INTRODUCTION Virtually all countries have general legislation covering most aspects of mining and mineral processing, including investment and tax laws, safety and health regulation, and specific rules applying to exploration reporting procedures. Yet most developing countries negotiate individual agreements with foreign investors for major mineral projects, in particular when all or part of the expected output is exported. Such agreements are known under several different names, as for example concession agreement; technical assistance agreement or service contract; management agreement; production sharing contract; joint venture; or contract of work. The objectives and conditions governing such contracts are as diverse as these titles are. While a mining project is only one among a large mumber of similar undertakings in industrial countries, in most developing countries such projects usually have a dominating position within the country's economy. The general legislation is often inadequate and insufficiently detailed to cover all aspects of large projects with extensive foreign inputs and international markets. Therefore, the need for specific arrangements. Specific arrangements may also become necessary due to the complexity of markets for mineral products, the large number of participants - equity partners, suppliers, financial institutions, buyers, etc. - or economic and political conditions in the host country and fiscal regulations in the home country of the investors. Most agreements are concluded between governments, or government agencies, in developing countries and private industry headquartered in developed market economies - Canada and the United States of America in North America, Western European countries, Japan, South Africa and Australia - or, in some instances, with state-owned firms in these countries. There are fewer agreements between developing countries and the centrally planned economy countries - Eastern Europe and the USSR - which cannot be considered here because of absence of adequate information. Agreements can be concluded at any of the different stages from exploration through closing of a mine. While most contracts are negotiated at the time when a potentially viable ore body has been delineated and investigated sufficiently to anticipate a realistic time for commencement of production, other agreements start with "grass-roots" exploration, during operation of a mine, smelter or refinery or, exceptionally, after a temporary shutdown. While several major provisions are included in all types of agreements, others are covered in much more detail (or not at all) in some contracts reflecting the specific work programme of each project. While it is realized that subdivision and classification of complex contractual relations is necessarily arbitrary to a certain extent, such grouping is useful in practical terms, especially for the non-specialist. The following discussion, therefore, will start with a description of the major forms of contractual relation - concession, investment contract, joint venture, management agreement, service and production sharing contracts. Major issues covered in all, or almost all, agreements will then be dealt with. These include stages of development, corporate structure and control, fiscal arrangements, infrastructure development and environmental law, and dispute settlement and renegotiation. FORMS OF CONTRACT RELATIONS There has been marked change in the type of agreement entered into during the 1960s (and before) and the early 1970s and the period thereafter. While straight "concessions" - granting of exclusive rights to foreign investors over a certain deposit or areas with little restriction or well-defined obligations - were the rule during the first half of this century, more complex agreements have evolved since. Some of these cover every conceivable aspect, foreseen or only possible, and define rights and obligations of all partners to the last detail. Over the years, agreements have without doubt become more beneficial for the developing host countries, in part as a result of well-publicized nationalizations, as for example in Chile, and in part due to changed attitudes in all countries

LITTLE new oil was found in West Virginia, during 1923, but there were important discoveries of gas. Most of the large oil producers have contented themselves with pumping old wells or in drilling only enough new wells in defined territory to maintain a fairly constant production, the attitude being that no, profit is made in producing high-grade oil at a low price and that an eventual loss is sustained by draining the reserves of a limited commodity that, at some more favorable time, will be of much value. The representative of one large company said: "We have done nothing but pump old wells during 1923 and we have made no plans for 1924." Careful attention to producing wells has been the rule, there having been few abandonments; the belief is prevalent that small wells will eventually become profitable under more favorable marketing conditions. In natural gas, the opposite point of view prevails. Because of the vast capabilities of the state for producing gas, its output being ahead of all others, great systems of transportation and distribution into the markets of four adjoining states have been built and a demand has been created that no present, or apparently potential, production can satisfy. This demand has become so great that large distributing companies not only discourage new applications for service but advise old customers to install coal furnaces for auxiliary fuel; some have requested public-service commissions to grant higher 'rates against large industrial consumers than those allowed for domestic heating. The response to this known market has been a rapid increase in price, both at the well mouth and at the door of the ultimate consumer, and the industry has become so stable that the only uncertainty, or hazard, appears to be the question of the presence of gas in fair quantity in a given territory under consideration. Several oil companies have now forsaken their policy of selling gas, wells outright when drilled and ;have organized gas departments to drill for gas and to dispose of the daily output by meter to distributing corporations. With such companies and with other producers whose interest is chiefly gas, the year has been busy and profitable. Some new territory of apparently large value has been proved and deeper producing sands in old fields have been tapped.

