The recent research with which this paper deals has been concerned with the preparation of pure PbTe crystals suitable for control of radiative processes and othe.v electronic applications. The research has been directed toward the developrnent of methods for the preparation of puve, homogeneous, loul-ca,wier-density PbTe crystals suitable for use in the fabrication of optically pumped and electrically pumped diode lasers. Steps in the preparation of the crystals include 1) purification of the starting materials, 2) synthesis and purification of the PbTe, 3) growoth of PbTe crystals, and 4) adjustt~zertt of composition of the crystals This Paper describes the general preparation procedure employed and discusses some investigntiotzs of purification processes. THE as-received lead and tellurium are nominally 99.999 to 99.9999 pct pure. Assays furnished by the suppliers, obtained by emission spectrographic analysis, show only the presence of about 2 ppm Mg in the tellurium. Such analyses are not very informative, however, since they give no information on the concentrations of normally gaseous impurity elements such as oxygen. Both the lead and the tellurium in the as-received state usually contain appreciable concentrations of oxygen—primarily in the form of oxides on the surfaces of the material. To reduce the oxygen content, the lead is held in the molten state in hydrogen at -700°C for several hours. For this treatment, the lead is contained in a graphite boat which is rf-heated, and the hydrogen is passed through a liquid-nitrogen trap prior to use. Tellurium is subjected to multiple distillation in hydrogen to remove oxygen and other foreign impurities. If, in conducting the distillation, approximately the last 10 pct of the charge at each "stage" is left as the discard cut, purification of the tellurium proceeds as indicated in Fig. 1.l Tellurium used in this work has been distilled two or three times to reduce carrier concentration to about 10" per cu cm. The PbTe is prepared from the purified elements by reacting them in the molten state in sealed, evacuated, or hydrogen-filled silica ampoules. The charge is usually held above the melting point of PbTe (923°C) at 1000 C for 24 hr to ensure that it has been homogenized. Two methods have been employed for the growth of the required single crystals of PbTe: growth from the melt, which will be discussed first, and growth from the vapor phase. Large single crystals of p-type PbTe can be grown readily from the melt by the Bridgman method. For this method of crystal growth, the PbTe is synthesized in situ from proper proportions of the purified elements. Growth (dropping) rates in the range 1.3 to 6.5 mm per hr are employed. Material near the maximum melting composition (about 50.012 at. pct Te) is utilized to avoid composition change on freezing, and thus to obtain crystals of nearly uniform composition. Crystals prepared by use of procedures described up to this point were sufficiently pure and perfect that they could be used for the preparation of laser crystals in studies at Lincoln Laboratory.2-5 ADJUSTMENT OF COMPOSITION Good n-type crystals of PbTe cannot readily be grown from the melt. Further, growth from the melt of crystals of any compositions (n or p type) other than those near the maximum melting composition is difficult because of the large composition changes that must occur on freezing.'" However, melt-grown crystals can rapidly be brought to other desired compositions by isothermal equilibration through the vapor phase with a two-phase Pb-Te stock material, essentially as described by Brebrick and Allgaier.1 The work to be discussed has been concerned with the preparation of n-type crystals; thus, the two-phase stock which was employed contained excess lead, and all ensuing discussion is of the preparation and properties of n-type crystals. The equilibration was designed to the shift composition to the lead-rich limit of stability at the selected temperature. Initial treatment of the crystals at high temperature was employed to minimize the total time required for the equilibration. SAFETY in open-pit mining receives a minimum of notoriety, but its significance in profitable and efficient operation is as great as in other methods of mining. Open-pit operators from Arizona, New Mexico, and Mexico, exchanging ideas on safety at a symposium during the recent annual meeting of the Arizona Section, AIME, discovered unanimity of opinion that the successful safety program depended on managerial and supervisory support with the vigorous cooperation of the employes. Safety Organization The operation of a safety program is dependent on the ability of management to project enthusiasm through the company organization. This requires a suitable method of communication to the supervisory and employee levels so as to approach them in a manner that will inspire cooperation. Safety committees comprised of various combinations of managerial, supervisory, and employe personnel are frequently used for this purpose. The open-cut mine of the Chino Division of the Kennecott Copper Corp., Santa Rita, N. Mex., operates its program through management, a full-time safety engineer, and two safety committees, the Departmental and Shops Safety Committee and the Central Safety Committee. The Departmental and Shops Committee consists of one employe from each department and shop and the safety engineer. The selected members serve for a period of one month. This committee meets once a month, the only representative of management being the safety engineer because it is believed that employes will speak more freely when their supervisors are not present. The duties of the committee are to report hazardous conditions and make recommendations, but the committee has no authority to approve or disapprove. The Central Safety Committee is comprised of supervisory personnel from all departments and shops, and one member of each of the five bargaining organizations. Members of this committee are permanent and hold meetings soon after the departmental group to take action on recommendations