The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse economic mineralization in the light of discoveries to date. Most of the development of the Malagasy econorny before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. Proper geologic work requires a keen awareness of and an ability to anticipate the technical requirements of geotechnical engineers, hydrologists, mining engineers, metallurgists, and other specialists. Underground mine development begins with the positive investment decision to mine and ends with the inception of full-scale exploitation. It incorporates all activities, personnel, and equipment required for creation of underground access to a mineral deposit. Because of the depletion of near-surface mineral resources, the reduced mobility of large surface mining equipment, increasingly stringent environmental constraints, and the introduction of promising innovations to rock penetration and rock excavating equipment (e.g., continuous miners, rock borers), under-ground mining is projected to account for an increased share of worldwide mineral production in the foreseeable future. Without proper engineering during the mine development phase, failure of the underground mining project is axiomatic. A frustration attendant to coverage of the complex area of underground mine development lies not only with the need for treatment of the many disparate specialties within the area but even with the lack of systematization of these specialties in what is recognized as a vital precursor to successful mining. This eight-chapter document is the second volume of a two-volume report that presents a comprehensive outline of coal-mine electrical power systems from theory to practice. Together, the two volumes contain the vital aspects that go into planning and designing a mine power system. Building upon Volume I, the subject of protective equipment and relaying starts Volume II, first as an introduction in Chapter 8, then by a treatment of device selection in Chapter 9. Chapter 10 continues system protection in terms of transients and overvoltages. Chapter 11 describes the design of major power equipment, including power centers, switchhouses, and substations. Solid-state applications in mining are given in Chapter 12, and batteries and battery charging are discussed in Chapter 13. Chapter 14 covers electrical-equipment in hazardous locations of mining operations. The report concludes with Chapter 15, a discussion of electrical maintenance as well as some specific mine electrical problems. Information on surface and underground use is included in all these chapters. An index finishes the documentation and is cross-referenced to both report volumes.

The outstanding trend in the graphite market is the fast-growing demand for cheaper qualities of graphite and the declining consumption of the more expensive varieties. The manufacture of graphite, crucibles for melting metals was one of the earliest applications of the-mineral and for many years constituted by far the leading source of demand. In later, years, however; and more especially since the Great War, the increasing demand for high-grade steel ingots and castings instead of enlarging crucible sales has permanently curtailed the domestic demand for crucibles because it has hastened the introduction of electric, oil or gas fired furnaces to replace the older types requiring pots to hold the metal during melting. While there has been a substantial increase in the use of graphite for miscellaneous refractories the total consumption for such purposes is too small to offset the shrinkage in demand for crucible making, and though it consumes the better and hence more expensive grades of crystalline flake graphite, it does not call so insistently for the still costlier Ceylon grades.

In the UK during the 1990s the energy companies had developed a policy of æDash for GasÆ, building large natural gas power stations to produce more than 30 per cent of the UKÆs electricity demand. The price of imported thermal coal was dropping and the electricity generators were putting pressure on the UK coal producers to produce coal at a reduced cost. Imported coal from Columbia, South Africa, America and Australasia had increased their market share in thermal coal sales to over 50 per cent of a 55 Mtpa market. The pressure on the UK coal industry to reduce costs and improve productivity levels from an ever decreasing resource was high. Companies were benchmarking their operations on the imported coal producers and had to realign their organisations, productivity levels and costs to world best practice, not just technically, but in world class organisational management techniques.

