MAGNETITE mining and milling in the Eastern States showed continuing improvement during the year. Some of the smaller mines remained idle, but the larger operations responded promptly to the improved situation in the iron and steel industry. The output of ore for 1936 was over twice that for 1935. A number of improvements were made in mine plant and equipment, and operating forces were increased and maintained at near normal. The coming year should see additional mines started up and production increased at the larger properties.

(communication to the Secretary*) :-The very interesting results obtained by Prof. Hofman and his assistants came to my attention when I had temporarily assumed charge of the metallurgical department of the Missouri School of Mines, and had found it, pending the completion of a new building, lacking a furnace in which to roast ore preparatory to the customary lead blast-furnace run. An attempt at lime-roasting had been already determined upon, but the use of a charge which would make a slag of definite composition was a new idea. The results following were obtained by Messrs. Aubrey Fellows, J. C. Long, E. R. Wash, and Dr. T. C. Tseung, under my supervision. It is regretted that the data are not more complete; but the work was done simply incidentally to securing the desired ore for the blast-furnace, with no idea of obtaining any results of especial interest. It is submitted because of the metallic lead obtained, no notice of which has been seen elsewhere. The ore was an aggregate of several lots of concentrates, apparently from Missouri ores. The analysis follows, with that of the limestone and sandstone used, as far as made:. Ore, SiO2, 3.04; Fe, 0.77; CaO, 2.53; Pb, 68.74; Zn, 5.77; S, 13.9 per cent.; limestone, SiO2, 1.0 ; CaO, 54.35 per cent.; sandstone, SiO2, 99.8 per cent. The converter was made in the shops from a sheet of No. 14 iron riveted in the shape of a truncated cone, 20 in. in diameter at the top, 15 in. at the bottom and 22 in. high. The effect of bubble size and concentration of certain reagents on the terminal velocity, shape, path, and drag coefficients of single air bubbles in distilled water has been investigated. Bubbles of a certain size range rise considerably faster than Reynolds number-drag coefficient relationships predict, whereas a small amount of frothing agent reduces their terminal velocity. The rapid velocity at which bubbles rise in distilled water appears to result from slip at the boundary and from circulation within the bubbles. Surface-active agents retard bubble motion through prevention of both circulation and slip at the boundary. A surface tension concentration gradient helps maintain bubble sphericity. HE gas phase is one of the indispensible in-gredients in flotation operations. Flotation depends on the collision of an air bubble and a mineral particle in a pulp and their ability to remain in contact long enough for adherence to take place. Before it is possible to understand the mechanics of air bubble-mineral particle encounter, it is necessary to learn more about the nature of bubbles themselves before collision with a mineral particle has taken place. To date, little work has been done on air bubbles in flotation systems. In 1945 Fahren-wald' presented a study of the role of frothers on air bubbles and on aeration in flotation, and recently Wark and Sutherland' discussed the work of Rosenberg- in relation to flotation. The research reported in this present article was undertaken to investigate systematically the effect of bubble size and the concentration of certain reagents on the terminal velocity, shape, path, and drag coefficient of single bubbles in distilled water. Most of the work is concerned with the effect of a-terpineol on bubble motion in water, but studies were made with potassium chloride, potassium hydroxide, potassium ethyl xanthate, and potassium amyl xanthate. Experimental Method and Materials: To obtain free bubble rise and reduce wall and surface effects, the investigators used a tank of 5½x5½x30-in. internal dimensions, filled with water to within 4 % in. of the top.' The tank was made of acrylic plastic so that the walls would have good optical properties. Distilled water, which was re-distilled in a block tin still and saturated with air before each test, was used in all the experiments. All solutions were made with reagent-grade chemicals. During each experiment the water was at room temperature, and during the course of an experiment the temperature did not fluctuate more than 0.5°C. Since the experiments were performed over a period of six months, the temperature varied between 25° and 27°C. ESTIMATION of re- serves in prorated sand fields has been discussed by S. A. Judson, H. D. Easton, Jr., and W. A. Schaeffer, Jr., in a paper that appears in Vol. 114 (1935), of the A.I.M.E. TRANSACTIONS. The purpose of this present paper is to extend the investigation to prorated flush limestone fields and to outline a method of procedure in determining the amount of oil originally in place and the amount of oil that can be recovered from such fields. Although it is possible to use the decline curves to estimate the amount of recoverable oil in certain limestone fields that are allowed to produce the oil at or near capacity production, such a method cannot be used in fields under severely restricted production rates. The problem is exceedingly complex due to fluctuation in the allowable rates of oil production over a wide range and at frequent intervals, and especially because of the heterogeneous nature of the reservoir itself. A well completed in a large solution cavity, capable of producing great quantities of oil per day, may be offset by a well of very limited capacity. Also, it is di5cult to arrive at an average figure for porosity in a given limestone reservoir due to abrupt variations in the character of limestone, in many instances even between two ad- joining wells. It is a safe statement that uniformity of porosity and permeability in limestone reservoirs .is nonexistent. It is evident, therefore, that the method of estimation of re- serves on the basis of per-acre content can give only approximate results.

