The use of water-cooled breast-jackets or cinder-tap blocks is a great convenience in lead-smelting, even when siliceous slags are made. If the charges are at all basic it is almost imperative. Jackets of riveted wrought-iron or steel are expensive; those of cast-iron are liable to crack; those of bronze are costly and not durable, being easily penetrated by tapping-bars or destroyed by streams of matte impinging against them. To overcome these objections I introduced at the Hanauer works, in April, 1886, castjackets of steel, which have been in constant use since that time and are to-day as good as new. These jackets were made for us by the Chester Steel Castings Company, of Chester, Pa., at a cost of ten cents a pound at the works of that company. The metal is 5/8-inch thick, and the jackets were cored and tapped for l1/2-inch bushings, affording two large holes for the removal of dirt and incrustations. The same holes are used for feed- and discharge-water through 3/4-inch pipe. I hope the successful introduction here of cast-jackets of steel will lead to their more extended use in all branches of metallurgy where water-cooled surfaces are severely taxed, and where the size and thickness of the castings are not unfavorable to the production of a sound article, impervious to water and of high tensile strength.

Plastic deformation in magnesium single crystals was studied by tensile tests at room temperature utilizing an improved preparation and testing technique. Consistent critical resolved shear stress values for basal slip were obtained. The advent of pyramidal slip at room temperature was rationalized upon the basis of grip constraints. A bend-twinning hypothesis was advanced as an explanation of mechanical twinning which occurs as a complex stress-relief mechanism. INVESTIGATIONS of the plastic deformation of magnesium have been limited to the determination of the fundamental kinetics which may be summarized as follows: 1—Twinning on the {102).l 2— Slip on the (001) plane in the [loo] direction at room temperature.' 3—Slip on the {101) or {102) plane in the [loo] direction above 225°C." 4—Critical resolved shear stresses for basal slip in tension at room temperature of 83 g per sq mm with a variation from 57 to 127 g per sq mm." Bakarian' studied the compression of thin wafers of magnesium single crystals and classified the components of the deformation mechanisms as follows: 1—The Basal field: (001) at an angle of less than 20" to the compression surface. Fracture along {101} or slip on (001) followed by {101} fracture. 2—The prism field: (001) at an angle greater than 60" to the compression surface. Twinning on the {102) generally occurring during the early stages of loading, basal slip in the areas of original orientation and (001) slip within twins. 3—The central field: (001) at angles greater than 20" but less than 60" to the compression surface. Slip on the (001). 4—The critical resolved shearing stress for {101} slip above 225°C was 400 g per sq mm. Observations of mechanical twins in hexagonal close-packed metals have been summarized by numerous investigatorsb-' emphasizing a lateral or rotational atomic adjustment, in addition to the pure twinning shear, and the importance of reorienting the basal plane to a position more favorable for continued slip, rather than the resulting small dimensional changes. Criterion for the operative twinning planes has not been clearly established. Schmid and Boas hurmised that an energy condition related to the atom movements is the determining factor. MillerQ bserved that twinning stresses in zinc crystals decreased as the amount of prior deformation increased. THE liability for damages to the surface caused by subsidence is an ever present threat in all underground mining. In ordinary lode mining, this threat rarely materializes into an action, due to the method of mining metalliferous ores, the dip of the veins, and the nature of the ground itself. In the mining of coal, however, this threat is very real. The coal frequently lies close to the surface, in beds underlying large areas of land of which the surface is suitable for agricultural or urban development. Furthermore, the coal is generally mined by the "room and pillar " method and when the pillars of coal are removed, the subjacent support is destroyed. This question of the duty of surface support has now become a very live one in Colorado. What was waste prairie land a few years ago has become valuable agricultural land dotted here and there with growing towns. Frequent references will be made here to Colorado conditions and adjudicated cases, but those conditions and cases and the conclusions to be drawn therefrom are applicable to all coal-mining states. Briefly stated, the question is "Does the owner of the substrata or underlying mineral owe any duty of surface support to the owner of the superjacent strata or surface?" There is no absolute duty of support owed by the mineral owner and this assertion is made with full knowledge of numerous expressions to the contrary by courts of Pennsylvania, Illinois, Colorado and other coal-mining states. Whether or not any duty exists depends upon the circumstances surrounding each case, and since in the nature of things those circumstances are rarely identical, there can be no absolute rule.

