The U.S. Bureau of Mines and the Department of Energy (DOE), through its contractor EG&G Idaho Inc., are collaborating on a multiyear research project to evaluate the applicability of three-phase, electric arc furnace melting technology to vitrify materials simulating low-level radioactive and mixed wastes buried or stored at the Idaho National Engineering Laboratory and other DOE sites. The melter is a sealed, 1-t (1.1-st), three-phase, 800-kV?A electric arc melting furnace with 10.2-cm-(4-in?) diameter graphite electrodes, water-cooled roof and sidewalls, and four water-cooled feed tubes. A water-cooled copper fixture provides for continuous tapping of slag. An instrumented air pollution control system (APCS) with access ports for analysis and a feeder based on screw conveyors and a bucket elevator are dedicated to the facility. Test data are provided by an arc furnace analyzer and by sensors indicating feed rate; slag temperature; and temperature, pressure, and velocity in the APCS. These data are received by a data logger, digitized, and transmitted to a personal computer for storage and display. This unique waste treatment facility is available for public and private use on a cost-sharing basis.

BATMINÖ, BATMINEÖ, BATMINDÖ are an abbreviation for Business Analysis Tools for Mining, Mine Evaluation and Mine Design respectively. BATMINP are proprietary tools customised to suit individual client requirements. The first suite of tools provides for analysis and evaluation of open pit mining equipment alternatives and includes fleet selection, fleet sizing and production, productivity and economic outcomes. The models address all mine process activities including drilling, blasting, loading, hauling and auxiliary services. All models are built to provide for simultaneous evaluation of multiple alternatives that are time and condition related. Provision is made for modelling from first principles and/or default or shortcut inputs. Sensitivities to key input parameters are easily performed and consistent logic is applied throughout the process. The models are built to provide key outputs in a format suitable for presentation and documentation. Provision is also made in the models for validation of both inputs and outputs through benchmarking, back analysis and budget comparison. The same models can be used for short interval (12 month) planning and control, medium-term (three to five years) and long-term life-of-mine (LOM) planning. Millions of dollars are spent each year on mining plant and equipment. Decisions that impact on the medium and long-term are made. BATMINP tools have been used to perform studies with good results and in most cases the studies have been validated through back analysis and comparing model outcomes to real data.

An adequate knowledge of the overall behavior of a rock mass at a given site is fundamental to the satisfactory design of a rock slope. The be- havior is controlled by a variety of factors, in- cluding rock type, geological structure, stress and ground water conditions. There are essentially three lines of approach that may be used to obtain information on the in-situ rock mass behavior for the purpose of the design of a rock slope: (1) Direct measurements of rock mass properties by means ol laboratory and field tests. (2) Evaluation of rock mass properties from a study of slope failure case histories and sta- tistical information on stable and unstable natural rock slopes. (3) Evaluation of in-situ behavior of rock mass by using a physical or mathematical model technique.

It is not the primary object of this paper to treat with the scheme of prospecting in detail, but it is considered that a brief description of the broad lines is necessary so that the significance of the points to be discussed later may be appreciated.The finding of payable gold reefs on the Bendigo field resolves itself into a two-fold problem, firstly the location of quartz bodies, and secondly the location of gold shoots in such bodies. The country rock of the field has been folded and faulted, and the occurrence of known reefs is associated with the fold axes and the faulting. The "lines" of the field are the anticlinal axes, and practically all known reefs are at or near centre country. Very little work has been done on the synclines, which may have some potential value.Quartz has been introduced along the fracture systems, and gives rise to the three main types of reef met with on the field, namely, the "back," which is similar to a bedded quartz reef and is formed along a bedding plane fault; the "saddle," which forms at the crest of the anticline and has the typical shape from which it takes its name; and "spurs," which are irregular masses of quartz, making off reefs of the first two types.As the fracturing throughout the field is widespread and fairly intense, the first problem, that of finqing quartz, is comparatively simple, and any regular system of blocking out the ground will be productive of quartz bodies.*Field Superintendent, Bendigo Mines Ltd. As a part of the strategic mineral program, examining engineers of the Bureau of Mines collected samples several manganese properties in Colorado. As all of the ores were too low-grade to be acceptable to manufacturers of ferromanganese, beneficiation studies were required .to determine the amenability of the ores to concentration. Manganese in the form of impregnations in sedimentary beds is found in the Denver plains area a few miles east of the Rocky Mountain front. Deposits are reported to occur intermittently over a distance of more than 200 miles. The manganese oxides occur in beds of conglomerate or arkosic sand, generally accompanied by limonite. The Manganese and iron oxides,, however, usually are found in separate layers. Three samples were submitted for beneficiation tests, two samples from Buckley Field bombing Yang, Arapahoe County, and one from near Franktown, Douglas County.

