Having obviously cleared the way for fast confirmation by the Senate Interior Committee, the Administration recently named Elburt F. Osborn, vice president of Penn State University, as director of the Bureau of Mines. Interior Committee Chairman Henry M. Jackson (D of Wash.) has moved hearings on the nomination right along, forecasting that they will end in a confirmation. Dr. Osborn not only made a good impression on the Committee, he also made it amply clear that he would be the boss of his job and have right-hand aides to help straighten out conflicts stemming from recently enacted health and safety regulations for miners. Mining engineers in the field hope this clarification can come soon. They are frankly fed up with local, state, regional and national overlapping of restrictions.

DAVIS,' in an investigation of solute redistribution along molten rods of dilute silver in tin, concluded that at horizontal temperature gradients below approximately 5°C per cm very little convective mixing takes place. Cole and winegard2 observed temperature oscillations in horizontal melts of tin, with temperature gradients of several deg per cm. They associated the temperature oscillations with the presence of convective flow in the melt. At temperature gradients less than 1°C per cm they did not detect convective flow. In the present work, direct measurements of con-vective flow in liquid tin have been made using a radioactive tracer technique. The results indicate that extensive convective flow occurs at temperature gradients below those previously reported. The apparatus used to determine the extent of con-vective flow is shown in Fig. 1. The graphite boat Fig. l(a), has two rectangular channels both of which contain molten tin. Radioactive Ag110 in the form of Sn-0.2 pct Ag alloy was introduced at the end of one channel, by rotating the cylinder shown. A series of fixed thermocouples were positioned along the center of the second channel to determine the temperature gradient. It was assumed that the two channels had identical temperature distributions. The graphite boat was inserted into a vycor tube which was surrounded by a multiple winding tube furnace as shown in Fig. l(b). The tin was melted in an argon atmosphere. In view of various papers and discussion.;, at recent meetings of the Institute, upon testing, methods of testing, inspectors, inspection and specifications, it has occurred to me that my experience of some fifteen years, in the making and enforcement of specifications, in connection with the Motive Power Department of the Pennsylvania Railroad, might give some value to the few suggestions offered in this paper. There is friction, not to say antagonism, between the producers and the consumers of structural materials. On the one hand, the producers complain of the severity of inspection, or the lack of knowledge and want of good judgment on the part of inspectors, and, indeed, have gone so far as to suggest the abolition of the whole scheme of inspecting and testing materials. On the other hand, the consumers are, apparently, more and more relying on specifications

The program for the Annual Meeting to be held in New York, Feb.17 to 20, 1919, inclusive, has been nearly completed. Besides the usual meetings for the reading of technical papers, the social features are being given special attention. They will probably embody the following: On Monday evening, a lecture by one of our fighting airplane pilots, to be illustrated by lantern slides and moving pictures. To this entertainment the ladies will be invited, as well as members. On Tuesday evening, a Smoker at which some very startling features are promised for the entertainment of members. On Wednesday evening, the usual banquet, at which it is hoped to have some very interesting speakers. The usual luncheons will be served in the Engineering Building and other features will be offered for the entertainment of the ladies during the day. No definite plans for the Thursday excursion have yet been formulated, though it is probable that something interesting will be offered the members.

In determining what kind of pourer should be adopted for the works of the Moctezuma Copper Co. at Nacozari, Sonora, Mexico, certain considerations imposed by local conditions had to be taken into account. Water.—During most of the year the water-supply is abundant for all purposes, but it dwindles rapidly when the dry season sets in, reaching a minimum flow which is entirely undergrouad. It was evident, that with the greatest care in keeping down the unavoidable loss of water in milling and smelting, these operations and hence the capacity of the works mould ultimately be limited for about two months of the year by the small watersupply available at the period of minimum flow. Transportation.—The nearest railway terminus was in Arizona, at the international boundary-line; and the price of supplies at that point would be enhanced at Nacozari by the additional cost of a 90-mile wagon-haul. During the rainy season, transport to Nacozari was much impeded, and at times made impossible, by the condition of the roads. Hence, to insure continuous operation at the works, it would be necessary to provide for hauling the year's supplies, including fuel for power and coke for smelting, in less than eleven months. In other words, the average freight delivered daily at the works should be at least 10 per cent. more than the average daily consumption. For moderate quantities of freight, pack-carriage by burros is astonishingly cheap. But it has a capacity-limit which is generally very soon reached. A 200-lb. load, and 10 miles a day, 5 with and 5 without load, is the full capacity of a burro. This means one burro per ton-mile of the round trip; and,