THE paper by C. H., Lieb on the "Economics of Oil-Producing Practice" (June issue, M. & M.) contains much food for thought. The engineers should be gratified that an executive with Mr. Lieb's. responsibility should recognize their standing in the industry. Yet after giving them that recognition, he proceeds to spur them on to greater accomplishments by pointing out that their job is only partly done and in some instances poorly done. The operating policies in this paper when applied to new pools with flowing wells are sound. Neither do I take exception to their application to pumping wells. But I do wish to comment on what lie says about price when applied to the many more wells that are approaching abandonment that is, the small producing wells. Mr. Lieb states in effect that higher prices would be detrimental from the long range viewpoint. I doubt that the present prices of crude will provide an ample return from the hundreds of thousands of small wells that have possibilities of substantial recovery by means of water-flooding, repressuring with gas, and air drive. Probably expenditure for experimental work can he justified, but at this time it must usually be considered as experimental. Recently I visited a property where it was estimated that $250,000 would be spent on a 160-acre tract for flooding purposes. The rate of r e t n r n and amount of profit at today's prices are uncertain. It can be argued that if this type of recovery is not economic with crude at $1 then it can he delayed as it is now possible to secure economically an ample supply of crude from our flush fields. But these old fields still retain large quantities of crude in a dormant state, and should not he abandoned per-

THE opening session of the Institute was held at Staunton, on Monday evening, May 30th, in the Opera House. Major Jed. Hotchkiss, Chairman of the Committee of Reception, called the meeting to order and introduced Mayor Balthis, who spoke a few words of welcome to the members present, and then introduced the Hon. A. H. H. Stuart. Mr. Stuart in addressing a formal welcome to the Institute to the " little city of the mountains," spoke of the value of the services of the mining engineer in developing the mineral wealth of Virginia and in solving the problems of her geological history. Mr. Metcalf, President of the Institute, replied on behalf of the Institute to the cordial welcome of the mayor and Mr. Stuart, and then read an inaugural address on Force. At the conclusion of the President's address the following papers were read The Electrolytic Determination of Copper and the Formation and Composition of so-called Allotropic Copper, by J. B. At the conclusion of my paper on the same subject read at the Boston meeting of the Institute, I offered to send some of sample No. 2 to any chemist who wished to analyze it. Eight chemists wrote to me for samples; so far I have received results from five. I give these results in a table (on the following page), together with the results previously obtained: As to the chemists and their methods : K is an iron-works chemist whom I only know by correspondence; lie writes: "No. 27(13.64) was obtained by the method I generally use, as follows : Dissolve 0.8 grams spiegel in hydrochloric acid and a little potassium chlorate, in a half-liter flask. Boil off most of the acid, add ammonia in slight excess, redissolve in acetic acid, using rather more than is really necessary, and then add 8 or 10 grams of sodium acetate and make up to the mark with warm water. Boil hard for fifteen minutes, then allow to settle (cool?), until the liquid reaches the mark, and withdraw 300 C.C. of the nearly clear liquid. Add to this an excess of hydrochloric acid, evaporate to dryness, take up with hydrochloric acid and water, and separate the iron by two precipitations with ammonia (I have often tested the ferric hydrate for manganese, but have never found any, if the separation by ammonia was properly made). Finally, precipitate the manganese as phosphate." Nos. 28, 29 (13.35, 13.07) were by Ford's method." No. 30 (13.50) was by Troilus's method He writes, " I may add the results are quite as good as I expected, although for any element except manganese, they are not close enough for anything like accurate work." AN early appreciation by the management that Climax ore presented a challenging problem of economic concentration was responsible for the establishment, in June 1926, of an ore-testing department at the experimental plant of the Colorado School of Mines at Golden, some ninety miles from Climax. An engineering office was later organized in the same community for the design of all ore-treatment units erected at Climax during the period of rapid growth. Work of the ore-testing and design staffs was effectively co-ordinated under a common head. The primary reason for having the ore-testing and plant design departments in Golden, was to place these activities under the able supervision of A. J. Weinig, consultant for the Climax Molybdenum Co., and director of the experimental plant. A secondary consideration was the availability of excellent facilities for research in