IT IS doubtful whether anything new can be said upon this subject and, therefore, it is with considerable hesitation that l prepare this paper. On account of my recent connection with the Department of State as its law- officer, perhaps I will be pardoned if I discuss this subject briefly from the point of view of that branch of the Government. , I cannot, of course, speak for that department, since I have-no connection with it at-present, but it may be helpful if I set down certain* of the factors which in my opinion and from my experience have a bearing on this international problem. With oil-burning ships, motor vessels, motor vehicles, airplanes-all consuming, astonishing quantities of petroleum or petroleum products; with the United States having within its borders only 12 per cent. of the petroleum resources of the world, and consuming about 70 per cent. of the world's output; with the more enterprising nations wide awake to the necessity ; of obtaining and preserving as large a share as possible of the oil resources extant ; the 'problem is peculiarly and in a, very practical sense an international one.

J: H. POLHEMUS, New York, N. Y. (written discussion*).-The Joplin .mining and milling practice has largely influenced operating methods in the Wisconsin district. Milling equipment is essentially of the same type with the notable exception that no tables are used. The treatment of the flue 'sands has been attempted several times but without commercial success. Table material coming from any one mill is low both in tonnage and zinc content. The iron is comparatively high as the pyrite-line "chat" is much more prevalent than the zinc-lime attached particle. In the finer sizes the zinc occurs mainly as free mineral. These condi-tions make the production of good-grade table concentrates very diffi-cult. The accompanying tabulated results from several mill tests indi-cate the character of the mill tails. I think the average mill tails in the district assay nearer 1.5 per cent. zinc than under 1 per cent., as stated by Messrs. Boericke and Garnett.

An analysis of bolting reinforcement of several large [approximately 18 m (60 ft) cube] pillars was performed. The many overcoring stress profiles in pillars at the mine were used to produce generalized stress distributions at various stages in pre- and post-failure. A complete stress-deformation curve was estimated from this data. The effect of pillar bolting on the load-deformation behavior was extrapolated from the observed unbolted behavior. Bolting can increase pillar strength by up to 10 percent. The effect of bolting on general mine stability was examined with a short computer analysis. The computer model was calibrated against measurements performed at the mine, and produced good agreement between measured and modeled stresses. The analysis indicated that bolting increases the bolted pillar safety factors in the event of additional pillar failure by a small amount (approximately 5 percent). Progressive pillar failure is unlikely, because arching transfers most load from yielding pillars to large unmined abutments rather than to the smaller panel pillars.

A brief resiclence in Virginia hasenabled me to examine some of its crystalline strata, and a few hints, concerning their correspondence with similar rocks elsewhere, may be of service to those who are studying them. In comparing the crystalline rocks of Virginin and New England, we may first recall the similarity of their geographical position. They constitute a continuous belt, being traceable through the Highlands of New York and yew Jersey, Southeastern Pennsylvania, in the counties of Bucks, Montgomery, Philadelphia, Delaware, and Chester, and Marylund. Thus the Green Mountains of Vermont and the White Mountains of New Hampshire seen] to be topographically continuous with the Blue Ridge and Midland districts of Virginia. This tract of country has been termed the Atlantic area in distinction from the Appalachian territory, whose eastern limit is the great, Lower Silurian limestone valley extending from the St. Lawrence and Champlain valleys to Alabama. The Appalachian formations were studied by the brothers Rogers, forty years since, and found to refit, unconformably upon the western flank of the Blue Ridge, the oldest of the series adjoining the gneisses, followed westerly by the other Palseozoic members in a regular ascending order, to which numercial designations were applied—Number 1 being the Cambrian, Number 2 the Lower Silurian Iimeqtones, etc?. In Vermont the same conclusion Was presented in the State reports: the Green Mountains were said to possess the anticlinal structure, and to underlie the quartzites and limestones. Inasmuch as this Atlantic area is' topgraphically continuous from the Middle to the Northern States, and is unconformably overlaid upon the west side by the same succession of strata, the presumption ii very strong that the history of bath sections has been the same, and that the entire area is of Eozoic age. Cross sections, in both districts, illustrate the existence of gigantic overturns, causing the strata of 'the Appalachian region to dip to wards the Atlantic gneisses. To the beginner it would appearthat tile Silurian group must dip beneath the crystallines, and hence many of the geologists in the beginning of the study of the stratigraphy of this easters border of the continent believed that

