I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. This study addressed the separation and recovery of vanadium(IV), iron, and titanium from synthetic and real leach solutions of vanadium-bearing titanomagnetite using extractant P204 (di-(2-ethylhexyl) phosphate) and P507 (2-ethylhexyl hydrogen- 2-ethylhexyl phosphonate). Based on the speciation analysis of vanadium in sulfuric acid medium, the single-stage extraction efficiency of vanadium, iron, and titanium was 94.21%, 3.45%, and 5.32%, respectively, under the optimal extraction condition of P204-P507 concentration of 15% (v/v), P204 to P507 ratio of 3:1 (v/v), TBP (Tributyl phosphate) concentration of 5%, sulfonated kerosene concentration of 80%, initial pH of 1.8, contact time of 8 min, and phase ratio (O/A) of 2:1. By confirming the predictions of the McCabe-Thiele diagram, a five-stage countercurrent extraction was carried out and the desirable extraction efficiency for vanadium reached 98.13%. The maximum co-extraction coefficient and distribution ratio of vanadium were 2.58 and 26.23, respectively. The stripping efficiencies and concentrations of a vanadium-rich solution by three stages of countercurrent experiments with 20 vol.% sulfuric acid reached 99.14% and 0.58 g/L, respectively, while almost all of the titanium remained in the organic phase. The mechanism of synergistic extraction between hydrogen ions of P–O–H and VO2+ in acidic conditions was confirmed by ATR-FTIR spectroscopy and molecular structure derivation. Besides, the separated impurity ions ( Fe2+) after oxidation, precipitation, and roasting process form a qualified iron oxide pigment with a total iron content of 97.2%.

Based on the commercial computational fluid dynamics software, Fluent, the fluid flow and temperature field in an iron-bath reactor were simulated numerically, and the effects of top-blown and side-blown operating parameters on the mixing time of iron bath, distribution range of oxygen in top space, and post-combustion ratio were investigated. The simulated results showed that the mixing time of iron bath increased initially and then decreased with the increase of inclined degree and immersion depth of side-blown lance. The distribution range of oxygen became wider as pulling the top lance away from the iron bath. Furthermore, post-combustion ratio was reduced given the top lance was too close the bath. The simulation results provide theoretical base for the process optimization of iron-bath reactor and further development of new type iron-bath smelting reduction process.

"Antiscalants were evaluated for control of calcium carbonate (CaCO3) in gold processing applications. Under severely supersaturated conditions, 100 percent inhibition was achieved with 30 ppm antiscalant. Laboratory and field testing established that an antiscalant could both inhibit scale buildup and remove an estimated 0.5 kg/m2 per annum of pre-existing scale. A program was developed to control CaCO3 at a gold mill experiencing severe scale buildup. Annual accumulation of as much as 3 cm of scale in process piping was reduced to unmeasureable levels when 10 ppm antiscalant was applied. No scale-related upsets in mill operation occurred during a five-month trial period.INTRODUCTION Inorganic mineral scale is a crystalline deposit that forms when dissolved mineral constituents exceed the solubility of the respective mineral phase. Formation of mineral scale adversely affects a wide range of industries and is of particular interest in mining and metals processing. Scale affects numerous stages of metal extraction processes. Restricted flow in piping, nozzles, valves, screens, pumps and other components used to transport mineral slurries, metal concentrates, and tailings as well as scale in millwater and thickener overflow circuits are primary concerns (Alfano & Boffardi, 1994). Heap leaching, comminuation, flotation, vat leaching, carbon adsorption, and heat exchangers as well as oxidation steps used in processing sulfidic ores are among key unit operations that may be adversely affected (Simmons & Gathje, 2003). Antiscalant chemicals are designed to prevent formation and growth of mineral scales such as CaCO3. These chemicals, which include two primary classes – phosphonates and anionic carboxylate polymers and copolymers - are added to the gold processing stream at low parts-per-million (ppm) concentrations to interfere with nucleation and growth of scale forming crystals and to disperse fine particulate material. Application points may be located throughout the gold extraction process. Evaluation of the performance of antiscalants plays a critical role in determining the best product for a specific application. Performance evaluations include laboratory testing, pilot scale studies, in-plant trials, and ongoing performance monitoring during mill operation."

