Mine planning typically involves designing an operation to uncover coal with the minimum initial costs with reclamation planning and earthworks being done as an "add on" task. The landform is too steep to remain stable, has no drainage and frequently has areas of excessive acidity or alkalinity. Extensive earthworks are required to reduce grades to an acceptable level and create a drainage system. The flexibility available to the mining engineer to alter the post mining landscape clearly depends on the mining methods. Straight dragline stripping provides virtually no flexibility. However most mining operations over the term of current ten year plans have a substantial pre-strip component. It is this pre-strip material which has the potential to reduce the final reshaping earthworks. The reshaping operation itself is subject to some flexibility with various options being available to re-grade and provide drainage. The full utilisation of this flexibility to minimise earthworks cost should be the aim of reclamation design. ACIRL's current thrust in reclamation is aimed at the integration of mine planning and reclamation earthworks. This involves gathering all environment and agricultural criteria and designing the earth works necessary to produce an acceptable final landform. A key component of our work is the use of computer aided design (CADD) for the design of spoil piles, pre-strip dumps and spoil re-shaping. This approach has been applied to a number of mine sites with earthworks operations covering hundreds of hectares and hundreds of millions of cubic metres volume. We are continuing to provide that consultancy service and at the same time are involved in the development of more sophisticated software tools to apply to reclamation design.

Detailed measurements made at a test section adjacent to a deep braced cut and other published data are combined to illustrate the limitations of the common methods of predicting movements associated with excavations in soft to medium clay. While past performance data can be used to estimate expected responses before construction in many cases, actual wall and soil deformations throughout construction can only be estimated using finite element procedures. Success of such analyses depends equally upon considering all aspects of construction that induce strains in adjacent soil, such as wall installation, excavation and bracing sequence, and time, and adequately modeling soil stress-strain behavior. Even when these two criteria are met, soil deformations can not be predicted adequately when strain levels exceed those that produce peak shear stress.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. Activities involving landowners, the Lihir community, the New Ireland Provincial Government (NIPG) and the prospective developer include the Lihir Liaison Committee, Lihir Working Group, Environmental Planning Committee, Provincial Mining Task Force and the Lihir Mining Area Landowners Association (LMALA). With modifications, the Lihir Liaison model may be of use in promoting good relationships among parties in other mineral developments.

The Cove gold-silver deposit is located 50 km southwest of Battle Mountain, Nevada and 1.5 km northeast of the McCoy Mine. Total proven and probable reserves are 48.7 Mt (53.7 Mst) with an average grade of 1.85 g/t (0.054 oz/st) Au and 87.1 g/t (2.54 oz/st) Ag. Mineralization is hosted by Triassic carbonate and siliciclastic rocks in two separate orebodies. Oxide ore consists of disseminated gold and silver in clay-altered, manganese-flooded limestone. Sulfide ore is dominated by pyrite-sphalerite-galena veins in siliciclastic rocks and sandy dolomite. Gold and silver occur in the native state, associated with the base metal sulfides. Mineralization is interpreted to be the distal expression of a porphyry system. The McCoy gold (copper) deposit is interpreted to be the proximal expression of the same system.

British Coal's Selby Complex is the newest producing mine in the United Kingdom. The reasons behind its origins, planning and design are explained. Some detail is given of equipment used, with the emphasis being placed on the unique features of its layout. The entire project has been planned and constructed over many years and the design has consequently changed, principally in response to the geology of the coalfield and improving technology. In spite of many totally unexpected difficulties, the mine, which is not yet in full production, has the highest productivity in the United Kingdom.

