2.1-1. The Exploration Function in the Mineral Industry. With regard to a new mine, exploration can be technologically defined as all the activities and evaluations necessary before an intelligent decision can be made establishing size, initial flowsheet, and annual output of the new extractive operation based on a certain mineral deposit. The activities that follow such a decision are called first development, then operation (90). Thus, in the U.S.A., exploration may continue in the technological sense after a mineral property has entered the "development stage" as defined for tax purposes. Regulations under Sections 1.615.1 and 1.616.1 of the U.S. Internal Revenue Code state that the "development stage" has been reached when "deposits of ore or other minerals are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation by the taxpayer" (95). There are, of course, many instances where additional later exploration discloses additional reserves which justify a plant much larger, more efficient and more profitable than the minimum feasible commercial operation. After a surface mine is put into operation, additional search generally will increase the reserves and thus warrant expansion of the rate of output and/or extend the life of the operation. The methods and techniques in such search are similar to those used in predevelopment exploration. This activity has produced a major part of new reserves for all mineral commodities but is not considered as exploration in the context of this chapter. The objective of exploration is, briefly stated, to find and acquire a maximum number of new economic mineral deposits with a minimum cost and in minimum time. The search must be so organized as to maximize the overall probability of discovering commercial mineral concentrations within a minimum time with the funds available. As shown by Celasun (27) these statements are neither adequate nor complete from a pragmatic point of view. Each actual exploration venture must define its objectives in terms of a minimum rate of return on investment for any deposit found

Mineral ore comminution is generally a feed preparation step for subsequent processing stages. Grinding, the fine product phase of comminution, requires a large capital investment and frequently is the area of maximum usage of power and wear resistant materials. Grinding is most frequently done in rotating drums utilizing loose grinding media, lifted by the rotation of the drum, to break the ores in various combinations of impact, attrition and abrasion to produce the specified product. Grinding media can be the ore itself (autogenous grinding - primary and secondary), natural or manufactured non- metallic media (pebble milling) or manufactured metallic media - steel rods, steel or iron balls. This chapter covers rod and ball mills which utilize manufactured metallic grinding media. Fig. 1 shows the cross section of an overflow rod mill, Fig. 2 an overflow ball mill, and Fig. 3 a diaphragm (grate) discharge ball mill.

AS IS evident from the discussion in previous chapters, the methods by which an open-hearth heat may be made are numerous, but any heat, in the ingot form, may be classified as one of three types, depending upon the degree of deoxidation to which the metal is subjected. These are rimmed, semikilled, and killed, and desirable ingot structures, from the standpoint of distribution of porosity, are illustrated in Fig. 63. These are the most useful types of ingot structure [ ] and represent three stages in the continuous series from "wild" to "dead killed" (see Fig. 23, page 46) ; some of the variations of each type are discussed later in the chapter. The choice of ingot structure and of finishing practice used to produce the desired metal action in the molds is determined by consideration of: 1. Specified final analysis. As an example, the production of rimmed steels is mostly limited to carbon contents below 0.30 per cent and manganese contents below 0.60 per cent; on the other hand the production of low-carbon killed steel requires greater care.

