Mines and plants for sale, downsizing, bankruptcies, consolidation, slab imports, minimill growth displacing traditional integrated steel-making. These are some issues for North American iron ore and integrated steel producers. But the blast furnace still remains the workhorse of the ironmaking industry. And direct reduction and other alternate ironmaking technologies have yet to make any serious inroads in North America. How come? This article addresses the current state of primary ironmaking in the changing North American steel industry, the direct reduction market and new technologies under development that may hold some promise.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

A high effective method using a hammer mill, a column pneumatic separator and an electrostatic separator was studied for recycling copper from waste printed circuit board. The factors influencing the copper liberation degree and following separations were discussed. Two different physical separating methods were compared and discussed. Experiment results show that a well-controlled impact action can produce a satisfactory degree of copper liberation at a relatively coarse particle size. Around 90% copper recovery from printed circuit board for coarse particle size can be achieved by using a combination of electrostatic separation and pneumatic separation.

The grade of ore at Marvel Loch mine is directly related to the presence or absence of shear zones and quartz-sulfide-rich hornblende (¦ diopside) veining within areas of plagioclase alteration. An experienced geologist can identify these features in hand specimen. Practical rules have been developed to assist this visual identification. The structural sites and styles of alteration and veining most conducive to gold mineralisation have also been determined. The work has enabled a better understanding of the geological controls on mineralisation at Marvel Loch, and has clarified geological understanding for optimisation of grade control modeling, ore block mark-ups, and minimisation of ore loss and dilution during excavation. In addition to this, it has enabled a detailed understanding of mine scale structural controls, geometry and relative grade relationships.

This paper deals with the concept of a Quality-Assurance Manual, to the ISO-9001 Level, for quarry blasting in the urban environment. A case history of the incident, which led to its development, is presented in addition to three other case histories. These case histories are related to the potential effectiveness of a well thought-out and applied Quality-Assurance Manual in the conclusions. The basic principle, behind the development of a Q-A manual, is to supply a maximum of quality assurance with a minimum of disturbance to the operation of the quarry. This requires that every intervener in the quarry blasting operations, from management to labourer, be made responsible for the quality of their work. This basic goal can be achieved with a minimum of paper work and added bureaucracy. The manual respects the ISO principle that: Q-A Manuals are not recipe books and should allow for continuing technological developments.

"This paper presents an objective model for the estimation of fire risk potential of an underground coal mine panel by the bord-and-pillar method of mining where extraction is carried out by depillaring with caving. The fire risk rating procedure for the estimation of fire risk potential involved in the panel is described in detail. The model developed thereof is tested with the field data collected from different collieries across the country along with the laboratory data for critical assessment of fitness of the model. Some results showing the validity of the model are also cited here. Introduction The occurrence of fire in underground coal mine panels is quite common in India and elsewhere. These fires cause extensive loss of resources.Although substantial work has already been done by different research organizations, the problem has not been fully eliminated.The causes of panel fires depend not only on the spontaneous heating susceptibility of coal, but also on the extraneous conditions created in the panel due to the mining operations. From the studies done so far by various organizations, it is apparent that two types of parameters associated with spontaneous heating of a coal mine panel exist: intrinsic and extrinsic. Parameters related to the nature of coal, i.e., its physicochemical characteristics, petrographic distribution and mineral make-up are intrinsic, while the extrinsic parameters are related to the atmospheric, geological and mining conditions such as scope of leakage of air into the panel, wetness of mines, heat dissipation capacity of the panel, gassiness of seam, geological disturbances, method of extraction, size of panel, etc.Banerjee (1982) identified twenty-two mine parameters such as spontaneous heating susceptibility of coal, method of mining, geological disturbances, quality of overburden, degree of consolidation of coal mass, scope of accumulation of coal fines, etc. that can influence spontaneous heating in underground mines. He used the terms “high” and “low” for fire risk rating of each of these parameters. Since this approach is oversimplified, it can not determine the exact fire risk potential of an underground working."

The paper presents an optimal mine planning system designed to simultaneously optimize all the underground mines of large South African gold and platinum mining corporations. The system, code named PlanIT-OPTIM, is a multi-stage solution involving the use of adetailed 3D CAD-based mine planning system (CADSmine™V4). The mine design and scheduling rules defined in CADSmine™ are responsible for simulating mining sequencing, rock mechanics, and ventilation, etcetera. Feasible production ranges generated by CADSmine™ and various high-level mathematical models are used as inputs to a mathematical optimization engine. The optimization engine produces optimal production profiles (i.e. key business indicators such as tonnages, mineral and areas extracted per time period) by maximizing net present value. Other objectives such as profit continuity, production continuity and maintaining available reserves can also be specified as optimization criteria. The final step in the PlanIT-OPTIM process is to convert the optimal production profiles into practical and attainable business plans. This is achieved through the CADSmine™ Detail Optimization Engine that modifies the original CADSmine™ schedule to match the optimal production profiles. With current methods it is an impossible task to find the best business plan for a mining corporation in any reasonable period of time should conditions change (e.g. gold prices, exchangerates, grade estimates, etcetera). The fast turn around time achieved through PlanIT-OPTIM makes it possible to do several ‘what-if’ scenarios in a reasonably short time. PlanIT-OPTIM has already been used in the gold mining industry to find optimal business plans for a mine.