of the latter. The committee system insures participation of all levels of personnel in the accident-prevention program, thereby stimulating safety consciousness. The New Cornelia branch of the Phelps-Dodge Corp., uses three groups to conduct the safety program; the General Safety Committee, Division Safety Committee, and the operating-unit safety meetings. The unit safety meetings provide for active participation of employes in discussion of various phases of the program. Within these groups vigorous opinions regarding safety are often expressed and the workmen are critical if they recognize a digression from the adopted safe-practice procedures. These monthly discussions give the program vitality. The Division Safety Committee is composed of the division superintendent and the division department heads, and follows an established pattern in discussion of all phases of the safety program. The General Safety Committee, made up of the manager, division, and department heads, makes decisions on policies and procedures; it renders decisions on recommendations and suggestions. Management at the New Cornelia branch feels this system of safety committees and meetings has been active in advancing the program. For mining and exploration, and indeed the entire mineral industry, the first century of AIME has ended with far more problems than it began. Paradoxically, most of these problems have arisen not because, the industry has been unsuccessful, but rather because it has succeeded too well. Whatever the public demand for minerals over the past 100 years, it has somehow been met-and met at a price well within the public's ability to pay for the products. But as AIME moves into its second century, the past successes of mining and exploration are beginning to levy a tax on the future. Prospectors have already found most of the rich and ready ores, and miners have dug them out. New mineral assets grow progressively harder to come by, and as they do, the need for them grows inversely more pressing. How and where and at what cost can adequate supplies be found? How and at what cost can they be mined from heretofore inaccessible recesses deep underground and under the seas-or from vast surface tonnages containing only minor values? And once they are found or won, how can these assets be husbanded for generations to come? How also can they be extracted without injury to the land, air and water on which we and our successors must depend? And what constructive use can be made of the incidental materials now treated merely as wastes-sometimes at great expense?

The Goodman Mfg. Co., Chicago, builders of underground electric mining machinery, celebrated its 50th Anniversary on April 23rd. The company has a complete line of cutting machines, loaders, conveyors, locomotives, and shuttle cars for service in both coal and metal mines. The Joy Mfg. Co. has received, under the provisions of the Economic Cooperation Administration, an initial order in excess of $1,000,000 for equipment to be used in the mechanization of iron ore mines in France. While the equipment will be used in various privately owned mines, the order was placed through the French Society for the Development of Mechanical Mining. Included in the equipment are the company's recently developed hard rock loaders and shuttle cars. American Brake Shoe Co. has consolidated all operations of its Canadian subsidiaries into one corporation, the Dominion Brake Shoe Co. Ltd., Montreal, Canada. The products of Dominion Brake Shoe include brake shoes, track equipment, manganese steel castings, automotive brake lining, air compressors, and paint spray equipment. Exhibits of more than 2000 electrical products, processes, and techniques, ranging from precise aircraft instruments to complex working models of steel mill, textile and other industry equipment, will be displayed in the "More Power To America Special" when it makes its nationwide tour this spring. C. H. Lang, Vice-President in charge of sales for General Electric's apparatus department, said that the train will visit the country's key industrial centers for inspection by utility and industrial executives and municipal leaders. The train will be hauled by an Alco¬G-E two-unit, 4000-hp., Diesel-electric locomotive which in itself will be part of the unusual series of displays. Sizing of Excavators and Hauling Equipment. The Power Crane and Shovel Association has released a 24-page bulletin dealing with the proper sizing of excavators and hauling equipment, Technical Bulletin No. 3. Rubber Conveyor Belting. "Installation, Care and Maintenance of Rubber Conveyor Belting" is the title of a booklet just published by the Carlyle Rubber Co., New York. Power Transformers. The manufacturing procedure of Allis-Chalmers small power transformers is described in a new 28-page bulletin, 61B6094A, covering the core and coil unit, no-load tap changer, tank construction, cooling methods, oil preserving systems, bushings, terminal compartments, indicators and testing of transformers. Safety Equipment. General Scientific Equipment Co., Philadelphia, has released a 46-page, fully illustrated catalog on personal protective equipment and industrial safety devices. This new catalog covers respiratory devices, eye protection, hats, gloves, carboy pumps, drum pumps, and miscellaneous safety equipment for use in mines, industries, etc. Osmosalts. The Osmose Wood Preserving Co., Buffalo, N. Y., has issued a bulletin on Osmosalts, the wood preservative which, say the manufacturers, makes timber last three to five times longer, slashes maintenace costs, stops rot, and resists wood-destroying insects. Jigs. The Dorr Co. has acquired the Pan American jigs and they are now known as the Dorrco-Pan American jigs. Originally developed as a gold-saving device for dredges, the simplicity, ease of operation. efficiency, and negligible maintenance of these jigs have resulted in wide adoption on all types of placer operations, in the closed grinding circuits of gold mills, and on many applications where a coarse bed concentrate is separated from the ore gangue.

