The Hunter Region, with a major part of the coal resources of New South Wales and a long history of coal mining, has experienced a rapid expansion of coal resource development in recent years. While there are inevitable conflicts between mining, urban development and related infrastructure, and between mining and other resources, the application of sound planning practices, and improved co-operation and co-ordination among the various parties, helps to reduce such conflicts. The planning process involves consideration of factors such as transport- ation (including port facilities), mine subsidence, provision for surface facilities, a,iC the need for buffer 'ones. In addition, provision must be made for urban expansion, often co-existing or in close proximity to present or future coal mining development. Approval of coal mining developments takes place within the legislative framework of the Environmental Planning and Assessment Act, 1979 (EPA Act), the Coal Mining Act, 1973 (CM Act) and the Mining Act, 1973. Considerable effort has gone into stream- lining and co-ordinating the procedures under these Acts. The EPA Act provides for regional and local environmental plans, as well as a linked process of development control and environmental impact assessment. The CM Act provides for the grant of exploration and coal mining titles and mechanisms for the responsible management of Mining.

The National Coal Resource Assessment – 2000 project was a multi-year effort by the U.S. Geological Survey to identify, characterize, and assess the coal resources that will supply a major part of the Nation’s energy needs during the 21st century. The purpose of the USGS National Coal Resource Assessment (NCRA) was to (1) digitally assess selected coal beds and zones that will be the most important in the next few decades, (2) create publically available stratigraphic, geochemical, and geographic information system (GIS) databases to answer a variety of questions of importance to government, industry and public decision makers, and (3) provide interpretive geologic and geochemical information for the primary coal resources of the Nation. Five priority regions were assessed: the Appalachian Basin, Illinois Basin, Gulf Coast, Illinois Basin, and Northern Rocky Mountains and Great Plains. The NCRA was a cooperative effort between the USGS and a number of State geological surveys in these coal-bearing regions. A study of coal resources on Federal lands was also conducted. Adequate energy supplies and the efficient use of those supplies are critical to the economic well being of a country. Affordable and reliable coal supplies are essential to the interests of our national and local policymakers. Policy makers require a range of information on the energy supply, as well as the economic and environmental issues associated with that energy source and its use. Formulation of an effective national energy policy and development of energy resources requires that we understand the geology, distribution, quality, and size of the national energy endowment.

Coal production in the United States in 2007 totaled 1.03 Gt (1,145.6 million st), according to preliminary data from the Energy Information Administration (EIA) (Ta-ble 1). This is a decrease of 1.5 percent, or 15.6 Mt (17.2 million st) from the 2006 record level of 1.05 Gt (1,162.7 million st). Although coal production declined in 2007, U.S. total coal consumption increased for the year. Coal consumption in 2007 in the electric power sector was higher by 1.9 percent, while coking coal consumption decreased by 1.1 percent and the other industrial sector declined by 5 percent. (Note: all percentage change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2007, while coal imports remained at about the same level. Total coal stocks increased slightly during the year, as some consumers continued to rebuild their stockpiles that had been seriously depleted in 2005 due to transportation issues. The growth in coal consumption during the year was primarily a result of the weather-related increases in the demand for electricity in 2007. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers) in the United States grew in 2007. Coal-based generation also increased, resulting in a 17.9-Mt (19.8-million-st) increase in coal consumed in the electric power sector. Coal use in the nonelectricity sector decreased by 3.8 percent to 74.7 Mt (82.4 million st). In the international markets in 2007, U.S. coal exports increased to levels not seen in recent years while coal imports were mostly static. U.S. coal exports totaled 53.7 Mt (59.2 million st), an increase of 8.6 Mt (9.5 million st) above 2006. Coal imports in 2007 ended the year at 32.9 Mt (36.3 million st), 91 kt (100,000 st) higher than in 2006. Coal prices in 2007 were split, with most domestic prices higher for the year while the international prices were overall lower. Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. Coal seams form over millions of years by the biochemical decay and metamorphic transformation of plant materials. This coalification process produces large quantities of byproduct gases, such as methane and carbon dioxide. The amount of these byproducts increases with the rank of coal. It is the highest for anthracite, where for every ton of coal nearly 1,900 lb of water, 2,420 lb (20,000 ft3) of carbon dioxide, and 1,186 lb (27,000 ft3) of methane are produced [Hargraves 1973]. Most of these gases escape to the atmosphere during the coalification process, but a small fraction is retained in the coal. The amount of gas retained in the coal depends on a number of factors, such as the rank of coal, the depth of burial, the type of rock in the immediate roof and floor, local geologic anomalies, and the tectonic pressures and temperatures prevalent at that time. The gases are contained under pressure and mainly adsorbed on the surface of the coal matrix, but a small fraction of gases is also present in the fracture net-work of the coal. Methane is the major component of gases in coal, comprising 80%–90% or more of the total gas volume. The balance is made up of ethane, propane, butane, carbon dioxide, hydrogen, oxygen, and argon.