The operations and project environments are very different, but overlap in many areas. The development of mineral processing projects is goal oriented, is schedule focused and is a contractual environment. The operating environment for a mineral processing plant is oriented around longer-term commitments, focused on delivery against budget expectations, and an environment heavily influenced by long-term personal relationships, community relationships, and people issues.Further contrast is evident in the way expenditure is managed. Projects commit large amounts of money quickly to meet schedule-based objectives. Operations manage expenditure to minimise operating costs and are able to, or are forced to delay decisions on large expenditures. However, these two environments need to come together in many ways, ranging from greenfields plant handover to a new operations and maintenance crew, to day to day interaction and management of brownfields projects, often in close proximity.This paper considers the different perspectives people bring to projects and early operations, including the advantages and disadvantages of æoperationsÆ input to a project and models for managing value adding during project development, implementation and debottlenecking.CITATION:Lane, G and Clements, B, 2012. The first decade of the 21st century was one of fundamentally changed dynamics for the minerals industry. Following intense globalization commencing in the late 20th century production is now concentrated into large businesses that can compete across geography in diverse commodities. Asian industrialization and urbanization is now the main driver of growth in demand for energy and materials. Demand for the output of these industries has risen sharply, reversing decade long trends to reduced real commodity prices. Supply responded with expansions of existing mining and processing operations, and large investment in new resource development. Development of new, lower grade or more remote resources was stimulated. Resource development by global entities in frontier environments reinforced the importance of effective forms of social contract, and of stronger environmental performance. The worst economic shock in decades provoked no significant pause despite large impacts on corporate ownership. State owned enterprises commenced unprecedented foreign direct investment in minerals and energy resources. A thrust towards resource nationalism re-emerged as governments sought to ensure that the export of state owned resources contributes more strongly to government revenue, reducing the burden of trade in scarce resources on other trade-exposed sectors. The unprecedented combination of forces at work has made future predictions difficult, with day-by-day volatility in anticipated corporate fortunes, and investment plans. The challenge for process innovation (and for exploration) has been to keep up, maintaining a lid on costs as lower grade and more challenging ore bodies are brought on quickly in a context of competition for land use, community expectations and continued care for natural and living environments. While new projects have provided the necessary platforms for implementation of innovative approaches, there is evidence that a gap may have emerged between the pace of growth and the pace of innovation. The history of a century of process innovation in the context of growth of output, declining resource grades and commodity prices is presented. The necessary conditions for accelerated process innovation are considered, and future needs and approaches are discussed. Keywords: process innovation, resource development

In coal mines equipped with electrically driven mechanical mining equipment, the problem of protection for electrical circuits and machinery important, because the hazards of fires and explosions resulting from electrical failures is greater than in most other industries. There is need for better methods and improved protective devices for this service. Studies and tests designed to determine possible value of the short-circuiting contactor as an electrical device for coal mine service were investigated. Preliminary made to determine the operating characteristics of the device, after which tests were made under actual service in three coal mines. Ordinarily, electrical protection in coal mines is divided into three classes, as follows: 1. Overload protection that is intended to protect against damage from overheating and excessive mechanical strain due to overloading. 2. Short-circuit protection that provides a means of de-energizing the equipment instantly when an accidental short circuit occurs in the equipment or on the power system. Short cm protection tends to damage from fires and, explosions resulting in the dissipation of large amounts of electrical energy in a short circuit. 3. Ground fault protection that, in its various forms, is intended, to maintain the frames of electrical equipment at or near the same potential surfaces in contact with the earth for the purpose of safe-guarding human life.

T HIS has been a most momentous year in the annals of the Institute. We have been in the midst of a situation which, were it not for the convulsions of social unrest with which life is surrounded on every side, would have attracted the attention of the world at large. I do not refer to the desperate campaign for new members. That has gone on much as usual except that, this being leap year, the annual proposal to the M. & M. Society has been omitted. Nor do I refer to the desperate situation which we found in other directions, the spread of Bolshevism, the burning of the Engineers' Club, the fact that the selling of copper appears to have become one of the lost arts. No, I speak of the great question which has to be. settled once and for all, as to whether this great Institute should adopt simplified spelling. The whole trouble started in the ranks of the California Hysterical Society. It appears, while most of the San Francisco members can read and write, several of them cannot spell. It also appears that the Secretary, in editing the Transactions, has perhaps made just a little bit too much of a point of employing the correct Stoughton idiom. At any rate, the rebels filed an amendment to the constitution, and the stage was set for civil war, with perhaps more stress on war than on civil.

