In a company's quest for financing the development of a new mine, it will make calls on stockbroking houses and banks. The choice of the best-fit broker or banker is of great importance, and in the case of the miner, this is a house that has an intimate understanding of the mining industry, particularly one that has a solid staff complement of personnel with operating mine experience at a senior level. The most important document that the company will present to support its financing request will be the Feasibility Study. It cannot be too strongly emphasised that this document must be absolutely comprehensive and cover items including: (a) Geological review; (b) Resources and reserves; (c) Mineability; (d) Mining schedule; (e) Metallurgy; (f) Process plant description; (g) Infrastructure and services; (h) Management and operations; (i) Environmental and social impact; (j) Capital costs; (k) Operating costs; and (1) Financial analysis. The elements listed above represent major topics and require a great deal of expansion in the body of the document. The Boston Marine Industrial Park (BMIP) Boat Section, which is part of contract C04A2 of the Central Artery/Tunnel (CA/T) project, is currently under construction in South Boston, Massachusetts (Fig. 1). The Boat Section is approximately 900 feet long and varies in width from about 135 to 185 feet (Fig. 2). The depth to the top of the Boat Section base slab varies from about 28 to 31 feet below final ground surface and about 23 to 26 feet below normal ground water levels. The Boat Section is supported on 578 anchors drilled into the underlying bedrock each designed for a working load of 630 kips. Design and Construction Team The owner of the project is the Massachusetts Highway Department (MHD). The owner's representative is the Management Consultant, Bechtel/Parsons Brinckerhoff. The section design consultant (SDC) consisted of HDR Engineering, Inc. with GEI Consultants, Inc. as the geotechnical subconsultant. The general contractor was the joint venture of Kiewit, Perini, Atkinson, and Cashman. The boat anchors were installed by the subcontractor Delta Geotechnical Services, Inc.

The U.S. Bureau of Mines has cooperated with Cyprus Casa Grande Corporation Cyprus Casa Grande Mine, Cas a Grande, Arizona, since 1988 to assess the hydrology of an in situ leaching test facility. This work has resulted in an in situ design for leaching copper oxide ore that takes advantage of the increased mineral access associated with poor quality rock surrounding mine drifts. Blasting and bulkheads are used to produce readily-leachable rubble and contain and control solution movement, respectively. The design reduces the need for handling solution under high pressures in an injection/recovery system for in situ leaching of underground ore bodies. Early work at the site recognized a stress redistribution zone and increased transmissivity near drifts. Fracture data from a corehole oriented parallel to the dip of the ore body indicated an increase in fracture frequency around drifts a distance of 21 m (70 ft) away from the 5 m (16 ft) diameter drifts.

The U.S. Bureau of Mines (USBM) has developed a computerized commodity flow model for strategic and critical materials This flow model is generic and applicable to most commodities and amenable to updating supply, demand, and/or production data change. The original model, with slight modifications, was used to track the flow of chromium. This report follows the flow of chromium through its metallurgical, chemical, and refractory applications, and highlights areas where significant losses occur because of downgrading, export, or disposal. The study indicates that materials containing 451,769 mt of chromium were consumed, including 99,221 mt of chromium from recycling, Chromium losses from all causes in 1989 were estimated to be 345,347 mt from a variety of areas. These areas and their chromium losses are as follows: processing losses, 38,825 mt; processing-downgraded scrap, 18,227 mt; manufacturing losses, 18,128 mt; manufacturing-downgraded scrap, 56,595 mt; prompt scrap exported, 1,531 mt; obsolete scrap exported, 43,443 mt; recovery losses, 155,529 mt; and recycling losses, 13,069 mt. Recycled chromium-containing material accounted for 22 pct of the apparent consumption of chromium in 1989.

During its modem era, the southern Powder River Basin (PRB) in Wyoming has grown from meager origins in the early 1970s to become one of the most important coal-producing regions in the United States. In 1993, production and sales of southern Powder River Basin coal exceeded 190 Mt (209 million st), or about 20% of the US coal industry. Despite the remote location of the PRB relative to its potential markets, most coal industry observers anticipate continued strong growth to meet utility compliance plans for Phases I and II of the Clean Air Act Amendments (CAAA). This article is an overview of supply and demand issues concerning the marketing of southern PRB coal. It reviews the events leading up to the recent run on spot coal and offers a forecast of demand and prices.