Froth flotation is a chemically induced method for beneficiating or up- grading an ore, which utilizes a layer or column of froth as a separating medium to segregate and remove the valuable minerals from the worthless gangue components of a finely ground ore suspended in water. The object of this chapter is to discuss the theoretical aspects of froth formation, the various frothing agents employed in flotation, and the effect of chemical structure on froth formation, and to correlate these factors with flotation technology. The flotation method of separation is conducted in three main steps: 1) selective chemical modification of the surface of specific mineral particles to effect floatability or nonfloatability; 2) contact between air bubbles and mineral particles, the selective adherence of floatable minerals to these bubbles, and the rejection of nonfloatable minerals; and 3) separation of the floatable minerals from the nonfloatable minerals. As indicated above, these three operations are achieved by the use of chemicals. Frothers play their most important role in the second and third steps by influencing particle- bubble contact and by affecting the degree of separation obtained in the froth column. Frothers, as defined by flotation operators, are compounds that are used specifically for the purpose of creating a froth in a flotation separation. How- ever, some collectors produce froths that are adequate for some flotation operations. Although this chapter is chiefly concerned with the specific frothers used in flotation, some discussion of frothing collectors is included. Otherwise, collectors (or promoters) and modifiersare not discussed at length; for information on these types of flotation chemicals, the reader is referred to other sections of this book or to other sources.l HISTORICAL DEVELOPMENT OF FROTHING AGENTS Historically, there are two distinct phases in the development of frothing agents and other flotation chemicals: 1) 1860 to 1920-oil flotation, and 1921 to date-chemical flotati0n.2~3 Early in the first period, large quantities of fatty and oily materials, up to 10 to 20% of the weight of the ore, were used as a means of separating the sulfide and oxide components from the gangue minerals in ore pulps. 4.1-1. Introduction. Open pit mine planning must be correlated to all phases of a mining operation. The factors that must be considered in planning an open pit mine are numerous and must reflect the characteristics and surrounding conditions of a particular orebody. Therefore, only an outline of the subject can be presented here to aid the planning engineer in pointing out procedures that are generally applicable to pit design. The presentation is directed toward the planning of an open pit copper mine, but the procedures discussed should apply in most cases to any type of metallic or nonmetallic orebody. In planning an open pit mine the pertinent elements that must be included are: assays, geology, tonnage and areal extent of ore reserves, topography, mining equipment, economic factors of operating costs, capital expenditures, profit, types of ore, pit limits, cut-off grade, stripping ratio, rate of production, pit slopes, bench heights, road grades, ore metallurgical characteristics, hydrological conditions, property lines, and marketing considerations. 4.1-2. Sampling. Sampling must be adequate to classify the various materials to be removed from an open pit mine. Drillhole assays are plotted on sections and plan maps with ore and waste blocked out by selected bench intervals. These maps are prepared to depict the geological and other conditions existing on each mine level. The confidence factor to be applied to sampling and the resultant assays values must be given careful consideration. In uniformly disseminated de- posits, the confidence factor will approach unity. For widely fluctuating values, the average assay values should be discounted somewhat, the degree depending upon such factors as drillhole spacing. Such samples, at best, represent a very few pounds for hundreds to thousands of tons of ore

GENERAL Broken Hill lies at latitude 31º58'S longitude 141º27'E on the semi-arid western plains of New South Wales. From discovery in 1883 until the end of 1969 the lead-silver-zinc orebody has yielded 107,570,000 tons of ore for an overall grade of 13.1% Pb, 6.9 oz Ag/ton and 9.4% Zn.* The orebody currently supports the activities of four mines which are, from north to south, North Broken Hill Limited, Broken Hill South Limited, The Zinc Corporation, Limited and New Broken Hill Consolidated Limited. It is estimated that in 1969 these mines produced about 8 ½ % of world lead production and about 6% of world zinc production. In 1905 The Zinc Corporation, Limited was founded to recover zinc from tailings dumps and moved into mining in 1911 on leases purchased from Broken Hill South Limited at the then southern extremity of the "line of lode". New Broken Hill Consolidated Limited was formed in 1936 to explore and mine for deep ore in the leases to the south of The Zinc Corporation which were purchased from Barrier South Limited. The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines are both managed by Conzinc Riotinto of Australia Limited, which wholly owns The Zinc Corporation, Limited and has a 32% interest in New Broken Hill Consolidated Limited. * Throughout this paper tons referred to are long tons of 2,240 lbs.

2.2-1. Need for Acquisition Operating Plan. In planning a trip by automobile, a road map is procured and studied. Travel by plane suggests detailed examination of route maps, weather charts, and navigation charts. Planning for construction of a factory, office building, shopping center, or housing subdivision envisages working out a complete development plan. Household needs arc generally jotted clown on a shopping list, with each item checked off as it is purchased. In turn, forwarding of any surface mining project should be undertaken only after an acquisition operating plan has been set out, by checklist, under three general headings: 1. Public relations-a check list setting out applicable Federal, State, and local laws and regulations, and the office, board, commission, and individuals having responsibility for licensing, administration, and enforcement of each such law or regulation. 2. Land requirements-a complete check list encompassing all aspects of land acquisition, ownership, management, control, and disposition, with applicable laws. 3. Water requirements-a full check list embracing all aspects of water development and control, acquisition of rights to use, manner of use, and manner of disposition, with applicable laws and regulations. 2.2-2. Public Relations Aspects of Operating Plan. NEED TO DETERMINE APPLICABLE LAWS. The laws and regulations governing acquisition of land and mineral rights, water and water rights, and the use and control of those rights, vary so much from state to state that one cardinal rule must govern all preplanning: determine applicable Federal, State, and local law at the outset. Changing conditions in the past century have resulted in a multiplication at all levels of governmental agencies interested in, and having responsibility for, acquisition, use, control, and disposition of minerals and mineral lands. The same is true of waters and water rights found in, brought to, or discharged from, the operating site.