With the development of Wuhan's city planning in China, new buildings of moderate and high store have been increasing day by day. Precast concrete piles or cast-in-site piles were used in the major foundations of the buildings. In process of their design and construction geotechnical engineers are concerned very much about practical bearing capacity and construction quality of pile foundations. In order to grasp accurately the cases static loading or vibration test is used generally to judge them. At present, the major questions in existence are that although a load is applied directly on pile and measured datums are reliable for static loading test, it must take a lot of work and longer time and engineering cost is higher. A vibration test has the advantages of which checking up of pile quality can be performed rapidly, the test is simple and convenient, and scope measured wide. But bigger error exists generally in measured datums. Therefore, it is nesessary to make vibration test on piles more perfect for pile foundation engineering. It is stated in paper that adapted technique of vibration test on piles is quite right in developmental direction sense for pile foundation. There are a great variety of vibration test methods on piles. A few of methods which often are adapted in practice can not meet the need of different practical engineering. It is also an important question whether the instruments of vibration test and relevant computer softewares make a response accurately for practical case. Different sequence of operation and technical requirements comes into being some influence directly on the test results. Meanwhile, different combination of soil stratigraphy, soil texture, groundwater and pile could cause different error of test datum. It is necessary to analyse and judge objectively the results of vibration test. Therefore, on the basis of developing and perfecting further the technique of vibration test, the applied technique of vibration test should be standardized so that better test results can be obtained.

In the excavation works of some deep foundation pits within the boundaries of Guang­dong Province of China, though some measures, such as steel sheet piles, diaphragm walls, etc. were taken to protect the walls, the construction of the excavation works was often accompanied by damage of buildings and public facilities, surface settelment. sand boil and collapse of piles. When these happened, only chemical grouting could be used as the most efficient measure for rushing to deal with or rescue the emergencies. Besides, the application of chemical grouting protection wall technique also palys a very important role under the geologic conditions of the coastal areas of Guangdong Province, when applied in the mucky oystershell layer wealthy in water and the deep mud layer, it can not only achieve good results, but also reduce the cost significantly. In this paper, we discuss the water-tight and earth retaining functions of chemical grouting protection wall in weak formation, and introduce the applicable ranges of chemical grouting protection wall in the excavation of deep foundation pits. Some technological principles and design considerations of the construction of chemical grouting protection wall are presented. Different types of protection wall are also introduced.

This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

A study of high pressure rolls grinding of a number of Australian ores and minerals has been carried out using a pilot-scale machine with rolls 300 mm diameter and 70 mm wide. The results from this study have been used in conjunction with plant survey data to construct computer simulation models of various comminution circuits and these have been used to investigate options for incorporating high pressure grinding rolls into these comminution circuits. Possible rolls options for three of these circuits are presented, and likely energy savings over the existing circuits are discussed together with potential improvements in plant throughput and/or product sizing. A scale-up procedure for predicting full-scale machine performance from small-scale testing is described, and the effects of rolls operating conditions are also discussed.

The investigation of the explosion characteristics of nine Bowen Basin (Central Queensland) dust samples in a suitable coal dust explosion chamber using a new dust concentration probe provides several advances in the area of coal dust explosibility testing. The 20 litre explosion chamber, of novel design, uses rotation of the main body of the chamber together with air jets for dust dispersion, and allows testing of different types of explosion initiators and analysis of the explosion characteristics of coal dust/methane mixtures of varying concentrations.A new development was a dielectric dust probe for the measurement of coal dust concentration. A capacitive micrometry technique was successfully adapted to measure dust concentration. The system uses a ratio-transformer bridge for measurement of small changes in a capacitive probe designed to sample a representative volume. The device is accurate, and is capable of operating in the hostile environment within the explosion chamber.The explosion chamber and dust probe characterise the explosive potential of coal dust samples by determination of the dust lean limit concentration in varying mixture with methane. Plots of lean limit points obtained in this way present an explosion curve for each sample which indicates the potential of the coal dust/methane to explode under the conditions of initiation in the chamber. The explosion curve obtained for each sample presents a unique signature that appears to reflect the physical and chemical characteristics of the dust.The results from this series of laboratory experiments appear to provide a useful index and indicate potential areas of interest for future research.