ore dressing in a highly favorable environment. Concentration of molybdenite by flotation from an ore of simple mineral composition does not appear, superficially, to present a serious problem in ore dressing but experience belies this apparent simplicity. Members of the Institute who were present at the Amenia, N. Y., meeting, in October, 1877, will remember their visit to the hematite mines, just west of the village of Amenia, and some of them may perhaps recall the deposit of carbonate ore south of the opening made for the hematite. The smelting of this carbonate during the last few months, has produced an iron that seems worthy of being brought to your notice. A little more than a year ago, at the Wassaie Furnace, Dutchess County, N. Y., we made a few hundred tons of iron from a mixture of two-thirds ram carbonate and one-third Chateaugay ore, hoping that it would be suitable for steel purposes, but as the iron showed phosphorus 0.189 per cent., it, was not offered. This iron looked well and seemed quite strong, and gave good results in malleable castings; but no special tests of strength were made. About February 1st, of this year, we began using two-thirds roasted carbonate, and one-third Chateaugay, and noticing that the iron mas stronger than usual, we had two samples tested, which showed tensile strength of 32,014 and 34,176 pounds per square inch. After our stock of Chateaugay ore was exhausted, me put on one-third ram carbonate with the two-thirds of roasted carbonate, and the first test made of the iron, showed 40,008 pounds per square inch. The three tests given above were made by Mr. A. J. Copp and Mr. E. B. Manning, of the Phoenix Furnace, Millerton, N. Y., on a machine of Riehle Bros., Philadelphia. Since these tests were made, they have broken samples made with all carbonate ore as follows: 39,669, 40,816, 41,882, 42,281, 39,902, and 40,130 pounds per square inch. A test taken from the same bed of iron as the last-mentioned (40,130), was broken by Mr. A. Blass, at Irondale Furnace, showing 40,151 pounds per square inch. A sample broken on the Riehle Bros. machine, at Stevens Institute, under direction of Professor R. H. Thurston, showed 40,000 pounds per square inch. Another sample was broken by Professor Thurston on his torsion machine, and gave torsion 7", and tensile strength of 44,500 pounds. And

Beutter's introductory remarks, being simply a resume of Prof. Howe's paper, with a disclaimer of the intention to criticise it, have been omitted, and the remainder of this contribution has been somewhat condensed, without omitting any essential statements. M. BEUTTER, St. Etienne* (communication to the Secretary-+):-Professor Howe observes in paragraph 47 of his paper that the fluid-compression of steel. diminishes piping by forcing the liquid and viscous metal, while the pipe is forming, or after it has formed, into the space so produced, and proceeds to study the different systems of compression, alluding to the four principal ones: Whitworth, Illingworth, Williams, and Harmet. Having now for many years had in use the last-named process, that of M. Henri Harmet, I shall attempt to explain the difference between it and the three other processes named. The Harmet process does not diminish or close the pipe after it has formed, but prevents it from forming; and I may add that it is the only one of the four which produces this result. It is true that the Whitworth process diminishes the interior hollow by localizing it around the central axis of the ingot, which is afterwards removed by trepanning the hollow forgings for which this process has been, I believe, always exclusively used. The Illingworth and Williams processes, which, in my opinion, are applicable only to small ingots, of necessity allow the pipe to form, or (to use the expression of Professor Howe) they allow the surface of the lake of liquid steel to sink into the interior of the ingot, since they involve waiting a certain time before compression, so that (in the case of the Williams process) the ingot-mold can be opened without dan¬ger, or (in the case of the Illingworth process) so as to avoid the risk that the steel may enter the grooves produced by the removal of the distance-bars. Changes in existing airway and fan-installation conditions offer the most common opportunities for effecting economical operation of mine-ventilating systems, but the largest possibilities for securing this result lie in the original design of the main airways for efficient service. Formulas, and charts for their graphical solution, are presented herewith for the determination of the elements of airways design when the conditions of service are known or may be roughly approximated. Although the analyses are made with particular reference to metal-mine airways, there is no essential difference between main airways in metal and coal mines, and the methods presented are applicable to both. Little attention is paid to designing airways for maximum economy in the ventilation of metal mines. Most of the openings used as main airways are originally designed and used for transportation and other operating purposes. Even