As the search for new sources of energy and minerals leads to more remote areas of the country - and the world - the need to plan for adequate housing and community facilities for the construction and operations workforces and their families takes on an importance equal to the mining and processing facilities themselves. A corollary to the need for planning is the increasingly crucial need for development companies to devise effective strategies for dealing with the local communities impacted by these projects. Experience has amply demonstrated the high price to be paid for failure to learn this lesson, a price measured in lost productivity, confrontation with local communities, labor turnover, mental health and other social and eocnomic problems. In Sweetwater, Wyoming, a new industrial activity caused the population to double from 18,000 to 36,000 between 1970 and 1974. During that period industrial productivity fell 25 to 40 percent, cost overruns on the principal new industrial facility exceeded 33 percent, annual employee turnover rates climbed above 100 percent, the local mental health clinic workload increased nine times and complaints to the local law enforcement agency increased 60 percent.

"This paper explores the complex interrelationship between the resource cycle, recycling and metal production as a function of economics, environmental legislation, and product design. It is argued that central to optimising this resource cycle lies the control in particular of physical separation plants by the application of advanced sensor technology and sorting equipment, as well as suitable control and sampling algorithms supported by optimising mass balance models.Metals are produced through a long chain of processes. For primary resources, metals production goes through mining, mineral processing, ore smelting, conversion and refining steps or via low temperature hydrometallurgical processes, or a combination of both pyro- and hydrometallurgical operations. For the recycling of resources, metals are separated and recovered from metal scrap, which plays an increasingly important role in the world. Metals after being produced, either from primary or recycling resources, have to be further refined or manufactured into various types of alloys and finally shaped into different products for the end-users. Since the end-user discards products the contained materials find their way back into the resource cycle as scrap. Therefore, controlling the metallurgical reactors also controls, in a much broader sense, the material quality in the complete metals cycle, from the production phase, to the end-use phase, up to the recycling phase (Reuter et al., 2003). The recycling phase includes separation of materials into saleable intermediate products, which are reintroduced into the production phase as a recycling resource. Therefore, the metallurgical processes in each unit operation in the metals production and processing chain have to be controlled, so as to achieve optimal performance of high product quality, low energy and materials consumption, and low environmental impact."

This bulletin, which discusses open-cut mining at the metal mines of the United States, is the last of a series of such papers by the Bureau of Mines describing the principal methods of mining.4 Open-cut mining is applicable to flat-lying mineral deposits relatively near the surface. Vein deposits seldom are amenable to this method, although outcrops of veins sometimes are worked as open pits. Most of the iron ore of the country is mined from open pits; according to the Minerals Yearbook, 67.4 percent was mined from open pits and 32.6 percent from underground mines in 1937. Open-cut mining is relatively new in the copper industry but yields more copper than any other method; in 1937 about 52 percent of the copper ore mined in the United States was taken from open pits. Lead-zinc ore has been produced from open pits in the Joplin (Mo.) district, but most of the deposits in this area, although flat-lying, are too deep to be mined economically by the open-cut method. In 1937 one company at Oronogo, Mo., was stripping overburden and mining mixed oxidized and sulfide ores by this method.

