There has been much written on ball-mills, but no small amount of the literature is simply the expression of individual opinion without sufficient data. This is no doubt due to the complexity and obscurity of the phenomena involved. The outstanding paper is by E. W. Davis,I superintendent, School of Mines Experiment Station, University of Minnesota, which is based on a large amount of data from careful experiments with full-size apparatus, together with some mathematical philosophy. The entire philosophy is summed up in the equations given; but the present writers question the foundation upon which this philosophy is based. Encouraged by the work of Davis, the authors of this paper continued work they had been doing along this line. At first, photographs were taken of the ends of rods in a small laboratory rod mill. The mill was tilted slightly toward the feed end and the discharge end was removed. The rods remained in the mill long enough to permit good observation and good photography. Later, a mill 24 in. inside the stepped lining was constructed. It consisted of two sheets of plate glass, 1/2 in. apart, set in a cast-iron ring. It was driven by a variable speed motor and was connected to an accurate speedometer (magneto and voltmeter type). In place of balls or rods, cast brass disks were used. These were 3/8 in. thick and varied in diameter from 2 in. down to 3/4 in. Four small projections on each side prevented the disks sticking to the glass when water was used; sometimes steel balls % in. in diameter were added to the load of disks. There was also constructed a 6-in. mill with corrugated linoleum lining and containing a dry load of various sizes of steel balls. The mills were so connected to the motor that the small mill made two revolutions to one of the large mill. THE CHAIRMAN (WALTER DOUGLAS, NEW YORK, N. Y.).-Perhaps there is no problem that causes the modern metallurgist more worry than the question of unaccounted for loss. He has not the advantage of the metallurgist of the early days here, who could sleep peaceably with the settled conviction that there were certain copper mineral constituents of the ore which were volatile, and there was therefore nothing to worry about. The slag contents and volatilization accounted for the balance of the copper that went in the top of the furnace after the weighing of the bullion. There have been great strides in recent years toward reducing this loss. Perhaps the Anaconda company is the one we have to thank for the original pioneer work along the lines which we are all today following. We would be glad to hear from some gentlemen present with reference to their experience with this question of dust losses. E. P. MATHEWSON, Anaconda, Mont.-You mentioned the Anaconda company, Mr. Chairman. I would like to say something about what we have been doing there, and the troubles we have been having. We have a tremendous volume of .gas to handle. We adopted the system of large chambers, lessening the velocity of gases, and incidentally cooling the gases. Unfortunately in one sense and fortunately in another, we were compelled to increase the amount of gas handled in the flue system, and the results were then not so good. Still, we get a very good recovery. Our system of taking a sample is similar to the one described by the writer of the paper. We have tried all kinds of apparatus for getting a fair sample. We divided the area of the flue into imaginary squares, and have taken samples for a certain period of time from each square; and have used the asbestos bags. At present, there is a large unit of the Cottrell apparatus almost ready to connect up on the roaster flue to catch the dust from flotation concentrates. The worst things smelters have to handle at the present clay, they are coming in the Southwest as well as the Northwest, are of material much of which is as small as 500 mesh, and the ordinary methods of catching dust will not apply to flotation concentrates. The Cottrell process is going to be tried out at our plant for this material. We have devised special forms, with a view to preventing the formation of dust from this material, and we are pleased with the results so far obtained. There is another point in connection with this subject that I want to put before the members here, so they will be thinking about it. THE mine blacksmith and drill-steel sharpening shop at the Franklin mine of the New Jersey Zinc Co. is on the surface, adjoining the main shaft. It is a brick building, 51 by 30 ft. inside dimensions, with a corrugated iron roof and concrete floor. About two-thirds of the steels used are brought up through the main shaft; the remainder through two auxiliary shafts. The latter are carried to the shop by team or truck. At each shaft sufficiently large stocks of sharp drills of various types are kept to replace all the dull steels that may be sent up; while at the shop enough sharp drills are kept to replace the dull steels in the stocks kept at the auxiliary shafts. Though this entails keeping a larger number of drill steels in service than might be required by other methods, there is less hurry in the sharpening shop and the steels have a longer period of rest. If a rest from use enables steel to recover from fatigue strains, this method secures that rest. The forms shown in Fig. 1 are supplied to each shift boss in books of 100. These are used to requisition sharp drills from the shaft stocks and enable the men at the tops of the shafts to sort out the required sizes and to have them ready to be sent to the various shaft stations. At one of the auxiliary shafts, the dull drills are placed on a platform from which they are dumped into the body of the wagon that takes them to the shop.

