KARL A. PAULY,* Schenectady, N. Y.-We are deeply indebted to Mr. Hobart for a record of the actual experience of the Lehigh Coal and Navigation Co. with electrification. One of the essential features of this test is that it was made under actual operating conditions. In one of the western mining districts I was once discussing the electrification of a large hoist with a mining operator, who told me that they had made a very thorough test and that the results were such as to indicate that electrification was not warranted. When questioned regarding the test, he said that they had called on the mining college in the Territory for assistance, and one of the instructors and a group of students had made the test. They first cleaned the boilers and then operated them at a' continuous load, using the maker's guaranteed steam consumption per indicated horsepower as a guide in estimating the steam consumption under actual hoisting conditions. Such a test is absolutely valueless. The efficiency of the boilers 'is affected by the intermittent demands on the steam. The standby losses, as indicated by Mr. Hobart's paper, are quite equal to the actual fuel consumption required to do the work; very frequently, also, the cost of repairs is either omitted or underestimated. One noticeable feature of Mr. Hobart's tabulation is that there is no mention of steam consumption. Intentionally or otherwise, the steam-hoist builders have befogged the question by making a great point of the steam consumption of hoists. The operator is not at all concerned in steam consumption; it is the actual cost of operation that he is interested in, and it is a comparison between the cost of operation of the two systems, all factors being considered, that should determine the choice. The steam consumption, or its determination by test, is only one step in the problem of estimating the fuel consumption, which, in an actual installation, can be directly measured much more accurately, as was done by Mr. Hobart.

The mechanical behavior of metals and alloys is presumably conditioned by two factors; namely, the crystallinc symmetry and the interatomic forces. Considerable attention has been given to the first of these factors through the recent advances in X-ray technique. It is the purpose of the present paper to call attention to the importance of the second of these factors, to point out promising methods of investigation, and to present some pertinent data. Plastic deformation takes place by slip along atomic planes.' This slip may be inhibited in a number of ways: by the interatomic forces of, cohesion which bind the atoms rigidly in a lattice structure, which in pure metals is usually of high symmetry; by latticc distortion caused by solid solution formation or by mechanical strain; by the intercrystalline boundaries whcrc slip is restrained, probably by the non-registration of the atom planes in adjacent crystal1ites;2 and by the presence of small hard particles which serve to "key" the slip along the atom planes.5 In pure metals, and perhaps also in solid solutions, the atom planes of easiest slip are those exhibhing the greatest density of atomic population and the greatest interplanar distance4 and apparently can now be pre-dict,ed from the analysis of the lattices. Concerning the interatomic forccs, which resist this slip by holding the atoms firmly together, little is known. Most textbooks on physical metallurgy, following the work of Bot-tone,5 correlate the hardness of the pure metals with the atomic volume,

Metallurgical processes cannot be conducted successfully With out the aid of analytical chemistry. The great perfection of Iead smelting in the West, for instance, has only been accomplished by the analysis of ores, fluxes, slags and all products of the furnace. Ores are mixed and fluxed to obtain a slag of desired composition. Account is even taken of the composition of the ashes obtained from the coke. The " muscular " smelter has left the field forever! This state of affairs has been induced by sharp competition, i.e., by a com plete separation of the industries of mining and reducing ores, not by the liberality and wisdom of directors and stockholders to pro vide laboratories and engage chemists, or by their love for scientific investigation. It would be considered absurd, at present, to run a lead-smelter, a blast-furnace for pig-iron, or a Bessemer plant without the assist ance of a well-equipped laboratory and a chemist; but it is con sidered quite sufficient to provide amalgamation- or lixiviation works merely with a crude assay-office, and an assayer who is paid less than a laborer in the mill. In my opinion, this will change in the near future. By the ex clusion of Mexican lead-ores, and their growiring scarcity in the West, smelters have been forced to raise their charges on so-called dry silver-ores, and cannot handle the latter now in such unlimited quantities as formerly. The inevitable result must be that the sur plus of these dry silver-ores, especially those of low grade, will be reduced by processes cheaper than smelbing; and here the introduc tion of lixiviation has an excellent field, provided the muscular lixiviator has an able chemist for an assistant. It is to be regretted that so little analytical work has been done in lixiviation. We know almost nothing of the composition of roasted ores before and after lixiviation; of the constitution of the first wash water and of lixiviation-solutions after prolonged use; of the chemistry of sodium and calcium sulphides; of the col-hposition