DURING the last several years, the U-Zr system has been studied at many laboratories as one of the research programs sponsored by the Atomic Energy Commission. The equilibria in part of this system have been difficult to determine, although the phase diagram from 0 to 60 atomic pct Zr has been established with reasonable certainty. Existing diagrams of the system vary appreciably beyond 60 atomic pct Zr, particularly with regard to the existence of an intermediate phase. Most existing diagrams show a transformation or reaction horizontal near 600°C. In 1955, a collection of uranium phase diagrams' was prepared at the Battelle Memorial Institute and the U-Zr diagram in that collection contained a questionable region in the vicinity of 60 to 80 atomic pct Zr. Summer-Smith" has published a phase diagram of the system that shows no intermediate phase. Summer-Smith did his work with powders and found only the uranium and zirconium eutectoid mixture from X-ray patterns of material annealed below 600°C. Mueller3 at Argonne National Laboratory did similar work with filings, and he found that initially there was a pattern of an intermediate phase, but on long-time annealing

QUANTITATIVE methods were used to good effect in the earliest days of metallography1-3 but they mysteriously passed into virtual disuse until the important paper4 by Howard and Cohen in 1947. Various devices for the measurements of integrated linear intercepts have been constructed, primarily by petrographers. The hydraulically operated stage designed by the writer5 was satisfactory, but prolonged use caused air bubbles to become entrapped, which introduced back-lash. A new stage has been constructed which avoids this defect and provides better integration when measuring directional structures. This utilizes a circular traverse, and integration is achieved by counting electrical pulses produced by a photocell and a light chopper.* The stage is shown diagramatically in Fig. 1 and in photograph, Fig. 2. It is of simple construction. Mounted on a plate with clamps to fit the stage of a standard metallurgical microscope is a worm and 100-tooth worm gear, the latter supporting the specimen to be measured. MEXICO embraces one of the great metal and petroleum producing provinces of the world. In this respect its history dates back to the overthrow of the Aztec empire by a Spanish force under Hernando Cortes between 1519 and 1.521. Even before then, its richness in silver and other minerals was not unknown. But it was a treasure house for the Spanish conquerors until the country became independent in 1821. It has been computed that in the 400 years following 1521, Mexico yielded 1.55,000 metric tons of silver, worth $3,000,000,000, two-thirds of the entire world production. In 1935 the country accounted for 36 per cent of the world's silver output, 14 per cent of its antimony (in 1934), 13 per cent of its lead, 3 per cent of its zinc and copper, and 21/2 per cent of its petroleum. Contrary to the impression of some, its gold output is now comparatively small, though important in the past. Its oil, as well, formerly hulked much larger than now, in 1921 being one-fourth of the world output.

ANTHRACITE ALTHOUGH the unmined anthracite will last for approximately 150 years, most of the thicker and cleaner coal beds have been almost entirely first-mined and pretty well robbed, leaving much of the present and future production to come from thin and dirtier beds. Herewith is a section of one of the dirty beds being mined in the Wyoming region [ ] This section shows that 45.8 per cent of the bed is made up of impurities and that the 45 in. of coal in the bed is in five benches, the thickest of which is 19 inches. In some localities of the anthracite region there are 14 beds of minable coal. Orderly and proper mining of the coal makes it necessary to rob or second-mine-almost all beds have already been first-mined-in sequence from the top downward. Therefore the robbing of the few remaining portions of the thicker and cleaner beds is in many instances being held up by the mining of the overlying thin and dirtier coal beds. Impurities Impurities consist of fire clay, slate, rock, and bone. The latter, which is black, contains 40 to 60 per cent carbon and often resembles good coal. In some beds there are also bands of "blue" coal, which, as the name implies, is of a bluish slaty color. Although much of this "blue" coal has a carbon content almost as high as the good anthracite, it is not