A conveyor belt fire presents a serious safety hazard in an underground coal mine. A review of underground coal mine fires involving conveyor belts which occurred within the past two decades was made by the Mine Safety and Health Administration (MSHA). Belt fires that occurred during this period of time have burned as much as 610 m of belting before the fire was extinguished. In an effort to improve safety, MSHA has undertaken a program to study the flammability of conveyor belts in large and small-scale tests. Large-scale tests were conducted on various types of mine conveyor belts using a range of airflows from 0 to 6.1 m/s. Data were obtained to evaluate the effect of airflow on flame spread and other combustion properties of the conveyor belts. The results from the large-scale tests were utilized to develop a new MSHA laboratory-scale test for evaluating the flame resistance of conveyor belts used in underground coal mines. Agreement of results based on a pass/fail criterion was obtained between the large-scale test and new laboratory-scale test. A summary of test results from the new test is shown for different conveyor belt formulations. MSHA also performed a series of fire tests with wood samples using the new laboratory-scale tunnel apparatus. These tests were conducted at airflows from 0.5 to 5.1 m/s to determine the effect on flame spread and burn damage. The data were also analyzed to determine if wood could be used as a calibration standard. The results indicate the flame spread behavior of the wood follows trends similar to results obtained with conveyor belts. The data did not show the precision needed to use wood as a calibration standard. MSHA intends through rulemaking procedures to replace the "20g" conveyor belt acceptance test with the new laboratory-scale test. MSHA also plans to implement a voluntary acceptance program. Under this program, a. conveyor belt manufacturer could obtain an MSHA acceptance for belts meeting the new test criterion. A belt accepted under the voluntary program could then be used underground. Use of conveyor belts meeting the new test would limit the propagation of fire and reduce the probability of igniting other combustibles in the belt entry.

This, of course, does not give us a clue as to the site conditions the foundation contractor faced in doing his work. The open, downtown building site is still available on some projects, but they are becoming rare as our cities are becoming more developed. Many manganiferous silver deposits remain undeveloped because standard chemical extraction methods yield poor recoveries or are ' environmentally unacceptable. Biotreatment of such ore deposits in our laboratory resulted in manganese and silver recoveries of greater than 90%. Ore and sediment samples were collected from mining sites in Colorado and Arizona. Portions of samples were incubated in a semi-solid mineral salts medium amended with 20 mM glucose mid manganese dioxide (Mn medium). The cultures were incubated at 3(fC until manganese reduction was detected by a .color change fr:om .black to clear. Bacteria from these cultures were purified on Tryptic Soy Agar and individual isolates were retested for Mn reduction by an agar overlay method. Bacteria were identified according to Bergefs Manual ?of Systematic . Bacteriology. Most of the Mn-reducing bacteria are Bacillus species. Bacterial manganese reduction kinetic experiments were performed in 52 ml mineral salts broth supplemented with manganiferous silver ore instead of manganese dioiide. These cultures were incubated with agitation for 16 d. Aliquots were removed periodically and analyzed for solubilized manganese by atoniic absorption (AA). Cyanide (1,0 M) Vias added to the remaining ore-medium mixture for a 24 h bottle roll. The supernatant was analyzed for soluble silver by AA. Similar experiments were conducted on a larger scale using 15% pulp density. After bfotreatment of the ore, standard bottle rolls were performed. The pregnant solutions and the residues were analyzed for manganese and silver?using AA or fire assay as appropriate. In sterile. controls-which received no biotreatment, manganese and silver recoveries were 0.3% and 10% respectively; During biotreatment, total manganese solubilizatiori was as high as 99.8%. The reduced manganese could . be stripped from ?the growth medium using hydrometallurgical techniques. Silver recovery vaned from 70% to 92.5%. Microbial treatment of refractory mangairlferous ores can result in high recoveries of manganese and silver. Retention time varies depending upon the relative concentrations of manganese, silver, and other metals in the ore with only two days required in some cases, The biotreatment of ore is environmentally' acceptable while the use. of chemicals such as sulfur dioxide is less so.