Biological treatment of mining and industrial effluents reached full scale commercialization around 1980. These proven, low cost, technologies have been limited in application due to a number of factors, including extended periods of time and cost required for pilot testing as compared to chemical treatment technologies, lack of biological expertise in metallurgical personnel, longer treatment periods in some cases, and performance failures based on improper application. Renewed interest in biological treatment technologies is being driven by permits with lower effluent concentration criteria, permits with bioassay evaluation, the need to remove thiocyanate, nitrates, sulfates and? other parameters. Chemical treatment processes, in general, have not been able to meet these present requirements, or require elaborate? combinations of processes, in terms of effluent quality and treatment economics. This paper addresses biologieal treatment of mining and industrial waste waters and selected recent advances in these technologies. On March 15, 2012, about 24 attendees from several western states attended Roundtable 2012, hosted by Knight Piésold and Co. at the Red Lion Hotel and Casino in Elko, NV. The focus of this year?s discussion was ?Acid Rock Drainage for Engineers and Environmental Scientists.? Other names may have been more suitable for the event, perhaps combining geochemistry, with air and water quality and their long-term effects on soil and rock mechanics. Bryan Ulrich (senior vice president, Knight Piésold?s Nevada operations) and Steve Lange (senior geochemist, Knight Piésold, Denver, CO), helped facilitate the discussion. Attendees included personnel from a dozen mining properties, various corporate offices and academia. There were also attendees from a geochemical testing laboratory to help respond to specific questions pertaining to testing protocol and procedures.

This report presents preliminary results of a study undertaken to investigate quantitative characteristics of the demand for steel mill products and its major end-use components. The major end uses included in the study are the steel mill products used in construction, in automobiles, in producer durables, and in consumer durables. The main objectives of the research underlying this study are as follows: (1) To formulate and estimate the empirical demand relations for steel and the four major end uses in the United States; (2) to measure and calculate the responsiveness of the U.S. per capita steel consumption with respect to the changes of the steel and other nonferrous metals prices; (3) to determine and quantify the relative importance of the underlying demand explanatory factors in contributing to the average year-to-year increases (or decreases) of the U.S. per capita steel consumption; and (4) to adapt and use the estimated demand relations in making projections of the U.S. future demand for steel and the major end-use components. After extensive preliminary investigation, three versions of simple linear demand relations are selected and estimated by means of ordinary least squares (OLS) method. The annual data for the period 1947-65 are used in the estimation. Direct and cross price elasticities of demand are computed for each of major end uses. The relative importance of demand explanatory factors in contributing to the average year-to-year changes of U.S. per capita steel consumption are also calculated. For making projections, a simple autoregressive time trend model is used in estimating the future values of independent variables. Since the estimated demand relations are valid for projections only if the estimated parameters can be assumed to be unchanged in the future, and consequently, the projections derived in the study should be interpreted accordingly.