Considerable borehole investigation work has been completed at a proposed site at Sellafield in Cumbria, supplemented by seismic surveys, other geophysical sensing and geological mapping. The focussing of investigation on the rock mass itself will be achieved by means of the planned underground rock characterisation facility, giving access to depths of about 800 m in the strong, low-permeability basement rocks of the Borrowdale Volcanic Group. Characterisation work undertaken during the sinking phase and interaction with continuing surface-based exploration and monitoring should permit a firmer assessment of the long-term safety of a repository. Key considerations in the choice of a design for the repository include the waste handling method, underground inlet cell, underground vaults, vault environment and environmental effects

Modern electrolysis technologies can provide possibilities for developing sustainable processes in terms of energy and environment. Laboratory experiments were carried out to study electrodeposition of iron from molten salts and aqueous solutions using an inert oxygen evolving anode to eliminate the emissions of CO2. The possibilities of molten salt electrorefining of metallurgical grade silicon to produce solar grade silicon were also investigated. Electrochemical techniques were used to study the electrochemical behaviour of dissolved iron, silicon, and titanium species. Bulk electrolysis was carried out to deposit pure iron, silicon, and titanium. The quality of the deposits was studied by SEM/EDS and XRD analyses. Based on earlier tests that showed steel to be much more likely to cause frictional ignition than tungsten carbide, the Bureau of Mines redesigned coal-cutting bits to reduce the hazard of face ignitions. Two bit designs--a mushroom-shaped bit with a conical shank and a dove-tail bit with a rectangular shank--are described, as well as bit wear tests conducted in the laboratory and in an operating coal mine. In laboratory tests, for 1/8-, 1/4-, and 1/2-in-deep cuts and cutting speeds of 280, 500, and 660 ft/min, the mushroom bit had significantly longer tip wear life than the conventional bit; the dovetail bit was also superior to the conventional bit. Results of in-mine tests on the mushroom bit agree well with laboratory results. In-mine tests of the dovetail bit are underway.

Management teams at mining companies begin to ask themselves whether to take a company public and, if so, how to do it as they approach the normal threshold for going public in terms of revenue and operating performance. Today, the expense of going public generally suggests the company has at least $20 million in annual revenue and at least $2 million in cash. The revenue number can be lower for mining companies with large reserves. In order to properly attract the investing public, the company must also be operationally strong with robust prospects. The company should have a strong management team and a consistent history of double-digit growth that will continue into the foreseeable future. Assuming the thresholds are met, a company?s management needs to weigh the pros and cons of going public.

ENAMl's Paipote Smelter commenced operations in 1951. At present, it processes 230,000 tonnes/year of green feed in a conventional smelter, which comprises one reverberatory furnace, two Hoboken, one Peirce-Smith converters and one rotary anode furnace. The feed is composed of 83% copper concentrate and 17% metallic copper precipitates, which results in a feed average grade of 32% of copper content. The final products are 75,000 tonnes/year of copper anodes and 48,000 tonnes/year of sulphuric acid. At present, the plant is undergoing a modernization to expand the smelter capacity to 300,000 tonnes/year of green feed and increase the sulphuric acid production to 100,000 tonnes/year. This will be achieved with the installation of an El Teniente Converter and an expansion in the acid plant. The work began in November 1991 and is scheduled to be in operaton by March 1993. The paper provides an overview of the modernization plans and results achieved to-date.

As part of an over-all laboratory and plant test program to determine mixing ad other techniques for a more economic use of bentonite as an iron ore pellet binder, a settling test for measuring the bentonite content within a pellet or a batch of pellets has been developed. Through this test, it has been shown that dry fracture load is directly proportional to bentonite content in batches of pellets, but inversely propor tional to bentonite content in individual pellets of the same batch. This apparent paradox is explained by a negative correlation between a pellet's size and its bentonite content and the fact that large pellets can withstand a higher fracture load than small pellets. In past attempts to characterize green and dry iron ore pellets, the authors found large variations in the results of strength tests on closely sized pellets from the same batch.' Reasons advanced for such variations in the quality of pellets in which the binder is bentonite were the presence of internal flaws and the nonuniform distribution of the binder. Even when resulting pellet strength is good, there is still the question of whether the same strength could have been attained through a more effective use of a smaller amount of bentonite. The authors' own and other studies 2-3 have pointed out the strong dependence of pellet strength on the degree of "mixedness" of the iron ore concentrate and the bentonite binder. The phases of a typical exploration program for sand and gravel resources include: (1) collection and assessment of existing information; (2) air photo interpretation and remote sensing; (3) ground investigation and mapping; (4) sampling and testing; and (5) data storage, retrieval, analysis and presentation. Depending on the purpose, time frame and funding available for the study, these phases, and the various techniques used within each phase, will vary. Once a sand and gravel deposit has been located, defined in size and quality, and found to be suitable for a given purpose, it can then be classified as a granular resource.