Mesabi ores differ from all other soft hematite-ores of the Lake Superior region in having but little or 110 binder. When exposed to heat, instead of baking into lumpy masses as do the Gogebic, Menominee or Marquette fine ores, they are changed to a sandy powder; and the finer particles, having little or no tendency to adhere together in the furnace, are carried by the ascending gas-currents into the down-comers and gas-mains forming flue-dust of a fine gritty nature. The term " finer particles " is used in this paper to mean ore fine enough to pass through a sieve with 80 meshes to the linear inch. Ore coarser than this is not likely to be carried over except in case of a slip, or an explosion in the furnace. The higher the percentage of fine particles in an ore from this range, therefore, the greater the amount of dust likely to result from its use. This statement, however, does not hold good in case of fine ores from the other ranges, and ores from the older ranges, carrying as high as 20 per cent. of material fine enough to pass through a 100-mesh sieve, have been in successful use for years, and have left no records of their causing trouble in furnace-practice by dust, slips, or explosions, so common since the introduction of Mesabi ores. Mesabi ores containing less than 12 per cent. of material which will pass through an 80-mesh sieve are considered of good structure; from 12 to 18 per cent., fair structure; and more than 18 per cent., poor structure. It was at first supposed that all these fine particles were carried over when the charge was lowered into the furnace, or during a slip, but the presence of partly reduced iron oxides in the flue-dust, even when no slip has occurred, proves that a part of the dust at least must have been low enough in the

The production of non-ferrous secondary metals has become a large and important industry in the United States, and deals with practically cvery type of manufacturing concern. Its business is unique in that it generally buys frorn its customers as well as sells to them, whether they are individuals, cities, corporations, or the United States government. Its operations are of vital importance to the success and prosperity of nlany of the nation's most important manufacturers; yet there are few industries about which less is generally known by those outside it, whether concerning the rliagnitude of its operations or the details of its actual technique. The industry itself is to blame for this meager publicity, because its technical men have made few attempts to openly exchange ideas, in spite of the excellent examples set by the iron and steel or the copper and brass industries. Whether this is due to the ancient shroud of secrecy generally supposed to cover smelting operations, or because its technical men actually felt that the industry was too puny to be interesting, is hard to say. This paper will consider its subject in a general way, attenlpting to show something of the size and importance of the industry, as well as its fitness to do its work well. Attention will be called to the sound economic reasons for the handling of non-ferrous wastes by specialists, and to the often unseen losses of metals and labor which occur when manufacturc~rs rcclairn thrir own metallic wastes. Magnitude of the Modern Industry No particular thought is given to the kitchen accident whereby a ruined saucepan is sorrowfully tossed into the ash can, yet it is a fairly safe guess that within a month this saucepan, together with hundreds of its follows, will again be in service, perhaps in an autonlobile crankcase, or in an electric vacuum sweeper. It is by this conversion of the useless into the useful, whether from home or large manufacturer, that the secondary tonnage is built up.