Production of a coal preparation plant is governed by many restrictions, such as the tonnage of different products and blends that can be sold within a given period, capacities and output proportions of the cleaning and sizing units, blending proportions, quality specifications, and costs and prices for the various products. Determination of the tonnage of each product and blend that should be made in order to obtain the maximum profit can be difficult unless a systematic method such as linear programming is used. In this paper the basic method of linear programming is described briefly. The Old Ben No. 9 preparation plant is used as an example to illustrate in detail how eqwations can be written to form a linear programming model of a coal preparation plant. Three sample problems, each requiring 56 or more equations and 63 structural variables, were solved with an IBM 650 computer. Linear programming is one of several mathematical tools used for operations research. It has been applied to many fields and has been used by a number of industries either to maximize the profits of certain operations or to minimize costs. P. B. Nalle and L. W. weeks' have described the use of the method by the Riverside Cement Co. to minimize the cost of blending raw materials to make portland cement. Their problem is to obtain at minimum cost a mix with certain specifications from a number of possible materials which have various costs and various amounts of CaO, SiO2, Fe2O3, and other constituents. In a paper on the use of linear programming by the National Coal Board in England, K. B. Williams and K. B. Halley2 describe how the transportation method, a variation of linear programming, is used to minimize the cost of sending 37 grades of coal from 28 mines to seven central washing plants which produce coal for furnace coke and foundry coke. The various coals have different percentages of volatile matter, moisture, sulfur, ash, and phosphorous, so there is considerable choice in how they can be blended to meet the specifications of the two products. The purpose of this paper is to show how linear programming can be used to maximize the profits of a coal washing plant which produces individual final products as well as blends. The Old Ben Corp. furnished assumed sample data from their Old Ben Mine No. 9 preparation plant for this investigation. However, the data that have been used are entirely the author's responsibility. METHOD OF LINEAR PROGRAMMING Numerous articles and books have been written on the theory and applications of linear programming.3-5 However, since the method has not been widely applied by the mining industry, a brief, nontheo-retical discussion of its basic method seems to be in order. Linear programming (Table I) is used to determine the best possible solution to a number of interdependent activities. It is essentially a method for making systematic selections from a number of possible solutions to determine positively the optimum solution. There may be other equally good solutions but no better ones. Each activity must have linear coefficients and there must be a criterion to judge how good the solution actually is. The National Research Council was organized in 1916 at the request of the President by the National Academy of Sciences, under its congressional charter, as a measure of national preparedness. The work accomplished by the council in organizing research and in securing cooperation of military and civilian agencies in the solution of military problems demonstrates its capacity for larger service. The National Academy of Sciences is therefore requested to perpetuate the National Research Council, the duties of which shall he as follows: 1. In general, to stimulate research in the mathematical, physical, and biological sciences, and in the application of these sciences to engineering, agriculture, medicine, and other useful arts, with the object of increasing knowledge, of strengthening the national defense, and of contributing in other ways to the public welfare. 2. To survey the larger possibilities of science, to formulate comprehensive projects of research, and to develop effective means of utilizing the scientific and technical resources of the country for dealing with these projects. 3. To promote cooperation in research, at horse and abroad, in order to secure concentration of effort, minimize duplication, and stimulate progress; but in all cooperative undertakings to give encouragement to individual initiative as fundamentally important to the advancement of science. 4. To serve as a means of bringing American and foreign investigators into active cooperation with the scientific and technical services of the War and Navy Departments and with those of the civil branches of the Government. 5. To direct the attention of scientific and technical investigators to the present importance of military and industrial problems in connection with the war, and to aid in the solution of these problems by organizing specific researches. 