Gas management practices across the Australian underground coal industry have evolved significantly since the early nineties with the introduction of hazard management plans, directional drilling techniques, surface gas predrainage methods, and the widespread use of ventilation and gas reservoir simulation software.The improvements are evidenced by a substantial reduction in the occurrence of outbursts and gas related delays during a period where coal production rates have increased three to four fold. The development of effective gas predrainage strategies have been afforded by the use of reservoir simulators and a significant increase in the availability of measured gas reservoir data, in particular gas content and composition, adsorption isotherms and permeability. That said significant opportunities remain to optimise gas drainage designs and increase certainty in the gas predrainage design process through an enhanced understanding of coal seam permeability and how it is applied in the gas drainage design process.This paper describes the discrepancies between measured and actual seam permeability found during the recent assessment of two pilot predrainage programs executed in the coal measures of Queensland’s Bowen Basin. The results of those programs illustrate the need to better understand the validity of measured permeability data. The history match method employed in the pilot well assessments is proposed as an integral step in the routine gas drainage design processes that will ultimately lead to increased certainty and flexibility in gas predrainage practices.CITATION:Blanch, M, 2017. For bituminous and lignite coals the economic picture continued to improve as it has each year since the low of 1961, with production at 480 mil- lion tons in 1964 compared with 1963's 459 million tons. The anthracite industry produced 16.3 million tons in 1964 and 18.3 million tons in 1963. The industry is looking toward a further expansion; among the new developments will be a mining wheel producing 3 million tons of lignite per year in South Dakota. It is expected that electric power generation will continue to provide the market for most of the increase in consumption, with exports second in importance in the expansion. Improvements in methods of mining and transporting coal underground and in strip mines, and the cooperation of carriers in finding ways to reduce transportation costs to distant markets, have made possible these expansions. Research continues to reduce costs of mining, transportation, steam generation of electric power and production of steam for space heating and manufacturing processes, to retain some markets and expand others. Other research seeks to expand markets by developing fuel from coal which will be more attractive than competing fuels, by reducing sulfur and other sources of air pollution. Public relations efforts of the industry are bearing fruit in a greater acceptance of coal as a modern fuel.

"This paper discusses the variation of coal strength based on the megascopic coal lithotypes for Central Appalachian high-volatile A coal beds. The composition of coal beds is complex and variable, depending on the depositional environment associated with original plant material, inflow of clastic material, and water level fluctuations in the original swamp/mire environment. Thus, different types of coal and sediment are formed within each coal bed. These differences in coal composition were first classified by Marie Stopes, a paleobotanist, in 1919. The classic coal megascopic lithotypes are vitrain, clarain, and durain, which correspond to bright, bright banded, and dull coal, respectively. Stopes also identified that the lithotype fusain, which is mineral charcoal, has no inherent strength and can act as a plane of discontinuity. In this study, two other coal-bed lithologies are also considered—bone and carbonaceous shale. This makes for a comprehensive suite of coal-bed stratigraphic components apart from rock partings. A total of 1,000 uniaxial compressive strength (UCS) and 440 indirect tensile strength (ITS) tests were conducted on cores from southern West Virginia that were specifically logged and described using the megascopic coal lithotype nomenclature. Statistical analysis is presented showing the results for each lithotype group with mechanical properties correlated to the lithotype. Previous studies have analyzed the mechanical breakage properties associated with coal lithotypes, which correlate well with these results. However, coal rank does appear to be a contributing factor, and this study is confined to only high-volatile A bituminous rank. Application of these results would be well suited to a rock mass classification system to address coal pillar rib stability. This would allow for rib support design and implementation to consider relative coal strength by visual observation of the seam stratigraphy through ongoing observations within a mine. Changes in seam composition can be readily identified, allowing the adjustment in rib support design. Another application would be for the determination of numerical modeling inputs based on detailed seam stratigraphy. However, these results, even with the standard strength reduction criteria, may not be applicable to currently accepted empirical coal pillar design procedures."