J.--It requires a good deal of timber to operate, especially the caving systems. An important function in mine operations now seems to be forestry and to operate a timber tract in order to insure a supply of timber. By depleting the timber resources of your section, you only increase your costs later when timber must be brought in from the Pacific Coast or the East. Our experience has been that any square-set method of timbering is the most expensive. Timbering for stoping systems, top slicing if you will, although it uses a large volume of time does not require as expensive timbering as the square-set method; also it does not require as long a life for-the timber, so that such wood as birch and maple, which have strength but not long life under the fungus conditions in the mine, may be used. All the drifts in the orebody are thoroughly timbered, and it has required a lot of timber. If we had it to do over, we would spend a lot more money in the development of rock drifts; as a matter of fact, we must ultimately come to that any way.

The Fushun coal-field, now being opened up by the South Manchurian Railway Co., is connected with the main line by a branch, 30 miles long, from Sui Chia Tun, 10 miles south of hlukden, the oapital of Manchuria. The coal-field, which lies on the southern bank of the Hun river, 25 miles east of Xiukden, consists of a long narrow valley, running east and west between hills composed of granitic and volcanic rocks. At the foot of the northern hills, the Hun river flows westward towards the Liao river, which drains the greater part of South Manchuria. At the foot of the southern hills, resting immediately upon volcanic rocks, and overlain by 30 ft. of alluvium, is a thick layer of Tertiary shales, carrying near the base two coal-seams. In many places the lower of these two seams is in immediate contact with volcanic lavas and basalts, the flows of which were evidently both prior and subsequent to the formation of the coal-seams. This contact has practically destroyed the lower seam for commercial purposes. The value of the field lies in the upper seam, which, for a length of nearly 8 miles, varies from 100 to 130 ft. thick. Of this seam, 85 per cent. is good coal. The seam dips to the north conformably with the shales, at angles of from 25 to 30°, and appears to have an uninterrupted dip for about 1.5 miles before being possibly cut oft' by the northern hills. The coal-bearing shales extend east and west for a length of about SO miles, but towards the east the continuity of the seams is broken by intrusive rocks. The coal is of the sub-bituminous variety, low in ash, bright in appearance, and breaks with a conchoidal fracture. THE fact that coals of different ranks and even of the same rank differ greatly in their amenability to iroth flotation is well known. In recognition of the need for an explanation of this phenomenon, two hypotheses have been suggested. Wilkinsl reported that the floatability of coals increased with an increase of the carbon content or rank. This postulate is handicapped by the fact that bituminous coals that possess moderate carbon contents are actually more floatable than anthracite coals that have high carbon contents, as shown in columns 6 and 9 of Table I. Taggart and his associates' implied that the difference of floatability between bituminous and anthracite coal was caused by the variation of carbon-hydrogen ratio. This is not applicable to the relative floatability of other coals and carbons. For example, column 11 of Table I shows that the carbon-hydrogen ratios of low-floating lignitic coal and non-floating animal charcoal are not only smaller than the moderate-floating anthracite coal, but are also similar to the high-floating bituminous coal. Furthermore, according to this hypothesis, high temperature coke-A (464), Ceylon graphite (1238), and lamp-black (357), all possessing extremely high carbon-hydrogen ratios, should be less floatable than other substances having much lower carbon-hydrogen ratios such as