In 1938 Ralston4 reviewed the many attempts to find a satisfactory collector for the separation of cassiterite from its ores and in 1944 Dean and Ambrose2 summarized some further attempts. Generally, soaps and amines are effective but nonselective collectors. We have discovered that reagents containing either the polar group — SO4- or — SO3- are excellent collectors for cassiterite and promise to be selective. The response to these reagents of cassiterite and of minerals commonly associated with it was studied, using the captive-bubble technique. Using these fundamental data, the practicability of separation and concentration of tin was investigated by flotation tests in a 2000-gram Denver cell. Experimental Methods Reagents All inorganic reagents were of Analar grade. The preparation and purification of sodium cetyl sulphate, cetyl trimethyl-ammonium bromide, laurylamine and cetylamine have been previously described.5 The other collectors were commercial surface-active agents, which were used without purification. Tests Captive-bubble Tests and Cylinder Flotation Tests have been previously de- scribed.5,10 The full lines shown in the figures relating solution composition to contact (flotation) distinguish solutions in which contact (flotation) is possible from those in which it is not. The curve is derived by successive approximation and the accuracy is ±0.2 pH units and ± 5 mg. per liter of collector or depressant. Solution compositions for which it was shown experimentally that contact or flotation is possible are marked by a circle, those for which it is not possible, by a cross, and those for which it is doubtful by a cross within a circle. It is assumed that at all other solution compositions within (without) the curve, contact or flotation is possible (not possible). After testing in the collector solution, the mineral was removed, washed, and tested by the captive-bubble method in water, or floated in a cylinder with frother only. In this way the composition of solutions in which a mineral was conditioned but in which properties of the collector solution prevented contact or flotation can be defined. The composition of solutions in which conditioning was possible lie between the full and broken curve, and the experimental results are indicated by a square. The curves show the limits of composition of solutions in which flotation in a cell would be possible but many factors other than those considered in these the determine recovery and grade of a given mineral in practice. This paper describes a method of measuring initial and long-term deformations which occur in the medium surrounding mine accessways, and discusses the importance of this type of measurement in assessing support-problem areas. Delineated are (1) description of the rock-deformation monitoring equipment, (2) results of two field tests which monitored rock deformation around 4-foot-diameter raise bores, and (3) a numerical-analysis (finite-element) technique to correlate theoretical with experimental results. Instrumentation developed provided the sensitivity and resolution needed to measure rock deformation around a full-scale raise bore during excavation. Results of the tests conducted at the Lucky Friday mine, Mullan, Idaho, show the relationships between (a) de- formation vs. time, and (b) deformation vs. bit progress. Based on theoretical evaluation of the initial deformation, the medium appeared to behave elastically. Using an estimated field stress of 5,500 psi and Poisson's ratio of 0.20, the gross modulus of elasticity of the rock was calculated to range from 3.15 to 6.0 x 106 psi (with one outlier which was determined to be >12 x l06 psi).

IN the early days of mining in the Anthracite field, only the thicker and better seams of coal were mined, because of the limited mining and coal-cleaning facilities, therefore many of the thinner and less productive seams were permitted to remain unmined. With improvements in mining methods, the introduction of modem preparation plants, and the increased market demand for small-size coal, the thinner and more laminated seams have now become assets. In many instances these seams overlie the mined-out beds of the thicker and better seams, from which all recoverable coal was removed by the conventional breast-and-pillar method of mining. Some collieries in certain sections of the Anthracite field are now relying on these thinner and laminated seams. For the purpose of illustration, a large area in the Hickory Swamp-Ridge Basin of the western middle coal field has been selected, where as early as 1898 the No. 4, or Little Buck Mountain, seam was mined and pillars removed. The No. 5, or Buck Mountain, seam lying on a comparatively light pitch and with intervening strata of but 55 ft. of rock was not mined until 1935. Farther east, in the same basin the Nos. 8 and 9 seams, which are two splits of the Mammoth seam, have been mined and robbed and the workings have been abandoned since 1896. The overlying No. 9 ¾ seam, or the upper split of the Mammoth, and the No. 9 ¾ or 4-ft. seam remained virgin, with only an interval of 50 ft. of rock separating them, and with 40 to 50 ft. of rock strata separating the No. 9 ½ seam from the completely mined area of the Nos. 8 and 9 seams. These seams lie on a pitch of 45° on the south side of the basin and on 75° on the north side of the basin. Mining has been carried on in the 9 ½ and 9 ¾ seams for 3 years on both dips of the basin, for a distance of 3500 ft. In some sections the overlying strata of the thicker seams previously mined have settled without any apparent breaks in the upper strata, as indications have shown in the top split of the Mammoth; while in other areas the roof and bottom of this top split of the Mammoth have settled unevenly, thereby causing the bottom and roof to break into blocks. In attempting to mine over a large area of the No. 5 or Buck Mountain seam, a similar settlement has been encountered; the roof of the seam has been broken and a considerable amount of timbering has been necessary in order to make the mining of the seam possible. The conventional breast-and-pillar method, using shaker conveyors, has been used in the No. 5 seam, and a slant-breast method in the mining of Nos. 9 ½ and 9 ¾ seams. THE non-ferrous 'metals industry of the Soviet Union found itself in a very low position at the beginning of the reconstruction period in 1922, due to the absence of modern smelters and the run-down condition of the existing ones. Up to. 1924 there was no great demand for newly smelted non-ferrous metals due to the considerable stocks' of copper, zinc, lead, tin and aluminum in the courtry and also to the undeveloped condition of Soviet industries. However, in 1925 it became necessary to obtain new stocks of non-ferrous metals and in that year 12,000 tons of zinc, 14,000 tons of lead and 2,000 tons of tin and aluminum were imported into the U. S. S. R.

