Coal is produced, in commercial quantities, in thirty-five of the fifty-five counties of West Virginia. Oil and gas are produced, commercially, in forty-two counties. So, you may readily see that coal, oil and gas arc closely related as to production areas. Many of the West Virginia coal mines are studded with oil and gas wells, as drilling has been done in thirty-two of the coal bearing counties. When the drilling of oil and gas wells was placed under the regulatory control of the Department of Mines on June I, 1929, it was estimated, by the State Geological Survey, that 64,000 wells had been drilled in West Virginia and that 34,000 wells were then being operated as oil and gas producers. No records of many of these remaining 30,000 abandoned wells exist and some of them remain a standing menace to safety as our coal extraction continues. Of a total of 13,100 new wells drilled since June 1929, approximately 5200 have been drilled through coal measures. Approximately 7000 wells, which were drilled through coal measures, have been abandoned in the same period of time. Many of these wells were drilled prior to the enactment of the oil and gas laws. Prior to the enactment of the Oil and Gas Law, which established the Oil and Gas Division of thc Department of Mines in 1929, there had been several mine ex-plosions attributable to cutting into un- charted wells and the improper plugging of other wells. The most serious explosion was that of Mines No. 47 and No. 49 of the Consolidation Coal Co. in Marion Co., when one of the so-called plugged wells leaked or seeped through some 80 ft of strata to the coal bed elevation, filling the mine with gas, the gas being ignited, killing a good many men and wrecking two coal mines. Legislation, to combat well hazards to coal mines, was slow in coming. In 1928, R. M. Lambie, then Chief of the Dept. of Mines, got sufficient support from coal, oil and gas interests to get the legislature to pass our present oil and gas laws. These statutes not only protected the coal industry but went a long way toward conserving the oil and gas resources of our state. Before drilling for oil or gas on any tract of land, known to be underlaid with one or more workable seams of coal, the well operator is required to submit a map of the area showing the location of the proposed well, and to send a copy to the Dept. of Mines and a copy to the coal operator. If no objections to the location of the proposed well are made by the coal operator within ten days, a drilling permit and a number for the well are then issued and work may proceed. If, however, the location of the proposed well is objected to by the coal operator, on the grounds that the location of the well will interfere with present mine operations, projected workings, or otherwise cause a dangerous condition, the operator may file a written objection with the Dept. of Mines.

The administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the " down-to-the-minute " equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. THIS paper relates entirely to the casting of brass under fluid pressure in steel dies. Die castings of metals and alloys of low melting point have been available for many years but the development of brass die castings has been relatively recent, occurring within the past five years. The successful development of brass die castings has resulted from the availability of alloy steels that would give satisfactory life as dies and the development of suitable die-casting machines. The melting point of copper is 1084° C. (1983° F.) and of a high brass about 900° C. (1652° F.), as compared to 327.5° C. (621.5° F.) for lead, 419.4° C. (786.7° F.) for zinc and 658.7° C. (1217.7° F.) for aluminum, temperatures that are indicative of the casting temperatures required for the various types of alloys, of which the melting points are somewhat lower than those of the pure metals.