"The use of ground penetrating radar (GPR) for geological purposes has been underway for almost two decades. The commercial need for a versatile GPR that can rapidly identify buried objects andunderground voids has been recognized and is an area of research that has already proved useful for several geological activities. Several types of GPR endeavors have been reported in the literature, including exploration of placer deposits (Davis, et al. 1985) and heavy metals (Hammond and Sprenke, 1991), improving oil recovery (Witterholt and Kretzschmar, 1984), investigating coal seams (Coon, et al., 1981), stratigraphic survey (Fisher, et al. 1992), Lunar soils characterization (Olhoeft, et al. 1975 and Strangway, et al. 1977), characterization of rock around mine tunnels (Cook, 1985), location of old mine workings (Scaife, et al., 1992), location of abandoned gas wells in coal seams (Kemerait, 1992) and survey of hazardous waste burial areas (Horton, et al., 1981). Coal seammapping has been developed using a related continuous wave, phase discrimination technique (Stolarczyk, 1990). As the technology for the radar equipment and the onsite computational power has increased, many new applications have become feasible. This article will describe the present status of the GPR technology and indicate some of the exciting possibilities for nearterm prototypes now being constructed."

The hydrothermal enrichment of chalcopyrite by CuSO, occurs in the absence of oxidizing or reducing reagants. Kinetics of the enrichment process were determined under autoclave conditions in the temperature range of 398°K (125°C) to 473°K (200°C). Covellite (CuS) formed first, followed by digenite (Cu,,,S), with rejection of iron to the solution. The kinetics have been explained by a model which includes diffusion during the first stage formation of covellite followed by surface reaction rate control when digenite be. The effects of particle size, temperature, pH, and cupric and ferrous ion concentrations on the leaching kinetics were examined. Additions of ferrous ion to solution markedly increased the rate of reaction.

Investigations of world wide coal face strata control practice, the study of theoretical calculations and detailed engineering analysis have been combined to design and select a powered roof support suitable for use in conjunction with the extraction of 4.5-m (14.7- ft) of the 7.5-m (24.6-ft) thick Warwickshire Thick Coal Seam. The interface between geotechnical criteria and engineering design has been closely considered along with the following 3 important factors: Firstly, the need to further improve strata control and operational characteristics whilst producing a wall integrated overall face design. Secondly, to enable the supports to be rapidly transported from face to face in roadways driven at the minimum size for operational requirements. Finally, to provide hydraulic power, automatic control and monitoring systems which will improve operations reduce manpower requirements and improve management information. Clear design requirements were determined in order to allow selection on a commercial basis. A method of tendering is described with the subsequent analysis and selection process. In the event oversupply of coal in the UK resulted in the order not being placed. Brief consideration has been given to supports suitable for reserves to be mined In a few year's time where there is potential for extraction well in excess of 4.5-m (1 4.74.

This report summarizes the U.S. Bureau of Mines evaluation of the mineral resources of eight roadless areas in several National Forests in Montana. The areas are amoung those that have been proposed as additions to the National Wilderness Presevation System In various sessions of the U.S. Congress. Mineral Commodities present include gold (lode and placer), silver, copper, lead, zinc, molybdenum, tungsten, rare-earth elements, fluorite, and barite. Numerous mineral deposit types occur. Past production was from gold placers and vein-type deposits. There is potential for development of large volume porphyry copper-molybdenum, disseminated gold, stratabound copper-silver, and exhalative massive-sulfide metallic deposits. A substantial increase in metal prices is needed before any known vein-type deposits will be economic.