SECONDARY hardening in tempering has long been recognized as a typical characteristic of steels containing large amounts of carbide-forming alloys. These steels, when quenched and tempered, tend to soften somewhat after tempering at low temperatures, and to reharden at intermediate tempering temperatures before finally softening to low hardness. This behavior in tempering has been studied by many investigators, chiefly with respect to the secondary hardening of high-speed steels. The initial softening has usually been ascribed to decomposition of martensite and growth of iron carbide particles. The secondary hardening has been explained by formation of fresh martensite from residual austenite, formation of very fine alloy carbide particles and by precipitation hardening of metallic compounds in the ferritic matrix. However, factors derived for the calculation of tempered hardness in low-alloy steels1 indicated only a tendency toward retarded softening rather than a discontinuous rehardening. A study was, therefore, made to determine whether fresh martensite from residual austenite and precipitation hardening are essential to rehardening and the degree to which tempered martensite could be rehardened by precipitation of alloy carbides. The mechanism of carbide rehardening was also investigated to determine the nature of the process. The causes of secondary hardening in high-speed steel have received serious consideration for about thirty years. Among the earlier workers Bain and Jeffries2 in 1923 recognized residual austenite as a significant factor, but in addition, emphasized the effect of the formation of alloy carbide particles of "critical" size. They conceived that freshly quenched martensite forms low-alloy iron carbide at low tempering temperatures; with further tempering the iron carbide is then modified by alloying elements that can diffuse most readily at intermediate temperatures (850°F); and that the iron carbides grow in size by coalescence so that the steel tends to lose hardness. At higher tempering temperatures carbide stability rather than alloy availability becomes the controlling influence and in high-speed steel "iron-tungsten carbide is the most stable one and forms to the elimination of the earlier formed carbides. . . . The iron-tungsten carbide particles reach approximately the size for critical dispersion after a short reheat at 1100°F." This concept, the formation of alloy carbide nuclei, redissolving of the iron carbide, and diffusion of carbon to the alloy carbide, was restated for vanadium steel in 1932 by Houdremont, Bennek, and Schrader.3 Subsequent studies have confirmed that iron carbide changes to alloy carbide at 1000 to 1100°F, but the mechanism of the process has received little consideration .

THE No. 9 mine of the Wheeling & Lake Erie Coal Mining Co., a subsidiary of M. A. Hanna & Co., at Fairpoint, Ohio, has normally produced about 1000 tons of coal daily for several years, but recently it was converted into an experimental mine to afford means of studying new methods and equipment under consideration for development and mining. Among other projects, the possibility of using a duck-bill, self- loading conveyor in driving entries, with a view of in- creasing the rate of progress where quick development is of importance was studied. Actual operation soon revealed that even though break-throughs are made ,every 60 ft., as required by the state mining laws, the :amount of natural Ventilation reaching the working face was not sufficient to supply the men and that in ,order to obtain a plentiful supply of pure. air and maximum efficiency and to avoid costly interruptions after shots, it was necessary to supply auxiliary ventilation by using Ventube and a Vano fan.

THE dimensions and shapes of mine structures may at present be determined by (1) field experience, (2) structural calculations, and (3) barodynamic tests.§ None of these, however, provide information as to the stresses, their direction and distribution in a mine structure. For the design of pillars, the placing of openings relative to working places such as gangways, haulage levels, etc., this information is desirable. Photoelastic methods provide this and, while relatively new, their appli-cation in all engineering fields is assuming increasing importance. This paper, therefore, will present the method with a few applications to mining, and with sufficient reference for further study by the reader. PART I THE PHOTOELASTIC METHOD The photoelastic method of stress measurement determines the stress distribution in a two-dimensional model by optical means. It makes use of the fact that when a piece of isotropic transparent material, such as glass, celluloid, or Bakelite, is stressed and viewed in polarized** light a picture is seen which indicates by its color bands of light, or fringes, the magnitude of the stresses, their direction and their distribution.