A REFERENCE to the geological map of Alabama shows the coal- measures of that State to form three distinct fields. The Coosu, or most easterly, contains about one hundred square miles ; the Cahaba, or middle field, which is also the most southern true coal in the United States, contains about 230 square miles ; and the Warrior field, which contains in the State of Alabama some 5000 square miles, is the southern extremity of the great carboniferous deposit, which extends through Pennsylvania, West Virginia, Kentucky, Tennessee, and Georgia. But very little has yet been done towards developing those coal- fields, partly owing to the absence of all commercial manufacturing enterprise in the South under slavery, and partly owing to the want of capital and the disturbed condition of the South since the war. There is an underlying surge to mining in the Philippines." So said A. R. "Ham" Reed, general manager Itogon-Suyoc Mines, Inc., to this reporter last November. Itogon-Suyoc is a small company with a struggling gold mine, a mixed sulfide mine and some prospects. In the Republic of Philippines (ROP), politics, which have an effect on mining, create some uncertainties. By July 1974, no mining company may have more than 40% foreign ownership. The ownership provision is a matter of concern to such important companies as Atlas and Benguet Consolidated and is generally considered a deterrent to new foreign investment. Under these circumstances, Reed's comments are of interest. On foreign prospectors: Don't come in cold; find a Philippine partner or buy into a company already here. Physical conditions of exploration are tough-terrain, communications -but the mineral potential is excellent.

BUNKER Hill & Sullivan Mining & Concentrating Co. has three major sources of ore at present: high grade square-set ore, low grade caving ore, and low grade reclaimed washed jig tailing. These three ores constitute the feed to the 3000-tpd concentrator that produces lead-silver, zinc, and pyrite concentrates. Each ore has different characteristics of grindability, mineral particle size, composition, and content, but all are amenable to the same mill circuit and reagents. The gangue is primarily quartzite. The Bunker Hill concentrator is now using a coarse primary grind followed by a regrind of sand fractions of lead rougher tailing, lead middling, and lead cleaner tailing, and further regrind of sand fractions of zinc middling and zinc cleaner tailing. This is done in order to recover all valuable minerals at the largest size possible. The tendency to overgrind the ore particles, which are more easily ground than the gangue particles, is thereby reduced-lessening their loss in the flotation tailings. The coarse primary grind and regrind method has the advantages of: providing more selective grinding, minimizing sliming, giving a cleaner lead-zinc separation, and reducing mill requirements for reagents and water. Improved lead-zinc separation raises overall recovery and also increases lead and zinc recovery in the respective concentrates by keeping middling particles out of concentrate and tailing.

The stability of waste dumps depends to a great extent on the physical properties of the underlying foundation. These physical properties are evaluated through surface geotechnical surveys, subsurface exploration, and field and laboratory testing. Sufficient information must be obtained to define and assess the strength, consolidation, distribution, topographic and hydrogeologic properties for these materials. Important foundation data collected in the field include: surface infiltration rates, downhole hydraulic conductivities, ground water levels, bedrock structural parameters, soil types and soil thickness. Laboratory testing should identify the classification, strength, moisture content, hydraulic conductivity, attenuation and consolidation characteristics. Summarized in this paper are procedures and typical results of porphyry copper leach dump foundation investigations. Laboratory properties and design recommendations for potenia1 foundation liner materials are described. Back analysis and laboratory foundation strengths are compared. The topographic effect of the foundation on dump behavior is discussed and a foundation pore pressure monitoring experiment at the toe of an active waste dump is described.