high volatile-B bituminous coal (11.9 to 22), anthracite coal (35.7 to 60.5), lignitic coal (15.6 to 33.6), and charcoal (13 to 26.2). However the former group is actually more floatable than the latter group. In this paper, a surface components hypothesis is Proposed to explain the different floatabilities of coals, carbons, and hydrocarbon minerals. The validity of the hypothesis is experimentally supported by the actual floatability, natural floatability, wettability, and adsorbability for neutral oils of coals, carbons, and hydrocarbon minerals tested. The combustible recovery of the flotation results, as used in this paper. was calculated from Eq. 1: P (100-Ep) 100 RWCP Rc= [1] F (100-E,) C, where R, is the percent combustible recovery; F and P are, respectively, the weight of feed and the weight of concentrate or product; E, and Ep are, respectively, the total percent of ash plus moisture in feed and in concentrate; Ru. is the percent weight recovery: and C, and C, are, respectively, the percent of combustible in feed and in concentrate. Except for ash and moisture content, all chemical components of a coal are assumed combustible. The experimental work included studies on flotation, ultimate and proximate analyses, contact angle tests, extractions of bitumen-A with benzene, adsorptions for liquid hydrocarbons, and wetting tests. Most of the flotation experiments were performed in a laboratory Fagergren machine; others were tested in a small Denver machine. The solid feed for the former was 300 g and for the latter was 30 g. The solid materials used for flotation were crushed to —48 mesh. After the mineral pulp in the flotation cell was agitated for 6 min and the pH was adjusted to 7.5 & 0.2 with sodium hydroxide or hydrochloric acid, a petroleum light oil having a viscosity of 5.73 centipoises at 77 °F was added and conditioned for 2 min. Finally, pine oil was introduced and the froth was collected for exactly 3 min. The weight ratio of petroleum light oil to pine oil was kept constant at 1.5 to 1. Tap water was used for all flotation tests. Contact angles were measured with a captive bubble machine. For each coal sample, three specimens were mounted in transoptic mounts and polished with levigated alumina, first on a sheet glass, then on a cloth-covered metal polishing wheel. The polished specimen was first washed with distilled water and wiped thoroughly on a cleaned linen pad, then transferred into the pyrex cell of the captive bubble machine and conditioned for 6 min., and finally measured for contact angles at three or more points. Except where otherwise stated, the induction time for each measurement was 1 min. The contact angle representing each material was obtained by averaging the measurements of three specimens. The linen pad was first washed with warm distilled water, then boiled 30 min in a 2N sodium hydroxide solution, and finally washed with distilled water until no trace of sodium hydroxide could be detected in the decanted solution. The cleaned linen pad was stored under distilled water. Immediately before using, the pad was rewashed and transferred into a clean pyrex petri dish partly filled with distilled water. The glassware and rubber gloves used were cleaned by soaking in sulphuric acid-potassium dichromate cleaning solution, followed by rinsing with distilled water. The polished specimens were handled only by glass forceps. The ultimate and proximate analyses were made in accordance with the ASTM standard procedures for coal and coke. The extractable bitumen-A was determined by weighing 1 g of —100 mesh sample and placing it in a desiccated and weighed ASTM aluminum-extraction thimble. The thimble was placed in condenser hooks and inserted into an extraction flask containing 100 cu cm of benzene. The flask was heated and the benzene vapor was condensed by water coils. At the end of 24 hr of percolation, the thimble was removed, desiccated, and weighed. Loss in weight of sample was taken as bitumen-A and calculated to dry and ash-free basis.