As the recovery of this sample is the object of diamond drilling, the utmost care should be taken to secure it. Speed of drilling and low costs are of little value if an inaccurate sample is obtained. The engineer in charge must study his material and lay out the plan of sampling, and then see that the drill runner follows his instructions; for the runner may be more interested in obtaining a large footage than in developing accurate methods of sampling. T. M. Morris (School of Mines and Metallurgy, Rolla, Mo.)—Rate studies promise to help quantify flotation operations. The author's exposition of rate studies is therefore laudable. However his exposition of a second order rate equation rather than a first order rate equation is not convincing. It is important to use the correct equation, otherwise erroneous conclusions may be drawn. The data assembled by the author and plotted according to a second order rate equation can be plotted according to a first order rate equation. As a matter of fact much of the data used reveals that a second order rate equation is not applicable. According to the method used by the author for plotting data, the reciprocal of the slope of the line is the maximum possible recovery. Physically this cannot exceed 100 pct, yet several graphs yield maximum recoveries greater than 100 pct. For example: l—Curve 2, Fig. 1 yields a value of 120 pct; 2—Curve 2, Fig. 2 yields a value of 115 pct; 3—Fig. 7 yields a value of 110 pct. The real test of the graphical method is, as the author points out, whether or not the earliest points agree with a straight line. The second order rate plot does not fulfill this requirement. Fig. 10 shows the data used by the author to obtain Curve 2 in Fig. 1, plotted according to both a second and first order rate equation. Fig. 11 shows the two rate plots made from data published by Ludt and DeWitt.19 In Fig. 10 the first order rate plot gives a very good fit and obeys the boundary condition of passing through the origin. For the second order rate plot a straight line can be drawn through the last three points but the earliest points are not in agreement with this line. The reciprocal of the slope of the straight line gives a value of maximum possible recovery of 112 pct. The maximum possible recovery according to the first order rate plot is 78 pct. In Fig. 11 the first order rate plot again fits all of the points very well and passes through the origin. The second order rate plot shows wide deviation of the earliest point, indicating that the second order rate equation is not applicable. The reason for the fit of data to the second order rate equation during longer flotation times is that R, the cumulative percent recovery, changes slowly toward the end of the flotation operation, so that when t/R is plotted against time, one is, in effect plotting t against t and one would certainly expect a straight line. The author attempts to show that the second order rate equation is correct by citing evidence which shows that recovery is a function of initial concentration. This is a debatable point especially since, in the author's original presentation of this paper at the St. Louis

THIS paper is presented in the hope that it will be instructive in view of the future large expansion of the mining industry in the west-coast countries of South America. There is a more or less general impression that the Spanish-American workman is inferior to the American, but after some years of experience and observation I doubt the correctness of this view. Taking into consideration all the elements which make for efficiency of labor, it has been found, particularly in Chile, that under proper organization native labor yields as much, man for man, and more, dollar for dollar, than in the Western United States. If a manager is willing to accept unreservedly the c costumbres del pais, without combating intelligently and patiently the ones tending to inefficiency, he should expect no better results than he deserves. He must conscientiously insist that a " square deal " be given and exacted; that liquor be excluded from camp as far as possible; that comfortable quarters and other uplifting elements of life be provided; and that the costumbres del pais shall not be over-ridden roughshod. He should also insist upon the gradual and reasonable adjustment of these conditions to the exigencies of the work; and (by no means the least difficult of his tasks) he should select the most competent men to patiently direct and teach the natives in the several departments, and by their own example encourage self-respect and decency. While the Braden mine is by no means as yet operated on a large scale, according to modern rating, it will nevertheless be interesting to note what has actually been accomplished there. TO improve blasting methods it is necessary to know how the explosive force acts and how rock resists this force. Because of the tremendous power developed within milliseconds and the great number of other factors directly affecting the technical and economic results, an analysis of the fundamentals of blasting theory is difficult. But since the rules used for layout design and for calculations of size of explosive charges are based on theoretical assumptions, complete knowledge of blasting theory has great practical importance in mining. Analysis of Blasting Theory: It is interesting to note the opinion of blasting experts with respect to contemporary blasting theories. F. Stussi; Professor of the University of Zurich, stated: "We do not have enough experience yet to change our army engineering regulations in blasting and base it on new fundamentals. It is our duty to collect more practical data and to do more research in blasting to close this gap." K. H. Fraenkel,2 editor of the Manual on Rock Blasting published in 1953 in Sweden and written by well-known Swedish, German, Swiss, and French blasting and explosive experts, said: "To the best of our knowledge no suitable formulas for civil blasting work are to be found in the American, French or German literature." Present blasting theory is based upon two assumptions. 1) The blasting force of explosive acts in concentrical and spherical form. 2) Rock resistance against the explosive force is directly proportional to the strength characteristics of the rock. The first classical formula based on theoretical fundamental in blasting theory for explosive charge calculation was introduced by Vauban, a military engineer who lived 300 years ago. It was Vauban who proposed the famous formula L = w3 q, where L is the explosive charge, w = line of least resistance, and q = specific explosive consumption proportional to the weight of rock. Later engineers used q as proportional to the strength of the rock. Since Vauban's time different suggestions concerning blasting theory have been proposed. However, the principles stated at that time so affected the thinking of later generations that his formula is still in use and practically unchanged. The first controversy concerned the form of crater. It was found that geological features of rock affected its form. The factor q was analyzed thoroughly by Lares3 and later by Ohnesorge," Weichelt,5 Bendel,6 and others, but the assumption remained that resistance against explosive force is directly proportional to the strength of the