On Dec. 8, 1916, at a meeting held at the Massachusetts Institute of Technology, the John Fritz Medal was presented to Professor Elihu, Thomson, "for his achievements in electrical invention, in electrical engineering, in industrial development and,in scientific research." Professor Albert Sauveur presided. John J. Carty, chairman of the Presentation Committee of the Board of Award, made a short address-on the history and significance of the medal. He was followed by E. W. Rice, Jr., president of the General Electric Co., who spoke at length of the achievements of Dr. Thomson, whom he called "one of the world's most prolific and industrious inventors and scientists." Among other things, he said: "In the, field of electrical inventions alone, Professor Thomson has been awarded something over 550 United States patents, and in other fields; notably mechanical work, about 150 patent.,. he has made contributions to the world's scientific, and technical literature, in several hundred articles describing not only his own dis-coveries and inventions but making remarkably interesting contributions to scientific speculation and thought. "A skilled workman, he is always able himself to do the work which he asks others to perform. "His inventions are the result of such profound and accurate knowledge,. and developed with such skill, that they almost invariably work on the first, trial in accordance with expectation." Dr. Richard C. Maclaurin, President of the Massachusetts Institute of Technology, spoke of the personality of the man as well as of his accomplishments, as follows: "He has not only clone great things himself, but has shown ,in intense desire to help all who are struggling earnestly with scientific problems. He has proved an inspiration to an ever-widening circle of engineers and others who have entrusted him with their secrets and sought his help in overcoming their difficulties. In order to meet the ever-increasing demand by consumers for uniformity of ground talc, a new method of blending its finished product has been developed by Gouverneur Talc Company, Inc., at its plant near Gouverneur, N. Y. The method has been in use for a sufficient length of time to be now judged a success. The Gouverneur district is the leading talc producing area of the world, inasmuch as more tonnage is produced there than from any other state in the U.S. or, so far as is known, from any other locality in the world. Almost all of the output goes into industrial uses, with ceramics and paint being the principal consuming industries. The physical and chemical specifications imposed by these industries are stringent and the trend, as in most industries, is toward ever increasing severity. The blending method described herein has aided Gouverneur Talc to keep up with this trend.

A dinner was given to Ambrose Swasey by the United Engineering Society, at the Engineers' Club, on November 14. Those present -included -twenty-one presidents and past presidents of the Founder Societies. Charles F. Rand, President of United Engineering Society, presided. President Robert S. Woodward, of the Carnegie Institution of Washington, and Dr. Robert W. Hunt, of Chicago, made addresses to which Mr. Swasey responded. Dr. Michael I. Pupin, Chairman of Engineering Foundation, made the closing address. The evening was marked by the high character of the addresses, inspiration for grave duties lying before the engineering profession, and by the spirit of good fellowship. ALTHOUGH the situation in the oil industry during the past year has. not been conducive to large expenditures for development and research, there is little indication that such expenditures have been curtailed. While few outstanding achievements have been reported, considerable progress has been made in the development of new products and the adaptation of petroleum derivatives to new uses. The most important question facing the refiner today is the anti-knock quality of his gasoline. This year has seen the widespread adoption of the term "octane number" as a measure for anti-knock values, and in the latter months of the year the public has been made acutely aware of this condition through competitive advertising. Gaso-line is no longer priced on volatility and gravity alone, but on octane number as well; and premiums are being paid for material of relatively high octane rating. The situation has grown more and more competitive and has forced refiners continually to raise the octane rating of their regular and com-petitive grades, and at this writing the same situation exists for premium grades which have possessed relatively high anti-knock properties for some time. Straight-run gasoline produced from paraffin-base or semiparaffin-base crudes has an inherently low anti-knock value, and in order to convert this material to a higher quality it has been found necessary to crack an increasing percentage of the crude oil charge. By completely cracking the heavier portions of the crude, and blending back with the straight-run gasoline, it has been possible to produce an average of 63 to 65 octane number gasoline' on average Mid-Continent crude. This operation carried to the fullest extent does not suffice, however, and the recent and rapid development of the so-called "re-forming unit," has resulted. The straight-run gasoline fraction is cut into two parts: a light, low boiling point gasoline; and a heavy gasoline or naphtha. The latter containing the low anti-knock portions of the gasoline, is sent through a re-forming unit and subjected either to high