In this chapter there is a wide difference in the meaning of some words used for rock and mineral names as defined by scientists and tabulated in the "Glossary of Geology and Related Sciences," published in 1957 by the American Geological Institute, and the meaning as used by the commercial producers of feldspar. It is necessary, therefore, to define these terms giving both the "scientific" and the "practical" definitions. There is no ambiguity about the name feldspar itself. This is a general term for a group of related minerals which are silicates of aluminum, combined with sodium, potassium and calcium. The feldspars are the most abundant minerals of the igneous rocks, and since these rocks make up the largest proportion of the earth's crust by volume (although not of the actual surface area of the continental land masses) the feldspars are the most abundant minerals of all. The igneous rocks themselves are classified on the basis of the variety of the feldspar present. The potash feldspars, which are called orthoclase and microcline, are the dominant minerals of the granites and syenites, and of their fine grained equivalents, the rhyolites and trachites. The plagioclase feldspars form an isomorphic series, of which the sodic endmember is called albite, and the lime endmember, anorthite. The members near the sodic end, albite, oligoclase and andesine are the characteristic feldspars of the granodiorites and diorites, and of their fine grained equivalents, the dacites, and andesites. These feldspars-orthoclase, microcline, albite oligoclase and andesine-are the feldspars used commercially. Labradorite, a member of the plagioclase group, in which the lime exceeds the soda in the chemical composition, is the common feldspar of the gabbros, anorthosites, norites, basalts and other so-called "basic" rocks. Although some attempts have been made to use labradorite as a commercial feldspar, none is now used except as an ornamental stone. The mineral anorthite is very rare. Since the feldspar in most of the common igneous rocks is relatively fine grained, and mixed intimately with other minerals, from which it can be separated cleanly only with difficulty, most masses of the common rocks cannot be used as sources for the feldspar contained in them. It is only the rarer types of rocks in which the feldspar is very coarse-grained, or ones containing very little of the iron-bearing minerals which are objectionable impurities in commercial feldspar, that are quarried to yield an acceptable product. The most widespread type of such a rock from which commercial feldspar can be produced, is that called "pegmatite." These rocks are dikes and bodies of irregular shape and of a size measured in feet or yards in most cases, rather than in miles. They are more commonly associated with granites, rather than with other coarse-grained igneous rocks. Many of them contain crystals of various minerals, including the feldspars, that are much larger than are found in the host rock, the granite, and in many there are large masses of feldspar that are sufficiently free from iron-bearing silicates so that products acceptable to the ceramic industry can be produced, in some cases simply by hand sorting. Most of this feldspar in pegmatites, however, does contain intergrown quartz up to 25 pct. Introduction The Strategic Petroleum Reserves (SPR) is a national program dedicated to storage of large quantities of crude oil in leached salt caverns in the Texas-Louisiana gulf coast area. The program has required storage in existing caverns at each site and includes plans to leach new ones. The structural stability of each cavern depends on the behavior of the surrounding salt. In the past cavern stability has been predicted based on experience with other caverns in the vicinity. With the development of good non-linear finite element structural computer programs, it is possible to predict stability before the cavern is created. An important step in verifying the applicability of these predictive methods is comparison of analytical and field data. The analytical data come from finite element analyses of a specific cavern where the laboratory determined material properties and an approximation to the cavern geometry are used as input. These comparisons have been made for caverns in the Bayou Choctaw Dome (Louisiana) and Eminence Dome (Mississippi) with reasonably good correlation being obtained between measured and predicted volumetric response of the caverns. This paper discusses 1) the acquisition of material properties, 2) the finite element program SANCHO, and 3) the comparison of analytical and field data for each of the caverns.

The necessity of using a refractory material capable of much greater resistance to chemical action and having a far higher melting-point than those which contain silica, which melt and sweat off in the furnace even when not exposed to bases forming with silica more or less fusible compounds, has led to a careful practical study of all those materials which contain very refractory bases. The results of these researches, extending over several years, and made on a very large scale in many of the largest works in Europe, are of the highest interest, not only considered as a step in the progress of the study of the materials themselves, but in the application of refractory materials to metallurgical uses in general. The result of the experience of the last seven years with these basic materials, as in general with all such substanccs, is that natural products cannot be used as such. They are either too uncertain in their quality, contain substances which may in certain cases be very injurious, or, when in a condition in which they might be used, are so rare as to become practically unavailable for employment on a large scale. The materials that may he used are therefore not only limited in number. but they must be prepared artificially. When the use of basic artificial material is further extended, no doubt the number of these substances will not only be greatly increased, but the methods of preparation will be both perfected and cheapened to such an extent as to permit their application in processes for which they have hitherto proved too expensive. The quantity of refractory materials required for making ingots will he from 130 to 150 Ibs. per ton, or between 6 and 8 per cent. of the metal produced. In an establishment producing 2000 to 3000 tons of steel per week, considerable space is required to handle the basic materials properly. It is proposed in this paper to briefly discuss these basic materials and their application in the only two metallurgical processes where they have as yet been applied. These are the basic Bessemer and the basic open-hearth process, known as the Thomas-Gilchrist processes.