Conservation Means Preservation, Improvement, Justice CONSERVATION, narrowly and strictly considered, means the preservation in unimpaired efficiency of the resources of the earth; or in a condition so nearly unimpaired as the nature of the case, or wise exhaustion, admits. And broadly considered, it means more than the word itself implies, for it naturally includes an examination of methods whereby the natural inheritance of the human race. may he improved; and still more broadly considered-and as used in popular discussion-it includes a treatment of the effects of productive conservation measures upon distribution. We shall give our attention briefly to the main points in this informal definition before we pass on to the thesis that conservation is largely a matter of property relations-that a wise conservation policy means wise property relations. Preservation of Natural Resources First, conservation suggests simply preservation, and, in the treatment of the subject which we have had in the United States, emphasis has been laid upon the past and present waste of natural resources and upon the means of putting a stop to this waste. The forests have been depleted; soil has been washed by rapidly flowing surface water from mountain sides. These rapidly flowing waters have produced high streams and devastating inundations, followed by low streams and impeded navigation. The forests have, moreover, been so removed as to bring great danger of fire, and destructive conflagrations have resulted in large waste of resources, including in some cases a destruction of the humus, supplying essential elements in the fertile soil. As a remedy we must have measures to reforest mountain sides, and this means large social control, very frequently taking the form of public ownership and management; but in addition we always find actual and proposed

THE Grand Junction Pilot Plant, operated by National Lead Co. Inc., for the U. S. Atomic Energy Commission, is engaged in the amenability testing of orebodies to establish design and cost data for commercial mills and to test new processes for recovery of uranium from ores. Test work was performed to study the effects of several variables on leaching of uranium ores in carbonate solutions. Many of these variables had been investigated in the laboratory, but pilot plant tests were desirable to evaluate their importance in semi-works equipment and to predict optimum operating conditions for future commercial mills. The results of these tests should serve as a guide in selecting the most efficient and economical method of leaching uranium ores amenable to a carbonate process. This article is concerned with a process in which uranium is extracted from the ore by a hot Na2CO3- NaHCO3 solution; the uranium-bearing solution is separated from the solid residue by filtration, and uranium is then precipitated by chemical means.

SMALL buttons of fused tantalum have been produced by are fusion in a vacuum, by drawing an arc between sticks of pressed tantalum and a tantalum-faced water-cooled copper block. However, ingots of appreci-able size can be produced only by the heat-treatment of bars pressed from powder. The following outline covering the production of finished bars of tantalum by the methods of powder metallurgy is also used for the production of columbium, taking into account the difference in the melting points of these two metals. PRESSING THE POWDER With possibly a few exceptions, a pressing operation is one of the essential steps in the practice of powder metallurgy. In fact, the author's experience with a number of high-melting-point metals and with numer-ous types of hard carbide compositions has led him to believe that this operation is often one of the most important in the- entire process, and frequently one of the most difficult to carry out in a satisfactory manner. Defects clue to improper pressing can readily lead to a defective finished product. It is the author's opinion that rarely is a bar or other article pressed from metal powder in such a way that all parts of the piece are uniformly pressed. The nearest approach to uniformity of pressing is possibly attained when the powder is contained in a flexible receptacle, such as rubber, and is pressed under a liquid by hydrostatic pressure. However, this method is not generally applicable. Hydraulic pressing in steel dies where one or two punches are forced into the die must usually be resorted to. As the pressure in such a die is built up, the powder begins to cling to the walls of the die with a tenacity dependent upon the nature of the powder, and this results in a bridging action, so that the layers of powder adjacent to the moving punch are pressed more heavily than those further removed in the mass. Frequently, as the pressure is carried higher, there may be a mass slippage of the powder upon itself, with the result that slip cracks are formed within the pressed