6. To gather and collate scientific and technical information, at home and abroad, in cooperation with governmental and other agencies, and to render such information available to duly accredited persons. Effective prosecution of the council's work requires the cordial collaboration of the scientific and technical branches of the Government, both military and civil. To this end representatives of the Government, upon the nomination of the National Academy of Sciences, will he designated by the President as members of the council, as heretofore, and the heads of the departments immediately concerned will continue to cooperate in every way that may be required. The sulfide capacities a1 1500°C of slags in the systern CaO + CaF, +Al2O3 have been measured by bringing samples into equilibrium with gas mixtures made from CO + CO2 + SO, + N2. The capacities are negligzble both JOY CaF, and CaF, + Al2O3 melts but when lime is present even at 20 wt pct capacilies as high as 30 x lom3 can be obtained. The results have yielded information concerning the liquidus at 1500°C and fluoride-oxide melts in general. The slags used in electroslag refining contain substantial amounts of calcium fluoride. Robinson and Grainger' report that good results can be obtained by using slags of the approximate composition 70 wt pct CaF2 + 30 pct Al2O3. It has also been reported2 that a mixture of 50 pct CaF2 + 30 pct A12O3 + 20 pct CaO makes a good slag for general use. In view of the fact that very low sulfur contents are claimed for ingots produced by the electroslag process. studies have been made of the sulfide capacities [c, = wt pct S (PO2/Ps2)1/2 at 1500°C. of slags consisting of pure calcium fluoride, and of its mixtures with lime and/or alumina. These studies have also provided information on the phase diagrams. The slags were brought into equilibrium with gas mixtures prepared from NZ + CO + CO2 + SO2. Because CaFz is volatile and also easily hydrolyzed. measurements were made of its loss in weight in various flowing gas mixtures. EXPERIMENTAL Procedure. The apparatus and procedure were the same as described previously. Both platinum and iridium crucibles were used (height and inner diameter about 1 cm), but those made from iridium were stronger and able to withstand a greater number of experiments. In each experiment two crucibles were set in an alumina support and 1 g of slag mixture was divided between them. The materials from each crucible were analyzed separately after being brought to equilibrium with the gas, and then quenched in the water-cooled end of the reaction tube. Materials. Alumina and lime were prepared as de-scribed previously.4 Calcium fluoride was obtained by igniting Analar calcium fluoride in a platinum boat at about 800°C in a stream of pure dry nitrogen: the product was cooled in a desiccator. The slags were produced from mixtures of the powdered constituents, these being melted together in the course of each equilibrium experiment. The sulfur analyses and the X-ray diffraction meas- urements on the solidified slags were made as described previously.4 From the latter it appears that the CaF2 contained less than 0.5 mol pct CaO. RESULTS Values of (ps2/po2) for the Gas Mixtures. The re-sults have been represented in terms of (ps, /Po,)"? for the various gas mixtures used. HORNBOGEN1 has recently shown that it is possible to measure the degree of segregation accompanying cellular precipitation in ferritic Fe-Zn alloys by measuring the lattice parameter of the ferrite phase within the cell. In extending this work to study a wider range of composition and to evaluate the free-energy change accompanying the growth of the cells, the lattice parameter and the boundary of the a! phase in Fe-Zn alloys were redetermined to check the earlier work of Schramm.2 This appeared to be necessary since the Fe-Zn diagram has been drastically revised since the work of Schramm. Stadelmaier and Bridgers3 have recently shown that, contrary to prior belief: the y iron field is closed and the a phase boundary extends to an a + T + L peritectic at 782°C where peritectic a contains 42 at, pet Zn. The phase T in equilibrium with the a solid solution has a composition near Fe3Zn10 and a cubic 081 type structure.' The alloys were prepared by two different methods. In the first method carbonyl iron powder (400 mesh, 99.8 pet pure) and high-purity zinc powder (200 mesh, 99.99 pet pure) were mixed in a ball mill and then pressed in a die at 40,000 psi pressure to make compacts with a diameter of 5/8 in. and a thickness of l/4 in. These were sealed in evacuated quartz capsules, gradually heated to 1100°C over a period of 1 week (3 days at 600°C) 3 days at 800°C, 1 day at (1100°C), and then quenched in iced brine. For the alloys containing 23.4 and 30.1 at. pet Zn, the final homogenization anneals were performed at 1000" and 850°C) respectively, to prevent melting. In the second method, alloys were prepared by saturating high-purity iron millings (0.001 in. thick, 99.9 pet pure) in zinc vapor. For each alloy the impregnation was conducted at a fixed vapor pressure of zinc and a fixed temperature between 750' and 800°C. When saturated, the millings were quenched in water. The compositions of the alloys prepared by both methods are shown in Table I. The lattice parameters of the ferritic solid solutions were determined by comparing the 26 values of their 310, peaks (using Co Ka) or of their 211 , peaks (using Cr Ka) with those of corresponding peaks for high-purity a iron. The 20 values were measured at room temperature with an X-ray dif-fractometer (G.E.-XRD5). DURING the last decade many conditions have been encountered that have materially increased the cost of the production of coal. As in most cases it has not been practicable to increase the selling price of such coal sufficiently to insure the necessary margin of profit, the mine management has been forced to avail itself of what might be termed unusual means that costs might be held at as low a figure as possible. The so-called efficiency engineer has been called upon, costly power plants have been built and machinery has been installed to replace manual labor wherever possible. Another aid used recently to secure economies through the more intelligent production of coal, is the chemist. As the coal industry, barring the production of byproduct coke, does not at once give evidence of its need of the services of the chemist, the writer will endeavor to point out a few of the services that this branch of the staff has been able to render. The