Mercaptobenzthiazole and its sodium salt are marketed under the trade names Flotagen and Flotagen S respectively, for use as collectors for cerussite and other minerals. The structural formulas for sodium rnercaptobenzthiazole and for sodium ethyl xanthate are: Chemically there is a resemblance between the two compounds, though the free acid (mercaptobenzthiazole itself) is much more stable than xanthic acid. Both are readily oxidized, e.g., by iodine to disulphides, and can be estimated by iodometric titration. Qualitatively they are similar as collectors in flotation, although there are quantitative differences between them that may be important in practice. It is deduced that the influence of the nitrogen atom is subordinated to that of the sulphur atoms, and that the dominant group of these compounds is the mercapto group —SH or —5Na. The general method of investigation has been based on contact tests. Two temperatures, 10" and 35" C., have been chosen, and with a standard concentration of 20 mg. per liter of mercaptobenzthiazole (i.e., of the free acid) the influence of alkali, cyanide and copper sulphate on contact at sulphide mineral surfaces has been studied. This standard concentration corresponds to about 19 mg. per liter potassium ethyl xanthate; it brings out the differences between the minerals better than a higher concentra-

From the time of its emergence as an independent state until the late 1950's, the Republic of Ireland suffered from chronic unemployment, the lowest living standard in Northern Europe, and-most serious of all-an aggravated emigration problem which drained off most of its talented young people. In 1958, however, there was a drastic legislative reaction to these problems, and this in turn ignited the current mining boom in Ireland. Paving the Way to Prosperity In order to reverse the tide of emigration, the Irish government now realized, challenging domestic employment opportunities had to be increased and living standards had to be raised. It was also apparent that future industrial and economic growth in Ireland had to be based on producing goods for export. The home market could not sustain large-scale expansion, and consequently Ireland's chronic balance-of-payments deficit could best be minimized by producing export goods. These considerations, together with the limited amount of accumulated wealth in Ireland, combined to set the objectives of the country's First Program for Economic Expansion in 1958. The general objectives of this program were (1) to stimulate all segments of the economy, (2) to develop foreign trade and (3) to attract foreign capital.

For the purpose of obtaining some first-hand data in regard to the shooting down of coal in bituminous mines, it was the writer's good fortune to be employed as a shot-firer for almost one year. In all, 6020 shots were fired by him during this period. All of the work was done in what is known as the South Main section of the No. 2 Mine of the Ellsworth Collieries Co., Ellsworth, Pa., a subsidiary of the Lackawanna Steel Go. Position of Shot-firing in the Cycle of Operations The established practice of the Ellsworth Collieries Co. calls first for the undercutting of the coal by electric chain machines across the face of the entry or room. This is followed by replacing any posts removed by the machine-runners, or the setting of new posts or timber, as may be required. After this has been done the machine cuttings are loaded into cars. Then the coal is spragged, and a shot hole drilled to the depth of the undercut. Next in order, the shot-firer loads the hole and fires the charge. The working place is then cleaned up, timbered if necessary, the sides and face squared up, and loose material taken down. The face is again ready to be undercut. Materials Used Permissible explosives were used exclusively in blasting coal. These were Carbonite No. 2, a nitroglyccrine explosive; and three different makes of ammonium nitrate explosives, Tunnelite, Red H, and Mine-ite 5-D. The last-named was used during the greater part of the period. It is interesting to note that even at the beginning of this work, the gases resulting from the explosions of the charges caused no especial distress on. the shot-firer's part and this continued to be the case except on the occasions when a change was made from one class of explosive to another.

Colorado today is the largest coal producing state west of the Mississippi River. Developments around Denver began about 1860, and the building of railroads created a good market for the new industry. THE present methods of unloading ore and coarse-crushing at the Magna plant of the Utah Copper Co. are the developments of the past five years. Hand dumping and breaking have given way to the rotary car dump and large gyratory; and the bucket elevators and stationary screens have been replaced by conveyors and shaking screens. The coarse-crushing plant may be broadly divided into two units: the primary crushing and the secondary crushing, or primary roll, unit. The former was erected in 1923; with the exception of the excavation, the construction was carried on by forces of the company. Excavation was started in the middle of March, the first concrete was poured July 16, erection of the steel building started Oct. 30, and the unit was com-pleted and operating Dec. 30. The unit has a capacity of over 24,000 tons of ore per day, and cost more than a million dollars. Remodeling of the primary-roll unit extended over a period of years preceding this, some of the work having been done as early as 1918.