The Coal supply and demand review arrived too late to appear in the May issue. In 1991, the US coal industry produced 902 Mt (994 million st) of coal, according to preliminary data compiled by the Energy Information Administration (EIA) (Table 1). This amount was 32 Mt (35 million st) less than the record 933.5 Mt (1 billion st) produced in 1990. Most of the decrease in coal production occurred east of the Mississippi River. The substantial stock buildup that stimulated production in 1990 was not repeated in 1991. In addition, coal consumption by electric utilities and coke plants dropped by about 1.8 Mt and 4.5 Mt (2 million and 5 million st), respectively. Moreover, a higher level of coal exports failed to bolster the 1991 production. Production Surface mines accounted for about 59% of the 902 Mt (994 million st) of coal produced in 1991. Underground mines produced for 41%. More than one-fourth of the total coal output was from federal and Indian coal leases. Production of all ranks of coal, except subbituminous, declined in 1991. Bituminous coal is produced mainly in the East. It totaled an estimated 590 Mt (651 million st), a 6% decrease. Production of subbituminous coal, mostly in the West, rose 3% to a record 228 Mt (252 million st). Lignite output was from Texas and North Dakota. It decreased by 1 % to 79 Mt (87 million st). Anthracite production, all from eastern Pennsylvania, fell by 17% to 2.7 Mt (3 million st).

The purpose of this afternoon’s presentation is to highlight the investigative proce dures employed to complete an engineering audit of a mining operation. Skelly and Loy has been retained to perform operational audits throughout the nation’s coal fields, The need for such studies is generally associated with long term coal supply contracts and is typically initiated by the utility company. However, a number of projects have been commissioned by mining companies while others have been jointly funded by the utility and mining company.

GENERALTHE coal deposit, where it is being worked, consists of a bed of brown coal varying in thickness from 120 ft. to 200 ft., covered by an overburden of clay, drift, loam, etc., of a thickness of 22 ft. to 40 ft., and averaging 28 ft.The overburden is first entirely removed from the coal, and then the coal is excavated by. large revolving shovels which work at the bottom of the hole or open cut in the coal and deliver it in shovel bucketfuls to the transport system. The shovels owned by the Commission and available for this coal excavation are two Bucyrus steam revolving shovels, one being type 150B, weighing 150 tons, having a 21-cub. yd. bucket, and capable of digging a 47-ft. face; and the other being type 175B, weighing200 tons, having a 31-cub. yd. bucket, and capable of digging a 61-ft. face.In addition to these two steam shovels, the Commission has recently obtained a No. 250 Ruston electric revolving shovel weighing 340 tons, and having a bucket of 10 cub. yd. capacity, and capable of digging a 75-ft. face. When this electric shovel has been erected it will replace the steam shovels on the coal excavation, and the permanent transport system has been designed to take delivery of the coal from its bucket.The duty to be performed by the transport system is to take the coal from the shovels, elevate it out of the open cut, transport it to the screening house, deliver it iuto the hoppers at the top of this building, then to take the coal after it has passed over the screens and distribute the required grades to the power house and to the briquetting plant.

The shipment of coal, ores, and minerals in bulk form during the winter months presents a difficult problem in emptying rail cars. U. S. Steel Research in cooperation with U. S. Steel Coal Operations bas laboratory tested and field monitored the effectiveness of using freeze conditioning agents (FCA) to minimize the frozen coal problem. This report examines, in an overview manner, our experience after four seasons of treatment using different FCA agents on raw and preparation plant products. Our observations indicate that if an FCA is applied correctly it is effective mineral to mineral. Freezing problems still occur at the interface between the coal and the metal of the car sides and bottoms. Leading chemical suppliers have made positive improvements in their FCA formulations with second and third generation products. Further advances are needed to make chemical treatment for the prevention of frozen coal a real full-proof method.

Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia?s underground coal mining industry has reported few new cases of pneumoconiosis for over twenty years. Mortality from Coal Workers? Pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in x-ray surveillance programs are also lower in Australia. To understand this disparity, the National Institute for Occupational Safety and Health was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among United States coal miners. A number of factors, including coal dust exposure, silica exposure, and coal rank were examined as potential contributors to the above observed differences. Comparison of coal rank data from each country did not show any significant differences. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. Assuming that quartz is contributing to the greater number of cases of advanced pneumoconiosis in the U.S., more effective dust control measures, as well an independent exposure standard for respirable quartz in coal mining, need to be implemented to prevent this potentially disabling condition.