This circular, which is a revision and combination of two previous publications,3 4/ presents information on the different types of equipment that may be used to analyze mine atmospheres, with particular reference to the application and limitations of each type. Such information is frequently requested by mining companies, State mining departments, and other agencies concerned with safety in mining who wish advice regarding methods of analysis of mine atmospheres and the equipment necessary for establishing laboratories for that purpose. Since the Haldane-type apparatus is particularly applicable to the accurate determination of carbon dioxide, oxygen, and combustible gases such as methane in mine atmospheres, that apparatus and the method of operation are described in detail. The circular presents results of a critical study of the accuracy attainable with the Haldane-type apparatus in the determination of methane in concentrations of the order of 0.25 percent, by volume. Analytical procedures involved in the other methods discussed are presented in publications referenced in this circular. Information is given also on the various accessory equipment needed in a laboratory for the analysis of mine atmospheres, and suggestions on laboratory design are included. For metallurgical plant design, it is necessary to progress through successive phases of test work, piloting and process development before involving all the other engineering disciplines and “freezing” the process design criteria and flow sheet. This process usually relies upon the experience, skills and personal preferences of various technology providers, study and engineering entities, test work and metallurgical laboratories and, most importantly, the owner’s team and its operators. Current industry trends include lower grades, more complex orebodies, geometallurgy in defining orebody variation and design envelopes, more common “hybrid” plant processes and the market demands for more reliable, timely and predictable early plant performance.This paper will discuss interaction of these trends and provide guidelines for the level of detail and technical complexity required for a number of different “typical” examples. The paper will pay particular attention to the study definition level translated into the required detail and certainty needed by the overall process “owner” and original equipment manufacturer (OEM) equipment suppliers to ensure the best real plant performance. Some recent case studies will be discussed. In many projects, at a late stage of project definition, it has become common practice to undertake a “value engineering” phase. Although it could be argued that this should be undertaken earlier, it is largely driven by an overall need to reduce capex and “optimise” the perceived “fat” built into the project during the detailed design process. This value engineering can be very counterproductive to project timing and operational performance and warrants discussion.The paper is intended to promote discussion on a topic of wide interest. A good quality assurance program at a coal mine or power plant is accurate, timely, and consistent. The quality analysis is accurate due to a complete sampling of the coal stream loaded into the unit train. The sample analysis is accurate because standardized testing procedures are applied. Once the analysis is completed, the results must be communicated to the electric utility in a timely manner. The electric utility needs the results to better manage the coal inventory at the power plants. A quality assurance program can also help the mine deliver a consistent product to the electric utility's power plants. The importance of the three major tenants for a good quality assurance program: accuracy, timeliness and consistency, are based on major changes that are taking place in the electric utility industry.

Silver and gold bearing ore from the Troy Resources NL Casposo Gold-Silver Project, located within the San Juan Province of Argentina contains a complex mix of gold, silver, electrum and silver sulphides in the ore. Casposo is a typical low sulphidation epithermal style gold–silver deposit where mineralisation is hosted within rhyolite – andesite flows and breccias. Veins are typically banded quartz–chalcedony colloform - crustiform banded with quartz - carbonate infill. Mineralisation is associated with an assemblage consisting of quartz, chalcedony, adularia, calcite, illite, sericite and trace sulphides. Gold and silver occur as electrum, native silver, sulfosalts and silver sulphides. This paper presents a case study that describes the process selection, development and engineering of a tailored process plant for the recovery of gold and silver from this ore.The original feasibility study, modelling, metallurgical testwork and engineering studies are outlined. The final flowsheet was based on minimising capital cost, operability, recovery and minimising technical risk.The process flowsheet uses the traditional Merrill Crowe route because of the high silver to gold ratio in the feed and achieves maximum gold and silver recovery while providing a common facility for future ore body treatment.

Quartz deposits are common in nature but the presence of quartz suitable for yielding high purity quartz is exceedingly rare. This paper describes a test work study on producing high purity quartz (HPQ) product to meet the tight product specifications of greater than 99.97per cent, including four and even five nines, for uses including, lighting and fibre optics and modern-day high efficiency solar panels. Due to demand in renewable energy applications the market for high purity silica solar panels known for their increasing efficiency and durability is rapidly growing. Demand continues to rise for the use of high purity quartz in semiconductors, electronics, imaging and sensor markets. Microelectronic components are created by chemically fabricating wafers of semiconductors such as silicon to obtain the desired transport of electrical charge and control of the current. The production of silicon metal from high purity quartz has been designated a Strategic Mineral by the European Commission and by the US Department of Justice due to the growing significance of this metal in various industries. The subsequent processing of quartz is the key step to adding value and aiding technological advances. Overall, the high purity quartz market is a highly secretive, specialised market with increasing opportunities for stakeholders. The attempt to produce HPQ in this work was carried out using an Australian quartz ore following a typical HPQ process flow sheet. The unit processes included primary crushing, scrubbing, magnetic separation, flotation, acid leaching followed by hot chlorination. The results indicate that grinding of quartz requires specialist equipment due to the hardness and extreme abrasiveness of the ore leading to additional iron contamination in the ground ore. The critical impurities were aluminium, iron, sodium, potassium, lithium, titanium, zircon, calcium and magnesium. The chemical refining was found effective. The hot chlorination process needed to be done at 1200°C in a chlorine – hydrogen chloride gas atmosphere. The risk of any gas being released during this stage is very serious and only specialist companies should and can carry out this step. More recent studies reported many new options that appear to facilitate the production of HPQ with the requisite purities more easily, but costly equipment along with highly trained operators are required and hence unlikely to become available in standard metallurgical laboratories any time soon.