where openings are made primarily for ventilation, the possibility of their future use for other operating purposes, or even custom alone, usually results in the selection of a size and shape similar to those of existing openings. Natural conditions, such as heavy ground, often seriously limit the size of opening that can be maintained without excessive expense; and various operating factors, such as velocity limitations on traveling roads, often dictate size requirements in excess of those required for economy in ventilation only. In metal mines the main airways are, as a rule, too small rather than too large for economic service, with the general result that the quantities in circulation are often less than the mine's proper requirements over long periods, even though excessive amounts of power are applied in an effort to remedy conditions. Increasing the area of an airway increases the cost for excavation and lining practically proportionately but at the same time affects a very rapid decrease in power requirements. The balancing of these two factors of the expense to give a minimum total yearly operating cost for ventilation is mainly a matter of proper original design of the main airways of the mine, since the large volumes handled through these parts of the system involve large power costs and thus present opportunities for effecting large savings through proper design. So commonplace that they are seldom noticed, mining-machine bits have a defi-nite and important bearing on the cost of coal production. At the average mine many thousands of bits are used during the year. The actual cost represented by the pur-chase of the bits used, as well as that of sharpening and handling them, represents a considerable sum of money. From the point of view of indirect costs they are im-portant, as the lack of good bits at a mining machine can seriously impair production. Good bits tend to ensure an adequate supply of coal.

The mines of the St. Joseph Lead Co. in St. Francois County, Missouri, form a roughly triangular area of about 45 square miles. Locally this is known as the Lead Belt. The four operating mines in the area at present are the Federal, Leadwood, Desloge, and Bonne Terre, in decreasing order of mine area and daily production. Mining began in 1864 and has been carried on in the district continuously since that time. As a group, the Lead Belt mines now handle 20,000 gal. per min. of water, average head about 465 ft., against a normal daily ore tonnage of 21,200 tons. For a six-day operating week this gives a ratio of 6½ tons of water per ton of ore. Total average pumping in 1931 was about 15,000 gal. per min. Since that time a large area of virgin territory has been opened, much of which has had temporary flush flows. About 75 per cent of the water enters in certain restricted very wet areas. Production figures are given in Table I. The figures by divisions for 1931 and 1941 are not exactly comparable, as there were several transfers of pumping loads from one division to another during that period of time. Geology The, basement formation in 'the Lead Belt area consists of the pre-Cambrian rhyolite porphyry and granite. Overlying this is the La Motte sandstone, of Middle Cambrian age, which offers a good medium for circulation of water. It varies in thickness up to 400 ft. Above this is the Bonne Terre dolomite, approximately 375 fl. thick, which in turn is overlain by the 150-ft. Davis shale. The formations above this, present in the Lead Belt in small areas only, are of minor importance. The ore bodies occur as large, horizontal tabular masses or as long, narrow runs; they are found throughout the Bonne Terre but largely in the lower 150 ft. The rather indefinite contact with the La Motte is a favorite ore horizon. Milling is entirely by open stope and pillar breast systems. To the south, west, and north of the district, sandstone outcrops are few and limited. Heavy faulting bounds The district on those sides and probably there is little if any artesian circulation from those directions. THERE are many methods for determining the meridian, but all of those in common use involve at least two separate observations, one for latitude and one for azimuth. Such observations made upon a south star at any hour are open to the objection of possible inaccuracy due to ignorance of the absolute refraction, and also to slow change in the altitude of the star when near the meridian. The method of observing a circumpolar star at elongation, besides requiring a separate observation for latitude, is open to the serious objection that clouds may obscure the star at the critical moment. Moreover, a tedious wait for the star to come to elongation is sometimes necessary. Many of us can recall long, cold, weary vigils, waiting for Polaris to reach elongation. For observing a circumpolar star at any hour, not only the latitude, but also the true time, must be known. This it is practically impossible to obtain, except in regions reached by the telegraph, and usually then one has to know the longitude also, in order to reduce "standard time" to "local time." The results obtained by this method, when the star is at culmination, are not very good, unless the true local time is absolutely known. The methods of obtaining the meridian from the sun, by means of a solar attachment, or by direct observation, while good, are not absolute, by reason of refraction, change in declination of the sun, and small change in vertical angle, when the sun is near the meridian. For these two methods, latitude, time, and approximate longitude have to be known. In the method here described, only one observation is needed, and from it azimuth, latitude, and sidereal time are computed. In other words, one can observe a circumpolar star-Polaris