In previous papers,' the author has reported the results of experiments on the straining in tension of a single-crystal test piece, about 0.6 in. long, of vacuum-melted electrolytic iron containing 1.8 per cent. of silicon. The crystal was originally in the "as cast" condition, and was stressed slowly along a tetragonal axis so that slipping along conjugate gliding planes finally transformed the original cylindrical portion into a pair of fracture wedges. One of these fracture wedges was sectioned along the stress axis in a plane at right angles to the edge of the wedge. A metallographic study of this plane of section led to the conclusion that slip had taken place in the (111) direction along (112) planes making a V shape with the stress axis. The present paper describes the results of scratch-hardness tests conducted on the same section, in order to determine the distribution of strain hardness therein, followed by annealing, and considers the resulting variations in hardness. These observations supplement those made by Krivobok2 on similar material reduced 25 per cent. by hammering (i. e., by impact) in the cold. In order to investigate ageing effects, two small crystals of the same alloy were also tested. The Specimens Employed The principal specimen, A, was prepared for the metallographic examination leading to the determination of the slip planes of the crystal. Therefore the work described in this paper was conducted on metal which had been repeatedly etched and had been allowed to rest for about 30 months after straining. It consisted of a section of the fracture wedge and contiguous unstrained head of the test piece taken along a tetragonal axis parallel to the direction of stressing, the plane of section originally being not far removed from the (011). TEMPERATURE considerations are of prime importance in the manufacture of steel products-front the time the metal is produced in the melting furnace, where the chemical reactions have a direct dependence on the temperatures of the bath, to the final machining of work on which the expansion due to the rise in temperature of the forgings during machining must be allowed for. Methods employed and difficulties encountered in some of the more important steps are here outlined. These methods are the result of years of experience, with many methods of temperature determination, and have been successful in routine works practice in the manufacture of high-quality steels. In the operations of melting, forging, and heat treatment, if the product is to be of the best quality each operation must be carefully followed through. A high-quality product cannot be obtained even with the best heat treatment if the steel is poorly melted, and, conversely, the best steel ever made may he spoiled by inefficient heat treatment. To perform the best work in any of these operations, temperatures must be accurately regulated.

An investigation of the defect structure and properties following large strain deformation has been carried out using transmission electron microscopy and mechanical testing for a range of ferrous materials and for copper. It is shown that, for a variety of ferrous materials, a cellular substructure is developed during the initial stages of working and on further deformation the dimensions of this substructure are reduced. Quantitative measurements of the flow stress and the scale of the substructure indicate that the strength of heavily worked materials is largely determined by the spacing of cell walls. These cell walls act as dislocation barriers in a manner analogous to grain boundaries. FCC materials do not harden as extensively as bcc after cold working and the present observations on copper indicate that the dimensions of the substructure in fcc materials are not markedly reduced on deformation. The differences between the fcc and bcc structures produced by large plastic strains are ascribed to differences in the extent of dynamic recovery. It is tentatively proposed that the greater stability of substructural barriers in bcc structures results from strong interstitial Pinning effects. It is proposed that for large plastic strains the work-hardening process may be considered in terms of the reduction of substructural-barrier spacing during the working process. This pvovides a simplified hut useful analysis of the strain hardening occurring during mechanical processes. THE mechanisms of strain-hardening processes have occupied the attention of numerous investigators over the past three decades and a multitude of theories have emerged in this field. The majority of previous work has been concerned with the development of a description of the plastic behavior of single crystals in terms of dislocation theory.'" In contrast, scant attention has been given to the strengthening mechanisms operative during mechanical working processes such as rolling and drawing. The large plastic strains involved in these processes make it difficult to correlate the observations with any elementary dislocation theory. Further, as Bullen and coworkers3 have opined, for large plastic strains both hardening and recovery occur simultaneously and thus it is extremely difficult to estimate the effect of plastic strain on the ambient internal stress field. It is probable that for large plas- tic strains any theoretical estimate of the internal stress field must be made in terms of complex dislocation groups. Although some valuable theoretical work has been done toward calculating the elastic properties of dislocation groups4 any detailed self-consistent model for large plastic strain is as yet impossible. With these limitations in view it is still of value to examine the mechanical properties of highly strained materials as a function of their substructure. This relationship is explored in the present communication for a variety of materials subjected to rolling, drawing, or swaging. The primary object of this investigation has been to establish the validity and the limitations of the substructural strengthening mechanism proposed by Embury and eisher' for drawn pearlitic wire and by Meieran and Thomas for drawn tungsten wire. No attempt has been made to delineate the basic interaction mechanism which occurs between a slip dislocation and the substructure and the authors believe that a great deal more experimental evidence must be compiled before these fundamental aspects can be explored. Also, no specific attention has been given to the detailed formation of substructure during working. Experimental Details. A variety of materials were used in this investigation, the compositions and heat treatment of which are tabulated in Table I. The commercially pure iron is referred to throughout this report as Ferrovac E. The mechanical working processes were all performed at room temperature. The wire drawing was performed on a manual drawing bench. Reductions of between 10 and 20 pct in area per pass were used in both swaging and drawing. The experimental parameter used to evaluate the mechanical properties of the materials was the 0.2 pct proof stress. This was determined for wire samples using an Instron tensile machine at a crosshead speed of 0.02 in. per min. The techniques for preparation of samples for transmission electron microscopy have been described previo~sl~.~ Specimens from wire samples were prepared from longitudinal sections and in some cases from transverse sections. To evaluate the substructural characteristics of rolled materials, thin foil samples were prepared of both the face and edge sections. Results. One of the more familiar ways of expressing work hardening in mechanical working is by the flow stress as a function of reduction in cross-sectional area. Fig. 1 shows such a plot for Ferrovac E eutectoid carbon steel and for copper. The curve for Ferrovac E is characterized by an initial stage of rapid work hardening and a final stage of rapid work hardening separated by an intermediate stage with a low rate of work hardening. This behavior is typical of many ferrous materials and the drawn pearlite wire previously investigated by Embury and Fisher is a more pronounced example. Copper shows an initial