preparation of coal in the past has been carried on entirely upon an empirical basis, that is, the criterion adopted has been an ocular inspection. Unfortunately, the appearance of a coal and especially of an anthracite, has but little relation to its fuel value, and as long as coal is purchased for the heat that 'can be obtained from it by its combustion, the quantity of such heat that is purchased must be one of the principal desiderata in selecting or preparing a coal. Were coals purchased for use as bric-a-brac or for exhibition in museums it might be both wise and just to purchase them upon their appearance. After 4 or 5 years of investigation the fact has been established that coals of very inferior appearance, and I now have special reference to anthracite, might and often did possess heating and burning properties superior to those possessed by, bright coals which in the past had commanded considerable and uniform premiums in the market. This being the case the question arose as to whether the trade could be convinced of this fact. RCENTLY, in investigating the high-temperature creep properties of an aluminum, SAP-type alloy, MD 2100, fabricated by Professor F. V. Lenel of Rensselaer Polytechnic Institute, Ansell and Weertman1 found unusually low creep rates. These creep rates are 4 or 5 orders of magnitude lower than is predicted by the slowest creep mechanism based upon dispersion-hardened alloy theory. They ascribed these results to a lack of both normal active dislocation sources and a continuous three-dimensional dislocation network. If one couples these results with the following factors of production and microstructure: 1) The compacted and sintered aluminum powder compact is hot-extruded, with an extrusion ratio of 25:1.2 2) The alyminum oxide particles are approximately 140A units thick, and have a spacing varying from 0.05 to 1.5 1. 3 3) The alloy has plate-shaped grains with minor axes of about 5 X 10 -3 mm and major axes several orders of magnitude greater than this.'

THE bases of the work by the committee whereof I am chairman were (1) the abolition of extra-lateral rights and (2) the preservation of the maximum of the existing laws. The matter of extra-lateral rights had been under prolonged discussion among mining men and up to the time when our com-mittee began its work (in 1917) the expression of opinion in every way whereby it could be made known -and those ways were extensive-was only a little short of being unanimous that extralateral rights ought to be abolished. I have not observed important evidence indicating a change of opinion on the subject since 1917. ABOLITION OF DISCOVERY LOGICAL Now, when it be decided that extralateral rights ought to be abolished, there can not be merely a simple change to that effect, but it is found that consequential changes are necessary all the way through the existing laws. Abolition of extralateral rights implies abolition of discovery as a prerequisite to location, for otherwise there would be no legal means for locating claims on the dip of a vein. Quite apart from this consideration, abolition of discovery as a prerequisite to location is supported by other good reasons. Among these are the occurrence of orebodies with no exposure on the surface and which often are hidden at great depth. A prospector who has reason to suspect the occurrence of such an orebody must have legal means for the location of a claim within which to explore, and obviously he may. not be able to make any discovery on the surface sufficient to locate and hold legally such a claim under the terms of the law as it stands at present. As a matter of fact, discovery as a prerequisite to location was abolished by common consent many years ago, not only for the reasons that I have given here-inbefore but also for others. It is highly desirable to revise the mining law in this respect, so that it will conform to the conditions of practice and not require people to perjure themselves in making locations, even if it be for praiseworthy purposes.

DORSEY HAGER, Tulsa, Okla.-I have been asked why the Dexter region is dry. I would like to know myself. I drilled two dry wells on that same anticline which has production to, the east and west and south and north. That same anticline has seven domes that have been drilled and only three have proven productive out of the seven. In other words, you have one well-defined anticline with seven domes along its length, all mappable, all checked carefully, and only three of those seven have produced. Now why the others did not produce, I do not know. L. L. HUTCHISON, Tulsa, Okla.-There is no appreciable difference in the character or structure of the sands? DORSEY HAGER.-NO, I have never .been able to see any appreciable difference in the sands where we got production and Where we did not get it. I will say that the deepest wells we drilled, in the vicinity of Dexter, had no sands at the point where they got the production farther north. I. N. -KNAPP, Ardmore, Pa.-I first went to the Kansas-Oklahoma field in 1895 and occasionally thereafter until 1899, when I began drilling; for oil. I started close to wells that were producing gas and which, when drilling, lead made good oil showings in a sand above the gas. I thought these showings were good enough evidence of an oil pool for me without looking for any anticline and I made a paying development in what' I was afterward told by geologists was probably a synclinal trough. If I remember correctly Dr. Orton's report on the lola gas pool (about 1898) he distinctly said that he found no evidence of anticlinal structure and concluded from the records of a large number of wells that there, was a terraced structure of the productive gas sands, of which there were no surface indications.