For the past 20 years Alabama has probably led all other coal-producing districts in the proportion of coal prepared by wet washing. All rail mines, with one exception, and a high percentage of truck mines now wash all coal under 3 or 4 in. Most of this coal has been cleaned by jigs, though within the past few years one or more wet-table plants have been installed for cleaning some of the coal from practically all the major seams. These tables supplement either single or multicell jigs usually for one of the following purposes: (I) to wash the finer sizes of raw coal, (2) to rewash the finer sizes of washed coal after they leave the jigs, (3) to re-treat jig middling products. The main purpose of this paper is to present cleaning data and operating factors involved in the preparation by tables of the finer sizes of raw coal. The specific information and data pertain to the Mary Lee seam of coal as extracted at three of the mines of the Alabama By-Products Corporation, which produces coal for both byproduct coke-oven consumption and the general steam market. The Mary Lee seam has long been recognized by coal-preparation authorities as presenting a very difficult ash-reduction problem. Washing characteristics and physical structure of the seam vary widely. Its thickness ranges from 32 in. with no rock parting to 100 in. with from one to three partings. Over the entire field the bed contains bands of bone and rash. These are distributed throughout the seam cross section. A portion of this bone or bony coal occurs as definite bands I in. or more thick; however, some bone is interlocked as layers within the coal and consequently breaks into flakes when the coal is broken. This material is relatively high in ash and its specific gravity varies widely. It has been observed that in most cases in the washing of Mary Lee coal from 10 to 18 per cent of the raw coal is within +0.10 specific gravity of the attempted point of separation. Therefore with the average wet jig, only with extreme difficulty can a low-ash product be obtained without loss of much marketable coal in the refuse. Without entering into the controversial question as to whether modern washing equipment can efficiently handle simultaneously all sizes up to a given maximum, suffice it to state that the comparatively old-type jigs in service at the Alabama By-Products Corporation's mines could not clean the he sizes satisfactorily. Therefore, in 1931 that company installed six diagonal-deck tables at the Barney mine, which were installed as an addition to a complete plant cleaning all coal below minus 3 in. The primary washed product is shipped as steam coal and another portion may be prepared as washed nut for domestic trade. These tables are washing 9 tons per hour of raw coal sized to ¼ in. to o. The washed table coal is mixed with the 3 to ¼-in. jig product to constitute a 3 in. to o steam coal.

