrey mine, has been broadened to include any study, project or report that could result in more effective use of men, materials and equipment. Although still emphasizing wage incentives and co t reduction, much more varied work is now done, consistent with the in-.creased complexity of industry. Additional activities now include production, maintenance and inventory control improved job evaluation, packaging, labour utilization studies, technical sales liaison, mining, milling and service department n1ethods, plant layout, and specialized project analysis. Additional techniques include the extensive use of work .sampling and standard data. A recent trend has been toward increased emphasis on industrial relations, both in introducing change to the men and in providing requested explanations to Union stewards and officers. These new responsibilities have resulted in the development of specialists in some rather narrow industrial engineering fields, as well as the necessity for industrial engineering assistance in supervisory and job training.

The Bureau of Mines has conducted bench-scale investigations leading to the design of an integrated process for producing reactor-grade zir-conium oxide (Zr02) from zircon sand, which avoids the air pollution, water pollution, fire hazard, and odor problems associated with the hexone-thiocyanate process. The integrated process consists of three steps: production of crude zirconyl sulfate solution, solvent extraction, and production of Zr02 from strip liquor. This report describes the solvent extraction step. Multistage, countercurrent liquid-liquid extraction with a tertiary amine in kerosine was used to separate zirconium from a dilute H2S04 solution containing hafnium and other impurities. Process steps de-scribed include extraction from an aqueous feed solution to form a hafnium-contaminated, zirconium-bearing organic-phase solution, scrubbing to separate zirconium from coextracted hafnium, stripping to transfer hafnium-free zirconium into an aqueous strip liquor, chloride-loading to produce a chloride-bearing organic solution, scrubbing with the chloride-loaded organic solution to remove traces of uranium impur-ity from the zirconium-bearing strip liquor, and regeneration to pre-pare the organic solution for reuse. These steps were performed simul-taneously in steady-state, bench-scale experiments. Zirconium recovery of up to 93 pct was achieved. Results of an economic evaluation are included.

The manganese removal from aqueous solution containing high Mn2+ concentration by adsorption and oxidation was studied using manganese oxide particles as the adsorbent. The operating parameters including pH, flow rate, initial manganese concentrations, and oxidant dosage affect the performance of Mn2+ removal were evaluated in a laboratory packed column. In the multi-column adsorption tests, each additional column doubled the time for complete manganese removal. No further decrease of pH was also observed once it was lowered to pH 4.5 to 5. This finding implied the possibility of complete high manganese removal without further pH adjustment during adsorption. Oxidation of Mn2+ by dissolved oxygen was found to be insignificant for manganese removal for high Mn2+ concentration. Adsorption was the predominated mechanism involved with manganese removal. Extremely low H+/Mn2+ stoichiometry compared to the reported values was measured. These low values suggested that different adsorption mechanisms such as chemisorption other than H+/Mn2+ ion exchange might play an important role at low pH. This paper presents the quantity and explanation of the results obtained for the mechanism of adsorption and oxidation of high concentration manganese on the manganese ore particles.

THE UTILIZATION by the Bureau of Mines of infrared and ultraviolet-visible spectrometry in connection with coal research has led to some basic improvements in methods, including a calibration method, a quantitative assessment of infrared spectral energy sources, and the development and perfection of infrared filters and cells. The adoption of a micropipet method to flush organic samples into absorption cells permits the investigation of vapors from organic liquids and the identification of volatile organic compounds. The spectral method has been used to investigate the infrared spectra of metal chelates, the charge-transfer complexing properties of aniline and nitrobenzene, an infrared method for determining the presence of methane in coal-mine air that has been adopted for use in enforcing the regulations of the National Coal Mine Safety Act, and atmospheric pollution including smog and odor-causing oxidation and decomposition of organic materials. Correlation of spectra and structure of organic compounds, particularly aromatics, was studied.