INTRODUCTION IN the last few years this laboratory has published a series of papers on the mecha¬nism of age -hardening.14,1,6,11,20 Briefly stated it has been proposed that hardening is caused by lattice strains created by lat¬tice coherency between matrix and precipi¬tate; much experimental evidence has been advanced to support this thesis. The system Cu-Be is an attractive one to study. It is a system that exhibits marked age hardening; it ought to be subject to the type of analysis of structural changes hitherto explored and it is a prominent example of "discontinuous precipitation," which, though studied in other cases, 6,20 remains largely unexplained. This research shows that hardening in the Cu-Be system proceeds essentially as proposed earlier.14 Guinier-Preston zones have been observed to form on the {100) planes of the matrix; no transition lattice was found. Aging and overaging were ob¬served to occur most rapidly in the region of discontinuous precipitation-the grain boundary-apparently accelerated there by strain. The Constitution of the Cu-Be System The Cu-Be constitution diagram is shown in Fig I. The structure of the ? phase was determined by Misch16 as of the caesium-chloride type with a lattice con¬stant of 2.598 Å High temperature X ray photograms of 7.2 pct Be alloy made by Kossolapow and Trapesnikow13 led them to conclude that the structure of the P phase is simply disordered body-centered cubic with [ao] = 2.79 Å at 750°C. Previous Work The initial work on the age-hardening of Cu-Be alloys was that of Masing, Dahl, Holm, and Haase. Their numerous papers were published in book form in 1929, sub¬sequently translated.18 The effects of Be content, solution temperature, aging tem¬perature, and cold work on the hardness developed in these alloys were studied. An initial decrease in the electrical conduc¬tivity was observed when strips of a 2.5 pct Be alloy were aged at temperatures from 200 to 350°C; a wire of the same analysis failed to exhibit this decrease when aged at 350°C. A volume decrease of 0.6 pct oc¬curred during aging at 250°C. Microscopic investigations of quenched and aged alloys disclosed a regularly ori¬ented "striping" (ripples) on the a and on the ß grains. GEOPHYSICAL exploration is continuing to expand in scope and variety of methods, in experimental studies of specific applications, and in development of theory for complex situations. Aerial surveys have been made economically more attractive by simultaneous recording of magnetic and radioactivity data, and aerial electromagnetic surveys have been attempted. The most significant success of mining geophysics was the discovery of huge lead-zinc-copper sulphide ore deposits in New Brunswick, Canada. Spectacular geophysical astivity has occurred in the area as a result of these discoveries, and geophysics is expected to continue to play a large role in this drift-covered area. Other developments this year find the Atomic Energy Commission making available monthly reports of the location of anomalous radioactivity detected in aerial and ground surveys and the AEC is installing supersensitive radioactivity assaying instruments in about 25 localities in the U. S. Interest in helicopters is being aroused because of potentialities for near-ground surveys and better location control of anomalies. Japan can be added to the list of countries using geophysical surveys extensively.

Mills Day left a journal of his travel to Ohio and return by way of Pittsburgh in 1810. He left this comment about western Pennsylvania: "June 19. As I proceeded toward Pittsburg, (From Washington and Canonsburg) the country grew more populous. The hills appeared to consist of strata of freestone, iron, coal, and slate. June 20. Its (Pittsburg's) water communication with a vast extent of country and the immense beds of coal in its immediate vicinity render it a place peculiarly adapted to manufactures. Coal may be obtained of a good quality, ready delivered at 5 cents a bushel."1 Until within a year or so of this period, coal was used for domestic purposes, brick-making, by blacksmiths, etc.; now the industry entered a period of rapid growth caused by the introduction of the steam engine. As manufacturing was increasing due to the settlement of the western country, the additional facilities created by mechanical power were welcome. Apparently the first engine was installed in Pittsburgh, in a steam grist mill, in 1808; it is described in the Navigator of 1811: "The water of the boilers are heated by large fires made of stone coal, which is introduced at one end into a grated fire place as long as the cylinders themselves; the quantity of coal consumed daily by these boilers is said to be about twenty bushels, which cost one dollar." ANOTHER chapter in the history of Mother Lode mining is being written by operations in the Old Eureka mine near Sutter Creek, Amador County, California. During a two-year period (1938-1939), 85,517 tons of ore averaging 0.62 oz. gold per ton were mined and milled, as compared to the production of approximately 210,000 tons of 0.315-oz. gold ore during the preceding seven years. This is a repetition of mining history in the Mother Lode, where a period of prosperity has followed a long period of lean production. The location of this new ore in the hitherto unproductive hanging-wall greenstones and its mining and geological developments are most interesting. HISTORY OF THE OLD EUREKA MINE The Old Eureka mine, also known as the Hayward, Eureka, Hetty Green and Amador Consolidated, is in the most productive 10-mile length of the 120-mile long Mother Lode of California. The mine was first opened in 1852 with operations more or less continuous for the next 30 years. Production during this period amounted to $12,000,000 from an ore shoot 500 ft. long, which bottomed 1700 ft. below the surface. The shaft was continued as a prospect to 2065 ft. on the incline, where work was stopped in 1881. The mine was sold in 1916 by Hetty Green and the shaft deepened to the 3500-ft. level (3212 ft. vertically) by the new owners. Drifts were run on the 1700, 2100, 3000 and 3500-ft. levels, together with approximately 1500 ft. of crosscuts. No ore was found and work was abandoned in 1921. The present owners, the Central Eureka Mining Co., purchased the mine in 1924 after threatened litigation over rights to the rich ore shoot being mined from the lower levels of the Central Eureka mine on the south. Rehabilitation of the shaft commenced in 1926 and in 1930 mining on the old 2100-ft. level was started. While efforts of the previous owners had been directed for the most part toward the area south of the Old Eureka shaft and adjacent to the productive Central Eureka mine, the present owners started drifting northward on the old 2100-ft. level. This is used to determine pulsation control, suction requirements and stabilization, etc.