The modern process and plant for the precipitation of gold from chlorine solutions, by sulphurous acid gas and hydrogen sulphide, differ materially from the older methods of precipitating with sulphate of iron. The chemical process and its applicability, as carried out in the Golden Reward chlorination-works at Deadwood, S. D., was described and discussed in the Engineering and Mining Journal, of New York, for February 14, and March 21, 1891. I purpose to give, in this paper, the details of construction from a general standpoint—the particular arrangement, most suitable to each case, depending, of course, upon local conditions. The accompanying sketch shows the arrangement. The plant consists of a wooden, lead-lined tank, in which the chlorine solution is precipitated; apparatus for the production of the precipitants, sulphurous acid and hydrogen sulphide; and a pressure-tank and filter-press for the collection and filtration of the precipitated gold-sulphides. These parts and arrangements are, in general, those which I employed in the Deadwood chlorinationworks, and which have proved practically successful, more than $100,000 worth of gold having been already precipitated by this method. In the construction of the generator and pressure-tank I have made, however, a few slight changes. 1. The Precipitating-Tank. The exact dimensions of this tank are not of much importance. A horizontal area of 10 x 12 feet and a height of 12 feet, holding about 7000 gallons of solution, is a good size. As the amount of attention and care required to precipitate the solution in a precipitatingtank is independent of the size of the vessel, there is economy in tanks of large capacity. Square tanks are more advantageous than round ones, because they need less floor-space, and at the same time are cheaper in construction. These tanks are made of common 2inch pine boards and 12 x 12-inch timber. They are well-bolted,

A modifiedl Czochralski technique has been utilized to grow single crystals of YVO, pure or doped with europium or neodymium, from 1 to 2 in. long and 4 to 1/2 in. in dianz. An oxyhydrog-en gas-fired furftace zuas used in this ulork, and melts were contained in iridium crucibles. Successful application of the Czochralski ~vzethod was found to depend upon atmosphere control to prevent crusting and to limit melt decomposition, the establishment of symmetrical thermal gradients in the melt to obtain stable growth, and the selection of high-quality single-crystal seeds to prevent propagation of misorientations during growth and subsequent catastrophic cracking. The suitability of YVO4 as a host for laser-active trivalent rare earth ions has long been recognized. However, the problems associated with the growth of sufficiently large, good-quality single crystals have, until quite recently, seriously hindered satisfactory evaluation of the laser potentialities of this material. Both flux growth and Czochralski growth techniques were investigated at an early stage of interest in YVO,. The former method proved incapable of yielding crystals large enough for practical use,ly2 and the latter was beset with difficulties which took some considerable time to understand and overcome. Recently, however, the Czochralski growth process for YVO, has been improved along separate but similar lines of development by groups working independently in the Crystal Products Department of Union Carbide's Electronics Division and Bell Telephone Laboratories3 so that now good-quality single crystals of satisfactory size can be produced on a routine basis. Stimulated emission from a neodymium-doped YVO4 crystal grown by the Crystal Products Department of Union Carbide was obtained by O'connor4 of MIT, Lincoln Labs. An oxyhydrogen gas-fired furnace was used in this work, Fig. 1, and melts were contained in iridium crucibles. The starting material was 99.9 to 99.99 pct pure YVO4 powder purchased from the Chemical and Metallurgical Division of the Sylvania Electric Products Co. Typical impurity levels, determined by spectrographic analyses, were as follows: Si, 50 to 500 ppm Al, Fe, Mg, 5 to 50 ppm Ni, Pb, Mo, Mn, Ce, Cs, 1 to 10 ppm Initially, YV04 powders predoped with neodymium or europium were obtained from Sylvania. Later, however, because of a desire to grow a series of crystals containing relatively broad concentration ranges of these dopants, it proved more convenient to start with pure YV04 and mechanically admix Nd2O3 or Eu@~ powders plus equimolar amounts of V2O5. The empty crucibles were preheated to 1900" to 1950oC, a temperature range where melting occurred readily. The powdered YVO4 feedstock was then added incrementally. However, a marked tendency toward

ALL 32 of the Local Sections of the Institute in the continental United States and practically all of the Divisions as well, had representatives present at the Conferences of Local Section and Division Delegates at the Annual Meeting. Three sessions were held, two on Monday and one on Thursday, both the incoming and outgoing Presidents of the Institute being on hand to con- duct the meetings. H. J. Brown was called to the chair during a portion of the last session, President Fulton having to leave early. Complete minutes of the meetings have ,been sent to all delegates. In general, the Local Sections appeared, from their reports, to have risen to the wartime demands made upon them with their usual resourcefulness. Apparently more difficulty has arisen in the last year in arranging attractive programs and securing acceptable speakers, this being perhaps attributable to the fact that most technical men have been extremely busy. Careful planning ahead .has usually brought good results, however. Another wartime difficulty has been the matter of transportation to meetings, gasoline rationing and congestion on the railroads and buses being a handicap to attendance. Sharing cars has proved practical as a method of meeting this issue, this again requiring planning. Suitable meeting places and a supply of food have been another difficulty for some local groups.