rock blasted. The greatest controversy, which has not yet been settled, concerned w. It was noted that w3 is more appropriate for long lines of resistance and w2 for lines of resistance less than 15 ft. Based on the assumption that the explosive force acts concentrically and spherically, spacings between charges were limited to distances not greater than the length of line of least resistance. Sometimes larger spacing is recommended, but this is due to the advantageous geological and physical properties of rock and not to the action of an explosive force as such. In addition to the classical formula, empirical formulas are used widely. These state that the explosive charge is directly proportional to the volume of blasted rock in cubic yards, and the amounts of explosive required are usually expressed in pounds of explosive per cubic yard of rock. Empirical and classical formulas are contradictory. In the empirical formula, but not in the classical formula, explosive charge is taken proportional to all three space axes: line of least resistance, spacing, and bench height. In spite of this contradiction, both formulas give good results. This is possible because as now practiced the explosive charge calculation for heavy burdens need not be highly accurate. Each, open pit or quarry, usually works with a certain relation between bench height and line of least resistance and between charge spacing and line of least resistance. When these relations are changed, however, the specific explosive consumption q changes greatly. This is one of the reasons why the principles on which the formulas are based appear to be incorrect. The housing of labor and sanitation at mines in India are difficult problems to solve because-no more than two or three castes will accept the same conditions, and conditions suitable to one coal-field are not applicable to other fields. It is also necessary to consider the financial standing of the different companies. The European companies, which pay 30 per cent. and more dividends, can erect more suitable houses than the Indian companies, which are just able to keep their heads above water. The Santhal will not live in a bucca-roofed house as a permanent dwelling, and both the Santhal and Koras have an aversion to living in a line of attached huts. They have forsaken a whole, line of houses in one of which a case of sickness or death has occurred, and those houses were afterward considered unfit by all other classes of natives. The Santhals, Koras, and Douri castes will not take drinking water from a stand pipe; wells must be furnished. When well water is not available, these people will take water from the nearest pool or tank regardless of whether or not the water is stagnant. The well tops should not he completely enclosed, nor should there be a drain around the top. The ground should slope away from the well. In the Girieih coal fields, the miners have a great objection to pucca floors; they prefer earth which is lapped, easily cleaned, and renewed. As it is customary for the miner to build his own house, the company supplying the roofing material, he takes a special interest in it, keeps it in order, and hesitates to leave it. Each house is surrounded by its own bit of land, which the inmate cultivates.

The comments by George L. Gates are appropriate to the characteristics that we sought to feature in our study and they are appreciated by the authors. In our laboratory deposition tests the smoothness of the surface seemed to be more important than the type of surface. However, we also noted that even where very smooth glass, plastic or polished metal coupons were used, scale deposition still occurred though the rate varied. Much more information is needed, however, and new work to solve the mineral scale deposition problem by mechanical and chemical means is expected to continue.

The Youghiogheny and Ohio Coal Company expanded computer usage in the areas of engineering and production analyses by establishing a time-share terminal with Ohio University. Through the use of a graduate student on a consulting basis this relationship has enabled the company to gain computer programming capabilities in the scientific languages such as FORTRAN IV. The engineering function has benefitted from programs which dealt with mine power distribution and geostatistical analysis. Additionally, the University has modified a group of simulation programs developed by Virginia Polytechnic Institute so they are interactive enabling data entry from the remote terminal.

The process of sand erosion has been harnessed to perform a useful function—the directed perforating of oilfield tubular goods and formation rock. In this process the sand is carried by a liquid medium and the resrrlting slurry is forced through a nozzle at an extren~ely high velocity. Upon impingement against casing or formation, the fast-moving sand particles erode a perforalion in the casing followed by cavity formation in the medium behind the casing. The many factors influencing the rate and extent of this penetration are inherently difficult to establish experimentally. Equations describing submerged jet behavior have been applied to these conditions. The following paper develops the equations for predicting the performance of the perforating jet. INTRODUCTION The cutting power of high-velocity sand has been well known in the petroleum industry for many years. Sand carried by a high-velocity gas stream causes severe erosion. This effect has been the cause of numerous production problems in certain areas. It was logical to expect that this phenomenon would one day be adapted to useful industrial applications. Development of mobile, high-pressure, high-horsepower pumping equipment in the last decade has made this possible. The sand erosion process involves pumping a fluid containing abrasive solids through a set of nozzles at a high differential pressure (2,000 to 4,000 psi). The pressure conversion into kinetic energy imparts high velocity to the sand particles which, upon impact with the formation face or casing wall, erode the material in an organized pattern. This paper attempts to establish the effects of the various parameters and to predict the performance and limitations of the process. The following factors will be considered: nozzle differential pressure, perforation size, sand concentration, nozzle stand-off distance and backpressure. In general, this discussion is presented along theoretical lines and is substantiated by field results and data where reliable field data exists. POWER EQUATIONS The penetration rate of a high-velocity hydraulic jet is proportional to the power or energy of the jet at the point in quesion. The power of the submerged jet will decrease with distance (or penetration) into the cavity created by the jet. As the cavity is extended into the formation, the power of the jet diminishes to a value equal to the threshold cutting power of the particular formation which is defiined as the lowest power level at which the formation will be abraded by the jet. Obviously, when this point is reached, no further cutting of the formation can occur. It is assumed that this power level for a particular formation is a function of the hardness of that formation. The following equation can be written for the hydraulic process of formation abrasion.