THE economy as well as the living standards of a country depends largely upon adequate supplies of raw materials at reasonable prices. Geological and climatic conditions responsible for the occurrence of commercial minerals and the growth of raw agricultural and forest products are so varied in different parts of the world that no country can be self-sufficient. The world is rapidly shrinking because of improvement in transportation facilities, but populations are steadily increasing and so are the needs for a greater production of raw materials and for their more equitable distribution. Too many barriers between nations prevent free access to the main sources of supply of the raw materials vital to neighboring nations and it is just such barriers that are often the cause of friction and even war. The International Trade Organization is doing a commendable job in helping to. break down barriers and to reduce friction, and we should now find ways to facilitate access to these sources of supply and encourage more efficient and greater production of the raw materials so urgently needed throughout the world. This cannot be done by individual selfish governmental agencies, influenced as they are by politics, nor by socialistic governments attempting to nationalize industries. It can be done efficiently only by the free individual through private enterprise properly protected against adverse governmental action. This protection can be supplied by the World Bank.

TWENTY-FIVE DOLLARS for nothing at all except a sheepskin. That to me is the effect of the New York State law for registration of engineers and the same may be said of any of the state licensing laws. Of course, if one has to practice in more than one state, he must pay a more or less equal amount for every state he works in; and yet there has been little effective protest against these laws. It would seem that the spirit which animated the Boston Tea Party is non-existent amongst engineers. Undoubtedly a good many consider, through their failure to understand the law, that the matter does not affect them. In New York State it is provided that "any person practicing or offering to practice profes-sional engineering or land surveying . . . shall be licensed as hereinafter provided." To quote further from the law: "A person practices professional engi-neering . . . who holds himself out as able to do, or who does, the work that an engineer does . . . " The cunning of the wording of this article can only be appreciated by considering that anyone calling himself an engineer falls within the definition; its liberal inter-pretation (I have not quoted the whole of it) would embrace many who do not consider themselves engi-neers. The state authorities may not construe it to include such individuals; indeed, they may possibly consider it inexpedient to extend it to include engineers of subordinate grade, but the possibility is always there and, even though an engineer be of the grade of assis-tant, he may at any time be called upon to substitute for his principal in responsible charge of the work. It is therefore clear that anyone calling himself engineer and practicing engineering must, for his own protection, apply for registration or run the risk of violating the law. Now, what is the sense of all this? We have done very well without such restrictions on the means of gaining our livelihood. If one only stops to think, there is hardly a minute of his modern existence when he is not dependent for his safety on the engineering by engineers of yesterday or today. How often is one in jeopardy through failure of engineering works, work done under the supervision of those same engineers? If all of us had to wait for our ends by such means, our average life would probably be some thousands of years. Where, then, is the point to the object declared in all these laws that the need for licensing is "to safeguard life, health and property?" Bosh!

Marcona Mining Company operations are located 500 kilometers south of Lima, Peru, on the Pacific Coast, at approximately 15º-22' latitude south and 75º-11' longitude west. The terrain is sandy rolling hills ranging from sea level at the coast and rising sharply (escarpment) to an elevation of 800 meters at the mine area. The climate is arid and windy with a moderate year-round temperature, ideal for a year-round mining operation. San Juan, a new and modern community of 14,000 inhabitants and developed by Marcona, houses the working forces and their families.