The Australian mining sector is undergoing a significant transformation with the adoption of advanced technology to the operational landscape. This has highlighted a critical disconnect between our traditional educational systems and the skill requirements of working with these advanced technologies. This paper aims to provide a behavioural science analysis of how the traditional manufacturing mindset, deeply rooted in our educational frameworks from primary to tertiary education, registered training organisations (RTOs), and in-house learning and development, is misaligned with the needs of today’s technologically advanced mining operations. Originating in the industrial revolution, the manufacturing mindset prioritised efficiency, mass production, and the division of labour. In educational institutions, this translated into an emphasis on rote learning, linear examinations, and a rigid adherence to processes and procedures. Such a system, while effective in producing a workforce suited for repetitive and predictable tasks, falls short in fostering skills like problem-solving, adaptability, flexibility, and coping with change – skills that are increasingly vital in a mining sector dominated by automation, robotics, and AI. The paper discusses how the focus on disciplined adherence to standard work procedures and processes in educational and training programs has inadvertently stifled creativity and autonomy in learners. This issue is compounded in the workplace, where employees, having been conditioned to operate within strict guidelines, now face the challenge of adapting to environments where autonomous decision-making and creative problem solving are crucial. In essence, the traditional approach to education and training has prepared individuals for a world of work that no longer exists. This paper advocates for a whole of pipeline approach, grounded in behavioural science, to revamp mining education and training. It highlights the importance of understanding and influencing the behavioural aspects of learning and recommends for an approach that promotes diversity, critical thinking, and adaptability, preparing the workforce to excel in the rapidly changing landscape of the Australian mining sector.

There are more than 100 antimony minerals, although the sulfide mineral stibnite is the main one.Antimony enters the supply chain either as a result of mining (primary production) or recycling (secondary production). China has by far the largest antimony resources and is, as a result, the world’s center for antimony mine production. In 2016, it accounted for more than three quarters of the global mine supply out of a world production figure of 130 kt (143,000 st), according to the U.S. Geological Survey. The biggest, and most high-grade deposits are found in southern China, with the largest mines located in Hunan, Guangxi and Yunnan provinces. Tajikistan, Russia, Australia and Bolivia are the largest mine producers outside China. A new antimony project in Oman made progress in 2016, producing first metal in April 2016 in test facilities, and then ordered three furnaces for a 26 kt/a (28,600 stpy) antimony metal and oxide smelter that is due on stream in late 2017.Antimony ingot production is not as widespread as is antimony mine production, owing to the high levels of pollution that are associated with antimony smelting. It is for this reason that smelting has been largely confined to China and other Asian countries, where environmental legislation is less stringent.Antimony oxide production is undertaken on four continents with China being the biggest producer. There is also a considerable amount of oxide production in Europe — which relies on imported feedstock, mostly from China. Antimony also enters the supply chain through recycling. Lead containing antimony is produced in a number of countries, mainly in secondary lead smelters. Typically, a blast furnace charge containing used or discarded battery plates, type metal or bearing metal is reduced to lead bullion, which is refined in reverberatory furnaces and melting pots. In the main, the antimony recovered is consumed in metallurgical applications. China was the biggest secondary antimony producer in 2016, and accounted for 25 retardants and lead-acid batteries. Flame retardants accounted for roughly 50 percent of consumption in 2016 with batteries representing about 25 percent. Other end uses include plastics and heat stabilizers, ceramics and glass and a variety of metallurgical applications. Demand has been sluggish since the global financial crisis, mostly because key markets failed to recover strongly from the downturn, particularly in Europe."