A scanning electron microscope with a resolving power better then 100Å has been developed for the direct examination of surfaces. This instrument was used to study iron undergoing oxidation at 500°C. It was found that the electron current in the scanning electron microscope was low enough (about 10-atrzp) to have no observable effect on the growth of the oxide. "Armco " iron, when oxidized, exhibited an oxide film whose thickness and whiskey population varied with pain orientation; but purer iron, when oxidized, exhibited no such pain dependence and whisker occurrence appeared to be caused by impurities. UNTIL recently most surfaces of opaque specimens could either be studied with a light microscope or, if higher resolution was required, by viewing a replica of the surface in a transmission electron microscope. Direct electron microscopy of a surface has, in general, proved difficult owing to excessive foreshortening and the poor image quality obtained. The scanning electron microscope, however, offers an alternative method of directly viewing a surface without these disadvantages. At low magnification it offers a much larger depth of focus than the light microscope, and at high magnifications it offers much higher resolution (about 100Å). PRINCIPLE OF THE SCANNING ELECTRON MICROSCOPE A schematic diagram is shown in Fig. 1. The electron optical system consists of a gun followed by a series of lenses which focus the electron beam onto the surface of the specimen. The beam is scanned in a rectangular raster across the specimen surface and, by amplifying the secondary electron current from the 'pecimen, a picture of the specimen surface is built UP sequentially on the face of the display cathode-ray tube. IF all of the 14 million tons of kaolin produced in Georgia through 1949 had been mined from a single deposit 20 ft thick, it would represent a mined-out area of less than 1 sq mile. This measure of depletion is in such strong contrast with the large size of the area shown in Fig 1, from which most of the output has come, that there has developed an optimistic outlook concerning future supplies of kaolin equal in grade to that already mined. Dozens of mines are widely but not evenly distributed within this area, which consists mostly of parts of Twiggs, Wilkinson, and Washington Counties. There are scarcely half a dozen kaolin mines elsewhere in the state that have been appreciably productive, although the areas in which they occur may have good possibilities. Most of the efforts to find new deposits, therefore, will be confined to the area shown in Fig 1, for it is here that the industry has established its facilities, and prospecting is encouraged by relatively numerous outcrops and opened deposits of kaolin. The Ounulgee and Oconee Rivers drain the area. They and their main tributaries have flat, swampy flood plains covered with alluvium and for the most part thickly wooded. The divides between these streams are intricately dissected by the minor tributaries, which are spring-fed in steep-walled, cirquelike heads. Gullying and undercutting are active along the streams but are partly controlled by unusually dense vegetation. The mean altitude is about 350 ft above sea level and locally the relief ranges up to 200 ft. The area is near the inner margin of the Coastal Plain, and is underlain by Cretaceous and Tertiary formations. Its general location is shown in black in Fig 1. The division between the Coastal Plain and the Piedmont Plateau is actually a very sinuous line, the fall line, marking the extent to which erosion has stripped the Coastal Plain sediments from the southeastward- sloping surface of the crystalline rocks of the Piedmont.