Of all the military services, the Signal Corps is the most concerned with piezoelectric minerals because of its function as a supply service to the strategic and tactical military forces. Consequently this paper is written from the point of view of one associated with that organization. The Signal Corps is responsible for the research, development, and supply of communications, radar, and components to the using services of the Department of the Army and to some extent the Other branches of the National Defense Department. Their work therefore includes the study of the sources* characteristics, and application of quartz and other piezoelectric materials. These materials have become a vital consideration in strategic planning and are essential for efficient tactical operation by all the Armed Forces. The Signal Corps at the beginning of world War 11 Was respon-sible for both Army Ground and Air Force electronic equipment. Since that time this Army service organization has probably done more in the development of frequency control devices using piezoelectric materials than any other group. The U.S. Department of the Interior, Bureau of Mines, Minerals yearbook of 1945, shows that during the four war years, 1942 through 1945, 9,598,-410 Ib of quartz crystal were imported for all uses and of this total, 5,168,000 lb were consumed to produce 78,320,-000 crystal units for electronic application. Other government records confirm these data which conclusively show that approximately 53 pct of the crystalline quartz imported was consumed in the production of electronically applied quartz crystal units. It may be assumed that some effort was made to maintain a stockpile over demands for all purposes. and this would mean that the actual percentage of quartz used electronically was considerably over the 53 pct figure. These data only emphasize that electronic application of crystalline quartz was the greatest requirement, and per- haps the actual value in this application to national defense is many times greater in importance than is apparent on first inspection. Current electronic research and development programs of the Armed Forces are planned around the fundamental use of piezoelectric minerals for frequency control and this at present, at least, means quartz. Definition and Early Development The word piezoelectricity is formed from combination of the Greek word "piezein". meaning "to press," and "electricity." It is that property shown by numerous crystalline substances whereby electrical charges of equal and opposite value are produced on certain surfaces when the crystal is subjected to mechanical stress. It appears to be intimately associated with the better known property, pyro-electricity and in fact, the two may be manifestations of the same phenomeuon. This property was discovered by Pierre and Jacques Curie in quartz, tourmaline, and other minerals in 1880 while studying the symmetry of crystals. The converse effect, that is, mechanical strain in the crystal when placed in an electrical field, was predicted by the French physicist, G. Lippman, in 1881, and verified by the Curies almost immediately. As has been the case with many discoveries of similar character in the basic sciences, not much attention was paid to this property for man)- years except as an entertaining curiosity. Between 1890 and 1892 a series of papers was published by W. voigt in which the theoretical physical properties were put into mathematical form. The first practical application of piezoelectricity occurred during World War I when professor P. Langevin of France used quartz mosaics to produce underwater sound waves. The same mosaics were used to pick up the sound reflections from submerged objects which were in turn, amplified by electronic means and used to determine the distances to such objects. This device was intended for use as a submarine detector but development was not completed in time for war service although it was used later for determining ocean depths. About the same time, A. M. Nicholson, of Bell Telephone Laboratories, developed microphones and phonograph pickups using Rochelle salt crystals. A major step in the application of piezoelectric quartz came in 1921, when professor W. G. Cady, of wesleyan university, showed that a radio oscillator could be controlled by a quartz crystal; from that date, this use of quartz has increased steadily, reaching its peak in world war 11 as is shown by the figures previously given. Essentially all American electronic equipment for communication, navigation, and radar, utilized quartz crystals for the exacting frequency control required. Crystalline Minerals with piezoelectric Properties QUARTZ Hundreds of piezoelectric crystalline materials are known, most of which are water soluble. Of these, quartz appears to be without a peer for electronic frequency control. Unfortunately, the quartz must be of superior quality. It must be free of mechanical flaws, essen-tially optically clear, free of both Brazil and Dauphiné twinning and must be, for average uses, over 100 g in weight. Because of these stringent requirements, raw quartz of the quality desired is of rare occurrence. In addition to quartz, several other naturally occurring crystalline materials are known to have the piezoelectric property and could perhaps be substituted for quartz in some applications. These

Pyrophyllite is a hydrous aluminum silicate (A1²Si4O10(OH)²)1 that, occurs in both the foliated and the massive forms. The foliated variety resembles talc in that it has a greasy feel, a pearly luster, perfect basal cleavage, and usually is white, although in some deposits apple green, gray, brown, russet, and nearly black specimens may be found. The massive deposits of pyrophyllite yield pearl gray to light tan aggregates, some of which are so friable that they may be crushed with the hands into a fine gritty powder. Frequently specimens of the massive variety are studded with crystals of radial structure. The mineral has a specific gravity of about 2.7 and a hardness of 1 on Mohs' scale.' The chemical composition of commercial pyrophyllite reflects the mineralogy of the deposits, which, according to Stuckey12 contain pyrophyllite and quartz, together with chloritoid, sericite, and a few other minerals of negligible importance. The latter, he says, ('are noticed in but small quantities to the extent they might occur as accessory constituents of an igneous rock or as products of regional metamorphism or weathering. . . . Quartz is abundant everywhere except in the very best grades of pyrophyllite." Analyses of specimens from several deposits are listed in Table 1, showing that the silica content varies from 57 to 73 per cent and the alumina from 22 to 33 per cent. Oxides of iron and the alkaline metals are collectively present, with one exception, to an extent of about 1 to 1.5 per cent. Sources At present, North Carolina is the only commercial source of pyrophyllite, although the mineral has been found in small quantities in many parts of the world. The North Carolina deposits are in the "Carolina Slate Belt," which traverses the center of the state in a southwesterly direction. This belt varies from 8 to 50 miles in width. ADAPTATION to mining needs of the rich store of geologic knowledge concerning mineral deposits and the application of principles of the science to specific problems in the finding, development and stoping of particular ore bodies are the major tasks of the mining geologist. On him to an increasing degree is placed responsibility for estimation of ore and appraisal of mineralized ground, for explicit guidance of exploration and development, and for reliable advice with regard to the many geologic conditions that influence mining operations. In the long continued and steady efforts to meet these requirements, a special skill in close observation, recording, and quantitative interpretation has been developed, particularly by geologists on staffs of mining companies, which in many districts has proved to be effective, not only for technical ends, but also for advancement of scientific understanding. The foundations for mining geologic work were laid in most districts of the West by investigations of the United States Geological Survey. For years they have provided a reliable basis for geologic thought with regard to ore deposits, and later studies have enriched and supplemented rather than superseded them. In very few districts have the geologic relations stated in the earlier papers needed serious modification or revision, in spite of new evidence subsequently made available in abundance by mining exposures. Indeed, one of the chief satisfactions derived from success in mining geologic work is the assurance that it gives of the correctness bf the major concepts of the science of ore formation, established to so large an extent by the leaders of this notable group among whom Lindgren has been so eminent a figure. The geologists of the Survey have given and are continuing to give the service which can properly be expected of the Federal government. Their work, however, though of the greatest value in establishing the broad geological setting,