A review of development and a reevaluation of uses of the hydraulic air compressor are suggested by the constant changes in technology, which frequently make an old art valuable in solving current problems. Contacts with research workers in various branches of engineering indicate that this older method of producing compressed air may not be familiar to some or that its salient features might be useful in solving problems involving uses of compressed air. Briefly, a hydraulic air compressor may be described as an inverted siphon, consisting of an intake head where water and air are mingled, followed by a gravity-fall tube in which air is intimately mixed with the water and is compressed as the water pressure increases during the fall down the tube, then a separating, or stilling, chamber in which air bubbles rise to the surface of the water and collect in the upper portion of the chamber at a pressure equal to the weterhead maintained by the height of water in the discharge leg of the circuit. The water, which now contains only the fraction of air that has gone into solution, passes out of the separating chamber and rises up the discharge leg to the surface, which is, of course, at some suitable distance below the level of the intake. Present-day applications include (1) utilizing low hydraulic heads, which otherwise have little commercial values; (2) utilizing low hydraulic heads in reclamation work to supply compressed air, or in some instances to produce a small suction, for air-lift pumping (or for operation of air motors), with minimum attendance and without need for electric power; (3) utilizing medium heads, as at dam and lock installations, to produce compressed air for pneumatic operation of airlifts, gates, valves, and rubber gate seals; (4) utilizing underground waters, as in mines, to produce compressed air for general mine use; (5) using this method of isothermal compression of air in combination with standard compressors wherever hydraulic head is available, thereby securing the advantages of low-temperature intake to the mechanical compressors and reduction of moisture content below that of atmospheric air; (6) development of large air supply at pressures up to 150 p.s.i.g., which, after performing work in reciprocating or centrifugal expansion cylinders, is available at temperatures approximating -50° F. Possibilities in freezing and reheating should be mentioned which may prove economical for obtaining uniformly dry air for process work, wind-tunnel tests, or large air-conditioning installations, such as ventilation of underwater traffic tunnels, and may be economic for supply of supercharged air to gas-turbine plants.

This report describes Phase I of the project --Development of a Mechanized Scaler --performed by Battelle, Pacific Northwest Laboratories for the U.S. Bureau of Mines. The objectives of Phase I were to 1) assess the needs of the industry as related to mechanized scaling; 2) conceive, evaluate and select mechanized scaler concepts; and 3) prepare preliminary designs of the selected machine concepts. To assess the scaling needs of the industry, we reviewed both U.S. and foreign literature, evaluated U.S. scaling accident statistics, reviewed existing mechanized scaling equipment, performed a series of mine visits and telephone interviews with mine operators, and assessed the applicability of a loose-rock detection system. The literature review identified over 25 scaler-related articles. However, little of the information could be used directly in the conceptualization and design portions of the project. Three articles did supply information on a number of machines used in Europe, along with statistics describing their effect on mine safety. For example, the French reported a 50% reduction in the total number of scaling-related accidents and a full 80% reduction in the number of lost-time injuries in the Lorraine mining district.

The number of railroad coal cars (open top hoppers), dominated rail car orders and deliveries in 1975 according to announcements made February 11, by the Association of American Railroads and the American Railway Car Institute. Acting to keep ahead of increased coal production, the railroads installed 21,748 new coal cars in 1975, the most since 1957. The 1975 installation resulted in a net increase of 6,560 coal cars and an overall gain of 4.5 percent in the total capacity of the hopper car fleet. With most of the new coal cars going into unit train service --where car utilization is greatest --the railroads actual coal-carrying capacity was increased far more than 4.5 percent. The AAR estimated that unit train operations now move 50 percent of all rail-hauled coal compared to only 42 percent 2 years ago. COBALT - The Societe Miniere de Tenke Fungurume (SMTF) copper-cobalt project in Zaire reportedly was suspended in January for an indefenite length of time. According to officials, the deferment resulted from a number of adverse factors, one of which was exceptional increases in capital costs. The project was scheduled for completion in early 1978, with an eventual production of 14.3 million pounds of cobalt per year. Reserves of cobalt were reported to be 505 million pounds. SMTF is a consortium and includes American, British, French, Japanese, and Zairian interests.

Here are summarized 162 papers, published between 1933 and 1967, that deal with various aspects of ore genesis. Emphasis is placed on additions to, or modifications of, ore-formation theory, no matter what type of deposit is discussed. More space is given to papers on the formation of base-metal sulfides solely because more papers are written on this subject. The final conclusion is reached that a chemically and geologically sound theory for the genesis of ore deposits can be built around the concept of concentration of ore e’ements in a magmatically produced ore fluid and around such surface processes as may act to concentrate economically valuable materials from rocks of any origin exposed at the surface.