The paper reviews the efforts made to utilize powder metallurgy to solve problems encountered when using alloys at high temperatures. The following subjects are discussed: comparison of wrought and sintered super alloys, sintered aluminum powder, porous materials for transpiration cooling, molybdenum, and cermets. TODAY, powder-metallurgy techniques are be-JL coming increasingly important, producing materials which at the present time cannot be made by any other method. Among these materials are high melting-point metals such as tantalum and tungsten, porous metals for filters and lubricant-containing bearings, electrical contacts and electrodes (i.e., tungsten-copper), cutting tools of the cemented carbides, and magnet alloys. In addition, the powder-metallurgy industry has grown because, through the application of its methods, shaped parts, such as gears, can be produced at tremendous rates with a low scrap loss in comparison with manufacture by casting or forging and machining. In the past few years, by utilizing powder metallurgy, several approaches to the problem of high temperature materials have been investigated. In this paper the authors will review some of the studies on application of materials having properties above 1350°F. Since their experience lies in the aeronautical field, possible uses of powder-metallurgy techniques in the production of aircraft en- gines will be emphasized. A large portion of the work is classified, but such a restriction has not eliminated any field from discussion, although limiting the amount of detail it is possible to present. The development of high temperature alloys from powders and porous metals for cooling will be discussed as well as research done on molybdenum and molybdenum alloys, cermets, and intermetallics. Some studies on the utilization of cermets will be considered along with special problems that have been revealed through these investigations. Special interest in certain factors of sintered aluminum powder (SAP) makes it desirable to discuss this material although its use temperature is below the 1350°F limitation set for this paper. High Temperature Alloys from Powders In general, components made from powders for room-temperature application have been investigated with the primary purpose of taking advantage of the high production rates and economies made possible by powder metallurgy. From the standpoint of properties, the ojective of the powder metallurgist has been to obtain a product comparable to the cast or wrought product that is to be replaced. Comparisons of the properties of alloys made by powder-metallurgy methods with those of similar compositions made by casting and forging are reported in the literature.12 In many cases equivalent

IT is not without some hesitation, and even misgiving, that I venture into a discussion of the now classical Roberts-Austen Roozeboom diagram, lest I too fail, like so many other writers, in giving a satisfactory and logical explanation of these interesting curves. Roozeboom's original diagram is reproduced in Fig. 1. The generally accepted meaning of the various curves has been so often described before this Institute that it will suffice to recall it briefly before passing to my own interpretation of the changes involved.

THE occurrence of twins in large ferrite crystals, made by a new process, was reported in a recent note. This paper describes a typical case of such twinning and suggests, on the basis of the observed facts, why smooth slip-planes are rarely observed in this metal. METHOD OF PREPARATION The material In which the crystals here dealt with were grown was made from 1/8 -in. Armco iron welding rod containing C, 0.04; S, 0.037; P, 0.003; Si, 0.008, and Mn, 0.02 per cent. This rod was cold drawn into wire about 1 mm. dia. A piece of this wire was supported vertically and was locally heated in hydrogen at atmospheric pressure to about 1400° C. by an alternating current (60 cycles per sec.) of about 35 amp., passed through it between a pair of travelling contacts about 8 cm. apart. The rate of travel for the case in hand was 12 cm. per hr. After some 30 cm. of the length of the wire had been heated and cooled in this manner the whole wire was immersed for a few seconds in dilute nitric acid, not restrained by alcohol. Etching was continued until, as nearly as could be judged by eye, the original smooth cylindrical surface of the wire was no longer capable of specular reflection.