Introduction IN order to realize the economies which would result in operating the mine pumps at the Chapin mine with electricity. generated by water power, the Oliver Iron Mining Co. recently installed a hydro-electric plant at the upper Quinnesee, falls on the Menominee river, and constructed a transmission line to the mine. On account of the large flow of water in the Chapin mine, and the great depth from which it has to be handled, it was necessary to make a thorough investigation of the merits of both the motor-driven centrifugal and motor-driven plunger pumps, in order that the most economical results as regards power, cost of installation, maintenance, and operation, be obtained. This investigation resulted in the selection of motor-driven centrifugal pumps, as the cost of the pumps and motors, installation, and maintenance was considerably lower, and the space required in the underground workings very much smaller, than for the plunger pumps. The overall efficiencies guaranteed by several of the centrifugal-pump manufacturers were so nearly those guaranteed by plunger-pump manufacturers that the saving in power which would result from the installation of plunger pumps did not justify their increased first cost and the increased cost of installation under the conditions prevailing at the Chapin nine. In order to substantiate the representations of the centrifugal-pump builders it was deemed necessary to insist upon a factory test of the completed units before shipment, the test to be conducted under conditions of head and capacity approximating as nearly as possible those under which the pumps would operate in service. Furthermore, it was considered necessary to demonstrate, by test, that there were no deficiencies in design or capacity of the pumps or motors before their final installation in the mine, as it would be extremely difficult to make alterations in the pumps or motors after they were installed.

Specimens of Inconel-X alloy solution-treated at 2050°F and aged for periods of 1, 10, 100, and 1000 hr at 1200°, 1400°, and 1600°F have been examined by electron microscopy and by electron and X-ray diffraction. Four minor phases were identified: titanium nitride, niobium nitride, an M23C6 complex carbide, and the intermetallic ? phase. The two nitrides were found in all of the aged specimens and in the solution-treated alloy, the y' phase formed at all aging temperatures, while the M23C6 carbide formed only on aging at 1200° and 1400°F. Variations in the hardness, rupture strength, creep strength, and yield strength of the alloy have been shown to be related to variation in the size and distribution of the particles of the y' phase within the matrix grains of the alloy, with maximum values of these properties occurring when there is a maximum amount of the phase present and a fine state of dispersion of the particles prevails. THE nickel-chromium alloys containing titanium and aluminum are widely used in applications requiring high strength at elevated temperatures. Studies on relatively simple ternary and quaternary alloys'-4 have indicated that the favorable high-temperature properties of these alloys are related to the precipitation of an intermetallic ?'-phase having a structure based On that of the Ni3A1 phase of the nickel-aluminum system. The present investigation was undertaken to identify the minor phases and to study the microstructural changes occurring in one of the more complex commercial alloys as a result of aging in the service temperature range, with particular emphasis on investigating the role of the ?' -phase. The microstructural changes were studied by electron microscopy and the minor phases were identified by X-ray and electron diffraction. MATERIALS AND METHODS Inconel-X alloy was selected for this investigation because the previous studies of Frey, Freeman, and white6 provided extensive information on the variations in metallurgical properties of this alloy resulting from high-temperature aging treatments. Specimens aged 1, 10, 100, and 1000 hr at 1200°, 1400°, and 1600°F were made available for the present use. These were taken from 1-in. round-bar stock of a commercial heat having the following weight composition: 0.04 C, 0.56 Mn, 6.59 Fe, 0.007 S, 0.38 Si, 0.03 Cu, 73.22 Ni, 14.97 Cr, 0.78 Al, 2.38 Ti, and 1-02 Nb. They were solutjon-treated at 2050 for 4 hr and then water-quenched prior to aging. Powder X-ray diffraction patterns were obtained from insoluble minor phases which were separated from the alloys by digestion in the reagent of Mahla and Nielsen.6 Back-reflection patterns were obtained from electrolytically polished surfaces of the bulk search to detect the ?'-phase' Cu-K a radiation was used in both cases. THOMSON, president of the Montana School of Mines, gave an interesting talk on mining schools of the past, present and his ideas of the future before a recent meeting of the Montana Section of the A. I. M. E. He covered the history .of the various mining schools and com- pared the three main types of schools; those attached to or forming part of an endowed college or university such, for example, as' the Columbia School of Mines, the Mining Department of the Massachusetts Institute of Technology and the Mining Department of Stanford University. These resemble in a general way the second class, those attached to the state universities and colleges. The schools of this general type have had varied success.