THIS is a day of surpluses, some good and some not so good. One can hardly pick up a newspaper, magazine, review or economic treatise without confronting the fact that we have or are threatened with more .of certain goods than we have use for, whether it be corn, wheat, cotton, coal or oil, -lumber, 'leather, newsprint, automobiles, zinc, lead, copper or what not. How did this unprecedented state of affairs arise? Who is to blame? How shall we avoid smothering ourselves in our own production? The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? Not satisfied with the result, it spends other millions to prepare vast areas of the arid land of the West for more farmers to cultivate and insure yet larger surpluses. Then what? To MOST mine operators, it seems evident that there is a drill-steel problem, although under certain conditions the amount f drill-steel breakage does not appear serious. What is at fault? It may be one or a combination of circumstances. The development of rock drills to the hammer-drill type in place of the old reciprocating piston drill, probably is one important cause for the greater steel breakage. Perhaps the manufacturers of drill steel have failed to realize what alloys are needed for this new service or have overlooked the changes in the art of rock drilling. Although suitable alloys are provided, they may not be so handled in the manufacturing process as to be in the best condition to withstand the demands of rock drilling. The mine operator may be at fault in desiring to use the smallest possible drill-steel section in order that the gage of the drill bits may be correspondingly small and the amount of footage drilled per unit of labor may be greater; or the black-smithshop practice at the mines may need improvement. The miner who uses the drill steel may also require more intensive supervision and education. Again, the manufacturer of rock drills may have failed to study the types of blows the steel alloys will withstand satisfactorily and which their tools are delivering and so he may not know whether or not a different design of rock drill would equal or excel their present drilling speeds without treating the drill steel so severely. All of these hypotheses probably have their supporters. On the other hand, perhaps we are seeking too much service from drill steel and we need a fuller realization of the fatigue strains developed and should prepare to relieve these by a periodic heat treatment of the steels. However, we do not find any proof that any of these suppositions may be held responsible for the drill-steel breakage attendant to mining. The proposed investigation of this matter by the U. S. Bureau f Mines is fully warranted in the promotion of the conservation of labor and material, and the safety of the workmen. USE of geophysical methods as an aid to prospecting for new oil pools and in the exploration of already discovered pools continued to increase and reached a new high during 1934. As in previous years, the scene of greatest activity was the Gulf coastal plain of Texas and Louisiana. Seismic crews working by the reflection method increased from some thirty crews at the first of the year to forty crews at the end. An increased demand for torsion balance work at the beginning of the year occurred and practically all available instruments were put into service. Some thirty crews with approximately eighty balances continued throughout the year. Both the pendulum and gravimeter methods of gravity surveys registered their initial successes and equipment was increased from five to seven pendulums and from one to three gravimeters during the year. Approximately five magnetometer parties continued to work throughout the year. No surface surveys by the electrical method are known to have been made. THE present organization of Copper Queen employ-ees, known as the Employees' Conference Com-mittee, is really an outgrowth of the former Grievance Committee, which, in turn, had developed from the original Hospital Committee. The relatively small membership of these older organizations, the practical limitation of their activities to the presenting of grievances, and their lack of initiating powers, were the principal defects which the plan now in operation seeks to overcome. A somewhat parallel scheme was instituted in our Sacramento Hill division about four years ago; this gradually developed into the Ways and Means Committee, which, in addition to providing a forum for the discussion of operating problems, was instrumental in establishing an excellent and mutually satisfactory bonus system. Before recommending adoption of the plan now in force, we made extensive inquiries among those who have had any experience in such matters, and ended by proposing a modification of a scheme developed by John Leitch,1 which was characterized by its similarity to the constitution of the Federal Government. As finally remodeled, the. plan was submitted to vote of the entire working forces at the Copper Queen mines, and was adopted by them in May, 1920. Mining opera-tions since that date have been so interrupted that it is scarcely possible to state exactly what the results have been. The following quotations are from a printed pamphlet containing the constitution of the organization, as finally adopted. The first extract is from a letter addressed by the management to the employees: The plan submitted for your approval and adoption is modeled after the constitution of our own country, under which every individual is given an opportunity for advancement, according to his ability and determination, and every citizen is given a voice in the laws that shall govern him. So it is to encourage the individual employee in advancement, and to give him a voice in making the rules that shall govern his conduct, that we favor the adoption of the proposed constitution.