INTRODUCTION This introductory paper presents a description and definition of what the finance function is and what it specifically means for the mining industry. In its simplest terms, finance is, "management of money matters". As an area within the discipline of business administration it draws heavily on the related fields of economics and accounting, and to a lesser extent on marketing and production. MINING FINANCE DEFINED In preparing to write about what finance means to the mining industry, I asked a number of mining people the question, "What does mining finance mean to you?" Most responded that mining finance was "How a company borrowed money for mine development", and perhaps half those questioned included "raising equity" in the definition. It is not surprising that the mining industry concept of finance is the providing of funds needed for the objectives of the business, for that was once a view shared by authorities in the field of business administration. Further, it is certainly the area where much of the emphasis has been placed in the past ten to fifteen years as the industry struggled with the development of more remote and more refractory or lower-grade orebodies while profitability and internal cash flow were below expectations. No wonder project finance became such a popular topic. Twenty years ago it is probable that the emphasis would have been on mine valuation, for that subject was the area of finance then most often examined in industry publications. Papers concerning the pros and cons of payback, internal rate of return, and discounted cash flow appeared regularly. Let's examine the following situations, each the result of a financial decision: - Funding the exploration program in a developing country was accomplished by buying the next six-months budget needs in local currency. One week later the currency devalued 30 percent. If the purchase had been delayed or the local currency borrowed short term, a substantial saving would have been made in funding the program. - A major mining company borrows heavily to finance both expansion of its primary mining business and its entry into several new industry segments. When markets for all of the commodities it produces turn down for a prolonged period, there is concern over the adequacy of cashflow to cover debt service in addition to other company needs. The company's financial officers, however, had arranged very large committed credit facilities from numerous financial institutions which assured the availability of funds for several years. This enabled the company to implement a strategy to conserve cash, sell assets and survive until conditions improved. Further, short term suppliers of credit also were comfortable with the assurance that longer term credit was there to support them. -A medium size mining company financed several mines independently with limited obligations on the part of the parent company. The company decided to refinance the operations under one agreement. More flexible terms, lower interest cost and a longer tenor financing were achieved in return for assuming the risk as a direct obligor. - The exploration and development group of a large mining company proposes to develop a new mine in a country in which the company does not presently operate. When the investment is rejected they are advised that one reason was that the reinvestment assumption inherent in the discounted

Discussion of the paper of DORSET A. LYON and ROBERT M. KEENEY, presented at the Salt Lake meeting, August, 1914, and printed in Bulletin. No. 92, August, 1914, pp. 1791 to 1800. LAWRENCE ADDICKS, Chrome, N. J.-I read this paper for the first time this afternoon, and it is really worthy of a much more careful reply than I can make with such a short time to consider it, but I just want to say that I differ with Dr. Lyon in his premises and conception of what happens in a refining furnace. He cites steel as an instance where the production of special grades justifies the high cost of power in an electric furnace, and goes on to say the same will be true in the case of copper, for the reason that you will get a better quality of product. I don't think you will get a higher grade of copper,. or a better conductivity, as I will explain in a moment. The cost of fuel in the Eastern plants is somewhere between 30c. and 40c. per ton of copper refined, and, if my memory serves me correctly, in an open-hearth steel furnace it is something like $1.25, so it is evident that steel could be handled to better advantage than copper on the basis of fuel. Now, taking the Great Falls plant to compare with is not quite fair, because that plant operates under peculiar conditions. The furnaces are relatively small; the coal is very bad and is very high in sulphur. No one would think of using a coal with 3.6 per cent. sulphur were anything better available. Due to these conditions, the amount of slag is inordinate, it being quoted as 3.5 per cent., and it is necessary to use lime, as there is a tendency to have troubles from arsenic owing to the very high current density used. I think he has taken about as hard a case as he could pick out. Now as to the conductivity of copper, my own idea about the reason that melted copper does not give as high a conductivity as pieces drawn directly from a cathode, or native copper, is that in the latter case the impurities are present as a mechanical mixture, while after melting they are chemically combined with the copper, which is a very different condition. Further, it is necessary to take the sample from a relatively smooth and consequently pure part of the cathode, as otherwise it would not draw. The same with the mass of copper; you pick out a good solid part of the copper, which is not representative. In fact, the refiners have all found they could not take fair samples of cathodes for a chemical analysis. It is always customary to use wire-bar copper -for the purpose of sampling, and the impurities are several times as great as shown by samples taken from .the cathodes. I think if we examine all of the examples he has given of cases where copper is higher in conductivity, it will fit with that explanation. The sudden and untimely death of Dr. Charles R. Van Hise, late' president of the University of Wisconsin, was one of the greatest losses, not only to the educational world and science of geology, for which he was a great leader and pathfinder, but also to the world of mining and allied