Potential changes in government policy, such as tax incentives, E.G.M.A. allowances, etc. affect the economic future of present and proposed mining ventures.This paper will discuss various measures of effectiveness normally used in assessing this future, such as discounted cash flow, etc., and will describe means of introducing uncertainty into the computations. As the recognition of risk and attitudes toward accepting it are very important in the life of a mine executive, there will be a brief discussion of utility theory and its application to risk analysis.Risk models are usually of a size to warrant the use of an electronic computer. Therefore, to demonstrate the simple interaction necessary between a financial analyst and such a model, data will be read into a remote computer from a time-sharing terminal in the meeting room. The extractive mineral industries share a number of common characteristics and basic problems which are completely different from those associated with manufacturing and mercantile operations. These industries now supply about 95% of the inanimate energy consumed in this country, and share with agriculture in providing virtually all of our basic raw materials. Mineral producers, like farmers, are subject to the economic hazards of fluctuating markets and prices. Unlike farmers, however, they cannot renew the productivity of the earth, but must seek continually for new sources of supply. The necessity for exploration and development of new reserves, to replace those used up by production, introduces additional factors of economic risk. These operations require the expenditure of large amounts of capital, often well in advance of any assurance of profitability. Commercial banks that understand these special problems can provide a variety of constructive financial services to the mineral industries. The history of cooperation between banks and mining enterprises has yet to be written, but there is every indication that it would encompass a period of hundreds of years. Records refer to depository and lending services by the early European private bankers involving precious metals and jewels. Many of the exploratory voyages to the Far East and the New World were organized with the financial backing of wealthy syndicates, some of which also provided banking services, in the hope of finding new sources of gold and other precious minerals. In the United States many large banks are closely identified with the development of some of the larger mineral deposits such as the Mesabi Range and the gold fields of California.

Blasts should be designed so as to maximise the percentage of charges which shoot to a free face (Le, to a pronounced rock/air interface).Free faces should be rough, parallel and reasonably near to blastholes and, very importantly, concavely·biplanar relative to the charges (see Fig. 6b). The presence of biplanar free faces requires that each charge fragments and detaches its quota of the burden rock before the detonation of:1. later-firing adjacent charges in single-row blasts, and2. dependent charges in multi-row blasts.In multi-row blasts, biplanar faces are best achieved:1. by drilling blastholes on equilateral triangular grids,2. by selecting a VI, V2 or V3 initiation sequence, and3. by using down-the-hole delays.Biplanar faces start to be created only when the conventional value of effective blasthole spacing/effective burden distance (Se/Be) increases beyond about 2.4. Values of Se/Be less than about 2.4 result in planar free faces. Where biplanar faces are created, conventional values of Se/Be are invalid and appreciably greater than real values of Se/Be.

Improved haul-road conditions can have a positive impact on mine operations, resulting in heightened safety, productivity gains, longer tire life and lower maintenance costs. For these reasons, a monitoring program is required to ensure the operational efficiency of the haul roads. Currently, at Bald Mountain Mine, monthly site severity studies, ad hoc inspections by frontline supervisors or operator feedback reporting are used to assess road conditions. These methods are subjective and provide low temporal resolution data. This case study presents novel unmanned aerial vehicle (UAV) technologies, applied on a critical section of haul road at Bald Mountain, to showcase the potential for monitoring haul roads. The results show that orthophotos and digital elevation models can be used to assess the road smoothness condition and to check the road design compliance. Moreover, the aerial mapping allows detection of surface water, rock spillage and potholes on the road that can be quickly repaired/removed by the dedicated road maintenance team.