Our recent achievements of rare earth separation technique[1,2] and new process idea for rare earth magnet recycling[3] are reviewed, (1) Binary chloride mixtures of rare earths were separated by a new selective reduction-vacuum distillation process. According to our experimental results, apparent separation factors were 8.1 for the Pr-Nd chloride mixture and 570 for the Nd-Sm chloride mixture. These values are much higher than conventional solvent extraction methods. (2) A study of recycling process of magnet sludge was carried out. The rare earths in the neodymium magnet sludge were extracted by chlorination with FeCI2, An activated carbon was used as a de-oxidation reagent Metallic iron in the sludge was not chlorinated because the iron monochloride is not stable, The extracted rare earth chlorides were easily separated from Fe-alloy and the excess of FeCh by vacuum distillation, 96 % of neodymium and 94 % of dysprosium in the sludge were extraeted into chloride phase, By the vacuum distillation, a mixture of neodymium and dysprosium trichlorides of 99.2 % purity was recovered, On the other hand, the rare earth chlorides can be converted to the corresponding oxides by a pyrohydrolysis reaction accompanied by a formation of HCl gas, The HCI gas can chlorinate metallic iron to FeCh, Therefore, a new recycling process for rare earth magnet waste can be realized as a chlorine circulation type process. During the process, only carbon and water are consumed and there are no toxic pollutants, Moreover, the obtained rare earth oxide can be directly used as raw material in the conventional oxide electrolysis process,

Evacuation operations from work places in the case of an emergency are the key to minimising the effects of catastrophic type accidents such as fires, explosions, cave-ins, floods, etc. The correct planning of these operations, having the necessary means for sounding alarms and communicating and suitable training of personnel are the key factors for guaranteeing successful evacuation. The article gives an analysis of the problem in the case of subterranean mining and various types of work developed by AITEMIN in this field, including the development of new alarm and communication means specially adapted to the characteristics of mining operations, development of tools for help in the preparation of emergency plans and experiences in the education and training of personnel.

Mineral sand beneficiation plants comprise a complex combination of electrostatic, magnetic and gravity based separation techniques. These are combined and replicated in ways that provide the most efficient and cost effective separation of the valuable components. On line instrumentation has been developed at the JKMRC (eg. conductor/non-conductor(CNC) ) to measure the properties of the dry plant process streams. This paper provides results from the recent development of a novel low cost mass flow meter and discusses their combined use with the CNC instrumentation for the control of dry separation circuits.

The continuous directional solidification technique of five kinds of special ZA alloys with eutectic, peritectic and eutectoid transfonnation under the condition of continuous casting by heated mold was studied. The mechanism of surface defects appearing in ZA alloy line was discussed and the structure of some defects were analyzed by SEM. The results show that only when the fitting of various technique factors, pressure head, outlet temperature, pulling speed and cooling condition are reasonable under a certain range, can the ZA alloy smooth line be continuously pulled out. Unreasonable techniques will result in hot tear, rough surface, mush outlet, leaking and other defects. The shape and location of solid-liquid zone have an important influence on the formation of the above defects. When the solid-liquid zone is located in the mould outlet or inner mould, the surface of solidification will protrude into the inner mould. If the remaining liquid cannot counteract the solidification contraction, a rough surface will appear. If the solidification surface further into the mould, the ingot in the mould will have a great friction force when pulling and will form a hot tear. When the solid-liquid zone is moved out of mould, the solidification surface will turn into a plane, which easily results in leaking. A vibration or unstable operation will cause an ingot winding during pulling.

Refinement of design parameters and features has resulted in the development and commercialization of spiral separator models that offer enhanced performance for a number of application areas. Examples of recently developed spiral separator models include the enhanced performance (EP)spiral and the HC (high capacity) series. Comparative performance data for appropriate applications are presented for each of these new model spiral separators. The utilization of spiral separators providing improved performance offers significant cost and operational benefits for process plants. Examples of process flowsheet changes that have resulted from the incorporation of recently developed spiral separators include the reduction of the number of process stages and the achievement of high density tailings by the utilization of a dewatering arrangement in the spiral tailings splitter system.