interests, for which he was an adviser and helper who blazed trails and pointed out paths of development, which the practical men of englneering and industry will follow long after his death. To the general public, Dr. Van Hise stood as a great educator who conceived and wrought out a new idea in the people's university .of .a commonwealth and as a great active mind that could not be held within the bounds of education and science but, by its own bigness and broadness, was forced into the contemplation of the larger affairs of the nation. To the engineering profession, dr. Van Hise will be remembered as a tireless worker who solved some of the most complex problems in geolpgy and the development of mineral resources and recorded these findings In a form that is of lasting value to those who follow him in similar labor. In this combination of thinker and worker, educator and economic student, scientist and practical engineer, lies Dr. Van Hise's contribution to his generation. As an educator, Dr. Van Hise attained perhaps his widest recognition, for in the University of which he was president he evolved and accomplished a new idea, which caused it to be called, in 1908, by President Eliot of Harvard, "the leading State University." At the time of his death, Nov. 19, 1918, he was just completing fourteen years as president and forty-three years as student and teacher in the University. His entire life of 61 years had been devoted to his State and its University. He was the first alumnus of the University and the first Wisconsin-born citizen to become its president—and he enjoyed the longest term as president of the institution. Since his graduation from its College of Engineering in 1879, he had been constantly a member of its faculty. As Chief Justice John B. Winslow, of the Wisconsin Supreme Court said at the time of President Van Hise's death, " Wisconsin has had many able sons, men who have served their Country and their State with ais-tinguished honor in various fields of effort, but among them all none, I believe, has rendered greater service in his time than President Van Hise. The University will be his true monument, for to him, more than to any one person, we owe the present commanding position of that, great Institution." What his "new ideal of a State University" was maybe best expressed in the words which he used to outline it in his inaugural address in 1904. "I shall never be content until the beneficent influence of the University of Wisconsin reaches every family of the State. This is my ideal of a State University. When the University of Wisconsin attains this ideal, it will be the first perfect State University.... The University of Wisconsin desires to prevent that greatest of all economic losses to the State, the loss of talent. To prevent this loss of talent, the University must not only provide for those who come to Madison for instruction, but must go out to the people of the State with the knowledge which they desire and need." Hence it was said early in his administration that "the boundaries of the State are the campus fence."

IT is always a pleasure for me to join in the Ameri-can Mining Congress, for not only has my own professional life been closely linked with the industry, but the Secretary of Commerce is specifically enjoined in the organic act creating the office to promote and foster the interests of the mining industry. And it is a vital part of our national life. It is one of those indus-tries without which. the nation could not go on for a week. It ranks second only to the agricultural industry in its contribution to our raw materials. Its production amounts to nearly 6 ½ billions annually, providing direct support to probably ten millions of our people through employment to about two million workers. But the in-dustry has a greater importance than even these figures indicate, for with agriculture, forestry, and water power it furnishes the raw materials upon which the whole work of our civilization rests. When the raw ma-terials of our mines emerge. from manufacture with the added expenditure of labor and capital upon them, they have a wholesale value of over fifteen billions of dollars. And in this, the second stage of their application, they give employment to another two million workers and support to about ten million more of our people. A large portion of these manufactured commodities must filter through the retail trade; their total value when delivered to the consumer exceeds twenty billions of dollars. And from this distribution arises the support of many more millions of our people. It is estimated that the products of agriculture when they reach . the consumer, with transportation, manu-facturing, and distribution costs added, have about the same value as the mineral industries-each of them thus contributing about one-quarter of our total na-tional income. No other continent has demonstrated its possession of such a magnitude of minerals as has ours, and such a bountiful distribution over our whole land. But our mineral resources differ in one essential from our other natural resources-they are not renewable. Agricul-ture, forests, and water power replenish their supplies from season to season. Some people conclude from the non-renewable character of the mineral supply that they must shortly be exhausted. The practical question is ,one of time, and time in these matters needs to be measured in generations, and apprehension of exhaus-tion needs to be tempered with many probabilities in-cluding the advance in technical methods of extraction. In some of our minerals, such as coal, iron, and building materials we can, through a knowledge of their geologi-cal structure and occurrence, make fairly good estimates of our reserves. We. know that they will outlast many generations of Americans. In non-ferrous metals and oil, geology affords us no great basis for an estimate of future supply. We only know of the occurrence of minerals of this type by actual exposure of them, and we can thus make no estimates except upon reserves which have been proved by actual development by the process of mining. To develop them ahead merely for national satisfaction of assured future supply would imply an unbearable waste of capital. The consequence is that in these groups there is never a demonstrable assurance of more than a few years' supply ahead of us. Yet we have never failed from year to year to find new deposits and extension of old deposits.