The search for ore is characterized by a great variety of uncertainties, each of which can be resolved by obtaining information at a cost. Three exploration stages may be distinguished in which information can be obtained, based on inherently different cost structure: 1) the reconnaissance or scanning stage, 2) the examination or screening stage and 3) the project stage. This exploration sequence would roughly coincide with replies to questions as to: where, how, why and how much. As complete information in each stage is too costly to acquire, we must assess the probability that adequate information will be furnished by a limited amount of effort and attempt to maximize the expected value of ore to be found for a given exploration expenditure. Several problems are discussed relative to the mathematical formulation and possible computer procedures for determining the optimum allocation of a total exploration effort. Based on the available literature possible solutions to this problem are indicated. When scanning through published literature on mineral exploration, it seems at first that there is little room for substantial and systematic improvements in the efficiency with which the problem of discovery of new ore deposits is presently being handled by large organizations active in exploration. It appears equally difficult to offer something relevantly new which could generate a break-through in exploration thinking and cause a marked improvement in the ratio of successful undertakings to the total exploration projects started. On the other hand, a number of experts in recent years have urged that the problems in prospecting be analyzed in a more skillful and sophisticated manner than in the past. Their thesis is based mainly on the premise that the cost of finding mineral deposits will increase with increasing technical difficulties. In present large-scale exploration ventures, especially in those regions where outcrops and immediately visible geologic evidence are scarce, older methods of prospecting are increasingly being replaced by more indirect and systematic geophysical and geochemical methods with more emphasis on correct statistical design of exploration patterns. It is perhaps the oil industry which has made the greatest strides in developing statistically, well justified patterns in its search for oil; possibly because oil seepages, as indicators of the presence of oil, left off at an earlier point in time than did outcrops as indicators of base metals. Among the pioneers in the field of statistics and operations research, as applied to mineral exploration, the excellent works of Allais, Slichter, Koop-man, Mickey, de Guhnin, Krumbein, Griffith, Sichel, Krige, de Wijs, and Matheron may be mentioned. It should, however, be pointed out that three subjects of basic importance to the allocation of exploration efforts have so far received only scant attention in published literature, even by the aforementioned authors. In the first place, a more precise definition of the object of the search, i.e., a minimum-size orebody, seems to be outstanding. Secondly, a decision model is not a widely-discussed subject. Thirdly, no concentrated attempt so far seems to have been made to establish probabilities of the occurrence of economic deposits on a regional scale and to arrive at a slightly more accurate knowledge of the probability laws governing the deposition of ore. It is not the purpose of this paper to create new order in the complexity of uncertainties in which our decision processes in exploration necessarily have to be conducted. Rather, we intend to highlight some of the outstanding, hitherto unmapped territory, where diligent compilation and a utilization of present and historic data may statistically improve our chances of success. We hope that the contribution of this paper will lie in bringing allocation problems into better focus and in increasing the mineral industry's realization of the magnitude of the factors involved. Lack of reliable detailed production figures for earlier years, together with the loose nomenclature in reference to producing horizons and the application of the term "field" without any definite meaning or restriction, has made it impossible to gather statistical data suitable for the Institute's form. In common with all other producing areas in the United States, Ohio has felt severely the economic ills of the entire industry during the past year. With overproduction, not only of crude but also of refined products, going on throughout the country, the price structure as a direct consequence has weakened on Ohio oils. Valuable crude is being sold at a big loss today because producers arc willing to, and do, sell more than the market can absorb. The axe hangs heavy over the heads of Ohio producers, and will until something constructive is done to keep supply in proportion to demand. This not only applies to Ohio but to the entire industry. Production of Pennsylvania grade in Ohio was under 50 per cent proration, which has been in effect since Oct. 1, 1937. Three price cuts since February have lowered the posted price from $1.70 to $1.18, a 30 per cent reduction; other grades were less drastically reduced. Pipeline storage facilities were limited; many producers were faced with the problem of providing their own storage or the risk of ruining their wells. If they wanted to pull and abandon wells, there was no market for junk equipment. Many employees have been cut to half time and in a number of instances their services entirely dispensed with. Summary of Production and Drilling Both oil and gas production in the state during 1938 showed a definite decline over the previous year. (A table showing production by years from 1876 through 1937 was published in Vol. 127 of the Transactions.) The total production of crude oil in the state for 1938 was 3,357,914 bbl., as compared with 3,654,000 bbl. in 1937, a decrease of 7.1 per cent. At