"The reduction behavior of low-grade lump hematite ore (100% 20-50 mm) has been evaluated by performing a series of coal-based direct reduction roasting tests followed by magnetic separation under different process conditions such as roasting time, temperature, reductant type and dosage, and grinding stage. To investigate mineralogical transformation and reduction characteristics of lump hematite ore, roasted ores and magnetic concentrates were analyzed by X-ray diffraction (XRD), scanning electron microscopy (SEM) with energy dispersive spectrometer (EDS) and polarizing microscope. The results have shown that a magnetic concentrate with a total iron (TFe) grade of 90.7% was produced at an iron recovery of 83.9% when lump hematite ore was reduced at 1,200° C for five hours using 35% lignite as a reductant followed by two stages of grinding, for 20 min and 30 min each, and low-intensity magnetic separation. The degree of reduction is closely related to the change in the internal structure of the roasted ore. Lignite with a higher fixed carbon content and lower ash generated roasted ore with a more highly porous structure, which provides better permeability of reducing gas. Magnetite, fayalite and wustite were the dominant intermediates of coal-based direct reduction of lump hematite ore. Parts of wustite reacted with SiO2 or Al2O3 in gangue and generated fayalite or hercynite. FeO in fayalite was replaced by CaO to produce wustite, which was finally reduced to metallic iron. However, Fe in fayalite and hercynite produced with low contents of CaO cannot be reduced into metallic iron. Introduction Low-grade hematite ore, characterized by low Fe content and high SiO2 content, cannot be treated by traditional mineral processing methods due to its nonmagnetic property and fine liberation size. The direct reduction (DR) roasting process has been studied and proven satisfactory in treating difficult-toprocess ores, such as low-grade nickel laterite oxide ore (O’Connor et al., 2006; Cao et al., 2010; Guo et al., 2011), high phosphorus oolitic hematite ore (Li et al., 2012; Yu et al., 2013), low-grade hematite ore (Wei et al., 2013;) and iron ore tailings (Li et al., 2010), which greatly expand the resources of usable iron ores (Srivastava and Kawatra, 2009). Therefore, the use of a DR process to treat low-grade hematite ore to produce direct reduced iron (DRI) is of great interest to many researchers of mineral processing and metallurgy (Weissberger et al., 1986)."

For the first half of the 21st century, the United States will rely on the same mix of fuels it has for the past 50 years. Petroleum for the United States will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in stress on the gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging “piggy-back” trailer haulage, co-generation for manufacturing and expanded passenger service.

A simple process for making filter aids from coal by controlled carbonization at 800-1200·C is described.Several possible variations in reactor design have been used experimentally, involving fluidized beds of carbon or inert material, reaction of the particles while entrained in air, and a combination of entrainment and fluidization.Product yields depend upon the composition of the parent coal but are always less than the sum of the ash and fixed carbon values determined by the proximate analysis. The product yield also depends on the air-to-coal ratio, which affects the amount of coal substance burned and the temperature attained. Particle residence time and reactor temperature affect the degree of devolatilization of the product and hence its wettability. The filtration behaviour of carbonaceous filter aids is greatly influenced by the size distribution, shape and physical properties of the particles-parameters which are largely determined by fue type and particle sizing of the coal used.Carbonaceous filter aids are distinctly different from other types commonly used and extensive industrial applications are anticipated in a wide range of industries ranging from food to mineral processing.

MOST OF THE key items in the bituminous-coal and Lignite industry declined in 1954 compared with 1953. Production, consumption, exports, average value per ton, men working, and days worked all declined; however, in the field of mechanization, the percentages mechanically loaded, mechanically cleaned, mined by auger, and mined by stripping all increased, as did production per men per day. Production.-The output of soft coal in 1954-391.7 million tons- was 14 percent less than the 457.3 million tons produced in 1953. The lower production in 1954 was due largely to a sharp reduction in consumption in the United States and to a drop in exports.

THE DOMEST[C bituminous coal and lignite industry remained fairly steady in 1959 compared with 1958. Although mechanization continued to expand and production increased slightly, consumption, average value, exports, and employment decreased. The percentage of underground production mechanically loaded, the percentage of total production mined by stripping, and tonnage per man per day were at their highest levels. Production was retarded in 1959, largely owing to the steel strike and reduced exports.