temperature ,or pressure, or both, which materially increases its octane number. THE ECONOMIC THEORY It will assist in the understanding of the Resource Rent Tax ("RRT") proposals in Australia if the economic theory behind the tax is briefly explained. The idea goes back to the concept of rent put forward by the nineteenth century economist David Ricardo. His analysis was broadly as follows: A tenant who farms land which is just on the margin of economic viability cannot afford to pay his landlord any rent, because the value of the crop produced by such marginal land is equal to the cost of producing the crop, plus the cost of keeping the tenant alive. There is nothing left out of which to pay rent to landlord. A tenant who farms good land can afford to pay his landlord rent -- but the maximum amount of rent that he can be asked to pay is the excess of the value of the crop produced by the good land over the cost of producing the crop and of keeping the tenant alive. Adapting this theory to the taxation of mining projects, modern economists who favour this system of taxation say that a profitable mining (or resource) project produces rent in the Ricardian sense. The amount of the rent is the excess of the profits by the project over the amount of profit which is required to attract the taxpayer to invest in the project in the first place. This explains why the tax is called "Resource Rent Tax". PAPUA NEW GUINEA PRECEDENT Although Papua New Guinea ("PNG") is now independent of Australia, there are still close links between the two countries, and strong similarities between their respective tax regimes. PNG introduced an Additional Profits Tax ("APT") in 1978. In many respects, Australia's RRT proposals follow the precedent set by PNG1s APT. However, in practical terms, not a great deal can be learned at this stage from PNG's experiences since, according to the writer's understanding, no PNG mining project has yet paid any APT. The Bougainville mine is not liable to APT, being subject to tax under its own separate Act, which contains a different formula. Outline of PNG Additional Profits Tax. PNG has two versions of Additional Profits Tax ("APT) - one applying to general mining, the other to petroleum mining. The two versions are very similar. The general mining version is described below. The tax applies on a licence by licence basis. This means that losses on Licence A cannot be offset against profits on Licence B. Expenditure relating to two or more licences, is apportioned "in such manner as the Chief Controller thinks reasonable". Tax is levied on the "accumulated value of net cash receipts" at the rate of (70 - n)% where n=the rate of income tax. The accumulated value of net cash receipts ("av") is calculated as follows: Calculations commence from the first year in which substantial expenditure was incurred on the construction of facilities for the carrying out of mining operations on the licence. For that year the av consists of the total allowable expenditure to date on that lease. For the second year, the av is the av at the end of year one indexed in accordance with the statutory formula set out below, plus the total allowable expenditure in year 2. For year 3, the av is the av at the end of year 2 adjusted by the index factors, plus the total allowable expenditure in year 3. This process is repeated year after year. When the licence starts to earn revenue, the revenue is deducted from total allowable expenditure for that year. If revenue exceeds total allowable

IN view of the increasing importance of sintering in the beneficiation of iron ores preparatory to their reduction in the blast furnace, the writer believes the time is opportune for an up-to-date, though brief, discussion of the general principles of sintering, as well as a discussion of some of the recent improvements and mechanical developments that have been achieved in this industry, its present trend and future possibilities. Sintering may be defined as the agglomeration of fine mineral particles into a porous mass by incipient fusion caused by heat produced by com-bustion within the mass itself. Its first successful application, in connec-tion with the treatment of lead sulphide ores, was known as blast roasting. In this process the lead ore was given a preliminary roasting in a reverber-atory furnace, then the incandescent mass was placed in a pot with a grate and an updraft was applied. It was soon discovered that much better results were obtained by cooling the ore, moistening it, and placing it upon an incandescent layer of fuel previously placed upon a grate, and then applying the updraft blast of air until the charge was converted into a more or less agglomerated mass. The fuel was sulphur and the process one of desulphurization, which was the principal result desired. The application of downdraft to blast roasting brought about tremen-dous results; the principal one of which was that an air blast of high pressure could be passed through a layer of ore deposited on a grate, or on a grate covered by a layer of coarse porous material, without disturbing the particles of which the layer is composed. The air current is compelled to filter through the pores of the charge, whereas if the same pressure applied to the top surface of the charge with downdraft were applied to the bottom of the charge with updraft, the charge would be completely blown off the grate. Another result of reversing the draft was that a flame could readily be applied to the top surface of the charge for ignit-ing purposes.