We Americans pride ourselves that ours is the greatest, most advanced and most civilized nation in the world, yet statistics indicate that apparently we have little appreciation for the lives and limbs of the people whose efforts give us whatever greatness we possess. The latest available statistics indicate that the annual accident death rate per 100,000 of population is nearly 80 or far higher than that of any other country in the world except Chile; is more than double the rate in Hungary, Netherlands, Ireland, Belgium, Denmark, Italy, Germany, Norway, Sweden, and Finland; is nearly double that of England, Wales, the Union of South Africa, New Zealand, Japan, Australia, and Scotland; and is 25 to 40 percent greater than Switzerland, France and Canada. To make matters worse, from the viewpoint of mining; the latest available statistics give mining by all adds the worst accident rate of the major industrial occupations in the United States, the accident severity rate for mining in 1935 being listed by the National Safety Council as 10.14, the next highest rate being 4.52 for construction, and the average rate for 30 main industries being 1.58. IMPROVEMENT IN SAFETY RECORDS Offsetting to a slight extent this rather dark picture is the fact that starting about 1930 the mine-accident rate in both coal and metal mining began to fall, reaching an all-time "low" in metal mining in 1932 and in coal mining in 1933. It now appears probable that the year 1936 has again lowered the accident rate in coal mining and this, together with the fact that the years 1933, 1934, 193 5, and 1936 all set much lover accident rates in coal mining than ware achieved for any similar previous period, gives hope that the trend is definitely in the right direction, though from the above figures mine-accident severity has a long, tedious road to travel before it becomes as low as the severity rate of all other major industries in the United States.

Sustainability of energy supplies has been an issue of general interest for a long time. Whilst in the past the continuous productive use of natural commodities was in the fore, its compatibility with the environment and climate and ultimately also social aspects have recently gained more and more attention. Today many discussions focus on the climate compatibility of individual options to act. Fossil fuels, in particular coal and lignite, are generally challenged because coal use makes a significant contribution to global man-made CO2 emissions. The drastic increase in the consumption of fossil fuels is not explained by the fact that coal utilisation technologies are not or cannot be sustainable but rather by the growing world population and the endeavours numerous national economies trying to catch up economically. Coal is the world’s No. 1 fuel and, in the view of many experts, will keep this position also in the foreseeable future. The access to its deposits plays a significant role for the economies of the emerging countries. Consequently the aspects of energy security and economic efficiency need to be considered at eye level with climate compatibility. In Germany, however, the public acceptance of fossil fuels and of large industrial projects is in the focus of attention.