SO many variations of lead-zinc ores occur in nature that it is impossible to state any rules that will apply to the concentration of ores of this type. Some have lead and zinc in approximately equal amounts; others may have pre- dominant amounts of one or the other metal. There are gradations from all sulfide to completely oxidized minerals. Some such ores carry little pyrite, others contain much more pyrite than they do lead and zinc combined. The behavior of ores in flotation is largely a function of their lead-zinc ratios. their content of pyrite or pyrhotite, the nature of existing soluble salt conditions, the character of the gangue constituents: and the speed with which the minerals float. For the purposes of this paper only those lead-zinc ores handled commonly in present-day flotation practice will be considered. These are practically all-sulfide ores with relatively minor degrees of sulphatization or oxidation.

FOR many years the disk-type and cloth-covered drum filters have found widest application in liquid-solids separation, which uses continuous filters. The disk type is less expensive, occupies less floor space per square foot of filtration area, and requires negligible down time for filter media changing. However, because filter cloth is billowed out by the blowback in the cake discharge, it is very short-lived if the scraper blades are set too close. Consequently cake weight is very important in assisting cake discharge, which normally necessitates a minimum cake thickness of 3/8 to ½ in. Also, the vertical position of the disks eliminates the possibility of efficient cake washing for removal of soluble values. The disk-type filter is generally limited, therefore, to applications that require no cake washing and form relatively thick cakes within the normal range of filter cycle times. The conventional cloth-covered drum filter is a more flexible unit, permitting wider variation in the percentage of cycle time devoted to cake formation, dewatering, or washing, as required by the application. Thinner filter cakes can be discharged because a horizontal line across the filter medium at the location of the scraper blade is equidistant from the edge of the blade at all points. The scraper blade therefore may be set a short distance from the filter medium or, where wire winding is not used, a floating scraper can be utilized so that the contour of the cloth can be followed. The drum filter is generally employed when there are difficult filtering slurries with resultant thin cakes or when cake washing to recover soluble values must be practiced. Difficulties sometimes encountered in continuous filter operation can be summarized in the following four categories: 1) Low filtration and/or washing rates due to blinding of the filter medium. 2) Poor cake discharge resulting from sticky cakes, filter medium blinding, or too thin a cake for the particular type of filter. 3) High filter media costs caused by short life and frequent down times for cloth changing. This results from blinding or from abrasion by the scraper blade when cakes are thin. 4) Blowback of filtrate at cake discharge because not enough air passes through the cake to purge the drainage area and filtrate lines during dewatering. To reduce or eliminate blinding tendencies several modifications have been tried, for example, cover-cleaning showers, blowback under the feed slurry, and snap-blow cake discharge. In many cases, however, this simply retards the rate of blinding, since the filter medium is kept clean at its outer surface only by these methods. As blinding usually occurs within or on the back of the medium, the operator is finally forced either to remove the cloth and scrub the medium intensively with a cleaning solution or acid-rinse it on the filter—all resulting in down time, short cloth life, and additional costs.

WE all remember when, a few years ago the preparation of coal was nothing but a matter of having somebody at the face or somebody in the railroad car pick out the impurities; also the sizes were generally' made" over a bar screen. Anything that was black was coal; and the only matecia1 picked out was the slate or rock-impurities that could be distinguished by eye or by hefting. This was all right as long. & coal could be sold at. a good price. After all, we are all in business to -make the most money honestly out of a certain acreage of coal and a certain plant. For this purpose what is required is the greatest possible recovery of marketable coal and the highest market price.