A new minerals engineering education programme is being developed in Australia which aims to provide tertiary institutions with a package of educationally sound, high quality courses for undergraduates, postgraduates and professionals. The programme is jointly funded by the Minerals Council of Australia (MCA) and the Department of Education Training and Youth Affairs (DETYA) and brings together academics from a number of leading Australian universities, each developing modules in their particular area of expertise. The University of Queensland (UQ) and the Julius Kruttschnitt Minerals Research Centre(JKMRC) are jointly responsible for modules in several areas including comminution, physical separation and circuit design and optimization. Other modules are being developed by the University of South Australia (with the Sir Ian Wark Centre), Curtin University and Murdoch University. The major challenge of the programme is to provide a high standard of education that is accessible to students who may be located at several different institutions and some of whom maybe a long distance from the primary course leader. Rather than taking existing course material and putting it ‘on the web’, the programme aims to improve on past teaching practice through creative pedagogy and the development of interactive multimedia learning resources. Communications technology is used in an unobtrusive way, and the World Wide Web is used to create a flexible, user-friendly learning environment rather than to facilitate delivery of content. This paper describes the instructional design template currently being used and results of early implementation trials with groups of local and remote students.

ABSTRACT: This paper contributes to the study of underground structures in argillaceous media, especially Tournemire argillites (Aveyron, France). The basic results obtained over six years in two experimental drifts at the Tournemire site are presented. In situ measurements cover drift wall temperature, humidity and convergence. Delayed convergence represents around 50-65% of the total measured convergence. Analysis of the measurements has shown that delayed convergence is explained by the viscoplastic behaviour of the argillaceous formations. Lemaitre’s rheological model has been extended to the orthotropic case, as Tournemire argillite is naturally anisotropic. The triaxial creep test results on samples at different orientations enabled the parameters of the Tournemire argillite to be identified in terms of orthotropic viscoplastic law. A plane deformation model, using this rheological law and the initial stress field in the site, was developed to interpret the convergence measurements in the drifts. The computed results match the measurements well, especially during the excavation phase. KEY WORDS: Argillite, convergence, time-dependent behaviour, creep, viscoplasticity, modelling. ZUSAMMENFASSUNG: Der vorliegende Artikel ist ein Beitrag zur Untersuchung der unterirdischen Strukturen tonhaltiger Milieus, insbesondere der Tongesteine von Tournemire (Aveyron, Frankreich). Die wichtigsten Ergebnisse, die in zwei Forschungsstrecken am Standort Tournemine über einen Beobachtungszeitraum von sechs Jahren zusammengetragen wurden, werden hier vorgestellt. Gemessen wurden in situ Temperatur, Feuchtigkeit und Streckenkonvergenz. Von der insgesamt gemessenen Konvergenz sind etwa 50 bis 65 % auf zeitlich verzögerte Konvergenz zurückzuführen. Die Auswertung aller Messungen hat ergeben, dass die zeitverzögerte Konvergenz mit dem viskos-plastischen Verhalten des Tonsteinmassivs zu erklären ist. Aufgrund der naturgemäßen Anisotropie des Tongesteins von Tournemine wurde das rheologische Modell von Lemaitre auf den orthotropen Fall ausgedehnt. Triaxiale Kriechversuche bei jeweils unterschiedlicher Ausrichtung dienten der Ermittlung der einzelnen Parameter des orthotropen, viskos-plastischen Gesetzes. Zur Auswertung der Konvergenzmessungen innerhalb der beiden Strecken wurde unter Beachtung dieses rheologischen Modells sowie des ursprünglichen Spannungszustands vor Ort ein flächiges Deformationsmodell entwickelt. Die Rechenergebnisse zeigen eine gute Übereinstimmung mit den Messungen, insbesondere während der Vortriebsphase. RESUME : Cet article est une contribution à l’étude des structures souterraines dans les milieux argileux, notamment les argilites de Tournemire (Aveyron, France). Les principaux résultats obtenus pendant six années, dans deux galeries d’expérimentation au site de Tournemire, sont présentés. Ces mesures portent sur la température, l’humidité et la convergence des parements des galeries. La convergence différée représente environ 50 à 65% de la convergence totale mesurée. L’analyse de l’ensemble des mesures a montré que la convergence différée est interprétée par le comportement viscoplastique du massif argileux. Etant donné que l’argilite de Tournemire est naturellement anisotrope, le modèle rhéologique de Lemaitre a été étendu au cas orthotrope. Les résultats des essais de fluage triaxial, sur des échantillons à différentes orientations, ont permis de déterminer les paramètres de la loi viscoplastique orthotrope. Un modèle en déformation plane, utilisant cette loi rhéologique et l’état de contrainte initiale dans le site, a été développé en vue d’interpréter les mesures de convergence dans les galeries. Les résultats des calculs sont en bon accord avec les mesures et plus particulièrement durant la phase de creusement. The state of Pennsylvania was at one time one of the leading coal producing states in the east. However, legislation and industry trends over the last 10 years have adversely affected the amount of bituminous coal mined in Pennsylvania and the whole eastern United States. The application for and approval of a new mining permit is a very costly and arduous task. When a new mining operation is established it is crucial that nothing within the operator’s control causes the operation to stop producing. This paper discusses the action taken by a small mine in Pennsylvania when their blast induced vibrations rose to levels that typically would have resulted in a total mine shut down by the regulatory body governing such operations.