Gentlemen.-The Institute was founded 54 years ago "with the object of promoting the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained," At least once a year it is well to take stock of our assets, review our performance and determine how well we are now carrying out the purposes of our Founders. There can be no question as to the work the Institute has done and is doing in promoting the arts and sciences in the fields of mining and metallurgy. One needs only to contrast the methods, the labor and the costs of a half century ago with those now to visualize how far we have gone in the development of accurate technology and sound economics in mineral and metal production. The great mines, mills and smelters of the present, handling individually thousands of tons per day, would' have been impossible except for the accumulation of knowledge, the development of theory, and the improvement in practice that has characterized the period since the foundation of the Institute. The United States has prospered in the last half century greatly, and this has been due not merely to the possession of great natural resources, but to these resources being reduced to possession and put to work. The absence of customs barriers and the freedom of trade across the whole width of this great continent has been an important factor in the growth of our wealth. Unrestricted interchange of goods has permitted each citizen to draw on the resources of the whole country. However, these are but subsidiary causes of prosperity. The free interchange of scientific and technical data, by making the whole body of facts and theory available to each worker, has made this quick and unrivaled development possible. In promoting this free trade in knowledge the Institute may claim a large place without fear of denial. The .72 volumes of TRANSACTIONS, the special volumes, the bulletins and the other publications that have been issued, include a store of knowledge of the arts and sciences related to the production and use of metals and minerals not duplicated elsewhere. Pure iron was inductively melted in small refractory crucibles and optical pyrometer and immersion thermocouple readings were simultmzeously taken. The resulting emissivities of the liquid iron surface obtained were found to be greatly affected by both the gaseous atmosphere and geometrical changes in the physical setup. Quantitative values for these effects are indicated. FOR many applications in both the laboratory and plant, optical pyrometry is still the best means of measuring temperatures in the incandescent range. A prerequisite in evaluating the correct temperature is a good value of the emissivity of the surface. To obtain the emissivity from the tabulated values of the literature can be very confusing and often far from correct. There are many reasons for these difficulties, and it is not within the scope of this paper either to enumerate or to discuss them all. Its purpose is to show quantitatively how several factors affect the apparent emissivities obtained from experimental measurements on liquid iron surfaces. The black body is the reference state for the quantitative values of emissivities and is defined1 as a body which absorbs all radiation incident on it, reflecting none; such a surface emits more radiation per unit area per unit time than any surface which reflects any radiation, and is given a value of unit emissivity. All bodies having reflective power thus have emissivities less than unity and are considered nonblack or grey bodies. The ratio of the radiant energy emitted by the flat, nonblack surface to that of a perfectly black surface of equal area and temperature is the emissivity of the surface. The above definitions are applied to flat, polished, opaque surfaces, very seldom encountered in actual measurements, and for this reason many authors have suggested that the word "emittance" be used for real bodies rather than emissivity. The emittance has reference to the material and its configuration rather than to its properties in the idealized state. Recent observations of molten iron in a small refractory crucible indicate that not only the configuration of its surface but the geometrical arrangement of its surrounding and the nature of the surrounding atmosphere have a pronounced effect on the emittance. Neglect of changes in such conditions may lead to errors as large as 40°C at 1600°C. Thus it is suggested that the term "apparent emissivity" be used and that it be recognized that its value pertains to a particular experimental arrangement only. As a result of not recognizing these differences in emissivities, which are obtainable from changes in the physical setup of an observation, many investigators have incorrectly quoted their values as those of the emissivities of particular materials rather than as an apparent emissivity for their particular arrangements. As a consequence, values of the emissivity