"Mining as an industry of Utah had its inception in the activities of United States soldiers who came to the Salt Lake valley under the command of Gen. P. E. Connor, founder of Fort Douglas, in October, 1862. Many of these soldiers were from California and naturally employed their spare time in the search for minerals. Although their military status did not permit them to make locations in their own names, they assiduously prospected the region in accordance with their own knowledge and with information conveyed to them by Indians and others. Their efforts were encouraged by their commander, who thereby fairly earned the title of father of the industry here, and by their other officers, and many discoveries that subsequently proved of great value were made by the soldiers.No systematic prospecting or mining had been done in the Territory previously, although early Mormon settlers in the southern portion had mined a little ore from time to time in order to provide supplies of lead for bullets. The Mormon leaders at that time did not encourage mining. They held that agriculture was more important and profitable for their followers.Coal was discovered and produced in 1850. Iron was discovered in 1850 and the first iron plant was in operation in 1852 in Iron County. The first non-ferrous metal production was in 1854, in Beaver County, when Isaac Grundy treated ore from the Rollins mine in what is said to have been the first lead furnace west of the Rocky Mountains. The first mineral location was the West Jordan claim in Bingham canyon, located September 17, 1863, now owned by the United States Smelting, Refining & Mining Co., and still productive. The first district organized in the state was the West Mountain (Bingham), December I 7, 1863. Other important districts of early organization are: Little Cottonwood, December 20, 1869; Big Cottonwood, July 11, 1870; American Fork, July 21, 1870; Uintah (Park City), July 8, 1871; Tintic, December 13, 1896; Ophir, August 6, 1870. The first silver-lead smelting was by J. W. Gibson at Stockton in 1866. Lieut. James Finnerty had previously erected two small trial furnaces there, but made no quantity production."

THE orientation dependence of work hardening has previously been studied over the entire range, i.e., including special orientations of high symmetry, in aluminum1-3 and silver.* The differences between various orientations are substantial, and the trend is the same in all fcc crystals. However, there are quantitative differences in behavior between aluminum and silver at room temperature, particularly in the (100) orientation. While many experiments on gold have been reported,5'9 none included the special orientations. We therefore undertook tension tests on gold crystals of the axial orientations (100),(110), (Ill), (211), and, as a representative of single slip, one whose Schmid factor was 0.5 (hereafter referred to as m = 0.5). Single crystals of dimensions 1/4 by .1/4 by 6 in. were grown from the melt1' at a rate of 4 in. per hr, using gold of 99.99 pct purity obtained from Handy and Harman. A growth rate of 1/8 in. per hr, or a purity of 99.999 pct,ll produced no difference in results. The crystals were annealed at 1000°C in air for 24 hr and furnace-cooled down to room temperature, after which they were electro-polished in a solution of potassium cyanide (40 g), potassium ferrocyanide (10 g), soda (20 g), and enough distilled water to make 1 liter of solution, at a current density of 0.02 amp per sq mm. After 2 or 3 hr, a very smooth surface was obtained by this method. Nine m = 0.5, two (loo), one (110), three (Ill), and one (211; crystals were tested at room temperature in a floor-model Instron machine at a tensile strain rate of 0.5 pct per min. The accuracy of the stress measurement was k10 g per sq mm up to 500 g per sq mm, k2 pct for higher stresses. The strain measurement was accurate to t2 pct. The scatter of stress at a given strain among the crystals of the same orientation was small, *5 pct being the largest. The representative stress-strain curves for various orientations are shown in Fig. 1. Table I summarizes the work-hardening parameters as used by seeger.12 Results of other investigators are also included in this table for comparison. There are no previous data for the corner orientations. Values for m = 0.5 crystals agree fairly well with those of Berner. Tm is defined as the stress at which the stress-strain curve begins to deviate from linearity of Stage 11. However, in practice this is a very difficult value to estimate because each investigator has a different idea of linearity. Therefore, the comparison with the values of other investigators may not be valid. In the present experiment, (100) crystals had the highest 111, followed by (111) crystals. The work-hardening rate in Stage I1 was highest for the (111) crystal followed by the (100) crystals. Our value for 0x1 of m = 0.5 orientation agrees very well with those of other investigators. 1) Single-Slip orientation (m = 0.5). These crystals were oriented so that the primary-slip vector was contained in one side face. The dimension perpendicular to this side should then not change if single slip indeed takes place. Within the accuracy of measurement, this dimension did not change during the deformation. Since the accuracy is k0.2 pct, the amount of secondary slip is less than 0.7 pct of the slip on the primary-slip system at 30 pct tensile strain. This is in conformity with the results obtained by Kocks" for aluminum crystals. The tensile axis moved toward (211) during the deformation. Slip bands, Fig. 2(a), were very fine and closely spaced. Some deformation bands were observed. There were no clear-cut cross-slip traces such as the ones observed on aluminum m = 0.5 crystals. 2) (111) Crystals. The orientation of the tensile axis was stable during the deformation. From this observation, one can deduce that at least three slip systems must have operated, and probably all six because the remaining three all have cross-slip relation to one of the first three.' It was very difficult to observe the slip markings. Consequently, we could not confirm by this method that six systems were operative during the deformation. At high strains (above 50 pct shear strain), this orientation had the highest stress-strain curve. At 80