Equilibrium distribution coefficients were determined for some monovalent and polyvalent ions for several absorbing and exchanging media as functions of pH and initial ion concentration. Among ions studied were NH4 (I), K(I), Ni(II), Ce(III), Th(IV), and Mo(VI). Absorbents used were: ion exchange resins; a tertiary, and a quaternary amine in an inert solvent; and some activated carbons. The ions studied were in aqueous HCI, HNO3, H2SO4, or HC104 solutions. The classical mass action expression proved of little value in describing the variations observed. The data indicate that the determining factors in absorption and ion exchange may be the ionic species in the aqueous solution, which in turn depend upon pH, dilution, and perhaps other conditions. Three sorption processes have become prominent in recovering values from leach solutions. These are: 1) ion exchange, 2) solvent extraction (liquid ion exchange), and 3) physical adsorption by materials of high specific surface. In the first two of these processes the exchange reaction is considered chemical in nature, and is discussed in terms of the mass action principle. The third is considered a surface phenomenon and is discussed in terms of surface areas and various forms (Gouy, Stern, Grahame, etc.) of the Helmholtz double-layer theory. Generally speaking, we have found in chemical analysis and hydrometallurgical studies that there are close similarities between the three sorption processes, and also differences which are difficult to reconcile with any of the usual theoretical treatments. That others have experienced the same troubles is shown by the fact that usable processes, in chemical analysis as well as in hydrometallurgy, generally are discovered by empirical procedures. EXPERIMENTAL CONSlDERATlONS The gaps between theory and practice have allowed many conflicting statements to appear in the litera- ture. To learn, in particular, the behavior of some metallic ions on a cation exchange resin at a constant pH, equilibration studies were made over a wide range of concentrations.' Results are shown in Fig. 1 for four metals in hydrochloric acid solution on a strongly acidic cation exchange resin, AG 50W-X8 (Bio-Rad). The distribution coefficient, defined as D = amount of metal extracted per g of resin/amount of metal unextracted per ml of solution is seen to vary in a way to support all manner of reports about its behavior with changes in solution concentration. The metals used were chosen from those least likely to form stable chloro-complexes. AS IN OTHER lines of engineering, progress in mining was influenced during 1931 by the world-wide economic depression. Low-metal prices ? resulted in active efforts to reduce production costs of base-metal mines. Probably the chief factors in reducing costs were the greater efficiency of labor, due to better relations between management and workmen, to the scarcity of jobs, reduced wages in most base-metal mines, and to lower overhead expenses secured by drastic economies. The use of mechanical equipment continued to increase, due to more efficient designs and a better practical understanding of the applicability of such equipment to requirements. With one exception, there were no startling innovations in stoping methods, but there was notable progress in the better adaptation of mining methods. In the United States, no large new base-metal or silver mines came into production during the year. At a number of mines, output was curtailed, and operations were discontinued at several important producers. On the other hand world-wide interest in gold was stimulated, as evidenced by increased output from producing mines, the reopening of some old properties, and intensive prospecting for new deposits. Mining methods at several gold mines in the United States and Canada were modified or changed to obtain a higher extraction of ore or to meet the need for additional support of the mine workings at depth. Permanent record of improvements in mining practices has been made during the year by the Federal Government; the industry thus has available for its use more detailed information than ever before. This work was done through cooperation of the mining companies and their representatives with the United States Bureau of Mines, whereby many papers descriptive of practices and costs at individual mines have been published. The Bureau's program of describing methods and costs at the more important mines (those producing in excess of $100,000 annually) is nearly completed, but papers will be issued concerning such additional mines as may possess particular interest because of novel methods, exceptional conditions or operating results, and others to supplement reports already issued. In this way, an interesting record of the results of changing conditions, or innovations in methods, will be made available.