of liquid iron ranging from 0.3 up to 0.55 are found in the literature. An analysis ulas made of powder-paltern peaks from cold-rolled polycrystalline copper and from copper powders, compacted into briquets (1 in. diameter) with pressures up to about 106 psi. Powder-pattern peaks from both contact faces were measured with a diffractometer and CuKa radiation. Laltice-parameter measurements indicate the presence of residual stresses in the bulk specimen of the order of a - -10 kg per sq mm after 93 pct reduction in thickness, and give some evidence for the occurrence of deformation stacking faults (probability a - 0.003) in both bulk and powder samples. Fourier analyses of the line profiles were carried out on the (111) - (222) and (200) - (400) Pairs of reflections. The particle sizes decrease rapidly with increasing deformation and reach asymptotic values of De (111) = 550A and D, (200) = 350A at about 25 pct reduction in thickness or 80,000 psi pressure for compaction. The anisotropy of the particle sizes indicates the presence of microtwins and stacking faults on (111) planes. The rms strains increase also with deformation and reach limiting values of 2 x 10-3 in the [100] direction and 1 x 10-3 in the [Ill] direction at a distance L = 100A normal to the reflecting planes. THE diffraction of X-rays in cold-worked, polycrystalline, fcc metals and alloys yields Debye-Scherrer patterns in which the individual (hkl) lines may show a broadening, a shift, and an asymmetric shape.' These effects can be explained by the fragmentation of the small, coherently diffracting domains, the presence of residual elastic strains in the lattice, and the formation of stacking faults. X-ray studies of stacking faults in fcc metals and alloys have been methodically performed during the last few years, but so far most of the investigators dealt with cold-worked powder specimens obtained by filing.2-8,10-19 In such specimens, the crystals are randomly oriented and the average elastic strains are assumed to be zero, so that the observed peak shifts are due to stacking faults only. The agreement between X-ray diffraction theory1,20 and experiment is generally good. On the contrary, cold-worked, polycrystalline bulk specimens (after wire drawing, rolling, plastic deformation by tension or compression, etc.) contain residual elastic strains, which may not average to zero in the surface of the specimen and show very strong preferred orientation of certain lattice planes (texture) parallel to the specimen surface. Nonzero elastic strains also produce peak shifts, the magnitudes of which depend upon the crystallographic orientation of the reflecting lattice planes in elastically anisotropic materials as well as on the type of plastic deformation and which have to be taken into account when measuring stacking-fault probabilities in deformed bulk specimens.21-23 The purpose of the present investigations was to perform a detailed X-ray analysis on a bulk specimen of a fcc metal deformed by rolling at room temperature and on powder of the same material deformed by compaction, and to compare these results with those previously obtained on cold-worked filings.18 Pure copper was chosen for this study since it is known to produce only a small quantity of stacking faults by filing at room temperature.3,16,17,19 The residual elastic strain in the surface of the bulk copper should be the predominant factor determining

The following paper aims to present in a much condensed form the salient results of a detailed geological study of the Bisbee quadrangle, Arizona, carried on during the latter part of the year 1902. It is essentially an abstract of the final official report which will shortly appear in the series of professional papers of the U. S. Geological Survey, accompanied by maps, sections and illustrations. I. Geography. The Bisbee quadrangle, which includes the Warren mining district, lies in Cochise county in the southeastern part of Arizona. It is inclosed between the meridians 109" 45' and 110" 00' and the parallels 31" 30' and 31" 201, the latter being locally the Mexican boundarg line. The area of the quadrangle is about 170 square miles, and includes the southeastern half of the Mule Mountains, one of the smaller of the isolated ranges characteristic of this part of Arizona. The Mule Mountains, while less markedly linear than the Dragoon, Huachuca, Chiricahua, and other neighboring ranges, have a general NW-SE. trend. They may be considered as extending from the old mining town of Tombstone to the Mexican border, a distance of about 30 miles. On the northwest they are separated by the broad, flat floor of Sulphur Spring Valley from the Chiricahua Range, and on the southeast by the similar broad valley of the Rio San Pedro from the Huachuca Range. The maximum width of the range is about 12 miles, and its greatest elevation attained by Mt. Ballard, west of Bisbee, is 7,400 ft. above sea-level.