THE removal and disposition of large quantities of slag from blast-furnaces is a question of great importance in the design of works, and various methods have been devised, from time to time, in order to take the best advantage of local conditions. In blast-furnaces treating copper-ores or lead-ores, it is necessary to use a fore-hearth, or matte-settler, in order to collect, if possible, every particle of valuable matte which, otherwise, would be carried away with the out-flowing slag. In all of these cases, the slag overflowing from the fore-hearth is caught in pots and then conveyed to the dump. If the slag is of no value and the necessary water-supply, grade and dumping-space be available, the disposal of the slag by granulation is by far the cheapest and best method. It involves a minimum of labor, both at the furnace and at the dump; and it permits a continuous outflow of slag from the furnace- or settling-pot, thereby avoiding frequent tapping and plugging. When the conditions of water-supply, grade and dump-area will not permit slag-granulation, there are three other methods in common use. Large steel or cast-iron pots, or ladles, supported by trunnions on heavy cars which are moved by steam-, air-, or electric locomotives; some type of mechanical conveyor; and small pots or buggies moved by hand. The pots on the slag-cars are generally circular or oval in shape, and each one contains from 15 to 40 or more en. ft. of molten material. The mechanism for tipping them is more or less elaborate; and, as a general rule, the slag is dumped alongside, and quite close to, the track. They are more or less costly to construct and to keep in repair, and, in order to use them to best advantage, it is necessary to have a good elevation of track above the dumping-ground; furthermore, the rails must be of heavy weight, and well-supported on heavy ties. Other disadvantages of the slag-pots are-1, that the slag cannot be removed continuously

Within the Northern Pennine Orefield, England, intersections of fluorite veins are generally richest in ore, and their recognition enables investigation of the ore potential of the intersecting bodies. A method, based on routine analysis of fluorite for yttrium, has been used with success in mines of the district to predict the location of intersections in partially developed fluorite-bearing ore bodies. This short note is intended as a brief introduction; the details of United Kingdom applications are to be published at a later date. Geology The Northern Pennine Orefield is the second largest fluorspar-producing region in Britain. The associated minerals galena, sphalerite, chalcopyrite, barite, and witherite have all been extensively worked in the past but, with the exception of a single barytes mine, all of these operations are now abandoned. Galena alone is recovered as a byproduct of fluorspar beneficiation. At the present time two companies are producing about 38,000 tpy of fluorspar from high grade vein ore bodies, and a number of concerns are actively prospecting in old lead workings. The mineralization is localized in veins and replacement flats within favorable lithologies in an alternating limestone, sandstone, shale sequence. Since the thickness of individual beds is not great (generally less than 20 m), vein bodies tend to be ribbon-shaped, with length greatly exceeding width and height (Dunham). They thus present difficult exploration targets for conventional diamond drilling techniques. Ore grade varies greatly along the veins, which can change rapidly in character from mineral stained fault gouge to massive mineral bodies up to 10 m in width. It has been known for a very long time that the richer ore bodies tend to be associated with vein intersections in favorable beds. It is assumed that vein fissure intersections provided vertical channelways through which hot ore-bearing brines were able to ascend from deeper cavities in the sequence. Thus investigation of intersections at other horizons generally yields further ore bodies. Technique The relative concentration of yttrium in fluorite is a good indicator, in the North Pennines, of the direction of flow of mineralizing fluids. In all of the ore bodies so far studied in detail in this region, the concentration of yttrium increases markedly in the direction of vein intersections that are believed to have acted as feeder zones to the remainder of the bodies. The reason for this relationship is probably connected with the degradation of soluble rare earths-fluoride complexes by the changes in various physicochemical parameters of the hydrothermal fluids as they entered the ore body cavities from the feeder zones. The simultaneous release of free fluoride ions also contributed to the increased ore values in these intersection zones. Yttrium values in fluorite taken from a longitudinal traverse of the western ore body, Redburn mine, Rookhope, are plotted in [Fig. 1.] The position of a major vein branch and three cross veins are clearly indicated by yttrium maxima. The cross veins themselves contain up to 2.5 m of low grade fluorspar ore. The exact positions of B and C were unknown previous to the geochemical survey. Similar results have been obtained for several other veins and ore bodies in the area. Clean fluorspar was collected as bulk samples from within 300 mm of the vein wall and, since the vein infilling is simple, with mineral growth from the walls inward, analyses of the samples are considered comparable along the length of the ore body.