"The data acquisition from industrial plants is a fundamental step for process modelling in process optimization, process analysis and automatic control.The introduction, some years ago, of modern distributed control and data acquisition systems in concentrators imposes a new approach in designing experimental schemes for data acquisition campaigns and new criteria for the treatment of the obtained discrete information.This paper presents the methodology applied to sample a zinc flotation circuit at Les Mines Selbaie, Joutel, PQ. Values of 85 process variables were obtained form the Distributed Control and Data Acquisition System (Bailey Network 90) and transferred to the DOS environment. Another 11 variables (flowrates and valve positions) were directly sampled using an IBM-PC compatible computer equipped with a data acquisition card and a signal processing circuit.All variables, under the vector form, were processed in the PC-MATLAB environment to either filter or eliminate the non-linear disturbances and noises, producing useful data for model development. The filtering algorithms are also presented.INTRODUCTIONProcess control does not need to be justified. Whether manual or automatic, any processing plant requires some form of control to accomplish its main objectives: a good quality product and a target throughput. Process control of mineral processing plants has steadily evolved from manual control, where the operator skills and/or experience play an important role, to some level of automatic control, usually considered better, as less human subjectivity is involved, at least when actions have to be taken.The design of these control systems requires the knowledge of the dynamics of the process it is deemed to control. Process modelling is therefore an essential step in the assessment and the design of a control strategy. The choice of model will depend on the available resources and manpower."

With the passing of Dr William Bleloch on 20th June 1991, we lost not only a colleague and a good friend but a man who made a very significant contribution to the industrial development of South Africa. He can rightly be called the father of the ekctrochemical and electro-metallurgical industries in this country, since his ideas and dedicated work were directly responsible for the development of these large industries as we know them today.

Environmental investigations have been undertaken by Ok Tedi Mining Limited (OTML) since 1981 when the Ok Tedi Environmental Study was commenced. Environmental monit- oring and management programmes were implemented in 1983. The programmes included water quality monitoring, river flow and sediment monitoring, surveillance of aquatic biological communities and a health and nutrition survey of the local people. These original programmes have continued, and additional programmes of work have been developed and revised to reflect changing operations and the need to focus investigations on specific areas and issues of concern. In April 1990, following the establishment by the Government of Papua New Guinea (PNG) of environmental management criteria for the Fly River system, compliance monitoring programs were introduced. Details of the compliance and additional monitoring programmes undertaken by OTML throughout the Ok Tedi and Fly catchments, including programmes of investigation in the Fly River estuary, Gulf of Papua and Torres Strait, are presented.

Abstract An extensive drilling and laboratory testing program indicates that a construction aggregate resource is present within the Oligocene Sombrerito Formation limestone, southwestern Dominican Republic. The first part of the testing program included the collection, photographing and geologic logging of diamond drill cores to allow lithologic subdivision of the strata into potential quarry layers. The primary lithostratigraphic units are: I- (youngest) approximately 10 m of white, dense marine limestone II-approximately 5 m of white, interbedded dense and chalky marine limestone III-more than 2 m of tan, chalky, calcitic dolomite. Unit I is often altered by lateritic weathering and/or dolomitization. Unit II is often altered by dolomitization. The cores were individually crushed by quarry layer into coarse and fine aggregate sizes for chemical and physical analyses: specific gravity and absorption, MgSO4 soundness, sand equivalent, Atterberg limits of the minus #40 mesh fraction, and LA degradation. The unaltered portion of Unit I is suitable for all construction aggregate uses. Unit II is best suited for crushed stone base. Each of the non-weathered units decreases in coarse-aggregate yield and quality with depth and diagenetic dolomitization. Dolomitization typically causes about 5% lower yield of coarse aggregate, a sand equivalent of about 20 units below the original value an increase in absorption of about 3%, an increase in the LA of up to 13%, and a decrease in the average five-cycle MgSO4 soundness of about 17%.

In-seam, directional drilling has been implemented at Huntly West Mine, New Zealand as the most cost effective means of obtaining geological information at a level of detail and accuracy required for planning of longwall ("flexiwall") panels. No geological or geophysical technique tried at the mine prior to 1989 has been able to reduce geological risk to an acceptable level. Surface and in-seam seismic methods have not had adequate resolution. Obtaining the required knowledge via surface drilling would be prohibitively costly, and still not precisely locate or orient faults or the axes of seam "ridges and valleys".A total of 3543 m was drilled at an average of 67m/shift including setting up time. Unplanned delays totalled only 9.6 percent. Major re-interpretation of seam structure resulted from the drilling. Lateral and longitudinal panel grades have been defined. which should be negotiable with the Coalcorp longwall equipment.