In open pit mining, it is common that the bottleneck to productivity and profit lies in the truck-shovel mining operation, especially as strip ratios and mining intensity have increased with resource depletion and advances in mining equipment capabilities. This paper outlines a study of truck-shovel productivity using a new proprietary discrete event simulation platform for truck-shovel operations called MineDES. The study will specifically address the issue of whether truck queuing at shovels should be considered productive or not, and how mining engineers can determine the optimal truck fleet size for specific operational configurations.The MineDES simulation platform will be described and illustrated, highlighting the features that make it an appropriate tool for conducting the experiments at the heart of this study. The study encompasses a set of experiments, consisting of a number of simple truck-shovel operational scenarios for a benchmark open pit mining operation, which are simulated using MineDES. Each experiment is designed to highlight different factors, which are most important in calculating the ideal truck fleet size and for understanding the marginal productive impact of each additional truck added to the fleet. The scenarios will principally address the issues of how different types and levels of unscheduled equipment downtime and process variation, combined with the traffic delays/congestion arising in more intense mining operations, will affect productivity. The results of the experiments are interpreted using a simple fit-for-purpose cost and revenue model in order to highlight the indicative cost of over- or under-trucked configurations.The study has found that the optimal fleet size that maximises productivity and value will, in the presence of even small process variation, lead to non-zero trucks queuing at shovels on average. As process variations and unscheduled downtime events increase in the truck-shovel system, the required fleet size to optimise productivity and value increases. Most mine ventilation engineers are involved in ventilation planning and design in some capacity. Ventilation modelling software used by a competent experienced ventilation engineer is extremely useful in developing good ventilation designs by allowing assessment of a wide range of potential options. Unfortunately, ventilation modelling undertaken by persons who do not have sufficient experience or knowledge usually results in a façade that covers up a fundamentally unsatisfactory design. Ventilation models are produced for a wide variety of purposes including: fault-finding of a problem area in a mine and options analysis for resolution of such problems; a complete review or optimisation exercise of an entire mine’s ventilation system; or a much longer life-of-mine type of study. Models can be intended as the basis for studies with diverse purposes such as primary shaft or airway sizing, primary fan specification, examining re-entry times after blasting, resolving leakage or recirculation, or investigating the impact of fires or underground climate or cooling requirements. The concepts of ‘materiality’ and ‘fitness for purpose’ are essential to developing or using a ventilation model and serious mistakes have been made in wrongly using a ventilation model for purposes for which it was never intended, often because it is simply the most recent model on the mine site. Mistakes at this level often translate into faulty ventilation strategies and inefficient or ineffective use of scarce capital for ventilation projects. Validating a ventilation model is a time-consuming and expensive process and not every model must (or even should) be fully validated to meet the objectives at that time. This paper discusses the application of quality assurance in ventilation planning with particular respect to the ‘basis of design’ (BOD) as well as the standards for validating a ventilation model. It also provides a recommended way of dealing with non-conformances in measured versus modelled values of critical parameters in the model.CITATION:Brake, D J, 2015. Past failures of coal refuse embankments have resulted in more intensified efforts in inspections of coal refuse sites. Inspections, however, are mainly qualitative and time consuming. In August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photointerpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Bibliographies of literature reviews in the area of past coal refuse embankment failures, monitoring instruments and methods, and photogrammetry are included.

The Australian gold industry has made large steps forward in the last few years. This progress has been driven by improvements in mining and processing technology, the high price of gold and by a favourable legislative, political and taxation environment. This paper concentrates on improvements in gold project development, process engineering and technology as seen by BHP Engineering, Perth, Australia. The paper describes technical aspects of successful gold project development including metallurgical test work, feasibility studies, choice of process flow sheet (gravity, heap leach, carbon in pulp (CIP), carbon in leach (CIL) or other routes). It sets out our views on plant design, plant construction, procurement and project management. A case study for a small plant recently completed in the Philippines is presented as a solution to the problems often encountered in treating quartz vein gold deposits.

Fragmentation in sublevel caving (SLC) is vitally important. Both gravity flow and any downstream processes are affected. Reasonably coarse fragmentation may lead to larger draw bodies (isolated extraction zones) and hence potentially higher primary ore recovery and depressed/delayed waste rock inflow from above. Fewer flow disturbances are expected by mitigating oversize. In addition, it requires less boulder handling and reduces wear and possible hang-up problems in orepasses. To assess the present-day functionality of large-scale SLC, a multiyear, comprehensive measurement program was initiated. It covers the main elements for SLC, namely blast function, fragmentation and gravity flow. The present paper focuses on fragmentation measurements. An image acquisition system was used to document the drawpoint and the load-haul-dump (LHD) bucket for each mucking cycle. At the beginning, four buckets (about 70 t total) were sieved to validate the results of both 2D and 3D image analysis techniques. The fundamental and specific problems are discussed herein. At the moment, fragmentation of the SLC rings is evaluated using a quick rating system and a 2D fragment delineation software. The results enable a description of fragmentation and its variation during mucking but also – combined with the gravity flow measurements – conclusions on the fragmentation for different parts of the SLC ring. Possible influences on flow disturbances and ore recovery/dilution are investigated. The reliability of a set of flotation results is key to minimizing project risk, either at the commissioning of a concentrator or at the point of implementing an improvement to an existing concentrator operation. High-confidence flotation testing (HCFT) was developed for this purpose and is part of the list of technologies at various scales used by Xstrata Process Support (XPS) in addressing these projects. The methodology is based on two principles: one, to ensure that the ore sample is representative and has been well-blended and subsampled; two, to perform the flotation tests in sufficient numbers of replicates with appropriate quality controls, so as to improve the reproducibility of the test data. Across ten years of research on this methodology at Xstrata Process Support, Sudbury, several improvements to the HCFT method and complementary connections between sampling and quantitative mineralogy have been developed. Two case studies are reviewed. These show the capability of this system in both optimizing an existing concentrator operation and in serving a new mine scenario.