Throughout Chile?s history, mining has consistently been a leading industry in the country. The 1990s marked the beginning of a boom in Chile?s mining industry, especially in copper mining, due to both foreign and local direct investment in the sector. Mining?s contribution to the GDP was 15.6% at current prices in 2009, and it accounts for 56% of the country?s exports. Chile?s copper market share reached 35% in 2009. The investment portfolio in mining in Chile for the coming decade has been estimated at 90 billion US dollars. The acute scarcity of human resources currently experienced by the mining sector in Chile will be accentuated in the coming decade as a result of this scenario of investments. The situation is, additionally, similar to the one confronted by other countries involved in the mining industry such as Australia, South Africa, Canada, and in Latin America includes, Peru, Colombia and Brazil. A study carried out by Fundacion Chile, ¨Labor Force in the Chile Mining Industry, Diagnostic and Recommendations, 2011-2020? shows the projected labor shortage for the operation of projects in the development stage, considering only the requirements of the process of extraction, processing, and maintenance. The demand, accumulated incrementally, will be around 115,000 technically skilled workers, professionals, and qualified workers. This figure refers to the operational work force, and does not include the human resources that will be required for the prior stage of the engineering and construction of the projects (brownfield and greenfield). The demand for technically skilled workers and professions for the stages of engineering and construction of the projects that have already received investments is estimated to be 190,000 people for the period 2012-2020. The peak of the demand for engineering is 2012, with a figure that surpasses the 12,000 professionals for all of the engineering specialties. The analysis of the formation of human resources at the tertiary level (where tertiary includes technical/vocational and academic degrees at the undergraduate level) for mining and related majors demonstrates that the programs are scarce with a bias toward theoretical contents and that they are excessively long (40% longer than comparable programs in Australia, Canada, and in OECD countries). The completion rates are low, especially in the technical-vocational programs, which have a completion rate of only around 30%. Finally, the rates of attraction of technically skilled labor and professionals towards careers in mining are insufficient to reduce the identified skill gaps. In the case of university professionals such as geologists, mining engineers and engineers in metallurgy, 80-90% will work in mining. In the case of graduates of relevant majors, that cover skills also utilized by other industries, not only mining?such as maintenance workers, operators of fixed and mobile equipment, etc.?the mining sector appears to be unattractive for reasons such as shift schedules, geographical location of work sites, and other factors. On the basis of the available diagnosis a strategy for the sector has been developed (Workforce Development and Skills Strategy) whose objective is (i) to define a Mining Qualifications Framework to identify the critical roles to be filled (ii) to start, with public resources, a ¨fast-track? training program to assure the availability of at least 28,000 operators (machinery operators, truck drivers, etc.) and maintenance specialists in 2015 (iii) to promote the development of training hubs for mining with learning technologies to train technical labor and professionals on the basis of world class standards (iv) to design and implement a campaign oriented toward the perception of mining as an attractive field of employment opportunity (v) to develop curricular innovations for tertiary education programs, on the basis of international benchmarks. The International Seabed Authority and a number of countries have or are in the process of developing environmental impact assessment guidelines and legislation for seafloor mineral development. The formal decision to grant a project an environmental permit is based on an environmental and social impact assessment (ESIA), culminating in an environmental impact statement (EIS). The EIS needs to be supported by sufficient data upon which an assessment of impacts can be made and mitigation measures developed. Given the remote locations of many seafloor prospects, collection of sufficient environmental data to inform an EIS is often a difficult, expensive and lengthy process.

Discussion of the Paper of Dr. Douglas, presented at the Toronto Meeting of the Institute, July, 1907 (Trans., xxxviii., 455 to 471). EDGAR HALL, Silverspur, Queensland, Australia (communication to the Secretary*) :-Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the side of freedom among the younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms referred to have suffered by their secrecy is their own business-I. bold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to be proved conclusively by Dr. Douglas's own writings. In his paper on The Copper Situation,1 Dr. Douglas says "In comparing iron and copper mining, . . . it must be remembered that 2 tons of average iron ore from the most prolific source now available will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year's production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-ore would have carried only 450,000 tons of the metal copper nearer to its ultimate destination. Researchers at the U.S. Bureau of Mines have developed a FORTRAN computer program that can calculate stress states from overcoring measurements obtained from hollow inclusion cells, triaxial cells, strain gauges installed on the wall of a bored raise, doorstopper gauges, borehole deformation gauges, or a combination of any of these gauges. Such stress states are calculated with reference to global and principal coordinate systems. The background of the development of the program, its capabilities, and its special features, as well as the input required, are described in this report. Sample output is also shown in appendix C. Difficulties associated with numerical calculations of principal stresses and directions are pointed out. Threshold values for detecting these problems are reported; these values may be changed by the user as desired. Several test problems were set up to verify the computer program and were successfully solved.

Variations in delay timing can have a marked influence on blasting effectiveness and, hence, on total production costs. In single-row bench blasts, delay firing is invariably more effective than simultaneous initiation. In single-row delayed blasts, there is an optimum inter-hole delay above and below which inferior blasting results are obtained. This optimum delay is equal to the time required for each charge to just effectively detach its quota of the burden. The inter-hole delay should seldom be less than 4 ms.m-l of burden.In multi-row blasts in which holes in a given effective row are fired on the same delay, the entire burden on any effective row should be detached from the rock mass just before charges in the next effeotive row detonate. Delays shorter than this give inferior blasting results and an increased likelihood of environmental and slope stability problems. If the inter-row delay is too long, cut-offs can occur, especially where the delay unit is located outside the blasthole. For a surface delay system, the optimum inter-row delay usually varies between 4 ms.m-l and 8 ms.m-l of effective burden. The number of rows that can be fired effectively with surface delay systems (in a single blast) is limited by the threat of cut-offs. Greater interrow delays and a larger number of rows per blast can be fired to advantage with down-the-hole delay systems.There are practical limits to the timing accuracy of all available delay systems. The existence of delay time variability should be recognized and duly considered in the design of blasts.The relationship between delay timing and blasting vibrations is not discussed.