"Nickel concentrate smelting started in Harjavalta in 1959. First, flash smelting - Peirce-Smith converting route was applied, and the high-grade converter matte was further refined to nickel cathodes. In 1995 the original smelter flow sheet was simplified with the novel DON (Direct Outokumpu Nickel) technology. In Harjavalta with the DON technology, high-grade nickel matte with low iron content is produced in flash smelting furnace directly without subsequent converting stage. The metal values in the smelting slag are recovered in an electric furnace as an iron containing bottom alloy. Main special features in Boliden Harjavalta nickel smelter are smelting of high-magnesia concentrates, the high recoveries of nickel and copper, as well as those of PGM`s and cobalt.Sulfur and dust emissions to air can be seen generally as one main disadvantage of nickel smelting operations. In Harjavalta continuous improvements in environmental performance has been rewarded by minimum sulfur and dust emissions to the environment and working atmosphere. Today Boliden Harjavalta’s nickel smelter is presenting state-of-art-technology at nickel smelting.This paper describes the nickel smelter process and includes recent production and emission data. It describes features required to achieve environmental and occupational hygiene goals and compares environmental performance data to that published on other smelting operations. General description of New Boliden Way is presented and a case example of production stability project is also presented."

Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry is how to train both an aging workforce and the expected influx of new miners and mine managers as older workers retire. Thus, a review of some of the basic principles of adult learning may be helpful to mine trainers. This paper discusses the principles of adult learning based on research in education and psychology. It stresses the importance of taking a systems approach to training, focusing on the relationship between the environment and technology, and understanding how workers interact with both. The authors argue that the principles of adult learning and a systems approach are fundamental to the delivery of effective training in the mining industry. Examples of training programs developed by the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health are presented within two broad performance domains: routine and nonroutine skills. Basics of curriculum development are also briefly presented to provide the mine trainer with a template for program development.

The modified polypropylene was obtained from isotactic polypropylene (iPP) in spheres by irradiation with gamma rays in the presence of acetylene. A new morphology with distinct rheology is obtained by this process in which occurs: degradation, branching and/or crosslinking. The objective of this study was to investigate the effects of thermal aging on the crystallinity and morphology of the modified polypropylene, High Melt Strength Polypropylene (HMS-PP). The thermal stability was evaluated after aging of samples using a stove at temperature of 90 °C, in presence of air at different periods of time. Aging effects were characterized by: Thermogravimetry analysis (TG), Differential scanning calorimetry (DSC), Infrared spectroscopy (FTIR) and Scanning electron microscopy (SEM). In thermooxidative conditions, the formation of oxidation products essentially involves a hydrogen abstraction by the peroxyl radical, leading to hydroperoxides as primary products and chemical degradation in the immediate crack tips. The effect of thermal degradation (chain scission and oxygen diffusion) on iPP was a more intense crack formation. Surface cracks increased with the aging time. In comparison of iPP, the modified PP samples had a morphological barrier inhibiting the penetration of oxygen into the sample and in consequence limit the propagation of degradation

During the design and operation stages of a block caving project, a large amount of research and development work has been undertaken in the Tongkuangyu Copper Mine. This paper presents the research achievements from these studies, including a rock mass quality evaluation method, cavability prediction, fragmentation evaluation, caving mechanisms, a computerised production scheduling model and the optimised draw control system. The main features of the block caving system in the Tongkuangyu Copper Mine are also discussed.

On December 12, 2018 at 4:14 AM EST, an earthquake registering a 4.4 magnitude on the Richter Scale occurred in central Tennessee. According to a survey posted on the USGS website, this earthquake was felt throughout the southeast and even as far away as Arnold Nebraska. That’s over 900 miles (1,448 kilometers) from the epicenter. We recorded the vibrations from this earthquake on 44 different seismographs that were set up with remote access to continuously monitor vibrations from blasting activities. Having this data gave us an opportunity to compare the vibrations caused by earthquakes and blasting. A simple observation of the amplitudes, frequencies, and durations is enough to notice that vibrations from earthquakes are very different than vibrations caused by blasting in mining and construction. We were also able to observe the dissipation of the vibrations from the earthquake and see if the low frequencies, that are typical of earthquakes, dissipate at a consistent rate. Regression calculations were performed in order to see if there was a good data fit and if a specific vibration prediction could be made based on the magnitude of an earthquake. “How does quarry/mining/construction blasting compare to the Richter Scale?” This is a very common question that we get from homeowners when discussing vibrations due to blasting activities. This paper is intended to provide some simple answers for such a complicated question. Both the Richter and Mercalli scales are compared to the particle velocities as they were recorded from this earthquake.