WHEN during the war the Navy Department decided to build an armor-plate and gun-forging plant of its own at South Charleston, W. Va., one of the most important units of the equipment proposed was a 14,000 gross ton forging-press to be used for forging, bending, and rectifying battleship armor-plate and making hol¬low forgings for large caliber guns. A press suitable for doing this kind of work was put into operation in the fall of 1921 and was operated successfully on armor-plate and large forgings until the closing down of the ordnance plant following the Limitation of Armament Conference held in Washington, February, 1922. PURPOSE OF THE PRESS There are three methods by which armor-plate can be made, namely, hammering, forging, and rolling the ingot. Each method produces a different result in the mechanical working of the steel. The hammer was eliminated as impractical from an operating standpoint. The first armor-plate made in this country was worked under a hammer at the Bethlehem Steel Co., between the years 1891 and 1893, but was superseded by forging when the large press was completed in 1893. Harry T. Morris of the Bethlehem Steel Co. informs me that the 1.25-ton steam hammer began operations in 1891 and was in operation for about two years. The Carnegie Steel Co. and the Midvale Steel and Ordnance Steel Co. also forged armor-plate. Certain European manufacturers rolled the plates from large slab ingots, after removing the sink-head and giving the body of the ingot a light pass under a hydraulic press. While rolling accomplished more mechanical work on the surface of an armor plate, forging, on the other hand, resulted in a greater amount of work in the interior of the plate. Either type of equipment involved an enormous expendi¬ture, so it was deemed advisable to adopt the method which would make it possible to use the equipment for more than one purpose. Since g large rolling-mill could be used only for the single operation of rolling armor-plate, a press was decided on, for the reason that it might be designed so as to forge armor, as well as bend and rectify it, and also be used in the forging of ingots for large caliber guns, both in the form of hollow forgings and also solid shafts.

The income of the Institute is derived mainly from dues, advertising in MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.

ONE of Tungsten Mining Corp.'s Vance County, N. C., mill near Henderson was the installation of a new crushing plant with a capacity of 45 to 50 tph. During 1953 the milling rate was jumped from 650 tons to 800 tpd simply by expanding existing facilities, eliminating bottlenecks, and making changes in the existing and new circuits. Previous expansions in 1951 and 1952 raised mill capacity from 300 tons to 650 tpd. In its latest move, Tungsten Mining decided that expansion of existing facilities would be more economical than building that normal production was uninterrupted. For the engineering and design of the new crushing plant and mill expansion the services of the Southwestern Engineering Co., Los Angeles, were obtained. The Southeastern Construction Co., Charlotte, N. C., carried out construction, alterations to existing facilities, and the installation of equipment