Executive Summary The future of coal as an important energy source in the 21st century will depend heavily on whether or not our industry is recognized for its performance. We have had a major role in powering our nation through the 20th century ... but many today do not understand that role nor do they know that 56% of our nation's electricity today comes from coal. Corporate communications, marketing, and public relations must be a high priority of our industry if we are to survive in the society of the 21st century as a viable energy option for powering our nation. The time to start is now. The place to start is locally. The way to strengthen local and regional efforts is to network on a regional and national level with associations who have the ability and the will to develop effective communications strategies. Introduction The Minnkota Power Systems is a regional association of 26 electrical suppliers. Serving more than 96,000 customers in a 34,500 square mile service area in Minnesota and North Dakota, the association includes 12 municipal utilities, 12 distribution cooperatives, a municipal power agency, and a generation and transmission cooperative. The Minnkota Power Systems generating capacity totals 613 megawatts, and 83% of it is fired by lignite coal. On an annual basis, 80% of our total energy is derived from coal. We are proud of our long association with the coal industry. Our pride shows in the very visible role that coal plays in our marketing and public relations efforts. In 1993, the Minnkota Power Systems had one of the lowest wholesale rates in the country, at 3.1 cents per kWh. Average residential rates were 5.8 cents per kWh. Minnkota Power Cooperative, One of the Minnkota Power Systems, is a generation and transmission cooperative headquartered in Grand Forks, North Dakota. The Fosterville goldfield, situated 25 km east of Bendigo, Victoria was at its peak between 1894-1910 with some 47 600 ounces produced (Figure 1). Since that time intermittent mining and tailings retreatment was undertaken until Bendigo Gold Associates delineated a viable resource and commenced an open cut heap leaching operation in early 1991. Unfortunately they encountered financial difficulties and Perseverance Exploration purchased the mine in April 1992. Perseverance operated a successful heap leach operation nearby Nagambie, 100 km east of Fosterville. Based on its acquired heap leaching experience, Perseverance Exploration was able to instigate operational changes to create a successful small gold heap leach operation. The major change was the using of the original multi-use leach pad as a single-use leach pad. The available data allows for a comparison of the two operating systems.

Catalyzed diesel particulate filters (CDPF's) reduce the concentration of diesel particulate matter (DPM) and may reduce the emissions of carbon monoxide (CO) and hydrocarbons (HC) in diesel exhaust. Asamera Minerals' Cannon Mine first installed CDPF's in 1987, and currently has 12 diesel- powered vehicles equipped with CDPF's. The Cannon Mine and the U.S. Bureau of Mines collaborated to evaluate the durability and performance of a CDPF. One of the CDPF's used at the mine was periodically evaluated in the USBM's diesel emissions laboratory after 839, 1,584, and 2,881 h of in-mine service. The objectives of this report are to present results from the USBM's evaluation of this CDPF, to describe the Cannon Mine's experience and cost analysis of using CDPF's, and to make recommendations for the future use of CDPF's. CDPF's improve air quality at the Cannon Mine, but they frequently become plugged and are subject to excessive mechanical shocks and stress, shortening their useful life. Mine records indicate that CDPF's account for 0.8 to 4.9 pct of the vehicles' operating cost at the mine. CDPF life to date has ranged from 1,671 h to more than 5,992 h. Laboratory tests of the CDPF determined that DPM removal efficiency decreased and regeneration temperature increased over time.

Many of the systems currently being developed have sophisticated programming requirements associated with them, or are numbered systems that require predetermined layouts to determine timing patterns, and importantly are far more expensive than existing initiation systems.

The application of commercial explosives in an underwater environment, sometimes referred to as submarine blasting, presents the blaster with a unique set of demanding conditions which require exacting detail in design and application. There are two basic methods for removing rock under water: 1) "the drill and blast method"; and 2) "the dobying method." Because it is a far less effective method of blasting, dobying will not be addressed in this 'paper but suggested criteria can be found in the 16th Edition of the **DuPont Blasters' Handbook" page 371. Some examples of submarine blasting utilizing the drill and blast method include channel expansions, harbor construction, bridge pier footer excavations, utility excavation and demolition work.

Process engineering principles are used to analyse the features of leaching processes for large masses of low grade, unprocessed ore. Different performance characteristics are related to the numerous variants of these processes. The variant for which reagent enters a heap only via the input solution is further subdivided into three modes of operation. The three modes may occur in testwork and full-scale operations; the effects of process variables on the rate of the process are completely different in each mode. The mode can be identified by the time at which reagent first appears in the pregnant solution. It is related to the ratio of the height of the heap and the thickness of a band of ore in which the reactions are localised. Synthesis of the phenomena occurring within a heap via a computer program has produced a quantitative relation for the reaction band thickness. The program has been validated for several different systems. The overall achievement is that the mode of operation and the rate of the process can be forecast before column testwork is commenced. Some applications of the outcomes to testwork, process design and operational tactics are described.

Experimental studies of the axial distribution of particles along dry ball mills are described. The results, for mills ranging in diameter from about 10 cm to 1 meter and operated in both the batch and continuous modes, indicate a consistent pattern of significant migration of particles away from the ends of the mill. In some, but less frequent, cases axial migration of the grinding media is also observed. Analysis of the data suggests that particle migration results from end-effects which extend for a distance of about one mill diameter along its length. End-wall roughness appears to play a significant role in the particle migration phenomenon. Media migration is generally associated with continuous mills operating at relatively high powder flow rates.