IT IS difficult to know just when a hoisting rope should be removed from service and a new one substituted. It is desirable to utilize the full life of a rope but, on .the other hand, the damage and possible loss of life, resulting from delay in replacing it may amount to many times the cost of a new rope. In the present methods of inspection the inspector must rely upon accumulated experience and a certain sixth sense or intuition in addition to any rules that may be laid down regarding the number and distribu-tion of broken wires. This condition does not neces-sarily arise from lack of interest among users or makers of rope, but is due rather to the lack of satisfactory or adequate methods for testing ropes to determine their exact condition. The main difficulty in devising a physical test lies in the fact that a number of causes, all operating in different ways, contribute to the deterioration of a rope in service, and affect not only the external conditions but also the inner structure of the material of which the rope is constructed. Wear and broken wires on the outer part of the rope are not difficult to detect, but a test is needed which will clearly indicate the presence of broken wires in the interior portions and the change in strength due to alterations in the structure and properties of the material itself.

Since 1978, new tax measures affecting the mining sector have been relatively favourable, evidencing a moderately enhanced government awareness and sensitivity towards the industry's concerns. Today, although the industry continues to face a complex and sometimes capricious tax system, a wide range of tax provisions offer some excellent opportunities to the industry. This paper examines the basic features of the present tax environment, discusses some of the more important changes of recent years, and comments on the outlook for mining taxation in Canada.

The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country. THE determination of suitable and safe annealing temperatures is one of the most important problems arising in the operation of a copper rolling mill. Certain of the larger mills have worked this problem out for themselves and in these mills the operation has become more or less standardized. In some of the mills pyrometers are used to measure the temperature of the annealing furnaces and careful watch is kept to see that overheating does not take place. In a considerable number of the mills, however, dependence is placed entirely on the judgment of the operator. The almost total lack of literature bearing on this subject seems sufficient warrant for the publication of this paper. The discussion of this subject naturally divides itself into two parts: (1) The effect of annealing temperature on physical properties; and (2) changes in the microstructure of refined copper due to cold rolling and annealing. I. THE EFFECT OF ANNEALING TEMPERATURE ON PHYSICAL PROPERTIES For the purpose of investigating this phase of the subject six test bars were selected, varying in oxygen content between the limits of 0.036 and 0.070 per cent. The trend of American construction toward permanence and longevity is noticeable in the more recent coal plant installations; also, the policy of many coal operators has changed from seeking to obtain the desired tonnage from several plants of small capacities to designing a single installation to produce the whole amount. The mine openings and plant of the Nemacolin mine of The Buckeye Coal Co., are located on the Greene County side of the Monongahela River, 73 miles south of Pittsburgh. The map (Fig. 1) shows the general location, also the Lambert syncline. This syncline partly accounts for the selection of the site; the other reasons were the possibilities of rail and river shipments. Two shafts and a slope were sunk to the coal, work starting on all three in the second half of the year 1917. The air shaft was sunk to a depth of 243 ft. and completed in February, 1918; the slope was completed in November, and the skip shaft was stopped at a depth of 21 ft. below the coal, then the concrete lining was stopped 8 ft. above the coal August, 1918. Work on the skip shaft was resumed May, 1923, and sunk to a depth of 60 ft. below the coal by September, but it was not until May, 1924, that the lining was poured. Max. Min. The surface plan shows the relative positions of the openings. Coal was first hoisted from the air shaft May 7, 1918, and entry driving was continued; but the coal had to be stored, as the railroad had not been extended from Crucible to Nemacolin. As soon as the slope was driven to the coal and the linings concreted, the entries were driven along projected lines to connect with those advancing from the air shaft, and skip shaft. As soon as the underground connections had been made between the two shafts, the hoisting by buckets was inaugurated at the skip shaft and construction on the fan at the air shaft started.