THE Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: "Congress has always been most generous as to the disposition of the national lands. . . . There was land for all, and it was the government's glad function to distribute it and let those profit who could. . . . And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud. Of the reaction and the evolution of a new policy, the Secretary continues: "A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that `land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water-water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said `land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that. are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites— these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

(written discussion?).- I embrace ace the opportunity to take part in a discussion of Mr. Woodruff's paper because a successful discerning of what actually constitutes pet-roliferous areas from the geologists' standpoint is worthy of our endeavors, not only from the intellectual side, but also because it may lead, as Mr. Woodruff hopes, to the more certain establishment of principles that can be applied to other continents in exploiting them for petroleum. This discussion will also embrace the results of two other recent papers, one by Alexander W. McCoy and one by Maurice G. Mehl.1 Sources of Petroleum.-Mr. Woodruff is agreed that petroleum comes from plants and animals, or possibly from both, and that it has ac-cumulated by migration into reservoir rocks. These reservoir rocks must of course be porous to become catch basins for the oil and gas, and then, too, their present structures are variable, as they occur in anticlines, domes, terraces, etc. , The structures, he states, are more widespread than are the oil pools, and the same is true for the reservoir rocks. This paper describes a metallographic investigation of the influence of tungsten or molybdenum additions upon the transformation and precipitation reactions occurring in Co-rich Co-Cr alloys. It is shown that tungsten has little effect upon the a-ß transformation temperature range, while molybdenum tends to raise it. Both elements tend to promote the formation of ? phase, molybdenum being more potent in this respect than tungsten. HIGH temperature alloys, that is, alloys which have load-carrying ability at elevated temperatures, have been developed at an increasing rate during the past few years. This has resulted from the requirements in the design of modern aircraft engines. Although many alloys of this type are available, they have been developed on an empirical basis. Metallurgists do not have a clear understanding of the phases or structures that are responsible for these high temperature properties. In order to determine why these alloys possess this particular ability, a project was started at Battelle Memorial Institute with the object of learning more about the fundamental factors which promote high temperature strength in alloys. This study was to include a correlation of microstructure and the high temperature properties of Vitallium, an alloy which is widely used for high temperature service. Vitallium is a complex material both from the standpoint of composition and microstructure. Consequently, it was necessary to obtain informa- tion regarding the phase relationships in this alloy. The Co-Cr binary diagram was determined as the first phase of this investigation.' A second paper described the effects of iron, nickel, or nitrogen on the reactions occurring in the Co-rich end of this system.' The present paper covers a continuation of this investigation in which the effects of tungsten or molybdenum on the reactions occurring in Co-rich, Co-Cr-base alloys were determined. Preparation of 'rest Materials Two series of ternary Co-Cr-base alloys, representing Co-Cr ratios of 80:20 and 68:32 ( Cr x 100 =20 and 32 ) , were prepared containing ( Co + Cr = up to 6 pct W and up to 12 pct Mo. Melting stock consisted of electrolytic Co, electrolytic Cr, 99.9 pct pure W, and 99.9 pct pure Mo. Table I lists the chemical analyses of these materials.