Fox many steel parts it is desired to obtain the maximum toughness consistent with the strength required by the mechanical design. It is generally recognized that the greatest toughness at any given strength is found in steels having a tempered martensitic structure,1 and is virtually independent of the composition of the steel2 (except for carbon). The choice of the composition of a steel for the parts in question should be based, therefore, on hardenability considerations and on manufacturing facility and economy. In a recent paper3 the concept of hardenability was discussed and a somewhat new approach to the problem was suggested. The hardenability was defined in terms of the cooling conditions (speed of cooling) required to avoid the pearlite and the bainite reactions. Since all the alloying elements do not have the same effects on the two reactions, the bainitic and pearlitic hardenabilities must be considered separately. In order to design a steel for a given part, it is necessary to design a composition that has both sufficient pearlitic and sufficient bainitic hardenability. However, this requirement does not fix the combination of alloying elements to be used; an infinite number of steels would have the required hardenabilities. Other considerations limit the choice. For example, decreasing the carbon content increases the toughness at a given hardness, and for this reason low-carbon steels are often desired. Limitations or requirements of refining, casting, or forming practices often affect the level of some of the alloying elements. Price considerations enter. Frequently, however, it is very desirable to minimize the tendency toward quench-cracking while maintaining the necessary hardenability. This paper is concerned with suggesting a method for choosing compositions that will have the required hardenability together with minimum tendency toward quench-cracking. QUENCH-CRACKING Since only the case in which the entire part will transform to martensite in the particular quench employed is being considered, the analysis of the quench-cracking problem is somewhat simplified. Quench-cracking arises from the temperature gradients existing throughout the piece during cooling. Because of these temperature gradients, the contraction arising from the decreasing temperature and the expansion arising from the austenite-martensite reaction do not occur uniformly over the parts, and stresses are set up that tend to cause cracking. THE influence of various elements in retarding or accelerating the absorption of carbon during the process of carburization is fairly well known. In general those elements which forth carbides accelerate the absorption, while those which do not retard it. It has sometimes been wrongly stated that those elements which raise the temperature of the critical range increase the absorption, while those which lower this temperature decrease it. Silicon is a notable exception to this rule, for its influence is to raise the critical range but to lower the absorption of carbon. Some elements which do not form carbides have no apparent influence upon the absorption rate. Carbon itself retards the absorption rate. With a view to obtaining more exact data upon the subject the following experiments were undertaken : 208 steels of different chemical composition were selected to represent most of the types of modern constructional steels. Specimens 3 in. in diameter and in. in length were weighed to milligrams. They were then packed in the special carburizing box shown in Fig. 1, and kept in .the furnace for 10 hours at a temperature of 900° C. A duplicate experiment was conducted at 1,000° C. At equal' intervals of time the box was rotated in the furnace so that. two complete revolutions were made in the 10 hours. This precaution was taken to neutralize as much as possible any effect of unequal heating. At the end of the 10 hours the box was allowed to cool in the furnace with the doors open. The specimens were then weighed again and the increased weight (carbon) determined. In. the following table are given the analyses of the various steels, together with the. increased weight of .carbon expressed in milligrams.

I am asked to contribute a few words to "The Book of British and American Friendship." This book of the two countries ought never to have been closed. It was a colossal mistake on the part of certain of our statesmen in the past which led to the severing of the interests of the two countries which, by the greatest of all bonds-Nature-were meant to be one. However, that is past, and a new book is opened, one full of promise for the world's future. I should imagine that outside the Kaiser-Junker classes, even the Hun himself would prefer to be under Anglo-Saxon laws and customs rather than his own.