Based on theoretical and experimental evidence a discussion follows of the behavior of phosphorus -bearing iron ores in the R-N Direct Reduction Process and suggestions are made of methods of reducing the amount of phosphorus in the metallic end product. In ferrous metallurgy a direct reduction process is one in which iron ores are reduced to metallic iron with gaseous or solid reductants without the appearance of a liquid phase. A number of attractive features have induced several companies and government agencies to invest in the development of direct reduction processes. A summary of all direct reduction processes up to 1954 has been given by Barrett,' and Wiberg,2 and Willems3 have reviewed the most recent developments in this rapidly expanding field. Many difficulties have been encountered in direct reduction processes and the nature of these difficulties has varied from process to process. One problem common to almost all of them is the removal of phosphorus which is one of the reasons for the rather pessimistic outlook given by some government publications4'5 to direct reduction processes. In this paper an attempt is made to give a theoretical explanation of the variations in phosphorus removal observed in the R-NY Direct Reduction Process. However, many conclusions are general enough to be applicable to other processes. Most iron ores treated by the R-N process yield products lower in phosphorus than the original ore. A qualitative account of the factors has been given by Stewart, Reed, and Herasymenkoe but the erratic removal of phosphorus from some ores and the general importance of this problem make a more careful analysis of the theoretical aspects desirable. Using an improved maximum bubble pressure technique, the densities of iron silicates at 1400°C have been measured under nitrogen. At the wiistite composition the density has been measured by bubble-blowing experments with both argon and nitrogen and calculated from the measured volume of a known mass of melt under nitrogen. The densities under nitrogen are significantly different from those measured under argon for melts containing less than 28 wt pct SiO2. THE constitution of liquid slags is not well understood, largely because no single property or parameter can be measured which gives conclusive evi- dence of the types and packing of the ions present. Of the many property measurements which can provide information leading to a picture of the constitution of slags, density gives the most direct evidence and has been studied extensively. The work reported here is part of a program of study of densities in multicomponent melts in which the iron oxide-silica system is the solvent. These melts are important as they are fundamental to basic steelmaking, and they allow the study of basic silicate compositions which have hitherto been largely neglected. In their paper on the directional properties in cold-rolled and annealed commercial bronze,' Phillips and Samans suggest that cupronickel, under distinctly different treatments, shows both "45" ears" and "90" ears. Fig. I shows the ears on some cupronickel cups made some 17 years ago for bullet jackets for small arms ammunition. In this case the material heated to 425° C. had "45" ears, while that annealed at 950°C. showed long "90" ears" when drawn with the same tools. The method of cupping, the shape of cupping tools, etc., were found to have very little influence on the earing tendency, but the deeper the cup was drawn, the higher the ears would be. Method of Manufacture Cupronickel cast bars were 1 in. thick. Ordinarily, they were rolled with numerous passes to a thickness of 0.4 to 0.2 in., according to conditions. They were then given a single intermediate anneal, and rolled to finish thickness, frequently 0.032 in. After a last anneal the material was cupped with a "cut and draw" operation. It is generally realized and very often admitted by both producers and consumers of coal that there is great need for a revision of existing commercial classifications, and this will involve, of course, determination of a standard classification and a constant revision of marketing practices as they are affected by coal classification. I recently sent out some 200 letters to producers and consumers with a request for their views on the subject of commercial classification. Nearly all of the replies from both sides were that there was needed some change in the present method. There were three or four dissenting voices but the great majority of opinion was in favor of the formulation of some standard commercial classification. The classifications in commercial use today can best be described as a hodgepodge. They are made upon different bases, have different names and have different ways. There are, for instance, about 11 single bases of classifications as used commercially and some 17 or 18 combination bases. Then there were the Tidewater Pool Exchanges. The classification which they put in force is still used in the tidewater markets and has several different bases of its own. It will be considerable of an undertaking to bring about a change in marketing methods as affected by coal classification but it is well worth doing and I think the committee which has been appointed under the auspices of the American Society for Testing Materials realizes the importance of the subject and is on the way to at least bring about some provision for adjusting matters. By way of starting, each member of the Committee on Commercial Classification has been assigned to a general market district and each member is now engaged in collecting the commercial market practice data for submission at the next meeting of the Committee. About a year ago I made up a list of the commercial classifications in the different markets and the total was 171. The 11 single bases I found used in commercial practice were:
